Five Ninez rock band boosts summer camp

he July 1 Preliminary Tax Roll has confirmed a substantial decline in the countywide taxable value of existing properties in Miami-Dade County of 13 percent, excluding new construction value. Compared to 2008, taxable value of existing properties declined by $31.8 billion. When adjusted for new construction of $8.4 billion, the 2009 countywide taxable value came in at $222.1 billion, a net decline of $23.4 billion or 9.5 percent. These figures, contained in the 2009 Preliminary Tax Roll released on July 1 by Property Appraiser Pedro J. Garcia, verify a countywide taxable value of $213.8 billion of existing properties, as

BY FRANK CALDERON In one short year, Miami-Dade County’s new curbside recycling program has been so successful that the county is now recovering nearly twice the amount of recyclable materials it did under the old program. The county’s new singlestream recycling program celebrated its first anniversary on June 30. “Residents can now simply place all of their recyclables into one cart, unlike the old dual-stream program where they had to separate recyclables into two different bins,” said Solid Waste director Kathleen WoodsRichardson. “The result of simplifying our recycling program into a ‘single stream’ is that our residents have responded by recycling almost double the tonnage of materials as they did under the old program.” The new single-stream recycling program boasts more than 41,000 tons collected from its inception on June 30, 2008, through May 31, 2009. The distinctive blue carts for the new recycling program are considerably larger than the old bins — 65 gallons compared to 18 gallons — but they’re wheeled for

convenience and include lids to keep all recyclables dry. Under the new singlestream program, residents no longer have to separate their recyclable items. They can fill the new containers with flattened cardboard boxes, glass jars and containers, narrow-necked plastic bottles, newspapers, magazines and more. More than 340,000 Miami-Dade households in the Department of Solid Waste Management’s service area and 11 municipalities participate in the new recycling program, making it one of the largest single-stream curbside recycling programs in the United States. “We’ve done our part by making recycling easier, and our residents have done their part in helping to protect our environment by participating enthusiastically in our new recycling program,” Woods-Richardson said. “Together we can help preserve our natural resources and keep Miami-Dade beautiful.” For more information about the singlestream recycling program or any of the other services provided by the MiamiDade Department of Solid Waste Management, visit online at <www.miamidade.gov/dswm> or call 3-1-1.

The decline was offset by the $8.4 billion in new construction value, which were projects started during the real estate expansion cycle and completed in 2008. These figures directly reflect market value declines throughout Miami-Dade County and confirm a trend, which had been projected in the June 1 estimates issued by the Property Appraiser. Value changes in selected local municipalities are (before new construction, adjusted to include new construction):

ty on the various markets within MiamiDade County. The 2009 Preliminary Tax Roll summarizes aggregate valuation information for each Miami-Dade County taxing authority (such as county government, municipal governments, school board) that levy taxes on Miami-Dade property owners. He recalled his election promise to establish the correct values for MiamiDade properties and said that is exactly what his office has done. Garcia expressed concern that despite the $8.4 billion in new construction value, the taxing authorities nevertheless face a major dilemma: how to provide services residents expect in light of declining property values.

“We all have to be concerned with this dilemma,” Garcia said. “However, as I have stated to the county mayor, county chairman and commissioners, and other elected leaders, I am even more concerned with the daily struggles of residents during these difficult economic times.” The next step will be the delicate and difficult task for the various cities and the county to set their budgets and proposed tax rates for their respective jurisdictions. After the taxing authorities have set their proposed tax rates, the Property Appraiser’s Office will, on Aug. 24, mail a Notice of Proposed Property Taxes to each property owner in the county.

ROCK BAND, from page 1 ––––––––––––––––––––––––––––––––––––––––––––– KAVANAUGH, from page 1 –––––––––––––––––––––––––––––––––––––––––––– now attending Palmetto Senior High School, and Basadre, 15, a sophomore at New World School, have developed their own “classic rock” sound, thanks to school director Richard Rose who encouraged the think-alike youths to play together. To test their wings after the 2007 summer session closed, playing a free set at Tobacco Road, the Ninez so impressed the audience that they landed a regular monthly spot after the nightspot manager offered them a “Happy Hour Band” gig off the tavern’s rear wood deck, welcoming patrons from a rear parking lot. Increasing popularity during the past two years earned the Ninez additional “road” gigs where they now will get their photograph posted on an interior wall, immortalizing famed bands that have played at what aficionados call “Indie Music Heaven.” The Ninez rock style also has earned them paid appearances the past year at Titantic Brewery, Mr. Moe’s and Kendall Diner, and for a growing fan base, they recently cut their first CD. “It’s really cool to see people of all ages out there, enjoying the same music. We realize we’re very fortunate to play weekends at places that have booked us for appearances,” Orsillo said. “They really fit together as a group,” said Orsillo’s mother, Anne, who acts as manager, publicity agent, “chauffeur and mother hen” for the budding rockers, shuttling between schools, three homes and a ‘practice room’ at the Basadre home. “We think Rock Camp is a great way

for kids to gain experience, performing with a group,” she added. “The camp gave Kevin the opportunity to meet other kids with the same musical interests, and the confidence to perform that has now developed into part-time jobs for all three boys.” Anne Orsillo credits Todd Thompson as the teacher who helped the teen musicians write original songs and learn to play as a group. What about the “Five Ninez” name? “That happened when the parents first heard them play and one of the fathers said they’re really ninety-nine-point-ninenine-nine good,” explained Anne Orsillo who wrote the group’s first contract. “We decided to combine the ‘five nines’ into the name ‘Five Ninez.’ I added the ‘z’ instead of an ‘s,’ just for a different touch!” Thanks to MDC Kendall’s high-energy Rock Camp, the Five Ninez will start rocking again at “The Road” after 7 p.m. on July 31, making its mark with the rocker greats who have appeared at the city’s oldest tavern, one block south of the Miami River. The Rock Camp designed for youth, ages 11-18, features performance-oriented instruction by professional musicians for two weeks, culminating with a live performance at Tobacco Road. “What I do in our community is draw on just what our mom did back in the late 1970s and early ’80s,” Officer Kavanaugh explained. “She was always helping someone, selling Girl Scout cookies or contributing time to help a neighbor.” That devotion became all the more important after the Kavanaughs lost their father in a construction accident, and Elsie Kavanaugh needed a job to sustain her five children, then ages 9 to 15, without a husband. “She saw an ad about social service in The Herald and thinking it was meant to help people, answered, and it turned out to be for a corrections officer’s job,” Officer Kavanaugh recalled. “She took it and served at the county women’s jail for over 20 years.” Elsie Kavanaugh, 81, now retired, lives with her daughter, Katrina, and Katrina’s husband, Miami-Dade Police Lt. Jose Diaz of Hammocks District. He, coincidentally, heads the Community Service unit for Miami-Dade’s most western areas. “It’s really in the family,” laughed Officer Kavanaugh who followed in her mother’s footsteps by joining the MiamiDade Police in 1986, beginning with 16 years on uniform patrol duty in Kendall. After a temporary hiatus with the Midwestern District, she returned to the Kendall Station to begin working with a new “COPS” outreach unit, helping spearhead crime prevention methods with programs such as Neighborhood Crime Watch. That’s been Kavanaugh’s specialty during the past five years as part of a five-member Kendall District team headed by Sgt. Neymee Sanchez. They work from a bank of desks that line the walls of a trailer, located behind the headquarters building.

Maj. Michael A. Herrera, Kendall District commander, nominated Kavanaugh as “an integral part of the Neighborhood Watch program for many years” when signing her Officer of the Month citation for May. “Citizens noticed the difference immediately once you coordinated the assistance of agencies and resources to address their concerns,” the citation states. “As a result, you made a significant improvement in the quality of life for them.” A Neighborhood Crime Watch in Devonaire Villas No. 2 community assisted in recent years by Kavanaugh’s efforts also won Janine Balkin, chair, the Kendall District’s “Citizen of the Month” award in May, for coordinating the Devonaire program for 10 years. Kavanaugh and her team also organize the annual Kendall District Halloween party, and direct the Thanksgiving turkey distribution as well as Christmas toy donations. “We just finished our annual Tropical Park ‘Sports Day’ when fifth graders compete for awards between four elementary schools,” she added. “Kids only get picked based on behavior, grades and class participation. Now, we’ve got schools ‘competing’ to get their top students into the program. “It’s important that people understand they can help each other, before and after crimes occur,” Kavanaugh advised. “On-duty officers who answer crimes don’t have the time to meet and talk with neighbors at length about working together for prevention. “That’s where Crime Watch builds relationships with police through our community outreach,” she said. “We take the time to meet with residents, discuss their concerns, and help them learn how they can keep neighborhood safe.”

National health plan: We need one but don’t know how R. Kenneth Bluh KENNETH’S COMMENTARY Fourteen years ago, then First Lady Hillary Clinton, tried to promote a national health plan so all Americans could enjoy the benefits of medical coverage. Her efforts were courageous but her goals were interpreted as creating a “national” plan in which everyone would be required to participate. Her efforts failed. Fast forward to today and we find President Obama coming before Congress with the goal of seeing that everyone in America is guaranteed medical coverage. This time the plan, so far, is less far reaching and stands a better chance of coming to reality. With a Democrat-controlled Congress, the President stands a better chance than Hillary Clinton did. While we talk about individuals buying their own health coverage the reali-

ty is that only 9 percent of the population has or can afford private, individual coverage. Some 40 to 45 million Americans do not have medical coverage. This puts pressure on the hospital emergency rooms where people, who have waited too long to seek medical assistance, show up with advanced stages of illnesses that will cost a fortune to cure or control as opposed to what could have been done if the ailment was treated when the first symptoms were detected. The percentage of employer-provided group medical coverage is decreasing due to ever-increasing premiums. The portion of the premiums employees are being required to cover is increasing every year resulting in many dropping out of vitally needed coverage. Doctors, concerned about medical malpractice lawsuits are ordering every conceivable test so as not be accused of neglecting to discover an illness or a needed treatment. The legal profession always is ready to come to the assistance of those that have had a medical problem misidentified or mistreated resulting in dam-

––– VIEWPOINT ––– ages to the patient. Every year medical equipment manufacturers are developing new equipment and procedures to detect medical problems. We do know that every profession is going to have to give. With the realignment of who provides treatment some providers will lose. Hospital emergency rooms, ramped up to provide coverage will lose business as individuals will not have to wait until they are critically sick by seeing a primary physician at the onset of a medical problem. Insurance companies will be required to provide coverage to today’s uninsurables or they will lose all their business. Attorneys will not be able to go for gigantic awards inasmuch as many individuals will not reach the stage in their illness that will support such damages. I personally know what it costs to take a short visit to the emergency room. My

wife was getting tired of my constant coughing and when my primary physician said that it would take a week before I could see him, I visited one of our local hospital emergency rooms. Three tests, a six-hour wait, and a 10minute visit with a physician and I learned, at a cost of a little over $9,000, that I had bronchitis. My portion of the medical bill was $50. I am over 65; the balance of the bill went to Medicare where, we as a nation picked up the balance of the visit. Could my visit really cost over $9,000? Who knows? All I do know is that something is wrong with the system.

Looking for work? The job market may improve soon

This was the main message from CBS4’s Career Fair. Like hundreds of job seekers all over South Florida, Margarita Quiles has her good days and her bad days. The former Broward Banker said, “At first I was gung-ho and really working hard looking for work. But after a while, I felt bad because I wasn’t getting a job for work I was qualified for, and I really feel bad about myself and the fact that I can’t get a job.” For this reason, Quiles came out to the CBS4 Your Money Career Counseling and Diversity Job Fair in Davie on a rainy Tuesday afternoon. She was joined by several hundred other job seekers looking for the latest job strategies. Bruce Aronowitz of Broward’s Workforce One said he’s starting to see local companies hiring again. “I’m noticing local companies advertising for help,” he said. “It’s starting with increasing bids for part-time jobs, and that’s a good foot in the door.” To boost the job market, millions of

economic stimulus dollars soon will begin trickling down from Washington to South Florida. Elizabeth Prior, who runs Broward’s Stimulus Grant program, said the agency gets information on available federal job funds. “These businesses bid on these jobs to see how they can apply for the federal funding, and we process the claims for the federal or state dollars,” Prior said. I asked if the money should actually start hitting the job market later in the fall. “Hopefully, yes,” she told me. Many job seekers tell me they’re having a tough time staying focused on finding a new job and not getting discouraged. They all agree, however, that the tips and strategies they’re getting will make a real difference in knowing how to survive in 2009. Career counselors and employment specialists forecast South Florida hiring to start improving later this fall. They urge everyone who is looking for a job to research where they want their next job to be and to do all they can to get ready for it right now. BY RON BEASLEY In recent months, I have been confronted with a problem that millions of people are encountering on a daily basis in the United States — the skyrocketing cost of medical care. Two years ago, my girlfriend of five years developed breast cancer. She had quit her job with Walgreen’s a month earlier to enroll in nursing school at Jackson Memorial Hospital. I was able to reestablish her Walgreen’s medical insurance through the COBRA program at a cost of $308 a month. And so began the surgery to remove the tumor and the subsequent chemotherapy and radiation treatment. She endured all of this with a bravery and steadfastness that I know I would never have been able to give. She then returned to nursing school at JMH, striving to become a nurse. And we thought the cancer was beaten. After 18 months, the COBRA insurance ran out, and then she began to have pain in her right arm and right breast, where the tumor and lymph nodes had been removed. She returned to the oncologist (doctor) who had treated her. He asked for her insurance card and when she told him that she no longer had medical insurance, he advised that he could not treat her. “What am I to do?” she asked. “Go to Jackson and apply for Medicaid,” he said. She did that. It has been three months since she first made application for assistance and she is still waiting for an answer. Meanwhile, the cancer grows. The medical system in this country is broken and it must be fixed. Have you been to a pharmacy recently and tried to buy a basic blood pressure medica-

tion? Have you tried to see a doctor when you don’t have insurance? Have you been to a hospital emergency room without a medical insurance card? Have you paid a monthly premium for medical insurance? If you have money, I am sure that you have not had to do any of these things. If you ever are forced to endure the hardships of a medical problem without insurance, then you will understand why we need to change the medical system in the United States. Healthcare is not something that should be available only to the wealthy. It is not a privilege; it is a right. When a person gets sick, he or she has should be able to be treated by a doctor, regardless of whether he or her has the money to pay for it. Just because a person does not have money should not mean that death is the only alternative. And that’s where our system lies today. What have we come to in this country when we cannot provide medical care to our citizens at a reasonable cost? Why have we allowed the medical conglomerates to take over our hospitals and insurance companies? Why have we let them price basic medical care beyond the reach of working Americans? Something is terribly wrong with this situation and we need to take notice and do something about it. Is there a need for socialized medicine in the United States? Frankly, I think it is an option that we must seriously consider. The cost of healthcare and medication has soared beyond all reasonable expectations and all indications are that these costs are not going to return to a realistic level. We must take action now. Write your congressional representatives today and tell them that it is imperative that we reform the medical system in this country immediately.

Wall’s features 40 flavors of ice cream, old movies BY RON BEASLEY Tom McKinney bought the Wall’s Old Fashioned Ice Cream store in South Miami four years ago with his wife, Carol, and he has been dishing up 40 flavors of delicious ice cream ever since. “I was looking for a place to buy and I found this place,” McKinney said. “I thought it would be a lot of fun and that I could make some money doing it, so we bought it four years ago…” Jeff Wall founded the business at 8075 SW 67 Ave. three years earlier in the same building that originally housed the popular Big Cheese Restaurant from 1984 to 1991. The Big Cheese moved across the street when that building became available. McKinney, 61, a native Miamian, stocks more flavors of ice cream in his store than an old Howard Johnson ice cream shop. “I have 28 flavors showing all the time, but I actually have 40 flavors in stock,” he said. “But I can’t show them all because I don’t have enough room. So we alternate displaying some flavors.” If you don’t see what you want in the display case, just ask and McKinney

probably has it in the back room. He buys his ice cream from a Miami-Dade County company that exports most of the product it makes. “He makes it in small batches, so it’s always fresh,” McKinney said. “He never makes more than 12 tubs at a time and I draw it off as I need it. Then he’ll make 12 more and throw them in the freezer. I have quarts and pints, and three plastic cups in four sizes. I give kids a smaller portion and, of course, the price is adjusted accordingly.” A quart of ice cream sells for $8.79 and a pint goes for $4.79. McKinney also stocks a variety of mouth-watering homemade fudge. “That’s something that I started making about eight months ago,” he said. “I thought it would be a nice add-on to the ice cream. I thought that the people would eat the ice cream while they’re here and, if they liked the fudge, they’d take some home with them. “The company I deal with sells me the same ingredients that they sell to Disney World. I use the same system to make it that Disney uses and basically I produce the same product that they do.” McKinney recently instituted a new wrinkle at the ice cream parlor, some-

thing aimed at drawing new customers. “We’re showing old movies — television classics and old movies,” he said. “At dark, we set up a projector outside and show them on the side of the building, sort of like a mini drive-in theater.” “I have some Elvis movies, I Love Lucy, Ozzie and Harriet, Leave It to Beaver, The Honeymooners, Superman from the ’50s with George Reeves; I have Superman cartoons from the ’40s, Batman from

1934, and I’ve just recently ordered Star Trek because of the new movie coming out and all the interest in Star Trek.” Wall’s Ice Cream Parlor opens each day at noon and closes at 11 p.m. Monday-Thursday, midnight on Friday and Saturday, and 10:30 p.m. on Sunday. Roxy Theatre Group sings on Royal Caribbean cruise ship BY SUSANNE PINEDO The Roxy Theatre Group’s (RTG) Junior and Senior Voice Teams recently gave award-winning performances aboard Royal Caribbean’s Enchantment of the Seas as part of Music Festivals International. The Roxy Theatre Group (RTG), a non-profit arts organization for children, has been planning this special performance opportunity for their advanced voice students since September. “I’ll be there for you, when the rain starts to pour,” sang the Junior Voice Team members, ages 8-13, from the popular television sitcom Friends as part of their performance, “Stay Tuned.” The kids performed several tunes from well-known shows such as I Love Lucy and Sesame Street for passengers on the cruise ship. The Senior Voice Team, ages 13-18, presented songs from popular films as part of their performance, “The Movie Medley.” The array of songs from popular films included such favorites as Footloose and We Go Together from Grease. “It was sensational to put into practice all of the training we’ve received at Roxy. We were all so excited to sing on

BY ROBERT HAMILTON Nearly 70 people gathered on Sunday, June 14, to celebrate the American Flag at the historic Dice House, Kendall oldest residence built in 1929. Lisa Lesperance and her family hosted the party to celebrate Flag Day, which first originated in 1885. In 1949, President Harry Truman designated June 14 as National Flag Day. Commissioner Katy Sorenson spoke to the crowd about the history of the Dice House and her successful efforts

to save the structure from demolition, and eventually moving it to Continental Park. Other elected officials in attendance included State Rep. Dwight Bullard, Pinecrest Mayor Cindy Lerner and Pinecrest Vice Mayor Jeff Cutler. Lisa Lesperance’s 93-year-old grandmother, Lorette Spalding, was introduced by Louis Lesperance, Lisa’s father. Lorette, a VA Hospital volunteer since 1969, led the crowd in the Pledge of Allegiance followed by John Branzer on trumpet playing the Star Stangled Banner.

Relay For Life at Metrozoo brings community together BY VERONICA C. BUIE

Dozens of teams and supporters for the Relay For Life campaign to fight cancer gathered on the sunny morning of Saturday, June 27, at Miami Metrozoo’s north east parking lot to assemble their tents and display their wares in preparation for the event. Miami-Dade County Commission chair Dennis C. Moss led the way as the event generated nearly $30,000, surpassing the $25,000 goal previously set. The 12-hour event consisted of opening ceremonies highlighting the many cancer survivors, several dance contests, chance drawings, entertainment, games, all-day relay laps around the track, face-painting, and loads of fun with Billy the Marlin and the Marlins Mermaids cheerleaders. The evening concluded with a somber and emotional luminaria (candlelight) ceremony with attendees taking one last silent lap around the track in memory of family members and friends who lost their battles with cancer. Relay For Life (often shortened to Relay) is a fundraising event of the American Cancer Society, and now is

held in many other countries. It is an event designed to spread awareness of cancer prevention and treatment. It

also celebrates survivorship and raises money for research to find cures for cancer.

The event honors the lives of those who have survived cancer and it recognizes those who are still battling the disease and reflects upon the memories of those who lost their battle with cancer. This fundraising initiative encourages teams and other participants to take turns walking or running around the track with representatives on the track at all times during the event. Saturday’s event was the culmination of a six-week long fundraising endeavor. “This event is more than just raising money for cancer treatment and research; it is a great opportunity for the community to come together — regardless of age, race or gender — to remember, honor and celebrate those who have somehow been touched or affected by this awful disease. We all look forward to the day when cancer will be totally done away with,” Commissioner Moss said. Chevrolet adds SS Sedan to 2009 Cobalt lineup Ron Beasley AUTOMOTIVE EDITOR

LET’S TALK CARS The Cobalt is Chevrolet’s “high value” automobile and, overall, it’s a pretty snazzy little vehicle. It’s sporty looking, delivers a smooth, quiet ride and handles very responsively, all at a pretty reasonable price. Available in coupe and sedan body styles, Cobalt has a sleek design with a low-slung body and a fast roofline. The “aircraft-style” doors are integrated into the exterior surface for a tight, flush fit and give the car a solid appearance. The coupe has a sportier look with its tapered, reverse C-pillars that lead to the four round taillights. Other design details include the Chevy-signature horizontal grille bar and gold bowtie insignia, single-cavity headlights with all forward lighting functions contained in the same unit (except for the foglamps); different

rear fascias for sedans and coupes, and a family of wheel sizes ranging from 15inch to 18-inch. The Chrome Exterior Package for LT sedan models includes a chrome grille, body-side moldings, exhaust tip and door handles. For 2009, Chevy has added a turbocharged SS Sedan to the Cobalt lineup, one that already included LS, LT and SS Coupe models. The sedan has all of the SS Coupe’s performance, handling and styling features. Both the SS Coupe and Sedan are powered by a 2.0 liter turbocharged, intercooled Ecotec engine that uses direct injection technology to deliver a balance of performance and fuel efficiency, along with a surprisingly quick 0-60 mph clocking of 5.7 seconds. The Cobalt LS and LT models come with a 2.2-liter Ecotec engine with variable valve timing added for an increase in horsepower (148 to 155) and more efficient performance. The engine also qualifies the Cobalt as an Ultra Low Emissions Vehicle and gets an EPA-estimated 25 mpg in city driving and 37 mpg on the highway. Chevy has discontinued the Cobalt

A conventional spare tire is optional. Our test vehicle was the 2009 Chevy Cobalt LS Coupe and it had a base price of $16,660.
