Community Council 12 $301 million BRT line protests staff cutbacks proposed for Kendall BY RICHARD YAGER special meeting to draft a resolution protesting Planning and Zoning staff cutbacks will be scheduled by East Kendall’s Community Council 12, following release of mayor’s county budget proposal designed to cover a $427 million shortfall within a $7.8 billion budget for the fiscal year 2009-10. The action came eight hours after release of Mayor Carlos Alvarez’s budget recommendation to the media and public at noon on July 15. The budget for the year which runs from Oct. 1 through Sept. 30, 2010 proposes 5 percent across-the-board county employee pay cuts and elimination of positions. “As I read it, the mayor’s proposed budget will be devastating for operation of community councils,” said council chair Elliot N. Zack, speaking at the beginning of the council’s July 15 session. “It would eliminate staffing of council meetings, meaning no agendas, recording of minutes, followup reports and all other responsibilities now handled by the Planning and Zoning Department staff,” he added. “This is incredible,” declared former chair Carla Ascensio-Savola who has fought for council recognition during a four-year term that will end in January following her decision to run for state office in 2010. “Some of our county commissioners simply do not want the councils to operate.” Council member Ileana Vazquez said,

Youngsters learn about importance of recycling The Miami-Dade Department of Solid Waste Management and MiamiDade Parks recently joined forces to teach 130 summer campers about the importance of recycling and proper waste management. The event was part of Miami-Dade Parks’ “Fit to Play, Green it Up” summer camps program, designed to teach children about the health benefits of going green. Details were part of a 32-slide presentation made by Fred Silverman of Parsons Engineering Consultants of Miami and Wilson Fernandez, MPO strategic planner, to East Kendall Community Council 12 on July 15. The plan proposes conversion of an existing freight line corridor over an approximate 12-mile right of way to combine a BRT system that could accommodate linear parks with bike paths and pedestrian walkways.

Miami-Dade Fire Rescue named 2009 EMS Provider of the Year BY CRISTINA ARMAND Miami-Dade Fire Rescue (MDFR) is Florida’s 2009 EMS Provider of the Year. The Florida Department of Health chose MDFR from among several top emergency medical service (EMS) providers in the state. This award honors an EMS provider for taking a leadership role in areas of quality assurance/improvement, patient care, public access, medical control, disaster preparedness, public education and/or training in Florida. MDFR won for currently possessing one of the most comprehensive EMS programs in the nation, which also strongly supports the fulfillment of the Florida EMS Strategic Plan. MDFR also took top honors in the fire-rescue video category, winning the 2009 Video of the Year award for a seg-

BRT LINE, from page 1 ––––––––––––––––––––––––––––––––––––––––––––––––––– PROTESTS, from page 1 –––––––––––––––––––––––––––––––––––––––––––––– The “Homestead Line” extension running south from MIA to Metrozoo steadily has gained resident support as an express bus corridor after extensive objections to the original MPO concept of operating a light rail commuter line along the corridor. Silverman pointed out that the 100foot right of way of the CSX line extends from SW 152nd Street north to SW 56th Street (Miller Road) but thereafter “has varying widths to as little as 20 feet, requiring different treatments” to complete the BRT system to the airport. Capital outlay financing for construction proposes a $243 million from threeway transportation sharing from federal sources (limited to $75 million), equal allocations of $84 million from MiamiDade County and Florida Department of Transportation, and a fourth allocation of $57 million derived from recreation funds. Annual operating and maintenance costs would require an approximate 2 percent increase in existing MiamiDade Bus operations and maintenance, estimated at $4.8 million per year, to include the purchase of 27 new

BRT-styled buses, much like commuter rail cars. “We are looking at a cost of about $25 million per mile with right-of-way costs,” Silverman noted. He compared that to an estimated $10 million per mile cost “for the last 10 miles of the South Dade Busway. The expensive part of the project is right-of-way cost.” In answer to a query about CSX contact and a willingness to negotiate rightof-way costs and use, Silverman concluded: “Present them with something first, then begin to talk.” The plan is part of a supplementary CSX Corridor Evaluation Study developing from an outgrowth of a 2007 Kendall-Link Study that was extended in July 2008 to evaluate feasible transportation options to link MIA and Kendall According to Fernandez, the review of rail corridor uses will be concluded in September with a final report on FEC rail rights of way and how they might inter-connect with Kendall Corridor plans proposed for southwest MiamiDade County. He said the current FEC Corridor study is primarily directed at creating bike paths and similar uses.

“Elimination of support personnel will effectively end non-zoning meetings.” Jose Garciga noted, “Non-zoning meetings are a crucial part of council services. Agreeing was Alberto Santana, among five members present. (Jose I . Valdes and Peggy Brodeur were absent.) At the urging of East Kendall Homeowner Association members led by former chair David Lyons, the five Community Council 12 members agreed to schedule a special session to draft a formal resolution objecting to staff cuts. The meeting would take place prior to September hearings by county commissioners on the budget. The key provision affecting community councils appears under a Planning and Zoning heading on Page 55 of a 64-page preliminary message signed by county manager George Burgess. It states: “As a result of the continued reduction in construction and related rev-

enues, the FY 2009-10 Proposed Resource Allocation Plan reflects the elimination of nine positions in Zoning ($754,000); elimination of one position in Legal Agenda Coordination/Community Councils ($58,000), one Clerk 4, one Legal Advisor, and one Planning and Zoning Services Coordinator ($289,000) from the Legal/Agenda Coordination/ Community Councils Division, and the reduction of miscellaneous operating expenses in Administration ($30,000); reductions will delay the preparation of resolutions and ordinances and will transfer certain legal responsibilities to the County Attorney’s office.” Seeking to validate the elimination, council members were advised by staff it appeared non-zoning support would be handled by existing department personnel. Owen Torres of the mayor’s communication staff was unable to comment prior to the Gazette’s deadline.

Curbside recycling service is provided to more than 340,000 households in the Department of Solid Waste Management’s service area, as well as 11 participating municipalities. Residents place recyclable materials — glass, aluminum, steel, plastic and all types of paper — into a single wheeled recycling cart. Popping up in East Kendall last week was a boatload of moppets pulled by a vehicle through a Sunset Drive neighborhood, including a Mom dressed up as the Statue of Liberty. Neighborhood Compliance issued notice for an unlicensed operation of a private school that has become a neighborhood nuisance at a million-dollar-mansion, vacated by a bachelor who sublet the premises, according to our always reliable sources. Also due for a warning or citations: a car wash operator and the Department of Solid Waste Management truck driver who brazenly block SW 71st Avenue, south of Bird Road, forcing pedestrians to walk in mid-street since there’s no sidewalk in the immediate vicinity. “I don’t know where I’ll be next,” says a Compliance Officer, referring to the Mayor’s staff cuts, “but we’ll see that violations will get cited in that area.” Liver & Onions still a great standby at Kendall’s “New York New York” delistyled restaurant, still doing business as usual at Kendall Mall off North Kendall Drive at SW 107th Avenue where it has provided great corned beef sandwiches below a fantastic array of New York styled posters, pictures and memorabilia for lo! these many years. And now for the rest of the stadium story R. Kenneth Bluh KENNETH’S COMMENTARY Once again the Miami-Dade County Commission was discussing the construction of the Florida Marlins’ ballpark. Commissioner Katy Sorenson asked the county manager a rather simple question: “What’s the total cost of financing going to be?” Would you believe his answer? “I don’t know off the top of my head.” Yet a week earlier the bond financing of the ballpark was completed. The answer: The total cost, over the life of the bond issue, will be $2.4 billion. In defense of the county, we can’t say, “What, I thought you guys said the cost was going to be only $525 million. How come it’s grown to $2.4 billion?” This is easily explained. For example, if you purchased a home with a new $300,000 mortgage at 6 percent interest you will pay, over the next 30 years, $657,000. So the number $2.4 billion is not the

number to focus upon. There are certain aspects of the financing that are important. For one thing the money we are borrowing to finance the ballpark is not being limited to building the park. Our county, in its infinite wisdom, must have said, “Hey guys, while we are borrowing money let’s increase the dollar amount and use some of the money to pay off the Performing Arts Center debt. No one will notice.” So, the $2.4 billion will be for more than the ballpark. Remember how so many homebuyers got into trouble with the “option” mortgage? They had the option to defer a large portion of the monthly payments to a future date and then when that date came, they couldn’t make the payments and lost their home? Well, the county is doing the same thing. Knowing that payments will be more than the bed tax can cover, the county has arranged repayment of the bond debt by deferring a large portion of the repayment to a future date. I guess they figure by that time the county will be receiving more revenue from tourists renting hotel rooms and can afford to make the increased payments.

––– VIEWPOINT ––– How does deferment work? Some $91 million of the $409 million borrowed to build the ballpark will be deferred to 2025. Rather than being paid off each year the interest will compound, interest paid on interest, until the cost balloons out of sight. That’s how the original projected $1.8 billion has soared to an estimated $2.4 billion. But what the heck it’s only money, and the commissioners and the county’s senior management will have retired or died by that time and all will be forgiven or, better said, “forgotten.” Now you know why so many knowledgeable, prominent members of our community have been against the project. Just look at a few of their names — Norman Braman, successful auto dealer, who spent his own money to fight the ballpark in court; Marty Margulies, successful real estate developer, has spoken against the ballpark since the beginning; Carl Hiaasen, popular newspaper colum-

nist, writes about the foolishness of the project, And, county Commissioner Carlos Gimenez, whose background as manager of the City of Miami, gave him the insight to see the shame of the ballpark project. Lastly, and probably the most perilous aspect of the project, is the infrequently mentioned source of money to repay the bond debt. If the bed tax revenues aren’t sufficient to pay the debt, the county has pledged our general revenue funds to cover payments. That’s the money used to pay for the operations of our county government. Big, big mistake!

The “Unbreakable Father” campaign was designed to bring attention to and support fathers who’ve withstood the stereotypes, labels, and tribulations associated with being a father at odds with their child’s mother, or men who have risen to the challenge of fatherhood. I created this campaign in 2005 and the mission was simple: To stand in front of the Lawson E. Thomas Courthouse [in Downtown Miami] for 24 hours. This courthouse was chosen due to its relevance to family court where most battles over custody begin and end for fathers. The act of standing was a physical representation of the word “Unbreakable.” Twenty four hours was dedicated to the father who lives every hour in a day for his child or children. On July 2, 2009, I, Marlon Conner, stood in front of the Lawson E. Thomas Courthouse from 12 a.m. to 6 p.m. (18 hours). My intention of standing for 24 hours was thwarted due to a lack of a city permit. Nevertheless, I met countless fathers, mothers and officials who supported my cause wanting to contribute. It was hot, and yes I got rained on a few times. I even saw a few familiar faces from Homestead Job Corps Center, but I believe most importantly of all, my point was well taken by the community. Marlon Conner is pictured with his 7-year-old son Makye. They say, “If you don’t stand for ––––––––––––––––––––––––––––––––––––– something, you’ll fall for anything.” As you can see from the picture of me and my 7-year-old son Makye, I am the only father involved in this campaign, but I know there are more of you out there. Watch WK Baptist Hospital construction via webcam BY RICHARD YAGER West Kendall’s Baptist Hospital is breaking new ground with technology advances in both construction and operations for the 2011 opening of its $160 million structure. The four-story hospital, under construction on a 30-acre site at SW 162nd Avenue and 96th Street, now gets its picture taken every 10 minutes. Instant building progress segments are recorded by an elevated video camera displaying a southwesterly view of the 282,000-square-foot building and campus. While the 80-bed capacity now is being built, the hospital has capability to add 53 in-patient beds for a capacity of 133, said Jason Virelli, assistant vice president for strategic planning, speaking during a July 13 meeting of the Kendall Federation of Homeowner Associations (KFHA). He noted the expansion is due, in part, to a decision by Kendall Regional Medical Center to vacate its state approval for a similar 80-bed West Kendall facility. Answering a query about the hospital’s reputation as a “paperless” facility, Virelli noted, “We’re now analyzing pilot computer programs at other area facilities to adapt to the West Kendall hospital when it opens operations in two years. “While paper will remain where needed, the use of computerized records provide both safety and security factors for patient care, especially in documenting prescriptions and other medical treatment procedures.” Incorporating LEED building features, the hospital will create specialized “green” programs through plastic reduction, recycled paper and materials, hybrid vehicle use, waste management initiatives, and employee educational and event programming. Assuring nursing excellence “is anoth-

er priority for us, especially at a time when securing trained professionals has become an acute need at all hospitals,” Virelli added. To meet that challenge, Baptist Health South Florida purchased a 100-unit community at SW 107th Avenue and Kendall Drive to provide low-cost housing for nursing staff members. The former Sherwood condominium is completing refurbishing work prior to opening. In addition, the Versant scholarshiptraining program, a two-year, $20,000 assistance program to train nurses for advancement to acute care status, is available. Based on its demographic studies, Virelli said the West Kendall hospital is primarily designed to serve patients in four major West Kendall zip code areas: 33183, 33186, 33193 and 33196, bounded on the north by Miller Road (SW 56th Street) and south by Coral Reef Drive (SW 152nd Street), from Florida’s Turnpike to SW 217th Avenue, west of Krome Avenue. The initial campus site is expandable to a 300-bed facility with a seven-story patient tower. A four-story, 62,000-squarefoot medical office building adjoining the central hospital structure, also is under construction. He said the hospital will relieve current patient loads at Baptist Hospital that yearly include 7,500 patients, 1,500 new babies, 21,000 emergency room and 19,000 urgent care cases. Virelli said the most recent patient study showed 98 percent satisfaction with the opening of Baptist Hospital’s new emergency room facility off Kendall Drive.

COUNTY RECEIVES FEDERAL GRANT FOR HYBRID BUSES The U.S. Environmental Protection agency has awarded Miami-Dade Transit $731,850 in federal stimulus funds to help purchase five new 40-foot hybrid diesel-electric buses to begin replacing the county’s existing conventional diesel bus fleet. The funding will provide a quarter of the money for the cleaner-burning, more fuel-efficient hybrid buses. The county

will provide the rest of the funding. According to the SPA, the new buses will reduce air pollutants by more than 8.8 tons per year. The buses are expected to enter service by early 2011 and have an anticipated 15-year lifespan. SUSAN G. KOMEN FOR THE CURE AFFILIATE EXPANDS TO MONROE Susan G. Komen for the Cure Miami/Ft. Lauderdale affiliate recently announced that the foundation is expanding to include Monroe County in the network. BY LINDA RODRIGUEZ BERNFELD Ivan Kivitt and Dave Mason run a personalized transportation service that takes people who don’t have their driver’s license or a car to where they want to go and picks them up for the return trip. “We can be there by the hour or for the day,” Kivitt said. “We make it very easy. It’s a very happy service. If we take them grocery shopping, we’ll carry the grocery bags to the car and into the house. We will take them to pay their bills, doctor’s appointments. We’re at their service. Whatever they need.” The Doral-based Kivitt said they will be available anywhere in Miami-Dade and even to Fort Lauderdale. “They call us. We will pick them up and take them there,” he said. “If they want to go to Hollywood, we will wait. Especially with doctor’s appointments; this will be very helpful.” The idea is to have a nice service for those who would otherwise have to rely on public transportation or taxis. “I think this is a needed service,” he said. “It would be a very moderate price. We will work out the price for them, for an hour or two hours at a time.” The concept for Friendly Wheels came to Kivitt after he had to help a relative who had no transportation one day. “I said, ‘You know what, this is a good idea,’” he said. “We’re using a 2008

Honda Accord. It has air conditioning, stereophonic sound… it has everything for their convenience.” He and Mason don’t mind if they transport one person or two. And if passengers have a music preference, that’s what will be played during the ride. “This is personal service,” Kivitt said. “This is not a van. It’s going to become a very personalized friendly atmosphere. It will be a good relationship between the client and the driver.” If the business takes off, there is another car and another driver that can be called in. “I feel very positive about it,” he said. “It will be one-on-one. We’re going to care about the client.” Clients might find Mason’s voice to be familiar. He is an actor who was the voice of Strawberry Shortcake for many years and he has done many voiceover parts. Kivitt has had a number of careers in the past. He used to run the Merry Go Round Playhouse and Children’s Theater in West Kendall for many years and he has been a cruise director and a lecturer who talks about the cruise ships and the port. The key components of President Obama’s program to stabilize the housing market through foreclosure reductions are loan modifications and refinancing. This initiative is called the Homeowner Affordability and Stability Plan (HASP). The program is also called “Making Home Affordable.â€? Eligibility is based on the following: • The property must be your homestead—your primary place of residence. • The amount you owe on your property must be equal to or slightly less than the value of the property. • There must be sufficient income to begin paying a new mortgage payment. • The original loan must have originated on or before January 1, 2009. • There must be a hardship. • The unpaid principal balance must be $729,750 or less. • Your mortgage payment must be more than 31% of your gross monthly income. Aside from these eligibility requirements, here are some of the questions I answer daily about the “Making Home Affordableâ€? program. 1. Do I have to stop paying my mortgage to qualify for a modification? Technically, NO. I would love to say that lenders are providing loan modifications to all individuals that are current on their payments and meet the above qualifications, but this is not true. There are several lenders that have given loan modifications to those that are current. However, the majority of lenders are giving priority to those that are at risk of losing their home for nonpayment due to some kind of hardship. I will never advise my client to stop paying their mortgage because there are ramifications. Non-payment will affect your credit score and foreclosure proceedings will commence. Therefore, for those who believe they have no alternative but to stop paying the mortgage, please consult with your lender or seek the advice of an attorney first.

2. Will my equity line be modified together with my first mortgage? No. The loan modification program is only for the first mortgage. The second mortgage or an equity line will need to be negotiated directly with the Lender or Servicer. It is best to modify the first mortgage before negotiating the second. It makes no sense to start modifying the second without knowing if you can even afford the first mortgage payment. 3. What type of interest rate is being offered through the ‘Making Home Affordable� program? The interest rate may go as low as 2%. The purpose is to get you an affordable payment. The “Making Homes Affordable� program works to first reduce the rate of interest, second the term of the loan, and third the principal of the loan. Each step will be taken as needed depending on your particular situation and financial status. 4. Will I have to pay the property taxes and house insurance separately? No. The new loan payment will include a monthly escrow amount for the payment of property taxes and insurance. This is a requirement. 5. What will happen to all my past due amounts, late fees and/or penalties? Those that qualify for a loan modification through the “Making Home Affordable� program will not have to pay past due late fees. All other costs such as unpaid taxes, past due interest, etc., are usually added to the amount you owe. This also the case for many loan modifications that are not through the “Making Home Affordable� program. The most important information to be gained from this article is that there are options available. The hardest part may be in acknowledging that you need help. We are all in this together and together many things can be accomplished. My best advice is to call an attorney for a consultation. LET’S TALK CARS Just about everybody says the Audi A6 sedan is a great car to drive. It’s also comfortable and pleasing to the eye. After a week behind the wheel of the A6, we can only add our vote to the growing list of believers. For 2009, Audi has upgraded and revamped the A6, adding more efficient engines that cut fuel consumption by about 15 percent and improving the suspension by installing a new high-tech assistance system that gives the driver even greater control. The A6 has been a standout for Audi in the luxury sport sedan segment and the new model comes with several new styling accents, including a single-frame grille, bumpers, air vents and fog lights. The available daytime running lights have been redesigned as horizontal strips, each with six xenon LEDs. Other options

include Audi adaptive headlights, a cornering light system, and the high-beam assistant that automatically switches between the high and low beams. An aluminum-colored molding along the sides emphasizes the A6’s contour, while the lip on the trunk, integrated chrome strip on the bumper, broad diffuser and straight exhaust pipes are part of the revamped rear end. The interior of the A6 is spacious and elegant, and there is a lot of attention to detail. The armrests, for example, are soft and plush for extra comfort and the integrated headrest system reduces the danger of whiplash. Additionally, the seats can be upholstered with a new material and sport seats are available in Valcona leather. The instrument panel has highresolution graphics and a new frame to better accent the display. Chrome trim throughout, even on the steering wheel spokes, keys the overall luxury and inlays are available in either faux aluminum or luxury wood. The rear seats are also plush and the L-shaped headrests improve the driver’s rear view visibility. Audi offers a broad range of engine choices for the A6 — six gas and four

diesels that use direct fuel injection, and cutting-edge FSI, TFSI and TDI technologies in a choice of four, six or eight cylinders, with stick shift, Tiptronic or highefficiency Multitronic transmission technologies available. At the same time, engineers have added new measures that cut fuel consumption for all A6 engines by about 15 percent. The smallest A6 gas engine is the 170hp 2.0 TFSI turbocharged four-cylinder and the most powerful is the 350-hp 4.2 liter FSI V-8 engine. In the middle are two FSI V-6 engines — the 2.8 liter 190 hp version or the 3.0-liter 220 hp copy. Both fea-

ture the innovative Audi Valvelift System (AVS), which manages the inlet valve timing so that there is more torque and less fuel consumption. The 3.0 TFSI comes with Tiptronic and Quattro, and clocks 060 in 5.9 seconds. Pricing on the Audi A6 ranges from $45,100 to $60,950, depending on engine, transmission and drive system.
