$3 million from Trust benefits Kendall kids BY RICHARD YAGER espite a two-year loss of $54 million in funding, the Children’s Trust will continue assisting 47 Kendall area programs for children and young adults next year, a Kendall Federation of Homeowner Associations (KFHA) audience learned during an Aug. 3 meeting. Seven major providers of 15 Kendall “Out of School” programs will receive funding totaling more than $1.6 million, more than one-half of nearly $3 million budgeted for area schools and universities, county agencies and private organizations in fiscal 2009-10. The 15 Kendall organizations operating after-school, daycare and special assistance programs will receive $1.9 million or nearly two-thirds of $2,938,629 funds allocated by Trust money for the Kendall area, one of five county regions. Trust funding, which assists hundreds of Miami-Dade public and private organizations throughout the county, is derived from revenues based upon onehalf mill (50 cents per $1,000) of property tax assessments. During the past two years, the Trust budget was cut sharply from $160 million (fiscal year 2007-08)

letter protesting fiscal 2009-10 budget cuts that would lead to elimination of community council nonzoning meetings in unincorporated areas of Miami-Dade County will be drafted and sent to 13 county commissioners by East Kendall Community Council 12, following a 90-minute strategy meeting on Aug. 5. Several Council 12 members projected that action may be their last non-zoning action since it began conducting non-zoning meetings to advise county commissioners on community issues 13 years ago under Team Metro. Staffing and operational cuts totaling $377,000 in Mayor Carlos Alvarez’s proposed $7.8 billion fiscal 2009-10 budget beginning Oct. 1 will leave all community councils in Miami-Dade County without staff logistical support to advertise, conduct and record non-zoning meeting actions, or provide liaison with county departments. If approved by the county commission during Sept. 3 and 17 public hearings, Council 12’s single-item agenda vote last week could be its last non-zoning action because it is not scheduled to meet again until Oct. 21, three weeks after a new fiscal year begins. West Kendall Council 11 has one non-zoning meeting remaining on Sept. 9. While both councils are expected to continue to serve as zoning appeals boards under the enabling ordinance approved in 1996, none of the Council

Scholarship renamed to honor woman pilot BY ASRA JAWAID Fran Sargent, 90, of Cutler Bay received the honor of having the Griner Memorial Scholarship renamed for her during the June meeting of the Florida Goldcoast Chapter of the Ninety-Nines, an international organization of pilots. The meeting took place at the 94th Aero Squadron restaurant in Miami. Sargent has been a member of the Ninety-Nines since 1943. “My father took me to the airport at age 21 to show me airplanes [up close],” she said. She began flying airplanes during World War II, when she became what’s known as a “WASP,” or Women Airforce Service Pilot. “Because men were flying in the war, women were needed to fly within the U.S.,” she said. During her time as a WASP, Sargent flew both military and civilian flights, flying planes such as the Cessna T-50, the UC-78 Bobcat and the Curtis SB2C Helldiver, among many others. “People didn’t think women were appropriate to fly back then,” Sargent recalled. Clearly, this belief didn’t stop her. After doing her duty during the war, Sargent opted for marriage and children. At different points during this post-flight period, she was a mother, kindergarten teacher and secretary. Sargent, who was born on July 24, the same birthday as Amelia Earheart, likes the example she has set for female pilots who came after her. “It’s been very nice because they’ve thanked me for doing these things. We did it because we enjoyed it. People write to me and say, ‘I did this because you said I could.’” Mary Givens, Sargent’s caretaker for the past two years, has witnessed the appreciation Sargent has garnered firsthand.

“Her former students still come back and treat her to dinner and fill her in on their lives,” Givens said. Over the years, Sargent has been honored with a variety of scholarships and awards, all related to her aviation experiences. Among them are the Amelia Earheart Scholarship, Outstanding Contribution to General Aviation Award, annual Wright Brothers Award and induction into the International Forest of Friendship in 1999. Of these, she said she is proudest of the Wright Brothers Award. And the awards keep coming. This fall she plans to travel to Washington, DC, to accept the Congressional Gold Medal along with other surviving WASPs. According to the website <www.wingsovermiami.com>, the award is, along with the Presidential Medal of Freedom, the highest honor a civilian may receive. In this case, the Congressional Gold Medal is especially noteworthy because during their service, WASPs never were awarded full military status, were never considered for officer status and afterward were not granted veteran status until 1977. If she doesn’t feel up to the trip, a member of her family will collect the award on her behalf. From 1961 to 1986, Sargent was a professor of general aviation at then MiamiDade Community College. In fact, she was the first female professor in the school’s aviation department. Sargent received a bachelor of science degree from Florida Atlantic University in 1967 and then an MBA from the University of Miami the following year. The scholarship being renamed for her, the Griner Memorial Scholarship, was originally named for Les Griner, a fellow student and good friend of Sargent. He passed away a couple of years ago, and she was named his “successor.”

Comparisons of cost for council operations, when compared other county departments, were occasionally bitterly reviewed by Council 12 after Jose I. Valdes noted that during fiscal 2004-05, total expense for non-zoning meetings in East Kendall cost $3,955 and rose in fiscal 2005-06 to $4,754. Carla Ascenscio-Savola came armed with county payroll summaries, noting, “Here’s a list of the 20 county attorneys, none making less than $250,000 a year,” and that commissioners, “haven’t cut back yearly discretionary funding of $750,000 each.” She added that the now-abolished Team Metro department head, Sammie I. Walthour, is “still on payroll along with 19 other Team Metro staff employees; they really don’t remove those positions, they just switch them somewhere else!” Savola said conversations with commission members led her to believe “several really don’t care about councils, including one who said the councils could get by with holding just one nonzoning meeting a year. What they don’t want is to screen all the zoning applications that we now review.” “We’re talking about a drop in the bucket here,” chair Elliott N. Zack said of council expenses, adding, “Members do receive $100 yearly but I understand all of us return the checks.” Zack and five colleagues voted 6-0 to draft a letter of protest stipulating ordinance-required duties established in 1996 for all councils; inability to perform under those requirements due to elimination of staff, and inability to address and recommend. “I ran for the office for involvement with community affairs, not just zoning,”

said José Garciga, a newcomer with Councilmember Alberto Santana. It marks the end of “grassroots democracy and letting people speak their mind,” said veteran member Peggy Brodeur, who echoed similar views expressed July 15 by Ileana Vazquez, only member of the board unable to attend the Aug. 5 session. Letters of protest from Continental Park Homeowners Association and East Kendall Homeowners Organization Inc., both signed by Holly E. White, president, were read into the record while several residents — Mary Williams, Dr. Eric Prince, ex-councilmember Robert Wilcosky and McHenry Hamilton — added their voices to the protest. Currently, community councils are comprised of six members elected in staggered four-year terms with one appointed by a local commission member. Councils operate in 10 unincorporated county areas: Northeast, Country Club of Miami, Biscayne Shores, North Central, Westchester, Kendall, West Kendall, Redland, South Bay and Fisher Island. According to the county’s current Planning and Zoning website, the councils “were primarily created to make zoning and land use decisions in a setting more accessible to the community. Community councils also serve as advisory liaisons from their communities to the Board of County Commissioners and County staff, relaying relevant information and recommendations on selected concerns of the council area. “Community councils make recommendations to the county commission on capital, programming and operational priorities for municipal services such as police, parks, fire and roadway maintenance in their area, as well as relaying other concerns and needs of local residents.”

The three Kendall-located beneficiaries receiving the highest number of total dollars for “Out of School” programming in 2009-10 are: • West Kendall Association for Retarded Citizens, 11025 SW 84 St., $566,557; • Alper Jewish Community Center, 11155 SW 112 Ave., $304,037, and • Carrie Brazer Center for Autism at Killian Palms Country Club, $218,267. Observing a male exhibiting suspicious behavior, Officer Valladares began questioning the suspect who police later identified as having a background that included “a criminal history of robbery/carjacking and narcotics viola-

The suspect was charged later with battery on a police officer, possession of a controlled substance and marijuana, depriving an officer of communications, tampering with evidence, escaping arrest and trespass. Luis Ponce, a United Parcel Service driver who witnessed the chase and capture, also played a vital role, retrieving a police radio for Valladares and assisting in keeping the suspect under control before the alerted backup unit arrived at the scene. For his “personal sacrifice” and bravery assisting police, Ponce was selected as the district’s “Citizen of the Month” for June.

AROUND TOWN In case vacationing or on a busy schedule you missed the news, two pending UDB (Urban Development Boundary) court decisions, in and near Kendall, were upheld by Governor Charlie Crist and his cabinet on July 28. Those who led the protests against UDB movements were happy to see a Lowe’s store proposed for a 52-acre site at SW 137th Avenue and SW Eighth Street bite the dust in Tallahassee, even though a trade of always-needed territory for school purposes was part of the company’s bait to get its store approved In a second matter, the Governor’s Cabinet agreed to allow the Brown family interests to convert a triangular 42-acre tract off Kendall Drive just west of SW 167th Avenue from an agriculturallyzoned vacant lot to commercial purposes. The Browns have built several commercial plazas in Kendall and we expect they will do a credible job in creating an acceptable development, where farming this “South 40” would nearly preclude building even a barn to house grazing cattle surrounded by townhomes and strip shopping centers. According to County Atty. Dennis Krebel, Miami-Dade “will live” with both decisions without contemplating any further appeals but the attorney for Lowe’s still has 30 days during August to file still another objection. Airport Noise study for KendallTamiami Executive Airport will be reviewed by Kendall Federation of Homeowners Association at its next meeting on Monday, September 14. Last

MIA Casino? County racing to generate revenues R. Kenneth Bluh KENNETH’S COMMENTARY “Ladies and gentlemen, the horses for the third race at Gulfstream, excuse me, I mean at MIA Park. (Miami International Airport Racing Park). While waiting for the start of the race (or your flight) try your hand at the slot machines or the blackjack tables.” “Get your name in for the once-a-day drawing to win a free roundtrip ticket for two on American Airlines. Travel time restricted to days the county commission is in session.” “Employees, please take a bus to work as your employee parking lot has been temporarily converted into a horse racetrack.” Come on county commissioners. You are making a mistake. If attendance is limited to 1,000 spectators at the track due to current zoning laws, why race horses? Try dogs, they take up less

space, and the event will cost taxpayers less. You can still install slot machines, which will generate income to help cover the cost of running the county. Hey, you might even generate enough money to cover the shortfall at the performing arts center. That’s after you cover the shortfall at the airport. Airport employees had better get up super early to catch a bus inasmuch as the county, due to budgetary restrictions, will be eliminating some bus routes and making fewer trips on the remaining runs. Now to the story behind the story: County administrators (don’t blame our county commission) came up with the idea of installing slot machines at Miami International Airport. With all the flight delays it might give the restless flyers something to do while they wait for their flight. Please note: Local citizens, those not flying but looking for a little action, wouldn’t be permitted go to the airport to play the slots. The county would restrict gambling to those travelers who already have checked in for their flights.

––– VIEWPOINT ––– County administrators recognize that the airport at Las Vegas has slots, so why not Miami. In case you missed the point, the reason behind the slots at the airport is not to entertain the traveler — it is to generate dollars. The county needs every dollar it can lay its hands on due to the precipitous drop in real estate tax revenues. However, there is a problem. You can’t just have slots, or other games of chance, unless it is associated with another form of gambling, such as horse racing. Our legislators in Tallahassee passed enabling legislation in an effort to get racing back at Hialeah. Hialeah could never make it back only as a horse track so gambling on slots and table games would be needed. This same legislation could apply to Miami International Airport. The only problem is that MIA, like most other airports in the world, was not designed for horse racing. But, with

our fine county administration at work: a few adjustments, build a small 1,000 seat stadium, clear out a few parking spaces at the employee parking lot east of the airport and by magic, you have a racetrack. Now, our county administrators must make a deal with one of our local racetracks to manage the MIA racetrack. After all, our county administrators have their hands too full gambling with our tax dollars, budget shortfalls and constant problems with federal government intrusion into various county departments, to find time to run a racetrack.

Al Sunshine 4 YOUR MONEY The latest national housing indexes tell a story of homes starting to sell again in almost all key markets of the country. Bargain hunters are snapping up rock-bottom deals, another possible sign some critical housing markets are finally bottoming out. Record breaking foreclosures and layoffs are helping bargain hunters find good deals as banks and financially stressed owners are forced to sell off property. Nationally, 13 out of 20 key cities show improvements and the best growth during the past three years. Even here in South Florida, single-family home sales are improving. But we still remain at a six-year low according to the CaseSchiller study. Our sales index is down about 49 percent from its height just three years ago. Still, the overbuilt condo markets are expected to take several more years to sell off. Matt McGrath, a Coral Gables-based financial planner with Evensky & Katz, says, “The latest numbers in South Florida are showing that prices are still falling, but at a declining rate. And if it continues following this trend, we might

actually turn positive in the not too distant future.” It turns out we’re still a “hot” area for bargain hunters with foreign investors making up about 30 percent of the latest buyers. The sale of single-family homes jumped 54 percent over last summer, with the struggling condo market up almost 20 percent. Sales on deeply discounted properties are showing almost a yearlong gain, McGrath said. “We have not bottomed out yet, but it looks like we are getting awfully close.” While home prices are down, insurance costs are still higher than the rest of the country, and property taxes have yet to drop to reflect actual market losses. The South Florida home and condo markets may still take a while to show a solid recovery like other parts of the country. “We haven’t quite bottomed,” McGrath cautions. “Our bottom is going to be when prices stop falling from one month to the next and were not quite there yet.” It’s still not easy to get the cheapest financing on a new purchase or to refinance to lower rate on existing mortgages. So how long until we start seeing some badly needed new residential construction to get people back to work? Some forecasters predict several more years, but we are getting closer every day.

Workshop helps nonprofits seeking ‘stimulus’ funding BY VANESSA PUIG Miami Southridge Senior High School’s auditorium was filled — not with students, but with representatives from local nonprofits eager to learn more about how to access federal stimulus supported services and programs for their organizations and clients. One hundred seventeen nonprofit leaders attended Miami-Dade Commission chair Dennis C. Moss’ presentation on President Obama’s Recovery Act and the impact to nonprofit services and clients in Miami-Dade. Moss hosted the presentation in an effort to assist nonprofits who are struggling to find information. “As someone who works in the nonprofit industry, I know that it is harder than ever for social service organizations to find dollars to maintain their programming,” said Moss, who also is executive director of the Richmond Perrine Optimist Club. “With an economic recession and the county’s budget shortfall, many nonprofits are in a financial crisis. However, thanks to President Obama’s stimulus package, the county and other agencies

On Feb. 17, President Obama signed into law the American Recovery and Reinvestment Act (ARRA), a $787 billion economic stimulus package and the largest one-time domestic spending program in U.S. history. To date, MiamiDade County has applied for more than $326 million in stimulus funding requests and received more than $115 million to provide residents with new and improved services in areas like workforce development, transportation, energy efficiency, education, infrastructure, and more. Café Med celebrates first anniversary at The Falls

For the past year, Café Med has been the place for families to go for dinner. The family neighborhood restaurant, located at The Falls near Bloomingdales, has a cuisine that includes numerous delicious Italian and Mediterranean dishes as well as homemade pizzas, pastas and seafood. Formerly known as Bice Grand Café, it was taken over by Frank Bernstein and business partner Fred Wright. The restaurant had been part of a chain, but they bought it away from the chain and changed the name to Café Med. It has no affiliation with the Café Med that was in Coconut Grove. Bernstein also renovated the décor to make the restaurant more inviting. He added a rug to improve acoustics and created a floral centerpiece as a focal point. It also helps break up the long dining room so the restaurant feels more intimate. Café Med is making good use of Florida’s sunshine and beautiful weather. Bernstein has seating for fifty on the patio and has plans to add a covering to protect diners from the elements on rainy days.

“It’s going to be a nice patio,” Bernstein said. Café Med also has a private room that can seat 40 where they host many private parties. When Bernstein took over the restaurant, he and chef Walter Peralta developed a new menu. “When we came here a year ago, we wanted to be a family neighborhood restaurant where people could come two or three times a week and not spend a lot of money,” he said. It didn’t take long for Café Med to become popular for Happy Hour. “I have entertainment four nights a week,” he said. Café Med offers 12 different wines by the glass including champagne. Food service also is available at the bar. When the recession hit, Café Med changed its Happy Hour to all day every day. “My appetizers are half price and all my drinks are half price, even top shelf,” he said. The appetizers are real food, not fried egg rolls or tiny portions. In fact, some people order a couple of appetizers and a drink and leave feeling full. Bernstein also lowered other meal prices. “It’s about giving back to the communi-

ty,” he said. “It’s working. Families come in have one or two appetizers and beer and pay less than fast food.” Café Med has Sunset Specials from 4 to 6:30 p.m. for $12.95. “I also have brunch on Saturdays and Sundays from 11 a.m. to 3 p.m. You can choose from the brunch menu for $10.95,” he said. On Sundays, he has what he calls the Traditional Family Meal —spaghetti and meatballs plus a salad for $11.95. The table service also includes homemade bread and a trio of olive oil, roasted garlic or hummus or garlic butter. The restaurant has weekend brunch menus for $10.95. Because of the family friendly features and the reasonable prices, Bernstein has built up his business. They may come in the first time for Happy Hour and then return with their families. Bernstein is at the restaurant constantly so he can make sure that customers are satisfied. “I work very hard to make sure every guest is treated as a guest in my home,” he said. The tougher the times, the greater the stress. No one knows this better — or feels it harder — than the small business owner. When times are good, they employ a majority of Americans. But when times are tough, they are the first to lay off or reduce salaries. Those who can get by are still bombarded by headlines announcing business closures, job losses, and home foreclosures. All of this bad news can be very stressful. In 2008, the American Psychological Association reported that money and the economy were two of the top sources of stress for 80 percent of Americans. If you already have been forced to close your business or lay off employees, managing stress is even more important. Let’s discuss some important techniques. First, don’t panic. Stay alert to what is happening, but don’t obsess over the latest financial statistics. Sure, this is easier said than done, especially when your bills are piling up. However, if you focus only on the fact that you are unemployed and in debt, you will not be able to cope with stress and anxiety. Next, take control of your situation. Concentrate on what you can control. If your business is struggling, you may have to make difficult decisions, including laying off employees or even closing down. To do this and survive, you will need a plan. Following that plan will require discipline, commitment and, above all else, a single-minded determination to succeed. Doing the same at home is important as well. Financial planners and credit counselors can help you make a plan to take control of your economic situation. Pay attention to how you cope with stress. Avoid unhealthy behaviors like drinking, smoking and gambling. Fight the temptation to become irritable and aggressive. This only will worsen the problem. Consider whether you are taking a difficult situation and making it a disaster. What are you telling yourself about the meaning of events (“I’m a failure. This is the worse thing that could pos-

sibly happen.” If you find yourself having these kinds of negative thoughts, take a moment to carefully evaluate your actual situation. If these thoughts continue, consider seeing a mental health professional. Learn to moderate your physical reactions to stress. Slow, deep breathing will bring your heart rate and respiration back to normal and reduce muscle tension. Exercise three to four times a week. Eat well-balanced, nutritious meals. Maintain your ideal weight. Avoid nicotine, excessive caffeine, and other stimulants. Take breaks, and get enough sleep. Finally, maintain your emotional reserves. Reconnect with friends and spend time with your family. Take the family to the park or the beach for a free day of fun. Expect some frustrations, failures and sorrows. If you find yourself overwhelmed by stress, talk to a psychologist who can help you address your stress more effectively and provide additional support.

The grand opening was part of a free “Skate and Splash Bash,� where attendees enjoyed refreshments, games, and entertainment.

The additions to the park include a skate court and 1,424-square-foot splash playground (spray park). The splash area is designed with interactive elements and accommodates those with disabilities. The skate park features various ramps and equipment that let skate aficionados watch and participate in the sport. “These additions to South Dade Park provide a wonderful variety of activities for families, particularly during a recession when it is difficult to find affordable recreational activities to keep children active,� Commissioner Sorenson said.

HARB announces its first open house in 18 years BY ROBERT HAMILTON The personnel of the 482nd Fighter Wing are busy preparing for their next major operation — hosting Homestead Air Reserve Base’s first open house and air show in 18 years. The base will open its gates to the public and host the “Wings Over Homestead Airshow” on Nov. 7-8, from 9 a.m. to 5 p.m. each day. The base’s first open house since being rebuilt after Hurricane Andrew will feature the famous U.S. Air Force Thunderbirds aerial demonstration team performing on both days. The event also will offer performances by the F-15 Eagle demonstration team, U.S. Army Screaming Eagles Jump Team, U.S. Air Force Jet Car, U.S. Air

Force Reserve Band, and Sky Soldiers: A Tribute to Patriots. Military aircraft including a B-52 Bomber, KC-135 Stratotanker, Navy Airborne Warning and Control System (AWACS), F-16 Fighting Falcon, C-130 transport aircraft, and an H-60 helicopter will be on display. “Having the air show not only allows the public to come out and see two days of world class flying, it serves to thank South Florida citizens and communities for their continued support of the military and veterans,” said Brigadier General William Binger, 482nd Fighter Wing commander. LET’S TALK CARS You can’t see the biggest improvement to the Ford F-150, but you’ll certainly know it after a few minutes behind the wheel. Ford engineers have given the popular pickup truck a new highstrength, lighter-weight chassis that allows the 2009 F-150 to deliver more horsepower, better fuel economy, more towing and payload capacity, and even more safety features. The F-150 continues with a fully boxed frame constructed with hydro-formed and high strength steel side rails. The frame delivers 10 percent more torsional rigidity for increased durability and safety. The F150 also has such standard safety features as AdvanceTrac with RSC (Roll Stability Control) and Trailer Sway Control, plus available Rearview Camera Assist and Integrated Trailer Brake Controller. For power, Ford offers a choice from

three V-8 engines mated to either a fourspeed or a new fuel-efficient six-speed automatic transmission. The engines include a 5.4-liter, three-valve Triton V-8 that has been optimized for better performance and is capable of running on E85, regular unleaded gasoline or any blend in between; a 4.6-liter, three-valve V8, and a 4.6-liter, two-valve V-8, that delivers more horsepower with the same fuel economy performance as the discontinued V-6 engine. Diesel and EcoBoost gas turbo direct injection engines are planned for F-150 in 2010 as well. The interior of the F-150 SuperCrew has more usable space for moving more people and gear thanks to a six-inch stretch that improves rear seat legroom and cargo capacity. The second-row seat flips up and out of the way, and with the flat load floor the SuperCrew has 57.6 cubic feet of cargo space behind the front seats, and it can haul items up to 47.9 inches tall (such as a new flat-screen TV). The regular F-150’s pickup box has a cargo capacity of 65.5 cubic feet and Ford designers have made it easier to use, more flexible and accessible with such new features as Ford’s Tailgate and Box Side Steps, the Stowable Bed Extender and the
