KFHA questions FAA permitting at airport BY RICHARD YAGER parsely populated” airspace surrounding K e n d a l l - Ta m i a m i Executive Airport was considered “part of the Everglades” for 2006 and 2008 aircraft instrument tests, according to a statement to the Gazette by a Federal Aviation Administration spokesperson. As a result, Miles E. Moss, president of Kendall Federation of Homeowner Associations (KFHA), said he will renew his call for a citizen’s overview committee to monitor all activities that may involve safety issues at the West Kendall airfield. Section 91.305 of FAA authorization for tests at the airport by Embraer, a Brazilian aircraft manufacturer states: “No person may flight test an aircraft except over open water, or sparsely populated areas, having light air traffic.” “If the FAA considers this area ‘sparsely populated,’ the time is long overdue to reassess its thinking,” said Moss who helped organize a 12-member citizen’s committee to study recent noise issues at the airport. An evaluation study by the MiamiDade Aviation Department approved to investigate those complaints has been reassigned to a new consultant, resulting in a month’s delay for the start of a planned three-month program, according to Marc Henderson, spokesperson for the department. No requests have been made by Embraer for new tests in 2009, he added. “The timely response to examine potential undue noise problems still does not include overall areas of safety that arose by flight testing instruments for steep descents during the past three years,” Moss noted.
