Ne-Yo, Earth Wind & Fire, Charlie Wilson, New Edition, Monica, Fantasia, Kenny ‘Babyface’ Edmonds, Najee, Rachelle Ferrell and Mary Mary will take the stage on March 16 and 17 at Sun Life Stadium. “We’re very pleased with this year’s lineup and from the feedback we’ve received, the fans are too. A lot of people have worked very hard to make this event happen and the City of Miami Gardens is ready for another incredible Jazz in the Gardens,” said Miami Gardens Mayor Oliver Gilbert. The Festival’s aim is to produce a show with a wide range of talent to ensure everyone has a good time. Jazz in the Gardens offers a wide array of music such as jazz, R&B and soul. In its eighth year, Jazz in the Gardens continues to impress its fans by delivering worldclass entertainment, delicious food and the Women’s Impact Luncheon held annually the day before the Festival kicks off. This year’s event is the culmination of the festival’s previous seven years and the event’s management team looks to improve the event each year. The 2012 “Jazz in the Gardens” featured performances from legendary artists including Mary J. Blige, Jill Scott, Patti LaBelle, KEM, Kenny G, Doug E Fresh, Kevin Eubanks, Ramsey Lewis and Nicole Henry. Operations Division Commander Change is something that is constant, quite often difficult, and absolutely necessary. And the Miami Gardens Police Department is no different when it comes to change. Since we started policing our City, quite

a bit has changed. We went from being called a “fledgling 5 year old city”, to a city that has come into its own, with some very positive achievements over the last 5 years. As we approach our tenth anniversary with some impressive achievements under our belt, we changed our original plans of having a sworn police force of 150 officers, to our current authorized staffing level of 211

police officers, and an equally important civilian support staff of 57 personnel. There are other noteworthy changes that we are excited to share with you, and hope you can find satisfaction in them. Our most positive and noteworthy change is the fact that we have reached a crime reduction of over 40% since the Miami Gardens Police Department started providing police services to our citizens, businesses, and visitors. This reduction in crime is a monumental task, which we have worked hard at achieving through the commitment of our officers, cooperation of our citizens, community associations, business partners, and criminal justice partners. They are a direct reflection of our continued efforts to fight crime, address quality of life issues, and enhance the relationships we share with members of our residential and business communities. With this positive change in mind, some people might say, “If things are going so well, why change them?” The answer is simply because the people of this community deserve forward thinking initiatives, and a commitment from us to go from what we consider a Good Police Department to a Great Police Department We hope to accomplish this goal by initiating an agency-wide problem oriented policing strategy. Problem Oriented Policing, sometimes called Community Policing, is nothing new to the Miami Gardens Police Department, as many of you may have had contact with one of our 12 member Community Enrichment Team over the years. This initiative will work towards expanding and benefitting from the positive lessons learned through the application of the very same philosophy and practices that have worked to our benefit in the past. The practice of searching for root caus-

es is different than the traditional incident based policing strategy that could sometimes have officers responding to the same location and problem on multiple occasions. Our new policing model is geared toward teaching our staff to get to the root causes of our community's problems in a more timely fashion. The identification of root causes will then allow our officers and service aides to take appropriate actions, such as taking definitive enforcement actions, contacting other City services for assistance, or calling upon existing social, economic, and faith based resources to help with these problems. Research has shown that this is a smarter method of policing, and helps to reduce rates or return for the same problem, and ultimately solve them more quickly. To achieve a sense of ownership, and improve our chances of being successful in this new initiative, we have segmented the City into 3 distinct Patrol Districts. This segmenting of the City will allow a Captain, serving as a District Commander, to take the helm of their area of responsibility, and work with a team of officers and supervisors to address the concerns of our stakeholders, as well as work towards finding solutions to their most pressing problems. In addition to the redistricting, there will be a Captain in charge of our Traffic Unit, K9, GREAT Program Officers, and our Community Programs Officers. This unit will be headed by Captain Eduardo Martinez. Please stay tuned for additional information, District Officer profiles, and problem solving success stories. In the coming months, each District Commander will schedule a meet and greet session for their district's residences. Comprehensive Pavement Management Program Miami-Dade County voters approved the People’s Transportation Plan (PTP) in 2002. An objective of the plan was to fund road improvement projects within municipalities. The City of Miami Gardens incorporated in 2003 and did not receive its share from the PTP proceeds. Revenues from the PTP were first allocated to the City starting in October, 2012.. Since our incorporation, funding has been inadequate at the City level for road improvements. The Public Works Department is working diligently to implement a comprehensive pavement management program that addresses all stages of the useful life of the asphalted roads in the City. Many factors are considered when the department prioritizes these types of projects: How old the road is; the relative smoothness of the surface; the history of potholes that this road has had; the existence of utilities under the road; and numerous other factors. The city also funded a Roadway Assessment in 2006, and completed projects based on this assessment. This assessment found that many roads need to be milled and resurfaced, while some roads will need preventive maintenance. Early preventive maintenance is less costly and extends the useful life of pavement. Road resurfacing and/or road reconstruction are usually the last resort. They can cost many times the money compared to the cost of preventive maintenance; especially when considering that the aging of the asphalt begins immediately after it is laid. Some of the common methods used for pavement preventive maintenance are

spray-applied sealers, rejuvenators, micro surfacing, etc. Traditionally these treatments are applied to pavement to reduce pitting and keep road surfaces intact, to reduce shrinkage tendencies, to keep roads watertight so water does not enter the road and create damage, and to rejuvenate the properties of the existing asphalt. Rejuvenators and sealers are designed to penetrate into the existing asphalt and improve its chemical properties. The product the city uses depends on factors such as the age and existing condition of the pavement. For example, a rejuvenator, which is a colorless substance, is applied to asphalt pavement while the road is in good condition. One application alone can extend the useful life of a road several years. The benefits of a pavement preventive maintenance program are: • The Program saves the city millions of dollars • It extends the useful life of the pavement • It minimizes new roadway construction projects, resulting in less neighborhood disruption • The maintenance activities helps to maintain a smoother riding surface • The Program allows for dollars saved to be shifted to new projects In the near future residents will begin to see pavement preventive maintenance activities being performed throughout the City. Although the roads we maintain may seem to be in good condition, it is important to know that preventive maintenance, as in a vehicle, extends the useful life of our roads and saves our city millions of dollars.

Passport applications can be obtained by visiting: www.travel.state.gov.; or picked up at the Office of the City Clerk, 1515 NW 167th Street, Building 5, Suite 200, Miami Gardens, Florida, Monday through Friday from 8:30 a.m. – 4:30 p.m. At the time of the application process the following is required: 1. Completed DS-11 application without signature (must sign application in front of passport agent). 2. A check, or money order in the amount of $25.00 for Executive Fee, payable to the City of Miami Gardens. If you want to expedite an additional $18.95, is required for overnight postage (optional) for a total of $43.95. 3. A check or money order in the amount of $110.00 Passport Fee for individuals 16

years of age or older; $80.00 Passport Fee for individuals under 16 years of age. The check or money order to U. S. Department of State. If you want to expedite for a two to three delivery the fee is: $182.85 for adults; $152.85 for children under the age of 16. 4. One passport picture. In the annals of Miami-Dade County sports history, Mays High School in Goulds (now Arthur and Polly Mays 6-12 Conservatory of the Arts) holds a special place. Under coach Earl Dinkins, with coach Rufus Tribble assisting him, the Rams won the school’s first and only state baseball championship in 1957. With the effective pitching of the Bohler Brothers — Dennis and L.J. — the Mays High Rams won the Florida Interscholastic Athletic Association State Baseball Tournament at Daytona Beach. In the first game, the Rams eliminated Cocoa Monroe High Wildcats by a score of

11-2 and in the second game the Rams defeated George Washington Carver High Fighting Eagles of Delray Beach by a score of 7-6. This was a tense moment. Emory Collier saved the day by hitting a two-run triple in the bottom of the 11th inning. It ended in a bunt by James Rolle, who was thrown out. The final game in which the opponent was Stanton High Blue Devils, was won by the Rams. The score was 12-1. In this game, Jimmy Edgecomb hit a double and a single, James Rolle hit a single, Herbert Pratt hit a double and L.J. Bohler a double. Excellent defenses were displayed by Harvey Cooper, Curtis Young, Nathaniel Russ and Wilbert Bryant.

Not too early to think about summer camp at Seaquarium

With summer vacation only a few months away, parents are looking for exciting and innovative ways to keep their children engaged in education outside the classroom. Summer Camp 2013 at Miami Seaquarium offers students from kindergarten to high school the opportunity to learn about animal senses and behavior, environmental issues, and the relationship between humans and marine animals. Summer Camp 2013 at Miami Seaquarium will run from June 10 to Aug. 16 for campers ages 5 to 18 years. Summer activities for kids will focus on educational topics according to their grade level. This year’s themes are “Humans: Friends or Foe?,” “Do You Sea What I See?” and “SAVE.” Special pricing at Dolphin Harbor is available for parents who wish to enroll their campers in an unforgettable Dolphin Interaction program. Parents who have campers registered in grades 6-12 also

will have the opportunity to enroll their campers in a Reef Encounter (Sea Trek). Curriculum for each grade level at Summer Camp 2013 at Miami Seaquarium will revolve on a one-week schedule with additional weeks optional. Camp hours are Monday through Friday from 9 a.m. to 4:30 p.m., with early and late care available for an additional charge.
