Opa-locka, surrounded by nine highway corridors along with an airport, tri-rail and Amtrak, has the largest collection of Moorish architecture in the Western hemisphere, Mayor Taylor said in her speech.

The city’s partnership with the Opa-locka Community Development Corporation and the Opa-locka police has transformed the former drug-ridden community once known as “The Triangle” into a beautiful renaissance called Magnolia North, she said.

A long-time area resident attests to the positive changes in his neighborhood.

“Everyone has to help for change to happen,” said Arthaniel “Muhammad” Irvin, a Magnolia North resident. “That’s what the Mayor talked about, everybody on the train working together.”

Our “Great” City is on track to launching major infrastructure and community development initiatives. The Georgia Ayers Apartment complex is underway; while the city’s job creation initiative will launch this year. We are working diligently to improved City services and customer responsiveness.

Commissioner Holmes receives El Comisionado Holmes recibe el Lifetime Achievement Award Lifetime Achievement Award Commissioner Timothy Holmes earned Opa-locka’s first Lifetime Achievement Award given to him by Mayor Myra L. Taylor at the State-of-theCity Address in January.

A South Carolina native, Commissioner Homes became involved in the civil rights movement after he served in the United States Navy. When he moved to Opa-locka in 1981, he became a community activist – serving on numerous boards and committees.

“He is an advocate for education,” said Mayor Taylor. A learning center in the Gardens Apartment Complex bears his name. The center provides after-school tutoring, said the mayor.

He was first elected to office in 1994 where he served as vice mayor. From 1995 until now he has served as a commissioner. For the past 18 years in office, Commissioner Holmes has given away thousands of turkeys and brought joy to hundreds of children with his Christmas Bicycle Giveaway.

Although he’s sponsored hundreds of legislation, his greatest achievement is his

sponsorship of the “Saggy Pants Ordinance.” He created this legislation in an effort to instill pride and dignity among the male youth in Opa-locka. The ordinance was aired throughout the nation and around the world.

“Caring for people is your passion,” said Mayor Taylor.

“Remember this train is fueled by and charged by your support, your push and your encouragement,” said Taylor at the event.

Active in the city, Irvin, a retired plumber, has volunteered with the city’s emergency response team and housing board.

He’s seen drug houses removed, police patrolling more frequently and affordable housing apartments that have transform Magnolia North.

In the room, the crowd blew their whistles. Excitement filled the air.

Mayor Taylor touted the city’ssuccess in securing $7.2 million in grants to manage 35 existing projects underway throughout the city; plus $550,000 earmarked to transform the city through cultural arts.

“The [public works] crews asked the train to stop on NW 22nd avenue where they installed a new lighting system in the median,” Mayor Taylor spoke about her beautification initiative that will also add an electronic billboard on 27th Avenue and offer businesses on major corridors funds for façade improvements.

When the city completed construction on three sewer pump stations, area businesses gained the freedom to expand, she added.

“The train saw our police department increase the number of certified officers and create sub-stations to better protect and serve,” said Mayor Taylor. “Through a successful gun buyback initiative, they purchased over 100 guns this past December.”

“The question remains,” said Taylor.

“Where will the train go from here?”

The train is moving towards four new developments, the mayor said, referencing Georgia Ayers residential apartments, Presidente supermarket, Helen Miller Center and a Town Center senior apartment complex.

Named after the Miami-Dade County community activist, the Georgia Ayers residential apartments is a 72-unit multi-family dwelling in the Nile Gardens community.

Slated for completion this year, the complex includes a police sub-station with 24-hour security.

“The Presidente supermarket is the city’s first major grocery store chain since the late 1970’s to make a large investment in the Opalocka community,” said David Chiverton, assistant city manager. “A resident work

agreement ensures at least 20 Opa-locka residents are employed at the supermarket.”

Renovations to the Helen Miller Center include added parking, a second floor with rooms to rent and an improved structure.

The $19 million dollar Town Center senior apartment complex will be the largest development in the city’s history. “It will serve as a catalyst for the re-development of our downtown area,” said Mayor Taylor.

The mayor ending her speech said, “There is a forward shift in our spirit, a pull on our imagination and a demand on our potential. Tonight, the train will leave this station, headed for new destinations with faith in God, hope for the future, unity and love for one another.”

Elra Daniels, a resident at Archbishop McCarthy Residence senior apartments, and active with the city’s Seniors on the Move program, says the mayor’s speech resonates with her.

“I loved that the train is still moving,” said Daniels. “We’ve seen change in the community.”

Before the mayor took to the stage, the night was full of musical performances.

The Rev. Dr. Gaston Smith, pastor at Friendship M. B. Church, served as the master of ceremony. Clarence Burt, III, an Opalocka youth, gave the pledge of allegiance.

Musical group Unselfish performed the national anthem, Deana Butler-Rahming sang, “I believe I can fly” by R. Kelly and Brothers of Expression from the New Beginning Embassy of Praise danced up and down the aisle.

The Miami-Carol City Senior High School marching band performed.

Opa-locka pastors prayed for the city at the event included Pastor Cristino Pinales from Ministerio Renuevo, pastor Jonas Pierre from Broadmoor Baptist Church and the Rev. L.B. Roundtree, Sr., from New Mt. Pleasant community Baptist Church.

Dr. Dorothy Bendross-Mindingall, representing District 2 on the Miami-Dade County School Board introduced Mayor Taylor who presented a lifetime achievement award to Commissioner Timothy Holmes, a first in the city’s history.

“We pray for Opa-locka,” Daniels said.

“Because God has the last word.”

Joining Commissioner Holmes at the event this year, and in soliciting support for the bicycle Give-Away, was the newest member of the dais, Commissioner Luis B. Santiago. Holmes and Santiago noted that, “Over $9000.00 in combined contributions came by way of the business owners.”

Prior to the start of the bike give-away, Commissioner Holmes requested that the huge crowd of excited parents and children pause to give a moment of silence for the families of the Sandy Hook massacre in Newtown, Connecticut who he commented, “…had their holidays altered, and the rest of their lives changed.” Holmes painfully remarked, as he stared into the distance before bowing for meditation, “Our hearts go out to them, as we count our blessings today.” Holmes composed himself and began a run-down on the rules for the raffle. “One child per household; the size of the bike will be based on the size of

the child, who must be between ages 3 and 17; each parent must provide proof of Opalocka residency and be accompanied by their child; and finally, NO Saggy Pant wearers will receive a ticket,” he affirmed.

Holmes was assisted by staff from various city departments as well as community volunteers who, due to the nature of the Commissioner's “big heart,” had to remind “pleading parents” from neighboring cities or parents requesting tickets for their other children, that the Commissioner must stick to the rules. “Everyone knows that he is a giver, so we are here to assure that no one takes advantage of his generosity and that Opa-locka residents are provided for first,” stated volunteer Alvin Burks.

Instrumental in expediting the traffic flow was Commissioners Dorothy “Dottie” Johnson, a retired US Postal worker who, during the ID checks, was capable of quickly spotting an address outside of Opa-locka. Mayor Myra L. Taylor and Vice Mayor Joseph L. Kelley assisted with ticket collection and bike distribution, making this a fully participated event by the entire City Commission.

Although there was an additional 50 bicycles added to the raffle, due to an overwhelming demand by residents, some non-bike winners remained. But, the Grinch did not steal their Christmas, for at week's end, a supplementary of over $3000.00 worth of cash gift cards, along with other toys were collected by Commissioner Holmes and distributed after the bikes ran out… giving all raffle tickets holders an equal and increased chance of winning something for Christmas in the City of Opa-locka!

Reminiscent of “the good old days” when EVERYONE crowed into the family car after dark, rode around through neighborhoods for hours and admired the exterior of homes elaborately decorated with nativity sets, Christmas trees, ornaments, toy trains, snowmen, reindeer, Santa Claus and thousands of bright colorful lights, is perhaps the motivation for Vice Mayor Joseph L. Kelley’s Annual Christmas Seniors Light Tour, sponsored by the Mayor and Commission in conjunction with the City of Opa-locka’s Parks and Recreation Department.

Before sunset, members of the “Seniors on the Move” program met at Historic City Hall, 777 Sharazad Boulevard in Opa-locka, climbed aboard the bus for a seasonal ride into those memorable and adventurous sightseeing days of long ago, when the aesthetics of the holiday season meant more than today’s commercialization and gift expectations. Office staffer Sha’mecca Lawson assisted Vice Mayor Kelley in scouting-out homes in advance, by way of The Miami Herald (along with various other publications), web pages and word of mouth recommendations, to find the most popular and best “decked-out”

homes across Miami-Dade and Broward Counties. Kelley gleamed, “The lights were various sizes, different intensities, some blinking, some motionless, every possible color and design one could imagine.” He added, “Some of the homes were truly extreme, while others were well-planned, yet they ALL were just unbelievably spectacular!”

The Vice Mayor commented that he observed, during the entire journey, “the ‘spirit of happiness’ lingering throughout the lengthy trip from Opa-locka to North Miami, Hollywood, Coconut Creek, Pembroke Pines, Miami Gardens and back home,” as this generation of nearly 50 “wide-eyed” spectators caroled and held tight to tradition, while revisiting one of the Merriest parts of their childhood during the Christmas Season. “Seniors on the Move” Sadie Jones and Clara Way concurred that they, even NOW, are thankful for and look forward to this enjoyable ride each year.

But, AFTER the light-seeing-tour, ALL the seniors agreed that the “sweetest” part of the evening was the stop-over at Krispy Kreme, where a “light” snack of fresh, HOT doughnuts was the best experience of the night!

Youth go to Court at Vice Mayors Challenge “REAL B-Ballers” responded to an invitation to compete in Vice Mayor Joseph L. Kelley’s Annual Basketball Classic at the City of Opa-locka’s Sherbondy Village Gymnasium, 215 North Perviz Avenue, Opa-locka 33054, Thursday-Saturday, December 27-29, 2012, by arriving on the court early, ready to play and laying claims to the 2012 championship trophies.

Several age divisions competed during the three-day play-offs, which culminated with excitement during the final tournament games on Saturday when Trinity Church found themselves face-to-face for the ball toss with the City of Opa-locka host team, who they played in two 18-minute halves to emerge victorious as the first place winners in the two final games. Trinity Church ruled the court after eliminating the Opa-locka team with scores of 40 – 35, and 53 - 36 in the age 16 and under division, and in the 14 and under category, respectively.

The basketball teams, comprised of community youth who practice throughout the year to prepare for this anticipated tournament, concluded the play-offs with the following end results...

“She can out-play some of the best guys on the team and, according to her father Coach Curtis “Blow” Jenkins, she is already being observed by Hialeah-Miami Lake, as well as other schools.”

Park Director Charles “Ben Gay” Brown commented on the discipline the tournament provides, “While taking a break from the television and video games, our kids learn sportsmanship and attitude control during these games.” He said,

“Participating in local park programs also leaves less time for mischievousness and it is a clean, healthy way of competing through physical activity.”

Several parent expressed appreciation for the opportunity to see their children’s talent on court. One parent inquired about the possibility of the Parks and Recreation Department including an adult division in

Brown said he would explore the possibility while informing him that the three Opalocka Park facilities are now open yearround, during park hours* for Opa-locka residents of all ages to enjoy.

There were no sore losers in the Classic, just unwavering runners-up with the determination to “settle the score” next December! As in many of the professional games, there were compliments to the opponents from the winning team members, “They had real B-Ball skills!” But, immediately after the tribute, another part of the “bragging rights” could be heard through the traditional after-game “trash-talking,” when a player confidently bellowed, “Can’t wait to win again next year,” in anticipation of Vice Mayor Joseph L. Kelley’s 2013 Basketball Classic!

Opa-locka’s Johnson, Kelley & Santiago Host New cars, trucks, dolls, games, a bubble gum machine and electronic equipment were among the 500 gifts distributed to Opa-locka children, ages 3-13, at the 11 th Annual Holiday in the Village: Winter Wonderland Toy Give-Away hosted by Commissioner Dorothy “Dottie” Johnson, Commissioner Luis B. Santiago, Vice Mayor Joseph L. Kelley and sponsored by The Mayor and Commission in partnership with the Parks and Recreations Department at Sherbondy Village, 215 Perviz Avenue, Opa-locka, Florida 33054 on Saturday, December 15, 2012 from 2:00 PM - 5:30 PM. Upon arriving at the toy give-away, City of Opa-locka citizens who pre-registered several days in advance, showing proof of residency, were guaranteed gifts for their children. However, due to the unyielding generosity of the Commission, various corporate sponsors and generous humanitarians who just wanted to contribute, an on-sight registration provided presents for a record number of community children who did not complete the registration process and appeared on the day of the event, hoping there would be enough toys for them to receive something; and they too, got their Christmas wishes fulfilled.

Holiday in the Village: Winter Wonderland was not just a children’s event. ALL City of Opa-locka family members were invited to participate and enjoy the music, activities, food, fun, other forms of excitement and entertainment during the affair. Parents had the opportunity to take-part in a raffle where winners walked away with a wall clock, sandwich maker, dishes, cups, pot and knife sets, cash cards and other major prizes. Marolyn O’Neal immediately telephoned a friend to reveal that she KNEW the raffle wasn’t “rigged” when she won

one of the most sought-after prizes, a 32” HD television.

Edwardo Nieves, Kimberlee Downer and Tykeise O’Neal won three of the eight bicycles in the drawing and other winners in the Sherbondy auditorium could be heard screaming at the top of their lungs each time the last of the six digit number announced, matched their ticket.

More shouting traveled through “the village” park as children took pleasure in rock climbing, the bounce houses and JUST being kids! The community-familyfriendly environment provided for a day of celebratory activities and fulfilled dreams which brought joy to many City of Opa-locka families. Santa Claus (played

by Commissioner Timothy Holmes and understudy Jamar Myers) and his hardest working elf (Anthony Arnold) stopped-in to pose for souvenir photos with the families. Seniors in the City were also remembered with specially wrapped presents and gift bags during this festive occasion.

Overall, officials, management and staff were pleased to see everyone leaving the 11th Annual “Holiday in the Park” with a little something special for Christmas, from “The Great” City of Opa-locka.

According to Commissioner Johnson, “Giving back to the Community is the way we honor the real ‘Reason for the Season,’ during this FREE event. “But,” Commissioner Johnson continued, “…in spite of all the symbolic gestures, decorations and presents that may or may not last until next year, it is important for families to understand and educate our children about the biggest, most perfect AND permanent gift that was wrapped and presented to us ALL in a manger over two thousand years ago; the everlasting gift of love… Merry Christmas from the City of Opa-locka!”

A ‘Senior Moment’ in the City of Opa-locka Commissioner Santiago host unforgetable event With Valentine’s Day approaching, Commissioner Luis B. Santiago bestowed “lots-of-love” to over 150 of the City of Opa-locka’s most valued residents, when he hosted the Super, Savvy “Seniors on the Move” Extravaganza from 3:00-8:00 p.m., Saturday, February 9, 2013 at Sherbondy Village, 215 Perviz Avenue, sponsored by the Mayor and Commission in partnership with the Parks and Recreations Department.

In his first affair since winning the Commissioner seat in November, Santiago said he chose to unify the community in a multi-lingual event where “our similarities will shine through the seniors of this community who laid the foundation for us all,” he stated. “We are brothers and sisters living in the City of Opa-locka and no matter what age, color or nationality, we are united,” declared Commissioner Santiago. “This is a family affair, but we must recognize, honor and respect all our seniors for the achievements of this City. I LOVE my seniors and my City,” he added!

Young at Heart, free in Spirit and light on their feet, the guests of honor, representing six to nine decades of history, celebrated their youth and razorsharp skills by line-dancing, responding with quick wit and competitively vying for prizes during multiple rounds of Bingo. Among the cash, gift cards, toasters, crock pots, coffee makers, china, flatware and other gifts, Jose Gonzalez won a stainless steel cookware set, the City’s Queen, Lola Roberts reigned with a total of $100 in cash and gift cards, six month Opalocka resident Rose Bowe and 10-yearold Imana Williams each won a 15piece baking set. Imana was one of the youth allowed to participate in Bingo, under the condition that any prizes won would be contributed to a senior at the

event. She donated her winnings to Mrs. Alice Brown. Hearing-impaired senior Judy Jones, accompanied by her daughter Dorothy, who interprets through sign language, stated her mother was born deaf, but it doesn’t prevent her from enjoying the senior life. Jones won pots and a sandwich maker when her numbers were called during Bingo and a raffle, respectively.

After many more giveaways, Maria Paulino left the Extravaganza with the most desired gift of the evening, a 40inch High Definition Television, donated to her by another youth who won the final Bingo game of the night. Paulino who won a bed set earlier, shared a heartbreaking story about the loss of her son in December. She expressed appreciation to Commissioner Santiago for the senior’s Extravaganza, which she labeled “a blessing.”

As the seniors traveled “back down memory lane” with old-school American and Latin music by D.J. Vance Stringer, harpists Mariano Gonzalez Ramirez and Alberto Sanabria Fleitas from Amerindia Sound, the youth were entertained by a blow-up slide, bounce houses and other activities. Santiago said he wanted to accommodate everyone, so he provided a choice of “palate pleasing” delights such as cotton candy, snow cones, cake, hot dogs, hamburgers, yucca, plantains, pork, congre, yellow rice and chicken, prepared by Juanita’s Kitchen and Mama Delores.

En su primera aventura desde noviembre cuando ganó el asiento, Santiago dijo que decidió unificar a la comunidad en un evento multi-lingue donde “nuestras similitudes brillaran a través de las personas mayores de esta comunidad que sentaron las bases para todos nosotros”, afirmó. “Somos hermanos y hermanas que viven en la ciudad de Opa-locka y no importa la edad, color o nacionalidad, estamos unidos”, declaró el Comisionado Santiago. “Este es un asunto de familia, pero hay que reconocer, honrar y respetar a todos nuestros adultos mayores por los logros de esta Ciudad”. AMO a mis superiores y a mi ciudad , añadió.

Jóvenes y libres de espíritu e iluminados, los invitados de honor representaron de seis a nueve décadas de historia, celebraron su juventud y habilidades en el baile, con ingenio rápido y competitivo, compitieron para recibir premios en múltiples rondas de Bingo. Entre los premios hubo dinero en efectivo, tarjetas de regalo, tostadoras, ollas eléctricas, cafeteras, vajillas, cubiertos y otros regalos. José González ganó un juego de ollas de acero inoxidable. La reina de la Ciudad, Lola Roberts ganó un total de $ 100 en efectivo y tarjetas de regalo. Rose Bowe, una residente de Opa-locka hace sólo seis meses, e Imana Williams, cada una ganó un juego de utensilios para hornear de 15 piezas. Imana fue una de las jóvenes a quien se le permitió participar en el Bingo bajo la condición de que los premios ganados fueran para personas

‘Fullfiling The Dream’at the City of Opa-locka’s MLK Walk An early morning drizzle did not dampen or diminish the determination of devoted marchers during the 30th Annual City of Opa-locka MLK WALK, hosted by Vice Mayor Joseph L. Kelley, sponsored by the Mayor, City Commission and the Parks & Recreation Department in partnership with the Community Relations Recreation Activities Advisory Board (CRRAAB), to honor slain Civil Rights leader Reverend Doctor Martin Luther King, Jr. on Saturday, January 19, 2013 at 9:00 a.m.

The Opa-locka MLK WALK and celebration was initially organized in 1983 by former Commissioner and mother of the Vice Mayor, Ollie B. Kelley, after a resolution was passed by the Commission, making Opa-locka the first city in the State of Florida to honor Dr. Martin Luther King Jr.’s birthday as a legal holiday.

The leader of a monumental movement, Dr. King was accompanied on many occasions by people of all races and nationalities. Courageous children often stood in the front lines of water hoses and police dogs, while others lead protest through sit-ins at food counters, stretched their bodies across airport strips, and amidst the ever present threat of violence enrolled in all-white schools, among other demonstrations in the fight for freedom, justice and equality.

Saturday, in the City of Opa-locka, with that same spirit of solidarity and pride, marchers of all ages and backgrounds, wearing gold shirts displaying a portrait of Dr. King, assembled at the Cultural Arts Center, 2105 Ali Baba Avenue to begin the walk, in memory of Dr. King’s legacy.

Reminiscent of the 1960s when Civil Right leaders would gather early in the morning before marching peacefully through cities in protest of injustice and in support of citizen rights, participants sang Continued on page 19

Opa-locka Celebrated Dominican Republic Independence Day Commissioner Satiago Invited Consulate General to the City “Today I am Dominican,” proclaimed Mayor Myra L. Taylor as she welcomed Consulate General of the Dominican Republic Amaury Rios, dignitaries and representatives from the 1,200 Dominican residents of the City of Opa-locka to Historic City Hall, 777 Sharazad Boulevard, to a ceremony in honor of the 169th Anniversary of the Dominican Republic Independence Day, sponsored by Commissioner Luis B. Santiago, the Mayor and Commission on Wednesday, February 27, 2013 at 10:00 AM. The anniversary observes the day Dominicans celebrate their independence from Haiti. In the 1830s, Juan Pablo Duarte (1813-1876) - known as "the father of Dominican independence" - organized a secret society, called La Trinitaria, to lead the fight against Haitians in order to gain the Country’s independence. After a long struggle, independence was finally declared on February 27, 1844.

In commemoration of the rich history, culture, and accomplishments of the Dominican people, Commissioner

Santiago and the City of Opa-locka held a Flag Presentation Ceremony, which was also attended by the Executive Director of Latinos United, Amada Vargas, who served as a translator for Consulate General Rios and other Non-English speaking guest. “Thanks for choosing the first Dominican Commissioner in Florida,” Vargas extended gratitude in behalf of Rios. “We are motivated to continue making the Citizens of Opa-locka proud,” she interpreted. Vargas also stated, while using this opportunity to also recognized Women’s Month, “We are looking forward to achieving GREAT things together!”

Reminiscent of the 1960s when Civil Right leaders would gather early in the morning before marching peacefully through cities in protest of injustice and in support of citizen rights, participants sang spirituals as they approached the pivotal point of the walk at the 27th Avenue and Sharazad “prayer stop,” significant of a time when blacks, unless working, were banned from the Westside of 27thAvenue.

On this corner, a heartfelt prayer, lead by Vice Mayor Kelley, ignited the steps for the rest of the journey as marchers, now past the commercial district, continued through the residential area and on to the new Sherbondy Village, 215 Perviz Avenue, where Opa-locka Mayor Myra L. Taylor, Commissioners Dorothy “Dottie” Johnson and Timothy Holmes offered “Words to Dream By,” followed by reflections and hope from walk founder and former Commissioner Kelley and Florida State Representative Cynthia A. The City of Opa-locka MLK WALK and celebration culminated with the sun overpowering the rain, and City employees out-scoring community teams 55-48 and 24-19, respectively, in two friendly games of basketball. However, the commemoration continued through Monday, January 21, 2013, when City of Opa-locka officials participated, along with thousands of spectators, in a double celebration at Annual Liberty City MLK Parade to pay tribute to Dr. King’s holiday and the Presidential inauguration which shared the same day, honoring two great American Heroes for their vision, brotherhood, service and love for ALL mankind!

VM Kelley seeks first choice workers through First Source Hiring Program Concerned about the City of Opalocka’s unemployment rate, which has doubled the National and the Miami-Dade County Average, City of Opa-locka Vice Mayor Joseph L. Kelley sponsored a resolution that passed a first reading by the Mayor and Commission, 5-0, on Wednesday, February 13, 2013, to establish employment opportunities for residents by partnering with the South Florida Workforce Investment Board (SFWIB), to serve as the link in providing access to training, skills development and work experience to the City’s unemployed, while supplying a proficient workforce to local businesses under what is titled the First Source Hiring Referral Program.

The City’s partnership with SFWIB is an expansion to the initial December 2012 program in Resolution 12-8497, sponsored

by Vice Mayor Kelley, directing the City Manager to implement a sidewalk installation and repair program, which hires qualified residents of the City to perform the work. Within two-weeks of introducing the extended resolution, the City had filled four of the five positions available through the program, with residents who would perform structural improvements by removing old existing damaged sidewalks that, over a period of time and through deterioration, have become a hazard. Workers receive “On the Job Training� (OJT) to make repairs by framing, pouring and leveling new walkways.

This “paid work experience� project is managed by the City’s Public Works

Department and the jobs are subsidized from Miami-Dade County’s People Transportation Funds. Therefore, the areas receiving new sidewalks must meet specific requirements established by the county.

The part-time positions are four months (a maximum of six months, based on skillset), while funds are available. However, after the training is completed, those becoming certified through the program will be placed in a very detailed-specific tracking database system to receive referrals and recommendation through the First Source Hiring Program, as permanent jobs become available in and out of the City of Opa-locka. In their office at the Municipal Complex building, 780 Fisherman Street, Suite 110, the South Florida Workforce Investment Board will make available computer assistance for program participants.

Residents registered with the program (including graduates), who have met all qualifications, will be places in the database of unemployed persons of which SFWIB will make accessible to the City of Opalocka as a first source for their employment needs, to fill jobs which are created to satisfy City contract requirements. “This program will bring the City a return on their investment and offer its citizens employment at home,� commented Vice Mayor Kelley. He concluded, “It’s a win-win-win opportunity for the City, South Florida Workforce and more importantly, for the residents of the great City of Opa-locka!�

VM Kelley busca trabajo para los residentes por medio del First Source Hiring Referal Program Preocupado por la tasa de desempleo de la Ciudad de Opa-locka que ha duplicado el promedio Nacional y al Miami-Dade County, el Vice Alcalde Joseph L. Kelley patrocinó una resolución que fue aprobada en primera lectura por la Alcaldesa y la Comisión, 5 -0, el Miércoles, 13 de febrero 2013, para establecer las oportunidades de empleo para los residentes mediante la asociación con el Consejo de South Florida Workforce Investment (SFWIB), para servir como enlace para proporcionar acceso a la formación, el desarrollo de habilidades y experiencia laboral para desempleados de la ciudad y a la vez el suministro de una fuerza de trabajo competente para las empresas locales bajo el programa que se titula The First Source Hiring Referral Program.

La asociación de la ciudad con SFWIB, es una expansión del programa inicial de diciembre 2012 de la Resolución 12-8497, patrocinado por el Vice Alcalde Kelley, con la dirección del Gerente de la Ciudad, para implementar un programa de instalación y reparación de aceras, contratando a residentes calificados de la Ciudad para realizar el trabajo. A las dos

semanas de la implementación del programa, la Ciudad ocupó cuatro de los cinco puestos disponibles a través del programa, con residentes que realizaran mejoras estructurales mediante la eliminación de viejas aceras existentes dañadas, que durante un período de tiempo y por el deterioro, se han convertido en un peligro. Los trabajadores recibirán "Entrenamiento en Centros de Trabajo" (OJT) para hacer reparaciones al enmarcar, verter y nivelar caminos nuevos.

Este proyecto de “experiencia remunerada" está gestionado por el Public Works Department de la Ciudad y los trabajos están subvencionados con fondos de Miami-Dade County’s People Transpor- tation Funds.

Por lo tanto, las áreas que reciben nuevas aceras deben cumplir con los requisitos específicos establecidos por el condado. Mayor Taylor’s Initiative Shines Iniciativa Mayor Taylor Light First Time Light on 22nd Avenue Shines primera vez el 22 Ave. “I’ve been living here over 12 years and this is the first time we’ve ever had anything like this,” commented Cynthia Williams on the colorful bright Christmas light display, after she and neighbor Dewarrick Quinn readily volunteered to “flip the switch” to illuminate their community as a part of Mayor Myra L. Taylor’s Beautification Initiative for the 22nd and 27th Avenue Gateways into the City of Opa-locka, during the holiday season. At 6:15 PM. the 22nd light display brought residents from their apartments to marvel at a spectacular view; the likes of which some say have never been seen on their block prior to Saturday, December 22, 2012.

After about a month of working on the idea, the Public Works Department laid the ground work and all Mayor Taylor had to do was give Florida Power and Light a one day notice and, “they gave us the electricity we needed to light the median,” she remarked. With the lights, other parts of Taylor’s beautification program included a sprinkler system and sod, to create a nice landscape.

Commissioner Timothy Holmes traveled up-and-down 22nd Avenue, getting a driver’s perspective of the attractive presentation. Other drivers, observing the aesthetic change, reduced their speed, shared the Mayor’s signature “thumbs-up” with the Public Works staff, and one even honked the horn to the tune of “Jingle Bells.”

Yes, it looked a lot like Christmas on 22nd Avenue for Williams, Quinn and other residents who expressed appreciation to the Mayor and the Commission for having the insight to include their neighborhood in the City of Opa-locka’s holiday decorations. Quinn immediately named the tree, with the light socket he plugged, “Joy,” he gleamed, “to the neighborhood and to the world.”
