Miami-Dade gets awards from National Association of Counties BY MARIE BERTOT
iami-Dade County has received 20 awards from the National Association of Counties (NACo). The 2009 Achievement Awards recognize innovative county government programs that better serve residents. NACo took notice of improvements to public safety including the Mayor’s Mortgage Fraud Task Force, which was recently adopted by Congress as a role model for the federal government’s task force. The Gun Bounty Program also received accolades for significantly helping to solve crimes. In its first two years, Gun Bounty has recovered 315 firearms and made 188 arrests. “I am proud to say, the success of our programs surpassed all expectations,” said Miami-Dade Mayor Carlos Alvarez. “I’m very grateful to the dedicated team of professionals who have made it more difficult to commit mortgage fraud and have gotten firearms and criminals off of our streets.” The Port of Miami was recognized for its state-of-the-art Cargo Gate Vehicle Processing System which improves security, as well as innovative seaport berth planning, which is expected to accommodate additional customers and improve customer service.

ots of Lox, the longtime Palmetto Bay eating establishment, has extended its hours. A little more than a year since being purchased by brothers Nick Poulos and Steve Poulos and their cousin Jimmy Poulos, the restaurant is now open until 9 p.m. during the week. It still closes at 4 p.m. on weekends. “For a year, customers were badgering us, ‘When are you going to open for dinner?’ Here it was 5 p.m. and they wanted that Rueben sandwich,” Nick

Poulos said. “We finally decided ‘lets go for it.’” The restaurant has been open nights for a couple of months now and things are going great. Poulos said they wanted to test the waters before putting the word out that the night hours are here to stay. Lots of Lox is offering a number of homemade specials each evening, and if all else fails, a customer can get breakfast. Poulos said they have tried to

We have specials. If they don’t see something that suits their pleasure, they can have the breakfast, at the same price.” He said it irritates him when a restaurant charges a couple dollars more in the evening for breakfast items, so Lots of Lox keeps breakfast at the same price. The dinner specials are all about freshness and good food such as mashed potatoes done with fresh potatoes. No boxed potatoes allowed. The gravy is made fresh from scratch and the turkey is fresh roasted off the bone. Matzoth ball soup, all made in the kitchen. Pot roast, beef or a complete turkey dinner with stuffing, soup or salad will run $11.95. A tilapia dinner costs $12.95 while a grouper dinner would be in the $14.95 range. Poulos said the complete dinners
would probably cost more if a customer tried to make them at home. “We have our standards, corned beef and cabbage,” he said. “You can get it lunch or dinner. But it’s a little larger for dinner.” The new hours have been popular so far. Best of all, the restaurant has done well since the Poulos family took over. “So far we have been fortunate. We have customers who come in twice a day, some even three times a day,” Poulos said. He calls the wait staff the heart of the restaurant. His waitresses have been around long enough to know the customers. When regulars come in, by the time they are seated, one of the waitresses is likely to have come over with their regular drink. “I had a girl here the other day, she hadn’t been in for about six months. She said ‘I feel like a rock star, all the waitresses coming over to say hello,’” Poulos said. “We want that warm family atmosphere.” He wants customers to feel like Lots of Lox is the place where everyone knows their name. AROUND TOWN There’s an old Chinese curse, ‘May you live in interesting times,’ which sounds initially like a wish for pleasant experiences but is of course far from it. The past few years, and especially the past few months, have proven the wisdom of that old saying, don’t you think? Gunther Karger, Palmetto Bay’s resident Wall Street expert, economics guru and Holocaust survivor, wrote to warn us about “danger from within,” such as is evidenced by the recent shooting at the Holocaust Museum in Washington, the murder of an abortion doctor at his church and other recent events. Gunther, who witnessed the extremes of fanaticism firsthand while still a child in Germany and who was the only member of his village who lived through them, clearly is concerned and has reason to be. He also writes to tell that “We have

Ellen Book, a South Miami Rotarian and a library official, announced a free series of seminars over the summer on Saturdays, from 2–5 p.m., at the Pinecrest Library, to help residents deal with the effects of the current economic crisis. The next two sessions will be held June 27, with the topic of “Strategies for accessing health and other needed services on a limited budget,” with Dr Roselyn Smith, Licensed Clinical Psychologist, Concepcion Tuma, Human Resource Professional, and Carlos Franco, from Consumer Credit Counseling Service. Latest word on Kendall Drive’s Greenery Mall accommodating a supermarket is that a fast-growing neighborhood protest (and other factors) will defer an initial scheduled public hearing on July 1 to September. Wasn’t too long ago that many now opposing a large-scale grocery retailer at the Greenery banded 20 or more neighborhood homeowner associations together and shot down a mid-rise condominium in the former rental complex, just across the Mall on the north side of Kendall Drive at SW 77th Avenue. If the Busway’s future concerns you, be advised the Governing Board of MPO (Metropolitan Planning Organization) will hold a public hearing July 23 at 2 p.m. in the downtown County Commission chambers to amend the “US-1 Express” project as a Priority III in the 2030 LRTP Cost Feasible Plan, all of which worries Prexy Holly White of Continental Park Homeowners who explains: “I realize that the year 2030 seems like a lifetime away (but) our property values could be impacted by these plans!” For details about the Busway and MPO planning, call 305-375-4507.
Terrapins for Terra? That new high school north of Indian Hammocks Park, named TERRA Environmental Research Institute, is expected to draw students from throughout Miami-Dade to study ecological science in the county’s first “green” campus. Terra, Latin for earth, is also defined as any surface on the moon other than maria (pronounced: MAHree-uh, we’re told), or the ‘gray’ crater areas on the moonscape. Now, if only fanciful sports fans come up with just the right nickname for the new school — the ‘New Ninjas’ or ‘Terra Terrapins’ (a la University of Maryland). Perhaps a contest is in order! Convert the South Dade Busway to an express toll road? R. Kenneth Bluh KENNETH’S COMMENTARY Is the proposal to convert the South Dade Busway into a toll road to assist drivers in getting to and from downtown faster a good idea? The conversion from the unused Florida East Coast Railway right of way into an expressway for buses and emergency vehicles seemed to work fine. The only thing keeping more drivers from using the bus to get to Dadeland is their inability to find a place to park their cars so they can ride the bus. Let’s see how it would work. I assume that the current two lanes would be widened to three or four lanes. All lanes would be used northbound in the morning and southbound in the evening. What happens when the cars get to Dadeland? The busway will end and
drivers are expected to park their cars and take the Metrorail north. Where will they park? Dadeland South and Dadeland North parking garages are almost full by eight in the morning. Most drivers will be forced to continue driving north by changing from the toll way to S. Dixie Highway (US1) to continue their journey. Drivers will find themselves in a funnel where six or seven lanes of northbound traffic in the morning (three lanes from S. Dixie plus the three or four lanes from the converted busway) are reduced to three lanes on S. Dixie continuing north. To accommodate this transition from the now converted toll road will require a crossover at the toll road and SW 104th Street. My only fear is that this will back up traffic for miles on the new tollway waiting to merge onto US1. It’s a pity that it can’t be widened to eight lanes to accommodate the increased traffic. The conversion to accommodate the ever-increasing volume of autos on US1 will result in the loss of express buses as they will be caught in the middle of traf-

––– VIEWPOINT ––– fic on the toll road. Emergency vehicles, which now travels quickly north and south, also will lose. I have a friend who lives in Palmetto Bay who works in downtown Miami. I asked her why she doesn’t drive to the busway and take the bus to Dadeland and then the Metrorail to her job on Brickell. Her answer: “I must drive south from my home to find a place to park my car. Driving south to eventually go north just doesn’t make sense, so I just drive all the way to work everyday.” Perhaps, rather than spending the multi-millions to convert the busway to a toll road we should find a way to provide convenient parking so drivers will be induced to leave their cars and take the express buses to work. How about creating strip parking lanes running along the current two lanes of the
busway? The driver could then park next to the busway and jump on a bus. The winners are drivers now sitting on S. Dixie every morning trying to get to work, especially if they work in East Kendall. The losers are those currently using the express buses and emergency vehicles. And, remember this will be a toll road — a revenue producer for the county and an expense to the driver. I only hope the commission doesn’t try to sell the new toll road like the state attempted with Alligator Alley.

Ticketmaster goes paperless: Strategy to take on scalpers
Al Sunshine 4 YOUR MONEY Ticketmaster is using a new strategy to take on scalpers — specifically, getting rid of the actual tickets. The ticketing company is going paperless on singer Miley Cyrus’ upcoming 45-show fall tour — the first of its kind to sell exclusively paperless tickets. Concert-goers will enter the show using credit cards they purchased the tickets with, making it impossible to resell or transfer them. That tactic has put resale vendors on the defensive, charging that the paperless system will cause delays and possibly pose safety risks to fans. They also claim that the ticket agency will extend its monopoly over prices by eliminating the secondary market. While most states have legalized scalping, promoters object to the high markups scalpers are able to charge, which they don’t share in. Scalpers also predict longer lines and some even think that the system would increase the chance for sexual predators to prey on young fans with the promise of entry into a show. Promoters have said, however, that they will have extra staff at concert venues to assist with any problems. Cyrus’ 2007 tour was a driving force behind the experiment in paperless tickets. Ticketmaster claimed that scalpers illegally snapped up tickets for
the Hannah Montana star’s shows with special software that gave them an advantage over normal fans. BURNING CARS BECOMES A HOT OPTION Drivers facing a financial crunch are increasingly trying to opt out of hefty loan and insurance payments by torching their cars. Insurance fraud is on the rise nationwide amid a struggling economy, with a growing number of “victims” illegally reporting cars stolen or destroyed, according to a Los Angeles Times report. Suspicious vehicle fires and arson jumped 27 percent — from 596 to 757 — in the first quarter of this year, according to the National Insurance Crime Bureau. Cases of owners intentionally destroying or abandoning their cars climbed 24 percent. Cash-strapped car owners bank on the fact that insurance companies won’t scrutinize every claim, giving them a chance to get out from under the steep costs of owning a vehicle. While investigators are busier during financial downturns, vehicle fraud often can be hard to prove. It’s also minor compared to the more than 1 million cars reported stolen each year. The increase in fraud doesn’t just extend to people trying to get rid of their cars, either. Suspicious personal injury claims were up 60 percent in the first quarter; staged car accident cases jumped 34 percent and commercial property fire/arson cases spiked 76 percent.

Katie DiFede to compete for ADA national Dancer of Year BY LINDA RODRIGUEZ BERNFELD
Her passion for her dancing shows in her performances, which is why Katie DiFede has been winning dance competitions both locally and nationally. DiFede, a Kendall resident and student at Palmer Trinity, has been dancing since she was 2 years old and it is paying off now at 15. Recently, she had such a terrific performance at the American Dance Awards regional competition in April, she not only won Dancer of the Year in the teen category, she also won the Flawless Dance Award. “I felt really good about the competition,” DiFede said. “I felt probably that was the best that I performed that dance.” While she thought she did quite well, she wasn’t sure if it was enough to win because there were so many good dancers at the competition. Yet when they announced her name as the winner, she was surprised but not shocked. What made her dance so well? She said she focused more than usual. Let’s start with the obvious; things aren’t what they were just a few short years ago. Rising prices, vanishing jobs, falling wages and increased uncertainty have all contributed to the tightening of our discretionary income while fostering stress and the profusion of negative health factors that come along for the ride. This scenario is especially the case here in South Florida. Stress alone can lead to a decrease in sleep, anxiety, depression, heart disease, stroke, lack of concentration and memory, heightened sensitivity to pain, numerous gastrointestinal disorders and an increase in the production of the fat-storing chemical, cortisol. However, that doesn’t seem to be threatening enough for most of us as we tend to fuel the already out of control fire with calorie-rich, high-fat “comfort” foods. But why not? What alleviates stress and depression better than chocolate, French fries and unusually long-named coffee drinks from you know where? If your goal was to create an absolutely perfect physiological environment for gaining weight and developing both short and long-term health problems, congratulations. All you have to do now is give up exercise and physical activity completely. Of course, this is not what you want. For millions of Americans, this is an all too real and common circumstance. It is a dangerous and potentially life threatening spiral of stress leading to poor nutrition and lack of exercise, which then leads to more stress, and the cycle repeats. So why are people so quick to sacrifice nutrition and exercise when finances get tight and/or stress levels rise? Simply put, it is easier. The food is quick and seemingly as effective at relieving stress and depression as the drugs in those semicreepy pharmaceutical commercials. Moreover, going to the gym isn’t always the first thing on your mind after a long workday. But let me assure you, when your eating is healthy and you are exercising regularly, the physical and mental effects of your stress will decrease. Numerous studies provide strong evidence that physical activity increases the body’s ability to deal with stress while increasing the production of endorphins (your “feel-good” chemicals). What’s more, going to a gym or running also provides a change of atmosphere, one that is absent small reminders of those things that have been causing your stress. Finally, looking good feels great. How

Irwin ––––––––––––––––––––––––––––––––– much better do you think your day will go when it starts off by fitting into a pair of pants that haven’t fit for a while or your mid-section stops threatening to pop the bottom button off your wrinkle-free dress shirt? It is time for you to start building a body of confidence that resists the negative aspects of your environment and no longer contributes to your stress. Now what about food? Well you can eliminate that mammoth list of foods that you know you shouldn’t be eating, such as candy, soda, fast food, many simple carbohydrates and the rest of the usual bulgepromoting suspects. Additionally, ignore the packaged, fat-free, sugar-free, tastefree and low-cal versions of everything; they aren’t the answer. These foods are less effective and much more expensive in the end. So what is the correct line of attack? Start buying raw, relatively unprocessed food. Yes, that section of the grocery store where food is purchased by the pound is where the vast majority of your shopping needs to take place. Start preparing your own meals and watch both your mid-section and grocery bill shrink. Remember that exercise and a healthy diet are always in your benefit and can help alleviate at least a fraction of the stress in you life. The economy and related stressors are out of your control, but a healthy lifestyle is yours for the taking. U.S. News & World Report, the prestigious news and consumer magazine, has ranked The Palace Nursing & Rehabilitation Center in Kendall as the top nursing home in Miami-Dade County. The Top 5 Questions When Facing Foreclosure BY DANIA S. FERNANDEZ, ESQ., Attorney at Law 1. Once I get the Complaint for Foreclosure what should I do? When you receive the complaint, your best action is to consult with an experienced attorney to properly respond to the Complaint of Foreclosure. In Florida, you will have 20 days to give a response to the Complaint for Foreclosure. Once the response has been filed, you will have between 6 to 12 months to take action and make decisions Each provision in the complaint should be answered with a Denial or Admit along with your defenses against the Foreclosure Complaint. An Attorney will know the law and will properly form the answers and all the defenses on your behalf. Many of my clients come to my office with a recorded hardship letter as their answer to the Complaint. A recorded hardship letter is not an answer to the complaint. 2. I do not have any money right now. What should I do? Analyze your employment options and start looking for a way to make money. You must show some kind of income to qualify for modification or refinance. If there is no income, the Lender will not agree to new loan terms. Even though money is short, investing in a qualified attorney is essential. The attorney will be able to defend your case and may be able to negotiate a better agreement with the bank. 3. Should I keep my home? Is it still a good investment? The following is a list of points to consider when making this decision: •Do you owe more than the property is currently worth?
•What are the new modification terms the Lender is offering you? •Are there properties comparable to yours available at reduced prices? •Are there any loan programs you could qualify for if you do buy a new home? •Are family or friends available to help you get a loan as a co-signer/co-borrower? 4. Should I leave my home and rent another? No. It is not until there is a foreclosure sale date and the sale has occurred that you will need to leave your home. Hire an attorney to defend your case. You can stay in your home during the defense of your case. During this time you should be working at getting a loan modification with the Lender. This will take a few months. 5. Can anyone get a loan modification? No. First, a hardship must exist, such as loss of income, health issues, divorce, etc. Second, there must be proof of income sufficient to substantiate the payment of a loan modification. Third, the monthly expense should not be greater than the monthly income. We are experiencing great results with loan modifications. Some examples: 4%fixed for a term of 40 years; 3% for 5 years and thereafter fixed at prime; decreases in interest rates from 8.5% to 6%. Scholarship winner Joel Perez set the tone for the evening when he expressed his gratitude to the credit union and its board of directors stating, “If it weren’t for this scholarship, I wouldn’t be able to afford to go to college.” According to the National Center for Public Policy and Higher Education, college tuition and fees have increased 439 percent in the past 25 years, while median family income has risen only 147 percent. This staggering trend is one of the reasons why South Florida Educational Federal Credit Union (FCU) has continued to offer its Hubert O. Sibley Four-Year Florida Prepaid Tuition Scholarship annually for the past 14 years. Al Maloof appointed to MDX Board of Directors BY JOSE BOZA Al Maloof, PhD, managing director of GJB Consulting LLC, affiliate of the Genovese Joblove & Battista PA law firm, has been appointed to the MDX (Miami-Dade Expressway Authority) Board of Directors by the Miami-Dade County Commission. Café Med celebrates first anniversary at The Falls BY LINDA RODRIGUEZ BERNFELD For the past year, Café Med has been the place for families to go for dinner. The family neighborhood restaurant, located at The Falls near Bloomingdales, has a cuisine that includes numerous delicious Italian and Mediterranean dishes as well as homemade pizzas, pastas and seafood. Formerly known as Bice Grand Café, it was taken over by Frank Bernstein and business partner Fred Wright. The restaurant had been part of a chain, but they bought it away from the chain and changed the name to Café Med. It has no affiliation with the Café Med that was in Coconut Grove. Bernstein also renovated the décor to make the restaurant more inviting. He added a rug to improve acoustics and created a floral centerpiece as a focal point. It also helps break up the long dining room so the restaurant feels more intimate. Café Med is making good use of Florida’s sunshine and beautiful weather. Bernstein has seating for fifty on the patio and has plans to add a covering to protect diners from the elements on rainy days.
“It’s going to be a nice patio,” Bernstein said. Café Med also has a private room that can seat 40 where they host many private parties. When Bernstein took over the restaurant, he and chef Walter Peralta developed a new menu. “When we came here a year ago, we wanted to be a family neighborhood restaurant where people could come two or three times a week and not spend a lot of money,” he said. It didn’t take long for Café Med to become popular for Happy Hour. “I have entertainment four nights a week,” he said. Café Med offers 12 different wines by the glass including champagne. Food service also is available at the bar. When the recession hit, Café Med changed its Happy Hour to all day every day. “My appetizers are half price and all my drinks are half price, even top shelf,” he said. The appetizers are real food, not fried egg rolls or tiny portions. In fact, some people order a couple of appetizers and a drink and leave feeling full. Bernstein also lowered other meal prices. “It’s about giving back to the communi-

ty,” he said. “It’s working. Families come in have one or two appetizers and beer and pay less than fast food.” Café Med has Sunset Specials from 4 to 6:30 p.m. for $12.95. “I also have brunch on Saturdays and Sundays from 11 a.m. to 3 p.m. You can choose from the brunch menu for $10.95,” he said. On Sundays, he has what he calls the Traditional Family Meal —spaghetti and meatballs plus a salad for $11.95. The table service also includes homemade bread and a trio of olive oil, roasted garlic or hummus or garlic butter. The restaurant has weekend brunch menus for $10.95. Because of the family friendly features and the reasonable prices, Bernstein has built up his business. They may come in the first time for Happy Hour and then return with their families. Bernstein is at the restaurant constantly so he can make sure that customers are satisfied. “I work very hard to make sure every guest is treated as a guest in my home,” he said. MDFR looking for young people interested in ocean lifeguarding BY CRISTINA ARMAND Miami-Dade Fire Rescue’s (MDFR) Ocean Rescue Bureau is looking for young people interested in learning about ocean lifeguards. Children ages 9-17 will get the opportunity to learn about aquatic safety, minor medical first aid, beach etiquette, preventive action and saving lives. Proof of birth certificates must be presented at tryouts. Junior Lifeguards can register on Saturday, July 18, for a monthlong session at either Crandon Park, 4000 Crandon Blvd., or Haulover Park, 10800 Collins Ave. The program fee is $150 per child. All aspiring lifeguards must possess a basic swimming ability and successfully complete the following: Swim at least 100 yards with a steady stroke without stopping in under two minutes; swim 30 feet underwater without stopping, and tread water for three minutes.

BY JAY RAND Law enforcement and advocacy groups long have sought safe alternatives to illegal street racing that plagues South Florida roadways. To combat this dangerous activity, Homestead-Miami Speedway has announced the development of the “Test and Tune” experience, whereby car enthusiasts can test and tune their street-legal vehicles on a one-eighthmile course. The grand opening is set for Friday night, June 26, with free dinner and half-price admission for all attendees arriving between 6 and 8 p.m. On June 26, drivers producing valid license and vehicle registration can tune street-legal vehicles in the same garages housing IndyCar (Oct. 9-10) and NASCAR (Nov. 20-22) elite for Championship Weekends, as well as test their cars on a one-eighth-mile course. The infield will open at 6 p.m., and attendees arriving between 6 and 8 p.m. will be treated to: half-price admission ($10 for competitors, $5 for spectators, children 12 and under free); a free barbecue dinner courtesy of Homestead-Miami Speedway, and a free $10 gift card to Longhorn Steakhouse.

In support of the Speedway’s commitment to road safety, Florida lawenforcement officials and National Hot Rod Association (NHRA) Champion Darrell Gwynn will join Speedway president Curtis Gray in inviting the public to “start their engines” on June 26 at the Championship Track. “People all over South Florida are aware of the dangers posed by illegal street racing,” Gray said. “Pick up a paper or watch the news, and you’re likely to come across an accident that occurred due to street racing. “Well, the way to bring about change is through education and by offering alternatives, and Homestead-Miami Speedway is taking the lead with the one-eighth-mile Test and Tune at the Championship Track,” Gray added. “I think it’s great that the Speedway has come up with this option,” said Homestead Mayor Lynda Bell. “Illegal racing is extremely dangerous, and the track is providing participants a chance to test their cars and skills without jeopardizing themselves and innocent people on public roadways.” Tickets fo-r Championship Weekend races are on sale now via 1866-409-RACE and online at <www.HomesteadMiamiSpeedway.com>.

LET’S TALK CARS The 2010 Honda Insight hybrid is a big step in the right direction toward putting more fuel-efficient automobiles on the highway. Strangely enough, the Insight, with its aerodynamic design, looks a lot like the Toyota Prius, and that’s probably intentional. But there are differences — the Insight is lighter and smaller and has less interior space, but the Prius gets better gas mileage (40/43 mpg for the Insight; 48/45 mpg for the Prius). The Insight is a five-passenger, fivedoor vehicle and it’s offered in three models: LX ($19,800) — comes with automatic climate control, power windows, outside mirrors and central locking; a fourspeaker 150-watt, multi-media-capable sound system including speed-sensitive
volume control; a multi-information display showing, among other data bits, fuel economy, average speed, exterior temperature and a real-time map of the hybrid system’s energy flows; tilt-and-telescope steering wheel; manual driver’s seat height adjustment, and 60/40-split, fold-down rear seatback. EX ($21,300) — adds cruise control, paddle shifters, front center console with armrest and storage bin, driver and passenger seatback map pockets, map lights, and two speakers and a USB connector to the sound system. EX with Navigation ($23,100) — includes a navigation system with 6.5inch screen, voice recognition, routing and guidance, and Bluetooth handsfree capability. The Insight is powered by something Honda calls an Integrated Motor Assist (IMA) system, which basically is a 1.3liter i-VTEC gasoline engine paired with a 10-kilowatt electric motor. There’s also a built-in Ecological Drive Assist System — or Eco Assist — that enhances operation even more, while at the same time provides feedback related to individual driving styles.
Honda Insight has a distinctive five-door aerodynamic design.
The IMA system can operate exclusively on electric power in certain lowto mid-speed cruising conditions and it can deactivate cylinders during deceleration. It also has an idle-stop feature when the vehicle is stationary. An onboard 10.6-gallon fuel tank gives the Insight a traveling range of more than 400 miles. Pressing the ECON button can further enhance vehicle efficiency: Throttle control, CVT operation, idlestop duration, air conditioning and cruise-control operation. Eco Assist also provides feedback about driving style via a three-dimensional background within the
speedometer. The background changes colors from green to blue to reflect how efficiently or inefficiently you are accelerating or braking. The results are continuously tracked as fuel-economy ratings are shown per drive cycle and on a lifetime basis in the form of plant-leaf graphics that appear in a Multi-Information Display (MID).
