On Friday night, July 31, the teenage rock group once again will appear at Miami’s Tobacco Road, traditional home of local blues and rock bands. During the summer of 2007, Kevin Orsillo of Palmetto Bay, then 14, set out to polish his drumming skills at the college. He eventually joined budding bass student Matt Sebbag of Pinecrest, 14, and Chris Basadre of Kendall, 13, working on his on guitar and vocal talents. The trio became friends as soon as they noticed each wore T-shirts emblazoned with classic rock bands (think Led Zeppelin, Cream and The Who, famed rockers that all three mutually admired). Orsillo and Sebbag, both 16 and now attending Palmetto Senior High School, and Basadre, 15, a sophomore at New World School, have developed

The display is now available at Palmetto Bay Village Hall for residents to view in advance of a Rain Barrel Lecture & Workshop at the Deering Estate Auditorium on Saturday, July 11 (10 a.m.-noon). Rain barrels are an inexpensive and environmentally friendly way to help reduce pollution and to provide a supply of free non-chlorinated soft water for irrigating your landscape. PA: Preliminary roll confirms significant decline in values BY PATRICK SMIKLE he July 1 Preliminary Tax Roll has confirmed a substantial decline in the countywide taxable value of existing properties in Miami-Dade County of 13 percent, excluding new construction value. Compared to 2008, taxable value of existing properties declined by $31.8 billion. When adjusted for new construction of $8.4 billion, the 2009 coun-

tywide taxable value came in at $222.1 billion, a net decline of $23.4 billion or 9.5 percent. These figures, contained in the 2009 Preliminary Tax Roll released on July 1 by Property Appraiser Pedro J. Garcia, verify a countywide taxable value of $213.8 billion of existing properties, as compared to $245.6 in 2008. The
