Village to increase enforcement on watering restrictions

BY JEFF CUTLER Council Member, Village of Pinecrest Due to the severe drought, the South Florida Water Management District has requested that all local governments, including our Village, increase enforcement of the water irrigation restrictions. The Village Manager has instructed the Village Police and Code Enforcement to implement this request.

To avoid a citation, please adhere to the following schedule (restrictions apply to all sources of water — from a utility, a private well or withdrawals from a canal, lake or pond): • Landscape irrigation for all property types and sizes is allowed two days a week.

• Odd numbered addresses — Wednesday and Saturday, Midnight-10 a.m. and/or 4 p.m.-11:59 p.m.

• Even numbered addresses — Thursday and Sunday, 12 a.m.-10 a.m. and/or 4 p.m.-11:59 p.m.

• No watering allowed between 10 a.m. and 4 p.m.

There are exceptions for new plantings, sod or landscaping. Of course, if it happens to be a rainy period you can always turn off your sprinklers. There is no good reason to −−−−−−−−−−−−−−−−−−−−−

Positive PEOPLE in Pinecrest

ALEXIS HANDLEY In 2004, Alexis Handley’s world was rocked when one of her friends murdered another friend in the bathroom at Southwood Middle School. Because of that incident and also merciless teasing from other kids because of a port wine stain on her face, Handley started a campaign against violence in schools.

She has gone as far as Tallahassee with her anti-violence campaign.

When Handley first heard about the murder, it was through a text message saying a girl had been shot at the school.

“When the news came down, I was approached by a friend and a teacher who told me about it,” she says.

She was devastated when she learned that Jamie Gough had died and Michael Hernandez was accused of committing the murder. He was later found guilty and remains in jail for the crime.

A year after the murder, Handley along with some friends coordinated Peace Week to promote peace, love, diversity and tolerance.

“We put on a rally, we invited local leaders and the governor to come to our class,” she says. “That has helped shape the personality that I am.”

Handley has tried to have anti-violence legislation passed, all of which has brought about increased awareness about the problem.

“If you can’t feel safe in school, where

can you feel safe?” she says. “Kids need to know what to do. If you hear about something, do something to prevent it.”

Handley is now a senior at Coral Reef High, where she started a club called Students Against Violence Everywhere (SAVE). The club has more than 200 members.

“I go to different schools, like middle schools, and speak out against violence,” she says. “I also coordinate activities in school that raise awareness about violence both in and out of school.”

She’s worried that school violence could increase because of the economic downturn.

“I’m against fighting,” she says. “I think fighting doesn’t do you any good.

It’s very childlike. I teach younger ones and I try to teach my classmates not to fight. Stop and breathe, try to get past the situation. Try to talk to that person and if you can’t, then find someone else (like an adult) to talk to.”

Because of her on-going efforts, Handley has been named Coral Reef’s Silver Knight candidate for Social Science, which deals with government based issues.

Another way that Handley helps children is by participating in Kids 2 Kids.

The show was held in March.

“We raise money for kids on ventilators,” she says. “We raised $8,000, and due to the economy, that’s good. I’ve done it for four years.”

Handley also has volunteered as a cheerleading coach for the Palmetto Bay Broncos at Coral Reef Park. She started coaching in middle school and continued on when she entered high school.

“I love being there for the girls through middle school,” she says. “I’m a people person. I like helping others.”

Handley has enjoyed being with the same girls for a couple years because she has been able to see the girls grow and change.

Her plan is to go to college and study law so she can eventually lobby on the issues she is passionate about.

She also hopes to create an organization that will work to eliminate violence in schools.

JULIANA SABO Gulliver Prep senior Juliana Sabo has been one of the top 10 students at the school since her freshman year. Her ability to keep on top of her studies is one of the reasons that she is Gulliver’s Silver Knight nominee in the general scholarship category.

Along with doing well academically, Sabo has a strong commitment to community service. She is a member of Interact, the service club that is sponsored by Rotary International.

“It is the most amazing thing to be a part of,” she says. “It does so much good for the community. We go to the Community Partnership for the Homeless.”

Since joining the club, Sabo has only missed a couple of the days when Interact visits the homeless shelter to feed the people and work with the children.

“I always feel bad when I miss it,” she says. “I’m glad I can go.”

In fact, if she misses an Interact event at the shelter, she makes up for it on another day. Last year, Sabo was in charge of activities for the children on the Interact days. This year she has been one of the leaders for the kitchen crew.

Sabo says joining Interact was not about garnering community service hours, but about helping people.

“The first time I helped at the soup kitchen, it was such a good feeling; I couldn’t wait to go back,” she says.

Sabo was elected Interact treasurer in both her junior and senior years.

Water polo and swimming were also major influences in her high school life until this year. This year, Sabo committed herself to drama, so she had to quit the water sports although she had been on the state championship teams of the last three years. It wasn’t an easy decision.

“I do miss it,” she says. “I know all my friends from the team have been coming up and saying, ‘Where are you, we miss you.’ But if I do water polo, I miss drama, so I had to make a decision. It’s my senior year and I wanted to do something new.”

When Sabo did swim, she would participate in the 100 meter freestyle.

She says in order to be a good water polo player, you have to be a good swimmer. Plus, it was fun. She also played on the Florida Coast Water Polo Club and she helped coach younger players as well.

“For three years, we would travel to California for a training camp,” she says.

“This summer we went to Hungary.”

That trip was important to her because her family came to the U.S. from Hungary in 1908 and she still has family there.

For her extended essay, she chose to write about the 1956 Budapest Revolution, where Hungarians opposed the Soviet Union. She also included the story of how the Hungarian water polo team ended up playing the Soviet Union water polo team at the Olympics and the symbolism between that game and the revolution.

Next year, Sabo will be in college.

She has applied to the University of Michigan, the University of Florida, Columbia, Yale, Stanford, Princeton, Rice, Carnegie Mellon and the University of Pennsylvania. She’s considering majoring in something that deals with ecology because she believes that it is up to her generation to do something about Global Warming.

ZACHARY ROTH Coral Reef High School Senior Zachary Roth is an elite student and has been named a Presidential Scholar for 2009, an honor that only about 150 high

school seniors across the country achieve.

Roth is also a National Merit Scholar Finalist.

Roth not only excels in academics, he also is a standout basketball player and was a major factor in Coral Reef’s drive to win the state championship.

“Coach liked to have me cover the big guys on the other team,” Roth says. “That was my role.”

Roth played power forward and center. With his six-feet-four-inch height, basketball is a natural sport for him.

However, he doesn’t plan to play in college, except for intramurals or in pickup games.

Roth loves sports and enjoys teaching children how to play. He has been a volunteer with Miami-Dade County Sports and teaches kids how to play basketball.

“I love basketball, so I coach little kids,” Roth says. “I help out with that organization as much as I can.”

Roth has been with the program long enough to be a lead coach and in charge of all the teams at the school where he works this year.

“I started as a coach at F.C. Martin my

sophomore year,” he says. “It’s a blast. My first year at F.C. probably was my most enjoyable.”

That’s because he was able to work directly with the kids instead of being in charge of all the teams.

“You learn about responsibility by having to take charge of these kids,” he says.

“In my first year I had some real talented kids but they were real selfish, they didn’t want to pass the ball.”

But, Roth says that after working with them, the kids changed and learned how to play as a team.

When he’s not volunteering as a coach, Roth keeps busy as president of Interact.

The service club recently participated in the Walk for Autism at Crandon Park.

The club also sponsors events at Coral Reef.

“This year we had a shoe drive,” Roth says. “We collected more than 100 pairs of shoes for Nike Reuse (which turns it into playground material) and for Shoes for Africa.”

Roth is also involved in a charity called Neat Stuff, a non-profit that gives new items to abused and neglected children.

“I’ve been involved in that since I was in elementary school,” he says. “My grandmother founded it.”

Last month, Roth ran a raffle at the Neat Stuff annual fundraising gala. He also loves his school, so he attends orientations and magnet fairs to talk to prospective Coral Reef students about attending. He is also involved in the National Honor Society, the Science Honor Society and Mu Alpha Theta. In his junior year, he was co-editor of the yearbook and even though there were staff problems last year, they were able to garner an All Florida rating from the Florida Scholastic Association. This year he could not continue on the yearbook staff because of schedule conflicts.

As for college, Roth has been accepted by both Vanderbilt and Washington University, but he says he will wait a while longer to make a decision and see which school offers him the best deal. He is considering biomedical engineering or chemical engineering as a major.

BY AMANDA BIERFELD Chris Krause has been named head golf professional at Deering Bay Yacht & Country Club. Krause joined the Club in 2003 as Assistant Golf Professional. He is a Certified PGA Professional in both golf operation and retail management.

Krause graduated from Methodist College with a BS in Business Administration and a concentration in Professional Golf Management. He has extensive experience in the golf industry, having worked at clubs in New York and Florida prior to joining Deering Bay. Krause graduated from the Golf Professional Training Program in 1999 and has been a volunteer rules official for the PGA Playing Ability Tests and a Class A member of the PGA since 1999. Krause

Having been blown out of my house by Hurricane Andrew and seeing much of my 401K savings blown away by our current financial storm, I tend to look at this recession like a massive dark cloud raining down on all of us.

So when I think I’m seeing the first possible sign of clearing skies, I think of it as if we’re now in the eye of the storm.

Remember, when the storm’s eye passes over, there’s a temporary lull in the winds and it looks like it’s clearing nicely. But then you are hit by the backside of the storm and you have more bad weather before the whole thing finally blows away.

I’ve covered storms where the winds on one side of the eye blow down a fence and it gets picked up and blown down in the opposite direction when the winds change as the eye passes overhead.

So what does this have to do with midMarch Economics? Plenty. Because I believe we’re in the eye of the financial storm right now.

During the next few months, unemployment will peak at more than 10 percent. Corporate profits will remain soft and all the economic indicators that have plummeted throughout the recession will basically bottom out. Our economy will look like there is no end in sight to our economic downturn.

However, this will happen right along with growing signs that the trillion-dollar economic stimulus plan enacted last fall

by the Bush administration and continued by President Obama is finally working. Hundreds of billions of dollars are starting to kick-start the economy, as it was intended. New “foreclosure prevention” programs are starting to hit the market aimed at keeping homeowners from losing their homes. Massive public works projects soon will start putting American workers back into the workforce.

And Wall Street is paying attention.

Analysts say the stock market anticipates the U.S. economy by about six to nine months.

When the stock markets goes up or down, it’s because investors are either “Bullish” on growth or “Bearish” in concerns over possible losses.

Do the calendar math yourself. The chair of the Federal Reserve Board is forecasting possible stabilizing of the U.S. economy by the end of 2009, with recovery possibly starting by early 2010. Six to nine months from now would take us to the fall or possibly the end of 2009.

If the six- to nine-month stock market theory is accurate, we may be seeing the market turning around very soon, if it hasn’t already. Despite continuing negative economic news, the market recently bounced back above the 7,000 mark.

Still, we’re not out of the storm just yet.

There’s still bad weather on the backside of a hurricane as the eye passes overhead.

However, I still believe we are now in the middle of the “hurricane-recession” eye and that we soon may be seeing the backside of the recession with the U.S. economy clearing sometime later this year.

Unfortunately, there still are too many clouds to know for sure. And we’re still feeling too much pain.

BY ROBERT HAMILTON Alexander School recently hosted Brigitte Heer, from Zurich, Switzerland, as she completed a three-week “Assistant Teachership” program at the school.

Heer is participating in a program through the Zurich University of Teacher Education. She worked with Ellen Kahn, the Language Arts teacher for the Alexander Middle School Prep students, where she gained in-depth, on-the-job experience with native chil-

dren and teachers in an authentic school setting.

The main objective of the Assistant Teachership program is to give qualified teachers an opportunity to experience classroom life as well as the language of the curriculum in an English-speaking context. This program is part of the regular training of primary school teachers with a component in English.

Heer recently shared her enthusiasm and knowledge of Switzerland in an especially prepared lesson for the children.

SAT is a ‘mindboggling’ experience

BY ADAM PINCUS I have just registered for the most important test of my life, and it cost me $80. There was a $45 charge for the actual test, a voluntary $12 charge for the student answer service (SAS) and a $23 charge for a late fee.

What is so mind boggling is how much this test really is. The Educational Testing Services (ETS) produces these standardized tests, and are way behind the curve when it comes to saving its’ customers money. To think they have the audacity to charge a late fee for a highly controversial test that has provided teens with long nights of studying and parents the grim sight of empty wallets is mind boggling.

The ridiculousness of ETS’ handling of the test is just downright silly. It has gotten to the point that they ought to rename their company. I think Evil Testing Services is more applicable in this situation.

ETS, due to growing criticism, decided to change the name of the test in March 1994 to Scholastic Assessment Test. It took ETS 62 years to realize that the test was not a sufficient indicator of aptitude. Now it is an assessment on how well one can think like the makers of the test.

My SAT tutor tells me to always stay in Pam’s and Jim’s world, the two who design the test. Here is where the problem lies. Not everyone can think like the minds of those two. This is where the numerous test preparation courses come in; and the thousands of dollars.

The average price of the most popular SAT classes around the community is $1,000; not really economically favorable in times like these.

There has always been a wealth of controversy surrounding the test. It has been around since 1923, so there are bound to be some conflicts. The only problem is that now these questions have begun to magnify. Forget the fact that the increasing costs surround the test, the age-old argument that the test is economically and racially biased needs to be discussed.

For instance, there is a part in the

TEEN TALK Writing Skills (grammar) section which addresses idioms. An idiom is a phrase that is unique to a particular language, and without a keen understanding of that language they cannot be understood. In the case of kids whose first language is not English, this can be a headache. Kids in higher socioeconomic classes have greater access to tutoring and preparation materials. This in turn gives rise to higher scores and a stark divide between economic class and test scores.

Listed on the College Board website is the statement that the College Board in fact “is committed to the principles of excellence and equity, and that commitment is embodied in all of its programs, services, activities and concerns.” I have not heard of them paying for anybody’s tutoring classes or test preparation materials.

Throughout my experience in an SAT class, I have come to realize a growing concern that I have for my own performance. Particularly in the writing skills section, concepts like prepositions, participles, and misplaced modifiers are being jammed into my conscience.

When was I ever taught the basic concepts of grammar? I think the grammar lessons stopped when I graduated third grade, but that’s another column.

How can students be assessed on grammar skills when we were never taught grammar in school? We are cramming years of neglected techniques into a $1,000 course to prepare us for a flawed test.

There is no solid solution to this growing problem. SAT preparation courses used to be taught in schools for free, but in budget-crunching times like these, this seems like an afterthought.

I can just imagine the MasterCard commercial now. Registration for the SAT, $45; student answer booklet, $12; late fee, $23; actually taking the test?

Well, that is a lot of unnecessary pain and suffering.

‘Smart Lipo’ avoids problems of traditional liposuction

What is the difference between traditional liposuction and Smart Lipo?

Traditional liposuction is performed under local or general anesthesia.

Once the patient is fully anesthetized, large incisions are made in the skin through which a steel rod (cannula) is passed. The surgeon utilizes the cannula to break up tissue by repeatedly thrusting it deep into fatty deposits.

Subsequently, the fat is removed via the use of a suction device.

The procedure is traumatic and routinely leads to localized swelling, bruising and bleeding. It is not uncommon for the patient to suffer from significant pain which results in many days of down time.

Ultimately, skin laxity and ripples may develop over the liposuctioned area leading to unsightly contour abnormalities.

On the other hand, during laser lypolysis (Smart Lipo) tiny one millimeter incisions are placed in the skin. After local anesthesia is infused a laser is passed into fatty deposits and these deposits liquefied without trauma to tissue. The liquefied fat is then removed utilizing a power aspirator.

Swelling and bruising are uncommon after surgery because trauma is almost totally avoided. Many patients are able to return to work the very next day. The skin overlying the liposuctioned area is usually without laxity or ripples. This is because the delivery of heat during the procedure causes the skin to tighten avoiding the development of contour abnormalities.

Based on these findings, laser-induced lypolsys (Smart Lipo) is almost always the better therapeutic alternative.

ASK THE DOCTOR Can laser therapy help treat acne?

There are four major factors responsible for causing acne. They act together to cause the characteristic pimples, whiteheads and blackheads associated with this problem. They are: • Overactive oil glands leading to a blockage of the skin pores.

• The subsequent proliferation of a bacteria know as P. acne; • Which produces chemicals that alter the composition of the oil.

• This results in very irritated skin leading to chronic inflammation.

Various treatments are used to help sterilize the skin (tetracycline) and decrease inflammation (Retin-A and Accutane).

These treatments are fraught with side effects and often are only partially effective.

If acne remains an ongoing problem, treatment with an IPL (intense pulse light) Laser should be considered. IPL Laser energy is able to penetrate deep into hair follicles where bacteria remain sequestered in collections of oil, subsequently killing the organism and helping to sterilize the deeper layers of the skin. Once P. acne is killed, inflammation of the skin markedly decreases, pores open and oil production diminishes.

Acne can be placed into remission for long periods of time after treatment with an IPL Laser. It is recommended that a single treatment be performed every three months to maintain the acne in a quiescent state.

Absolutely not. They vary by date, such as Oct. 15 for early decision all the way into February and March, and whether the school is a state or private institution as well.

All of my friends tell me that housing at the University of Florida and University of Central Florida is a thing of the past. Is this so?

It is important to try to get housing on campus for at least your first year. Then, such housing will become impossible. Many campuses are turning to developers for professionally-run, state-of-the-art housing. By that I mean pools and theatres, as well as beautiful dorm rooms. They’re managed by professional real estate companies. Arizona State University is a prime example of this.

Vista del Sol is a private development that will house students on campus at Arizona State.

What is going on with steroid testing for high school students in Florida?

Last year Florida spent a $100,000 to conduct random steroid testing of athletes at the high school level. The result: 600 DASH students were screened and one tested positive.

There is a lot of criticism regarding this testing and its accuracy. The most important thing of all is that the testing program is finished because of the very tight budget.

What grade point average is necessary to graduate from the Dade county school system?

A 2.0 unweighted.

In addition to course requirements, what are the other specific requirements needed to graduate from Dade County Schools?

Students must: • Complete a Computer Literacy requirement.

• Take and pass 24 credits (after 24 credits, see each school’s curriculum bulletin for specific credit requirements).

• Completion of a community service component.

• Have a cumulative grade point average of 2.2 unweighted.

• Pass the Florida Comprehensive Assessment Test (FCAT).

What does the term “unweighted cumulative GPA” mean?

That stands for total grade points (without bonus points) with the number of credits attempted.

What does the term “weighted cumulative

GPA” mean?

That means your total grade point plus total bonus points, as well as the number of credits attempted.

What is the traditional system used for calculating a weighted cumulative GPA? This system is used until a student acquires 15 credits: Add one extra grade point for the grades A, B, and C for each honors classes.

Add two extra grade points for A and B and one extra grade point for C for an AP course.

Add the total number of points earned and divide it by the number of credits attempted.

I know that students take remedial classes as Miami Dade College and Florida International University. Do other universities across the nation offer these courses?

Yes. In fact the cost of these classes is now on the rise. According to Higher Education’s article in a recent edition of the Miami Herald, millions of students with the high school diploma are not ready for college. The new study calculated that one third of American college students have to enroll in remedial classes. The bill to college and tax payers for trying to bring them up to speed on material they were supposed to learn in high school comes to between 2.3-2.9 billion annually. Students come out of high school and they’re really misled.

They think they’re prepared. Getting a 3.0 and just getting through their high school curriculum is not what they need for college.

The University of Miami has a new program for science and math. Do you know anything about this?

Yes. The Program for Integration of Science and Mathematics (PRISN) is a pilot program for exceptionally motivated students. It provides a very strong foundation in the sciences and freshmen in the program take integrated lock-schedule courses, including biology chemistry and calculus. This is followed by physics, chemistry computer science in their sophomore year.

What is UM’s “Beyond the Book” program?

This is a program that supports undergraduate research and scholarship beyond customary classroom activities. Researcher awards fund 12 outstanding students and their projects included assessing the climate changes on Caribbean coral reefs, tracking Hepatitis B outbreaks in the Bahamas and probing the socio-economic dynamics of Laotian villages.

It may be surprising to quite a few people to learn that the Florida Fish and Wildlife C o n s e r v a t i o n Commission’s (FWC) Division of Law Enforcement was not accredited until recently. Accreditation is a nationally recognized “seal of approval” that indicates a law enforcement agency meets many challenging professional standards. It’s comparable to accreditation for a university, and as you know, that is important.

On Feb. 25, the division received the coveted accreditation status.

The reason most people would have expected the agency’s Division of Law Enforcement to be accredited earlier is that it has earned acclaim as a very professional organization. The division consists of nearly 700 highly trained and skilled individuals. They conduct themselves with integrity and respectfully address citizens as “sir” and “ma’am.”

Nationwide, for other conservation law enforcement agencies, the FWC’s Division of Law Enforcement sets the standards. FWC officers patrol 34 million acres of public and private lands and the state’s numerous rivers and lakes. In addition, the division has a K-9 unit, investigations unit, aviation section, boating and waterways section and an offshore fleet. They are out there to ensure conservation of fish and wildlife and to help and protect the 18 million Florida residents and many millions of visitors who spend time in the state each year.

These FWC professionals are the same men and women who routinely conduct search-and-rescue operations for persons lost in the remote acreages of our state and the seemingly endless miles of our waters. They patrol in places most other law enforcement agencies do not routinely go, making the entire state a safer place to be. And, speaking of safe, they even have a role in homeland security; because we Floridians want every

law enforcement agency involved in the safety of our citizens. FWC officers have risked life and limb in saving lives, whether it is from pulling a victim from a fiery automobile accident or plucking a boater out of dangerous waters.

They’re just plain good.

But, that aside, now the Division of Law Enforcement is officially accredited, and it is outstanding that FWC officers have risen to the challenge. It is not an easy task. It’s a process which takes two years to complete and involves many assessments.

There were 250 professional standards by which the division was measured; they were required to demonstrate compliance with all the mandatory standards and not less than 80 percent of the non-mandatory standards.

To measure FWC success in meeting the standards, assessment teams inspected everything from the equipment the officers wore on their gun belts, to the paperwork they filed, to the security of their offices.

Assessors are teams of law enforcement professionals from other stateaccredited law enforcement agencies.

The Florida Sheriffs and Police Chiefs associations drew up the standards.

The advantages to the public are many. Since the division meets these standards, the public can enjoy assurance that when they encounter an FWC officer, they will be in the presence of a professional. The accreditation commission will continue to measure, monitor and evaluate them.

Being accredited also requires consistent and streamlined operations across the board with other accredited agencies, which makes deployment of manpower more efficient and effective.

Yes, they’re accredited and I am very proud of them. But I knew they were good all along.

Adailin Lebron Bengocheo is one of the newest U.S. Coast Guard recruits from Miami-Dade County. She recently finished her first assignment after boot camp as an aide to recruiter Michael Rolph, who is on a mission to recruit more women into Coast Guard, the primary guardian of America’s waterways and coastlines.

Bengocheo, 20, a very poised and confident young woman, says she is thrilled to be back home in Miami after surviving eight weeks in boot camp at Cape May, NJ. “Boot camp was a rude awakening,” said Bengocheo. “At first I wasn’t sure I wanted to even be there. But, having gone through the experience, I feel much stronger both physically and mentally. I have a lot more self confidence. I really bonded with some of the other shipmates at boot camp. This shared experience will make us friends for life.

“When I graduated from high school at age 17, I actually looked at the Coast Guard as my first career choice, but my grandmother really discouraged me. A traditional abuela, she was frightened that I would go to war. So I went to Miami Dade College to study nursing. After one year of taking pre-nursing courses, I realized that college just wasn’t the right fit for me. It wasn’t where I wanted to be. I have always wanted to be in the Armed Forces and always loved the ocean and marine science, but I had no desire to be in armed combat situations. So the Coast Guard is the perfect choice for me. It’s all about saving lives and protecting the borders of the United States. We are the first line of defense for the Department of Homeland Security.”

Bengocheo visited the recruiting office at 18867 S. Dixie Hwy. last August. She was nervous, but determined to become part of the Coast Guard.

“Of course it was a bit scary, but once I walked in and met Chief Rolph, the head of recruiting in the area, I knew it would be okay. He was fantastic, not gruff or frightening. He was honest and open about what I could expect from the Coast Guard and what they would expect from me. He was very patient as he walked me through the application process, answering any questions as we went along.”

Bengocheo says joining the Coast Guard is not a simple “sign-on-the-dottedline” and “get-on-the-bus-to-boot-camp” sort of thing.

“There is a well-organized step-by-step process that the applicant goes through, with the recruiter guiding you all the

Adailin Lebron Bengocheo –––––––––––––––––––––––––––––––––– way,” said Bengocheo. “Once I passed the ASVAB (Armed Service Vocational Aptitude Battery Test) and the physical, Chief Rolph took me on a tour of the Coast Guard base on Miami Beach, where I spoke first hand with specialists at work on the base about their experiences.

Everyone there was very friendly and eager to share their experiences and answer my questions.”

Bengocheo is excited and secure in her decision to be a member of the Coast Guard. There is a sparkle in her eye and confidence in her voice.

“The Coast Guard is made up of special people with a very real sense of community,” she said. “Right now, opportunities for women recruits are abundant in the USCG. I am sure this is the best move I could have made. I can define my career choices in an exciting and challenging part of the military, I get $4,500 a year to spend wherever I want to continue my formal education, and my life is exciting and challenging as I travel to new places and meet new people all over the world.

On March 4, Bengocheo joined the Coast Guard Cutter Sherman in Alameda, CA, where she began her first sea assignment as a fireman apprentice in the machinery technician room.

Heartworm disease is a silent killer

BY CAROL CARIDAD President, Paws4You Rescue The Rescue on a whole has had a handful of heartworm-infected dogs and treated each one according to their age and their weight. But heartworm is preventable!

Dogs living on the street are at higher risk because no one is around to give them a preventative every 30 days. But what is the excuse for dogs that test positive for heartworm and are owned by families? If one witnessed the treatment, not to mention the expense, it would be life altering.

Heartworm disease is caused by infection with a worm named Dirofilaria immitis that is transmitted through mosquito bites.

“A common misconception is that dogs that live mostly indoors do not need to be on heartworm prevention,” says South Miami Animal Hospital’s Dr. Oliveira.

“Usually dogs are taken for walks or left for a few moments outdoors early in the morning and late afternoon to relieve themselves. These are the times when mosquitoes are most active, increasing the chances of infection. Also, mosquitoes can be found inside the house or apartments.

“Just one bite from an infected mosquito is enough to cause heartworm disease.

Once mature, the Dirofilaria takes up residence in the heart and large vessels.

Once the heartworm larvae reach the heart, the worms can affect blood flow throughout the body, affecting many different organs including the heart, lungs, kidneys and liver.”

Heartworm disease is a silent killer and has been identified in all 50 states. The goal of the treatment is to kill all adult worms with an adulticide and all microfilariae (baby worms) with a microfilaricide. The compound used to kill the adult worm is called Melarsomine and it needs to be injected very deep in the large lumbar muscles because it is extremely irritating. Dogs need to be monitored very closely after the injection. The injection site becomes very inflamed, tender and painful and remains this way for several days.

The dogs also need high doses of steroids to help with the inflammation that occurs in the lungs because of the dying worms. When dead worms are numerous and arterial injury is severe, widespread obstruction of arteries can occur. After the treatment the dog needs to be in strict cage rest and leash walked for 4-6 weeks. When the adult worms die they detach from the right side of heart

Paws4You and are taken to the lungs with the circulation. In the lungs the dead worms cause respiratory distress due to mechanical and chemical factors. The microfirariae are killed with an injection of Ivomec one month after the adulticide treatment is completed. Dogs can die from the heartworm treatment, but if not treated heartworm disease is fatal.

All dogs need to be on heartworm prevention for life in order to prevent this devastating disease. Heartworm is a parasitic disease and dogs do not create immunity against the Dirofilaria. A dog that suffered from heartworm disease and was treated successfully can get re-infected if not on prevention.

There are several delivery forms for heartworm prevention (one of them being a monthly pill such as Tri-Heart Plus) and, here in Florida where mosquitoes roam all year round, this disease is spread at a rapid pace. By providing a chewable tablet once a month along with an annual heartworm test, you can feel confident that you are providing the best protection for your beloved family member. There is a bonus to being on top of these pills; Tri-Heart Plus, for example, not only kills the immature form of heartworm, but is also used for the control of hookworms and roundworms. Talk to your Vet about which form of heartworm prevention is best for your dog.

Aaron the Beagle and Stitch the Chocolate Lab are both going through treatments under the care of Dr. Oliveira.

They will be fine if they do not die from complications of heartworm treatment and will be able to lead a normal life after treatment. They are otherwise healthy and young, making them optimal candidates for survival. While treatment of canine heartworm disease can be successful, prevention of the disease is much safer and more economical. There are a variety of options for preventing heartworm infection and these products are extremely effective when administered properly on a timely schedule.

How to invest during a recession

BY RUDY MUÑIZ We are now finishing the 16th month of the recession, which began in December 2007, according to the National Bureau of Economic Research.

Not only is this a long recession, but it’s also a severe one, marked by painfully high levels of job losses, a sharply reduced credit flow and a drop in the value of many investments.

Still, despite all the bad news, there are valid reasons to believe that brighter days lie ahead. But you don’t have to wait for things to turn around before taking steps to help your own financial future. Here are some actions to consider: • Don’ t cut back on your 401(k) — During difficult economic times, it’s hard for many people to assume their jobs are safe. But if you are fairly confident your employment situation is secure, continue investing in your 401(k) or other employer-sponsored retirement plan. The tax advantages of these types of plans — not to mention the employer’s match, if one is offered — make them ideal savings vehicles for retirement. Of course, yourplan probably has taken a hit over the past year, but that’s the case for many investments. If you’ve chosen a good mix of investments, your plan should recover at some point.

• D i v e r s i f y, d i v e r s i f y, d i v e r s i f y — Generally speaking, it’s not a good idea to tie up more than five percent of your portfolio in a single investment. Spread your investment dollars among a wide range of stocks, bonds, certificates of deposit and other securities. For a rough idea on how well you’ve diversified, ask yourself: “If the value of a few of my stocks and bonds declined and didn’t recover, would it be extremely painful for me financially?” If the answer is yes, you probably need more diversification.

$ MONEY $ Of course, diversification by itself cannot guarantee a profit or protect against loss, but it can give you more chances for success and reduce the effects of volatility on your portfolio.

• Think long ter m — Your investments may have lost 30 percent to 40 percent of their value from October 2007 to the present, which may seem like a long time. Yet quality investments often need much longer periods to show significant growth. So while it can be painful to endure short-term losses, you need to develop the discipline to hold your investments for many years.

• Don’ t reach for high yields – When the stock market is down, many investors turn to bonds that offer high yields, reasoning that bonds are always safer than stocks. Don’t be fooled into this line of thinking; high-yield bonds mean high-risk bonds. If the issuer defaults, you could lose your principal.

Stick with investment-grade bonds.

• Look for oppor tunities — Instead of avoiding the financial markets, look for good investment opportunities.

Because investment prices have fallen so much, your dollars can now buy more shares. Historically, buying shares at lower prices has often led to higher returns over the long term. If you’re receiving dividends, now is an especially good time to reinvest them.

You probably can’t avoid all the negative effects of the recession. But by following the above suggestions, you can help avoid getting thrown off track on your journey toward your financial goals.

Waste reduction is now more imperative than ever before.

For too many years, we have been burying our garbage in landfills that produce foul odors, vermin, pollution from birds that feast on the garbage and then distribute it on our homes, our cars, our playgrounds and, if their aim is good, on us.

Leachate, a highly toxic liquid, is created when it percolates through the organic waste products in a landfill accumulating high concentrations of metals and other pollutants. This leachate can leak out of the landfills despite the plastic liners that are rated for only a 50-year lifespan and are subject to breaks. Only a small quantity of leachate from a landfill has the ability to contaminate entire aquifers such as the Biscayne Aquifer, our sole source of potable water for Miami-Dade County.

Methane gas that is produced in these landfills produces 20 times more greenhouse gas than carbon dioxide. Methane harvesting captures only a fraction of the gas that is released into the atmosphere.

Much of it is burned creating CO2 another damaging greenhouse gas.

Burying our garbage does not make it go away. These landfill mountains we have been creating are future environmental problems for our children to deal with and to pay for. Is this the legacy that we want to leave to our children?

As President Clinton recently stated at an environmental conference, “We must stop landfilling now!”

RECYCLING IS THE ANSWER If you live near a landfill or an incinerator, you will be among the first to agree that these solutions to our waste stream are not the answer. Everything that goes into landfills or incinerators can be recycled. Plastic, metal and glass already have a ready market. We now have plastic boardwalks, benches, tables and containers that are made from recycled plastic.

Clean paper and cardboard can be recycled with a ready market to save millions of trees from being cut down. Trees are essential components of a healthy environment, producing oxygen, absorbing carbon dioxide, providing shade to reduce energy consumption and enhancing our habitat.

We throw away enough iron and steel to continuously supply all of the nation’s

automakers (before the recession).

Recycled steel cans are used to make new steel products — including cars, bridges, lawnmowers, stoves and construction materials.

The steel industry’s annual recycling saves the equivalent energy to electrically power about 18 million households for a year. Every time a ton of steel is recycled, 2,500 pounds of iron ore, 1,000 pounds of coal and 40 pounds of limestone are preserved.

Old tires are being recycled into safe playground cover, floor tiles, exercise mats, mud flaps, bumpers, truck bed liners, and are incorporated into road building. Where once old tires piled up into rubber mountains that bred mosquitoes, they are now a valuable recyclable product that is providing lots of jobs.

Organic waste — including food waste, yard waste, animal waste, animal carcasses and soiled paper waste — can all be composted with in-vessel aerobic composting equipment in only three to four days, eliminating all harmful pathogens, odors and vermin attraction.

This compost contains vital nutrients making it an excellent soil amendment that can reduce the amount of commercial chemical fertilizers that are now used on landscaping, golf courses, athletic fields and in agriculture. In addition to its nutrient value, compost holds moisture thereby requiring less irrigation. It releases its nutrients slowly and does not leach out during irrigation or rain. This slow release can even prolong the benefits of reduced chemical fertilizer applications by binding up the nutrients and preventing them from leaching into our surface and subsurface waters.

Every year we dispose of 24 million tons of leaves and grass clippings, which could be composted instead of going to a landfill. We throw away about 10 percent of the food we buy. In 1995 we threw away 48 million tons of food. On average, Americans generate about 106 pounds of food waste per year or a family of four generates 122 pounds of food waste per month. Less than 4 percent of the food waste is composted. A family of four using a home composter can prevent 500 pounds of organic waste from going to a landfill or incinerator. They also will be producing a dark rich soil to add to their landscaping.

State Farm departure hints at larger problem

BY PHILLIP LYONS Senior Vice President, InSource, Inc. Gov. Charlie Crist was quoted recently as bidding good riddance to State Farm, Florida’s second largest writer of home insurance, because they asked for a rate increase. The company said they needed the money to have enough funds to pay out claims in case a hurricane strikes Florida again.

Since I am a longtime insurance agent specializing in homeowner insurance, one would think I’d be elated that our governor is running my largest competitor out of town (as an independent agent, I do not write State Farm policies because the company has its own network of agents); but as a Floridian I am appalled!

Running State Farm out of Florida not only reduces choice for Florida homeowners, it also makes the company an undeserved scapegoat for the large problems caused by Florida’s mismanagement of – and interference with — the insurance market.

The fact is, you and I and every policyholder in the state, even owners of policies for items such as automobiles, are being assessed monthly because the state-run Citizens Property Insurance Corp. charged inadequate rates resulting in their not being able to pay out on claims resulting from the hurricanes that swept through Florida in 2004 and 2005. Citizens’ rates are still frozen by law and, as a result, those subsidies will continue for many more years.

No private carrier like State Farm has the luxury of passing on losses in the form of assessments to their policyholders. They must make sure they charge adequate rates and have enough reinsurance to pay out on claims. If they sustain losses, they must absorb them as a cost of doing business.

Insurance companies buy reinsurance, a type of back-up insurance, to keep them solvent and spread the risk of hurricane losses.

The state set up a catastrophe fund and requires companies to buy a portion of reinsurance from the state and pass the savings onto the consumer. The remainder of the reinsurance the carriers need is purchased on the open market. Since State Farm bought reinsurance from their parent company, Florida’s Department of Insurance deemed they overpaid for the coverage and subsequently denied the rate increase.

ANOTHER BOONDOGGLE However, the state’s own catastrophe

Insurance fund, like Citizens’, is woefully underfunded and incapable of delivering the dollars to insurance companies if we have another “big one.” In normal economic times, the state might have been able to sell bonds to fund the cat fund’s reserves.

But the recession is voiding that option.

Instead, our governor and insurance commissioner have been lobbying Congress for a bailout in case the next big storm hits Florida. Other coastal states are probably sitting on the sidelines thinking, “Let’s sell insurance at an inadequate price, then go to Washington D.C. with our hand out when the time comes so our residents can buy insurance at a subsidized rate.”

Now where will all these fine State Farm policyholders go for coverage? If they’re not careful, many will end up with a carrier that started in business last month or last year – one not as financially solid as State Farm. And when these companies go out to buy more reinsurance to back up all the additional policies they’re writing, they will pay a higher price because of their lower financial standing, and that price will get passed on to the insured. So, in the end, these homeowners give up a very broad State Farm homeowners policy for one that has far less coverage — and they will pay quite a bit more. Or — heaven forbid – they’ll end up in Citizen’s with rates subsidized by you and me.

The next time “the People’s Governor” claims that he’s going to bat for Floridians by forcing companies to charge lower rates or encouraging carriers that won’t do so to leave the state, think about the assessments you’re paying right now to help your neighbors keep their artificially low Citizen’s rates. Because as it stands today that’s what you’re doing. Or think about what will happen if the “big one” comes and Washington does not bail out the state catastrophe fund. This will mean it won’t have the money to back up the carriers so they can pay out all the large claims they will be hit with. Can you say “more assessments” or maybe even “higher taxes”?

Come to think of it, maybe all of this makes Florida more progressive than the rest of the U.S. We’ve been bailing out the Citizens Property Insurance Corp. for many years now, way before the Wall Street bailouts became dinnertime conversation.

Battling depression? You’re not alone

BY DR. NOEL DELGADILLO An estimated 19 million people in the United States suffer from depression, and with the current economic crisis experts predict the number will grow.

With many South Floridians facing the threat of job losses and home foreclosures, it is easy to understand why anxiety and depression may be growing within our communities. It’s natural to feel sad, lonely and angry at times, and there things you can do to help handle these feelings. You may want to try some of the following: • Practice thinking positively • Exercise; running and walking or other activities such as gardening can help improve your mood.

• Socialize with friends • Have a massage or get your hair cut; something that makes you feel better about yourself • Turn to a trusted friend or family member to share your feelings.

• Help someone else by volunteering If your symptoms of sadness last for two weeks or more, you may be suffering from a medical condition known as clinical depression. The symptoms of depression can seem similar to the common sadness or stress we all feel, but become more severe over time. They include: • Sudden weight gain or loss • Sudden loss of interest in personal hygiene • Staying in bed for many hours a day • Loss of energy and restless sleep • Alienating friends and family • Poor performance at school or work • Lack of interest in social activities • Procrastination, confusion or forgetfulness There is no single answer as to what causes depression. Sometimes it is caused by changes in the body’s chemistry that influences mood and thought processes.

Biological factors can also cause depression. In other cases, depression is a sign

It allows drivers to do such things as track regional weather patterns in real-time, pull up a five-day forecast, check on traffic jams ahead, keep tabs on the latest sports scores, and find out where the latest movies are playing and when they start. You can even play DVD movies or locate the nearest gas stations and determine how much they’re charging for a gallon of fuel.

Aside from all that, the Lincoln MKS is a pretty darn good American-made automobile that stacks up very well against the German and Japanese competitors. The ride is smooth and comfortable, but not overly so, and it handles the highway very competently and safely. This is a car just made for a long trip on the open highway.

Under the hood there’s a 3.7-liter 273 hp DOHC 24-valve V-6 engine that runs like it was a V-8. It’s mated to a six-speed automatic transmission and delivers 17/24 mpg. Front-wheel drive is standard on the MKS, but all-wheel drive is available.

Four option packages are available:

Lincoln MKS has long, muscular body with ample chrome trim.

Navigation Package ($2,995) adds voice-activated DVD navigation system, THX II w. 5.1 premium surround-sound audio, and a rearview camera.

Technology Package ($1,115) upgrades with adaptive headlamps with auto high beam, rain-sensing wipers, forward sensing parking-aid system, rear-window power sunshade, intelligent access with push-button start.

Ultimate Package ($5,715) includes the Technology Package, Navigation Package, dual-panel moonroof, 19-inch premium painted wheels, Ultimate seating trim with seat color-keyed suede strip in the center of the seatbacks and an

embroidered Lincoln Star logo on the front headrests.

Aluminum Appliqué Package ($195) features aluminum instrument panel appliqué, leather shift knob, leatherwrapped steering wheel.

The Lincoln MKS is available in only one model and it has a base price $38,465. All-wheel drive costs an additional $1,890.
