As you browse through this issue of your Cities newspaper, you will recognize that West Park is a city on the move. Over the years many positive changes have been implemented, programs, and events aimed at strengthening and revitalizing our community. Our major successes are many that have left our city cleaner, safer, and have saved you money. Our Summer Youth Programs have employed young people and we hope to find jobs for more youth this summer. We created city wide events, an active website, and recently cut the ribbon of our Outdoor Fitness Equipment at Mary Saunders Park. Additionally we have had much success with our Summer Camp (Camp Bravery), our Senior Program, our West Park Football and Cheerleading Program, and we established the Youth Advisory Council just, to name a few. Some of the latest changes are in the pages of this newspaper. Bus shelters will be installed soon throughout the city, and

there are plans on the table for the State Road 7 (Federal Highway 441) corridor. Inside this issue you will see some of the activities that have taken place recently in the city. I am also proud to announce that the city has secured over the years approximately half a million dollars ($500,000) in grants and donations that have helped assist in some of the developments. We are very fortunate to live in a beautiful community made even lovelier by the abundance and diversity of our citizens. I can ensure you that continued progress and movement are just around the corner. We anticipate future development along 56th Avenue and the continuation of our traffic calming projects. Stay tuned for announcements on future economic projects that will ease any budget constraints. One of the goals of our monthly newspaper is to improve communication between us, and you, its citizens. It will be helpful to hear from you as we want to know if we are meeting your needs for information about your city undertakings, and

This winter weather has been a rollercoaster for our community and thankfully, sunshine is on the horizon. Spring is such a wonderful time of the year since it is a reminder of new life blossoming before our eyes. Spring is also known as a time of renewal. This is certainly true with regards to the City of West Park. Good things are sprouting up all over. Stop by and check out Mary Saunders Park. With a grant from the Health Foundation of South Florida we were afforded the opportunity to set up a Fitness Zone. This month we will celebrate Earth Day with a fun filled recycling fair. Looking for a particular business or service? Then check out our monthly paper for a listing of businesses in West Park. The relationships our city staff has built over the years are beginning to pay dividends as the economy begins to show signs of life. Did you also hear- bus benches and shelters

are coming soon! This is truly an exciting time for our great City. Spring is in the air and it is time to get outside and enjoy all that West Park has to offer! April is the perfect time to reconnect with neighbors and rediscover all of the wonderful activities available throughout the city. With the arrival of spring, I encourage West Park of all ages to take advantage of all our wonderful public amenities. Why not go for a walk? Walking is a great way to stay in shape, and our parks provide the perfect backdrop for this fun, family-friendly workout. As we look forward to the warmer weather, I hope that all of West Park take some time to relax and enjoy a healthy, active lifestyle within our city. We have a great city with unlimited potential. West Park… What a wonderful place to live in. If you don’t have the same sentiment about where you live, please call me or make an appointment so we can figure out what would make you happy, or at least content to live, work, or play in our Wonderful Community, we call home. Spring is here and it’s time to look around our Neighborhood, and make sure it is Safe & Children friendly! School break will be here soon and so will Summer. On that note, take advantage of the Spring and Summer programs being offered by our Parks and Recreation Department through our City. If you need help with anything that is City related don’t hesitate to call me, and let’s try to get it addressed. If we are all of the same page imagine the Power we will have making sure our obligations to you and as well as our Commitment to our business owners will all work well together. We have exciting things coming up as it relates to City Progress. The City Manager, Mr. W. Ajibola Balogun, gets a shout out from me! He works from sun up to sun down at City Hall. You can always find him there. He is taking the City in a new frontier although there is always someone or something trying to keep confusion and discord, he always manages to pull us back together. You “The Constitutes”, are my focus not politics because you send me for trainings and I make sure your voices

are heard and acted upon. Did you know that if you don’t share your concerns with us, we can’t help you. There are so many programs offered. We can’t help you, unless you speak up! I know there are weak areas, that may be getting full attention. Don’t just walk away from your home. Tax issues? Ask Questions. Lien issues? Ask Questions. If there’s anything you will like information on, or clarification on, I urge you to call City Hall, or call your Commission. I will also like to Congratulate Ms. Sheila Powell and Ms. Vicki Fraizer Williams, along with Bishop T. Curry, on a very successful legacy program for Carver Ranches Elementary School. I will like to apologize for the non-participation from the City. Hopefully, the next one will show a greater presence. The school was and still is a major part of our past and the legacy of the Community of Carver Ranches. I would like to also welcome the new Chief Danzell Brooks to the City of West Park, as we are excited about his background and experience. He grew up in the area, so he is well grounded with the Community! We work toward at all times, not just during African American Heritage Month but all Year around! I have recently met with some of West Park’s new residents, and they seem pleased with the progress the City is making and happy to be part of this City they now call home. With the upcoming construction of the Corridors and the Parks, you can feel and see positive changes in our City. The City Manager, Mr. Balogun, once again is responsible for all the smooth transitions the City encounters, and where

there may be some disparity, he replaces it with hope. I again salute him because I’m sure he can have a better salary, but he doesn’t complain. He works hard, and even gives us his time on some weekends. He just gives a new

flavor to this great endeavor. Hats off to All Working Toward Positive Progression!

The City of West Park will receive sealed proposals until 3:00 P.M. local time, Wednesday, April 17, 2013 at the City Clerk's office, City of West Park City Hall, 1965 South State Road 7, West Park, Florida 33023, for the following project: S.W. 56th Avenue/ Dr. Martin Luther King Jr. Blvd. From S.W. 41st Street/County Line Road to S.R. 824/ Pembroke Road

This project proposes improvements along S.W. 56th Avenue / Dr. Martin Luther King Blvd from S.W. 41st Street / County Line Road to S.R. 824/ Pembroke Road. Enhancements to include repaving the existing road, widening the roadway for the addition of paved shoulders along both sides of the road which could serve as a bicycle lane, widening the roadway for the addition of a 10 feet raised median, improving the existing pedestrian ramp for compliance with the latest ADA standards, signing and pavement markings upgrades, landscape improvements, new irrigations for the proposed medians, decorative pavers at several intersections, and Lighting enhancements along the corridor as well as to the proposed medians. This work shall include FDOT administrative grant requirements Attachments A-S.

This is a federally funded project for the 37th year Community Development Block Grant (CDBG) funding by the Department of Housing and Urban Development (HUD). All Federal rules and regulations pertaining to this project are applicable. Federal Davis-Bacon Wage Rates for works classifications are specified and must be compiled with. Fringe benefits must be added to the prevailing hourly rates where applicable.

Bidders must comply with Section 3 of the Housing and Urban Development Act of 1968 which requires that economic opportunities to the greatest extent feasible be given to low and very low income persons and to business that provide economic opportunities for these persons. The City encourages local general contractors and irrigation companies who reside and /or do business within the City of West Park to participate in the bidding process.

Bids will be opened publicly at or shortly after 3:05 P.M. on Wednesday, April 17, 2013 at the City of West Park City Hall, City Commission Chambers, located at 1965 South State Road 7, West Park, Florida 33023.

Bid documents (plans and project manual) may be obtained from www.demandstar.com or from the city’s website www.cityofwestpark.org or from City Hall on or after Monday, March 18, 2013. The City of West Park City Hall is located at 1965 South State Road 7 West Park, FL 33023. A non-refundable deposit of $500.00 per set of plans and specification is required for bid documents picked up at City Hall.

The bid will be awarded to the lowest responsible responsive bidder. If, however, the City Manager deems it to be in the best interest of the City of West Park, the City Manager reserves the right to reject any and all bids, to waive any informalities or minor defects in any bids, and to increase or decrease the quantities shown in the Bid Form. Bids, which contain irregularities of any kind, may be rejected as informal.

A mandatory pre-bid conference will be held at City of West Park City Hall, City Commission Chamber, 1965 South State Road 7, West Park, Florida 33023, at 2:00 pm. local time on Tuesday, April 09, 2013. All interested contractors are required to attend.

Come celebrate EARTH DAY with us. The City is having a Recycling Fair. The date is Saturday, April 27, 2013 beginning at 10:00 in the morning. This event will take place on the front lawn of City Hall. Many booths will be set up on the lawn and a variety of vendors will be present giving away FREE gifts and information. CALLING ALL ARTISTS, CALLING ALL ARTISTS. Young artists, old artists and students, too, come display your artwork, come set up and display your talents at this event . Introducing two West Park artists, Mary Bapty and Marlo Johnson, that will have their paintings on display at the Fair. They will be demonstrating their painting techniques. Also on display will be hand-crafted dolls made by James Pozza. Mr. Pozza transforms unwanted pieces of the past into unique treasures of today. In West Park, I am often referred to as the “Economic Development Commissioner”. It is a distinction that I am extremely proud of being associated by. The future of West Park has much to do with taking full advantage of economic development opportunities that will shape our competitive edge and sustain our economic viability. During my tenure as your Commissioner, I have appointments to several key positions at local, state and national levels. Specifically, I serve on the Florida League of Cities’ Economic Development Board. At the national level, I serve on the Small Cities Economic Development, Growth Management and Transportation Committee. Since 2007, I serve on the local State Road 7 Collaborative. The

last board meeting focused on Economic Development opportunities along State Road 7. My interest in Economic Development opportunities for the City, is not limited to any particular area, but rather Citywide. I have been working with the City Administrator to identify opportunities that will sustain all areas of our City in the future years. It is well known that I consistently pushed an Economic Development strategy for the City of West Park. The strategy is now taking shape. At a recent City Commission meeting, a City consultant, under the direction of the City Administrator, introduced a formal Economic

Development plan, which included several of the ideas that I recommended ov er a perio d o f y ears. On ce fully implemented, the plan will allow development for hotels, retail establishments/stores, banking institutions,

theatres, supermarkets, and even a civic cultural center along the SR-7 441 corridor. New construction and re-development will increase tourism to the area and will help create job opportunities for our West Park residents. As our Nation’s Economy improves, there is no reason why West Park should not also benefit from overall recovery. I have maintained an open-door policy when it comes to our local business owners and their concerns. I will continue to introduce new ideas and plans that are effectively working throughout the nation. As a City, I have been collaborating with higher education institutions such as Florida Atlantic University to develop partnership opportunities. Through my involvement on State and National Boards, we have increased our visibility within the State of Florida as a possible destination for future business. As your Commissioner, my goal is to identify and attract entrepreneurs that are willing and ready to do business. West Park awaits you!

New Color Palette For Transit Oriented Corridor By Lorraine Tappen, AICP, Senior Planner

Most of the 441 corridor within the City of West Park is within what is called the Transit Oriented Corridor (TOC). The purpose of this corridor is to provide of mix retail, restaurant, services, small employment uses and residential uses within a short distance of transit facilities. The City’s zoning code for the TOC specifies building architectural styles to ensure new development is attractive for residents, visitors, and business customers. In order to ensure new buildings are painted appropriate, attractive and compatible colors, the City Commission approved an ordinance on March 21, 2012 to require all new buildings and existing buildings

use paint within the West Park Transit Oriented Corridor Color Palette. At least two colors from the approved TOC Color Palette must appear on each frontage (the part of the building facing the road). Before painting a building in the TOC, the paint color must be registered with the City. An application for the registration is available on the City’s website. Property owners are required to review the TOC Color Palette and register the color before painting their building. The color palette can be viewed at City Hall. The TOC Color Palette reflects the City’s desire to create an attractive business atmosphere that reflects the City’s motto: “The City of Positive Progression.”
