Immigrant rights group welcomes US announcement to protect rights of Caribbean immigrant workers

Immigrant rights groups welcomed an announcement by the United States Department of Homeland Security (DHS) to protect from deportation, Caribbean and other immigrant workers who suffer or witness violations of their labor rights

On Friday, DHS announced that noncitizen Caribbean and other workers who are victims of, or witnesses to, the violation of labor rights, may now access a streamlined and expedited deferred action request process

DHS said deferred action protects noncitizen workers from threats of immigration-related retaliation from the exploitive employers

Elizabeth Joynes Jordan, deputy legal director of Make the Road New York, an immigration and policy group in New York City that boasts over 25,000 members, said “ every worker, regardless of immigration status, deserves to be paid the wages they're owed and have their fundamental rights

protected “Yet, all too often, unscrupulous employers disregard workers' rights, pocket wages owed to their workers, and then threaten them if they report any abuse,” Joynes Jordan told the Caribbean Media Corporation “So, we are encouraged by DHS's announcement that will allow workers who have suffered or witnessed workplace abuse to obtain deferred action protections

“This is an important step forward to

New IDB president Ilan Goldfajn outlines his vision

The newly elected president of the Inter-American Development Bank (IDB), Ilan Goldfajn, has laid out his vision and priorities to make the Washington-based financial institution the most trusted, agile, and important development partner for Latin America and the Caribbean (LAC)

“My vision is to build on the bank's legacy to ensure that the IDB is the most important multilateral development institution for Latin America and the Caribbean,” Goldfajn said, adding “ we must be the region's most trusted partner A center for expertise and knowledge A beacon of innovative solutions to our region's challenges ”

Government representatives and members of the diplomatic community, multilateral financial institutions, academia, think tanks and the private sector were in attendance Thursday for Goldfajn's inaugural address

He identified social issues, climate change and investing more in sustainable physical and digital infrastructure that will boost regional integration and productivity, as the priority areas of his administration

He pledged to “seize all opportunities for dialogue” and collaboration to build consensus among governments, private-sector partners, think tanks and civil society to help tackle pressing problems in Latin America and the Caribbean, and attract private capital

“At this time of global polarization and uncertainty our future depends not on being confrontational, but on being more collaborative ” Goldfajn said

He said the people of Latin America and the Caribbean “deserve better jobs, safer streets, quality healthcare, faster Internet, better public services, better infrastructure and other essential elements of life that they rightly aspire to, and yes, a sense of hope in the future

I can't think of any institution that can better help the region fulfill that hope than the IDB, Goldfajn said, adding that he sees Latin America and the Caribbean as contributing to help solve some of the biggest global challenges, including food insecurity and the need for clean energy

He said producing cleaner energy would not only benefit the region but help the world meet the Paris climate goals The IDB's Amazon Initiative will help the world protect biodiversity and address global warming

“When we help countries lower trade and transportation costs, we reduce the price of food and alleviate food insecurity in the region and globally ”

Goldfajn said social issues would be a priority area for the Bank's work, including poverty, inequality in several dimensions, health needs and food insecurity

My vision is to build on the bank's legacy to ensure that the IDB is the most important multilateral development institution for Latin America and the Caribbean. We must be the region's most trusted partner. A center for expertise and knowledge. A beacon of innovative solutions to our region's challenges.” – Goldfajn

In a statement on Saturday, the US Coast Guard said, last week, coast guard cutter crews repatriated 824 Cubans to Matanzas and Cabanas, Cuba, and 83 Haitians to Cap Haitien, Haiti

The US Coast Guard said a US coast guard crew rescued 17 Cuban migrants stranded on Elbow Cay, The Bahamas, and transferred them to Royal Bahamian Defense Force authorities for removal at the request of the Bahamian government

Coast guard cutter and station crews interdicted 13 illegal ventures preventing 239 migrants from landing on US shores

“Migrants interdicted at sea were transferred to coast guard cutters, where they were provided humanitarian care including food, water, shelter and any basic medical attention they needed,” said the US Coast Guard in a statement “Migrants without a legal basis to enter the United States are repatriated to their country of origin or departure ”

“We urge anyone considering attempting the always dangerous and very often deadly illegal maritime migration routes to not risk their lives by taking to the sea,” said Rear Admiral Brendan McPherson, commander of the Seventh Coast Guard District and director of Homeland Security Task Force – Southeast

“Our HSTF-SE crews will rescue and repatriate anyone trying to enter the United States illegally by sea, ” he added “Southeast maritime border incursions will result in your removal and ineligibility for legal immigration options ”

The US White House and Department of Homeland Security recently announced new, legal pathways for those wishing to go to the United States

“Cubans and Haitians who enter by sea will be placed in removal proceedings and will be ineligible for the parole process as a result,” the US Coast Guard said

The Pan American Health Organization (PAHO) says it has developed a digital platform to bring telehealth services to remote populations in Latin American and Caribbean countries, making telemedicine the “new normal” for healthcare workers and patients managing chronic diseases.

It said based on open-source technology, PAHO's All-in-ONE Telehealth platform was developed in 2022 thanks to the financial contribution from the United States government and initially piloted in Trinidad and Tobago

“The aim of the platform is to improve patient outreach and follow-up, with an emphasis on continuity of care for people with non-communicable diseases (NCDs),” said Sebastian Garcia Saiso, PAHO's Director, Department of Evidence and Intelligence for Action in Health

NCDs are the leading cause of death and disability in the world, accounting for 71 percent of all deaths globally In the Region of the Americas, 5 5 million deaths are due to NCDs, which include cancers, cardiovascular disease, diabetes, and chronic lung disease

PAHO said as they are chronic, they require continuous care and worsening conditions, if left unchecked, can take a huge toll on individuals and their families

The platform can assist diabetic or hypertensive patients in managing and monitoring their disease It also allows health workers at remote points to create

an “advance triage” to refer patients before they undertake necessary travel to a health center

“The health facility where I receive care called me to ask me questions. How am I feeling? Do I need medicine? When I'm ready, they have a prescription in my file and there is no need to travel to the health center, my prescription will be sent to me,” said Sue Ann Peters, a telehealth patient managing a chronic condition in Trinidad and Tobago

“The instalment of the telehealth platform at key referral points will change the lives of patients who in the past had no access to health monitoring when they most needed it,” said Marcelo D'Agostino, Senior Advisor, Information Systems and Digital Health at PAHO

Training for health technicians and professionals, including in simulation and role-playing exercises, is also a key component of the platform This allows authorities to offer health workers diverse

learning strategies, and to best judge when to use telemedicine or hybrid care, with the patient receiving a combination of telehealth and in-person attention at a local clinic or hospital

The platform integrates applications such as instant messaging, conversational bots (chatbots), patient medical records and digital prescriptions It can also send an alert when a patient's test results are outside a normal range

“The All-in-One platform is a vital component of the digital transformation in health in our region, not only in preventing and controlling major NCDs and their risk factors but improving the quality of life of patients with chronic disorders,” said Garcia Saiso

This year, a rollout of the All-in-One platform is planned for The Bahamas, El Salvador, Honduras, Peru, Suriname, Dominica, Uruguay, Panama, and Nicaragua

Suriname Increases Security Measures

Following aftermath of attempted bomb attack

Security has been tightened across Paramaribo in the aftermath of a failed bomb attack on a courthouse Friday evening

In addition, security in other places such as utility companies have been increased, additional police officers and military personnel have been deployed, and surveillance has been stepped up

This was indicated on Saturday during an emergency press conference led by acting president Ronnie Brunswijk

Shortly before the meeting with the media, the government held emergency consultations with key security services and authorities

The police report that on Friday evening, two men on a moped threw RPG grenades attached to a hand grenade on to the steps of the courthouse

One of the attackers with an automatic firearm, fired shots at the building There were two security guards in the building at the time No one was injured

Defense Minister Krishnakoemarie Mathoera said everything will be done to guarantee safety and peace

Her colleague with the Justice Ministry, Kenneth Amoksi, placed the attack in the context of the worsening of the crime

situation against which harsh measures were announced earlier last week

He noted that society will continue to be protected and the authorities will succeed in their endeavor

The government officials condemned the attack in the strongest terms as an assault on the rule of law, the Constitution and democracy

Amoksi called the attack a “cowardly act” and an assault against the rule of law of Suriname and against the judiciary “This will not end with a fizzle,” he warned He further spoke of an act of intimidation to destabilize the country but emphasized that the authorities will not be intimidated A special investigation team has been set up, which will be led by a public prosecutor

Poll shows growing opposition to Bermuda's independence

More than 80 percent of residents now oppose independence for Bermuda, a British Overseas Territory with a population of around 64,000 people, according to results of a new online opinion poll by the Royal Gazette newspaper

The poll, conducted by Narrative Research Bermuda and not commissioned by an outside party, suggested a hardening of attitudes against cutting ties with Britain more than 25 years after a referendum showed almost three-quarters of voters opposed going it alone

In a sharp increase since the question was last posed in September 2019, 83 percent now oppose sovereignty, up from 71 percent then, according to the poll

Just ten percent support independence, down from 23 percent

This comes in the wake of Premier David Burt using a visit to London for the funeral of Queen Elizabeth II in September to insist that Bermuda's “next step” was sovereignty

Cabinet ministers also secretly commissioned a report on self-governance that cost taxpayers US$50,000 and was only revealed at the Throne Speech in November before being made public in December

The poll found that 70 percent of people questioned completely opposed sovereignty, while 13 percent mostly opposed it

Just three percent of people said they completely supported independence, with seven percent stating they mostly supported it A further seven percent were unsure on the issue

The report stated: “Most Bermuda residents continue to oppose Bermuda becoming a sovereign state, with the strength

of opposition growing recently

“Recently, David Burt has made numerous public comments about the possibility of Bermuda becoming a sovereign state

“There has consistently been a majority of the population that oppose Bermuda as a sovereign state However, these recent results represent an increase in opposition, particularly those who completely oppose such a move

“Across demographics, opposition decreases somewhat with age At the same time, opposition is greater among [minority] white residents, wherein 95 per cent indicate they are either mostly opposed or completely opposed

“Those with household incomes over $75,000 more commonly report being completely opposed compared with those with lower incomes ”

Careful with plastic money

A recent humorous post on Instagram depicted a man being called by a bank collector to make payment on his credit card debt of US$5,000 Aggressively, reacting to the collector the man said he wasn't responsible for paying back $5,000 which the bank invited him to take

This bit of humor is reflective of a serious situation taking place in the community with respect to credit cards

mean more income for these companies

On the other hand, the more credit cards held by consumers, and the higher the expenditure limits approved on each card, is the more likely consumers are to be building their debt liability, and inability to pay this debt

Over the recently concluded annual holiday season, characterized as usual by a surge in retail shopping at Christmas, it was reported by the National Retail Federation Americans spent an estimated $950 billion, exceeding the record $889 billion spent in December 2021 According to the report, Americans spent an average of $1,455 each over the 2022 holiday season

This surge in consumer holiday spending occurred despite persistent high inflation which made it more expensive to buy most consumer goods, including food and gifts People complained of barely being able to pay their rent, so how were they able to spend so much over the past holidays? The answer credit cards

In December 2021 over 62 percent of consumer spending was made by credit card Although not yet finalized, it's estimated that credit card expenditure reached some 70 percent of overall consumer spending last December

How is it that in what is determined to be a tight economic environment, consumers are finding access to credit cards so easily?

Consumers in the community, especially those with relevant good credit scores of over 650 may have noticed they have been receiving a flurry of in-the-mail and email invitations from financial institutions to apply for credit cards A Pembroke Pines resident with a very good credit score of 810 related to receiving an average of four credit card invitations daily from various institutions Ironically, the steady increase in the federal interest rate, makes it very attractive for banks and other financial institutions to step up their marketing efforts Higher interest rates

The potential for an increase in credit card debt is anticipated by financial institutions A banker told CNW traditionally in the first quarter of each year credit card delinquency increases significantly, but he expects higher delinquencies this year because of the inflationary squeeze on consumer's regular incomes He said it is also expected that more credit card holders will pay only the monthly balance owing on their accounts

Most financial institutions include a percentage for credit card and other credit delinquencies in their financial year estimates, plus with the existing high interest rates their profit margins will still be high despite potential loss from credit card delinquencies

It's irresponsible that a growing number of credit card holders appear unconcerned about their credit card debt Some people have adopted a “spend now and don't pay later” attitude regarding credit card use. Gone are the days when bill collectors would persistently call a debtor's home to collect. Now, most consumers have cellphones with caller ID, with the facility to block unwanted calls It's much harder for collectors today to reach a debtor There's another set of consumers who purposely pile up huge credit card debit, with

the intention of getting rid of the debt by filing Chapter 7 bankruptcy, despite the increase in legal fees for such filings

But consumers should be wary of ruining their credit because of accumulating delinquent credit card accounts. This is particularly important for younger people Not paying credit card debt, and even paying only the monthly minimum due, is a sure way to ruin one's credit score Consumers must be aware it's a good credit score, usually over 650, that makes it possible to purchase items like cars, and get mortgages, at low interest rates More importantly, in a situation where it's difficult to secure a rented home, poor credit makes it harder to be approved for rental

Credit cards are attractive, easy to use means of spending, but, consumers must remain cognizant, that credit cards are attracting higher than usual interest rates, and, accordingly, higher monthly payments People are advised to use credit cards for limited expenses, mostly in emergency situations Credit cards should not be treated as a part of one's monthly income Attractive as these credit cards may be to own, they can ruin one's credit worth in a quick minute

Be wise, spend carefully in 2023

Canada imposes sanctions on two high-profile Haitians

Canada has imposed sanctions on two Haitian “elites” in response to acts of significant corruption that are fueling the political and economic crisis in the French-speaking country

Foreign Affairs Minister Mélanie Joly, said Canada is imposing additional sanctions under the Special Economic Measures (Haiti) Regulations on Charles Saint-Rémy, a businessman and associate of former president Michel Martelly, and former member of parliament, Arnel Bélizaire

“Canada is continuing to fight against corruption in Haiti by imposing more sanctions against elites who are supporting the criminal gangs that are terrorizing the country Canada will continue to work with the international community to support the people of Haiti so they can emerge from this crisis and restore peace and security in their country,” Joly added

The sanctions impose a dealings prohibition on them, effectively freezing any assets they may hold in Canada. These individuals are also inadmissible to Canada under the Immigration and Refugee Protection Act, she said

Canada said it has reason to believe these individuals are using their status as high-profile elites in Haiti to protect and enable the illegal activities of armed criminal gangs, including through drug trafficking and other acts of corruption

“These gangs and their supporters continue to terrorize vulnerable populations in Haiti with impunity and are precipitating a humanitarian crisis in the country that includes the resurgence of cholera They are also committing unspeakable violence against affected populations and impeding the delivery of critical services and humanitarian aid ”

Canada said the sanctions it has imposed are intended to put pressure on those responsible for the ongoing violence, including widespread sexual violence, and instability in Haiti

“These people must stop providing funds and weapons to criminal gangs in Haiti Canada condemns the weaponization of sexual violence in Haiti that is devastating the lives of so many across the country ” Canada and the United States have over the past few months placed sanctions on a number of Haitian politicians, including Joseph Lambert, former Senate president, Louri Latortue, accusing them of abusing their “public position by participating in corrupt activity that undermined the integrity of Haiti's government

But Joynes Jordan said, as Make the Road New York applauds DHS's announcement, it urges the Biden administration to “take further steps to safeguard the rights of immigrants and to reverse course on recent measures that directly undermine the asylum system ”

DHS said in a statement on Friday that, effective immediately, the new process will improve its “longstanding practice of using its discretionary authority to consider labor and employment agency-related requests for deferred action on a case-by-case basis ”

DHS said these improvements advance the Biden administration's commitment to empowering workers and improving workplace conditions by enabling all workers, including noncitizens, to assert their legal rights

Major drug bust at Kingston Wharves in Jamaica

A shipment of cocaine valued at more than J$7 billion (US$50 million) was seized in Kingston on Saturday during a multi-agency operation at the Port of Kingston, in what's believed to be one of the largest drug busts in Jamaica's history

According to a report from the Jamaica Constabulary Force (JCF), during the operation which is supported by the JCF Narcotics Division, the Jamaica Defence Force (JDF) and the Jamaica Customs Agency the drug which is estimated to be hundreds of kilograms in weight was found concealed among cargo of a vessel which arrived from South America on Friday

The container was shipped from Colombia and local law enforcement authorities believe Jamaica was not the final destination for the drugs

Representatives of both the police and Jamaica Customs have indicated that the operation on the port will continue for an extended period to ensure the integrity of items arriving on the port

It's the third major drug find over the last four months

Jamaica's justice system gets a boost from Canada

The seven-year initiative, which runs from 2021 to 2028, aims to facilitate a more rights-based and gender-sensitive justice system that yields equitable outcomes for all Jamaicans

It comes in the wake of the recently concluded Justice Undertakings for Social Transformation (JUST) program, which ran from 2011 to 2021

So-JUST is intended to integrate the four pillars of social justice – equity, access, participation, and rights

It will focus specifically on enhancing the rights of and access to justice for women, girls, people with disabilities, and residents of rural and vulnerable communities

The project is designed to directly benefit the poorest and most disadvantaged users of justice services, in particular survivors of gender-based violence

Justice Minister, Delroy Chuck, and Canada's High Commissioner to Jamaica, Emina Tudakovic, were among the speakers at the project's recent launch

In his remarks, Chuck thanked the Canadian government for supporting the project, emphasizing that, “Jamaica must respond by becoming a peaceful, safe and secure society”

“So, this program has now been launched It's really one where we expect strong communication, so that every single

citizen is made aware that you will have help [and] you can get help ”

The justice minister urged persons to “ use the services being provided by the Ministry of Justice and other State agencies and in doing so, we, hopefully, can create a kinder and gentler society; we certainly can reduce, deter, and prevent many violent confrontations”

High Commissioner Tudakovic, in her remarks, said Canada is “honored to be associated with the justice reform process in the Caribbean”, and assured that the country “remains committed to supporting stakeholders as they seek a more equitable, efficient and responsive justice system for all”

For his part, Canada's Minister of International Development, Harjit Sajjan, outlined that, for many years, his country has been a primary international development partner of the Government of Jamaica

He also highlighted the importance of the So-JUST Project, which supports mediation, restorative justice, child diversion programs, and child justice coordination systems

“This directly improves justice outcomes by reducing the backlog in the courts For women and girls in rural areas, the extension of access to legal-aid systems has a direct impact,” Sajjan said

The So-JUST Project is being implemented by the United Nations Development Programme (UNDP), in partnership with the Justice Ministry and the Office of the Chief Justice, with funding from Global Affairs Canada

China seeking to strengthen trade relationship with T&T

Trinidad and Tobago and China are seeking to deepen trade and investment relations in the future with both countries participating in a forum that sought to commemorate and further develop cooperation between them

“Notwithstanding this period of unprecedented global disruption, this particular forum is a declaration of the strong relationship between our two countries and the many possibilities that lie ahead in terms of trade, investment and economic cooperation, Trinidad and Tobago's Trade and Industry Minister, Paula Gopee-Scoon, told the second Trinidad and Tobago-China Investment Cooperation Forum

According to a statement, the forum, held at the Chinese Embassy provided an opportunity for both countries to share investment opportunities in areas of mutual interest and strategic importance, and build on already existing commercial linkages

It said among the sectors identified were distribution and logistics, manufacturing, nearshoring, agriculture, agro-processing, and agri-technology, as well as the new industrial spaces being developed under the Ministry of Trade and Industry to facilitate such investments such as the Phoenix Park Industrial Estate and the Moruga Agro-processing and Light Industrial Park

The statement said to underscore Port of Spain's commitment to bolstering commercial relations with China and the Far East, GopeeScoon met with China's Ambassador Extraordinary and Plenipotentiary, Analisa Low on Wednesday “to review the initiatives that the embassy in Beijing will engage in over the upcoming year to promote Trinidad and Tobago's trade and investment opportunities in China, as well as South Korea, Vietnam, the Philippines, Cambodia, Thailand, and Malaysia

They agreed on a work plan of activities to increase Trinidad and Tobago exports in Asia as well as attract additional investments from the

People's Republic of China particularly at the Phoenix Park Industrial Estate which is scheduled for completion at the end of this month

China's Ambassador to Trinidad and Tobago, Fang Qiu, highlighted the strength of trade between the two countries, noting that over the last two years annual trade between them had exceeded one billion US dollars

The diplomat said during the first 11 months of last year, trade increased by 29 6 percent on a year-on-year basis to US$1 1 billion

Trinidad Police arrest persons who appeared in video with gun

Trinidad Police Wednesday said they had arrested four persons who were seen on a video circulating on social media brandishing a firearm

The authorities said they had received a video clip, which appeared to show a group of persons at a bar, where one individual was brandishing what appeared to be a firearm in central Trinidad

The police said that after conducting covert intelligence-led investigations, they executed search warrants at the homes of the four suspects where “ one Glock pistol,

fitted with a magazine containing ten rounds of ninemillimeter ammunition was seized”

The police said that the four suspects were arrested, while investigations into the video and the gun find are continuing They said charges are expected to be laid against one of the suspects

Trinidad and Tobago have so far this year registered more than 12 murders, most of which are gun-related Last year, the country had a record number of 605 murders

Guyana President to address TT energy conference

Guyana’s President Dr Irfaan Ali will address the Trinidad and Tobago Energy Conference scheduled for January 23, the Energy Chamber of Trinidad and Tobago has announced

“On behalf of the Board of Directors of the Energy Chamber, we welcome Dr Ali to the conference, and we look forward to discussion on the development of an integrated regional energy system,” the Chamber said

It said Prime Minister Dr Keith Rowley, the Minister of Energy and Energy Related Industries, Stuart Young and Finance Minister, Colm Imbert will also address the three-day event that will be held under the theme “Navigating a complex energy future”

In a statement on its Facebook page, the Chamber said “the ever-changing energy landscape continues to highlight complex relationships and the delicate balance throughout the energy value chain

It said the last two years have challenged leaders in ways that no one would have imagined and while we look forward to some sense of short-term normalcy, we know that things may never be the same again

“Continued pressure to decarbonize along with increasing demand for energy will continue to change the way upstream and downstream commodities are delivered to market Surging temperatures in North America and Europe alongside geopolitical pressures have also brought energy security back into the spotlight, even in developed countries These changes can throw off long term planning in the energy sector and alters the way companies attract capital to execute projects “

Jamaican Monique Lawrence has been in the media and communications field for over 17 years. A longtime business woman and consultant, she recently launched MJ Branding & Media, her latest foray into entrepreneurship.

The boutique design agency, based in Kingston, Jamaica, services both emerging entrepreneurs and high-powered corporate clients alike As the head of the company, Lawrence brings with her veteran creative design skills, as she has worn just about every hat possible in brand development She has been a marketer, visual designer, producer, scriptwriter, voice-over talent, and audio programming supervisor, and specializes in full 360 campaign development With its broadbased creative skillset, Lawrence and her team craft successful campaigns across a variety of mediums

As she puts it, branding is Lawrence’s life Here are her essential tips for business owners who want to supercharge their brands in 2023

Lawrence explains that branding is a unique and personal experience To build a brand that connects, you need to not only understand the people you ’ re aiming to serve, but you also need to understand yourself Spend some time defining your story, she says Your audience has a nose for authenticity, and will gravitate toward your authentic story “The audience you ’ re aiming to serve is the ‘you’ from 5-10 years ago,” Lawrence explains

Your literal brand look and feel is important Lawrence says your branding should be as unique as possible, but also be congruent with your mission and tone The colors have to match the vibe For example, if you ’ re a brand focusing on environmental action, you’ll look into softer shapes, more greens, and natural colors Your fonts need to be consistent, she notes, and also match the vibe of the logo Consistency is the key to acquiring mindshare,

which means you ’ re the first name your audience thinks about within your industry

A common mistake many emerging brands make is spreading themselves too thin, Lawrence says. She explains that a part of knowing your audience is knowing where they are. Hit that space consistently. That can be prioritizing one social network over another, or simply targeting your ideal demographic down to occupation, gender, and age breakdowns

The attorneys representing Bolt want SSL to return the track star's nearly J$2 billion (US$12 million) in investments, in record time, or face a huge lawsuit

Law firm Frater, Ennis & Gordon has given SSL ten days to furnish the money Bolt has been investing since 2012

While not receiving instructions from Bolt to proceed against the FSC, attorney-atlaw Linton Gordon said the regulator failed to carry out its responsibilities and duties in accordance with Section 6 of the Financial Services Commission Act

“It is a monitoring body and enforcement body and a body to protect the public and they have failed in that regard,” he said

“He wants back his money and he expects to have his money returned to him, and that is why he is prepared to go to court to seek to have a recovery of his money,” Gordon added

The letter from the attorney came after the Financial Services Commission (FSC) announced that it assumed temporary management of SSL and has appointed Kenneth Tomlinson of Business Recovery Services Limited as the temporary manager

Trevor Francis, managing partner of FIACG, a full-service audit, assurance, accounting, business advisory, management and tax consulting firm, has indicated that based on its eight-page investigative report on the SSL in February 2017, the FSC was armed with enough ammunition to take strong action against the entity that was cited for delinquency

The FSC reported that for the five years and six months leading up to February 2017, the company had been operating under its directions and “has remained a problem institution” for failing to file audited accounts within 90 days of the close of the financial year and granting credit to related parties in violation of orders issued in 2013

Francis, who has practiced as a chartered accountant abroad and locally for more than 30 years, said he had never met Bolt before but was “burnt up about the issue”

“It is really embarrassing I feel it for the young man because he won't see a penny The man worked hard, put his money there, never touched it for ten to 12 years and just wipe out,” said Francis

He argued that even if Bolt sued the company, it would take years for the matter to be adjudicated and a settlement arrived at “It could have been prevented because the red flags were there,” Francis insisted

And while a wealth adviser who was fired last week is to be questioned by investigators on the matter, Francis charged that based on his experience, no one person had the “ power to move such a significant amount of money ”

He questioned: “When a person can move such money, where are the internal controls and oversight?”

In a statement late Tuesday, Finance and the Public Service Minister Dr Nigel Clarke said he was shocked and felt a “profound level of anger and disgust at the alarming and evil fraud that has allegedly been committed at SSL and which is the source of public discussion and anxiety at this time”

However, Clarke said he had great confidence in the investigative authorities to unravel the fraud scheme and bring all perpetrators to justice

“At this time, it is tempting to doubt our financial institutions, but I would ask that we don't paint an entire hardworking industry with the brush of a few dishonest individuals,” he said

Meanwhile the FSC is seeking to assure Jamaicans at home and abroad that the massive fraud at SSL is not an indication that the securities dealers sector is no longer safe for people to invest However, certain regulated changes may have to be made to reduce the chances of another occurrence in the sector

"From the work that we do, fraud in the industry is not commonplace, and certainly fraud at the scale of what has occurred is even less commonplace," FSC Executive Director Everton McFarlane told a press conference "And so to that extent, I think it would be premature to say that across the sector things are so lax that people's money is not safe because of fraud

Jamaican Gynecologist encourages women to be proactive in detecting early signs of Cervical cancer

The adage “prevention is better than cure” has been proven accurate in health care, with preventive efforts averting various medical issues and diseases When it comes to cancer, particularly cervical cancer, a woman's lifestyle significantly impacts the development of this disease

According to the Mayo Clinic, various strains of the human papillomavirus (HPV), a sexually transmitted infection, play a significant role in causing cervical cancer, which occurs in the cells of the cervix

Dr Leroy Campbell, a Jamaican specialist obstetrician and gynecologist strongly believes the incidence of cervical cancer cases may be reduced if more women are proactive in avoiding sexually transmitted infections

He observed that, while women aged 30 and over are primarily afflicted by cervical cancer, women of a younger age can also develop the disease

“In my own experience, I have treated patients as young as 24 with advanced cervical cancer This means that this patient would have likely developed the initial stages of cancer probably at age 22 or 23,” he shared While HPV is very common and is the

primary cause of cervical cancer, Dr Campbell said it is important to note that there are different strains, some of which are not cancercausing

“Some of them are associated with other tumors that are non-cancerous such as genital warts and skin warts The presence of genital warts may indicate the presence of HPV but does not necessarily indicate the presence of a cancer-causing type of HPV ”

When it comes to cancer-causing HPVs, he said HPV can be detected indirectly through screening methodologies such as pap smears or directly through HPV testing or HPV DNA testing

While other cancers that afflict women, such as breast cancer, show indicators in the early stages, Dr Campbell highlighted that cervical cancer is not one that normally presents signs in the early stages. He also observed that because some patients do not see signs of the disease, they present with advanced cancer stages, contributing to late diagnosis

However, he noted that in terms of commonly seen symptoms, women usually experience abnormal bleeding from the vagina This may occur spontaneously or after intercourse or with the use of tampons

Dr Campbell added that some patients may report an abnormal discharge from the vagina that is persistent and unresponsive to treatment, and some patients may also have pelvic pain In advanced cases, he noted that patients may present with urinary problems and features of renal failure amongst other symptoms

“It's a wide range of presentations, but most importantly it needs to be emphasized that the symptoms may not be present until the disease is quite advanced,” he reiterated

“The earlier you detect it, the better,” he added

He further shared that there are two main screening modalities: pap smears and HPV testing, and said the frequency with which women should be tested is determined by the modality used by the patient

“The rationale behind the screening for cervical cancer is that it takes about five to 15 years that an HPV infection that is unresolved to lead to cancer Consequently, it means that during that time the cells within the cervix undergo gradual changes that can be picked up,” he explained

He also said that with HPV testing, a woman has a greater chance of reducing her risk of developing cervical cancer

To prevent the development of cervical cancer, Dr Campbell encourages women to get their screenings done as early as possible, based on the recommended age in their country

“Traditionally in countries like Jamaica or other parts of the world where there are high rates of cervical cancer, the screening will start earlier Any woman should be screened and the latest age for screening should start at 25 years old,” he advised

However, Dr Campbell underlined that because there are differences in cervical cancer practices and guidelines for women, a sexually active woman may begin screening between ages 18 to 21, depending on her geographic region

He also encouraged women to get vaccinated to boost the body's immune response to the HPV infection which has also proven to be effective in helping to prevent the development of cervical cancer

This is supported by the Centers for Disease Control and Prevention (CDC) which says HPV vaccination is recommended at the ages of 11 and 12 years

The CDC also advises that HPV vaccines be given to children as young as nine years and that all preteens require the HPV vaccine to prevent them from HPV infections that might lead to cancer later in life

“Get screened, it's inexpensive, it's safe, and you may have just minor discomfort if any at all It will save your life,” he advised

Body of man missing since Hurricane Ian found on sunken boat

The body of a man who was reported missing after Hurricane Ian hit Florida's Gulf Coast last year has been recovered from a sunken sailboat, sheriff's officials said

The Lee County Sheriff's Office said Sunday the remains were identified as James “Denny” Hurst, 72, who was last known to be aboard the sailboat “Good Girl” as the category 4 storm hit the region in late September

The boat was recovered Friday afternoon in the Matanzas Pass area of Fort Myers Beach, Sheriff Carmine Marceno said in a social media post

Hurst had told his family he planned to ride out the storm on the boat, officials said

Earlier Friday, the sheriff announced that a crew clearing debris in the mangroves also found the remains of 82-year-old Ilonka Knes She had been reported missing in early October

Officials identified Knes through dental records, the sheriff said The body of her husband, 81-year-old Robert Knes, was found shortly after the storm struck Hurst and Knes were the two remaining people who had been reported as missing in Lee County after the hurricane, Marceno said He added that he hopes their families will now have some closure

Before the discovery, the Florida Medical Examiners Commission on Tuesday reported 145 confirmed deaths in the state from Hurricane Ian This will add to that total

There were also five people killed in North Carolina, one in Virginia and three in Cuba, authorities said

DeSantis announces prescription drug legislation

Florida will seek to provide consumers more flexibility in buying prescription drugs and more information about their costs under a legislative proposal that Republican Governor Ron DeSantis said he will ask lawmakers to approve

The proposal will further regulate prescription benefit managers, the gobetweens for health plans and consumers The goal is to drive down prescription costs, DeSantis said

Among other things, the proposal will bar prescription benefit managers from forcing consumers to use mail programs for prescription drugs

“What we ' re going to say is, 'You're free

to use the mail-in pharmacy that they're telling you to use, but you do not have to use that,” DeSantis said. “You have the ability to make your own decision if it's best for you '”

Prescription benefit managers will also have to provide more information when registering with the state, including any pharmacies they're affiliated with and any other companies under their umbrella, DeSantis said

The proposal will also require drug manufacturers to issue a report each year justifying price increases

The state's legislature begins its annual 60-day session in March

Eight people shot at Florida MLK Day event

Police in Florida said eight people were shot during a Martin Luther King Jr. Day event, and one of the victims, a 30-year-old woman has since died

The woman, whose name has not been released, was attending a party with her six-yearold daughter Monday evening following the MLK Day parade in Fort Pierce, Florida, St Lucie County Sheriff Ken Mascara said during a news conference

The St Lucie County Sheriff's Office confirmed all the victims in the shooting were adults

The shooting occurred at Ilous Ellis Park at 5:20 p m. during an MLK Car Show and Family Fun Day, which the sheriff's office said was attended by more than 1,000 people “Multiple people were shot, it sounds like

from our initial investigation here on scene there was a disagreement of some sort between two parties, and unfortunately, they chose to resolve that with guns,” St Lucie County Chief Deputy Brian Hester said Police said four people including a child sustained non-life-threatening injuries during the ensuing confusion, the station reported “It was mass chaos, as you can imagine, when shots rang out,” Hester said “There were a thousand plus people here at the event, and as the shots rang out, people were just running in all directions ”

The sheriff's office said two deputies at the event responded immediately and aided victims, WPBF-TV reported Video obtained by the station showed people ducking, running and hiding behind cars, including a woman running to safety while holding a baby

“It's really sad in a celebration of someone

who represented peace and equality that a disagreement results in a use of guns and violence to solve that disagreement, and that's what's really sad to me about what happened here,” Hester said “And then so many innocent people who were injured or hurt and were not part of the disagreement as well ”

No arrests have been made as of Tuesday morning, but Chief Deputy Brian Hester said detectives are working around the clock

He added that investigators found over 50 shell casings from three calibers of weapons at the scene

“Let me be very clear. If you are thinking of, or hiding, supporting, protecting or aiding any suspect, anyone involved in the heinous incident, then I can assure you we will arrest you, and we will charge you to the fullest extent of the law ” Hester said the agency is working with local, state and federal agencies They've set up a hotline for any tips from witnesses

Trinidad PM says no need to cancel Carnival amid increase in COVID-19 cases

He asserted that the population is now highly immune, with about half vaccinated and a large portion of those unvaccinated population having been exposed to the virus and therefore acquired natural immunity

However, he stressed the importance of personal responsibility, especially during Carnival next month

“The country's open but there's COVID out there Take personal cover, you know what you can do the list of things that you can do Do those things that you can do,” the Prime Minister urged at a press conference with health officials on Thursday morning to update the country on the COVID-19 situation in the twin-island republic

At a press conference last Thursday morning, health officials reported that between January 2 and 9, there were 406 new cases and eight deaths

Professor of molecular genetics and virology at UWI, Christine Carrington, also said four cases of the Omicron XBB 1 5 variant, the most transmissible variant of COVID-19 yet, have been detected

However, Prime Minister Rowley suggested the situation is one that could be handled through vaccination and people doing the right thing to prevent spread of the virus

“The situation in Trinidad and Tobago at this time does not warrant an intervention outside of those basic provisions We are facing the prospect of increases in terms of infection levels, and you would have heard from Dr Carrington that we do have in Trinidad and Tobago, as usual, everything that exists outside in the wider world We are, therefore, not approaching this phase of existence by trying to shut out that which is already with us

Addressing the question of the upcoming Carnival, the prime minister said: “The nature of Carnival is meeting and mixing We do not believe that the situation warrants us to not have Carnival, but we believe that it warrants us taking personal decisions about your exposure to minimize instances of requirements for healthcare delivery to you ”

Principal medical officer Dr Maryam Abdool-Richards also advised persons participating in Carnival activities to be “personally responsible” and to take the best measures to protect themselves

During her presentation, she disclosed that there had been an increase in COVID-19 patients requiring hospitalization since last month, noting that 90 percent of them were not fully vaccinated and they had significant comorbidities

As of last Thursday morning, there were 71 patients in the parallel health system, including five requiring intensive care and two pediatric cases

World Athletics ratifies Jamaica U20 women's sprint relay world record

Jamaica's women's 4x100m and Botswana's Letsile Tebogo men's 100m world records set at last year's World Under-20 Championships in Cali, Colombia, were ratified by World Athletics on Monday.

The world governing body also ratified Kenya's Eliud Kipchoge's 2:01:09 marathon world record

The Jamaican quartet of Serena Cole, Tina Clayton, Kerrica Hill and Tia Clayton took the title in 42 59 seconds, shaving 0 35 off the previous record that the same team had achieved on August 22, 2021, at the previous World U20 Championships in Nairobi, Kenya

Another Jamaican team with Brianna Lyston on third leg instead of Hill, had clocked a marginally quicker 42 58 seconds at the Carifta Games earlier in the year in Kingston, Jamaica, but it was not ratified as a record due to errors

Veteran Gabriel recalled for Zimbabwe Tests

Veteran speedster Shannon Gabriel has been recalled for next month’s tour of Zimbabwe, after being named in a 15man squad announced Tuesday by Cricket West Indies

The 34-year-old, once the spearhead of the Caribbean side’s attack, has not featured in a Test for 15 months due to injury and loss of form but now returns alongside former new ball partner Kemar Roach who will lead the bowling group

Gabriel turned out for his native Trinidad and Tobago Red Force last year, struggling in the first-class campaign with a single wicket from four matches but excelling in the Super50 Cup with 15 wickets from seven outings

was reached in 59:50 – identical to his half-way split when he produced a sub-two-hour run in an unofficial orchestrated race in Vienna three years ago His pace started to drop slightly from then on, but he was still comfortably inside world record pace

Ethiopia's Andamlak Belihu had been level with Kipchoge up until that point, but the Kenyan superstar then gradually pulled clear and was out on his own He passed through 30km in 1:25:40, then reached 35km in 1:40:10 By the time he passed through 40km in 1:54:53, his lead had grown to more than four minutes

Kipchoge went on to cross the line in 2:01:09, making this the eighth consecutive men's marathon world record to be set in Berlin

Meanwhile, Tebogo had broken the championship record in his heat with 10 00, then won his semi-final in 10 14 before going on to dominate the final in 9 91 (0 8m/s)

His winning time took 0 03 off the world U20 record he had set in Eugene on July 15 in the heats of the World Athletics Championships Oregon22

Top scorer Shaw hits Man City Women’s winner

The WSL’s top scorer, Spanish Town-born Shaw took her league goal tally to nine, five minutes after the break as fourth-placed City moved to within three points of the Champions League places with action returning at the weekend following a winter break

Deyna Castellanos’ superb first-time pass put striker Shaw through on goal and the Reggae Girl coolly rounded Hammers’ goalkeeper Mackenzie Arnold to score Khadija Shaw later saw a stabbed effort hit a post and Castellanos was denied by a good reaction save from Arnold as the game was

played exclusively in the West Ham half for long spells

“I think we showed really good resilience,” City boss Gareth Taylor told Sky Sports afterwards “[Shaw] is the talisman at the moment with producing the goals I thought her all-round game was excellent She’s a real asset for us ”

City’s win extends their unbeaten run to 11 matches in all competitions

Back-to-back defeats to begin their WSL campaign have left City playing catch-up with Chelsea, Manchester United and Arsenal storming ahead

However, they are unbeaten since a 2-0 reverse at Chelsea late in September and following a 1-1 draw on Sunday between Arsenal and leaders Chelsea, they are now only six points off top spot with a game in hand

“When you win games you build confidence,” Shaw said “It’s a new team, so we kept believing Once you ’ re winning and scoring goals the momentum comes ”

that with a double bogey on 13, bogey on 15 and 18 for five over par 40 on his front nine The back nine was tough going as well with a double bogey on hole number 4 then bogey on holes five and seven He posted the only birdie of the round on his final hole of the championship (#9) for three over par on the back nine and eight over par 80 for the round

crush Indonesia

Player-of-the-Match Zaida James pummelled a second-successive halfcentury to help West Indies Women crush Indonesia Women by 77 runs and log their second win of the ICC Under-19 Women’s Twenty20 World Cup

Brimming with confidence following her Player-of-the-Match outing against Ireland Women on Sunday, James extended her form into the contest at North-West University No 1 Ground on Tuesday, stroking a top score of 55 from 37 deliveries to propel the Caribbean side to 176 for three from their 20 overs

Trishan Holder, who played three senior team T20 Internationals against England Women last December, lashed a fluent 14-ball an unbeaten 35, opener Shunelle Sawh made 31 from 36 deliveries while Naijanni Cumberbatch maintained her form with an important 24

The total was always going to be a difficult chase and so it proved, Indonesia Women never rising to the occasion and settling for 99 for nine from their 20 overs

Seamer Djenaba Joseph undermined the innings, following up her earlier 14ball 20 with an incisive spell of three for 14

With their latest success, West Indies Women moved to four points in Group C but lie second behind New Zealand Women, who they face in their first real test of the tournament on Thursday

Opting to bat first, West Indies Women gathered steam from early thanks to Zaida James, the left-hander carving out eight fours and a brace of sixes in an entertaining 95-run, first-wicket stand with Sawh who counted four fours

Reggae Boy Roofe res Rangers into cup nal amid injury fears

Reggae Boy Kemar Roofe, whose season has been dogged with injury, fired Rangers into the final of the Scottish League Cup on Sunday, but then went off with a shoulder problem as his side defeated 10-man Aberdeen 2-1 after extra time

The 30-year-old Roofe struck in the first period of extra time at Hampden after the game finished 1-1 in regulation time – his first goal of the season

Michael Beale’s Rangers will return to Hampden for the final against league leaders and archrivals Celtic on February 26

Kemar Roofe converted fellow substitute Scott Wright’s low cross into the bottom corner in the 94th minute to give Rangers the lead for the first time

However, a shoulder injury in the 118th minute after falling awkwardly while challenging for the ball ended Roofe’s participation in what has already been an injury-ravaged season for the UK-born forward, who had been introduced on 74 minutes

Manager Beale said of Roofe’s shoulder injury: “We won’t know until he has a scan tomorrow It’s not a dislocation, it’s just a heavy landing ”

Beale said of the victory: “It feels great Fair credit to Aberdeen, I thought they were excellent I thought two teams went toe-to-toe and we ’ ve come out victorious “I’ve had bad days here where we ’ ve played well, and I thought we were reasonable, and we were thorough ”

Aberdeen had led through Bojan Miovski’s clipped 41st-minute shot past goalkeeper Allan McGregor, but Ryan Jack’s deflected strike on 61 minutes had levelled things by the time Dons captain Anthony Stewart was sent off late in regulation
