Russian warships head to Cuba for drills this week

United States officials have announced that Russian warships and aircraft are set to arrive in the Caribbean for a military exercise, a move seen as a show of force amid increasing tensions over Western military support for Ukraine

According to two officials, the exercise, which will be under U S military surveillance, will involve a “handful” of Russian ships and support vessels

Cuba's foreign ministry confirmed in a news release that the ships will dock in Havana from June 12 to June 17, emphasizing that none will carry nuclear weapons and assuring that their presence “does not represent a threat to the region ”

While this is not the first instance of Russian naval presence in the Caribbean, this particular exercise comes as Russian President Vladimir Putin has hinted at taking “asymmetrical steps” globally in response to President Joe Biden's decision to allow Ukraine to use U Sprovided weapons to strike within Russia, aiming to protect Kharkiv, Ukraine's secondlargest city

U S officials indicated that the exercise is “certainly” part of a broader Russian response

to U S support for Ukraine, as well as an effort by Putin to demonstrate that his navy still holds global power projection capabilities despite having lost several ships to Ukrainian strikes Ukrainian military officials reported in March that Russia had lost one-third of its Black Sea fleet to Ukrainian attacks over the past two years of conflict

Although Russia did not notify the U S of the impending exercise, the U S Navy has been tracking the ships' movements, the officials said

Typically, countries notify one another of such exercises to prevent miscalculations, but the officials noted that militaries worldwide have the right to conduct exercises in international waters

The officials also mentioned that the Russian ships are expected to remain in the region throughout the summer and will likely conduct similar follow-up exercises in the Caribbean after this one concludes

Prolonged power outages plague Puerto Rico

Towns in central and southern Puerto Rico are currently grappling with a severe power outage that began over a week ago, prompting the activation of an emergency response team

Authorities in the US territory have also initiated food distributions to support those affected by the outage This crisis arises as the region faces excessive heat warnings daily and the onset of the Atlantic hurricane season

According to the Associated Press (AP), the outage was triggered by the failure of a transformer that had been operating well beyond its intended lifespan, impacting tens of thousands of residents

Luma Energy, responsible for the power transmission and distribution, indicated that repairs might extend beyond a month This delay has incited significant public frustration, exacerbated by disruptions in water service during this critical period

Amidst the crisis, calls for Governor Pedro Pierluisi to declare a state of emergency have grown louder Legislators and residents alike express their distress, with concerns about the

sustainability of living conditions without basic utilities

The situation is particularly dire in towns like Santa Isabel, Coamo, and Aibonito, where the demand for immediate resolution is escalating

The power outage has not only left residents without electricity but has also led to substantial losses, with some unable to afford alternative power sources like generators

For example, in Coamo, residents have adapted a local music school into a community kitchen to prepare and distribute meals to those in need, highlighting the community's resilience and solidarity in times of hardship

The extended blackouts add another layer of difficulty for Puerto Rico's residents, who already face a high cost of living

The lack of power affects essential services, including healthcare, as evidenced by one resident's struggle to contact his cardiologist due to downed phone lines, delaying critical medical prescriptions

disruptions since the devastation of Hurricane María in 2017, which decimated the island's fragile electrical grid

The current power generation infrastructure relies heavily on fossil fuels, and although there is a push for renewable energy, progress is slow

Additionally, policy disputes over net metering for solar energy have created barriers to improving the grid's resilience and sustainability

The ongoing power outages disproportionately affect the elderly and low-income families, who are least able to navigate these recurrent crises

Local efforts to mitigate the impact are poignant, with individuals like Madelyn Vives prioritizing the needs of vulnerable family members in these challenging times

Jamaica enhances forensic science services for improved justice

The Jamaican Government is actively enhancing the nation's forensic science capabilities, recognizing their essential role in the criminal justice system

This commitment was emphasized during the recent Caribbean Association of Forensic Sciences (CAFS) Conference held in Kingston

The establishment of the Institute of Forensic Science and Legal Medicine marks a significant advancement in Jamaica's forensic services

This merger of two prior entities underscores the government's dedication to providing robust support to the criminal justice system

Equipped with cutting-edge technology, the Institute is currently developing a modern autopsy suite and has established a comprehensive forensic ballistic center

These improvements include a detailed national DNA database and a new firearm registry, ensuring that every firearm in Jamaica is meticulously catalogued

Deputy Prime Minister and Minister of National Security, Hon. Dr. Horace Chang, highlighted the strategic initiatives underway at the Institute

These initiatives aim to create a centralized database for all legal and government-owned weapons in Jamaica

The upcoming state-of-the-art autopsy suite is set to further bolster the forensic capabilities of the Jamaica Constabulary Force (JCF), aiming to alleviate the existing backlog in criminal cases

Dr Chang also noted the importance of regional collaboration and the role of educational institutions in fostering a skilled workforce in forensic science and legal medicine

Jamaica prepares drafting instructions for Republic Transition bill

The Constitutional Reform Committee (CRC) in Jamaica is actively working on drafting instructions for a Bill that will guide the country’s transition from a constitutional monarchy to a republic.

This significant move was announced by the Minister of Legal and Constitutional Affairs, Hon Marlene Malahoo Forte, during her presentation at the 2024/25 Sectoral Debate in the House of Representatives

The Minister outlined a strategic plan to ensure extensive public engagement and informed discussions around the proposed Bill Initially, the Bill will be presented to the House and will remain on the table for three months

This period is intended for public hearings

and educational campaigns to enhance citizens’ understanding of the implications of the republic transition

Following the initial three-month period, the Bill will undergo scrutiny by a Joint Select Committee of Parliament This phase bridges the gap between tabling the Bill and the start of formal debates in the Lower House

Detailed parliamentary discussions will follow, incorporating feedback from various stakeholders Once debated, another threemonth period must pass before the Bill can be voted on, allowing further consideration of the points raised during the parliamentary debates

After securing approval in the House, the Bill will move to the Senate Here, it must garner a two-thirds majority vote within a month

Failure to achieve this threshold would mean the Bill is considered rejected by the Senate If necessary, the Bill could be sent back

Dominican authorities intercept ganja shipment destined for UK

The National Drug Control Directorate (DNCD) in the Dominican Republic successfully intercepted over 1,000 packets of marijuana

These were discovered hidden inside a shipping container at the Caucedo Multimodal Port in Boca Chica, Santo Domingo The container was scheduled to be sent to the United Kingdom

Following a tip about potential contraband, DNCD agents, along with anti-narcotics military personnel and canine units, conducted a thorough inspection of several containers in transit

Their efforts focused on detecting any irregularities within the shipments It was during this search that they identified anomalies in one container that had arrived from Kingston, Jamaica

Upon opening the suspicious container, authorities found 49 cardboard boxes packed with a total of 1,061 packages of marijuana

This sizable quantity of drugs was concealed among jars of preserves and condiments, ostensibly destined for London

to the House for a second vote, which could occur in the same or a subsequent parliamentary session

The Minister emphasized the importance of adhering to established timelines throughout the process, assuring that the final decision will be placed in the hands of the Jamaican people

This approach underscores the government’s commitment to a transparent and participative process in reshaping the nation’s constitutional framework

The report detailing the CRC’s findings and recommendations was initially presented to Parliament on May 21, marking the beginning of a historic endeavor to redefine Jamaica’s political structure

The upcoming facilities and programs are expected to serve not only Jamaica but also provide valuable support and training opportunities across the Caribbean

To complement these physical and technological upgrades, there is a push to strengthen legislation that supports modern forensic practices

Cooperation among Caribbean nations is deemed crucial for enhancing the region's capacity to handle forensic demands effectively, particularly in combating crime that affects the entire region

The ongoing developments in Jamaica's forensic science landscape are a testament to the government's resolve to not only upgrade its forensic capabilities but also to become a leader in this critical field within the Caribbean

With the Institute for Forensic Science and Legal Medicine at the forefront, Jamaica is poised to significantly enhance the efficacy of its criminal justice system

Haiti's newly appointed Prime Minister discharged from hospital after health scare

Haiti's newly appointed Prime Minister, Garry Conille, was discharged from the hospital on Sunday after spending the night due to an undisclosed medical issue

In a video published on YouTube, Conille said he felt well and was “ready” to continue to help steer the country out of its current security crisis by forming a government that will also prioritize issues like health care

In his video, Conille said: “The whole time I was at the hospital, I was thinking of something: People that need to go to the general hospital can't get there (due to widespread violence) People who need health care can't afford it ”

With Haiti in the grips of a severe security crisis, Conille's commitment to forming a government that addresses both the immediate security concerns and long-standing issues like healthcare is critical

The prime minister's health scare, attributed to his asthmatic condition, underscores the personal challenges he faces while navigating the turbulent political landscape

Returning to Haiti on June 1, after serving as

deep poverty, with inflation soaring to a record 29 per cent

Gang violence has significantly destabilized the capital, Portau-Prince, leading to the closure of about 60 per cent of the city's hospitals

With healthcare facilities under siege, medical professionals often remain confined to their homes, dodging violent confrontations

The gangs' control extends beyond the city, disrupting essential routes and displacing over 360,000 residents

The resignation of Ariel Henry, Conille's predecessor, marked a significant shift in Haiti's governance Henry's departure followed devastating gang assaults on key infrastructures, demonstrating the gangs' extensive reach and influence

As Conille steps in, the challenges are stark, but his commitment remains steadfast In response to the ongoing turmoil, the Haitian government anticipates support from a United Nations-backed international police force, including contributions from Kenya

This reinforcement aims to restore order and stability as Conille and his administration push forward to alleviate the crisis

Haitian youth optimistic despite growing instability

The United Nations Children's Fund (UNICEF) highlights a grave scenario in Haiti, where the youth face extreme violence, malnutrition, poverty, and a breakdown of social systems

Despite these daunting challenges, Haitian youth maintain a resilient outlook on the future

A recent survey conducted by UNICEF involved over 3,500 young individuals, revealing a widespread sentiment that their rights are often overlooked or completely ignored

The plight of Haitian children has become increasingly dire Reports indicate that children are not only suffering from preventable diseases and malnutrition but are also falling victim to the escalating violence and instability

The United Nations notes that rival gangs in Port-au-Prince are intensifying their territorial disputes, significantly impacting the local population and forcing thousands to flee their homes

This has exacerbated the already critical levels of poverty and hunger in the nation

The situation in Haiti has prompted international concern, with the country now listed among those facing the most severe challenges globally

According to the World Food Programme (WFP) and the Food and Agriculture Organization (FAO), over five million people are experiencing acute food insecurity, a situation paralleled only by the aftermath of the 2010 earthquake

The number of internally displaced individuals has also surged, with recent counts approaching 580,000, highlighting an escalating humanitarian crisis

The impact on children is particularly profound UNICEF reports that numerous children have been killed or injured in the first quarter of the year alone, with some being forced into or voluntarily joining armed groups out of desperation

Educational opportunities are dwindling as schools shut down due to security risks, leaving thousands of children deprived of their right to education

Despite the harrowing circumstances, a significant portion of the youth remains hopeful about their future

According to UNICEF's findings, 65 per cent of the surveyed youths still hold some level of hope Many believe that enhancing access to education, fostering economic development, and improving security are pivotal to transforming the nation

In response to the escalating crisis, humanitarian efforts in Haiti have intensified The WFP has been actively distributing meals and allocating funds to bolster social protection and resilience among the affected populations

Father's Day struggling to stand out

According to an online survey conducted by a leading U S newspaper, 81 percent of Americans knew several months before Mother's Day this year that the day was being commemorated on May 12, but only 39 percent knew Father's Day would be on June 16

Seventy-eight percent of respondents indicated they would purchase a gift or greeting card for their mother for Mother's Day, while only 36 percent said they would do the same for their fathers. This is substantiated by a report in Forbes magazine that expenditure on gifts for moms on Mother's Day exceeds expenditure for dads by an average of $8 billion annually

The conclusion some people may draw from all the above data, is mothers are more important in people's lives, compared to their fathers If this is true, what are the reasons more people care for their mothers than their fathers? Are there more absentee fathers than absentee moms? Do mothers play more important roles in the lives of people, than fathers? Or is the answer a combination of these reasons?

It is a fact that fathers are loved by their children, but many people complain their fathers are not around to be loved Actually, there have been several accounts of the pain and sadness many people feel on Father's Day because they either do not know their father; or haven't seen or hardly see or hear from their fathers as often as they would like to

Others complain that their fathers never express love or warmth towards them as their mothers do Unfortunately, some men think it is weak to be a sensitive man who expresses to their children, especially their sons, that they love them, much less hug them Because mothers express their love more readily, they tend to be more celebrated on Mother's Day, than fathers do on Father's Day

But there are other reasons why the celebration of Father's Day tends to pale in comparison to Mother's Day

One reason is that Father's Day came into existence some 58 years after Mother's Day It wasn't until 1972 that Father's Day became a holiday, as years ago fathers were mostly absent from the home working outside to support the family while mothers typically stayed home with the kids

But today while many fathers still work several hours weekly, they try to live up to the expectations of their families, helping with housework and child-rearing

Notwithstanding, mothers are more traditionally considered responsible for childcare than fathers According to research, including that conducted by the Department of Labor and the National Retail Department, mothers are credited for over 40 hours of childcare weekly while fathers are often credited for none because most dads spend time outside the home working

Another reason is people tend to bond with their mothers because of the amazing wonder of childbirth The pain of childbirth alone gives mothers the right to be celebrated as royalty No man can compete with a woman's ability to give birth Moreover, most men cannot compete with a mother's ability to keep the household together Some fathers try, but mothers are usually the family's loving glue, whose dedication, strength, tenacity, and love bind the family making a house become a home

Although men cannot give birth, fathers nonetheless also play a large role in bringing a child into this world Nature allows the female in all animal species to carry and bear the offspring Men should therefore neither be ashamed nor denied celebration as fathers because they don't bear the children

Much too often some men are labeled as “deadbeat” fathers who do not support their children financially or emotionally and are missing in their children's lives

Today, here in South Florida, there are reports of many young men working tirelessly to

acquire funds to provide for their children And, while some men may be deadbeat fathers, there are also many deadbeat mothers who have walked away from the responsibility of rearing their children

Irrespective of perception, today's father is more involved with their child than ever before More men are getting joint or shared custody of their children in divorce or separations It's reported there are over 46 million stay-at-home fathers in homes where mothers go out to work, something considered unthinkable years ago

To erase the dichotomy between the celebration of Mother's Day and Father's Day some people have proposed merging both celebratory days into one holiday: Parents Day, celebrating mothers and fathers simultaneously This may not be a solution, however, as a national survey conducted years ago indicated that 78 percent of respondents would choose to celebrate with their mothers over their fathers if there was a Parent Day because the mother is regarded as the favorite parent

While it is unlikely there'll ever be a Parent's Day, if the trend continues where more fathers become involved in their children's lives, and earn the reputation as loving, caring parents, the celebrations for Father's Day may eventually catch up with those for Mother's Day

Another Broward deputy and swat team member convicted of PPP loan fraud

Last week, on June 5th, a federal jury in Miami convicted Broward deputy Alexandra Acosta of conspiracy to defraud the Small Business Administration, making false statements to the SBA, and wire fraud These charges stemmed from her involvement in a COVID-19 relief fraud scheme

In 2021, Acosta, 38, of Tamarac, Florida, conspired with her tax preparer, Vilsaint St Louis, to fraudulently secure a Paycheck Protection Program (PPP) loan

Acosta, who falsely claimed to be a sole proprietor operating as a realtor, submitted falsified information about her 2019 income, including two fabricated IRS tax forms The deception resulted in her receiving and later seeking forgiveness for a PPP loan exceeding $20,000 in principal and interest

Gov. Desantis announces budget increase for teacher salaries

Florida Governor Ron DeSantis recently announced an unprecedented increase in the state's budget specifically designated for teacher salaries

During a news conference in Hialeah on Monday, it was revealed that the budget for this year would see a record-setting boost of $1 25 billion, earmarked solely for enhancing teacher compensation

This latest increment is part of a broader trend of salary improvements for educators in Florida, with total increases amounting to $4 6

billion since 2020 Under Governor DeSantis' administration, the average minimum salary for teachers has seen a notable rise From just under $40,000 when he took office, the average minimum teacher salary has climbed to over $48,000, marking a substantial increase from about $39,000 five years ago In addition to raising the baseline salary, the new budgetary provisions also consider the varied cost of living in different regions across Florida

At the time of the scheme, Acosta was employed as a deputy sheriff in the Broward Sheriff's Office Department of Law Enforcement and held the distinction of being the first and only female SWAT team member in the department

The sentencing hearing for Acosta is set for August 27 before U S Senior District Judge Robert N Scola Acosta faces severe penalties: up to 20 years in prison for the wire fraud conviction, 5 years for the conspiracy conviction, and 2 years for each false statement conviction The court's decision will be influenced by the U S Sentencing Guidelines and other statutory factors

Acosta's coconspirator, St Louis, previously pleaded guilty and was sentenced on May 14 to one year of probation, a $5,000 fine, and 100

hours of community service

In a related development, another former Broward County Deputy Sheriff, Stephanie Diane Smith, was sentenced last week to seven months in prison for her involvement in a similar COVID-19 relief fraud scheme, where she received two PPP loans

The announcement of Acosta's conviction was made by U S Attorney for the Southern District of Florida Markenzy Lapointe; Brian Tucker, Special Agent in Charge of the Eastern Region, Office of Inspector General for the Board of Governors of the Federal Reserve System and the Consumer Financial Protection Bureau; BSO Sheriff Gregory Tony; and Jeffrey B Veltri, FBI Special Agent in Charge of the Miami Field Office

300 migrants repatriated

border is overwhelmed

The order will take effect when the number of border encounters between ports of entry reaches 2,500 per day, according to senior administration officials This means Biden’s order should be implemented immediately, as current daily averages exceed this threshold Average daily arrests for illegal crossings from Mexico last fell below 2,500 in January 2021, the month Biden took office

The last time encounters dipped to 1,500 a day was in July 2020, during the height of the COVID-19 pandemic

The restrictions will remain in place until

the daily encounter numbers are at or below

1,500 per day for a seven-day average

The department projects that arrests for illegal crossings may rise to a daily average of up to 6,700 from July through September

Once this order is in effect, migrants who arrive at the border but do not express fear of returning to their home countries will be subject to immediate removal from the United States, within a matter of days or even hours Those migrants could face punishments that could include a five-year bar from reentering the U S or even criminal prosecution

Release or Retry?

Claudette Thompson is pushing for a retrial, while the accused are vehemently opposing it Both sides have presented their initial arguments

Defense lawyer John Clarke, speaking on Tuesday, highlighted systemic delays in the criminal justice system, noting that it took the Court of Appeal 21 months to deliver its 2020 judgment in Kartel's murder appeal, while the Privy Council took only a month to make a ruling in March

Justice Marva McDonald-Bishop countered Clarke's argument, emphasizing the complexity of the case and the breadth of material the Court of Appeal had to review compared to the narrow focus of the Privy Council

“We establish questions for the Privy Council Mr Clarke, and the Privy Council refuses to look at other questions The Privy Council focuses on one narrow issue question, which anybody in the world could have resolved without legal training,” she said

“So don't compare what happened there I don't like that because you are talking as if you are a layperson without special knowledge of the system," she stated, adding that the delays should be viewed in the context of the case's complexity

Clarke argued that, given the case's intricacies and length, it would be unfair to subject the accused to another prolonged trial Despite his subsequent apology, Justice McDonald-Bishop pointedly responded, "The damage is done "

Defense attorneys will resume their arguments, aiming to demonstrate that ordering a retrial would not serve justice They contend that their clients' constitutional rights were violated, specifically their right to a fair hearing within a reasonable time and their right to be heard by an independent and impartial court They also argue that these violations would recur in a retrial and that if a retrial would worsen the accused's position, it should not be considered

off each show with early evening jugglings: DJ Buck & Bojangles opened in New Haven; Platinum Kidz on the first night in Brooklyn; Rory Stonelove on the second night in Brooklyn; and Young Genna and Solomonic Sound System in Philadelphia

“Thanks to the fans and to everyone involved in making this tour the success that it was I'm overjoyed to have been able to bring this experience to my supporters I can't wait until next time,” said Romain Virgo

Richard Lue of VP Records added: “It was an incredible honor to work with professionals like Romain and his team to put these shows together He deserves all the success that comes his way I would also like to thank the sponsors for their support: Jamaica Tourist Board, Victoria Mutual Money Transfer, and Victoria Mutual Building Society ” Romain Virgo will also bring his new music to the stage in Jamaica when he performs in Kingston on June 16th

The court has dismissed claims by Kartel's son, Adidja Jahiem 'Likkle Vybz' Palmer, regarding his father's fragile health, stating that medical evidence is necessary to substantiate such claims Additionally, Justice McDonaldBishop struck out Likkle Vybz's assertion about his grandmother's nightly prayers for Kartel, noting that the court cannot verify such claims

Concerns over potential jury bias influenced by social media, particularly YouTube channels like 'Politricks Watch' hosted by the anonymous 'Sir P,' were also raised

Shawn Storm's sister expressed doubts about finding impartial jurors due to widespread public discourse, potentially compromising a fair retrial “I have seen many social media posts from bloggers like Sir P, who do not conform to any of the traditional norms of journalism who have widespread viewership who espoused all the wildest theories which will undoubtedly influence many Jamaicans who cannot be counted on to be so entranced by the Bible foisted up and confess their bias,” she said in her affidavit

Despite objections from the prosecution, the court ruled that the defense's arguments concerning pre-trial publicity should be considered

Kartel, whose real name is Adidja Palmer, along with the three men, had their murder convictions overturned by the Privy Council in March They were convicted of the 2011 murder of Clive “Lizard” Williams The Privy Council also ruled that the case be sent back to Jamaica's Court of Appeal to determine whether a retrial should occur

The retrial hearing is expected to conclude on Friday Scan the Code to read more.

“Thanks

to the fans and to everyone involved in making this tour the success that it was. I'm overjoyed to have been able to bring this experience to my supporters.”
