Rear Admiral Antonette Wemyss Gorman

The World's Only Female Army Boss “Humbled and privileged” were the feelings expressed by Rear Admiral Antonette Wemyss Gorman when she made history on January 21 by officially becoming the Jamaica's first female head of the Jamaica Defence Force (JDF). Wemyss Gorman, a veteran of the JDF, was sworn in as the new chief of defence staff, taking over from Lieutenant General Meade, who retired from the JDF last September after 38 years. Her appointment as the JDF's top boss is not only a huge national accomplishment, but a global one as well. She is now the only woman in the world serving as the head of a national army. The last woman to serve as the boss of a country's military was Alenka Ermenc, who served as Chief of the General Staff of the Slovenian Armed Forces. She was the first woman to hold the top army post among the NATO countries and served in that role from 2018 to 2020. At her swearing-in, the new JDF boss pledged to lead by example as the force fights to combat Jamaica's challenges with security and safety. “Together we must act with urgency as we prepare for the challenges ahead and shape the security of this country for our children and grandchildren for years to come,” she said. “Our defence force must maintain its steadfast support and commitment to our citizens and work diligently to defeat the threats to our collective safety and security existence. I will lead by example, and encourage every service member to execute their duty, cognizant of all core values and

committed to the mission. We must do our jobs well and to the best of our ability as we strive to achieve our collective goals,” she added. Wemyss Gorman has been part of the JDF for 30 years, having enrolled in 1992 at the age of 19. She graduated with honors from the University of the West Indies with a master's degree in National Security and Strategic Studies. She served as the deputy commander for the JDF's Air Wing between 2009 and 2011, and then commandant of the Caribbean Maritime Military Training Centre in Port Royal, for the following two years. She was subsequently appointed commanding officer of the coast guard and then the brigade commander — maritime air, cyber command before becoming the JDF's executive officer in 2020. Her appointment has already been hailed by several prominent Jamaicans, including Gender, Sports, Entertainment and Culture Minister, Olivia Grange, who said Wemyss Gorman's appointment represented not only a "huge step for women and girls, but also gender equality in the country." Prime Minister Andrew Holness also congratulated Wemyss Gorman, saying she has the leadership skills, experience, commitment and strategic vision “to lead the men and women of the JDF.” “She will bring a unique perspective to our discussions and efforts to strengthen our borders and prevent illicit inflows, protect the lives and livelihoods of our coastal communities, and ensure Jamaica can derive sustainable benefits from our maritime resources. I look forward to benefiting from her wise counsel on matters relating to defence and security,” he said. Opposition Leader, and President of the People's National Party, Mark Golding also

congratulated Wemyss Gorman on her historic achievement. “We thank you for your tremendous service to our great nation and look forward to your term as Chief of Defence Staff. Congratulations! Retired Judge Stanley John’s Statement on the Issuance of Firearm User’s Licenses in Trinidad A retired Appeal Court judge in Trinidad and Tobago says the system for issuing firearm user’s licenses is “a thriving well-oiled white collar criminal enterprise,” by the Trinidad and Tobago Police Service (TTPS). Stanley John was appointed by the former Police Service Commission (PSC) to enquire into allegations of corruption in the issuance of firearm user’s licenses (FUL) in the twin island republic.

Over 60 Percent of Guyanese Fully Vaxxed Against COVID-19 Guyana is closer to achieving herd immunity against coronavirus (COVID19) as Health Minister Dr Frank Anthony revealed that approximately 60.1 per cent of adults are fully vaccinated. As of January 24, Anthony noted 420,591 persons or 82 percent of adults have received at least one shot. Vaccination among the adolescent population is 44.2 percent for first dose and 31 percent for second dose. With the omicron variant spearing across the country, Anthony told Guyanese that it was important to receive their booster shot. Vaccinated Persons Only? With more places requiring vaccination for service, should entertainment events only accept vaccinated patrons? Why do you say so? Jamaro – Kingston, Jamaica I do believe this should be encouraged as it would hopefully have a direct positive impact, to encourage persons to get vaccinated and ultimately this will provide a perfect safe space for all persons to completely enjoy themselves. It’s about time society gets back to normal. We have been held hostage by the pandemic for too long. Especially in the countries where the vaccination rates are low and people need to be motivated to take the shot. It's a good reward for the vaccinated and good incentive for those who aren't. Although I understand it being a reward, not everyone can take the vaccine and not everyone wants to. I don't think people should create any segregation with the vaccine. Bad Card On Thursday, Jamaica's Reggae Boyz will play host to Mexico in the ninth game of the CONCACAF Final Round of FIFA World Cup Qualifying and like none other in the eight-nation competition, will do so without spectators, the proverbial 12th man. Jamaica is also scheduled to host Costa Rica on Wednesday February 2 and again, no spectators will be allowed at that game. The absence of spectators is because the Jamaican Government, in its wisdom or otherwise, has denied an application from the Jamaica Football Federation (JFF) to have a limited number of vaccinated spectators only, attend the game and lend support to their team while also generating much-needed revenue for the JFF. The Government had allowed a maximum of 5,000 vaccinated spectators for the last match against the United States of America in November, but since then the country like other nations has experienced the ongoing fourth wave of COVID, driven by the highly transmissible Omicron variant. We appreciate the Government's eagerness to protect its population, but somewhere along the line, there seems to be mixed messages and inconsistencies emanating from the political directorate. Local Government Minister Desmond McKenzie told reporters recently that while the Government was in discussion with the JFF surrounding the possibility of having spectators attend the match, the current outbreak of the virus has tied its hands. “We were in discussions with the JFF surrounding having spectators for the next open game, but because of this new outbreak it would be irresponsible, based on the dangers of this thing, to have a mass gathering.” He added that the Government will possibly allow spectators once the country has survived the outbreak. But despite the ongoing spike, the Government has ushered in the return of face-to-face classes in schools across Jamaica, continued relaxation of public space restrictions while telling Jamaicans they must learn to live with the virus while

So then, how will the vaccinated feel when told that though they are adhering to the guidelines by doing all they can to protect themselves, they will not be allowed to enjoy life safely? Why not allow a limited number of fully vaccinated patrons to attend the game, even if you want to add the caveat of a negative COVID-19 test to the requirements? Look around the world at other sporting events like the US National Football League, the English Premiere League, Australian Open Tennis Tournament and others how authorities find a way to allow spectators to enjoy the games and the stakeholders to prosper financially. How does the Government explain the fact that spectators continue to enjoy attending horse racing meets at Caymanas Park, regardless of their vaccination status? Prime Minister Holness also insists that his administration will no longer employ lockdowns as a means of curbing the spread of the virus.

And to add insult to injury, everyone is, fully cognizant of the financial predicament facing the JFF. The government knows that the JFF's primary means of revenue is through the turnstiles, which is now cut off. And it should be noted that Jamaica is the only country in the final round which has not allowed spectators at its games, except for the last encounter against the US. The costs of playing the games for the JFF have risen significantly in the pandemic, with the regular testing for covid and the fact that players are now required to have single rooms at hotels, instead of two players sharing which was the norm pre covid. For whatever the reason there seems to be a disparity in the treatment being meted out to the JFF as opposed to others. Minister McKenzie has said very little, and Minister of Sport Olivia Grange has said nothing, thus far, but we believe the powers that be need to explain themselves.

Canada pledges Millions in Aid

The Government of Canada has pledged millions of dollars to the government of Haiti to assist the nation with security and other projects. This was the outcome of a recent virtual three hour meeting led by Canadian Prime Minister Justin Trudeau. Also present were foreign ministers from more than a dozen countries — including the United States, France and Mexico — and United Nations representatives. “The increase in violence is only worsening the already precarious humanitarian situation,” said Trudeau, ahead of the closed-door meeting. “We must work together to restore stability, and to protect the safety and wellbeing of the Haitian people.” Canada pledged US$39 million, while other countries promised to improve Haiti's security

Two Killed as Haiti Rocked by Two Earthquakes Two earthquakes with magnitudes of more than 5.3 rocked sections of Haiti on Monday, January 24 killing two people and injuring several others, less than 24 hours after the country was rattled by other tremors. The authorities said that the quakes are aftershocks of the August 14 last year earthquake that killed more than 2,000 people. Geological engineer, Claude Prepetit, said the earthquake was felt in several departments, including the West, the Nippes and the North and was located in the Nippes region in Anse-à-Veau, on the northern side of the Tiburon Peninsula. “These are the aftershocks of August 14,” he said. The authorities said that one quake with a magnitude of 5.3 was recorded three

kilometres south-south west of Anse-à-Veau in the Department of Nippes. That quake occurred at 8.16 a.m. The second earthquake of lower intensity occurred at 9:06 a.m. with a magnitude of 5.1 and was felt in the west, south west of Petite Rivière de Nippes. The authorities said two persons died in Fonds-des-Nègres, while three others were injured in the city center of Petite-Rivière. Several houses were also damaged. Miami-Dade Public Schools has a New Superintendent Dr. Jose Dotres Chosen to Lead M-DCPS Dr. Jose Dotres was selected as the new head of the nation's fourth-largest school district. The Miami-Dade School Board members voted 6-3 to appoint Dotres during a special meeting on Monday, January 24th. A product of Miami-Dade's public schools, Dotres began his educational career as a teacher and reading coach in 1988 at Frederick Douglass and South Pointe elementary schools. He then spent five years as the assistant principal at one of the district's first K-8 Centers, M.A. Milam K-8 Center. In 2000, he became principal of Hialeah Gardens Elementary, where he established a large and successful inclusion program for students with autism. For the next eight years, he served as administrator, region director, and region superintendent. Dr. Dotres spent a year in Broward County Public Schools as chief academic officer. School Board Approves Salary Increase for Teachers Teachers and classroom assistants in Broward County will receive an increase in their salaries or hourly pay after the Broward School Board unanimously approved the item. All educators will get a $2,000 one-time stipend, an increase in their salary ranging from 1% to 1.33% and a $1,000 bonus for instructional personnel who did not qualify for the disaster relief bonus from the state. “They have been adaptable, as they have worked hard to educate our students through COVID-19, through virtual learning and back to face-to-face learning,” said Laurie Rich Levinson, Broward School Board Chair, after

the vote. The contract between the Broward Teachers Union was initially agreed on in December but finalized last Friday at a school board meeting. Broward Teachers Union President Anna Fusco said although the increase is not a significantly large percentage, the union is still grateful. “It's not a significant large amount of an increase but it is an increase that the Broward County employees can see that almost no other school district has able to come to or accomplish,” she said.

In 2020, the school board had approved a 2% salary increase for teachers. This time around, Interim Broward Superintendent Vickie Cartwright said school leaders contacted Tallahassee to express their concerns about the cost of living in Broward, which is higher than other counties in Florida. “The board directed us to go in, really scrutinize the budget and try to find as much money as we possibly could that was allowable that we could provide for a raise,” she said. Broward County Public Schools is the sixth largest public school system in the U.S. and the second largest in Florida.

Cannabis and 'Self-Care' Can Work Well Together A

nyone who does something to feel better, either mentally or physically, or both, is experiencing “self-care.” That term would seem to be selfexplanatory, however, it's open to interpretation. Getting a manicure might be someone's way of alleviating stress, while going for a long walk could be another's preferred method for realizing the same benefits. “Essentially, self-care is more of a conscientious decision to prioritize yourself and deal with the things that are really the foundation for a lot of the stress that we feel on the surface. People don't associate this with selfcare,” explains Dr. Alishea Rowley, a mental health clinician and associate professor in counselor education at Florida A&M University (FAMU). Neuropsychologist Dr. Gwendolyn Singleton, associate professor and chair of FAMU's Department of Psychology, agrees and says there are significant benefits to practicing intentional self-care. “Research has shown that it decreases blood pressure. It can improve our cognitive processing along with how well we sleep, our thinking, our relationships, because we're calmer, we're positive, we're happier. It helps us to balance so many aspects of our lives. I strongly urge everyone, if you're not engaging in self-care intentionally, identify some intentional practices to engage in starting today,” Singleton said. But you don't have to take the

Low-dose cannabis does not disrupt the sleep architecture.” She says insomnia is often caused by other medical issues, such as pain and anxieties, that medical marijuana is also effective at treating. “You can't have a quality life or practice self-care if you are in pain. Cannabis is very effective for pain

relief. Cannabis is very helpful for anxiety. Cannabis is very helpful for depression, too,” said Wilson-King. Dr. Singleton's concern over medical cannabis treatments is their potential for side effects, which could stem from dosing amounts and interactions with other drugs or alcohol. “It's so critical that individuals work closely with their physicians because the way our brains respond to substances will vary,” she says. All of the doctors stress the importance self-care plays in establishing a better quality of life. Dr. Rowley, who has more than 15 years of experience as a mental health counselor, recommends visiting a therapist as part of a self-care routine. “We've gone through a very, very difficult time with COVID. If people are having mental health disturbances, a therapist is someone they can talk to and get some of that toxicity out of their system.” She also has a message for men dealing with emotional disturbances. “We need to have more conversations about men and selfcare because men deal with anxiety and depression issues too. As a matter of fact, they're more likely to have emotional disturbances that are not treated. CONTINUATIONS What began as a physical health and wellness initiative by Consul General Mair in 2019, with a small group of health enthusiasts, has grown into a significant annual event. The Jamaica Hi-5K Run/Walk is staged simultaneously in other areas under the Consulate General of Jamaica, Miami location. The Consulate serves the thirteen southern states; Florida, Georgia, Mississippi, Louisiana, Alabama, North and South Carolinas, Texas, Arizona, Oklahoma, Tennessee, New Mexico, and Arkansas. The motivation to continue the physical health and awareness campaign has resulted in community generosity – giving back to Jamaica’s health needs. The inaugural staging held at Central Regional Park, Fort Lauderdale, in October 2019, raised nearly $9,000. This amount was officially presented (preCOVID) to the Port Antonio Health Clinic under the Adopt-AClinic program to start the adoption process. Initiated by the Health and Wellness Ministry, the AAC program seeks to improve health care in Jamaica by engaging the local private sector and the Diaspora to play a critical role through philanthropic support to a pool of 100 clinics identified for adoption. To formalize the three-year adoption process, a Memorandum of Understanding was signed between the principals and the

Ministry and includes arrangements for payment of committed funds and the launch event of the selected clinic. The adoption process is based on the needs of the individual clinic – minor infrastructure upgrade and expansion, minor maintenance and repairs, acquisition of clinic equipment and furniture, and scheduled mission trips.

There is a right to apply for an FUL and if the applicant fulfils the legal requirements, then the commissioner, in the exercise of his discretion, may grant an FUL. The grant of a firearm is a privilege given to the citizen by the exercise of responsible discretion,” John said.

The Event’s Success Last year, the event raised $33,000 net proceeds from the registration process, which will adopt the additional three clinics. No Parties for Trinidad and Tobago Carnival 2022 There will be a Trinidad and Tobago Carnival this year for persons who are fully vaccinated against COVID-19 but there will be no fêtes, or parties, only concert-type shows, the Ministry of Tourism, Culture and the Arts has announced. After months of consultations with stakeholders, the Ministry said in a statement that approval has been given for safe-zone events, including soca and calypso concerts; calypso tents; soca, calypso, extempo and chutney competitions; steelband concerts; Carnival King and Queen shows; and Carnival theatre. “These safe-zone type events will be limited to 50 per cent capacity, with controlled entry and exit points and sanitization upon entry in accordance with the public health regulations “Following public health guidance and regulations, fêtes, parties and similar type events by any other name will not be allowed on account of the nature of those activities and the risk they pose to the increased spread of the COVID-19 virus. While PCR testing of patrons was considered as a form of risk mitigation, it was not deemed realistic as the cost per test per patron would be uneconomical,” it said. The Ministry said a Carnival Working Group meeting was held to determine the specific events that will be held, and a calendar of events is being developed. “While we understand that the wait on a firm position for hosting the festival has caused some anxiety among stakeholders, there had to be careful and measured consideration given to vaccination rates, health sector capacity and current rates of infection and mortality. Thompson-Herah, Parchment named 2021 Sportsman, Sportswoman of the Year Elaine Thompson-Herah and Hansle Parchment have been named the 2021 RJRGLEANER Sports Foundation National Sportswoman and Sportsman of the Year. Thompson-Herah had an outstanding year and was also named World Athletics Female Athlete of the Year based on, among other things, her Olympic gold medal triple in Tokyo and her impressive 10.54-second run in Eugene, Oregon. Parchment took victory after his unexpected gold medal in the 110-meter hurdles at the Olympics. The runners-up for the two major titles were Shelly-Ann Fraser-Pryce and Ronald Levy. Other significant awards presented were the Chairman's Award to veteran journalist Lance Whittaker; the People's Choice Performance of the Year Award to Fraser McConnell; the V.M. Group Y.O.U.T.H. Award to sprinter Tina Clayton; and the Gleaner Newspaper Iconic Award to Michael Holding. Also presented on the night were the InterSecondary Schools Sports Association (I.S.S.A.) Awards to Javier Brown of Jamaica College and Tina Clayton of Edwin Allen High. Windies White-ball Series Changed to two Venues The Indian Cricket Board (BCCI) has shifted next month's white-ball series against West Indies to only two stadia instead of six, to “mitigate biosecurity risks” amid the ongoing COVID-19 pandemic. Originally, the February 6-20 six-match series was scheduled for individual venues, but the BCCI said the three-match One-Day International phase will now be hosted at the Narendra Modi Stadium in Ahmedabad while the three-match Twenty20 segment will be played at Eden Gardens in Kolkata. “The decision to limit the series to two venues instead of six as originally announced has been done to mitigate biosecurity risks by cutting down on travel and movement of the teams, match officials, broadcasters, and other stakeholders,” a BCCI statement said. India is battling a new wave of infections with the south-Asian nation reporting 333,533 new cases last Saturday to lift overall active infections to 2.1 million. The country has recorded just over 39 million cases and 489,000 deaths since the start of the pandemic. Last December, West Indies were forced to abort the ODI phase of their tour of Pakistan following the three-match T20I segment, after a COVID-19 outbreak in the camp left them with a threadbare squad. Late last year, the BCCI had identified Ahmedabad, Jaipur and Kolkata as venues for the three ODIs and Cuttack, Visakhapatnam and Thiruvananthapuram for the T20 Internationals. Since then, however, cases have multiplied quickly as the highly transmissible Omicron variant has taken root across the country. The series will represent West Indies' first overseas trip of the year and will come on the heels of their ongoing five-match T20 International series in Barbados against world number one England. West Indies last toured India in December 2019 losing both the ODI and T20I series by 2-1 margins.
