T&T diaspora mourns death of former prime minister Kathy Barrett

Guyanese nationals visiting the United States have been warned against overstaying their time in the country.

The Diaspora and the world continues to mourn the passing of one the Caribbean's political stalwarts - Patrick Augustus Mervyn Manning, former Prime Minister of the oil rich twin island republic of Trinidad and Tobago. Manning, a geologist, who was one of the longest serving parliamentarians in the Caribbean, died at the San Fernando General Hospital on July 2, less than 24 hours after he was diagnosed with acute myeloid leukemia. As Prime Minister from 1991 to 1995 and again from 2001 to 2010, Manning led the country through a boom in its petrochemical industry, however this was not enough to prevent him from being defeated at the polls against a background of rising crime and reported corruption. Current TNT Prime Minister Dr. Keith Rowley said Manning's death “represents a tremendous loss not only to the propel of Trinidad and Tobago but also to the (Caribbean)

Community and the entire Caribbean region … he will be remembered as a visionary, a patriot and a Caribbean man who was committed to excellence and to the Caribbean Community. In this vein, I know that I will continue his legacy.” The sentiments have also been echoed by members of the Caribbean American community in South Florida. “Despite any political preferences it is sad that the country has lost one of its prime ministers who was responsible for the advancement of the nation since independence continues on B4 – Patrick Manning

According to Bryan Hunt, the outgoing Deputy Chief of Mission at the US Embassy in Georgetown, while the US has been increasing the number of non-immigrant visas to Guyanese nationals, the situation could be overturned if visitors overstay their time. “They need to continue to use those visas appropriately. Because if they do not and if we start seeing large numbers of Guyanese that either overstay continues on B4 US warning

Carib-American candidates strapped for cash Dr. Garth A. Rose Several Caribbean-Americans are contesting various South Florida public offices in primary elections on August 31 and general elections on November 8. However, based on the publicly accessible campaign finance activity of these candidates, some face a major uphill task. One of the more keenly observed race in the August 31 primary elections is the Florida House District 95 seat, being vacated by CaribbeanAmerican political pioneer Hazelle Rogers. The seat is being contested by Caribbean Americans Barrington Russel, City of Lauder lakes Mayor, Roxanne Valies, Anita Omphroy, Patrick Jabouin, Sr, and African American Robert

Lynch. However, despite the interest in this race for an office which represents thousands of residents in Lauderhill, Lauderdale Lakes, North Lauderdale, Margate, Tamarac and Sunrise, none of the candidate's campaign chest exceeds $20,000 according to information sourced from the Florida Director of Elections. “This a serious problem, one that prohibits qualified candidates, including Caribbean Americans, seeking elected office,” Rogers said. “Candidates need funds for mailings, advertising and general campaign strategy, but without the appropriate funding some candidates are seriously disadvantaged. Being elected to public office shouldn't be about money, but that's the way it is. The candidate who can raise the most funds has a chance of winning an election.” Each legal resident in South Florida is permitted by law to contribute $1,000 to a

municipal or state candidate's election campaign. Rogers said she's not sure if the general public is aware of this, but it's incumbent on the candidates to organize their campaigns to raise the required funding. Compared to the District 95 seat the four candidates in the District 92 seat to replace outgoing House Representative Gwendolyn Clarke-Reid has raised an average of $35,000. The most raised by one candidate is $54,000 and the least $18,000. In the race for Group 7 in the Broward County Judge race, Caribbean American Ian Richards is in a financial struggle having raised just over $6,000, while his opponent, Nina Weatherly Di Pietro has raised over $290,000. Contradicting the funding woes of several candidates, incumbent Broward Commissioner Dale V.C Holness has raised over $200,000 in

his District 9 re-election bid, with one of his challengers Florida Senator Chris Smith having raised over $180,000. Although candidates can loan their campaigns personal funds there's not much evidence of candidates using this avenue. “Some of us just don't have the funds to loan our campaigns,” one candidate said. On July 14, Broward voters can meet, learn about, and perhaps make financial contributions to the candidates at a Candidates Forum. Sponsored by the Greater Caribbean American Chamber of Commerce the forum to be held at the Merrell United Methodist Church in Lauderdale Lakes will feature candidates seeking judicial, county and statewide seats, including the Broward County District 9 Commission seat, and Florida State Seats Districts 92 and 95.

Credit card information being skimmed at gas pumps Dr. Garth A, Rose There are indications of an increase in fraudulent activities affecting South Florida consumers who purchase gasoline by inserting credit/debit cards at gas pumps. With evidence that scammers are more frequently accessing the card information from the gas pumps; starting in October, the penalty in Florida for fraudulently getting fuel with these credit card information jumps from a third-degree felony, which can bring a five-year prison sentence, to a second-degree felony, or up to 15 years. Several South Florida consumers, like consumers across the US, conveniently drive up to a gas pump and insert their credit/debit cards to purchase gas. However, Sydney Lewis, North Miami

fraud investigator advises “This is a very risky form of purchase. It's very easy for skilled crooks to access consumer's credit card information and funds. It may be inconvenient but it's safer to walk into the petrol station and pay at the counter for your gas.” Recently, the Florida Department of Agriculture and Consumer Affairs (FDACA) reported that over the past year, over 250 Floridians who purchased gas with credit/debit cards at gas pumps were defrauded an average of $1,000 by thieves who use a device called a “skimmer” to copy consumer information. The FDACA indicated 16 of the fraudulent cases occurred in Miami-Dade County. However, Lewis said he believes there're more unidentified cases by the FDACA probe. “I frequently am contacted by people with large

unauthorized withdrawals from their accounts after using their card at gas pumps. Clearly, these people were victims of skimmers.” Adam Putnum, FDACA Commissioner, said because of these skimmers, “real money” has been stolen from Floridians and visitors to the state. Last April, the Florida Legislature passed legislation to protect consumers from gas pump skimmers with harsher penalties. Governor Rick Scott signed the legislation into the law which becomes effective in October. Under the new law, along with the increase in the penalty to fraudulently use consumer's credit card information, petrol station owners will be required to improve security methods to protect consumers who use credit/debit cards at gas pumps.

Lewis said some owners have already taken steps to protect consumers. These steps include anti-fraud tapes placed over the credit/debit card receptacle to which crooks attach their skimming device “These tapes have seals which if tampered with shows stripes indicating the tape has been tampered with, serving as a warning to customers not to insert their card.” Another safeguard, according to Lewis is for station owners to install anti-skimming locks on gas pumps which prohibits skimmers attaching the skimming device. However, Lewis cautioned some skimmers are “so technological savvy” they are no longer using manual skimmers to defraud consumers, but are turning to “electronic wireless devices like bluetooth. Means also have to be introduced to make the information used at pumps bluetooth proof.”

Jamaica, T&T to strengthen bilateral relations

Supreme court rejects fingerprinting passenegers

Andrew Holness

Jamaica is negotiating a joint commission agreement with Trinidad and Tobago in an effort to strengthen its bilateral relations with Caribbean Community (CARICOM) countries. Addressing the ceremonial opening of the 37th summit of Caribbean leaders on Monday, Jamaica's Prime Minister Andrew Holness said he had observed that the regional countries have not paid much attention to strengthening their bilateral relationships within the 15-member grouping. “We believe that bilateral consultations supported by additional effort in the institutions of our Community can make the movement of labor equal with the movement of goods, extending the progress and benefit of the integration effort. “In this regard, we are pleased to be negotiating a

joint commission agreement with Trinidad and Tobago through which we hope to develop a mutually beneficial cooperation programme. We intend to undertake similar initiatives with other member states,” Holness said. In recent months, the relationship between the two CARIOM countries have been hit by allegations that Port of Spain had embarked upon a policy of deliberating deporting Jamaicans resulting in some sections of the private sector in Kingston calling for a boycott of goods and services from its oil“We believe that bilateral consultations rich Caribbean neighbour. supported by additional effort in the institutions Trinidad and Tobago's Prime of our Community can make the movement of Minister, Dr. Keith Rowley is due to pay an labor equal with the movement of goods.” official three-day visit to Jamaica on July 17. – PM Andrew Holness

The Supreme Court in Barbados has squashed plans by the government to introduce fingerprinting at ports of entry. The case brought by social activist and attorney David Commissong was heard by Justice Pamela Beckles after the government failed to file a defense within the stipulated 28day period. Commissiong said he was not surprised by the judge's ruling which deemed the matter null and void and unconstitutional. The Immigrations (Biometrics) Regulations 2015 was supposed to begin on April 1 but was delayed because of the court matter. Under the law all persons entering and leaving the country were to be fingerprinted. There were also plans to introduce facial scanning. The Immigration Authority of Barbados said those measures were intended to bring the country in line with international ports of entry regulations.

PM Chastanet not pleased with CARICOM

The Bahamas launches health programme

The new Prime Minister of St. Lucia, Allen Chastanet made some upsetting remarks while speaking to journalists at the recent CARICOM summit in Guyana. Prime Minister Allen Castanet is not happy with the way that CARICOM is going about its business and believes a change needs to be made. “In looking at it, it seems that CARICOM has a very wide agenda and I’m not so sure there are enough resources within the CARICOM to deal with all the issues,” he said. Chatanet believes that collaboration being the key to the success of the regional organization and the regional countries. “Everyone can work together on the basics to make them work better for Caribbean citizens.” Chastanet also said that he agrees with the decision by Prime Minister Andrew Holness, of

Chastanet

Jamaica, who plans to review Jamaica’s role in the CARICOM. Jamaica has witnessed a slew of debates on the country’s future in the organization as its citizens question the benefit of the organization to the country. This debate was triggered by trade imbalances between Jamaica and the CARICOM and disputes with the Twin Republic, Trinidad and Tobago.

The Bahamas has launched a programme aimed at protecting the health and wellbeing of its visitors and nationals. The Tourism Health and Safety Programme (THP) was developed in collaboration with the Trinidad-based Caribbean Integrated Public Health Agency (CARPHA) as part of a regional tourism and health project funded by the Inter-American Development Bank (IDB). The Bahamas is one of six participating countries involved in the initiative, which aims to provide cost-effective and quality health, food safety and environmental sanitation solutions to health, safety and environmental sanitation threats impacting sustainable tourism in the Caribbean. “I believe that we only stand to benefit from ensuring that our guests are healthy and protected. With tourists being much more conscious about their health when they travel, it is important that we take steps to ensure that they not only feel safe, but have health facts readily available about our country,” said Tourism Minister, Obie Wilchcombe. CARPHA in partnership with the Caribbean Tourism Organisation (CTO) and Caribbean Hotel and Tourism Association (CHTA) established Regional THP in January 2014.

Talk UP Has Hillary Clinton's email debacle negatively impacted her Presidential campaign? Travis – Pembroke Pines, FL This is important and it's good that the government is holding people accountable. This situation has brought a few things to light that she probably didn't want to reveal. All politicians have made errors. Unfortunately for her, some of hers are on display for all to see. This could definitely skew people's view of her. She has been serving this country for a long time so I don't think that this would prevent her from continuing to serve well, but I hope that she has learned from the experience and can make something positive out of it. Althea – Miramar, FL It's not a big deal. She's been cleared of all charges. I don't know why people just don't leave Hillary alone. We need a woman leader. All this excitement is being used as a distraction. She is more than qualified for the job. She has been serving this country well for many years. This email situation does not change these facts. It's time for us to focus on the issues that really matter and get off her back. Claire – Lauderhill, FL It will affect her in some respect, but not as much as Trump would hope. She was wrong. She made a mistake. Sometimes we make the best decision that we can make in light of our circumstances. I don't know all the details surrounding why she did what she did, but at the time, she may have thought that she was doing the right thing. I think that she will learn from her mistakes. She has a good chance of being the first female President of the United States and I am with her all the way. Nathan – Miramar, FL It's not a big deal! This is a witch hunt. Those who know and have followed Hillary throughout her many years of service and are aware of the great job that she has done need to move past this and continue to support her. This does not affect her campaign nor does it affect what she has to offer to the American people as the first Female President of the United States. Those who are against her will continue to oppose her. They will continually find things to attack her with. She has nothing to hide. She has declared her truth. Let's move on. She is the right person for the job. Shenice – Miami, FL Yes, this is a big deal. She made a major mistake with her handling of sensitive information. She was not careful. Someone in her position should have known better. This type of behavior shows that she is not responsible enough to be president. I have never really identified with her so this further diminishes my view of her as a leader. Her morals and personality are not for me. With that said though, I don't think that this error is enough to totally disqualify her from being President. Natiesha – Miramar, FL I think that this is a big deal, but we have to keep it in perspective. Situations like these call into question the integrity of the candidate running for office which in turn affects the level of trust. It is important that we are able to trust our elected officials. Unfortunately, politics generally boils down to choosing the lesser of the evils. Although her actions were questionable and have negatively impacted her campaign, I think that people might be willing to overlook certain indiscretions considering the alternatives that exist. Livingstone – Miami Gardens, FL I don't know all the facts of the case, but it seems to me that she made a mistake. This misstep is not one to be swept under the carpet, justice must be served. I don't know if this is something big enough to hinder her campaign.

The pivotal youth vote With the November 8, 2016 general elections drawing closer, it's becoming more apparent that one of the more critical voting blocs will be voters under age 35, born between 1981 and 1998. These youth voters or “millennials,” according to a recent Pew Research Center study, are estimated at 69.2 million individuals, including some 4.5 million in Florida, second to the bloc of voters age 52 to 70, the so-called “baby boomers.” Prior to the 2008 general elections, it was generally considered that the youth were the most reluctant group of voters with only 52% of eligible voters going to the polls. However, in 2008, candidate Barack Obama, a relatively young man at age-47, successfully targeted the support of youth voters. Using mediums like social media, he was able to capture the interest of this voting bloc which included large percentages of African and Caribbean Americans pushing the voting percentage to 66 percent. They believed the Obama administration would bring about the type of change they sought; and with their overwhelming support, he was able to win in 2008 and despite some disillusionment again in 2012 elections, the numbers increased to 67 percent. In 2004 the youth voted approximated 52 percent, but increased significantly to 66 percent in 2008 and slightly higher to 67 percent in 2012. It's 2016 however, and the youth disenchantment has grown with what they perceive as a distrustful political system branded as the 'establishment.' Most are progressive in their views, and are frustrated with the political gamesmanship that they believe consistently blocked progress.

GRAPHIC DESIGNER There's increasing concern that with the high negatives of the nominees and the traditional issues being pushed by both Democrats and Republicans, the youth vote could revert to pre-2008 levels. A recent Quinnipiac poll in Florida indicated only 55 percent of eligible youth voters are willing to vote in November. Other polling among eligible Caribbean-American youth voters was slightly better, indicating a 59 percent willingness to vote. While elected officials in Washington are focused on their political career and on getting reelected, the youth steadfastly are looking for solutions to their matters of concern. A recent Pew Research showed over 77 percent of youth voters are interested in raising the federal minimum wage from the current $7.25 per hour rate. Other research has shown that they're also interested in free college, income equality, immigration reform, abortion rights, racial equality, increased health insurance coverage through a single-pay system, and a fairer justice system. Prior to the commencement of the presidential primary elections in January, it was taken for granted that the youths were supportive of Democratic candidate Hillary Clinton. However, during successive primaries, they showed more support for her Democratic rival Bernie Sanders. Although Sander is 74

years-old, his progressive message resonated with the youth. Repeated surveys show Clinton and Trump have trust issues. A Harvard University poll conducted in April among youth voters show 53 percent had a negative impression of Clinton and 74 percent of Trump, although Clinton led Trump 61 to 25 percent in voter preference. Also, with Trump and the Republican Party persisting in painting Clinton as dishonest over her usage of a private server for Department of State e-mails during her tenure as Secretary of State, it's feared that this could further erode her likeability with youth voters. This is a serious situation, one that begs urgent attention. It would be extremely unfortunate if the youth vote declines in 2016. The nation's future belongs to our millennial citizens and they can't afford to stay away from the polls even if they are unexcited with the presidential candidates. They therefore have a responsibility to vote to elect the president and administration they believe they can have the most influence with, in furthering their cause. They cannot risk America electing a president who is unqualified for the unenviable responsibility of leading the nation in these challenging times.

Privert’s interim term expires; What next? Haiti's Parliament once again failed to decide what they are going to do about President Jocelerme Privert whose term has expired but remains in office due to the the absence of an election to resolve the latest leadership disagreement. A joint National Assembly session went on for hours with no vote taken but plenty arguments and tempers raised. Haiti's senators and deputies have avoided a vote for two weeks on whether to extend the mandate of acting President Privert or open the door for another provisional leader. Privert's 120-

day mandate expired two weeks ago under the terms of an accord implemented in February which helped bring him to power. Already dismal public perceptions of many Haitian politicians appear to be lowering as a slew of economic, health and other challenges worsen in the country. "I just wish these people could find a way to compromise and move on. It seems like there is no end to it," said Beatrice Pantal, a hair stylist in the capital of Port-auPrince. U.S.A Ambassador to Haiti, Peter F. Mulrean, shared his concern about the current situation in Haiti saying that it is time for Parliament to decide the next steps as planned in

UN says more investment needed to battle healthcare A top United Nations official says while the incidence of cholera in Haiti has decreased by 90 percent since an outbreak that began shortly after the devastating earthquake of 2010, more investment is needed in the country's healthcare system to fully eliminate the disease and address other health challenges. “A lot of progress has been made in terms of controlling the disease,” said Marc Vincent, UN Children's Fund (UNICEF) Representative for Haiti. “But a lot more work needs to be done to eliminate it. We've come a long way; but, obviously, we need a lot more investment, and it's going to take more time to ensure that all Haitians – particularly Haitian children – have

access to clean water and good sanitation facilities,” he added. Vincent cited the need for “a huge and massive investment in the healthcare system” in Haiti, stating that between US$3.5 million and US$4 million per year is needed to maintain the rapid response mechanism in Haiti. The rapid response consists of 50 teams that are dispatched to every reported cholera case in the country. The teams help to sanitize the affected household, as well as work with family members to provide oral rehydration treatment and explain what needs to be done to avoid future transmission.

Haitian Saga Continues in DR Dominican Republic - Haitians in the Dominican Republic are in uproar over a recent announcement made by Jose Ramon Fadul, Minister of the Interior and of the Dominican police, stating that effective July 17th, a potential 143,000 foreigners (mostly Haitians) will be at risk of deportation, due to the expiration of their 1-year temporary permits issued last year as a substitute for expired or missing official documents required for legal status in the country. For these residents, this means that they may potentially face repatriation to their countries of origin. Many Haitians took to the streets outside of the Haitian Embassy in the Dominican Republic this week in protest, demanding their documents, of which they are claiming 98,000

Electoral officials have announced recently that a new presidential election will be held in October with new safeguards in place to avoid the fraud that corrupted and postponed last year's election. Visa options for foreign entrepreneurs Attorney Caroly Pedersen There are several immigration visa options available for foreign entrepreneurs who desire to start their own U.S. business or to make an investment in the U.S. and obtain a Green Card. E-2 Visas are issued inside the U.S. for two years, and can be extended every two years virtually forever, as long as the U.S. company continues to operate. E-2 Visas issued abroad at U.S. Consulates can be for up to a period of five years. Dependents are also issued E-2 Visas in order to live in the U.S. and Spouses are issued Work Permits. E-2 Visas require an investment in and ownership of at least 50% of a new or existing U.S. company. A safe minimum investment, with a high likelihood for USCIS approval, would be $80,000 USD or higher. Lesser investment amounts are eligible, but can be more difficult to obtain USCIS and U.S. Consular approval. However, even with all its other great benefits, the E-2 Visa does not lead to a Green Card. E-2 Visas can be approved in as little as 30 days or so, depending upon the U.S. Consulate abroad. L-1 Visa: L-1 visas allow foreign companies from any country to open branches and subsidiaries in the U.S. and to transfer executives, managers and other specialized personnel to the U.S. in order to work in the company and in many cases, obtain Green Cards. Once the U.S. company has been in full operations in the U.S. for a year with income and employees, the L-1 Executive or Manager may qualify for residency as a Multinational Executive. The main criteria the USCIS uses when considering Green Card cases are the number of professional workers and employees – the higher the number, the better the chance of approval. So when

determining how much investment will be required for an L-1 visa and U.S. Residency process, payroll costs and other operational expenses must be calculated.L-1 Visas can be approved in as little as 15 days with premium processing. Dependents are also issued L-2 Visas in order to live in the U.S. and Spouses are issued Work Permits. The EB-5 Visa: One of the best Immigrant Visas for a Green Card through investment is the investor visa, which allows foreign investors to invest approx. $550,000+ in a USCIS approved investment center and receive U.S. Residency (Green Cards) for themselves, their Spouses and all minor Children. Current USCIS processing time is about 16 months. Since this investment visa allows investors to obtain Green Cards for themselves and all their immediate family members, it is often the most cost-efficient approach to immigrating to the U.S., being used by thousands of investors every year. The key to success in EB-5 investment is to invest in a safe, established investment center which has long record of success. However, with so many investment centers competing for investor funds, choosing the best one requires great care. Unfortunately, there have recently been some high profile fraud cases, even with several respected centers, including projects at Jay Peak in Vermont. As a result, investors may want to have an independent company review potential projects, prior to making the investment. The great benefit of this investment is that once the investment is made, the investor and his family can live, work, operate their own business, retire and do anything they desire in the U.S., while still obtaining a Green Card. For investors desiring to operate their own U.S. business, the EB-5 program also allows foreign investors to invest $500,000 in their own business, in certain economic zones and obtain a Green Card, as long as they employ 10 U.S. workers for two years. Question: An elderly lady, age 82, is a naturalized citizen and would like to file for her adult kids in Jamaica who are not married. Since she's retired and getting her pension and government benefits, how does that income affects her paper work? Would she need an affidavit of support? Thanks. Answer: Once the family petitions are filed by the U.S. citizen mother for her children in Jamaica, in the F1 Family Immigration category for single, adult children age 21 years or older of U.S. citizens, there is an immigrant visa waiting line of about seven years. No financial documents are required to be submitted until a visa becomes available down the road, once her children begin consular processing to immigrate to the U.S. At that time in 7 years, if the U.S. citizen mother's income does not meet the minimum requirements, she can get a joint sponsor whose income does qualify. However, it's very important to understand that all sponsors must submit an affidavit of support during the immigration process, whether their income meets the guidelines or not. I hope this is helpful to you. Question: Attorney, greetings, I am writing to your email asking if you are able to help me apply for permanent residency in the U.S through my dad, who is a permanent resident, or through my grandmother who is currently a citizen. I have a visa for 10 years to enter and I've never overstayed here. I always obey the law. I am 28 years old, single and I don't have kids. Right now I am in Ft. Lauderdale. Answer: Yes, we can apply for your immigrant visa through your resident father, but the waiting line for adult, single sons and daughters of U.S. residents (Green Card holders) in the F2B Immigration category currently takes about 7 years. So you won't be allowed to stay and live and work in the U.S. while you are waiting. Your grandmother cannot sponsor you directly. You can look for other options to stay in the U.S. legally, like applying for an F-1 visa for school, but I advise you to apply for it at the U.S. Consulate abroad. Please let me know if you have any questions. Question: Hello, I am Colombian in the US on an expired student visa. Me and my American girlfriend just got engaged and plan to get married in a few months. Once we get married, will she be able to sponsor me and my 9 year old daughter, even though our student visa is expired? Can we stay here and get our Green Cards or do we need to go back to Colombia to get it? Answer: As long as you entered the U.S. legally,( even if your I-94 may now be expired), once you and your girlfriend are married, you are eligible to stay in the U.S. and adjust your status to U.S. Residency. Your U.S. Citizen wife can also sponsor your 9 year old daughter. You are both in a special Immigration category called “IMMEDIATE RELATIVES” (for Spouses, Minor Children/step children & Parents of U.S. Citizens). Under Immigration regulations, in order to qualify for a step-child/step-parent relationship, the step-parent and the child's biological parent must be married BEFORE a child reaches the age of 18. Since your daughter is under age 18, she is technically considered to be the child of your U.S. Citizen spouse, for immigration purposes and can adjust status along with you in the U.S..Let us know if you want our assistance in obtaining your residency.

Jahlisa Harvey The American Black Film Festival (ABFF) held June 15 to 19 in South Beach, Miami this year, gathered a myriad of notable Black actors, directors, and screenwriters to discuss upcoming projects and the state of the industry for black creators. In “A Conversation with” panel, the festival’s celebrity ambassador, rapper Common, highlighted the importance of such platforms to push the black creative community forward. “As black actors and directors, we’re not allowed to be mediocre.’ said Common during his discussion. “We have to strive for black excellence in order to open doors for others.” Other celebrities who participated in the event included Nate Parker and Gabrielle Union, who both discussed their upcoming and anticipated release of “Birth of a Nation,” as well as Tichina Arnold, Cedric the Entertainer, Bishop T.D. Jakes, and Deon Cole. In addition to the slew of big names and big film releases, the festival also sought to champion up-and-coming talents, particularly through the HBO Short Film Competition. One winner of the HBO HBO competition includes Jamaican-born Philiane Phang for her award-winning film “GUBAGUDE KO (Blood Is Upon Them),” which screened at the festival. The film tells the story of a man who witnesses a young woman’s rape, and struggled with the guilt of his inaction.

HEALTH

Do I Have Periodontal Disease? Dr. Sharon Robinson Periodontitis is a term used to describe a group of conditions that involves inflammation of the gums and other structures supporting the teeth. Periodontitis is caused by bacteria found in dental plaque and often, but not always, starts as gingivitis. In trying to eliminate the bacterial infection, your body produces substances that destroy the structures holding the teeth in the jaw, including the periodontal ligament and underlying bone. As this process continues, the teeth become loose. Pockets form between the teeth and gums, allowing more bacteria to accumulate. Left untreated, periodontitis can result in tooth loss. Periodontitis usually is relatively painless. The onset of significant pain may signal the development of an abscess. Older adults are more likely to have periodontitis. Also, people who smoke are four to seven times more likely than nonsmokers to get periodontitis, as smoking may impair the body's defense against bacteria.

Symptoms Symptoms of periodontitis include reddened, swollen or bleeding gums, receding gums, loose teeth, bad breath, as well as an unpleasant taste in the mouth. Many people, however, remain unaware of these symptoms, or do not believe they are signs of a serious problem. Unlike gingivitis, periodontitis cannot be completely reversed. In some situations, the supporting fibers and bone that have been lost can be regenerated. In most cases, however, particularly in the advanced stages of the disease, the effects are permanent. However, treatment and improved oral hygiene at any stage can improve the health of your gums and prevent further destruction.

Prevention Daily brushing and flossing (morning and night) and regular visits for professional cleaning can help prevent periodontitis or allow you to have it treated during its earliest stages. If you smoke, quitting will reduce your risk significantly.

Treatment Treatment depends on how severe your periodontitis is. Dentists classify the disease as mild, moderate or severe. Mild periodontitis is usually treated first with a thorough cleaning called scaling and root planning. Scaling removes plaque or calculus that has accumulated on the crowns of your teeth (the parts that show) and slightly below the gun line. Root planning removes plaque or calculus from the roots of your teeth, making it more difficult for bacteria to cling to them. This, combined with good oral hygiene at home, often proves enough for successful treatment. Moderate periodontitis may require more than scaling and root planing. Typically, your dentist will scale and root-plane your teeth. If this does not take care of the problem, he or she may decide that you need surgical treatment. Surgery can involve reshaping the gums to fit the teeth (resective surgeries) or encouraging lost bone to regrow (regenerative surgeries). Your dentist will decide whether you will need surgery and what type you need. Dr. Sharon Robinson DDS may be reached at The Dental Place, located at 6738 W Sunrise Blvd, Suite #105, Plantation, Fl 33313. Dr. Robinson may be contacted at 954-792-1857 or visit the website www.dentalplace4u.com.

The Power Walk UM reports recommends “Walking Meetings” for office workers Changing one seated meeting per week into a walking meeting is enough to increase healthy physical activity levels for workers, according to a newly released University of Miami (UM) study. UM researchers recruited white-collar workers from a large university in Florida to participate in the pilot study, aimed at analyzing the effects of boosting physical activity in the workplace. Participants wore an accelerometer to measure physical activity levels during the work day over a three-week period and reported their experiences to researchers. The study's findings show that employees were able to clock an extra 10 minutes of moderate-tovigorous physical activity. The average combined moderate/vigorous physical activity reported by participants increased from 107 minutes in the first week to 114 minutes in the second week and to 117 minutes in week three of the study. The could make all the difference in a healthier lifestyle, as the study authors note many jobs in the white-collar workforce involve a large amount of sitting time, which can increase the risk for obesity and other related diseases such as hypertension and diabetes. The study concluded that adopting a walking meeting protocol in the workplace was feasible, accepted, and successfully executed by study participants. “Physical activity interventions such as the Walking Meeting protocol that encourage walking and raise levels of physical activity in the workplace are needed to counter the negative health effects of sedentary behavior,” said the report.

Trinidadian law student at the University of Miami, Bridgette Morais, also mourned Manning's passing. She said, “Patrick Manning's long illness and now his sudden death, is a Caribbean tragedy. He still had a lot to offer to the country and it's sad to lose him just at age 69, when candidates of similar age are currently seeking the presidency in the United States.” Manning, entered the political arena in 1971, under the leadership of the late Eric Williams, who was the country's first Prime Minister and founder of the People's National Movement (PNM). Manning assumed leadership of the PNM in 1986. He will be remembered as the PNM's leader who survived the crushing 33-3 seat outcome of a general election when the National Alliance for Reconstruction – an amalgam

He will also go down in history for calling two general elections ahead of the constitutional deadline, including the 2010 poll that brought the People's Partnership government headed by former Prime Minister Kamla Persad Bissessar to office. Manning was one of TNT's longest serving member of parliament, having represented the San Fernando East constituency for 44 years. Although he suffered a stroke in 2012, he still expressed interest in contesting the September 2015 general elections, but announced his retirement from politics in January that year. A State Funeral for the former prime minister will be held on Saturday, July 9 at the Cathedral Church of the Holy Trinity in Port of Spain. He noted that in the past, several Guyanese nationals would stay past the time given to remain in the country and would find jobs and live illegally in the U.S. Many of them are still illegal immigrants. Hunt explained that the U.S will continue to make it easier for Guyanese to be granted non-immigrant visas as long as they continue to see the high return rate.

BLACK ON BLACK CRIME SOLUTIONS PANEL

COMMUNITY EVENTS

The “Power of the Vote!”

Miami Music Project

The 3rd Annual Black On Black Crime Solutions Panel, The “Power of the Vote!” is this year's theme for the annual Black on Black Crime Solutions panel discussion. Over 3 million people in the United States cannot vote, and most of them are blacks. The purpose of the annual event this year is to bring tangible solutions to the voting problems that plague the urban community. Courage To Believe International, a nonprofit mentoring organization, is bringing experts to the table that are on the frontlines of the battlefield in order to improve the lives of those living and working in the urban community. “It is both an honor and privilege to have

this event three years straight. I felt compelled to host this event with a political twist, since its election year,” says Kevin Dorival, president of Courage To Believe International, Inc. Every year this event is supported by inkind services and donations from concerned citizens and educators around the country who have invested in the mission and the necessity of the event. Since 1980, there has been approximately 325,000 deaths of black men at the hands of black offenders (2010 Bureau of Justice Statistics). Statistics also show that about 38% of the black males in America are either in prison, on probation or on parole, which means, due to their criminal record, they are unable to vote in

Miami

elections. “Unfortunately,” said Dorival, “until we address the root cause of these behaviors, we will continue to see young black males end up included in these stats. We must seek to stem the tide of black males that die by a violent crime perpetrated by another black man or that become trapped in the justice system as a part of the offender population.” The celebrity panel will feature Dale Holness, Broward County Commissioner, District 9 Judge Kal Evans, retention election, Group 2, Broward Sheriff, Scott Israel, Student Minister, Roland Muhammad, and hosted by Suzette Speaks.

GCACC hosts Candidates Forum for Broward seats The Greater Caribbean American Chamber of Commerce (GCACC) will be hosting a Candidates Forum for candidates for Countywide and Statewide Offices in November. This includes Broward's County Court Judicial seats, the Broward County District 9 Commission seat, Florida State Seats Districts 92 and 95, and the Broward County Sheriff. The forum will be held at the Merrell United Methodist Church in Lauderdale Lakes, from 6 to 9pm and includes the County Court Judicial Candidates at 6pm, District 9 County Commission Candidates at 7pm, followed by candidates for statewide races at 7:40pm.

Candidates for Broward County Sheriff will be at 8:30pm. “GCACC thought this would be a great opportunity for the candidates to address issues that are of specific concerns to the Caribbean community,” said Michael Young, President of the GCACC. “The issues of our Caribbean community are sometimes unique and our community look to leaders that can offer solutions to these concerns.” The purpose of the Candidates Forum is to increase the Caribbean-American community's interest and involvement in the election process and to give Broward County voters an

Dywane Wade returns to his hometown of Chicago; signs for the Bulls

D. Wade exits Miami Heat

Fans and supporters of the Miami Heat are expressing shock and disappointment at the decision of former Heat guard and star Dwyane Wade to leave the team to join the Chicago Bulls next basketball season. After the end of the 2015/2016 season there were no indications Wade, who has been with the Heat since 2003, when he began his professional basketball career, had intentions of leaving. However, he surprised fans at the end of June when he announced he was opting out of his contract with the team to enter the free agency market. At the time it was reported he was discontent with the Heat management's decision to offer him a new one-year contract of $10 million. On July 1, the first day of free agency, the Heat offered center Hassan Whiteside who has been with the team for only the last two seasons a contract worth $98 million over 4 years, and was one of four teams seeking former Oklahoma Thunder guard Kevin Durant with an offer in excess of $20 million. After Durant decided to take an offer from the Golden State Warriors, the Heat revised their offer to Wade, offering a two-year contract of $20 million for each year. However, Wade continued to hold interviews with the Denver Nuggets on Tuesday, and although he also met with Mickey Ariston, the Heat's owner, on Tuesday night following an explosion of tweets on social media, he confirmed he was going to the Bulls who has offered him $47 million over two years. Heat fan, Brian Wolfe who migrated to Miami from Jamaica in 2003 when Wade joined the Heat said “I became a basketball fan and Heat lifer because of Wade. To me he was the heart and soul of the Heat. I can't believe he is leaving.” Donald Given, a power forward who is trying to make the FIU basketball team, said, “I hate what's happening in professional basketball. Gone are the days when players were dedicated and loyal to a particular team. Now it's all about money. Fans give their hearts to a player for years. Identify their team with that player, then suddenly that player leaves for another team and desert his fans. Jamaica’s U-19 head to Rugby Americas Head Coach Huntley Anderson is optimistic about the Rugby Americas North (RAN) tournament in Miami, Florida. The tournament runs from July 9th to the 16th and features 23 matches, 14 teams and a variety of administrative and educational events to further develop rugby in the region. Both the Men’s U19 Championships and the inaugural Women’s 10-a-side tournament will be played and streamed live throughout the week. The 24-man Jamaican squad, comprised of all Corporate Area players and one Canada-based player, is scheduled to depart the island tomorrow for the tournament which was formerly known as the North America Caribbean Rugby Association (NACRA), the body in America which is responsible for rugby development under the International Rugby Board (IRB). July 10 the Jamaican team will play against against St Lucia, before they meet against teams of Guyana and The Bahamas, where a win will guarantee them to play in the premier cup competition. “The perks for that (Cup) competition is that we are coming up on some World Cup qualifiers youth championships. So what you would find is that if it is that we would have qualified to play against the top opponents, it would give us a better opportunity to start preparing,” Huntley Anderson said. Anderson, who will secure his first cap as coach on the international stage, said the team has been in preparation mode since April, when they started out with 60 hopefuls before selecting the final squad. “Our preparation has been great so far; basically what we have been doing is finalising our tactics in terms of game play. In terms of our style of play that we are working on, you will find that we are more of a contact team and that is basically what I am finalising for them now,” said Anderson.
