proposedoffshorewind(OSW)farm 15milesoffthecoast.Thatconditionalusezoningpermitrequestwasrecently deniedbytheSussexCountyCouncil, despiteaunanimousrecommendation forapprovalbythecountyPlanning& ZoningCommission.

PJMthismonthannouncedthatits IndianRiverUnit4—a411-megawatt generatorownedbyNRGEnergyof Houston—couldbetakenoffline withoutnegativeimpactstopowerreliability.TheIndianRiverplant,whichat onetimeoperatedfourcoal-firedunits, firstcameonlinein1957,accordingto Powermagazine.

PJMsaidDelmarvaPower,which ownstheregionaltransmissioninfrastructureinthearea,hadcompletedsystemupgradessupportinggridreliability, enablingthecoal-firedunittoshut downsafely22monthsaheadofitspreviouslyscheduleddecommissioningdate. InJuneof2021,NRGhadtoldPJM, andpubliclyannounced,thatitwanted toretireIndianRiver4byJuneof2022.

PJMconductedananalysisofgrid reliabilityin2022,thensaidclosingthe unitwouldcreateissuesforthepower grid.Thegridoperatoridentifiedseveralpossibletransmissionupgradesto addressthoseissues,andestimated thoseupgradescouldbecompletedby theendof2026.TheyaskedNRGto

keeptheplantonline,underaReliabilityMust-Run(RMR)agreement,while thoseupgradeswerebeingcompleted. However,theupgradeswerecompleted aheadofthatschedule.

DelmarvaPoweronDec.18,2024, said ithadcompletedtheVienna-Nelsonlineupgrade—thelastpieceof transmissionupgradesthatwouldallow IndianRiver4toberetiredwithoutcreatinggridreliabilityissues.

“Delmarva’sgoodworktocomplete thisprojectfaraheadofscheduleisa winforourcustomers,bothfromareliabilityandaffordabilityperspective,” saidMikeBryson,seniorvicepresidentoperationsatPJM.“PJMregardsRMR arrangementsasalastresorttokeep units temporarilyoperationaltomaintainsystemreliabilitywhilewemake transmissionimprovementstobalance thesystem.”

“The2024-2028DelawareStateEnergyPlanmapsoutstrategieswecan deploytomeetthestate’senergyand emissionsreductiongoalswhilemaintainingareliableandresilientgridand increasingenergyjusticeindisadvantagedcommunities,”saidDNRECSecretaryShawnM.Garvinatarecent stateenergyplanrolloutinDover.

The stateenergyplanwaslastupdatedin2009,morethan15yearsago.

“Conditionswillevolve,andnew technologieswillbedeveloped,”hesaid. “So,whileourenergyandclimateplanningeffortsrequirelookingaheadasfar as2050,thisiterationoftheplanisdesignedtoguidetowardourgoalsforthe nextfiveyears,”saidGarvin.

Thestateenergyplansreviewedon Dec.19,atapressbriefinginDover, calledfortwonewprovisions:energyefficiency inhomesandbusinessestoenable achievementoftheState’sgreenhousegas emissionsreductiongoals;andgridmodernizationtoovercomenewandemergingchallengestogridreliabilityandtake advantageofnewenergyopportunities, includingwindandsolar.

Garvinsaidheisconfidentthatoffshorewindenergywillremainapartof Delaware’sfuture.Hesaidhebelieves thefinaldealisnotclosedontheU.S. Windproject,despitetheCounty’spermit rejection.U.S.WindintendstoappealSussexCountyCouncil’sdecision, underapendinglawsuit,topushfor conditionalzoninguseoftheNRG plantlocationnearDagsborototapin tothepowergrid.

Awoodstovewasusedtoheatthe rooms,andtheolderboyscarriedwood fromoutsidetofeedthefireandkeep thestudentswarm.

Doreyrecalledalittlegirlwho walkedtoschoolbyherselfonafrigid day.

“Bythetimeshegotthere,shewas chatteringandshewasverycold.Itwas adangeroussituation,becausethechild

wassocold.Mymomtookherbehind thewoodstove,tothewarmestpartof theclass,untilshewasoutofdanger,” Rieleysaid.

“Thatday,wedidn’tuseanymodern conveniences,”sheaddedofthelesson. “Wetookwhattheywouldhave broughtforlunch.Iaskedmymom, ‘Whatwouldyouhavebrought?’and shesaidhunksofbread,hunksof cheese,aboiledegg,apieceofcooked sausage.So,wetookaperiodlunch,and wedidn’tuseanyplastic.Wewrappedit incleanteatowels,astheywouldhave doneinthosedays,”Rieleysaid.

Inthosedays,therewasnoindoor plumbing,sostudentsusedouthouses. ButatGodwinSchool,theouthouses arenotfunctionaltoday,soJohn Mitchell—presidentoftheMillsboro HistoricalSociety,whohasbeeninvolvedinrestoringtheschoolandwho livesacrossthestreet—openedhis homeforthechildren’suse.

“ Wewerethefirstgrouptohave classtherein88years.Ourclotheswere periodcostumes.Wehaveclothesfrom differenterasbecausewedoCivilWar reenactments,sowehadtheclothingin stylesrangingfromthe1860sto1930,” Rieleysaid.

ThehistoricGodwinSchool,which hasbeenrefurbished,getsfundingfrom theSussexCountyCouncil.Rieley’s husband—CouncilmanJohnRieley— hasgivengrantsfromhiscouncilmanic budgetforitsupkeep.

“Myfamilyhasbeenherehundreds of years,soIamanativeSussexCountian,”Mrs.Rieleyexplained.“Mygrandfatherboughtaone-roomschoolhouse whereIgrewup.Ithadtwochalkboards.Ihaveoneofthem,andmykids havedoneschoolworkonit.Theother one,mygrandfatherdonatedtothe GodwinSchool,”sheexplained.

IRHSbandtobenefitfromtree-recycling

TheIndianRiverHighSchool marchingbandandtheIRBandBoostersassociationwillhostaChristmastreerecyclingeventthisSat.,Jan.4,at ParsonsFarmsProduceinDagsboro.

ClarkTreecompanywillprovidea woodchippertochopdiscardedholiday treesintomulchandcompostmaterials. Therecyclingprogramwillrunfrom10 a.m.to1p.m.onSaturdayatthefarm marketparkinglot.Familieschoosingto

recyclewillalsoreceiveband-booster recognitionand10percentoffonanyfuturetree-work,accordingtothecompany.

IRHSbandmemberswillbeavailabletohelpcustomersremovetreesand placethemnearthechipperforrecyclinganddisposal.

HeatherClarkofClarkTreesaid, “Wearedelightedtoagainhelpthe band,andthisisoursixthyeardoing theservice.Itisimportantforustosupportthemusicdepartment,becauseall ofmykidsarebandkidswhowent throughthelocalmusicprogram.”

Inthepast,thetreechippingevent hasusuallybeenhostedatG&E Hocker’sSuperstoregroceryonRoute 26.However,Clarksaidthatwiththe constructiongoingonneartheHocker’s parkinglot,anewlocationwasselected.

DNRECandtheDelawareDepartmentofAgriculture(DDA)haveannouncedthatlaboratorytesting conductedbytheUniversityof Delaware’sAllenLaboratory—partof theNationalAnimalHealthLaboratory Network—returnedpresumptivepositivefindingsofH5avianinfluenzain sickanddeadsnowgeesecollectedon Dec.27incoastalSussexCounty.

Inresponsetothefindings,thestate of DelawarehasestablishedaJointInformationCenterwithDNREC,DDA, theDelawareDivisionofPublicHealth (DPH)andtheDelawareEmergency

ManagementAgency(DEMA).

ThedetectionsmarktheDelmarva region’smostrecentconfirmationofH5 avianinfluenzainwildbirdssinceMay 2022,whentheviruswasfoundthrough wildlifesurveillanceinblackvulturesin HarfordCounty,Md.Avianinfluenzais knowntobecarriedbywildbirds—especiallywaterfowl,raptorsandvultures.

Wehaveatremendouscommunity.

Ifyouthinkaboutit,weareourownlittlemeltingpothere,comprisinglocalfamilieswhohavebuiltupthiscommunityforgenerations,youngfamilieswhohavemovedherewiththehopesofraising theirchildreninasafe,nurturingenvironment,andretireeswho bringyearsofexpertisefromtheirprofessionallivestohelpserveour localnon-profitsandmunicipalities.It’sahodgepodgethatsometimesleadstodustupsonsocialmediaplatforms,butitusuallyworks outprettywell.

Theproblem,itwouldseem,isthatourmeltingpothasgotten quitefull,andwehaven’texactlydoneagoodjobofpreparingfor thatbybuildingabiggerpot.Orevenpickingupnapkinsfortheinevitablespill.

Infrastructureneedstobeonthemindsofourlocal,countyand stateofficialsthisyear,andthatmeansitneedstobeonthemindsof ourcitizensaswell.Thepublic100-percenthastheabilitytoshape decisionsmadebyourelectedofficials,andifthepublicstandsup

andsaysweneedmoreroads,animprovedpowergrid,moreservices, etc.—well,guesswhat?

Itwillbenoticed.

Growthisinevitable.Wehaveanidylliccommunity,andthe largestgenerationofthisnation’shistoryhasreached,orisreaching, retirementage.Whatbetterplacetosetupforthelonghaulthana communitywithbeaches,aslewofotherretireesandcloseproximity tomostofthemajorcitiesontheeasternseaboard?Toaddtothat, thepandemicofafewyearsagoopenedtheproverbialdoorforalot ofpeopletoworkremotely,andtheyfoundouttheylikeditandthat alotofpeoplecandotheirjobsjustfinefromherewithoutallthe headachesofwheretheypreviouslylived.

Thataddstoagrowingpopulation.Anditaddstotheimportanceofplanningandbuildinginfrastructurethatcansupportthat growth.

Icorrectlystatedthatthelawsuithad beenfiledagainstBOEM,notagainst U.S.Wind,asIwasincorrectlyquoted inCoastalPoint.ThislawsuitchallengestheBOEMapprovaloftheU.S. Windprojectforviolationoffederal, Mar ylandandDelawarepoliciesprotectingmarinemammalsandbirds.

InSouthBethany,thepropertyownerscannowparticipateinaninformal pollconcerningtheiropinionsonjoiningtheOceanCitylawsuit.SBPOA willthensharethatinformationwith Council.

WatchingTVnewsreportsaboutall thetravelersstrandedinairportsover theholidaysbecausetheirflightswere delayed,maybeuntilFebruary,we couldonlysympathize.Therewasunderstandabledisappointmentindisruptedplansandextrastressforthose travelingwithsmallchildren.ItremindedmeofsomethingCarrieNewcomerwrote(Ithinkit’sconsidereda poem)aboutthesavinggraceofkindnesssheoncesawinanairport.Here ’s anexcerpt:

SussexCountyCouncilshouldbe commendedforitsrecentactiontodeny aconditional-userequesttobuildan electricsubstationeastofMillsboro. Grantingtheexemptionwouldhave takenDelawareonestepclosertoan uncertainenergyfuture.

Filedbyasubsidiaryofoffshore windpowerdeveloperU.S.Wind,the substationwouldhavebeenusedtoimportpowerfromtheproposedMarWin windfarm,located9nauticalmilesoff the coastofnortheastMarylandand FenwickIsland.

Earlierthismonth,DNRECapprovedmultiplepermitsandauthorizationstoallowtheproject’stransmission cablestocomeashoreatDelaware SeashoreStateParknear3RsBeachand beroutedthroughstate-controlledland beneathIndianRiverBay.

Delawaremakesonewonderhowdisruptiontoourfragileoffshoreandonshoreecosystemwillbenefitthecitizens ofDelaware.

Asinthecontract,U.S.Windwill “monitor”thedamagetothefragile ecosystemoftheInlandBays.Thisin itselfisanadmissiontodamage,suchas changestonutrientlevels,pollutants fromconstructiondegradingwater quality,damagetofish,shellfish,bay grasses,andothermarinelife,thatmost believewillnothelphealthefragile ecosystemoftheInlandBaysbutfurtheraddtothedetrimentalchangesfor minimal actualbenefittoDelawareans. Additionally,windturbinesbroadcast underwaterlow-frequencyvibrations andcreatelargeelectromagneticfields aroundthemiles-longhigh-voltage transmissionlines.

InSeptember,thegovernorsigned intolawtheDelawareEnergySolutions Actof2024,creatingadetailedframeworkforthesolicitation,consideration andpotentialapprovaloffutureoffshore

unpretentious,notlookingforpublicity oreventhanks.Justbecauseit’sthekind thingtodoandbringsthesunshineof friendship.

“They”sayneverunderestimatethe smallestkindness.Who’sthey?Les Buscaglia,forone,whosaid:“Toooften weunderestimatethepowerofatouch, asmile,akindword,alisteningear,an

windprojects.Thestatuteauthorizes theStateEnergyOfficetodevelopand solicit long-termcontractstopurchase between800and1,200megawattsof offshorewindelectricity.

Thelegislationispartofalargerinitiative.Lastyear,thegovernorsigned theDelawareClimateChangeSolutionsActintolaw,committingthestate toreducenetgreenhousegasemissions byatleast50percentoversixyears (comparedto2005).By2050,thelaw callsforthestatetohavenet-zeroemissions.

Aswell-intentionedastheseefforts are,allformsofpowergeneration— eventhosetoutedassustainable,renewableandminimallyimpactful—carry monetaryandenvironmentalcosts.

Offshorewindpowerisnopanacea. Ithasitsownrisks,challengesandnegativeconsequences.Onedrawbackis thevariableandshiftingnatureofwind. Windturbineproductionprofilesmay notmatchpowerdemands.Whenexcesspowerisproduced,therearenoin-

honestcompliment,orthesmallestact ofcaring,allofwhichhavethepotential toturnalifearound.”Orjustliftsomeone’sspirits.

So,onbehalfofyourfriendsandall recipients,thankstoeveryonewhopro-

expensive,large-scaleoptionsforstoring thatenergy—aninefficiencythattechnolog yhasnotyetresolved. Expenseisanotherconcern.While windisfree,capturingitspotentialin theopenoceanisexpensive.Offshore windturbinesneedtobespecifically builttowithstandcorrosivesaltwater, theconstantbatteringoftheseaand theirimmensesize—morethan850 feettallinthecaseofthe12MWturbinesplannedforMarWin.Inaddition toconstantrepairsandmaintenance, theyneedtobedecommissionedand removedattheendoftheirlifecycles. Accordingtopublishedreports,at leastfiveregionaloffshorewindprojects werecanceledlastyearinRhodeIsland, Connecticut,MassachusettsandNew Jersey.Theproblemscitedincludedinflation,higherinterestrates,risingcapitalcostsandsupply-chainissues—all factorsthatinflatedelectricitycostsbeyondthepointofviability.

TheDelawareStateSenatemisseda criticalopportunitytostrengthentransparency,accountabilityandbipartisanship whentheDemocratmajorityvoteddown amendmentstotheSenaterulesproposed byRepublicans.Theseamendmentswere designedtopromotegoodgovernance andtransparency,ensuringfairnessand strengtheningpublictrust.TheDemocrats’oppositiontothesemeasuresisasetbackfortheseprinciplesandthe

Forexample,theprojectmaycreate somelocaljobsbutisslatedtoinvest morethan$75milliontorebuildMarylandports…notDelawareports.Overa 20-yearperiod,theprojectedcostfor theenergyproducedbytheMarWind projectis$131.93/MWh,vs.thecostof naturalgasenergyestimatedat $100/MWh.The“storingcosts”ofwind energyarenotfactoredintothefigures andaddsignificantcoststotheconsumer.

Asa2020ManhattanInstitute studynoted:“Theactualcostsofoffshorewindprojectsbornebyelectric

constituentsweserve.

SenateAmendment1wouldhaverequiredrecordedvotesincommitteemeetingsonwhethertoadvanceortable legislation.Recordedvotesareacornerstoneofaccountability,allowingconstituentstoseewheretheirrepresentatives standoncriticalissues.Withouta recordedvote,decisionscanbemadebehindcloseddoors,underminingpublic trustandfosteringsuspicion.Thisamendmentaimedtomaketheprocessmore openandtransparent,similartotherules alreadyfollowedbytheDelawareHouse

ratepayersandtaxpayersarelikelytobe greaterthanadvertised.Experiencein Europeoverthepreviousdecade demonstratesthattheperformanceof offshorewindturbinesdegradesrapidly —onaverage,4.5percentperyear.As outputdeclinesandmaintenancecosts increase.”

Locally,theMarWinprojectwill createvisualcluttervisiblefromthe southernSussexCountyshoreline.For thethousandsoffamilieswhosewelfare is connectedtoourstate’smulti-billiondollartourismindustry,anyfactorthat mightsendthosedollarselsewhereisa graveconsideration.

Additionally,large-scalewindgenerationtechnologyreliesoninternational

ofRepresentatives.

Thesecondamendmentproposedthat gubernatorialnomineesfirstbereviewed bythestandingcommitteewithjurisdictionovertherelevantstateagencybefore beingconsideredbytheExecutiveCommittee.Forexample,theSecretaryofEducationnomineeshouldbevettedbythe SenateEducationCommittee.Thisreformwouldhavereliedonsubject-matter expertisetostrengthenthevettingprocess andensurethoroughreviewofnominees.

Thethirdguaranteedeverypersonat leasttwominutestoprovidepublictesti-

supplychainsforequipmentandcomponents,makingitvulnerabletoforeign influenceordisruptions.Digitalsystems areneededtocontrolandmonitoroffshorewindfarms,makingthemsusceptibletocyber-attacks.Theirremote locationalsoexposesturbinestothe threatofhostileactivity,rangingfrom vandalismtoterrorism.Theimpacton defensivenavalandairforcecapabilities couldbesignificantandposeathreatto nationalsecurity.

SussexCountyCouncil’sprudentdecisionwillnotstoptheMarWinproject. Itssupporterswillshifttootheralternatives.Norwillthedelayofthisproject dissuademanyDelawareofficialsfrom continuingtheirpursuitofoffshore

monyduringcommitteehearings.Public testimonyisavitalavenueforDelawareanstosharetheiropinionsonlawsthat directlyimpacttheirlives.Thissimple changewouldhaveensuredDelawareans haveampletimetovoicetheiropinions, unlikenowwherecommentsareoften limitedtooneminuteorless.Inaneraof erodingtrustingovernment,guaranteeing abriefopportunitytospeakwouldhave sentapowerfulmessage:ThePeople’s voicesmatter.

AsnotedbytheState’sownwind powerprocurementworkinggroup,futureconsiderationofpurchasingoffshorewindpowershouldbeweighed againstallcompetinglow-emissionalternatives,whichcouldincludehydrogenpower,carboncapture,solarpower, small-scaleonshorewindgenerators, geothermalandsmall-scalenuclearenergy.

Everyonewantsclean,effective,efficientandlow-costenergy.Asweallexpect“on-demand”energytobe available,policymakers/decision-makers mustbeprudentandwillingtoinvestin adiverseportfolioofcost-effectiveand environmentallysensibleoptions.

Theseproposedreformswerenotpartisanploysbutstepstowardabetter,more accountablegovernment.Byrejecting them,SenateDemocratsprioritizedexpedienceoverexcellence.Delawareansdeservealegislaturethatvaluestransparency, publicinput,anddeliberativedecisionmaking.Thoughtheseamendmentswere defeated,theconversationisfarfromover. Iurgemycolleaguestoreconsiderthese reformsandcommittobuildingagovernmentthattrulyservesthepeople.
