AlsoattheJan.7meeting,threenew councilmemberswereswornin—RepublicanMattLloydrepresentingDistrict1,RepublicanSteveMcCarron representingDistrict2andDemocrat JaneGruenebaum,representingDistrict 3. Both RieleyandHudsonareRepublicans.

Lloyd,unchallengedinthegeneral electioninNovember,defeatedlongtimeCountyCouncilPresidentMike Vincent.McCarron,alsounchallenged inthegeneralelection,wonoverincumbentCouncilwomanCynthiaGreen, andGruenebaumdefeatedincumbent CouncilmanMarkSchaeffer.

Gruenebaum,retiredfromlobbying forpolicytosupportenvironmental groups,movedtoRehobothBeachin 2018.

Atthemeetingthisweek,shecalled the election“avoicefromourconstituentsthroughoutthecountyinthe waydevelopmentisdone.”

The plotthickensonoffshorewindpowergenerationinDelawareasoutgoingGov.JohnCarneyandthestate’s environmentalcontrolagencyagreed thisweektopermitoffshorewind-

powercablingthroughDelawarestate parks,includingDelawareSeashore StateParknorthofBethanyBeach. CarneyandDNRECofficialshave signedagreementswithU.S.Windto providerenewableenergy,community andleasebenefitstoDelawareandits residents—worthmorethan$128million—asthecompanybuildstwopro-

posedoffshorewind-powerprojectsalreadyapprovedbythefederalgovernment.

TheCaesarRodneyInstitute(CRI), joiningoffshorewind-poweropponents, hasfiledanappealofthedecisionof DNRECofficialstopermitU.S. Windto“bringtransmissionlinesfrom aproposedoffshorewindfarmunder

TheMusicDepartmentwillmount theplay“TheWizardofOz”inFebruary,andCartersaidtheorchestraisrehearsing now.

ClarkTreeprovidedtheequipment forthetreerecyclingevent.Those choosingtorecycletheircuttreesreceivedbandboosterrecognition,includingdiscountcardsforareabusinesses and10percentoffonanyfuturetree workfromClark.

IRHSbandstudentshelpedcustomersremovetreesandplacethem nearthechipperforrecyclinganddisposal.Clarkprofessionalsdidtheactual mulchingandrecycling.

Fenwickresidents,officials talknoiseathearing

FenwickIslandersmadetheirvoices heardlastweekonwhatconstitutesa noiseviolationandwhenit’stoolatemake noiseintheresorttown.

Duringapublichearingthatlasted aboutanhour,residentsgavetheiropinionsaboutaproposedordinancethat wouldnotonlyadddecibellimitstothe currentordinanceandaddclarification, butwouldalsobackupthetimeforquiet hoursinthetownfrommidnightto10 p.m.

Someresidentsalsoexpressedconcern abouttheschedulingofthenoiseordinancehearing,alongwiththreeothers duringthesamemeeting,at9a.m.ona Fridayofaholidayweek,becausefewresidentswerelikelytoattend.Therewere fourresidentspresentinthetownhallfor themeeting,andaboutadozenattended viatheZoomremotemeetingapp.

RoseMaryHoy,whohasspearheaded anefforttoadoptmeasurestolessenlight pollutioninFenwick,expressedconcern aboutthetimelimitsintheproposedordinance.

“Weareaquaint,family-orientedvacationspottomany,apermanentresidencetoothers,”Hoysaid.

“Moreimportantly,”Hoysaid,“iswhat wearenot.Wearenotaloud,neon-lit, partybeachtown.Andthat’swhymostof usarehere,”shesaid.

Hoysaidshehadspokenwithabout 15otherpropertyowners,andfoundthere was“littletonoawarenessofchangesto thenoiseordinance,”despitethechanges havingbeenintroducedattheDecember towncouncilmeeting.

Shesaidthecommonquestionamong thoseshespokewithwas“‘Whyisthis happening?Dowehaveanoiseproblem intown?’Peopleweren’tevenawarethat thatwasevenanissuethatneededtobe addressed.”

Hoysaidthatshedoessupporttheadditionofspecificdecibellevellimits,since measuringdecibelshasbeenmadeeasier inrecentyearsbyreadilyavailablephone apps.

Thetimechange,however,is“concerning,”Hoysaid.“Peoplecometothebeach

toenjoytheweather,thewater,andon somenights,thesunsetisreallyinfull bloomup’tilabout9:30atnight.

“Inmypartoftown,peopleareout frontsocializingintheiryards,they’reon theircanaldecks,they’rehavingbarbecues,they’rechattingaroundtheirfirepit, they’reinandoutoftheirhottubs,they’re returningfromboatingtrips.And,occasionally,maybethere’smusicoraballgame playing,butthere’sneveranythingobnoxiousorbothersome,”Hoysaid.

“Everybodyisalwaysshutdownand insidebymidnight,”sheadded.“People seemveryconsiderateoftheirneighbors.”

Hoyquestionedwhether“wereally wanttocreateanenvironmentwherepeoplefeelcompelledtopackupandgoinsideat10onabeautifulsummernightfor fearofhavingthepolicecomebecause theyaresocializingoutside.

“Itseemstometoimposesuchastrict [regulation]oneveryresident,visitorand businessownerintownjustisn’tnecessary,”Hoysaid.Sheaskedthecouncilto havetheCharter&OrdinanceCommitteereconsiderhavingnoiserestrictions beginat10p.m.

Shesaidshebelievestheearliertime couldnegativelyimpactthepolicedepartment’sabilitytoaddressmoreseriousissuesthatmightarise,becausetheywould bebusyrespondingtomorenoisecomplaints.

Hoyalsoaskedthecouncilto“think aboutitsproactivecommunicationsstrategy,especiallywhenthere’ssomething that’sbeingchangedthatwouldaffect everysinglepersonthatownsandrents andvisitsthetown.”

Shesaidnoneoftheresidentsshehad spokentosaidtheyreceivedaDec.27 emailsentbytheTownregardingtheJan. 3hearings,althoughsheherselfhadreceivedit.

Charter&OrdinanceCommittee

MemberAnnRileysaidthethoughtbehindthetimechangewasnot“forthe peoplethatarepoliteFenwickIslanders.”

RileyagreedwithHoythat“wehave nothadalotofcomplaints.Thiswassimplyaway,”Rileysaid,“tohavethingsmore measurable,sothatifwedidhaveissues, wecouldaddressthemandnothaveitas subjective.”

Rileysaidthetimechangewasmeant toaddress“whenpeoplegotobed,when peoplehavegrandchildren”goingtobed early…Thisisnottoshutdownthefun inFenwickinanyway.

“Hopefully,yousaytoyourneighbor, ‘Hey—couldyouturnthatdown?’”beforecallingthepolice,Rileysaid.“Butwe haverentersandvisitorsthatarenot schooledintheFenwickwaysofpoliteness.”

Shesaidshehopedtheordinance wouldofferawaytoaddressoccasional noiseissues“and,hopefully,notimpedeon ‘FunwickIsland,’”whichelicitedchuckles fromthoseintheroom.

Anotherresident,CherylCarey,said sheapplaudstheTownfortheir“duediligence”ontheissueofnoise.“Thereare complaintswithinthetownthatpossibly weallaren’tawareof.”

Careysaidthatshesupportstheordinanceaswrittenandfeelsitwillmakethe noiseregulations“lesssubjective”withthe additionofspecificdecibellevels.

Shesaidshefeelsthereisa“hugedifference”between10p.m.andmidnight, pointingoutthattheTown’sownannual bonfirelastsuntil11p.m.,butsaidshe supportstheproposedordinance.

ResidentAmyKylesaidsherecognizes thatnoisecontrol“isanimportantissue” butthatshecouldnotfindanyrecords thatexplainedtherationalefortheproposedordinancechange.

Kylesaidsheagreeswiththeaddition ofdecibellimitsintheproposedordinance.

“Itisgoodtohavesomenumbersin here,”andthattheyare“reasonableforthe purpose.”

Sherecognizedthattheproposed changes“leaveplentyofdiscretion”tothe policeforceastohowtohandleeachcase. “Idothinkthatwehavenoiseproblems.I certainlyhearnoiselate,”saidKyle,who livesonBuntingAvenue.“Ithinkitis mostlyrenters,”shesaid.

LindaMcHalePoggi,aresidentwho attendedthemeetingviaZoom,saidshe agreedwithotherswhosaid“10o’clockis waytooearly.”Poggialsoquestionedthe timingofthehearing,saying“ifthis poppedupinaMaymeeting…Ibetyou wouldhaveoverahundredpeople”attend.

Poggi,too,saidsheisworriedpolice willbetakenawayfrommoreserious complaintsifthenoiseviolationtimingis changed.

“I’dratherhavethepolice…making surewedon’thavepeoplegoingdown CoastalHighwayat100mph,”shesaid.

AttherequestofCouncilMember KurtZanelotti,MayorNatalieMagdeburgerreviewedthegenesisoftheordinancechange.Magdeburgersaid discussionsaboutthenoiseordinancego backasfarasApril2022,arisingfrom whatwasthencalledtheResidentialAdvocacyCommittee,nowtheResidential ConcernsCommittee.

Then-residentPattiBregertoldcommitteemembersatthattimethatshe wouldlikenoiseviolationstobemonitoredallday,everyday.Ayearlater,the ResidentialConcernsCommitteevoted tosuggestthattowncouncilremovetime constraintsfromtheordinancealtogether,

Magdeburgersaid.

Notingthat“oneman’snoisecouldbe anotherman’sjoy,”Magdeburger,calling herselfa“late-nightperson”saidshe wouldnotsupport24-hourenforcement ofanoiseordinance.

Addressingtheconcernsaboutthe timingofthehearing,Magdeburgersaid, “There’snothingnefariousaboutit,”but addedthatshewantedthehearingtobe heldbeforethenexttowncouncilmeeting inorderforthecounciltoproceedwitha secondreadingoftheproposalattheJan. 31meeting,whichbeginsat1p.m.The councilmeetingtimeswerechangedat theDecembermeeting.

“Wecouldhavehadasecondreading andnothadahearing,”Magdeburgersaid. “Wewantedtobetransparent.”

Shealsosaidthedecibelselementof theproposedordinancewillhelpthe Towniftherearecourtappealsofnoise violationcitations.

“Wedon’tneedtohavemaliciousprosecutionclaimshangingoverour head,”shesaid.

Thecouncilthisweekalsoheldhearingsonpoliciesforpolicecitationsfor certainviolationsbeingchangedtocivil, ratherthancriminal,penalties;onaproposedrequirementforbuildingmaterials, includingportablerestrooms,toberemovedfromconstructionsiteswithinfive daysofissuanceofanoccupancypermit; andachangetotheTown’ssignageordinance,whichallowstheTowntohave electronicsignstodisseminatepublic safetyinformationandothernotices.

Stevenson,energyexecutivefortheconservativethink-tank.“Boththepermits forgoingunderthebaysandintothe wetlandsrequirezoningapprovalbefore thepermitisconsideredcomplete.Even so,theSecretarygrantedthepermits withoutmeetingthe[SussexCounty] zoningrequirements,”hesaidof DNRECSecretaryShawnGarvin.

“Thisappealisnotjustaboutstoppingapoorlyconceivedproject—it’s about holdingdecision-makersaccountabletothepeopleofDelaware,and safeguardingtheenvironmentaland economicfutureofSussexCountyfor generationstocome,”statedJohn Toedtman,CRI’sexecutivedirector.

OnDec.17,2024,theSussex CountyCouncilvotedbya4-1margin todenytheconditional-usepermitthat aU.S.Windlandsubsidiaryhadrequestedtobuildasubstationnexttothe currentIndianRiverPowerPlant.The coal-firedplantwillbeclosinginFebruar y,butaccesstothepowergridremains viablefromthelocation,withrecentupgradeshavingbeenmadebeforetheclosuredatewasfinalized.

Thefinalizationofagreementswith theStateofDelawareonMonday,Jan. 6,cameafterU.S.Windhadreceived neededfederalandstateenvironmental andpermitapprovalsinDecemberof

2024forthefirstU.S.Windproject, andaboutayearaftertheinitialannouncementofnegotiationsonthe agreements.

The finalizedagreementsincludea dealwithDNREC’sStateEnergyOfficetoprovide150,000renewableenergycredits(RECs)eachyearassociated withthewind-powergeneration.The creditswerediscussedlastyearand wouldbetransferredtoDelawareutilitiestohelpthemmeetclean-energyrequirements,thusloweringcustomer bills,saidstateofficials.

“TheRECshaveanestimatedvalue of$76millionoverthelifeoftheprojects.”

AnagreementwasaddedforU.S. W indtofundcoastalwaterwaydredging,clean-energyworkforcetraining, environmentalscholarships,andresiliencyandcapitalprojectsatstate parks.Thecommunitybenefitsagreementisworth$40millionover20years. Localcommunitybenefitsagreements werealsoofferedworth$20million over10years,butthecoastaltownshave deferredacceptinganypayments.

AleasewithDelawareStateParks forundergroundaccessforpowertransmissioncablesatDelawareSeashore StateParkswilltotalmorethan$12 millioninpaymentover25years.

“Thethreeagreementsfacilitate whatarelikelytobeamongthefirst windprojectsinoperationintheMidAtlantic,”statedDNRECofficials. “Theprojectswillsellcarbon-free

powerintotheregionalpowergrid,and thisnewsourceofpowergenerationis projectedbyU.S.Windtolowerelectric costsforDelawareratepayersbyupto $253millionover20years.U.S.Wind willalsoinvestmorethan$200million in transmissionsystemupgrades.

“Withtherecentfederaland stateprojectapprovals,wearereadyto reaptheenvironmental,health,workforce,energycostandcommunitybenefitsfromthisneededtransitionto renewableenergy,”saidCarney. “Delawareanswillbenefitinnumerous waysfromthisimportantagreement.”

“TheDNRECStateEnergyOffice’s recentlyreleasedStateEnergyPlanemphasizestheneedforoffshorewinddevelopmentinordertoreachour emissionsreductiongoals,andtheneed toconsiderpartnershipswithother statesandwindprojectdeveloperstoreducecosts,”saidGarvin.“Additionally, thefundingfordredging,resiliencyand parksprojectsandworkforcetraining willprovideneededresourcestoprotect andpreserveDelaware’snaturalresourcesfordecadestocome.”

“Theseagreementssignifyourcontinuedcommitmenttoprovidingmeaningfulandlastingbenefitstothepeople of Delawarefromourprojects,”saidJeff Grybowski,U.S.WindCEO.“Our projectwilldeliveramassiveamountof newelectricitydirectlyintotheregional electricgridinDelaware,whichmeans alotofbenefitslocally.Specifically,we willfundover$200millioninupgrades

tothetransmissionsystem,resultingin amuchstrongerandmorereliablelocal gridandgoodjobsforlocalelectrical workers.Deliveringthisnewelectricity tothepowergridinDelawarewillalso lowerelectricitybillsforDelawareans, includingSussexCountyresidents.”

Inunrelatedactionlastweek,PresidentJoeBidenusedhisauthorityunder Section12(a)oftheOuterContinental ShelfLandsActtowithdrawanyunleasedareasoftheOuterContinental Shelffromfutureoffshoreoilandgas drilling.Presidentsfrombothparties haveinthepastusedthatauthorityto withdrawlargeareasfromoilandgas leasing.

OceanaCampaignDirectorJoseph GordonsaidinresponsetoBiden’sannouncement,“Thisisanepicoceanvictoryforprotectingourcoasts. Americanshavebeencallingforthese protectionsfordecades,andOceanaapplaudsPresidentBidenforbuildingon thelegacyofDemocraticandRepublicanpresidentsprotectingourcoasts fromoffshoredrilling.”

“Ourcoastlinesarehometomillions ofAmericansandsupportbillionsof dollarsofeconomicactivitythatdepend onacleancoast,abundantwildlifeand thrivingfisheries,”saidGordon.“PresidentBiden’snewprotectionsaddtothis bipartisanhistory,includingPresident Trump’spreviouswithdrawals[ofocean leaseareas]inthesoutheasternUnited Statesin2020.Ourtreasuredcoastal communitiesarenowsafeguarded.”

PlantationLakesentrance togetnewtrafficlight

Anewtrafficlightwillbeerectedat theentranceofPlantationLakesat Route24inMillsboro,anareacalled congestedandunsafebyresidentswho calledforasignalwhentheMillsboro TownCouncilmetonDec.2.

MillsboroMayorKimberleyKaan creditedstateSen.BrianPettyjohnfor seeingthatthetrafficlightwillbe erectedbyDelDOT.Pettyjohnthis weektoldtheCoastalPointthathe “madesureIhadtheengagementof DelDOTandthattheyunderstoodthe importanceofit.”

“Theydidthetrafficstudytoseeifa trafficlightwaswarranted,andIasked thatatrafficsignalbefundedthrough thestatebondbill,”thesenatorsaid, addingthathewasn’tsureoftheprice butthathisunderstandingisthecostof atrafficlightisinthe$1millionrange. Hesaidthebondbillwillbepassedin June.Itisn’tyetcertainwhenthetraffic signalwouldbeputinplace.

“WiththegrowthofPlantation Lakesandanadditionalcommunity thatisgoingontheothersideofRoute 24,IapplaudDelDOT’sdecisiontoput upthattrafficsignal.Itcertainlyiswarranted,anditwilldotremendousthings tohelpwiththetrafficthere,”Pettyjohn said.

HetalkedtoDelDOTDeputySecretaryShanteHastings,hesaid,“and saidIwantedtolookatwhatDelDOT isdoingwithgrowthinthegreater Millsboroarea—specificallyonRoute 24andPlantationLakes.ThenItalked to[PlanningDirector]Pamela SteinebachinAugust,andshetriedto workonthings,”Burksaid.

AZoomcallwasarrangedforearly OctoberwithSteinebach,severalofher co-workers,MillsboroPoliceChief BrianCallowayandBurk.

Millsboroofficialsweretoldasignal warrantstudywasunderway.InDecember,Burksaidheaskedforanupdateandwastold,“Nobodycansayif wearegettingasignalyet.”

BurksaidhethentalkedtoCollins andPettyjohn,andPettyjohnhad agreedto“pushthisonalegislative angle.”

Apublichearing—scheduledto hearopinionsaboutamendingthetown codetoaddregulationsandprocedures foranewmixed-useoverlaydistrict— willbeheldattheFebruarymeeting.

InNovember,thecouncilapproveda mixed-useordinancefortheTown,with MayorRickDuncantellingtheCoastal PointthattheformerGeorgiaHouse restaurantonMainStreethadbeensold andthatanew structurewouldbebuilt atthatlocation,withretailontheground floorandapartmentsonthesecondfloor.

DuringaMarch2024councilmeeting,Duncansaidoutdoordiningcould cometoSelbyvilleifmixed-usewasapproved.

“Asthedowntownisrevitalized,this couldbethefutureofdowntown,” Duncansaidasthecouncilrevieweda conceptualplanproposedonproperty owned byMcClanahanBuildingCompany.

MattLloyd,SteveMcCarronandJaneGruenebaumwouldbe newmembersofthecouncil,replacingformerrepresentatives MichaelVincent,CynthiaGreenandMarkSchaeffer,respectively. Vincent,infact,hadservedasthelongtimeSussexCountyCouncil presidentandforfourtotaltermsinoffice.So,yes,changewasinevitable.

Andourcommunitymayhavebenefitedfromthischangethe most,asDagsboro’sDougHudsonwaselectedtoserveasthebody’s newpresident,withMillsboro’sJohnRieleypickedtobevicepresident.ThesearethetwowhorepresenttheIndianRiverSchoolDistrictarea,andwhovoteonbehalfofthepeoplewholiveinthisarea.

RieleywelcomedthethreenewmemberstothecouncilatTuesday’smeeting,praisingthemfortheirworkethicandstatingthat hewas“encouragedwehavesomethoughtfulindividualswhoare joiningushereonthecouncil,andIlookforwardtosomeverydynamicdiscussionsgoingforward.

“Weshouldseekbalance—whatislegal,ethical,moraland rightforeverybodyinvolved,”Rieleycontinued.“Asweseekthat

He’snotwrong.ThisisapivotaltimeforSussexCountyCouncil,aswellasthepeoplewholive,workandraisetheirchildrenhere. Housingcostshaveescalatedsharply—particularlyontheeast sideofthecounty—andinfrastructurehasnotbeenabletokeep pacewiththegrowtharoundus.

Look,thecountycouncilcan’tstopdevelopmentsfromgoingup inplaceswheretheyarelegallyzonedtogo,andthere’snomagic pilltoslowthingsdown,buthavingtwolongtimeresidentsofthis communityinleadershippositionscancertainlyhelptheconversation.

OnTuesday,thecouncilapprovedmoneybothfortheFrankfordPublicLibraryandfortheBethany-FenwickAreaChamberof CommercetoassistintheannualFire&IceFestival—twogrant requestssubmittedbyHudson.

Well,alot,really,butlet’sfocuson one:earlyDecemberdayswhenIhear theoldholidaysong“LetItSnow”on theradioeventhoughit’s67degrees outside,andI’mwearingapoloshirt andnojacket.

“‘Letitsnow,’my…foot,”Igrumble everyyear.“JustonceI’dliketohavea whiteChristmas.”

BlameitonmyupbringinginwesternPennsylvania,rightontheOhio border,notfarfromPittsburgh,where the Steelersruleandfrenchfriesare piledhighonsalad,andwhere,whenI wasachild,itstartedsnowingatHalloweenandbootsremainedbytheback dooruntilEaster.Always,therewasa whiteChristmas.

WhenImovedtothebeachinthe mid-1980s,Iwasn’thomesickforone minute,buttherewasaparticularduoI missed—hillsandsnow.

Forhills,Iheadwest.

Forsnow?Itwaseasythisweek.

“Wow,”Isaidsecondsafterwaking MondaymorningasIwalkedtotheliving roomwindow.Inmyvoicewasthe gentlenessofawe,aninflectionIhadn’t heardinrecentmonths.

Lovelyglisteningwhitecoveredthe frontporchstepsandextended,untouched,perfectedbyhandofnature, downthedrivewayandtothestreet, andleftremarkablepatternsonbare treebranches.

Theelectricfireplacewarmedthe kitchen,andthekitchensmelledlike coffee,andthecoffeetastedsweet,and thatsweetnesssustainedme.

Outside,mybeagle,Crusoe,swerved towardthebackyard,pushinghisnose deepintothesnow,slidinghischeek againstalittlemoundtheblowingwind caused,rollingandkickingandwagging histailinchildlikefascination.

AsIwatched,Ithoughtaboutoneof myfavoritequotesfromLewisCarroll, inhis“Alice’sAdventuresinWonderland”:“Iwonderifthesnowlovesthe treesandfields,thatitkissesthemso gently?Andthenitcoversthemup snug,youknow,withawhitequilt;and perhapsitsays,‘Gotosleep,darlings,till the summercomesagain.”

Thedogplayed.Myneighboracross thestreetthrewasnowballathis11year-oldson,andaplayfulbattlestarted. Thentheybuiltthreesnowmentogether,carefullyinsertingabrightorangecarrotforanose.

IwanttothankyouandtheCoastal PointforadvertisingtheVFWPost 7234Auxiliary’stwoeventswewere having:(1)MakeOneGiveOne,and (2)BreakfastwithSanta.Bothwere successful,butmorethananything,the children/adultsfromthecommunity cameouttomakethemasuccess.

TheMakeOneGiveOneChristmasCraftstogiveornaments/craftsto ourveteransattheV.A.homewas overwhelming.Thekids,and parent/grandparentsalso,glued, painted,etc.,ornamentsandcraftsto fillthegiftboxtogototheveterans. Ofcourse,thekidscouldmakeholiday craftsforthemselves,sippingonhot chocolate,eatingcookiesandChristmasmusicplaying.

Attheendofthisevent,thehomemadedecoratedornamentsweregiven toourAuxiliaryHospitalchair,Shirley Stong.Sheandherhelpersmade Christmasgiftbagsfortheveterans, puttingtheornamentsinsideforthem tohangintheirrooms.

TheBreakfastwithSantabrought 27familieswith48children.Apancakebreakfastwasenjoyedbyall, [witha]readingof“’TwastheNight BeforeChristmas”and,mostimportant,avisitbySantaandMrs.Claus. Thechildrenwerecalledbynameand givenagift,withthehelpofourauxiliaryvolunteers.Picturesweretakenof

thewholefamily—amemorythey won’tforget.Onacountdownof3,2, 1,gift-wrappingpaperwenteverywhereasthechildrenopenedtheir gifts.Someofthetalkwas,“Howdid Santaknow?”“Ilovemytrucks,my Barbie…”etc.

Thenitwastimetoleave.Allthe childrengotaChristmasmugwithhot chocolate,marshmallows,HerseyKiss andcandycane,withtherecipeto makesnowmansoup—allbaggedup withasmallAmericanflagandpoppy, becauseit’salwaysnicetoputsome red,whiteandblueinyourChristmas.

Cleaningupiswhentheamazementofthecommunityreallycame through.Itwasasked,sincetheBreakfastwithSantawasafreeevent,todonatepantrygoodsforourfoodkitchen inthearea.Thereweresomany cannedanddrygoodsdonatedthatwe wereabletodotwofoodkitchens— HelpingHandsinDagsboroandWarriorsHelpingWarriors(anorganizationthathelpsveteranstransitionto theirownhousing).

Inclosing,Iwantedtosaythank youtoallthatvolunteered!Iguessyou cansayweare“Auxiliarystrong!” WithoutourAuxiliarymembershelping,wewouldn’tbeabletoreachout toourcommunitiesanddothese events(plus,withoutadvertisingby youguys).

Somanylocalfamiliesdonatedcoats, winterclothing,boots,glovesandhatslast weekendthatthevolunteercoordinators rentedaportablestoragecontaineranda stationaryrentalfacilitybehindAlCasapulla’sinMillville.Infact,anadditional storagecontaineriscomingtoholdcharitableclothingdonationstohelpkeephurricanevictimswarm.

“St.Ann’sKnightsofColumbusand theSt.Ann’sMen’sClubarecoordinating acampaigntohelptheresidentsof Asheville,whohavelosttheirhomes,cars andtheiremployment.Manyarestill withoutworkandarestrugglingtoput theirlivesbacktogetherevennow,almost fourmonthsafterthedevastatingstorm,” saidTomMcElroy.

“Wehavebeencommunicatingwitha localchurchandKnightsofColumbus councilintheAshevilleareatodetermine howwecanhelpbest,”saidMcElroy,who istheGrandKnightoftheSt.Ann’s Council.“Afterafairamountofdeliberationandworkingthroughlogisticalissues, wearecollectingclothesandallkindsof

usefulmaterialsthatwewilldeliverdirectlytotheaffectedareafordistribution toasmanyofthoseinneedaswecan.”

Initially,theSt.Ann’sgroupplannedto rentandfillasinglestoragecontainerto shipdonationstoNorthCarolina.But afteronlyonedayofacceptingdonations, onJan.4,theoutpouringwassostrong thatasecondportablecontainerhasbeen securedtogetallthedonationsdownto theAshevillearea,saidMcElroy.

“Theamountofdonationswehavereceivedinaveryshortperiodoftimeis staggering.Ourcommunityhasbeenvery generoustothiscampaign,andwecan’t thankthecommunityenough,”saidTom Hill,Men’sClubco-chairman.

Thedonationsbeingrequestedinclude wintercoats,gloves,scarvesandhatsfor men,women,teensandchildren;bedding, includingcomforters,blankets,pillows (new),sheets,etc.;babydiapersandwipes (babyformulaandfoodarenotneeded); householditems,includingpots/pans,silverware,etc.(noglassitems);men’swork glovesandboots;toiletries(shavingcream, deodorant,razors);andcleaningsupplies anddetergent.

Monetarydonationswillalsobeused topurchaseitemsfromthelistthatarein shortsupply.Alreadythegroupshavepurchaseddozensofportableheaters,work glovesandotheritemstosupplement whathasbeendonated,saidaspokesperson.

James“Paul”Keller,93,ofOcean View,Del.,passedawaypeacefullyon Dec.29,2024,attheDelawareHospice CenterinMilford,Del.BornonMay8, 1931,inSpraggs,Pa.,Kellerwasthe thirdof14childrenborntoJamesEdwardKellerandRoxieBellKeller.He livedalifedefinedbyresilience,hard workanddetermination.

GrowingupduringtheGreatDepression,Kellerlearnedthevalueof hardworkatanearlyage.Fromhisfirst jobasaschooljanitorat11toworking incoalminesasateenager,hedevelopedastrongworkethicthatwould servehimwellthroughouthislife.He wasaquicklearnerandaskilledproblem-solver,alwaysfindingwaystoimproveuponexistingmethods.That ingenuityledhimtoearnfourpatents andthreeco-patentsthroughouthiscareer.

In1950,KellerenlistedintheU.S. Army.Hismechanicalaptitudeledhim tobecomeamastermechanicandheavy equipmentoperator,servingasaninstructoratFortBelvoir,Va.Helater joinedtheU.S.AirForceinaspecial programwhereinheestablishedaheavy equipmentschoolinEngland.

Afterhismilitaryservice,Kellerembarkedonasuccessfulcareerintheconstructionandengineeringindustries.He co-foundedathrivinginsulationcompany,wherehisinnovativeideasand patentedinventionsledtosignificant growth.

Hisexpertiseinunderwaterexplorationandrecoveryledhimtoworkat OceaneeringInternationalandthe AlcoaAluminumCompany,wherehe playedakeyroleinrecoveringthe Challengerspaceshuttle,designingthe sharksfortheJawsrideatUniversal StudiosinFlorida,andothernotable projects.

Throughouthislife,Kellertraveled

the world,workinginCanada,Cambodia,Vietnam,Japan,Thailandand Brazil.Hewasanavidhunterandfisherman,andhislovefortheChesapeake Bayledhimtobuilda43-footsportfishingvesselwithafriend,uponwhich hespentmanymemorableweekends withfriendsandfamily.

In1998,heretiredandsoldhisboat andhomeinMitchellville,Md.Heand hiswife,Gloria,movedtoOceanView, wheretheyenjoyedtheirretirement years.Hestartedasuccessfulhandyman business, andcouldoftenbefound helpinghisneighbors,deliveringMeals onWheelsorvolunteeringattheVFW.

HemarriedJoannCrawfordin1954 andhadtwochildren,J.PaulKellerand PeggyJoann“P.J.”Keller.In1970,he marriedGloriaFontana,withwhomhe hadason,ChristopherNicholasKeller.

Hewillberememberedforhisunwaveringdetermination,hismechanical ingenuityandhisadventurousspirit.He livedafullandremarkablelife,leavinga legacyforhisfamilyandfriends.

Kellerwasprecededindeathbyhis wife,GloriaFontanaKeller;andfive siblings,RobertKeller,CharlesKeller, JoanneKing,WilliamKellerand WilmaJaneKeller.Inadditiontohis threechildren,heissurvivedbyhis eightsiblings,RubyRider,DorisBraun, BarbWise,PatriciaRogers,Ronald Keller,DonaldKeller,JohnKellerand RichardKeller;twodaughters-in-law, JulieandYanira;threegrandchildren, JasonAlexander,JamieMarissaandJaeden Patrick;andnumerouslovingnieces andnephews.

Kelleyhasappearedonboththe HistoryChannelandMilitaryChannel,andhaswrittenmanyarticlesfor aviationmagazines.Hewasthetechnicalandhistoricalconsultantforthe “MissionsthatChangedtheWar: TheDoolittleRaid”televisiondocumentary.

HappyNewYear!It’shardtobelieve it’s2025.Timehasjustflownby,andit’s thattimeofyearwhenwe’remakingthose resolutions.Wedoiteveryholidayseason, andeveryyearIhearfromsomanyfolks abouttheirNewYear’sresolutiontobe moreactiveandfocusonhealthyhabits. Chancesareyouorsomeoneyouknowhas madethatresolutionbefore.Formanyof us,though,itdoesn’tlastlong.

Therearesomanygoodreasonsto makebeingmoreactiveatoppersonal goal.

Unfortunately,thestatisticsforadultsin Delawaretellusthatisn’tthecasefortoo manypeople.Only23.8percentofadults inDelawaremeetthefederalguidelinesfor physicalactivity,accordingtothemostrecentdata.Addtothatthefactthatonein threeadultsinDelawarereportbeing obese,andyouhavearecipeforserious healthcomplications.

Everyhealthprofessionalwilltellyou physicalactivitystandsoutasoneofthe mostimportantfactorsinmaintaining yourhealth.Ithelpsreduceyourriskfora numberofdiseases,includingType2diabetes,cardiovasculardisease,andeven somecancers.Itisacrucialfactorincontrollingyourweightandstrengthening yourmuscles,jointsandbones.Didyou knowithasadirectimpactonyourmental health,too?

TipNo1.shouldbenosurprise:Begin bytalkingtoyourdoctor.It’sespeciallyimportantifyouhaveahealthproblemsuch asheartdisease,arthritisordiabetes.Your doctorwillhelpyouwithguidelinesbased onyourcondition.Askyourdoctortohelp youcomeupwithaplan.Youcanalsotalk toaphysicaltherapisttogetacustomized planandasupervisedprogramthatwill allowyoutobecomemoreactivesafely.

Donnellydeliveredanoutstanding performanceasIndianRiver’stopfinisher,withatimeof18:44.70inthe 189-runnerfield.

“Cadeisatrueleader,”saidcrosscountryheadcoachColinCrandell. “Heissomeoneyoucancountonto runpracticeswhenyou’renotthere.He isalsosomeonewhoshowsthefreshmenhowtobeontime,takeinitiative, workhard,andsetandachievegoals. Hehasbeenatrueassettothisprogramduringhisfouryears,andI’m luckybecauseIgettoworkwithhim duringourapproachingswimming season.Butnextyearmightbehardfor me,becauseIwillmisshim.”

Inadditiontocrosscountry,the5foot-10residentofFrankfordalso competesinthe50-and100-meter eventsforCrandell’sswimteam,and runsthe800-meterandmileeventsfor IR’strack-and-fieldsquad.Hehasbecomeoneofthebestperformersanda leaderofallthreesquads.

IRHStrack-and-fieldheadcoach BobHahnsaidheappreciatesthe competitivenessthatDonnellybrings tohisteam.

“Hismainfocusisonmiddle-distanceraces,”saidHahn.“Heisoneof thefewathleteswhohastheabilitytobe competitiveinsprintsandfieldevents. WhatsetsCadeapartishisself-discipline. IcancountonCadetoalwaysworkto makehimselfandtheteambetter.Hegives 100percentallthetime,andheholdshis teammatesaccountableaswell.Cadeisa trueleader,andIamexcitedtoseewhathis seniorseasonwillbe.”

Donnellycreditshardworkanddisciplineasthereasonsforhissuccessandabilitytoleadothers.

“WhenIstartedoutincross-country andswimming,Ididn’treallyhaveany competitiverunningorswimmingexperience,andthatshowedinmyperformances,”hesaid.“Iwasn’twhereIwantedto be,athletically,soIstartedputtingintime inadditiontopractices.AndIstartedseeingresults.AllIwantedtodowasbecome abetterathleteandabetterperson.”

Donnellysaidherealizesthathisolder

teammatesandcoachespulledhimalong withthemashelearnedtheropesofeach sport.

“Today,asateamcaptainandleader,I wanttodothesamethingfortheunderclassmen,”hesaid.“I’velearnedtoleadby exampleandhopethat,afterIgraduate,I willhavealastingimpactonthefutureof theteam.”

Donnellysaidthereisachallengetobe inaleadershippositionforeachofhis teams.

“ButI’vegrownalot,andnowIsee hardworkoutsasawaytoimprove,”heemphasized.“Cross-countryandswimming havebeensomeofthemostfulfilling thingsI’vedone.It’sveryeasytoseethat theworkyouputinpaysdividends.You begintounderstandthat,insteadofbeing likethemajorityofyourclassmates— goinghomerightafterschoolorwasting timeontheirphones—youaremaking yourselfbetter,moredisciplined,andlearningskillsthatyouwillcontinuetouseafter highschool.”

Donnellyemphasizedthat,onthesur-

face,cross-countryandswimmingdon’tappeartobeverysimilar.

“Buttome,theydohavealotincommon,”hesaid.“Muchofthatisduetothe cultureoftheteam.Duringcross-country, theteamhasbeensmaller,andthathelpsus beprettycloseknit.Beforemeets,wehold pastapartiestoloaduponcarbs,andthese seemtobuildateambondlikenoother. Withswimming,althoughwedon’ttypicallyhavetheseeventsoutsideofpractice, theteamhasalwaysbeenlikeafamilyto me.Everybody’sreallyclose,andthebonds becomeformedwithinthegruelingworkoutswealldotogether.Bothsportshave beenveryimpactfulinmylife.”

Thefamilybondsofhisteamscome easilytoDonnelly,whoboastssixsiblings—Jackson,Cole,Reed,Leah,Lane andBo.

“Ihavealwaysattributedalotof whereIamtodaytomytwoolder

brothers,JacksonandCole,”hesaid. “Bothofthemrancross-country andtrack,andtheyinspiredmeto pursuethesportsmyself.Iranwith Colemyfreshmanandsophomore years,beforehegraduated.Jackson alsodidswimming,andhe’salways been abigrolemodel.Bothofthem arenowattheUniversityof Delaware,wheretheycontinueto inspiremeandevensupportmeby attendingsomeofmycross-country meets.Myothersiblingsarealsoincrediblysupportive,andIhopetobe aninspirationtothem,asmuchas myolderbrothershavebeentome.”

Donnellysaidheisextremelyappreciativeofthesupporthereceives fromhismother,Lynn,Donnelly, andfather,JoeDonnelly,whoisa teacheratIRHSandtheoffensive coordinatorforthe2024DIAA statefootballchampions,aswellas theheadoftheBethanyBeachPatrol.
