A pilot is recovering from his injuries after the small plane he was flying went down on June 10 in a remote area of the Los Padres National Forest near the Santa Barbara/Ventura County line. At approximately 2:28 p.m., the 31-yearold Korean pilot, who was flying solo, managed to call 911 from his cell phone to report that he had crashed. Ventura County Fire dispatchers were able determine his GPS coordinates and pinpoint his location. The single engine Piper Cherokee plane had departed from the Santa Barbara Airport approximately 20 minutes prior to notification of the crash.

In a one-weekend blowout sale, the Resale Shop at St. Joseph Catholic Church in Carpinteria sold 400 pairs of jeans to help the local poor and needy. After the church received a massive donation of new and used jeans on the morning of Friday, June 9, Resale Shop Director Yvonne Davisson and Msgr. Dick Martini decided to offer the jeans at just $1 a pair after the Saturday and Sunday masses. Martini asked the church’s conference of the Society of St. Vincent de Paul to organize and conduct the sale, and suddenly Society members were organizing, sorting and making ready to conduct the sale. After each mass, parishioners stopped by to browse and to buy, and by midday Sunday, the jeans were nearly sold out.

Holt has a surgery scheduled for June 29, so the event is designed to raise funds to defray the cost and to surround him with love, laughter and fun before he goes to the hospital, said event organizer Annette Fisher.

Are you ready for recycled water?

As the drought drags on, South Coast agencies are scrambling to lay the groundwork for a potable water supply that might one day be the region’s largest, after Lake Cachuma: purified and recycled wastewater.

For the past 25 years, a small amount of wastewater from sinks, tubs and toilets has been treated and sprayed on the turf at golf courses, schools and parks in Santa Barbara and the Goleta Valley—fewer than 100 sites overall. It’s not suitable for drinking, but it keeps the grass green.

The rest of the South Coast wastewater stream—about 11 million gallons per day—is treated, piped offshore and dumped into the ocean. Officials are asking now, why waste a supply that can be turned into drinking water? Even after a wet winter, Cachuma is only half full.

Future allocations from the lake will likely be drastically reduced because of siltation and mandatory downstream releases. And it could take 10 years to recharge the local groundwater basins, now at historical lows.

The South Coast—and much of California—has exceeded the limits of reservoirs and wells, the traditional supply options of the 20th century. Now, like Cinderella at the ball, recycled water is attracting a host of eager suitors.

“It’s probably the top priority,” said Robert McDonald, general manager of the Carpinteria Valley Water District. For years, he said, the district has been trying to sell half the valley’s state water entitlement and invest in recycled water. From 2012 through 2016, the state aqueduct delivered only 37 percent of entitlements yearly, on average.

Now the district is reviewing preliminary plans for a $21 million water recycling plant that would treat wastewater nearly to the quality of distilled water. The purified water would be injected into the groundwater basins and stored there for several months before being pumped into homes.

According to a district report, it would be cheaper for the valley to turn wastewater into drinking water than to import state water or build a desalination plant. A plant could be online within three years, if and when the community decides to move forward, McDonald said.

It would cover about one-quarter of customer demand in the valley.

“We need a supply that is drought-resistant and local,” McDonald said. “State water is expensive and has lots of variability.”

A flurry of reports commissioned by South Coast water agencies during the past year shows that purified wastewater from Santa Barbara, Montecito and the Goleta and Carpinteria valleys could supply enough potable water for 80,000 residents, out of a total population of 207,000.

On June 7, even as Santa Barbara’s new $70 million desalination plant started up operations, city officials rushed to bid on a $5 million property for a future water recycling plant nearby. The 2.4-acre parcel is on the waterfront between South César Chávez and Quarantina streets.

“Recycled water has the potential to make up 50 percent of the city’s supply,” said Joshua Haggmark, Santa Barbara water resources manager. “We’re 10 years out, but it’s not too early to start to open people’s minds.”

The Goleta Water District is reviewing preliminary plans for an $83 million water recycling plant that would inject purified wastewater into the groundwater basins.

Together with continued production of non-potable water for irrigation, reports show, the plant would cover 40 percent of customer demand.

“It’s a source that is already collected, right in our backyard,” said Dave Mattson, Goleta Water District assistant general manager. “We’re faced with the need to localize our long-term water supply sources so that we have control of them.”

Even the Montecito Water District, which has never endorsed the production of non-potable irrigation water in Montecito or allowed customers to tap into the nearby city supply, is applying for $75,000 in state funding for a study on water recycling.

“We are going after it, absolutely,” said Tobe Plough, a Montecito water board director. “To me, that’s where the future lies. What on earth are we doing, sending all this stuff to the ocean?”

About 13 percent of municipal wastewater in California is recycled. Orange County is the undisputed leader, having built the world’s largest wastewater recycling plant in 2008 to replenish its vast groundwater basins with potable water.

To help cities such as Santa Barbara that don’t have large groundwater basins, a bill in the state Legislature would set a 2021 deadline for the next frontier: a set of regulations for recycled water that can be pumped directly into reservoir treatment plants.

“Something that looked like it was many years away might be only a few years away,” said David Sedlak, a U.C. Berkeley engineering professor. “That’s because of the droughts, plural. The whole Southwest is thinking about this.”

Water experts avoid the phrase “toilet-to-tap” because they view it as misleading. In recycling plants, municipal wastewater is passed through micro-filters and reverseosmosis membranes, then disinfected with ultraviolet light and hydrogen peroxide: The end result is purer than tap water. For good measure, the water is allowed to filter through layers of rock in the underground basins for months before it goes into homes.

Edo McGowan, a retired Montecito doctor and environmental advisor with the State Department in Africa, and a familiar figure at local water board meetings, is not so enthusiastic; he urges local agencies to “proceed with “extreme caution.” McGowan uses a sophisticated reverse osmosis system to purify the conventionally treated tap water in his home: he said he worries about antibiotic-resistant pathogens—superbugs that can make people sick.

“The water meets the state standards, but they were never designed to test for antibiotic-resistant bacteria,” McGowan said. “We don’t know what we’re drinking. I have no problem with the use of recycled water, as long as it’s done properly.”

The State Water Resources Control Board has said it is “very confident” in the safety of potable recycled water that is injected into groundwater basins, based on several decades of experience, monitoring and research on existing projects. The potential public health risk from exposure to pathogens in recycled water, whether it goes onto landscaping or into groundwater basins, is “very small,” the board says.

For Hillary Hauser, executive director of Heal the Ocean, a Santa Barbara-based environmentalist group, it couldn’t happen soon enough. Hauser co-founded the organization in 1998 with the slogan, “No More Ocean Dumping!” Early on, the group successfully pressured the Goleta Sanitary District to treat its wastewater to a higher standard before shipping it offshore.

But times have changed. On May 24, as a committee of the Goleta water board explored several options for recycled water, Hauser said, “Bravo! I want to commend the Goleta Water District for being one of the first to move forward in this county.”

State funds for libraries dried up during the Great Recession, and the loss of funds has forced many libraries to scale back hours or close altogether. Carpinteria’s library is part of a county branch system, but the city and the Friends of the Carpinteria Library regularly raise their commitment in order keep the

keep aging infrastructure from deteriorating. Durflinger noted that the city is well prepared to meet basic needs now, but the problem is chronic and long-term. “We aren’t the state who keeps kicking the can down the road. We aren’t the feds that keep printing more money,” said Councilman Brad Stein in support of finding a long-term fix to the budget problem.

Over the last decade, the city has steadily stepped up its support for the Carpinteria Branch Library as funds from other sources have tapered off or disappeared. Last year, the city agreed to a one-time increase in library support from $35,500 to $50,500. Many library supporters turned out for the June 12 budget deliberations to advocate for increased spending on what they called a vital community center that serves as a critical resource for old and young.

“Every year there’s a library budget crisis, and every year we vote to give the money,” said Clark. “We need to get off

The state is expected to begin allowing marijuana commerce no later than January 2018, and Carpinteria’s moratorium will be in place until May 8, with an option to extend it for a second year.

Since the council passed the initial 45day moratorium last month, an ad hoc committee of Councilmen Al Clark and Brad Stein was formed and city officials have met with County of Santa Barbara to share information about regulation development. Odor related to commercial growing has become an issue in Carpinteria, and the city has begun to look into how other municipalities are dealing with odor nuisances.

Facing a third consecutive year of budget deficits, the Carpinteria City Council agreed at its Monday night meeting that an effort must be made to grow the city’s annual revenue stream. Maintaining service levels through 2017-2018 will require a $516,000 dip into available reserves, which have dropped from a high of $1.97 million in 2015 to an anticipated $784,000 in 2018.

“We need to find new money, not cut this and cut that,” said Councilman Al Clark. “It needs to happen right now.”

The $9.4 million 2017-2018 budget under consideration by the council includes rising revenues from bed and property taxes that are outweighed by the rising costs of employee health and retirement benefits and the city’s contract with the Santa Barbara County Sheriff’s Department.

City streets and parks annually require general fund subsidies because their dedicated funding sources have plateaued.

Proposition 218, which voters passed in 1996, effectively froze special district and assessment funds at 1995 levels— amounts that fail to meet current needs.

For the last few years, city officials have steadily beat the drum for increased funding to local roads, most of which were built between the late 1950s and early 1970s and are reaching a critical age for repair. Since 2014, the city has drawn about $500,000 annually from the general fund for road rehabilitation, but the overhaul of city parking lot 2 in the upcoming year will require a general fund subsidy deemed a priority. A contracted pavement study found that the city should be investing over $1 million annually to keep its roads in good shape.

The Sheriff’s Department’s $3.5 million contract with Carpinteria will increase 10 percent in the upcoming year, and City Manager Dave Durflinger said that trend is likely to continue into the future.

Negotiations for a new contract are now underway between the city and Sheriff’s Department.

Read! Play! Read! It’s summer, and schools everywhere have urged parents to be sure the kids read this summer—a typical recommendation is 20 minutes a day. For some kids, 20 minutes a day is small potatoes: getting to choose what they want to read and to read it as long as they want is its own joy-filled reward.

For others, not so much.

Should we force reluctant readers to read by, say, setting a timer for 20 minutes each day or withholding free time until it’s done or in some other way treating reading like a dreadful chore? Wait? Isn’t reading supposed to be fun? It’s supposed to be a way to pursue your interests or get lost in a fantasy or to see yourself in a different place or time! My weathered opinion is that if a child doesn’t think reading is fun, he hasn’t found the right books or the right opportunities to read or share with others.

Try to work it so that kids are selfmotivated to read most days. Including reading in the daily routine of summer days, maybe after breakfast or lunch, can set the expectation. Giving kids an audience can help too; perhaps there are friends who would like to read the same book and talk about it or different books that they tell each other about. Asking your child what’s going on in the book can deepen her thinking about what she’s reading and encourage her to read to the end so she can tell you about it.

Reading aloud, a child reading to you, or taking turns are all fabulous relationshipbuilding shared experiences.

It’s important to let children choose most or all of the books they want to read. Reading the same book over and over again is often a good thing. For our youngest readers, it’s critical to becoming proficient. For older readers, rereading can allow a second look at the hard words they skipped the first time and a fuller understanding of the text.

So, head to the library or bookshelf!

Borrowing from Lucy Calkins, who is well-known to elementary school teachers, see the boxed section for steps kids can use to “try on” books until they find a good one.

The Carpinteria library will be looking for your child and you! The theme of this year’s summer reading program is Build a Better World. Online sign-ups for children, teens and adults began June 13.

Kids, here’s how to find a good book 1. Ask yourself if the cover looks interesting. If not, put that one back and keep looking!

2. Read the blurb on the back or inside cover of the book. Does it still sound interesting? If so, keep going.

3. To get an idea of how challenging the text will be, open the book to any ol’ page and start reading. Count how many words you don’t know. If it’s between one and three words on the page, the book is probably at your reading level. If you don’t miss any, this is what we call a holiday book for you, and you should read some holiday books over your summer vacation! (Some adults call holiday books “beach reading.”)

If you don’t know more than three or four words on the page, this may be a challenge book for you. If it’s so hard that it doesn’t look like it’s going to be any fun at all, forget it. But otherwise, you might need to look up or ask about the meaning of some words, but if it’s interesting enough to you, you’ll be so glad and proud you read it!

Stack up some books that look good after working through those three questions. If you start one and it turns out to be a dud, there’s no harm in quitting one halfway through and starting the next one. (Adults do that too!)

There has been a revolution, of sorts, in the wastewater industry over the past several years. Sewage treatment plants are transitioning to become “resource recovery facilities.” Instead of treatment and disposal, the new paradigm is capture and reuse. Across the nation, wastewater agencies are focused on such things as energy neutrality, potable reuse, reduced carbon footprint, sustainability and other so-called “green” endeavors.

Indeed, what flows into the wastewater treatment plant all day, every day, has real value. here in Carpinteria we are working in partnership with the Carpinteria Valley Water District to develop a water recycling project that could provide 1,000 acre feet per year of highly purified water for our community. If it moves forward, this project will fully recover a precious resource that has simply been flowing out our ocean outfall pipe for generations.

On occasion, we get a truckload of compost that we make available free to our customers on a first come, first served basis. to soil called biosolids.

While this is the final product at many facilities, our biosolids get processed even further to maximize their value as a resource. Each week we send about 25 tons of bulk biosolids to the Engel & Gray composting facility in Santa Maria. The material is blended with green waste from homes, farms and area wineries and then processed using a carefully controlled windrow composting operation. Temperature, moisture and oxygen conditions are monitored throughout the composting process. The result is a very high quality soil amendment that is nutrient rich and pathogen free. Both the biosolids feedstock and the finished compost are tested regularly to make sure the end product meets all u.S. Environmental Protection Agency standards.

It improves soil structure, porosity and density to ensure a healthier root environment; it increases the water holding capacity of soil so that water is used more efficiently; and it contributes nutrients in the right concentrations and ratios for optimal plant growth. Pot or people?

With all the letters, pro and con, regarding medical marijuana, I have yet to see any mention of the huge amount of water it takes to grow these plants. The average single pot plant requires 6 gallons of water a day whether it is grown inside or outside. NBC News has reported this several times, and in 2014 they headlined an account of how water-guzzling pot plants were draining drought-wracked California. While I have absolutely nothing against growing pot for medical uses, shouldn’t we be concerned about how this incredible overuse of water may affect our valley? How can we continue to ignore the reality of our diminishing water resources, and plan for more hotels, buildings and, yes, a marijuana crop?

Isn’t it about time we start thinking about the people who live here and value what Carpinteria has to offer, and not just the people who want to make money off of our valley?

Appreciation for Venoco

I believe it is time to say thank you to Venoco for always being a great community partner and friendly steward to our local land. Venoco has listened to our town’s feelings over the years and been open to us all for access to the bluffs. Oil and gas production is and has been a necessity for us all (think about it), and Venoco has successfully strived to be the best. The company is a Santa Barbara County employer of great people who all want the same as you. We are all environmentalist wanting safety and a clean life for all of us all the time.

Venoco has operated the Carpinteria onshore facility and three offshore platforms for decades with only the best of personnel the entire time. Taking on this operation from a major corporation (Chevron), Venoco has proven it can be done safely and clean. The energy we consume daily in many ways will change someday; it just takes time but it will happen. The oil and gas held in our local lands will probably be explored by the next guy to get for our use.

Thank you, Venoco, for an outstanding performance that will be hard to compete with or compare to in the efforts to produce local energy for us all. The moneys you have provided to Carpinteria, Santa Barbara County and the state of California are certainly appreciated and have done nothing but great things for great people. Our best to everyone at Venoco who made this happen.

The Carpinteria Library needs your support.

The budget for our library is increasing suddenly and without warning. The current estimate shows a deficit of $77,000.

This includes the generous support from both the Friends of the Library and from the City of Carpinteria.

The City’s contribution is normally $35,500, but last year they stepped up with a one-time increase of $15,000.

The Council seems willing to consider maintaining the additional contribution in their budget for 2017/18, but it is important that they see and hear the tremendous support for their decision.

The City of Carpinteria’s budget discussion will return to the council on June 26. Please consider attending the hearing to express your support for our community library. The council has hard choices to make. Let your voice be heard

Community outraged by library firings

On Wednesday, June 7, two valued members of our Carpinteria Library staff were summarily “terminated” by representatives of the Santa Barbara Central Library and told to leave the building immediately. Both have worked at the library for 10 years, both in roles that made them beloved by hundreds of patrons. Allison Turkish has been a warm and welcoming presence at the front desk, for years the voice of story time and a computer troubleshooter for staff and patrons. Suzanne Requejo has run the after-school homework program for 10 years, impacting the lives of countless kids. For the last two years she has won prestigious Fund for Santa Barbara grants to help underwrite her monthly Family Arts program, in which hundreds of kids, parents and grandparents gather to make art and celebrate cultural traditions.

As many local patrons may not realize, the county contracts with Santa Barbara and the Santa Barbara Central Library to administer its branches (in Solvang, Buellton, Goleta, Montecito and Carpinteria), handling payroll, hiring, insurance, training, book-purchasing and programs.

Though our branches have little autonomy, each has its own important role in its town, and the staff are integral members of our communities. These firings without notification have sent shock waves through the system.

The Friends of the Library board of directors want to assure Carpinterians that we are as amazed and horrified as you are. It may be no coincidence that we are in the midst of pretty contentious budget hearings with SB Central Library.

Nevertheless, we will try to find a way to reinstate Suzanne’s homework program, and do our best to get both Suzanne and Allison rehired.

Both Suzanne and Allison appreciate the outpouring of community support they have experienced, confirmation of how vitally important our library is to so many.

Librarians fired— unacceptable

Two of our valued Carpinteria Library employees were perp-walked out of the library in front of the children last week.

That happened here! The homework center at the Carpinteria Library has been a model for other libraries. Why would the central library administration eliminate it? One employ was informed that she was not “fired” but that her program had been eliminated; she no longer had a job.

They pulled the plug on our Homework Center! Carpinteria Friends of the Library has supplied computers for that program. A grant was awarded the Family Arts and Crafts program Artesania Para la Familia by the Fund for Santa Barbara, and the librarian who has run it so successfully for several years was let go without notice. By the way, she will have been honored in The Fund for Santa Barbara celebration of community service last Tuesday evening. She needs to be reinstated.

We will continue to pursue solutions to the funding gap. As a community we will be creative. We will grow and we will be stronger. I feel confident we will prevail. We need to work with oversight committees to ensure that means are just.

Thanks to the City of Carpinteria for standing up, you will not be sorry, and to First District Supervisor Das Williams for being forthright and committed to our situation and to the Santa Barbara City Council for becoming aware of issues that certainly demand their participation. Santa Barbara City Council recommended we make our issues known to them. I would like to see that channel established and protected.

Beloved library staff cruelly dismissed

Distressing, damaging, devastating to all library lovers, but especially the children in our community was what

occurred at our Carpinteria Library on June 6 when Allison Turkist and Suzanne Requejo, both 10 year employees of our library, were unceremoniously informed that their services were no longer required.

The draconian behaviors of the Santa Barbara Central Library Administration even included discharging Suzanne in front of the children in the Homework Center. The kids were eagerly awaiting the end of the year celebration that had been planned for weeks and they were anxious to discover who would win top honors in the MTD art competition. MTD representative Nancy Alexander was on her way to present the awards. Requejo was so pleased because once again MTD had awarded the top three prizes to the Carpinteria Library Homework Center children.

The expressions on the children’s faces as they helped Suzanne pack her belongings and load them into her car are something I will never be able to forget.

Funding shortfall threatens library

I was astonished to learn that Carpinteria Library faces a massive budget gap that the County of Santa Barbara may fail to close.

Anyone who enters the Carpinteria Library knows within minutes how well utilized it is. More than just a library, it is virtually a community center. Many people, who do not have computers or internet access are constantly there—filling in job applications, communicating with friends and family, reading the news, becoming informed. Our library is their lifeline.

Not only is the library a place to take out books, DVDs and audio books, we have librarians to assist students and adults in their search needs, whether for school work, advanced course work or just expanding their opportunities and their minds. Every community needs a library, and we are fortunate that we have such an excellent one.

There is probably no place in Carpinteria that has more traffic and utilization.

The Carpinteria Library is the first county branch library in the state of California.

As the county considers its budget, we must do whatever is necessary to maintain and support our library.

The inefficiency and poor management provided by the Santa Barbara Central Library should not affect the budget of branch libraries, especially those that do major fundraising to support the library operations (Friends of the Library contributes over $50,000 annually thanks to bookstore sales) and have quality programs for children. We should not be penalized.

What is more important than an educated community? Libraries are not an unnecessary frill to a community but a necessity.

Open school discussion will bring best results CVn

a monthly muse melinda wittwer Thank you to all who wrote and questioned and discussed further our Summerland School, its many strengths and perhaps its few weaknesses. I use the term “our” because anyone who lives within the boundaries of Carpinteria Unified School District should care about and be proud of owning all the schools, each and every one. The way I look at any school district is that it is only as good as its worst school. We need to fill the needs of all the students at all the schools equally—the very best way we can.

Several weeks ago I was told to “get real.” I do not know how much more real I can get after teaching junior high students for over 25 years—in Oxnard.

The district I worked in was similar in size to Carpinteria, a size I appreciate because teachers and parents can have direct access to school board members, principals and district personnel. Everyone’s voice can be heard, but probably no one will get everything they want.

We all seem to agree that Summerland School is a good school. On the other hand, questions have arisen about the ethnic mixture at several Carpinteria schools including the Summerland students. One writer stated, “This is Summerland, not Carpinteria.” Granted, but a large segment of Summerland students do reside in Carpinteria while attending school in Summerland. The district allows this relocation because there are not enough children in Summerland to populate their school.

My question about why not close the Summerland School is almost totally based on looking at the financial issues involved with running this small school while school facilities in Carpinteria are under-utilized. But—and this is a big but—schools are not businesses, and the bottom line is not always the best choice when it comes to what’s best for educating real, live students. That is why it is necessary to have superintendents and school leaders in place that are educators first. tional environment. A good example of this is finding the money to fund art and music in schools. It has been proven over and over how art and music enrich the rest of the core curriculum. Some school districts choose to spend money on these subjects. Some do not. Likewise, what is the best possible choice for all students in the CUSD—maintain and improve Summerland School or close it?

Another alternative for Summerland that was mentioned was the idea of forming a charter school. A fellow teacher and I, in one of our “we could do it better” moods, would often talk about setting up our own charter school where we could do things the “right way.” We had great discussions, families at home, papers to correct and little free time. Thus our ideas never got beyond our intellectual and interesting discussions. Charter schools can be great, but they are for sure a lot of work and take a tremendous amount of time, energy and patience. If anyone has the real desire to set up a charter school, I wish them well.

Now I pay property taxes locally, and some of that tax goes to the CUSD. I cannot allocate my tax payment to any one particular school as it is to be used to help educate all the students in all the Carpinteria schools. To quote Time magazine, “Our future depends on how well we educate all of our youth . . .”

Personally I want an educated population. I want people that can make correct change, read a news article and weed out different biases, and do research to decide on which candidates to vote for in any election.

It is said by people wiser than I that our democracy depends on an educated populace. In other words, we want our own children to be well educated, but we also want all children to be well educated.

Be assured, public education is a big piece of how we are going to accomplish this.

I am not personal friends with any of the current members of the CUSD school board, but I agree that no one becomes a board member for financial gain or to move up to running for president or to get a date with the school secretary (I guess that really depends on the secretary).

Board members have to spend a lot of time in not-so-fun meetings having to make crucial decisions that will impact our future. They deserve our respect, our questions, and our opinions. Their job requires that they listen to us. They don’t have to agree, but they need to listen.

Therefore, if you have questions about what is happening within the CUSD, go to a board meeting and ask. That is your right and your responsibility.

howard School students recently received various student awards for personal and academic excellence this year. The howard School has awarded plaques for outstanding achievement since 1951. Julia Reed won the Citizenship and The Brook Backman Rye awards for her concern and thoughtfulness for the school community and for her fine arts. Lea Grandle won the Heinisch Award for School Spirit for her school spirit, respect for the school and support of its standards, responsible use of supplies and equipment, and her respectful conduct towards the faculty and administration. Jake Ehlers won The Esther howard Memorial Award for his potential in academics, citizenship and sportsmanship in the Lower School. Annika Mager won The Warwick S. Carpenter Mathematics Award for most outstanding math student in the Upper School.

Taylor Kane won the Scholarship Award for outstanding scholar of the Upper School. Ida Kane won the Maureen Loster Service Award for devoting hours and energy toward the successful fulfillment of the Howard School’s mission.

Tough love at the library

Budget crunch strains relationship between Carpinteria and SB Central libraries

By Peter Dugré All’s not well at Carpinteria Branch Library. Multiple accounts from former employees and Friends of the Carpinteria Library group members indicate that the relationship to Santa Barbara Central Library, which manages all branches in the system, is acrimonious. Much of the criticism has been placed squarely on the management style of Administrator Jessica Cadiente, who has overseen operations for the past 18 months, a time span coinciding with dire budget shortfalls that have driven hard decisions.

Cadiente said that she wants what’s best for the branches—all of which rely on SB Central and by extension, the City of Santa Barbara for administration, and that she’s simply steering a ship through a perfect storm of budgetary constraints originating from shrinking revenues at federal, state and county levels. Her critics say she rules with an iron fist without regard for the people employed at Carpinteria Branch or the community it serves.

It all comes down to dollars and cents, Cadiente said. “Carpinteria has completely exhausted its reserves. We’re looking at a budget shortfall of $75,000 to $90,000 and are waiting for the county and city to determine funding for levels of service,” she said.

Currently, Carpinteria Branch is without a supervising librarian. Former su-

pervisor Tara O’Reilly retired in March, at which point she had said it was simply time for her to turn the page and that she was grateful for her time at the library. However, following the sudden termination of two longtime employees at Carpinteria Branch Library last week, O’Reilly has broken her silence on factors like a toxic work environment that influenced her decision to retire.

“I didn’t want to color my final months with any of this, but after the two employees were fired without cause, I could no longer be silent,” O’Reilly said. “It had grown toxic.”

SB Central offered no explanation for the firings of part-time hourly employees Allison Turkish and Suzanne Requejo on June 7, but the mysterious jettisoning of employees has led to outrage and job insecurity for remaining employees.

There are two 18-hour library technician positions for Carpinteria now advertised at the City of Santa Barbara website. Turkish and Requejo were library aides, and Cadiente, though she would not comment on specific personnel matters, has indicated that she wishes to reorganize with employees who have the higher classification of library technician.

Carpinteria Friends of the Library President Gaby Edwards said, “There’s incredible paranoia among staff. It’s an atmosphere where there’s a real fear for people’s jobs.”

the future of the Carpinteria Branch. She publically states to the Santa Barbara City Council that branches are siphoning funds from the Central Library, and she has taken steps to double administrative fees the branches pay to Central.

Edwards said she understands that branches had probably contributed too little for administration, and she has learned through conversations with Carpinteria City Manager Dave Durflinger that bumping administrative charges up from 9 percent of the budget to 18 percent was reasonable. Budgets for the next two years show that increased administrative fees will be applied incrementally and contribute to growing shortfalls that threaten the number of days Carpinteria Branch will be open.

Even though Edwards said the Carpinteria Friends group understands the budget issues and adjustments to administration fees, it all comes back to communication and consideration, according to the multiple people who have gone on the record outraged by how Carpinteria Branch is being managed. Friends of the Library was first alarmed last fall when Central Library wanted to apply a 9 percent surcharge to $8,000 privately raised to purchase new computers at Carpinteria Branch. According to Edwards, it was a sharp break from historical norms and only contributed to the growing rift in relations with SB Central.

Cadiente, who stated in a phone interview that nothing is abnormal and her management decisions have simply included steps to make the system better and more equitable, said that the computers, as with all equipment at the libraries, would be owned, maintained and receive IT support through the system. The administrative cost only brings to light previously ignored costs that have been unfairly absorbed by the Central Library but could no longer be shouldered without a proper accounting of who actually benefits.

Turkish had been a Carpinteria Branch employee for 10 years and characterized her sudden termination as an unnecessary shock because the library operates to serve the community. Her experience and familiarity to library users and Carpinteria operations trumps an elevated certification. She holds a masters degree, but it’s not related to libraries. City of SB human resources could not give her an explanation of why she’d been let go and didn’t have to because of the terms of her employment.

Requejo’s case was jarring for the children she served at the Homework Center, the afterschool program she ran with great fanfare for mostly Hispanic middle school-aged students. According to several accounts, she had arrived at work and was told to pack up and leave. Her students helped her pack. She also runs a weekend art program that is funded through a Fund for Santa Barbara grant. That money is still available to Carpinteria Friends of the Library, but it’s unclear whether she’ll continue to operate the well-attended program on library property. Cadiente said the intention is to restart the after school homework program in the fall.

“We tried to make nice,” Edwards said. “(The firings are) the straw that broke the camel’s back. We don’t have anything to gain from upsetting Central Library.”

Cadiente did not speak to either of the firings because personnel matters are held private. Edwards said that at least in appearance, it seems that anyone connected to the old guard at Carpinteria Branch is being eradicated.

Local author publishes second book

Gary Delanoeye of Carpinteria has published his second work of fiction with Summerland Publishing, “Letters from the Outs.” Picking up where his first book, “Checking in at the Crowbar Hotel,” left off, Delanoeye’s newest novel takes place in a juvenile correctional facility. Organized in overlapping vignettes where characters appear and reappear, as they do in “Checking in at the Crowbar Hotel” (slang for prison or jail), “Letters from the Outs” is a humorous and sometimes poignant look at young adults attending high school while incarcerated.

As an educator himself, the author draws on his recollections of students to create the narratives in his book using fictional characters like Holly, “a real earth girl,” the author notes, and her pals Raven and Rory. Day turns to night at the Arts Center

Under the direction of local painter and muralist John Wullbrandt, the 2017 Teen Mural Project will take place at the Carpinteria Arts Center on Wednesday, June 21, from 10 a.m. to 4 p.m. Lunch will be provided for the volunteers aged 11 and up. Five influential women retire from school district Kathleen Manos

Dianne Paradis didn’t discover her love for teaching until her own kids started school. “When my kids started at Lou Grant, I met so many inspiring people who became amazing mentors,” recalled Paradis. “I found that I really liked learning about early childhood education.” That spark of inspiration kickstarted a 35-year teaching career, which reached its conclusion this past week.

Paradis began teaching in the Ventura Unified School District before starting at Canalino School, where she has taught kindergarten for the past 29 years. “My favorite part of teaching was getting to spend my career in the midst of little ones,” said Paradis affectionately. “They’re so full of joy and love and energy. It was a wonderful way to spend my time.”

Managing dozens of children is no easy task, but Paradis cherished the experience.

“Kindergarten is the beginning of the children’s school career,” she explained. “I had to help them establish how the classroom works and prepare them to be lifelong learners.”

Beyond teaching kindergarten students, Paradis also served as the Kindergarten Grade Chair for the Carpinteria Unified School District. “As the kindergarten grade level chair, (Paradis) led our team with professionalism, fairness and a good dose of humor,” said Gretchen Tofflemire, an Aliso School kindergarten teacher and longtime friend of Paradis. Canalino Principal Jamie Persoon described Paradis as “a champion for kindergarten students and a leader in so many ways.”

Paradis feels ready for retirement but has found it hard to say goodbye to teaching. “I’ve been doing it a long time—it’s what I do,” she said. “I’ll miss the fun of it, but I’ll still be here in town. Stop me and fill me in on how the children are doing!”

After devoting so much of her life to teaching, Paradis looks forward to having an open schedule. When asked what she plans to do with her free time, she sighed, laughed and said, “So many things.”

Thirty-one years ago, Kathleen Manos was on her way to the beach when she passed by Carpinteria Middle School. “I parked my bike and heard a voice saying, ‘Go now’ so clearly that I had to check over my shoulder!” Manos recalled. She was a recently single mother, living in Ventura and commuting to Los Angeles to teach.

“I had family members in Carp and always thought the town was charming,” she explained. “I happened to be visiting for my spring break and thought I’d see if the middle school had any openings.”

Dressed in a bathing suit and beach towel, Manos entered the double doors and met Tyson Wilson, the principal at the time. “I asked if they had any openings for PE and he told me, ‘You’re not gonna believe this, but we just got the first opening KArLSSon we’ve had in years—and Kathleen Manos sails into retirement from it’s for PE.’” Manos joined Carpinteria Middle School with a smile on her the CMS staff shortly after and stayed until her retire- face. ment this past week.

“My favorite part of teaching was the impact you have on kids,” explained Manos. As a PE teacher, she encouraged students to work hard and engage in healthy competition. “Middle school is a time when kids are really developing their character and resiliency.

They need to be taught to work through challenging times rather than get carried through them.”

CMS teacher Kim Castagna described Manos as the rock who has kept the CMS PE program on a steady course over the past few decades. “She is a CMS institution who will be missed,” said Castagna.

Manos described her retirement as bittersweet, saying, “I’ll miss the kids and my colleagues, but I’m excited to have time for new pursuits.” She looks forward to spending more time with her grandchildren, traveling and developing her longtime passions for real estate and writing.

Cindy Calvin worked in Human resources before she discovered her love for teaching. “When my kids started school, I began volunteering in their classrooms,” said Calvin. “I simply fell in love with working with kids.” She taught for one year at the former Main School before joining the teaching staff at Canalino School.

Calvin taught several grade levels over her 20-plus year career. “When teaching elementary-aged kids, the biggest challenge is making them feel safe enough to take risks with you,” she explained. “They’re little adults with their own personalities.

You have to earn their trust and show them that it’s okay to make mistakes and not be perfect.”

Canalino Principal Jamie Persoon praised Calvin for being student-focused in her approach to teaching. “She worked hard to plan and deliver a rigorous curriculum to ensure students made academic progress each year,” said Persoon. Fellow teacher Monica Shugart emphasized Calvin’s artistic flair, as well as her knack for organization and big-picture goal planning. “Her voice and insight as a professional will be missed,” said Shugart.

Calvin’s favorite part of teaching was watching her students develop over the course of the academic year. “There’s so much change between the beginning and end of the year,” she explained. “I just loved watching them blossom and grow as they developed new skills.”

Although Calvin will miss the Canalino staff and students, she is excited for her retirement. “It’s a little bittersweet, but I found myself wanting time to explore life more,” she explained. The biggest items on her agenda include traveling to Europe with her husband and volunteering at the Carpinteria Seal rookery and the Santa Barbara natural History Museum.

Calvin is happy to have seen so many of her students grow into successful adults who are now finding ways to give back to their community. With a satisfied smile, she reflected, “It’s nice to watch things come full circle.”

Adelina Sanchez

After graduating from Carpinteria High School in 1974, Adelina Sanchez considered going into the Army as a way of getting out into the wider world.

“I had all the paperwork completed,” she recalled, “but I realized that I needed to stay to help my family, my mother and sister, financially.” The memory of that time—of only being able to complete a year of city college before deciding that she needed to work full time, and of having decided not to leave for the Army—is a painful one, Sanchez said, not because of what may have felt like lost opportunities personally, but for the difficulty of her family’s circumstances.

Having completed 41 years of service with the Carpinteria Unified School District in various roles as clerk, instructional aide and secretary at the elementary schools and district office— including the past 28 years BOyD at Carpinteria High School Office Coordinator at Carpinteria High School, where she rose to the post of Office Coordinator— Adelina Sanchez is retiring after 41 years with Sanchez’s influence has CUSD. spread far and wide via the students and staff she has helped in her long career.

Beginning in 1976 when Bob Keatinge hired her as a clerk at Aliso School, Sanchez has used her first language of Spanish to help students and families navigate the school system. Born in San Miguel de Allende, Mexico, Sanchez came to Santa Barbara at 4 years old with her family, then moved to Carpinteria in fourth grade.

Sanchez remembers being an Aliso School secretary when current Carpinteria High School Principal Gerardo Cornejo was a young student there.

Sanchez has worked under seven principals at CHS. Cornejo’s 11-year tenure there is by far the longest, and Sanchez credits him with implementing numerous positive changes. There were “not so many opportunities for Hispanic students before,” Sanchez noted. Proudly she said that she has seen students who arrived at the high school as freshmen speaking only Spanish, then not only graduate four years later but also go on to university.

“I would not have taken this job,” Cornejo said, “if Ms. Sanchez was not the Office Coordinator. She is the person who runs the school.” Pointing to the systems Sanchez has developed which staff will continue to use after her retirement, Cornejo added that Sanchez doesn’t do what she’s told to do—she does everything based on what needs to happen.

Raising her daughter as a single parent, Sanchez has had the satisfaction of seeing her child take the brave step of accepting a scholarship to the Phillips Academy on the East Coast and going to boarding school alone at 14. From there, her daughter went to Duke University and now works in federal law enforcement. And through her daughter’s achievements Sanchez has had the opportunity to travel beyond Carpinteria after all, visiting Spain, Japan and other parts of the U.S. to visit her. In her retirement, Sanchez hopes to travel even more widely—seeing polar bears in Canada and significant sites of history, such as the beaches of Normandy where the D-Day invasion took place.

Carpinteria High School librarian Jeanne Keatinge looks forward to continuing genealogy work in her retirement.

Soon celebrating her 48th anniversary with husband Bob Keatinge, a longtime CUSD educator and administrator, Jeanne Keatinge, like Bob, has worn numerous hats in service to the district. She is retiring from her post as librarian for the last three years at Carpinteria High School. “Of all the jobs I’ve had,” Jeanne related, “the library has been my favorite because of the direct contact with the kids.” She continued, “I wouldn’t leave, but we’re getting old.”

Jeanne’s career has been multifaceted in raising three daughters, working as a career center counsellor at CHS, in the attendance office and as Aliso School librarian. Helping with one of her daughters’ school plays brought Jeanne into contact with theater arts and soon she was working days in the CUSD and nights and weekends with the Santa Barbara Civic Light Opera in props and wardrobe. The opera company went bankrupt in 1991, but Jeanne worked “a very full-time schedule” for many years.

As the librarian for CHS, Jeanne has been responsible for textbooks, computers and library books. “The library involves everybody in the school,” she noted. One of the aspects she has liked best about her job, Jeanne said, is that it “changes every day—every 15 minutes.” But of the changes she has seen over the years, the one she seems most concerned about is the amount of reading students are doing.

A comment about the good selection of novels available at the CHS library elicited the response, “If the kids would read them” from Jeanne. Jeanne noted that a lot of reading now happens on electronic devices as opposed to in hard copy books, and that budget constraints have made it difficult for the library to keep up with trending new books—both of which are factors in the declining readership she has seen.

Still, Jeanne’s enthusiasm for her student clients is undiminished, and she notes great success in her time as librarian at Aliso School with motivating young readers in the Battle of the Books events. Also, she sees high school students always keen to read dystopian fiction, like the Hunger Games series.

In addition to enjoying time with her three daughters, nine grandchildren and one great-grandchild in her retirement, Jeanne and her husband look forward to embarking on some travels and exploring her interest in genealogy.

Escape to Jalama

THE SUMMERLAND SHORE F R A N D AV I S We spent a breezy three days at Jalama Beach County Park this spring. I say breezy because Jalama is famous for its winds. Signs warn that winds can sometimes hit 40 mph, and quite a few of the vehicles parked around us flew windsocks from tall poles. My favorite was a soaring hawk that made a fierce flapping sound. It was clear those campers had some previous experience with the place.

It was our first visit to Jalama, which was named for the Chumash village that once stood there. We’d glimpsed it numerous times passing by on the train—a cute little park with several flat benches carved into the hillside for vehicles and cabins overlooking the camping sites, some of them right on the sand. We reserved one of the bench sites with hookups so we could have electricity. We were surrounded by super-sized RVs, our little Road Trek a minnow among whales.

It appeared that most of those RVs planned to stay awhile. Some featured twinkly lights at night and portable dog yards, along with bikes and kids’ playthings. You’d have to stay longer than a day or two just to justify driving one of those big-rig sized vehicles over the winding 14-mile road in.

Jalama Road, which you catch off Highway 1 just south of Lompoc, was undeniably beautiful. Luscious rolling spring-green hills, valley oaks, a couple of ranches, the narrow blacktop climbing up and down coastal hills that felt mountainous, with some steep, tight curves. I put the Road Trek into low a few times and am still puzzled how some of those RV’s and trailers negotiated the tight curves.

The 23-acre park is owned and operated by Santa Barbara County, which received it as a gift from the Atlantic Richfield Oil Co. in 1943. It has all the amenities: fire pits, showers, kids’ playground, a store and a grill famous for its burgers.

Raves from Sunset magazine decorate the grill’s walls. Oh yes, and rental cabins with cute names like Tern, Pelican and Plover. The county put seven of them in a couple of years ago—all the comforts of home plus fabulous ocean views. They go for $170 a night and are pretty much booked solid for the next few months.

The park is a very contained area, no access to much outside the park except the beach, which is wild and windy with rough surf and signs warning of undertows. We saw a guy catching fish, though.

Like our southern beaches, rocky shoals alternate with sand, and rock pickers wander among the stones looking for agates. They looked nice after they were tumbled, a guy told me. I picked a few up, too, but then they sat, a lonely brown pile, on the picnic table, a new responsibility.

I still have them if anybody wants any.

Here’s the great thing about the beach.

(welcome in the park for an extra charge) and sore knees and other extenuating circumstances. And the bad thing—the beach was littered with big blobs of soft tar. Glistening black patches marred sand and rocks, and some rocks were clobbered with permanent black splash marks.

I never found out whether this was a seasonal thing or a permanent problem.

You had to watch where you walked. Our shoes got besmirched and one of our dogs still has tar between his toes.

Gracie Disgracie strikes again

Our Jack Russell terrier, known as Gracie Disgracie for her bad behavior, added another incident to her mounting list of infractions. A creature of enormous and undiscriminating appetite, she once tried to eat the contents of the compost bin. She’ll eat anything, even radishes and celery.

This infraction involved a brand new two-pound bag of cane sugar, carelessly left too near a counter edge. It’s never a good sign when you come home to discover several pools of clear vomit on the tile floor, and Gracie with that shameful look, refusing eye contact, stubby tail lowered. Then there’s the trail of sugar on the kitchen floor, a gritty track leading to my computer desk, where the desecrated bag lies on the rug, still burping sugar.

Even as I’m mopping, sweeping and vacuuming, Gracie and our other dog, the devious little chiweenie Finney, are trying to lap up sugar grains. It was clear that the mess was all Gracie’s, a case of monkey see, monkey do with the chiweenie, who wasn’t sick. He obviously hadn’t tried to eat his weight in sugar. Wouldn’t a normal creature stop eating a substance that makes it sick? Not Gracie. She persists—an admirable trait if you happen to be a female in congress, but not if you’re a Jack Russell terrier.

Dream vacation

On June 2 at approximately 8:20 p.m. a man was under the influence of alcohol on Linden Avenue and attempting to enter a vacation rental. He was threatening the people inside, saying that he wanted to fight. The man gave a deputy a false name, and was standing by his bicycle sandy and wet from the beach, apparently. The man could not provide an address of his own, stating that he lived on Linden Avenue where the palms and the lights were. He was arrested and taken to Santa Barbara County Jail.

Mad about some other stuff

On June 3 at approximately 9:30 p.m. a woman entered her boyfriend’s house on Aragon Drive and began arguing with him. The man’s parents came into the room and tried to help him remove the woman from the house. She jumped on the man and began biting and scratching him. The man and his parents were able to get the woman out of the house, but she grabbed the man’s wallet on the way out. He retrieved it out of her purse in front of the house. Another deputy found the woman a few doors away and arrested her for breaking and entering and attempting to steal the wallet. She was transported to Santa Barbara County Jail.

Stem, leaves and bud

On June 4 at approximately 8 a.m. a Sheriff’s sergeant made contact with a man walking eastbound on Carpinteria Avenue, but the man refused to speak with him and continued walking. The sergeant radioed other deputies because the man had cylindrical object protruding from the waistband of his jeans, covered up by his shirt, that may have been a weapon.

Deputies located a man near Casitas Pass Road matching the description the sergeant had given. They asked him to sit on the curb and cross his ankles for officer safety. The man appeared nervous, the reporting deputy said, and the deputy began to suspect that he was under the influence of a methamphetamine-like substance. After the man had held his eyes closed for about 45 seconds, the reporting deputy noticed that his pupils were still very constricted. There a was an “overwhelming odor of marijuana” coming from the man. Although the man had answered the deputy’s questions and spoken to him in English, he then said that he did not speak English.

The deputy placed the man in handcuffs and removed a folding knife from his pocket. Searching the man’s wallet, the deputy found a check for $28 made out to another person. The check was from one local nursery made payable to another, and the man was charged with

possession of stolen property for having the check.

Although deputies did not initially find any marijuana on the man, they suspected that he may have discarded some before he was detained. One of the deputies searched the side of the road and found a long stem with leaves and buds of marijuana on it. The man denied that the marijuana was his, but the deputy found a bud under the man’s belt buckle (a large buckle with gems on it) that matched the other buds on the long stem. The man was arrested for being under the influence of a controlled substance and for the check, and transported to Santa Barbara County Jail.

No camping

On June 5 at approximately 1:20 a.m. a deputy on vehicle patrol drove to the “Thunderbowl” area on the far east end of Carpinteria Avenue, where the road turns into a cul-de-sac. “During late night hours,” the reporting deputy wrote, “it is a common place for people to illegally drink alcohol, camp and use illegal drugs.

In my experience,” the deputy continued, “I have witnessed or participated in dozens of such contacts and arrests.”

As the deputy reached the cul-desac, he noticed a parked sedan with two people in the front seats, reclined.

Contacting the people to see if they were camping/sleeping in violation of the city ordinance, the deputy recognized one of them from previous contacts. The two men in the car made “furtive movements towards the floorboards” as the deputy approached, he reported, and he heard a loud thud. He then summoned another deputy to assist him.

The deputy shined a flashlight in the vehicle and saw a large water pipe/bong and smelled a strong presence of fresh marijuana and plastic “tear offs” that the deputy noted were “synonymous with narcotics packaging.” Noting that the men’s pupils were constricted, the deputy suspected they were under the influence of a central nervous system stimulant such as methamphetamine.

The men denied being on drugs other than marijuana. There was a large opened backpack on the floorboard of the driver’s side and the deputy feared that it may contain a weapon.

Asking the men to step out of the vehicle, the deputies patted them down. One of the deputies found a meth pipe and approximately 5 grams of meth in one of the men’s pockets. The deputies found multiple opened and closed containers of marijuana. The man in possession of the meth was arrested and the other man was released on the scene with a warning about not camping in the area.

Volleyball dad delivers youth program

While many dads are outside hitting pop flies to the outfield or booting soccer balls across the lawn, local volleyball enthusiast Dan Terry has been inside a gym, attempting to get a group of 7 to 13-year-olds to learn how to control a volleyball. For the past month, the former UCSB volleyball player has volunteered to introduce the sport to boys and girls through a clinic offered by the local Boys & Girls Club.

“Volleyball is a challenging sport to teach young kids who don’t always have the strength to hit the ball over the net,” said Terry who is nearing the end of the inaugural, five-week program designed to show youngsters the fundamentals of the game. The organization has helped to make it a little easier for participants to adapt to the game by lowering the net to as low as 6-feet, 6-inches or seven feet, depending on the age group, instead of the regulation height of 8-feet for men (7-feet, four-inches for women). A softer ball than the conventional ones used at the high school or collegiate level is also put into play.

The new students, many who have never played the game, have been broken up into two groups: one consisting of grades two through five and the other representing grades six through eight.

Although the program stresses the basics of learning to serve, pass, set and spike, there’s a little leeway granted as far as handling the ball. “I give the (younger)

kids extra points every time they get three contacts because it’s hard for them, but still fundamental to the game,” explained Terry. He also stresses the importance of learning the more explosive overhead serve, instead of the easier, less effective underhand offer.

After Terry, who is also the sales manager for Coastal View News, didn’t make the cut for the school basketball team in the seventh-grade, he switched his focus to volleyball. “Basketball’s a lot of running the whole time, volleyball tends to be quicker, shorter bursts,” he said. Having coached high school and summer camps, Terry wanted to find a place where his own children and other youths could learn to play locally. Unfortunately, many of the volleyball options are located in Santa Barbara and beyond.

With some of the best players of all time, such as Karch Kiraly and Todd Rogers honing their skills at Santa Barbara’s nearby East Beach, Terry hopes to help extend the popularity of the sport into Carpinteria. Twenty kids have nearly finished the first-year program, having

“I feel like volleyball could be a bigger sport in Carp than it is,” the 6-foot, 7-inch former Gaucho said. And he hopes the local clinic will help to jump start the sport to eventually create a pipeline leading to future players at the high school level.

Ordinance No. 15 establishes a series of scheduled increases to the District’s sewer service charge rates for residential and non-residential customers.

The residential rate per dwelling unit is increased to $625.31 per annum for the 12-month period beginning July 1, 2017.

The annual rate will increase by 4% each year for the following four years. The Ordinance also establishes a new baseline non-residential sewer service charge rate schedule that becomes effective on July 1, 2017. Consistent with residential charges, the non-residential rates will escalate by a uniform 4% each year for the following four years.

Ordinance No. 15 further authorizes placement of sewer service charges on the Tax Roll for the Counties of Santa Barbara and Ventura.

Members of the Board of Directors voting to approve Ordinance No. 15 were Directors Moorhouse, Modugno, Damron, and Velasco. No member of the Board voted in opposition. Director Graf was absent from the meeting.

CARPINTERIA SANITARY DISTRICT NOTICE OF ORDINANCE ADOPTION & SUMMARY OF ORDINANCE 16 ORDINANCE AND ORDER OF THE GOVERNING BOARD OF THE CARPINTERIA SANITARY DISTRICT ADOPTING A GENERAL REGULATION PERTAINING TO DEVELOPMENT IMPACT FEES AND REPEAL ON INCONSISTENT ORDINANCES On June 6, 2017, following a public hearing, the Carpinteria Sanitary District Board of Directors on a 4-0 vote, adopted Ordinance No. 16, which among other things repealed in its entirety Ordinance No. 13.

Ordinance No. 16 establishes the District’s Development Impact Fee, effective July 1, 2017, to be $4,600 per equivalent dwelling unit. This represents an increase of $1,276 over the current development impact fee in place between June 30, 2016 and July 1, 2017. Ordinance No. 16 sets forth the basis for the Development Impact Fee and describes the methodology used to calculate applicable impact fees for new or expanded development within the District’s service area. Ordinance No. 16 also includes a provision for annual inflationary adjustments to the base Development Impact Fee using an Engineering News Record Construction Cost Index.

ORDINANCE NO. 716 EXTENSION OF AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARPINTERIA, CALIFORNIA ESTABLISHING A MORATORIUM ON COMMERCIAL MARIJUANA ACTIVITIES CITY AUTHORITY TO ENACT THIS MORATORIUM: WHEREAS, pursuant to the City of Carpinteria’s (“City”) police power, as granted under Article XI, section 7 of the California Constitution, the City Council of the City

(“City Council”) has the authority to enact and enforce ordinances and regulations for public health, safety and welfare; and WHEREAS, pursuant to its police powers, the City has authority to regulate and prohibit medical marijuana activities, including the establishment of cooperatives and collectives (City of Riverside v Inland Empire Patients Health & Wellness Ctr., Inc. (2013) 56 Cal.4th 729); and EXISTING CITY AND STATE MARIJUANA LAWS: WHEREAS, as set forth in Chapter 14.59 of the Carpinteria Municipal Code (“CMC”), the City currently prohibits the establishment, operation or maintenance of medical marijuana dispensaries, as well as the cultivation and delivery of medical marijuana, with the exception of cultivation by a primary caregiver or qualified patient or delivery by a primary caregiver to a qualified patient, when conducted in strict compliance with applicable state law; and WHEREAS, on November 8, 2016, the voters of the State of California approved Proposition 64, entitled the “Control, Regulate and Tax Adult Use of Marijuana Act”; and WHEREAS, Proposition 64 legalizes and regulates nonmedical marijuana in California and requires nonmedical marijuana businesses, including cultivators, manufacturers, distributors, retailers, and testing laboratories, to obtain a state license in order to operate lawfully. The state will not issue licenses if the proposed nonmedical marijuana business violates a local ordinance. The state anticipates that it will begin issuing licenses for nonmedical marijuana businesses on or about January 1, 2018; and WHEREAS, Business and Professions Code section 26200, which is part of Proposition 64, expressly recognizes the ability of cities to completely prohibit all nonmedical marijuana commercial activities or to regulate such activities; and WHEREAS, under Proposition 64, individuals may possess and use specified amounts of marijuana and may cultivate up to six marijuana plants per private residence. Under Health and Safety Code section 11362.2(b), cities may prohibit private outdoor marijuana cultivation, but may not prohibit completely private indoor cultivation of six marijuana plants or less.

Cities, however, may reasonably regulate private indoor cultivation of six marijuana plants or less; and WHEREAS, as set forth in Chapter 8.14 of the CMC, the City has imposed regulations on the individual cultivation of marijuana for nonmedical purposes in accord with the restrictions of Proposition 64; and NEED FOR THIS MORATORIUM: WHEREAS, it is imperative that the City maintain local control over all marijuana land uses to the fullest extent allowed by law. The City anticipates that Proposition 64 may encourage the establishment of various marijuana businessesa within the City. The Municipal Code does not currently address commercial marijuana activities. While no one may conduct such activities in the City without a state license, express Municipal Code regulations regarding marijuana cultivation facilities, manufacturing sites, transporters, distributors, testing laboratories, and other business activities are necessary to provide clear guidelines regarding the scope of prohibited conduct and minimize the potential for confusion regarding the City’s policies; and WHEREAS, the adoption of an ordinance that addresses commercial marijuana activities will take time and careful consideration and will require input from various community stakeholders and the general public. Until that process is complete, an interim urgency ordinance under Government Code section 65858(a) is necessary to protect the public health, safety, and welfare; and WHEREAS, marijuana establishments and activities often present health, welfare, and public safety issues for cities. Several California cities and counties have experienced adverse impacts associated with and resulting from marijuana dispensaries, delivery services, and cultivation sites.

According to these communities and according to news stories widely reported, marijuana land uses have resulted in and/ or caused an increase in crime, including burglaries, robberies, violence, and illegal sales and use of marijuana in the areas immediately surrounding such marijuana activities. Carpinteria residents have complained about odors emanating from largescale growing operations in the vicinity of the City. Marijuana cultivation sites have been associated with illegal construction, unsafe electrical wiring, excessive water use, and fire hazards; and WHEREAS, manufacturing of cannabis products can involve the use of chemicals and solvents, and as a result, the manufacture of hash oil concentrate, often added to edibles, drink and liquids, carries a risk of explosion due to the distillation process utilized to extract tetrahydrocannabinol.

Burn treatment centers at two hospitals in Northern California reported in 2015 that nearly 10 percent of severe burn cases were attributed to butane hash oil explosions, which was more than burn cases from car accidents and house fires combined; and WHEREAS, in 2015, there were at least five marijuana-related wildfires in California linked to marijuana growing operations; and WHEREAS, it is reasonable to conclude that commercial marijuana activities could cause similar adverse impacts on the public health, safety, and welfare in Carpinteria, and residents have already complained about negative impacts related to odors; and WHEREAS, it may be necessary to adopt regulations on commercial marijuana activities to protect the public against potential negative health, safety, and welfare impacts, and this moratorium is necessary to ensure the orderly and effective implementation of any regulations the Council may adopt; and WHEREAS, a temporary moratorium will

permit City staff to undertake an investigation of these matters and recommend a course of action to the City Council; and WHEREAS, California Government Code section 65858 provides that for the purpose of protecting the public safety, health and welfare and without following the procedures otherwise required prior to adoption of a zoning ordinance, the City Council may adopt, as an urgency measure, an urgency ordinance prohibiting any uses which may be in conflict with “a contemplated general plan, specific plan, or zoning proposal that the legislative body, planning commission or the planning department is considering or studying or intends to study within a reasonable time”; and NEED TO EXTEND THIS MORATORIUM: WHEREAS, on May 8, 2017 the City Council determined by unanimous vote to enact Ordinance No. 715 pursuant to the requirements of Government Code section 65858 establishing a moratorium on commercial marijuana activities for a period of forty-five (45) days; and WHEREAS, the provisions of Government Code section 65858 provide that the City Council may extend an interim ordinance for a period of ten (10) months and fifteen (15) days upon notice pursuant to Government Code section 65090 and a public hearing at which the City Council adopts the extension by at least a four-fifth (4/5) vote; and WHEREAS, pursuant to the requirements of Government Code section 65858, a notice of public hearing about the proposed extension of this Ordinance, originally enacted on May 8, 2017, has been placed in a newspaper of general circulation within the City in compliance with section 65090; and WHEREAS, at its June 12, 2017 meeting the City Council issued a written report describing measures taken to alleviate the conditions which led to the adoption of this Ordinance as required by subsection (d) of section 65858; and WHEREAS, although the City has made progress, as outlined in the report, the City has not completed evaluating potential regulatory options to address commercial marijuana activities; and WHEREAS, pursuant to the requirements of Government Code section 65858 the City Council has determined, by at least a four-fifths (4/5) vote, to extend this Ordinance for the immediate preservation and protection of the public health, safety and welfare of the community.

NOW, THEREFORE, THE CITY COUNCIL HEREBY ORDAINS AS FOLLOWS: SECTION 1.

Recitals Incorporated.

The above recitals are incorporated herein and are each relied upon independently by the City Council in its adoption of this Ordinance.

SECTION 2.

Declaration of Urgency.

The City Council of the City hereby finds and declares that, for the reasons set forth in the above Recitals, there is a need to adopt this Ordinance establishing a moratorium on commercial marijuana activities within the City. City staff requires time to study issues surrounding commercial marijuana activities, including evolving state and federal laws, so that it can propose appropriate regulations ensuring that the effects of commercial marijuana activities on the health, safety and welfare of the residents and businesses of Carpinteria are adequately addressed.

SECTION 3. Moratorium.

In accordance with Government Code section 65858(a), and pursuant to the findings stated herein, the City Council hereby: (1) finds that there exists a current and immediate threat to the public health, safety, and welfare requiring this interim Urgency Ordinance; (2) finds that this Ordinance is necessary for the immediate preservation of the public peace, health, and safety as set forth herein; and (3) declares and imposes a temporary moratorium for the immediate preservation of the public health, safety and welfare as set forth below: A. Commercial marijuana activities are prohibited in all zoning districts in the City and may not be established or operated anywhere in the City.

B. For purposes of this Ordinance, the following definitions apply: 1. “Commercial marijuana activity” means any business, enterprise, or commercial activity of any kind whatsoever related to marijuana, whether licensed under state law or not, and whether operated for profit or not, including but not limited to: a) Possession, manufacture, distribution, processing, storing, laboratory testing, labeling, or sale of marijuana or marijuana products; cultivation of marijuana, as defined in CMC section 8.14.020; and transportation or delivery of marijuana or marijuana products within the City, whether originating inside or outside of the City’s jurisdiction, with the exception of transportation or delivery with both an origination and destination point outside of the City’s jurisdiction. Notwithstanding the foregoing, any marijuana activities conducted in accordance with Chapter 8.14 or 14.59 of the Carpinteria Municipal Code, as well as all applicable state laws, are not considered “commercial marijuana activities” prohibited by this Ordinance. b) The association of qualified patients, persons with valid identification cards, or primary caregivers, who associate in order to collectively or cooperatively cultivate, manufacture, distribute, sell, or deliver marijuana or marijuana products for medical purposes.

2. “Marijuana” shall have the meaning set forth in Health and Safety Code section 11018, and includes marijuana for both medical and nonmedical use.

3. “Marijuana products” shall have the meaning set forth in Health and Safety Code section 11018.1, and includes marijuana products for both medical and nonmedical use.

SECTION 4: Effective Date and Duration.

This ordinance is an urgency ordinance enacted under Government Code section 65858(a). This urgency ordinance becomes effective on the date immediately following the expiration date of Ordinance No. 715 and will extend for a period of ten (10) months and fifteen (15) days, at which time it will automatically expire unless extended by the City Council under Government

Code section 65858.

SECTION 5: Amendment of Ordinance.

The City Council by ordinance after notice of public hearing and by the affirmative vote of at least four-fifths (4/5) of the City Council may modify, amend, delete or add to this Ordinance upon a finding that such action will implement and enforce the goals, policies, and purposes of this Ordinance.

SECTION 6: Publication.

The City Clerk is directed to certify this Ordinance and cause it to be published in the manner required by law.

SECTION 7: Study.

Staff is directed to study and analyze issues related to the establishment or operation of commercial marijuana activities within the City, including but not limited to, evaluating conflicts in state and federal law concerning the validity of the legislation, the potential impacts of such activities on public health, safety and welfare of the community, the desirability of such activities in various zones, and the extent of regulatory controls, if any, to impose on such activities.

SECTION 8: Report.

Staff is directed to provide a written report to the City Council at least ten days prior to the expiration of this Ordinance, describing the measures taken to alleviate the conditions that led to the adoption of this Ordinance, in accordance with state law.

SECTION 9: Interpretation and Severability.

This Ordinance is intended to be consistent with state and federal law, and is not intended to regulate in any area preempted by state or federal law. If any section, subsection, sentence, clause, phrase or word of this Ordinance is for any reason held to be invalid by a court of competent jurisdiction, such decisions shall not affect the validity of the remaining portions of this Ordinance. The City Council hereby declares that it would have passed and adopted this Ordinance, and each and all provisions hereof, irrespective of the fact that one or more provisions may be declared invalid.

SECTION 10: CEQA Exemption.

The City Council finds that this Ordinance is not subject to the California Environmental Quality Act (“CEQA”) pursuant to the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, sections: 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment); 15060(c)(3) (the activity is not a project as defined in section 15378); and 15061(b)(3) (the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment). The proposed ordinance maintains the status quo and prevents changes in the environment pending the completion of study and any amendment to the municipal code deemed necessary.

Because there is no possibility that this Ordinance may have a significant adverse effect on the environment, the adoption of this Ordinance is exempt from CEQA. Chumash elder shares heritage at Tomol Park

Chumash elder Julie Tumamait spun the legend of the Rainbow Bridge for Morning Rotarians as they met at the Tomol Interpretive Play Area recently.

The park’s name matches the effect it has on the imaginations of children and adults alike. Tumamait shared her appreciation of how the play structures help to tell the centuries-old Chumash story, representing Indian huts, a tide pool, the ocean, a “real” Rainbow Bridge, seals, dolphins and the iconic Tomol canoe.

The indigenous plants help to represent a complete Chumash village environment. “Tumamait’s passion for sharing her heritage shone brightly that foggy morning,” reported club member Art Fisher. She can be reached to share more of the story at jtumamait@hotmail.com.

Budget crunch strains relationship between Carpinteria and SB Central libraries Continued from page 10

Brian Buchmiller and Aidan Flynn have earned the Boy Scouts of America eagle Scout Award. They were recognized at an eagle Court of honor on April 30 in Carpinteria.

From the South Coast district, Los Padres Council, Aidan Flynn was a member of Troop 50 sponsored by the Carpinteria Community Church, and Brian Buchmiller was a member of Troop 147 sponsored by The Church of Jesus Christ of Latter-day Saints. They now join the ranks of approximately 4 percent of all Boy Scouts who attain the rank of eagle. each eagle Scout must earn 21 merit badges, show leadership and successfully complete a community- or church-related service project to complete his eagle Scout requirements. Flynn chose to direct the installation of a lighted sign for St. Joseph’s Chapel and beautification of the building by surrounding it with gardens. Buchmiller organized the construction of two picnic tables for a Transitional Kindergarten classroom at Canalino School.

Both boys are now attending Santa Barbara City College. Flynn is majoring in Mechanical engineering and works at The Ark Pet and Supply store. Buchmiller is majoring in Computer Science and is on the track and field team for SBCC. A highlight of Flynn’s years in Boys Scouts was the National Youth Leadership Training in 2011. he returned as a NYLT counselor in 2012. he also thought Camp Emerald Bay was terrific. Buchmiller enjoyed attending the BSA National Jamboree in Virginia in 2013 and hiked over 60 miles at Philmont Boy Scout Camp in 2015.

Brian Buchmiller is the son if Karl and Patty Buchmiller and joins his three older brothers, Ben, Sam and Michael, as an eagle Scout. Flynn is the son of Mike and “Pete” Flynn and joins his two older brothers, Matt and Vince, as an eagle Scout.

Lions Club recognizes local students

The motto of Lions International is “We Serve,” and the Carpinteria club holds these words dear to its heart. As the club has done for several years, last week members again handed out Certificates of Recognition and gift cards to local students who exemplify this motto not only for service to the community but also to their schools.

Certificates were presented during graduation ceremonies. Lion Martha Hickey presented awards at Carpinteria Middle School, Gene Wanek at Summerland School, hank Arellanes at Rincon/Foothill high schools, david Conway at Aliso School, and Jeff dreyer at Canalino School.

Carpinteria Branch have been invited to apply for those positions, according to o’Reilly, and it’s unclear if their continued employment is secure when the two new hires are made. If the two current part-timers are also terminated, a near total staff shake up at Carpinteria Branch will have occurred in just six months. Cadiente denied that characterization of new hires replacing current hourly employees, but o’Reilly said that it’s her understanding of what Cadiente has publically stated about her reorganization plan.

All of the libraries are facing untenable budget situations and somebody has to make the hard decisions as a matter of reality. Cadiente is managing what amounts to an existential crisis for the Santa Barbara Library System, which is a tangled web of agencies.

Management is at SB Central on Anapamu Street, which is part of the City of Santa Barbara. however, the main funding source for branch libraries is Santa Barbara County, which contributes to each branch on a per-capita basis. Also, according to Cadiente, state and federal dollars have dried up and branches already spent down their reserves in the wake of the Great Recession, when public agencies were forced to make broad cuts to programs.

All across California local governments are cutting budgets to make greater contributions to employee pensions and rising healthcare costs. SB county and city are no exception, so all local governments are taking haircuts that leave most programs vulnerable.

“When resources shrink, we’re all left fighting for crumbs, and that’s what’s happening now,” edwards said.

Still, according to edwards, Friends of Carpinteria Library has always been part of the solution with its extensive private fundraising and ever-growing contribution to operating costs that keep Carpinteria Branch running six days a week. edwards said Friends no longer has opportunities to be part of the solution because it has been cut off from the conversation. Friends receives copies of a budget to gather information about how much money it has to raise to sustain service levels, but can’t get follow up questions answered. “(Central) claimed in January that it costs $1.2 million to administer all the branches, but adjusted it down in a presentation to Santa Barbara City Council two months later to $575,000,” edwards said. She said even when a budget is presented for Carpinteria Branch it contains indecipherable line items for tens of thousands of dollars related to administration.

At its June 12 meeting, Carpinteria City Council decided to fund Carpinteria Branch Library at $50,500, which maintains an increased contribution that had been slated for only the 2016-2017 fiscal year. Councilmembers signaled that they’re growing weary of the constant budget crisis at the library and had only planned to allot $35,000 for fiscal year 2017-2018 before being persuaded to continue to fund it at $50,500.

Councilman Brad Stein, who voiced support for the funding bump, said he fears that the city and Carpinteria Friends will once again dig deep to patch up the library budget, “only to have someone down the road say, ‘oh they’re giving that much; we can cut that much.’”

SB County First district Supervisor das Williams attended the Carpinteria City Council meeting this week and asked that councilmembers maintain or increase library support to help him make a county-level case for increased funding. Williams said that the Carpinteria Branch Library is a priority for him, and pledged to keep pushing for more support at the county level. County budget deliberations taking place after Coastal View News went to press on June 14 will paint a clearer picture of the library’s predicament.

According to Cadiente, the serious fiscal constraints that dictate her decisions are out of her hands. She said like all parties she “wants what’s best for all the branches.”

When asked, she would not state whether she favors disbanding the branch system and only that SB County is currently conducting a broad study of library operations and funding. edwards said that Carpinteria Friends of the Library is interested in exploring reorganization in order to gain more independence from Central. one option being explored is restructuring in partnership with other branches.

WHERE THE HEART IS SARAH SMITH According to the National Association of Realtors, 90 percent of today’s homebuyers make their first inquiry of homes for sale on the internet. With so many real estate search engines out there, how can a buyer know which one to use? I have begun to notice a general confusion from my clients and friends regarding which engine is best and what these websites actually do. Bottom line, they all do almost the same thing, but simply present it to the buyer in a different manner. Of all the search engines out there, I will focus on the top three and explain what I see as the strengths and weaknesses of each.

Zillow: Zillow tends to have the most detailed information, but I have also found it to be the least up to date. For example, I logged on while writing this article and found a property currently listed for sale on Zillow that actually closed escrow 90 days before!

Zillow does boast the largest number of listings. This is because Zillow doesn’t just pull data from MLS (multiple listing service) but also works with large companies and individuals to list other types of sales. Zillow works with individuals to list for-sale-by-owner properties and offers a “make me move” listing for owners, which names the right price to make their home sell.

Redfin: Redfin claims to be the first map-based search engine for home sales— particularly helpful if you would like to focus on the precise neighborhood/location of your future home.
