After a chasing a suspect in a stolen vehicle throughout Carpinteria on the night of Sept. 15, Sheriff’s deputies located Jose Jeraldo Ramos, 27, of Oxnard hiding under an avocado tree on a Casitas Pass Road ranch. Ramos was arrested for fleeing officers and for possessing a stolen vehicle, methamphetamine and burglary tools.

The incident began about 7:45 p.m. when the LoJack (a device that sends a signal police can use to detect if a vehicle is stolen) of a deputy patrolling near Casitas Plaza identified a 1999 Honda stolen from Santa Barbara. Deputies located Jose Jeraldo the car on Bailard Avenue and attempted to pull it over. The Ramos of Oxnard driver then drove northbound on Highway 101 and exited at led police officers Casitas Pass Road. He stopped the car on a private driveway on a car chase in the 5800 block of Casitas Pass and ran from deputies on before fleeing on foot into an avocado orchard. Uncertain dreams

Carpinteria youth see futures on hold with DACA repeal

She was senior-class president, a recipient of Carpinteria’s most-prestigious award for youth, a graduate of an esteemed academic department in the University of California system, a successful legal intern in Washington D.C. and is now preparing to enter an MBA program—but the young woman who earned these accolades asked to remain anonymous to protect herself, as she is also a DACA recipient with an uncertain future.

When Attorney General Jeff Sessions announced the Trump administration’s repeal of the Obama administration’s “DACA” or, “Deferred Action for Childhood Arrivals” policy on Sept. 5, more than 800,000 people who had come to this country as children were put into a state of legal limbo. Some of those people live, go to school and work here. DACA was created in 2012 by the Obama administration to allow young people brought to this country illegally by their parents to get a temporary reprieve from deportation, and to receive permission to work, study and obtain driver’s licenses.

The young woman, called Teresa (not her real name) for this article, who spoke with the Coastal View News on condition of anonymity, said she came here from Mexico when she was 11-years-old with her mother and two siblings, all of them traveling on visas. In the U.S., they reunited with Teresa’s father, who also had come legally more than 10 years prior.

“We filed for permanent residency in March 2001, and we have been waiting since then,” she said. The visas that Teresa and the rest of her family traveled to the U.S. with have long-since expired.

The 9/11 attacks had a huge impact on immigration, Teresa noted, adding that the majority of people who are undocumented in this country have simply overstayed their visas, as opposed to having crossed the border illegally. Additionally, she said, “many generations of my family have come back and forth.”

Her grandfather worked in the U.S. in the 1940s under the Bracero program, and her great-grandfather was in Chicago in 1913.

Other members of her family—aunts and uncles—began coming to Carpinteria to work in the 1970s. “People say ‘go back to your country,’” Teresa said, “but for my family, both countries are home for more than 100 years.”

The Public Policy Institute of California estimates that 2.35 to 2.6 million undocumented immigrants live in California, which represents nearly one-quarter of the nation’s undocumented population.

Of the United States’ undocumented immigrants, 66 percent have lived in the country for more than 10 years.

Surveys conducted by the PPIC show overwhelming support among Californians for undocumented immigrants who meet certain requirements to be allowed to stay in the country, and a majority of Californians favored the idea of state and local governments taking action to protect the legal rights of undocumented immigrants.

Last Saturday, Sept. 16, lawmakers in Sacramento passed Senate Bill 54, the California Values Act, which would make California a “sanctuary state,” limiting state and local law enforcement communication with federal immigration authorities and preventing officers from questioning and holding people on immigration violations. The bill passed with a 27-11 vote along party lines, which reflects the stances that liberal and conservative lawmakers generally take on immigration both at the state and national level.

Nevertheless, the so-called “Dreamers,” people brought to this country as

children, have the support of many across the country, including the Speaker of the House Paul Ryan, who expressed hope that the House and Senate “will be able to find consensus on a permanent legislative solution that includes ensuring that those who have done nothing wrong can still contribute as a valued part of this great country.”

Of course, the debate over “Dreamers,” and immigration more broadly, is far from settled, and many in Carpinteria are stuck in a holding pattern regarding their ability to work, attend college and build their lives in the only country they have ever known. “I love this community,” Teresa said of her hometown, Carpinteria. “My sister and I volunteer and are active in the

Eyeglass Factory offers free glasses for Christmas

BY CHRISTIAN BEAMISH For over 20 years, on the Sunday before Christmas, the Eyeglass Factory on Milpas Street in Santa Barbara has held a free Kids Day for children 18-years and younger who need eyeglasses. Recently, the Eyeglass Factory owners, Rick and Zsa Zsa Feldman, were talking about their donation program over dinner at Uncle Chen Restaurant on Casitas Pass Road. When Uncle Chen owner Roy Lee overheard them, he wondered if kids in Carpinteria might also be able to participate, so when the dinner rush was over Lee sat down with the Feldmans to ask about the program.

He was pleased to learn that the Feldmans would be happy to include kids from Carpinteria in their annual eyeglass donation and less than a week later, Lee and the Feldmans, along with Carpinteria Vice-Mayor Wade Nomura, Carpinteria Unified School District Supervisor Diana Rigby and CUSD Director of Special Education Kristen Escobedo all met at Uncle Chen to discuss the details of getting free eyeglasses to the kids who need them in Carpinteria.

Starting this year, students who need vision care can go to the Eyeglass Factory on Dec. 17 for a free eye exam from an on-site ophthalmologist. They will then have their pick of any glasses the Eyeglass Factory offers. “We give out the top-shelf glasses,” Feldman explained, “so the kids feel good about how they look.” Meeting families more than halfway, Feldman also said, “You’ll undoubtedly lose or break (a pair of glasses). You can come back and get another pair.”

Participating families can anticipate a big turnout at the Eyeglass Factory on Milpas Street on Dec. 17, but everyone gets seen, and most importantly, everyone gets the glasses they need. “It’s our responsibility as a community for ‘our’ kids to grow up healthy, strong and literate,” Feldman added. “Kids can’t achieve their full potential if they can’t see to study.” Making a party of the yearly glasses giveaway, Feldman provides food and entertainment, as well as coloring books and face painting for the children who turn out.

Quite apart from the Eyeglass Factory offer, the Lions Club in Carpinteria has long provided vision screening for students here. “The Lion’s Club has provided vision screening for our students in CUSD for many years,” Escobedo said.

“They will continue to provide us with this service this year; we are very grateful for this ongoing collaboration.”

Don’t bury the railroad inn

Two letters regarding the proposed hotel caught my eye. Both used the term “we” liberally as if speaking for the majority in our town. Not sure the silent majority has weighed in yet.

The issue is what will Carpinteria look like 20 years from now? Without some forward thinking, the town will most likely be broke or close to it. Yes, like most municipalities, Carpinteria faces a crisis of underfunded pensions, rising costs for infrastucture repair and wage inflation.

How do we keep our small town charm while the tsunami of economic disaster is on its way? We desperately need to figure a way out of this financial disaster.

Sitting back and wishing we stay like the 1950’s isn’t going to help. Those Council members were elected to lead us into this very threatening future. That won’t happen looking in the rear-view mirror.

Kudos to the staff for looking at some viable alternatives. Oh, about that tax.

Sales taxes are the most regressive forms of taxation. Try selling that idea to a single mother raising two children, or a family of four working two jobs. The impact of such a tax is disproportionately far worse for low-income earners than any other segment of the population.

Maybe a high-end hotel, with rich people spending money and paying a bed tax, isn’t such a bad idea?

Take a peek at the positives

A boutique hotel on the corner of Linden and 5th Street with a restaurant on its second floor will welcome visitors in numbers that won’t overwhelm either the nearby neighborhoods or our downtown. Its craftsman design blends in with our craftsman cottages and buildings.

Because it will be only steps away from the State Beach and the restaurants and shops on Linden, visitors will probably walk everywhere rather than drive. We locals can enjoy the hotel’s restaurant as well as give our guests another choice of where to stay during their visits.

The hotel would also serve as some passive protection for the new community garden at its back. There’s a similar arrangement for the community garden in San Francisco that seems to work well.

And, with the State Beach right across the street, hotel visitors are far less likely to wander through the beach neighborhoods looking for a way to the ocean.

This hotel will perk up the downtown, support our local merchants and provide much-needed revenue for our city without changing our daily way of life—a true win-win opportunity.

Showers are nice, but not wheelchair accessible

Showers of Blessings has found an unwashed, undermet need to assist people forced to live their lives on the streets.

Count the steps. Every stair excludes a segment of the population from showers and toilets. Is this really a proper use of city funds?

Polo development will shatter peace

Whew! Without the CVN report on the proposed polo development, I wouldn’t have known I might have 40 or so new neighbors/drivers just around the corner, literally. Santa Barbara Polo Villas—seriously? How does that fit with the semirural nature of the area around it? Yes, it’s a rhetorical question because the obvious answer is that it doesn’t. Thanks to the article, I became aware of the BAR meeting scheduled for the next day and was able attend.

My initial, selfish concern was traffic; I live off Via Real just around the curve near the Jehovah’s Temple. We already have a serious traffic problem; Via Real is often as busy as the 101 during rush hour. It’s nastier yet when construction and accidents divert traffic onto Via Real.

And absolutely no one obeys the speed limit around that blind corner. Exiting our driveway is often a challenge.

But at the meeting I listened to several neighboring residents of the impacts they face: Loss of existing trees and vegetation on the property lines. Loss of privacy to two story buildings looking down into the yards and bedroom windows of their single level homes. A cluster of buildings that would permanently alter the quiet, rural feel to their refuge.

I can deal with the extra traffic; hopefully the county is working on that. But it really pales compared to what the neighboring residents are facing. Please stay on top of this CVN. Folks need to know what’s going on here.

CHP making it worse, not better

The California Highway Patrol’s stated primary purpose is “assuring the safe, convenient and efficient transportation of people and goods on our highway system.” I write to challenge whether the CHP’s observation of traffic during rush hour on California Highway 101 in our area is aligned with its stated purposes.

During rush-hour in Santa Barbara and Montecito, CHP officers can frequently be seen inside their vehicles along the sides of the 101 observing drivers. In particular, officers are often seen observing from the side of the Olive Mill Road southbound 101 onramp and pulling drivers over just south thereof.

These convenient observation points seem to be being used by the CHP primarily for detecting minor traffic infractions, such as the new do-not-hold-and-operate-your-cell-phone law, and not for more appropriate uses such as detecting more major traffic infractions and responding

to accidents and emergencies. The CHP’s enforcement of minor traffic infractions during rush hour is counterproductive to its primary purpose. The pursuits and subsequent traffic stops cause additional traffic congestion and decrease safety as rear-end accidents occur adjacent to and during the time of these traffic stops—presumably caused by drivers taking their eyes off the road to gander at the scene during stop-and-go traffic.

For these reasons, the CHP needs to rethink its priorities with respect to traffic observation during rush hour on congested highways such as the 101 looking at the bigger picture pertaining to the its primary purpose: “assuring the safe, convenient and efficient transportation of people and goods on our highway.”

If he only had a brain

Donald Trump recently nominated Jim Bridenstine to head NASA, an organization known for its emphasis on science and technology. Bridenstine would be the first head of NASA without a science background, but it’s OK, because we already have in the Oval Office the first president of the United States without a functioning brain.

But things have gotten more exhilarating.

In newer news, Trump quadrupled down on his Charlottesville comments, leaving neo-Nazis, the KKK and white supremacists more emboldened and excited, while their newfound luck turned almost immediately to, “Dude, seriously—you are kidding us, right?”

On the good side, there’s still time to debate whether these comments were dumber than Trump admitting after Hurricane Irma, “I never even knew a Category 5 existed.” Uhh, Houston, we’ve got a problem here.

People say it’s wrong to mock Donald Trump when he doesn’t deserve it. I absolutely agree.

Exiting the Paris Climate accord was near genius, when 97 percent of climate scientists agree on global warming. It’s OK though, because 97 percent of them still have use of their erebellum, hypothalamus, hippocampus and prefrontal cortex.

Fear not, citizens, we still have Donald’s Twitter feed—like the prehistoric Paleolithic era, where human development broke free of the constraints of ignorance and stupidity, and found Elysian in the glorious usage and manufacturing of rudimentary chipped stone tools.

By the way, for those looking for a coherent Trump statement, I found one.

Middle East peace is, “not as difficult as people have thought,” he actually said.

I’m now planning a pre-peace celebration at the end of Linden Avenue for anyone interested. On Oct. 1, bring some food, some refreshments and your “MAKE THE MIDDLE EAST GREAT AGAIN” ball caps to pass around, for those Carpinterians who haven’t yet picked one up.

Beverly Gardner Lopez

Beverly Gardner Lopez passed away surrounded by family at her home on Aug. 27, 2017. She was 89, and was characteristically brave. Beverly frequently referred to herself as a “Lucky Lady” and fully appreciated living a long life in beautiful Carpinteria. She was a mother of three to Kristin, Laura and Mark; grandmother to seven, Jennifer, Kathryn, Kimberly, Rebecca, Sam, Joseph and Ashlee; and great grandmother of five to Quinn, Evan, Jenna, Madison and Allyson.

Beverly was born April 26 to Dorothy Bell Hutchins and Vaughn Clair Gardner, and raised in San Bernardino with her only sister, Joana. She attended San Bernardino High School, followed by two years at USC. She then married Leonard Brown, and had her first daughter, Kristin. Several years later, while working as a single mother in her father’s optical store, she was introduced (by her future mother-in-law) to Lee Edward Lopez.

He fell in love with her smile, and they were married shortly thereafter. Beverly and Lee had two more children, Laura and Mark.

In 1970, the family moved to Carpinteria, the seaside community which captured their hearts in past summer vacations. Beverly held multiple positions in the community, including teaching preschoolers and working as a medical assistant. She was also a librarian at the Carpinteria Public Library, a position which brought her, and her grandchildren, much joy. Her most treasured vocation however, was that of wife, mother and grandmother. Some things on her list of “Favorite Things” included strong coffee in the morning, living in Carpinteria, sharing almost 55 years of married life with Lee, family gatherings, vacations with her longtime friends “the Golden Girls,” Book Club, See’s chocolate, and a gin martini! A special talent included her beautiful seamstress abilities, including handmade prom and wedding dresses, as well as impeccable gift wrapping skills.

She held a strong appreciation for gifts made by hand, and passed this along to her children.

Though faced with difficult challenges, such as the loss of her son, Mark, and later, her husband, and health struggles with lung disease and dementia, Beverly remained grateful and appreciative of the life she lived. We will surely miss our “Lucky Lady.” A memorial is planned by the family at a date in the future.

Michael “Miguel” Chavez Magaña 8/9/1931 – 8/30/2017 Michael “Miguel” Chavez Magaña, 86, husband, father and grandfather passed away Wednesday, Aug. 30, 2017 in Las Vegas, Nevada. He was born to Juanita (Chavez) and Desiderio Magaña in Mexico on Aug. 9, 1931.

Michael left his beloved Mexico and relocated to Northern California in the 1950’s. He worked odd jobs throughout California until he settled into the Montecito area. There he worked for the Montecito Country Club for over 12 years, before starting his own landscaping business, which he owned, operated and managed for over 30 years.

On Jan. 1, 1966 Michael married his “Corazon” Rafaela “Anaya” Magaña in Mexico. Returning to the states, they moved to Carpinteria, Calif. There they raised a family and operated the business until his retirement in 2000. After more than 20 years in Carpinteria he relocated to Las Vegas, Nev. Retirement lasted a short 18 months. He worked another 13 years at New York New York Hotel and Casino. Michael lived a very active life, loved to spend time with his family, landscaping/gardening, playing his penny slots and building things. He is loved, he is missed, and he will be remembered.

Michael is survived by his loving wife of over 51 years, Rafaela; son, Marco Antonio (Maureen) Magaña; daughter, Mayra Alejandra (Roberto) Segura; grandchildren, Taleesa Magaña Segura, Izabell Segura, Sofia Salazar Magaña, Andres Salazar Magaña and Dahrianna Segura; brothers, Leopoldo Magaña, Alfonso Magaña, Manuel Magaña, Arturo Magaña; sister, Alicia Lopez; four sistersin-law, Dolores Diaz, Estela Jimenez, Natalia (Naty) Guzman, Margarita (Mago) Anaya; two brothers-in-law, Federico Anya, Aurelio Anaya, and numerous nieces, nephews, godchildren and a host of other families and friends. Michael was preceded in death by his parents, Juanita (Chavez) and Deciderio Magaña and brothers, Salvador Magaña and Adolfo Magaña.

Funeral services will be held on Friday, Sept. 22, 2017 at Our Lady of Mount Carmel at 10 a.m. Burial will follow at Santa Barbara Cemetery. The family will gather for a Celebration of Life at 2 p.m. at Manning Park area A/2 in Montecito, Calif.

without the principal in tow to observe students and teachers in action, and he took what he learned back to the school board meetings. He educated himself about our school district and therefore could skillfully critique the opinions and issues presented by the school superintendent.

If I could construct the perfect school board member, I would make this person like my rancher—and more. I applaud anyone who makes the effort to run for a position on a school board. Most members on such a board are not paid a stipend, have to read and dissect countless pieces of information, have to attend long meetings, and have to listen to a great variety of people he or she may not agree with. A board member should also be able to see the entire perspective, want what’s best for all students, be intelligent and able to work with others, have endless time and the patience of Job. Other than that, anybody could do the job.

First of all, a “great” school board member is a well-informed but independent thinker. One of the major issues in small districts revolves around the superintendent. Is there is a “forever” superintendent or an “I’m using this job to step on up to something bigger” superintendent? Both of these types have pros and cons, and this is why strong school board members are needed to listen and evaluate all that is presented to them by the person hired to run the district.

Superintendents are the professionals.

They should always be asking, “What’s best for this school district? How can we improve? How can we attract the best staff? What’s the best way to balance our budget? How can we make our schools secure and safe? How can we provide what is needed?” They should not be asking, “How can I reinforce my position?” or “What is the best stepping stone to the next bigger and better job?” It is up to each and every school board member to question and work with the superintendent. They should neither automatically rubber stamp everything proposed, nor should they reject it. Instead, they need to evaluate and judge.

Board members should be aware that schools are not businesses, but districts have to be fiscally sound to run productively. Learning how to “read” the district budget is a skill acquired with training.

The State of California, in all its wisdom,

does not make this task easy. Each board member, in order to make sound financial decisions, should be able to decipher the ins and outs of his or her own district’s budget. Board members should be willing and able to take this on with the district supplying the training.

I also feel school board members should not be “one issue” candidates.

If someone runs for the school board, this person must be able to advocate for what is best for the whole district, for the most students, for teachers and staff. This person should be able to look at the “big picture” not hyper focus on charter schools or sports or phonics or year-round schedules or foreign language learning—all of which can be important but are only small parts of the whole.

Perhaps the most important traits of a great board member are the skills of cooperation and teamwork. It would be well worth the time, effort and expense to have a “team-building” workshop at the beginning of each school year. This workshop could be the impetus for positive collaboration and trust extending throughout the school year. I never understand why there has to be any animosity among the superintendent, school board members, teachers and district staff. Isn’t the main objective of all of these people to create the best educational facility possible?

Working together towards common goals and treating each other with respect seems the best way to get things done.

Maybe I expect too much. Locally, many years ago, we had a school board member I greatly admired. He had been a teacher employed here for years. When he retired from teaching, he ran for the school board hoping to make a difference and a contribution. I believe he did both.

He spoke out, certainly knew the views of the teachers, and always gave students’ needs priority.

Being a school board member is, in many ways, a thankless job. Yet we keep looking for those few quality candidates who will give their time and effort to maintain and improve our local school district. Perhaps we are looking for you.

Almost 90 years ago, in the year 1928, residents of the Carpinteria Valley voted to form the Carpinteria Sanitary District in order to provide sanitary sewer service for a growing community. A few years later, in 1934, the Carpinteria-Summerland Fire Protection District was created by a vote of the people. In 1941, the Carpinteria Valley Water District was voted into existence. But the real OG (original government) in town is the Carpinteria Cemetery District, formed way back in 1913. All four of these agencies are independent “special districts.”

But what exactly is a special district, you may ask? Special districts are a form of local government created by a community to meet a specific need. They are governed by an elected board of directors, typically made up of five members, and are generally formed to provide a specific service or level of service. Independent special districts are separate government entities, accountable to the voters who elect their boards and the customers who use their services. Special districts must follow the same public meeting laws, financial reporting requirements, record keeping obligations and other requirements that apply to municipal, county and state agencies. Special districts can even adopt ordinances and establish regulations that apply within their service area.

Currently there are nearly 2,100 independent special districts in California.

They run the gamut from transit districts to irrigation districts to mosquito abatement districts to library districts and more. Critical public services of all types are provided by special districts, with agency sizes that run from extra small to enormous. The Metropolitan Water District provides water to over 19 million people in Southern California, and receives over a billion dollars in revenue annually!

There are two basic types of special districts—enterprise and non-enterprise.

Enterprise districts operate like a business enterprise, charging customers a fee for service. State law requires enterprise districts to set rates and fees that are equitable and proportional to the service provided. Both the water district and sanitary district are local examples of enterprise districts. Non-enterprise districts deliver services that don’t lend themselves to fees because they benefit the entire community, not just certain residents. As such, they rely overwhelmingly on property taxes to fund their operating budgets. The fire protection and cemetery districts in Carpinteria operate as nonenterprise districts.

Lots of people mistakenly think special districts are just a department or branch

Special districts, particularly in small towns, are also truly accessible and responsive; the elected officials are your neighbors.

For better or worse, you can raise concerns about your sewer service with a sanitary district board member at the grocery store. of the city government structure. While there are some full-service cities who provide water, sewer, fire and perhaps even burial service, it is much more common for cities and special districts exist side by side. The City of Carpinteria was not incorporated until 1965, and its boundaries are somewhat smaller than those of the local special districts, which generally serve the entire Carpinteria Valley. Despite the fact that each agency is separate and individual, all of the local government entities in Carpinteria work in concert to meet the needs of our community.

So what makes special districts so special? Well, most are single purpose— meaning they can focus on doing one thing and doing it well. In some cases smaller is better, and single purpose special districts are able to avoid a lot of the bureaucracy that is inherent to big government. We can be lean and efficient. Special districts, particularly in small towns, are also truly accessible and responsive; the elected officials are your neighbors. For better or worse, you can raise concerns about your sewer service with a sanitary district board member at the grocery store. As a constituent, you can get involved by attending a special district board meeting or even running for a seat on the board when you are ready to serve the community. Finally, and refreshingly, it is a rare day when partisan politics enters the arena of special district governance. So we got that going for us. Which is nice.

The 20th-annual Carpinteria Triathlon comes to town on Sunday, Sept. 24, at 7 a.m. at Carpinteria State Beach. sun.

Morning Rotary cures third-graders loss for words

Carpinteria Morning Rotary Club distributed new dictionaries to all the thirdgrade classrooms in the Carpinteria Unified School District on Sept. 13. Almost 190 dictionaries were gifted to the local students. Members of Morning Rotary visited Canalino, Aliso and Summerland schools to present the books. “This is always a fun event,” reported Rotarian June Van Wingerden, “and the students enjoy having their own personal dictionary.”

Olsson honored by Rotary

On Sept. 14, Rotary Governor John Weiss of District 5240 addressed the Rotary Club of Carpinteria Noon.

Weiss’ district includes 72 clubs in three counties. He presented a Paul Harris Fellowship to Asa Olsson for her dedicated service to the Carpinteria community.

Olsson helped to found the Plaza Playhouse Theater and has dedicated thousands of hours to its success. She also works tirelessly with Girls Inc. to empower and educate local youth.

Self-taught seaman and “young salt” Christian Beamish shared the story of his solo sail to Mexico in his handmade boat with Rotary Club of Carpinteria Morning last week. The story of his three-month expedition down the Pacific Coast of Baja started with the construction of his 18-foot Shetland Island-style sailboat and its launch in San Diego. The adventure ended after being marooned on the island of Cedros.

Carpinteria family speeds into history in restored racecars

When Laguna Seca Raceway in Monterey hosts its annual Motorsports Reunion each summer the rarest racecars in the world, representing 90 years of automobile innovation, gather for sprints around the world-renowned 2.5-mile track. Nearly every year for the past 40, Carpinterians Mike and Laura Cleary and family have brought their masterfully restored racers to the event, which is a fast-paced auto show, where the historic cars reenact races from bygone years of the sport.

The Clearys’ 1932 Studebaker Team car, a blue beauty built specifically for competition at Indianapolis in 1932, is one of four in existence. Mike raced it during the reunion at Zona Seca this August.

Currently in his garage, the motorsports enthusiast is restoring a 1952 Ken Hickey Sprint Car—a fire-engine red dart with four wheels protruding from the sleek body—for next year’s reunion.

Mike’s history with cars started when he was in high school in the mid 1950s.

Cars were everything in Post War America.

“I fell in with bad companions in high school,” Mike said with a laugh. “They were all hot rodders with Fords. My father was involved with Studebaker, so I had to do something Studebaker.

He got into racing sports cars in his 20s, but retired from that career to raise a family and work as a mechanical engineer at Boeing. He never shook his love of classic racecars, so car restoration and racing eventually became a family activity.

Mike, Laura and family started going to Laguna Seca 40 years ago to get their fix among some of the rarest and most-valuable cars in the world. “It’s a crazy weekend that’s hard to explain to

For car owners, it’s a chance to get into the driver’s seat and run the cars on the highly technical, 11-turn raceway. Laguna Seca famously features the “corkscrew,” which drops down five and a half stories while turning in a near semi-circle to the left. Mike gets his 1932 over 100 mph on the straightaways.

Some 550 cars enter in the weekend of races. Each is separated into a class based on year, engine size and type of vehicle.

The Clearys have seven cars at various states of restoration, but what sets them apart in this show of flashy racing history is that they’ve always done the work themselves.

“They are doers. They put it all together and love it,” Laura said of her husband, son and son-in-law who labor together over their vehicles.

Mike said one proud moment at the reunion was captured in a photo of his son sandwiched between two other classic racers. Those cars could sell for several to tens of millions of dollars at auction.

In contrast, the Clearys receive their cars almost as castaways from owners who don’t possess the same passion for

automobile purity. But the pedigree of the vehicle, like the 1932 Studebaker Team car, is there, despite alterations and accruedage over the decades. The Clearys turn back time in their garage, and restore the vehicles to their original shape with the highest-possible fidelity. of the now restored 1932 Studebaker, Mike said, “Any sane person would have put it in the trash.” But to the Clearys it’s about replicating history. The vehicles were engineered in their time to be the best and fastest of the era, and remaking them in their original form allows their new owners a taste of that factory-fresh excitement.

Businesses on Summerland’s west end are booming. Red Kettle Coffee; eateries Tinker’s, Summerland Beach Café and the Nugget; the four clothing shops; antique stores and the winery all seemed to have snagged a piece of annual summer liveliness. The Beach Café had to literally put benches in the street to accommodate waiting breakfast crowds.

Many, if not most, of the folks swelling the crowds were out-of-towners—tourists stopping for the easy on and off freeway access. But more and more, as in Carpinteria, many of the people wandering our streets were Airbnb visitors. Neighbors complain to each other about loud parties, crowded streets and driveways, strangers peering into their yards.

Summerland, with its close beach and amenities, is now a hot destination. Just Google Airbnb Summerland and you get 36 offerings. Admittedly, some of those listings are for places “near” Summerland. Still, that’s a lot for such a small town. Maybe all those strangers passing through town are good for local business, so that’s a plus. On the downside, vacation rentals remove from the market housing that can be used by permanent, stable residents. It’s a problem all South Coast municipalities are struggling with.

While a section of downtown Lillie Avenue is doing just fine, the east end is suffering a case of the doldrums. Empty buildings vacated by Stacky’s, Just Folk, Waxing Poetic and Café Luna are casting a ghost town aura over that part of town.

Farther on, the storefront occupied by the vet is vacant.

And now there’s a big For Lease sign at Cantwell’s. It will be a sad day in town if our market folds up and moves away.

With its deli, breakfast and lunch service and wide array of food items, it’s been a great resource for residents of both Montecito and Summerland as well as tourists.

Just Folk’s treasures

Fans of Just Folk, the fabulous former now-closed folk art gallery may be interested to know that the Just Folk owners donated pretty much their entire inventory (minus the art) to Alpha Resource Center. Alpha’s programs support children and adults with developmental disabilities. The folk art pieces, including the quilts, are selling at greatly reduced prices (75 percent off) from a storefront at 532 State Street where Hotel Santa Barbara is located.

Piper Liquors. I know pop-ups are supposed to be short-lived, usually for a season, but so many businesses have popped in and out of that diminutive space in the last couple of years that they seem to fit the pattern. The last one I remember was a cat museum. Before that there was a realtor, an art gallery, a beach shop and—I’ve lost track—maybe something else.

The Treasure Closet should have more staying power if owners Judy Haller and Helga Harris have anything to say about it. Since both women work other jobs, the shop has no set hours, but seems to be open pretty often. You can tell the open or closed status by whether there’s the rack of sale clothes outside. That’s what drew me in for a chat with Judy, who also works as office coordinator for Summerland School.

The store sells women’s, men’s and kids’ clothes that Judy describes as “new, used and vintage.” The tiny space was well-stocked, shelves and clothes racks full of clothing as well as shoes, purses and accessories. “A little of everything,” Judy says. I went in looking for information and came out with a nice brown scarf.

Now if only we can get some occupants for some of Summerland’s other empty spaces!

Waze and ways around it

With 101 traffic a never-ending snarl, lots of folks resort to the phone App Waze to help them outsmart the crowds. Waze may or may not be responsible for morning rush-hour traffic exiting the jammed freeway to zoom through Summerland in search of a faster route, but it gets blamed anyway. Now that school is in, increased traffic trying to navigate our narrow streets creates hazards all around.

This summer the Summerland Citizens Associate invited county traffic engineers Gary Smart and Chris Snedden out for a chat about the problem. Summerland is what Smart called a “special problems area.” We talked one-way streets (big enforcement problems), stop signs and traffic calming devices such as speed bumps, which Smart said residents might take upon themselves to install after further study. An unlikely scenario.

What the county did was post signs reading “No Right Turn between 7 and 9 a.m.” on Lillie Avenue at the corners of Olive and Valencia. The idea is to keep commuters from filtering up to the narrow through streets in an attempt to speed through town. No word on how this is working so far, but there are bound to be scofflaws. Like me. Returning from the Carp gym every morning a little before 9 a.m., I have to turn up Olive to get to my house. Hmm…may have to dawdle on the elliptical exerciser a little longer.

One good thing: Not the fully lighted fake Christmas tree already up at Costco, but our early rain, sunsets moving toward the sea, a few fallen leaves crackling underfoot.

“The Tiny Mess” gets big press

Born-and-bred Carpinterian Mary Gonzalez, who lives in a trailer on a local mountain-top avocado ranch, teamed up with her pals Maddie and Trevor Gordon, who live in their 36-foot sailboat in Santa Barbara Harbor (when not at the islands), to create “The Tiny Mess”— part cookbook, part guide to small-space living and part profile of other small-space dwellers. The trio’s project evolved into a multi-year undertaking as they traveled to the small and unconventional homes of like-minded people to not only profile their spaces, but also distill their favorite recipes. “From buses and tree houses to sailboats, off-the-grid mountain cabins, converted rail cars, and the refrigerator of dumpsterdiving urban freegans,” the collaborators write of the places and people they visited.

With articles in Bon Appetit, Santa Barbara Magazine, Edible Santa Barbara and others, “The Tiny Mess” has garnered much attention on its way to print. Now available, “The Tiny Mess” will have a book-launch and pizza party this Saturday, Sept. 23, from 5 to 8 p.m. at the Lucky Llama and Heritage Goods and Supply at 5100 Carpinteria Ave. Gonzalez and the Gordons will be on hand to sign books, and pizza will be served by the Sespe Pizza Company, with refreshments provided by the Apiary Ciderworks and Meadery.

Every great accomplishment deserves a great party. The good folks at the Land Trust of Santa Barbara County know this and acted on it last Saturday when they threw a big bash to celebrate the successful completion of Bluffs III fundraising. Over the last year, funds poured in from community members, foundations, the state and county until the $7.9 million goal to purchase and preserve the property was met ahead of schedule. The land, located at the east end of Carpinteria Avenue, will be turned over to the City of Carpinteria to remain as open, public space in perpetuity.

The community came out to Procore, which neighbors Bluffs III, on Sept. 16 to eat, drink, dance and thank one another for the impressive feat of saving seaside land from development, again.

After a somewhat tumultuous era at Carpinteria Middle School that saw more than 75 suspensions last year, Briggs said that he was interested in coming on as principal for the challenge of turning things around in terms of discipline.

“It’s hard for teachers (when students misbehave) in a class with 25 or 35 other kids they have to teach,” Briggs acknowledged, but went on to say that simply assigning them punishments like detention “doesn’t work.”

Cate football crushes Flintridge

ASSISTANT COACH In the home opener for the Cate School football team on Saturday, Sept. 16, the Rams beat visiting Flintridge Prep by a 70-20 margin. The Rams scored early, jumping out to a 21-0 lead in the first quarter. The offense continued the momentum into the second quarter, finding the end zone three more times before halftime to give Cate a 42-7 lead at the break. The Rams would add four secondhalf touchdowns, two in the third and two in the fourth.

Junior Drew Anastasio led the Cate offensive attack, scoring five touchdowns on the day. Three of those came in the air, as fellow junior, quarterback Jack Deardorff, tossed three scores of 13, 5, and 50 yards to the running back. The other two came on the ground from 2 and 6 yards.

Senior quarterback Patrick Armstrong added two rushing touchdowns of 12 and 2 yards, and one passing touchdown to sophomore Khadim Pouye of 20 yards.

Pouye also had a rushing touchdown of 4 yards. Senior Luke Beckmen scored his first Cate touchdown on a 43-yard run, and also corralled in an interception on the day.

The Cate defense led by junior Carson Williams, senior Chris Bennett, junior Ethan Cassulo and junior Jake Nelson were in the Flintridge backfield all game, pressuring the quarterback and picking

Rangers cozy up to the end zone, Warriors left cold

The Carpinteria High School football team fell behind early and never got back up in a 56-7 loss to Nordhoff last Friday (Sept. 15). Last year, the Warriors eked out a 10-7 victory against the Rangers at home, but last weekend’s away game landed hard on the loss column after the Rangers jumped out to a 21-0 lead in the first quarter. “We just got behind so fast, we were just unable to catch up,” said Warriors coach Rick Candaele.

Nordhoff’s big start in the opening stanza was followed by two more touchdowns through the air to go up 35-0 with three minutes left to play in the first half.

But Carpinteria intercepted at the Ranger 22-yard line, and got on the board when quarterback Vance Keiser hit Terrell Rich-

ardson for a 15-yard touchdown pass just before halftime.

The Warriors never found the scoreboard again, while Nordhoff scored three more times. One touchdown came on a 2-yard run. The others were credited to Torrey Nicholson interception returns, one from 35 yards out and the other from 50 to close out the scoring. “We have to be more careful with the ball,” said Candaele.

Despite the loss, Candaele came away with some “positives” from the game.

“Vince Gonzalez is really playing good for us,” said the first-year coach. Gonzalez, a defensive back, picked off another pass for his second interception in as many games. Candaele also mentioned the fine efforts of Jacob Mata and Conor Bailey, who filled in on the offensive

line. “We’re going to move some other people around,” explained Candaele, also citing good performances from Isaac De Alba at linebacker and fullback and Keiser at quarterback, both of whom were named team captains for the game

against Nordhoff.

The Warriors are once again on the road this Friday, Sept. 22, as they travel to Calabasas to play Viewpoint with the kickoff at 7 p.m.

September 13 - The Cate School cross country team opened the season with the Carpinteria Valley Invitational at the Carpinteria Bluffs where the girls nabbed first with 32 points and the boys finishing third with 71 (low score wins in cross country). “… the girls performance was much more than solid—they won the meet behind a championship performance from senior co-captain Isabela Montes de Oca, who had a strong second half to her race and won in a time of 21:20,” said Rams coach Karl Weis. Junior teammates Zoe Hale and Bella Hillyer finished in fifth with a time of 22:53, and sixth at 22:59, respectively. Freshman Jolea Moes debuted, finishing eighth in 23:55, and Ariana Sterling took 16th in 25:20 with senior Isabel Sorenson finishing next with a time of 25:21. In the boys race with a couple of runners out sick, the Rams were led by sophomore Tesfa Amara who finished 11th in 19:27. Freshman John Rokoine in his debut took 12th at 19:36, followed by senior co-captain Ian MacFarlane in 13th at 19:45. Newcomer to the Rams, junior Abnner Olivares placed 18th in 19:55, while sophomores Carlo Jacobsen finished 23rd in 20:20, Sean Busse took 29th in 20:52, and Pierce Thompson, 35th in 21:19.

September 16 – The Cate School cross country team lost at home 76-138 to Viewpoint in the Annual Musser Challenge. Viewpoint’s James Smathers won the race in an adjusted time of 16:57. The meet is formatted so that the the girls start three minutes and 20 seconds before the boys, and the first 10 runners from each team score, regardless of gender. The first Cate finisher was sophomore Tesfa Amara who finished fourth with a time of 18:18. Junior Josh Shields was seventh in 18:45, followed by freshman John Rokoine in eighth in 18:49. Senior co-captain Ian MacFarlane was 12th in 19:29, Abnner Olivares 13th in 19:31, and Carlo Jacobsen 16th in 19:58. Bella Hillyer was the first female Cate finisher, 17th in 23:45. Pierce Thompson at 18th in 20:30, Jolea Moes took 20th in 24:30, and Ariana Stirling was 21st at 24:32 to round out the rest of the scorers for the Rams.

September 15 - The Cate School girls tennis team beat Santa Barbara last week by a score of 11-7. The Rams took the first two rounds of play by a score of 5-1 in both, clinching the match after two rounds. “Grace Fuss played some really smart tennis to get us off to a good start in singles, and Jackie Cai had a great come-from-behind win in her first round, too,” said Cate coach Trevor Thorpe. “She (Cai) was down 3-5, but rattled off four straight games with real poise,” added Thorpe.

September 19 – The ladies on the Cate School tennis team brought their talented racquets to the Carpinteria High School courts and toppled the Warriors 17-1. Coach Trevor Thorpe reported that the three new doubles pairings on the court proved successful. “It’s a real luxury to be able to play around with different lineups and a testament to the versatility of the players I get to work with.” Standout Cate players in the match were Sydney Burton, who swept at number two singles, and Fritze Mayer, the team’s lone freshman, who paired with Jackie Cai to sweep at the number one doubles spot.

September 14 – The Carpinteria High School girls golf team took on Foothill Tech at the Buenaventura Golf Club, falling on the road by a score of 218 to 256. The Warriors shot a new team low for the season with Mikayla Blair’s new season low of 47, Amanda Blair and Iliana Esquivel’s five combined pars and a pair of 49s; and for the fourth match in a row, Ariana Argueta-Vega had a personal best of 56. “These girls

walked with the heads high, knowing they did the best they could,” said Carpinteria coach Reina Rogers. The low round of the match was Foothill’s Sammy Fenton with a three over par 38. “They make me very proud when to see them stay positive and take the good with the bad,” added Rogers of her team’s effort.

Girls tennis

September 14 - The Carpinteria High School girls tennis team defeated Santa Paula in a non-league match, 11-7. “I became a little nervous when our singles struggled to pick up games and our number one doubles team (Vicky Delk/Diana Gonzalez) had a slow start, but they ended up pulling out a 7-5 win that leveled the first round at 3-3,” said Warriors coach Charles Bryant. Gonzalez then paired with Hali Schwasnick for the last two sets to complete their sweep. Number-two Amy Perez/Karla Marin and number-three Lexi Persoon/Jeannette Carrillo also swept to give Carpinteria nine points in doubles on the day. “In singles, Josie Gordon had a great day, after a tough first round, she bounced back and took the next two sets 7-5 and 6-4,” explained Bryant. Carpinteria is now 6-2 overall.

September 19 - The Carpinteria girls tennis team lost 17-1 to a strong Cate squad in a Tri Valley League match. “I thought we actually stepped up our play today and played very well, especially the first two rounds,” reported coach Charles Bryant.

Though most sets ended in losses, Bryant said that his team competed well against the Cate talent. “We showed a lot of heart and a lot of fight but in the end we’re just overmatched by a stronger team. But I think our girls will definitely keep their heads held high as they know they battled throughout the three rounds,” said Bryant. The Warriors’ lone point came in singles with Josie Gordon winning her match 6-4 against Janice Ng. Jessica Lord and Sydney Endow also stood out for their tough play. Carpinteria is now 6-3 overall and 0-1 in the Tri Valley League.

Girls volleyball

September 14 – The Carpinteria High School girls volleyball team was swept by Malibu, 3-0 with game scores of 11-25, 9-25 and 15-25. “The Warriors know Malibu was well-equipped with some hitting power,” said Carpinteria coach Dino Garcia. “The Malibu Sharks did indeed have some solid hitting power, however, that didn’t stop Carpinteria from putting up a fight,” added Garcia. The Warriors overall record drops to 2-2 and Frontier League record stands at 2-1.

Cross country

September 13 – The Carpinteria High School cross country team competed last week at the Carpinteria Valley Invitational held at Viola Fields. Caleb Classen of the Warriors finished first place in the boys race with a time of 17:32.86. The boys team finished second place in the team standings behind first-place team Santa Paula. Cate School was third, Santa Clara finished fourth, and Bishop Diego took fifth place with Grace Brethren unable to score. Isabela Montes de Oca of Cate finished first place in the girls race with a time of 21:20.43, with Cate finishing first in the team standings, Santa Paula taking second, followed by Carpinteria in third, and Grace Brethren in fourth. Earning medals, the Warriors top finishers on the day were Classen, Dexter Gordon in third, Victor Rinaldi in seventh and Edith Lopez in ninth place in the girls race.

September 16 – The Carpinteria High School cross country team ran at the Ojai/ Inside Track Invitational last Saturday at Lake Casitas. Caleb Classen was the top finisher and medalist for the Carpinteria boys in the 3-mile race, finishing 22nd place with a time of 17:08.0. Other top Warrior finishers and medalists for the girls 1.9mile race included: Shayla Alvarez in fourth with a time of 13:10.7, Edith Lopez in 19th at 14:04.0, Savannah Alvarez in 23rd at 14:20.2, Emmelly Santillan in 40th at 14:57.6, Kendra Meza in 43rd at 15:08.9 and Jasmine Gilbert in 73rd at 16.37.1. As for the boys results, Dexter Gordon took seventh with a time of 11:14.6, Bernardo Cardona took 13th in 11:24.8, Juan Gomez, 19th in 11:34.3, Albert Medel, 20th in 11:36.7, Luke Nakasone in 23rd in 11:46.3 and Esteban Zapata in 70th in 12:59.5.

Seniors Wyatt Stevenson and Connor Van Wingerden lead the way with four goals each, while fellow senior Jordan Perez netted three goals. Juniors Ali Hamadi and JR Hajducko contributed two goals. “…the game MVPs go to junior twins Luke and Solomon Nahooikaika, who tag-teamed it up against senior Finn Edwards (of Nordhoff),” said Warriors coach Matt Organista. “They kept him down at eight goals to help the Warriors take the win.”

Sophomore: Isaiha Kitt, #57, a returning player, had an amazing game playing his first year as running back having a run over 50 yards for a touchdown.

Kitt also played a big role defensively as linebacker.

Sophomores were defeated 6-34 last weekend.

Senior: Liam Romero, #60, is a first-year player and plays on both offense and defense. Romero has made great improvements throughout the first several games and is becoming a force to be reckoned with on both sides of the ball. Coaches expect to see continuous improvement throughout the season.

He had three solo tackles for losses and was a key blocker for many first downs in Saturday’s game. Seniors were defeated 0-30 last weekend.

Junior: Alexander Jaimes, #37, is a third-year player and played starting quarterback in last Saturday’s game. Jaimes was a bright spot for the offense and defense scoring on a quarterback keeper from 5 yards out and had several tackles on defense. Jaimes gives 110-percent effort on and off the field. Juniors were defeated 14-30 last weekend.

WHERE THE HEART IS SARAH SMITH With seven mobile home parks in Carpinteria, it is no surprise that they contribute significantly to the real estate activity in this small beach community.

The allure of affordably priced housing is the main attraction of these types of dwellings, especially for those on a fixed income, but are the savings worth it?

Before you decide to take residency in a mobile home park it is important to make sure that the purchase of a mobile home is consistent with your housing and financial goals. Below I will discuss some of the major pros and cons of owning a mobile home

Pros:

• Let’s start with the most obvious.

Mobile homes are less expensive than stick-built homes or condominiums. Almost all new mobile homes offer all the same convenience and characteristics of a new stick-built homes. Mobile home buyers also save on property taxes. Parks in Carpinteria charge a space rent which typically includes the property taxes. The land is usually held by a private entity and not the residents of the park. The

Silver Sands mobile home park on Ash Avenue is the exception. It is a residentowned park where owners pay a fee to cover maintenance of the park, its amenities and the property tax on the land.

Space rent usually includes maintenance of common grounds, pool and clubhouse. Space rents for parks here in Carpinteria vary from about $350 to $800 per month. Mobile homes in California used to be taxed as vehicles, with owners paying license and registration fees. After state law was changed in 1979, mobile homes sold after July 1, 1980 were subject to property taxes instead of vehicle fees.

• Pride of ownership comes without a lot of the burden. This is especially important to busy families or aging seniors.

Mobile home ownership can allow them to have all the perks of home ownership without having to take care of a large yard. A few parks within the community have age requirements. Senior-only parks give older folks the capability to live in a community with their peers and in some cases access to senior resources and activities.

• Mobile homes have no shared walls!

Unlike a condo or an apartment, mobile homes are completely separate from their neighbors. No more banging on the ceiling with a broom! Some mobile homes in Carpinteria have gorgeous mountain and ocean views and even boast decentsized yards.

• Although there are limits based on the size of your space and park restrictions, most mobile homes can be improved and remodeled like a regular home.

Cons

• If financing is necessary for your purchase, obtaining a mobile home loan could be tricky. Most banks will not finance the purchase of a mobile home.

Banks consider a mobile home to be personal property on leased land not real property like a home or condominium.

Banks also consider mobile homes to depreciate.

• While financing may be tricky, there is at least one bank in Santa Barbara County that has been known to finance mobile home purchases, but not all mobile homes are equal. The lender will typically only lend on newer models in good condition, and even then, they may require a higher percentage in down payment and provide a higher-interest loan.

• Strict mobile home park guidelines can be a huge benefit in many ways, such as noise control and park safety, but they can also be burdensome. Most parks in this community require residents to be owners. This means you need to make sure you want to live there. Unlike a typical home, you may not rent it out to tenants ever.

• Most mobile home parks must approve each buyer prior to purchase of a mobile home. In fact, they may even interview or approve/deny each adult who will be living in the home.

• Because Mobile Homes are not considered real property you may not deduct the space rent paid on your property taxes. You may, however, deduct the interest paid on any loan on the home if it is your primary resident. Of course, one should always consult with their CPA regarding what is tax deductible and what is not.

Just like the good old days

A horseback unit from the Santa Barbara County Sheriff’s Department trotted up Linden Avenue on the evening of Sept. 15. The riders were on a training assignment and, according to photographers George and Roberta Lehtinen, they attracted a small crowd outside of Siam Elephant. Children were invited to pet the calm horses and ask questions. “It is something one doesn’t see every day, and we are glad they didn’t have to round up any bad guys,” said the Lehtinens.

The library loves its Friends

Friends of the Carpinteria Library celebrated a half-century of existence last weekend with an ice cream social outside its used bookstore—the volunteerrun shop whose sales help to keep Carpinteria Library open six days a week.

Scores of library lovers turned out to honor an organization founded 50 years ago as the fundraising arm of Carpinteria’s little library.

In total, 134 volunteers at three locations in Carpinteria collected 192 pounds of trash during the beach and creek cleanup. Countywide, over a thousands folks volunteered and collected 5,663 pounds of trash and recyclables along 82 miles of coastline.

Golden Anniversary Art and Nina Taylor celebrated their 50th wedding anniversary at a celebration party held on Sept. 3 at the Carpinteria Lions Club Park. It was attended by about 75 friends and family, some of whom traveled from as far away as Vermont.

Red Lake is behind them and the hike crested at 9,200 feet, crossing snow and fields of abundant wildflowers. All agreed it was an exhilarating three days experiencing one of the many treasures that California offers.

Josh and Samantha Dyer of Oxnard, Calif. welcomed the arrival of Jonah Patrick Dyer on Aug. 24, 2017 at Community Memorial Hospital in Ventura. The baby boy weighed 7 pounds 9 ounces and measured 19 ¾ inches long. Maternal grandparents are Kevin and Cecelia Murphy of Carpinteria, who own Murphy’s Vinyl Shack.

Paternal grandparents are Kim Priesman, and Rick and Ruth Dyer of Gilroy, Calif.

Bill and Janet Wright went to Alaska (see title for state motto) in August on their first cruise. The journey up the inland passage and a visit to Denali National Park was a trip of a lifetime, they reported. The Wrights visited the Margerie Glacier in Glacier Bay (pictured), which calved numerous times while they watched. The scenery was magnificent and the wildlife amazing. Bill achieved a goal of seeing a moose, and Janet enjoyed seeing birds that she’d never seen before. “We just saw the tip of the proverbial iceberg on this trip and would love to see more of this beautiful state!”

On Tuesday, October 3, 2017, the County Board of Supervisors will conduct a public hearing to consider the following: 1. Case No. 16ORD-00000-00009 (County LUDC Amendments) i) Make the required findings for approval, including California Environmental Quality Act (CEQA); and ii) Adopt an Ordinance amending Section 35-1, the Santa Barbara County Land Use and Development Code, of Chapter 35, Zoning, of the County Code by amending Article 35.2, Zones and Allowable Land Uses, Article 35.3, Site Planning and Other Project Standards, Article 35.4, Standards for Specific Land Uses, and Article 35.11, Glossary, to implement new regulations regarding the land uses of Short-Term Rentals and Homestays and make other minor clarifications, corrections, and revisions.

2. Case No. 16ORD-00000-00011 (MLUDC Amendments) i) Make the required findings for approval, including CEQA findings; and ii) Adopt an Ordinance amending Division 35.2, Montecito Zones and Allowable Land Uses, Division 35.3, Montecito Site Planning and Other Project Standards, and Division 35.10, Glossary of the Santa Barbara County Montecito Land Use and Development Code, of Chapter 35, Zoning, of the Santa Barbara County Code, to implement new regulations regarding the land uses of STRs and Homestays and make other minor clarifications, corrections, and revisions.

Case No. 16ORD-00000-00012 (Article II Amendments) i) Make the required findings for approval, including CEQA findings; and ii) Adopt an Ordinance amending Article II, the Santa Barbara County Coastal Zoning Ordinance, of Chapter 35, Zoning, of the County Code by amending Division 1, In General, Division 2, Definitions, Division 4, Zoning Districts, Division 6, Parking Regulations, Division 7, General Regulations, and Division 12, Administration, to implement new land use regulations regarding the land uses of STRs and Homestays and make other minor clarifications, corrections, and revisions.

4. Case No. 17RD-00000-00008 (Article II Amendments) iii) Make the required findings for approval, including CEQA findings; and iv) Adopt an Ordinance amending Article II, the Santa Barbara County Coastal Zoning Ordinance, of Chapter 35, Zoning, of the County Code by amending Division 5, Overlay Districts, to implement a new Short-Term Rentals-Coastal Historic Overlay District with land use regulations regarding STRs, and make other minor clarifications, corrections, and revisions.

5. CEQA Notice of Exemption i) Determine that adoption of these ordinances is exempt from CEQA pursuant to Section 15061(b)(3) and section 15265 of the State Guidelines for Implementation of CEQA. 6. Direct staff to develop a countywide farmstay program in the AG-II zone districts in conjunction with the Agricultural Tiered Permitting project currently underway and included in the 2017-18 Long Range Planning Work Program.

7. Direct staff to return to the Board of Supervisors prior to the end of this calendar year to consider implementation options and select an enforcement approach, including necessary staffing, to be incorporated into the Department’s fiscal year 2018-19 budget submittal.
