Council approves $16.4 million city budget

Carpinteria’s aging streets and underfunded parks system will likely drag a general fund surplus $318,000 into the red in the upcoming fiscal year, according to the draft budget approved by the City Council on June 13. Tax revenues are anticipated to rise by $180,000 in the coming year, but flat funding for street maintenance and parks will require subsidies to keep pavement and recreational spaces in decent shape.

“We’re starting to get to this point where we’re subsidizing everything.

We’re at that tipping point and we’re really going to have to face that … I think we need to ask the entire community to start stepping up,” said Councilman Brad Stein, who suggested that a new assessment measure be put before voters in the near future.

The current budget looks like it will close with the slimmest surplus, $1,600, despite expectations of a $497,000 dip into reserves. The city typically passes conservative budgets that close the year better than predicted at the start.

The Carpinteria Avenue replacement bridge over Carpinteria Creek and other grant funded capital projects account for a $4.7 million portion of the city’s draft $16.4 million budget for 2016/2017. Construction on the $15 million bridge project is expected to begin in late 2017 or early 2018. A federal grant will cover nearly 90 percent of the costs.

For 2016/2017, city staff predicts the general fund’s major revenues will be $3.2 million in property taxes, $2.5 million in bed taxes and $2.1 million in sales tax.

Growth is expected for each tax category.

The biggest expenses to the general fund are $3.5 million for the contract with the Santa Barbara County Sheriff’s Department, $2.3 million in wages, $1.1 million in benefits and $1.1 million in contract services.

For the second year in a row, the budget will include a $500,000 pavement rehabilitation project that relies heavily on general fund coverage. The cost of maintaining aging city streets has risen sharply while designated funding for street repair has been flat or declining for decades.

Community services grants amounting to $111,000 have been factored into the budget, and representatives from several benefitting nonprofits attended the Monday night meeting to express their gratitude. HELP of Carpinteria Executive Director Judy Goodbody announced that due to other funding shortages, HELP’s requested rider donations will be forced to rise this year, from $1 to $2 for trips within Carpinteria and from $6 to $10 for Santa Barbara transportation.

Friends of the Library Board President Gaby Edwards lauded the council for its $35,500 assistance in closing the growing gap between the library’s need and the county’s funding. In order to keep the library open six days a week, the Friends group will shoulder an additional $30,000 of library costs this year, increasing its annual support to $83,000.

Stein moved to consider more funding for HELP and Friends of the Library at the council’s first quarterly review of the budget when some of the preliminary uncertainties have been decided.

Cravens parking reconsidered

The city’s plan to add 18 parking spaces along Cravens Lane will be reconsidered at the next city council meeting due to outcry on Monday night by several residents of Villas of Carpinteria, a nearby condominium complex. Sandpiper Mobile Home Park had requested that the city allow parking along a strip of red-painted curb on the west side of the street, but residents of Villas told the council that the plan would be dangerous and unnecessary. “We don’t see the benefit, but we do see costs,” said Art Willner. “Why don’t the Sandpiper residents park in Sandpiper?”

Bluffs III preserved in perpetuity SB County Land Trust buys resort-zoned property widely known as Thunderbowl

Open space advocates scored a knock out punch over developers this week.

Prime Carpinteria coastal property long coveted by hotel builders was acquired this week by The Land Trust of Santa Barbara County in a move that will protect the property—known as Bluffs III to city planners and Thunderbowl to locals— from development, announced the Land Trust at a June 15 onsite press conference.

The 21 acres overlooking Rincon and currently consisting of dirt bike scars and patchy vegetation stretching from Rincon Engineering in the bluffs business park to nearly the east end of Carpinteria Avenue was purchased for $6 million, of which half has already been raised, but the Land Trust together with Citizens for the Carpinteria Bluffs is fundraising for the remainder plus another nearly $2 million for improvements and longterm maintenance.

Land Trust Executive Director Chet Work characterized the acquisition as monumentally important considering the dearth of undeveloped coastal land remaining between Goleta and Ventura.

Development plans for the property have come before the city several times over the past decade, most recently for a 162room hotel, two restaurants and a conference center, but few have made it even to conceptual hearings owing to groups like Citizens for the Bluffs scrutinizing plans which were generally considered too large and incompatible with the small beach town.

“We constantly call developers informing them if they’re sick of the process we’re willing to buy the property,” Work said. “Another buyer fell out of contract, and we were prepared and lucky, really.

We were waiting. That’s what we do.”

After the opportunity arose to purchase the property, which includes all of the easternmost portion of the bluffs other than the uppermost 2.5 acres, private anonymous donors kicked in $3 million for the purchase. The former property

We’re on the hook to pay it off and need to work with the community to find those funds,” Work said.

Arturo Tello, President of Citizens for the Bluffs, said he and the group, which spearheaded the 1998 acquisition of the Carpinteria Bluffs Nature Preserve, “could not be more ecstatic.”

“If you consider the long term, it’s going to be there for generations to come.

When there’s more development infill in Carpinteria, it’s going to be even more important to have access to open space,”

Tello said. A painter and curator of Palm Lofts Gallery, Tello said he has spent more and more time at the property painting and walking since the quiet campaign to purchase it began months ago. “People use it quite a bit. There’s a lot to be done.

People certainly are going to need to step up and put their money where their muse is,” he said.

Overall, the Land Trust estimates it will need $7.9 million to complete the purchase, improve the property and start an endowment fund for future maintenance.

Microsoft Corp. announced on June 13 that it was purchasing Lynda.com parent company Linkedin for $26 billion. Carpinteria-based Lynda.com, maker of online education tutorials, was acquired by Linkedin in the spring of 2015 for $1.5 billion and has maintained its Carpinteria workforce.

Linkedin, which has over 300 million members to its social media network for professionals, commented in a press release, “Linkedin will retain its distinct brand, culture and independence.” When Linkedin purchased Lynda.com, it sought to offer its premium members access to content produced by Lynda.com to educate members about software and other technologies to enhance professional skills.

Microsoft stated in a press release that it sought Linkedin because it serves professionals, as does Microsoft software.

On June 4, several Carpinterians participated in National Trails Day on the North Franklin Trail Maintenance Project with the Los Padres Forest Association. This work took place at Alder Creek on the north side of the trail near Jameson Lake and extended one mile up to Alder camp (a backpacking spot). On the work day, 26 volunteers divided into four groups, each taking a quarter mile section of the trail. The teams cleared brush, cut fallen trees, removed rocks, and widened and graded the trail to a 6-foot wide passage.

Carpinterians Linda Nevens, Debbie Murphy, Victor Centina, Vic Centina Jr., Michael Leonard, Ryan Fly and Kim Fly volunteered for the project. After four hours of intense work, the teams felt a huge sense of accomplishment. Pacific Surfliner offers free public transportation transfers

A new program will provide free transfers for Pacific Surfliner passengers to connect to public transit providers between San Diego and San Luis Obispo. The free service is in effect now throughout the South Coast and in Guadalupe. The Pacific Surfliner transit transfer program provides free transfers between 23 daily Pacific Surfliner trains and 12 connecting local transit providers along a 351-mile route in the counties of San Diego, Orange, Los Angeles, Ventura, Santa Barbara and San Luis Obispo. Passengers can board participating transit services for free simply by showing a valid Pacific Surfliner paper or e-ticket. The program is being introduced on a one-year pilot basis and is funded by a cap-and-trade grant received from the California State Transportation Agency (CalSTA).

As of June 9, many new California tobacco control laws went into effect, including raising the minimum age to purchase to 21. Governor Jerry Brown signed five tobacco control bills into law on May 4 that will trigger tighter restrictions on workplaces, employee break rooms and owner-operated businesses, warehouses and hotel lobbies. E-cigarettes and other electronic smoking devices are no longer allowed in places required to be smokefree. The workplace restrictions close loopholes in the 1994 smokefree law.

Preschool providers in town have learned about this over the past two years as recipients of highly regarded professional development in this area (see csefel.vanderbilt. edu/), and we’ve also seen that we adults benefit too. I’m honored to be able to share some of what we have learned with you.

Here are key points from the past columns: Social and emotional skills are teachable and should be taught to all children. We parents, grandparents, friends and teachers can nurture and build on children’s positive behavior and respond to their inappropriate behavior in instructive ways. Close, healthy, positive relationships are the foundation of children’s social and emotional wellbeing and skill development. A foundational thing an adult can do is to spend some time with the child in their life every day doing things the child likes to do, following the child’s lead and making a pretend dinner over and over if that’s what the child is into. The focus is on enjoying being together, building the trust that makes the child comfortable that you will always love them and look out for them.

The physical set-up of your home is also important. We learned about classroom set-up and procedures, but the ideas can be applied at home too. Basically, this is about setting up the space and routines for the success of your child. If he plays in the kitchen while you are cooking, are there activities that can keep him occupied safely? If so, he is more likely to respect your need to focus on the stove at times and be positively engaged. For example, a friend of mine has all the plastic containers plus some plastic toys in a cabinet low to the floor; playing with the things in that cabinet is allowed (and the adults wash before using the things in that cabinet!).

Speaking of the kitchen, the kitchen may be a space in which children’s growing independence can be naturally supported and frustration lessened. A light-weight, partially filled pitcher with a lid beside a plastic cup could provide a safe way to pour herself or you a drink of water. Are there any foods she can always help herself to and can she reach them?

Is there a place where she can pull out toys and easily put them away? Doing these simple tasks helps children learn responsibility, know she belongs, and understand her important role in the family’s functioning.

Family routines also help kids feel successful, secure and comfortable in their role in the family. I would be a complete hypocrite if I advocated for 100 percent consistency in following through on established routines; some days call for a little flexibility. That said, routines should become norms, the way we do things around here. For example, health routines—like brushing teeth after meals, doing laundry or folding and putting it

away, brushing your hair after you wake up—help children take care of themselves and contribute to a smoothly, calmly functioning home life.

Think about stressful or problematic times at home. Are any of them predictable? Are there times of the day or particular activities that usually evolve into chaos, hurt feelings, irritation or even anger with your child? Could rearranging your space and/or creating a new routine help your child be successful?

Talk to your child, make a change, try it out, practice a number of times, try again as needed, and then rejoice in solving, or at least improving, a problem together.

All of this—routines, physical arrangement of space that enable self-sufficiency and positive contributions to the family— are the groundwork that allows children to feel comfortable and safe, secure and loved, and a source of joy.

Pablo Santos 6/6/1930 – 6/13/2016

Pablo Santos of Carpinteria, passed away peacefully on June 13 at Serenity House, surrounded by his loving family.

He was born on June 6, 1930, in Lombardia, Michoacan to Dolores and Josephine. Pablo was always a very hard worker. He managed to find various jobs such as welding, working on the railroad tracks, collecting bus fare from passengers and anything he was able to learn, until the late 1940s, when at the age of 16 he migrated to the United States. Upon coming to the United States, he continued to work odd jobs to support himself. At the age of 25 he met the love of his life, Lola, at a friend’s house on Cramer Circle and less than a year later they married at the Santa Barbara Courthouse.

Pablo worked as a gardener and went to trade school to become a dental technician before becoming employed by Kilovac for many years then working at Hall Surgical where he later retired from.

During his retirement, he enjoyed traveling with Lola to Mexico, Hawaii, New York, Europe and Niagara Falls, where his glasses actually ended up falling in the water!

One of Pablo’s greatest passions was his garden. He enjoyed planting fruits and vegetables such as guavas, passion fruit, dragonfruit, limes, chiles, mint, strawberries, cucumbers, papaya. He could spend hours outside planting, watering, trimming plants, etc. He especially enjoyed sharing fruit and having mango parties with his “Pretty Babies” Addisyn, Avery and Mariah. While Pablo had a difficult childhood, he was always teaching his children and grandchildren life lessons so that they wouldn’t have to go through what he experienced. He taught them to always go above and beyond what is expected of them. If the opportunity is given to you, take it. Learn new trades (he taught us all about gardening) and never pass up a good deal (even if it means buying way more than you really need). Always keep a good appearance and your car washed. In 1976, during the Bicentennial Year, he was proud to officially become a United States Citizen.

He is survived by his loving wife of 60 years, Lola, and their children Josie, Paul (Sandra) and Sylvia (Jessie); grandchildren TJ and Tim (Rosalie) Galvez, Kristen, Camille Santos and Maggie (Eric) Powers; great-granddaughters Alina Santos ADVERTISEMENT

Thomas Harvey Léger

Thomas Harvey Léger of Solvang, Calif., passed away on June 5, 2016 surrounded by his family. He was 76 years old.

Tom was born in China, Texas, to Nellie and Plannie Léger. After high school he joined the Army, during which time he served in Korea. His military service afforded him the benefit of a college education, graduating from UCSB in 1969 with a degree in Political Science.

Thereafter, he worked with the Santa Barbara Probation Department until his retirement in 2000.

Tom is survived by his daughters, Monique Epley (Michael) of Santa Barbara, Calif., from his marriage to Marilyn Léger (née Parr, d. 1974), and Sarah Léger (Ramon Ignacio) of San Anselmo, Calif., from his second marriage to Janice Léger, of Riverside, Calif.; grandchildren Bryan Epley and Isla Epley, and Charles Ignacio and Dexter Ignacio; and siblings Evelyn Daigle of Riddle, Ore., Richard Léger (Ken Tipton) of San Francisco, Calif., Norton “Zeke” Léger (Pat) of Reno, Nev., and Carol Moore (Don) of Beaumont, Texas. He is preceded in death by his parents, sisters Vivian Turnbull and Lois Gillispie, and his wife, Victoria Léger (née Aslanian, Rochester, d. 2006).

Throughout his life, Tom enjoyed being outdoors. He was an avid runner, cyclist and golfer. He loved good food and wine.

Forever a student, Tom read and watched quite possibly every book and film made about history.

Tom had a very brief but terminal illness, and in the same way he lived his full life, he lived his inevitable passing—on his own terms. He spent his final days laughing with his family and friends, and was grateful for the compassionate care of the doctors, nurses, and staff at Santa Barbara Cottage Hospital and Serenity House.

A celebration honoring Tom’s life will take place on Thursday, June 23, 2016 from 1:30 to 4 p.m. at the Cabrillo Pavilion, 1118 E. Cabrillo Blvd, Santa Barbara, CA 93101. In lieu of flowers, please make a donation in Tom’s honor to Visiting Nurse & Hospice Care’s Serenity House in Santa Barbara.

Bridge the language gap using sign language

Thank you, Tres Alexander (“Comparing Carpinteria schools to The Netherlands,” CVN, June 9), for bringing the topic of base languages to the ongoing discussions about our local schools. I’ve long admired the Finnish models and appreciate you sharing the approach your friends use in the Netherlands where the curriculum integrates teaching language through the use of symbols to create word associations with young students.

To take it further, I’d suggest integrating American Sign Language into our 0-5 and kindergarten through second-grade educational programs and curriculum.

By creating an accessible language foundation that’s available to all students – regardless of their mother tongue, children have an opportunity to actively engage in literal hands-on learning and critical thinking through kinesthetic and visual modalities. By developing a strong language foundation that coincides with child development, since we can use our hands and bodies to communicate before we can form words, the educational and linguistic foundation can be established with all kids ready to jump into English and other curriculum from there. Further, this enables opportunities to integrate educated respect towards diversity, positive and creative learning environments, and other core tenets into the educational foundation while engaging all students regardless of home languages, socioeconomic or race differences.

Having attended Carpinteria schools, continued on to get my BA in Critical Social Thought, then MA in Deaf Studies: Cultural Studies, I’m now teaching ASL at Ventura College and also work in administration running a sign language and cultural immersion program in Europe. While this approach requires bringing qualified educators together with individuals and educators fluent in ASL to create curriculum and teach, anyone who’s seen young children signing knows that they are sponges, quickly adapting and benefitting from this rich language modality. Using symbols for word association is a good start, but using ASL is like holding the winning hand.

Exterminating the litterbugs

My wife and I do a walkabout in Carpinteria most days. You’ve probably seen us, the two old people with funny hats and a cane. We are also longtime members of Carpinteria Beautiful, and we pick up curbside litter once or twice a month.

Our regular beat is 8th Street and Palm Avenue. It’s interesting to note that some parts of our route are spotless and other neighborhoods are noticeably littered.

For example, the corners of 8th Street and Linden Avenue at Beach Liquors and Smart & Final are particularly littered with cigarette butts, fast food remains and gum.

discards. Where we are very concerned about is along the fence line on 8th Street bordering Carpinteria Middle School.

Most of the type of litter we pick up is obviously generated from the students, which is very disheartening especially if they are unaware of what they are doing to the environment or, even worse, indifferent. Sadly, Carpinteria Salt Marsh seems to have become a night time party spot judging from the graffiti and detritus left behind.

Carpinteria Beautiful is not just about beautiful homes and gardens, but also a clean and healthy environment. Frankly, we’re getting pretty fed up with people who trash our city without any regard for the health of our community. Anyone caught by us polluting or littering is very likely to get a cane thump upside the head.

Also, I feel our city can help tremendously by stationing more trash receptacles in certain litter-prone areas of the city, particularly the corners of Elm and 5th and Palm and 5th. We can and must follow the high standards of our Avocado Festival regarding waste and litter.

CVWD needs its State Water

There was an item on the June 8 agenda of the Carpinteria Valley Water District that concerns me.

The proposal is to process two agreements to sell a portion of CVWD’s State Water Project allocation. The purchase requests come from developers to obtain a total of 68 acre feet of our State Water allocation in order to proceed with residential development in Goleta currently zoned for agriculture.

There are a couple of things wrong with this proposal in my opinion. CVWD relies on groundwater, the State Water Project and Lake Cachuma. As we all know, Lake Cachuma is virtually empty, so we are more reliant than ever on our two remaining sources, groundwater and the State Water Project. And since the State Water Project never fulfills its promise, that leaves us to wonder if our groundwater supply will support us in the coming years. Or will we be stuck paying for replacement water down the road?

One proposal to CVWD to buy water is for a housing development of high-end homes on land that is currently zoned for agricultural use in Goleta. So this sale would support the conversion of ag lands to residential zoning. If the situation were reversed and Goleta was willing to sell developers water to develop ag lands in the Carpinteria Valley, how would we feel?

I think this is a very bad idea from the perspective of a resident living in Carpinteria and dependent on sound water management of our limited water resources.

And I think this is a very bad idea from the perspective of a fellow South Coast resident who, if the tables were turned, would be very unhappy.

America needs to look terror head on

another $2.4 million in pledges. Additionally an estimated $1 million in grant funding could be available for the acquisition, but without grants the total needed is $2.5 million. Citizens for the Bluffs and the Land Trust will work to raise the funds and both expressed confidence that it can be done in similar fashion to the acquisition of the Carpinteria Bluffs Nature Preserve in 1998, when $4.5 million was raised in four months. Work commented that the deadline for raising the remaining funds is ASAP since the loan is accruing interest.

The Land Trust delivered a letter to the City of Carpinteria prior to closure of its acquisition to ask for the city to accept the 21 acres as a gift in the same way that the city was gifted the Carpinteria Bluffs as a conservation easement. City Manager Dave Durflinger commented that the city council would review the request in a private session on June 13. The Land Trust has also asked the city to partner with it on grant writing that could raise $1 million toward the purchase.

Pending fundraising, Bluffs III could prove to be a key portion of the Coastal Vista Trail, a grouping of trails along the Carpinteria coastline currently composed of disjointed segments. Eventually, the city and county plan to create a pedestrian bridge over the railroad tracks between the bluffs and Rincon County Park.

Tello said that in addition to the open space adding to Carpinteria’s recreational offerings, preserving the property from resort development spares the community from negative impacts like traffic congestion and air pollution. “Even though there won’t be revenue from a development, those things never pay for themselves.

Nobody had come up with a proposal that made sense for Carpinteria,” Tello said.

“The Bluffs and Franklin Trail and now this are such a resource for our bodies and souls,” Tello said.

Halos Pitchforks

Biking while belligerent

A deputy spotted a woman, 52, riding a bicycle on a sidewalk without a light on Casitas Pass Road at about 8:30 p.m. on June 3. Since bikes are to be ridden in roadways with proper illumination, the officer called out his window to inform the nightrider of her infractions. She reportedly responded by stretching out her arm and flipping the bird to the nagging officer while continuing on her way.

The officer pulled a U-turn and noticed another officer patrolling up ahead so he radioed the officer who was better positioned to wrangle the allegedly disrespectful cyclist. Officers ordered the woman to brake the bike, but she kept riding.

Eventually, one officer circled ahead of the cyclist and the other followed with emergency lights signaling it was time to pull over. The one who had pulled ahead stood on the sidewalk to impede further progress.

The rider told officers she’d figured it safest to be riding her bicycle on the sidewalk and also admitted to flashing the middle finger. Allegedly, she was slurring, leading officers to question her fitness for bicycling. Field sobriety tests exhibited signs of profound impairment, according to the deputy report.

The woman was cited and transported to the sheriff’s station, where she was released to a friend. She reportedly had had her drivers license suspended for a driving under the influence conviction.

Got up and went

A deputy trailed and pulled over a vehicle that displayed no license plate at 8 a.m. on June 4, and though the driver initially yielded to the traffic stop on Highway 101 southbound, he tried to pull a fast one with the lawman at his window.

The officer picked up on the license plate-less vehicle at a Casitas Pass Road gas station before following it to a traffic stop near the Highway 150 off ramp of

Highway 101. When the officer was at the driver’s window, the driver first reached around to find his registration paperwork but then reached for the shifter and put the car in drive.

He sped into traffic and reached speeds of around 100 mph before multiple officers pursued and the man thought better of his escape efforts near La Conchita. He reportedly stepped out of the car with his hands up ready to be taken away for his lapse in judgment. Apologies to officers for endangering their lives allegedly followed, and the man called his action a “stupid decision.” He had a suspended drivers license and no registration.

Jail tours

A couple of Ukrainian travelers learned about alcohol laws and the U.S. penal system while visiting a Via Real motel on June 4. A deputy patrolling the area witnessed a woman, 32, in the motel parking lot smoking a cigarette and drinking a beer at about 9:12 a.m.

The officer explained to the woman that drinking in public was against the rules.

She was from Ukraine and unfamiliar with such rules, she said. Officers ordered her to sit, but she said no. Her husband entered the scene and grabbed the beer from her and placed it in a trashcan. He implored her to comply with officers and informed her that she could land in jail.

She refused to sit and held out her hands in a gesture that said, “cuff me.” She told officers she had had a lot to drink and still refused to sit. She was arrested for public intoxication.

Family School demographics spark debate

By Lea Boyd Carpinteria Family School’s close-knit community and emphasis on students’ social emotional development have attracted loads of positive attention and a stack of applicants that far exceeds the school’s capacity each year. In recent weeks, however, CFS has attracted unwanted scrutiny for being a predominantly white, English speaking, middle class island in a public school district with a much higher percentage of Hispanic, English Learners and impoverished students.

The 71-student alternative elementary school is housed in three classrooms on the 511-student Canalino School campus, where the contrast in demographics is striking. CFS is 59 percent white, compared to Canalino’s 17 percent. CFS is 90 percent English only, Canalino 46 percent, and CFS is 24 percent socioeconomically disadvantaged, Canalino 66 percent.

Jessica Isaac, a Canalino parent whose explosive letter to CVN on May 26 highlighted CFS’s mostly white makeup and triggered a landslide of strong reactions for and against the small school, recently filed a formal complaint with the school district alleging that Canalino resources funded through Title 1, which provides extra monies to schools with a high percentage of low income families, are being inappropriately used by CFS, a non Title 1 school.

Her complaint also questions the legality of expecting parent volunteerism and a $500 fundraising contribution per family.

Superintendent Micheline Miglis said that language in the parent expectation forms was amended last week. Classroom volunteering is encouraged but not required, and longtime CFS teachers Jan Silk and Lori Lee Collins said that they have always worked with parents to find ways they can get involved. Fundraising is critical to keep the small school ticking, they said, and each year parents work on fundraisers like the school jog-a-thon to meet goals.

Thirteen years ago, CFS was founded by a group of parents and educators seeking an alternative to the district’s mainstream education. It started small with one teacher, Collins, in a single classroom.

The parent volunteer component came about because parents wanted to be a part of it, “and frankly I needed the help teaching third through eighth grade,” said Collins.

Teachers were added and grades reconfigured. Now the school has three combination classes and serves kindergarten through fifth-grade. It’s difficult, Collins said, to put a finger on exactly what makes the school different from other elementary schools, which have also begun focusing on social and emotional learning. Collins said that teachers work hard to tailor educational experiences around specific student interests.

Sought-after vacant seats at CFS are filled through an annual lottery open to the entire district. The school welcomes anyone, parent group co-president Julie Sigwart said, but few Hispanic families seek enrollment. This year’s lottery included 31 children, only five of which were Hispanic and one an English Learner.

“We welcome anyone who comes in the door,” she said. “If that family were more representative of the community, we’d be happy about that too.”

Critics of the school say greater efforts should be made to involve more Spanishspeaking families. Application materials were printed in Spanish for the first time this year, Miglis said. The school’s website will soon include Spanish translation.

“We want to be accessible to everyone,” Collins said.

Isaac points out that the school’s office is hard to find and open just a few hours a day. She argues that the lottery should be more transparent and sibling preferences should be reconsidered. The kindergarten class has only 12 students, and in this spring’s lottery seven of those spaces automatically went to siblings of enrolled students.

Goleta developers set sights on Carpinteria State Water

A small portion of Carpinteria’s State Water Project allocation is being eyed by Goleta developers, and the Carpinteria Valley Water District may have to choose whether additional funds mean more to the district than the additional water security. At its June 8 meeting, the district’s board of directors voted 4-0, with Richard Forde abstaining, to enter an agreement with the two developers for reimbursement of any costs accrued by the district during the water transfer negotiations.

The district’s contract with the state for 2,000 Acre Feet of water each year was long considered a burden to be shed, but the drought has shifted the water conversation, and sales or leases of water rights have grown more controversial.

The two Goleta developers are seeking a total of 68 AF annually, which could financially benefit the district to the tune of more than $2 million over the 10-year lease. An analysis by the district indicates that even with a much larger cut to its State Water supply, water demand will be met through the district’s groundwater, carryover Cachuma supply and remainder of state water. Board action taken last week was the first step in what will be an ongoing conversation that will include additional public hearings.

Barnaby Gloger, principal of Rincon and Foothill high schools, has been appointed principal of Carpinteria Family School, announced CUSD Superintendent Micheline Miglis on the afternoon of June 15. “Barnaby will continue to lead and serve as principal of Rincon and Foothill Schools, where he has demonstrated tremendous capacity and an admirable skill set in high demand,” stated Miglis.

President Andy Sheaffer said Lou Grant parents gravitate toward CFS because it’s based on a similar model of high parent involvement and parents tend to go to elementary schools where their friends go. (The author of this article has a daughter who attended Lou Grant for the last two years.)

When Sheaffer’s eldest child started at Aliso as a kindergartner several years ago, the Sheaffers were one of few English only families at the kindergarten orientation. Sheaffer said he could see how Spanish-speaking families might not feel completely comfortable at CFS where the situation is reversed.

The lottery for CFS may be disproportionately white, but Hispanic interest cannot be forced, Sheaffer said. CFS recruitment efforts should be improved, but eliminating the school is not an option, according to Sheaffer. Other members of the school board voiced their support for CFS at the June 14 school board meeting.

Friction between CFS and Canalino has been mounting for years, and two issues arose recently that fanned the flames.

pay for CFS to establish its own site. Family School Parent Group President Julie Sigwart said that the school’s top choice would have been relocation to the former Main campus, but that solution proved too expensive. Now the school board is leaning toward creating a small CFS campus by replacing portables on the east side of the Canalino playing fields with a cluster of modular classrooms. Still resources like the cafeteria and library would be shared.

The second hot button issue was the school board’s postponement of a Dual Language Immersion program. Initiated

by Canalino Principal Jamie Persoon and her staff, the progressive program, which by design would have served equal numbers of English Learners and English Only students, won early praise from the school board. When it came time to make a decision, however, the school board opted to reconsider it next year—a disappointment to several parents and teachers that has some questioning why a predominately white alternative program would be allowed over a model that better reflects community demographics.

FOL Art Reception

Robin Karlsson has pointed her camera at nearly everything and everyone in Carpinteria, and the best of her best results will hang at the Friends of the Carpinteria Library Used Books Store this summer.

To kick off the new photography show, Friends will host a reception on Friday, June 17 from 5:30 to 7:30 p.m. at the bookstore, 5103 Carpinteria Ave. Karlsson, who began her career as a graphic designer for Max Factor in Hollywood, now works as a freelance photographer and a designer at Coastal View News.

Photography, she said, is her true passion, and she recently published a photo book called “Dogs of Carpinteria.” Friends of the Library is an all-volunteer nonprofit whose mission is to support Carpinteria Library.

Arts Center offers Jewelry Workshop

Award-winning Santa Barbara artist Katie Stuart will lead a jewelry workshop on Saturday, June 25 from 1:30 to 4:30 p.m. on how to make a “beaded bead” using one of her original lampwork (glass) beads. Through Stuart’s instruction, students will be able to create their own pieces of jewelry. All material and tools will be provided, but students can bring a magnifier. I spotted a new concrete pad in the park, so I called the Parks Department to find out if it was the foundation for a rumored dog washing facility. Sure enough, according to Paddy Langlands, Deputy Parks Director, the county will shortly install its own dog washing station. Fully automatic, the station will take credit cards only and will provide shampoo, conditioner and a blow dryer. It will open by the end of July. Ten minutes worth of scrubbing (it will take that much time to get the oil out) for $10. The county already has one at Arroyo Burro Beach.

Summerland got a facelift the first week of June. It came in the form of new road surfaces along Via Real and Lillie Avenue. We now have a lovely, smooth black ribbon through town that will speed 101-avoiding commuters along even faster. Not that we aren’t grateful to have a nice driving experience along our main thoroughfare. Maybe we just need some more stop signs—or speed bumps.

It was a true snarl-up those few days the work was going on, orange-vested men, trucks and equipment everywhere.

Getting in and out of town required a clever rat’s skill with a maze. I made the mistake of turning off Lillie onto Cole Street, squeezed down to a cow path due to a cement truck half way into the former Café Luna parking lot.

And by the way, there’s much speculation, and little information, about what’s going on, or in, the former Café Luna building. We’ve watched new siding go up, doors and entrances replaced, the porch redone, a nice green awning installed, a handicap ramp poured, drainage improved and parking reconfigured.

The big For Lease sign is still up outside, so who knows? Maybe it’s just some long-deferred maintenance like the roads got. At least the structure has received the attention it deserves as one of Summerland’s historic buildings.

The road resurfacing business in town caused me to wonder where the money to pay for all that industry and materials came from. Which took me to the Road Maintenance Annual Plan for S.B. County.

All 73 pages are available for public perusal on the county’s website.

The plan was interesting, especially the photos showing boulders blocking roads and fallen trees. And Arbor Day. The Transportation Division of Public Works plants a tree at a selected school every year, which I thought was nice. I didn’t read the whole thing. I cherry-picked for the most eye-catching and the relevant.

The plan made road surface terminology downright appealing. There were terms like rejuvenation emulsion, scrub seals and micro seals. They sound like facial treatments you’d get in a salon. I had to dig a little deeper to find out what Summerland got. It was a micro seal, and the description for that was pretty hot, too. It’s “a mixture of oils and highquality aggregates designed to set quickly (it did) and provide a long-lasting surface on top of pavement in good condition.”

It extends pavement life for five to 10 years, I learned.

It’s a good thing because money for road maintenance is going down the rabbit hole, according to what I read. Gas tax revenues are decreasing. (Think more fuel efficient engines and electric cars.) In 2015-2016, the state is reducing gas tax payments to the county by almost $3 million, or about 25 percent. Which means the county won’t have any money at all for deferred maintenance like the kind Summerland just got. Everything will have to go toward continuing operations.

Then there were the STIP funds (State Transportation Improvement Funds) the county received from the state. Summerland’s Circulation Improvement

project (bike lanes, parking, stop signs, sidewalks, etc.) several years ago was the last big beneficiary of STIP funds. The county’s been cut off from those funds, which will all flow to the regional projects in Measure A. If I read the tables right, the county budgeted $9 million for corrective maintenance. The first supervisorial district got $573,000 in deferred maintenance, with the Summerland project one of the beneficiaries. The inconvenience of the asphalt bustle in town was minor compared to the longterm benefits!

California Collegiate League baseball moved down the South Coast June 7 to 9 to Westmont College as the Santa Barbara Foresters played a three-game set against the Healdsburg Prune Packers from Northern California. Coastal View News took in an 8-7 loss on June 9 and used the opportunity to catch up with the team managed by longtime Carpinterian Bill Pintard.

The Foresters, established in 1991 with their home office now locally on Carpinteria Avenue, each year gather some of the best young college players across the nation as they compete through the summer to make it to Wichita, Kansas for the National Baseball Congress (NBC) World Series.

The five-time NBC World Series champions normally play their games at U.C. Santa Barbara’s Caesar Uyesaka Stadium, but because of a scheduling conflict ended up at the Warriors’ Russ Carr Field. “Westmont was nice enough to let us use their field. It’s a beautiful facility,” said assistant coach Steve Schuck who was acting manager on June 9 so Pintard, a West Coast Scout for the New York Yankees, could attend the Major League

After splitting the first two games of the series, the Foresters got off to a shaky start on June 9, as Healdsburg’s leadoff batter Billy Wilson reached first base on an error to start the game. The next batter, Jake Scheiner promptly blasted a homerun off Santa Barbara starter Miles Sandum, putting the Packers up 2-0. The Foresters would get on the board in the third when Trevor Abrams’ single in the right field corner drove in two runs, and would take a 3-2 lead later when Abrams scored on a double play ball.

Sandum settled down and retired the Healdsburg hitters in order through the next three innings. “He showed a lot of composure, nothing really rattled him; he had confidence in all his pitches,” explained Schuck of the young hurler who pitched his freshman year this fall at the University of San Diego. But the visitors scored two more in the top of the fifth to grab the lead again at 4-3.

Santa Barbara responded in the bottom half of the inning on Bret Boswell’s towering homer to right to tie the game. However, the Packers biggest inning came in the seventh. With a man on second, a single by Jamey

Smart led to a close play at the plate, and when Foresters catcher Bryndan Arredondo was unable to hold onto the throw, Healdsburg moved ahead again at 5-4.

The two-out hit led to more runs, as Jake Ackerman’s two-run double made it 7-4.

In the eighth, following a John Brontsema single, Arredondo’s two-run blast over the left field wall brought the Foresters to within one at 7-6.

Westmont graduates Michael Rishwain and Sam Sheehan were called to the mound to slow down the Packers. Both Rishwain and Sheehan fared well, each striking out two batters in the eighth and ninth respectively; but a homerun by Dan James gave Healdsburg a two-run lead going into the final inning.

The Foresters’ Colby Barrick was hit by closer Anthony Bender to reach first base in the ninth and later score on Abram’s single, his fourth hit of the day, to cut the lead to 8-7. However, with runners on second and third, the Foresters day ended on a strikeout and a fine defensive play by shortstop Brandon Shearer.

The Foresters have gotten to a slow start with 1-2 division and 3-2 overall marks. Santa Barbara will return to Caesar Uyesaka Stadium to take on the Ventura Halos on Thursday, June 16 at 5:05 p.m.

The Carp United U14 girls competed in the top bracket at the Santa Barbara Splash Tournament June 4 and 5 and locked down a solid third-place win overall. After losing their first game 2-1 to hard-hitting Saugus, the girls came back to take down Santa Monica 3-2 and finish pool play with a 1-1 tie against undefeated and demanding Downey. Carp seeded second place in its pool and advanced to the consolation bracket where the girls secured a 1-0 win against the always-tough Camarillo. Coaches considered it a strong finish for the All-Star season.

Local coaches offer free football combine

Youth football players looking to keep their skills fresh during the summer can attend a free, all-ages combine run by Ron Contreras starting Monday, June 20. The two-week program runs Monday through Thursday from 4:30 to 6:30 p.m. at Canalino School and ends June 30. Many Carpinteria High School graduating seniors visited the elementary school they had attended when displaying their success to current Canalino School students on June 9. In front of an audience of fourth- and fifth-graders, the graduates spoke in caps, gowns and cords about their future plans and what it takes to be successful in middle and high school. Following that talk, the seniors toured through first, second and third-grade classrooms with similar inspirational messages and gave students a window into their future. “We are grateful for (CHS Principal Gerado) Cornejo’s vision, and for bringing those students full circle back to where it all began in CUSD,” commented Canalino School Principal Jamie Persoon.

Hey, baby Emma Elizabeth Eckert

Damon Frederick Eckert and Elaine Catherine Eckert announce the arrival of their daughter, Emma Elizabeth Eckert. Emma was born on April 26 at 3:06 p.m. at Santa Barbara Cottage Hospital.

She weighed 7 pounds 13 ounces and measured 18 inches long. Emma is the first child for Elaine and Damon, who graduated from Carpinteria High School in 1996. Maternal grandparents are David Turner and Barbara Tigert of Sacramento, Calif. Paternal grandparents are Frederick and Candace Eckert of Carpinteria.

Emma also has two aunts, Danah Turner of Paso Robles, Calif., and Kimberly Eckert of Carpinteria.

The City of Santa Barbara’s Water Resources Manager Joshua Haggmark presented at the Rotary Club of Carpinteria’s meeting on June 2 at Lions Park. Over 30 Rotary members and guests enjoyed an informative program outlining the activation process for the Santa Barbara Desalination plant. Haggmark spoke of the cost and alternatives to providing water to Santa Barbara County and its surrounding areas and how the desalination plant stacks up against those options.

Carpinteria Arts Center Co-Chair David Powdrell recently paid a visit to the Rotary Club of Carpinteria Morning to catch the club up on the organization’s purchase of the former Cajun Kitchen building and its plans to transform it into a fully functional art center. “His enthusiasm was contagious,” reported Interim President Art Fisher.

Powdrell’s presentation featured pictures of local children who participated in various creative art projects sponsored by the center. It was inspiring to see their glowing faces and the creative plans for classrooms and multi use rooms that are in the works, said Fisher. a monthly muse melinda wittwer My grandson bounced in and announced, “I am 4 years old today!!” as if he had just been elected king of the world—or at least his preschool. His excitement over his party and taking cookies to school and balloons and being able to sign up for soccer was almost more than he could handle. And, of course, his exuberance made the day special for all of us, reminding us of our own youthful celebrations.

I don’t remember exactly how old I was, but my own favorite birthday party included a miniature suitcase delivered by the mailman just as I was opening my other presents. This suitcase was from my adored aunt and contained a whole wardrobe of clothes she had sewn for my “walking doll.” There were party dresses, fancy shoes, a skirt and jacket, and on and on. Even though I now sometimes forget my husband’s name, I still remember what a special celebration that birthday was.

It seems that birthdays are looked forward to at least until we turn the magic age of 21. Each birthday becomes a little more important than the previous one until we become adults complete with all the privileges and responsibilities that adulthood brings. Even all the “20ish” birthdays seem to be events to be celebrated—until we are faced with the big three-oh. My generation matured with the slogan, “Don’t trust anyone over 30,” so it was definitely a bitter pill to cross over into the “too old to be relevant” category.

The 30s birthdays were rather afterthoughts as motherhood, teaching and trying to do it all made free time to party a rare commodity. And I think I just ignored 40. Forty is such an effort—raising teenagers, trying to prepare to pay for college, taking care of your own parents, trying to look like you are still in your 30s.

I’m not sure I even remember my 40s . . . or want to.

But the big “over the hill” event is turning 50. You have very likely lived

over half your life so why celebrate? What is next—declining health, your friends dying off, trying to save for retirement?

Is your glass half full or half empty? Are you anticipating the end or seizing the day? What good can possibly come from turning 50?

First being in your 50s gives you a good reason for forgetting things, losing things, telling the same stories more than once and being grumpy. You now have a lifetime of wisdom to help make you not care so much about what other people think, and you begin to realize that all those AARP discounts are just around the corner.

The rumor is that 60 years old is the new 50. Yet turning 60 is not the reachingthe-edge-of-retirement goal it once was because 70 is becoming the likely age when most people can afford to actually quit working. I, for one, like celebrating my 60s because I can state exactly what I want to do and no one can say no to me because I look like their grandmother, remind them of their grandmother or am their grandmother. I have more free time to read, throw pots, travel and pursue new things I want to do, so why not add partying to my list of pastimes? If this keeps up, maybe I’ll celebrate every six months to make up for those birthdays I ignored in my 40s.

So what do I have to look forward to in my 70s, 80s, and hopefully 90s? Will there be major celebrations to honor my elderly birthdays, or will I try to ignore them as they march steadily by? Will I even remember my birthday?

Whether or not I remember my birthday is irrelevant. I want a celebration, a party, regardless of whether or not I can acknowledge just why we’re having fun.

Celebrating my life, our lives, is what we need to do every day not just once a year. Make merry early and often is a good motto.

We need to stock up on balloons, noisemakers, candles, invitations, party hats, cake and chocolate. Wine is also a possibility to add to this list. Just think, those of us in our 60s could still have another 30 years of revelry ahead of us.

So get moving, get shaking, and let those good times roll—even if most of us head for bed by 10.

“This is not about diversity at all,” Sigwart said of conflicts on the campus. She holds that the real issue is territory, and Canalino parents and staff are most concerned about getting CFS relocated.

Miglis, who has spent less than a year in the district, said a number of “irritants” have aggravated issues between the two schools. Playground rules, lunch tables, library and computer cost sharing have all contributed to tensions. To lay to rest Canalino complaints that CFS fails to pay its share of common resources, Miglis recently shifted $8,000 to the Canalino site fund.

Isaac said the issue of shared resources is serious and won’t be resolved with a one-time payment from the shared district pot. Canalino needs all of its extra Title 1 funding to serve the population intended, namely children of low income families, yet the larger school is expected to fold CFS into its programs. It often does, she said, but CFS’s small size doesn’t allow for reciprocity.

As the unintended result of CFS policies, the two schools occupying a single campus appear racially segregated, Isaac said. “Charter schools and alternative schools all over have become a haven for white flight,” she said.

In Carpinteria Unified School District, the white student population declined steadily between 2000 and 2010 and appears to have plateaued in the last five years.

Overall, CUSD’s enrollment has dropped by nearly a third, from 3,161 students in 1999 to 2,227 in 2015. English Learners made up 35 percent of kindergartners in 1995, but accounted for 61 percent in 2014.

Summerland School’s ethnic makeup has also been put under the magnifying glass.

The 66-student school, whose enrollment is based mainly on geographic boundaries, is 74 percent white and 92 percent English only. Together, CFS and Summerland make up 13 percent of the district’s elementary school students, but 39 percent of the district’s white elementary school students.

Public accusations of segregation rocked CFS at the close of its school year. Parents were quick to point out that CFS’s racial makeup is more diverse by some standards than Canalino’s. The school has a low Hispanic population, but a higher percentage of other races, such as Asian and African American.

Sigwart said that students were devastated that their school was being called racist. “These bombs have been lobbed,” she said, “and the kids are really feeling it. It’s not promoting safety.”

The controversy that has arisen is important to address, Miglis said, but it must be done respectfully and civilly. The district, she said, absolutely does not tolerate racism.

Longtime CFS principal Leslie Gravitz’s contract with the district was not renewed for next year, and the board is preparing to announce who will become the school’s next leader. Collins said that she is optimistic that the next principal will help to start a new and wonderful chapter for CFS. Isaac’s formal complaint will be investigated and resolved within 60 days according to district policy. She says that unless something changes dramatically, CUSD will repeat an ugly chapter in its history, that of elementary school segregation between Hispanics and whites in the first half of the 20th century.

Future generations of Carpinterians will know the east end of the Carpinteria Bluffs as an open space preserve, but the folks who’ve been around 50-plus years remember the property as thunderbowl Race track. Keep a rainy day fund in something liquid. Real estate historically is the most forgiving investment, but it’s not for everyone and not liquid.

Liquid means easy to sell, such as stock or goods, and may not be worth what you paid for it. It is hard to find something safe with decent returns.

Consider investing in yourself. Training and licensing payoff in the long run. Consider a Roth IRA. For return on investment I personally favor dividend reinvesting in a well researched company.

I put $250 originally in a company I respect and $75 per month and over seven years it is now worth over $14,000 thanks to increase in share value and increased dividends. Be cautious, but do something for lifelong security. In the old days people married for money and security.

That’s an option, but don’t count on it.

Dear reboot, First of all, pick the groups more carefully. Expect ego-driven leaders and volunteers, so be sure the cause is so important to you that you won’t care.

Better yet, be the leader and pick your volunteers carefully. No group should put up with ugliness. Get rid of toxic people.

I’ve found that people will work harder for praise than for money. There are all kinds of reasons that people volunteer, but when you’re not working for money you want satisfaction and the feeling that your time is appreciated and is well spent. My main volunteer efforts are with Carpinteria Beautiful and leading the Alzheimer Caregiver Support Group.

These groups don’t have egos ruining it for others—just people working together for a common purpose. I avoid groups dedicated to only raising money because those groups seem to attract some difficult people with high ego needs.

Montreal resident Vincent Boudriau unicycled through Carpinteria this week on his four-month journey between Vancouver, Canada and Mexico City. His mode of transportation has turned a lot of heads along the way thanks to its single, super-sized wheel. Boudriau said the oversized wheel is safer and preferable for long distance unicycling. He packed lightly for the trip, carrying all his camping equipment in a backpack and two small packs attached to the cycle. “It’s fun” is the explanation Boudriau gave for the trip’s inspiration.

Foursome ships north

Ruben and Sharon Organista and Clyde and Diana Freeman recently embarked on a nine-day trip up the Pacific Coast on Crystal Cruises. The ship stopped in Astoria, Ore.; Seattle, Wash.; and Victoria and Vancouver, British Columbia. Sharon grew up in Victoria so she served as travel guide to its sites and her favorite places.

The group stopped for a photo opportunity in Butchart Gardens on Vancouver Island. They commented on the greenery of the Pacific Northwest but maintained it was a distant second to Carpinteria.
