Danger: yarn blast zone

Arts Center gets wonderful woolen makeover Photos by DaviD PowDrell Months of handiwork by scores of crafty people went into the Yarn Blast installed at the Carpinteria Arts Center last weekend. The spectacular work of art will be celebrated on Saturday, July 16 from 1 to 3 p.m. with a grand opening and reception at the Arts Center, 855 Linden Ave. Arts Center Board Co-Chair David Powdrell photographed the installation and commended local artist Zoe Iverson for leading the project and involving over 125 people in the artwork.

“More importantly, from my perspective, was the look in the eyes of the people passing by on Linden Avenue,” Powdrell said.

“They were watching art unfold. Every person that went by stopped, pondered, thought, questioned, discussed or simply admired the color and whimsical magic that was unfolding. That’s what great art does.”

After Sunday’s yarn explosion, bright colors abound at the Arts Center.

Treat homeless with dignity

My name is Deborah Carlisle. I am writing this because it is important that I clarify my situation and behavior. I am only currently homeless because I came from Hawaii to see my mother. I’ve been assaulted three times since working my way back to Oregon. I realize that I’ve hung out with some unusual folks, but that is no reason to hurt me physically.

My husband was a doctor; he died.

Then my only child committed suicide.

I’m a licensed manic depressant. I apologize to this community for my outbursts.

I’m hurt, alone and angry. My mom just passed away. I was born with the terrible disease of alcoholism. I’ve tried very hard to discontinue this annoyance. I cannot, and the medical field does not understand, nor do they seem to care.

I had to evaluate my behavior, because I often hate myself and want to end this.

Please do not hate me or treat me as though I’m just an idiot or criminal. I am really a nice person. Your prayers are really appreciated. Also, to the police, please stop harassing me and just be grateful that you are not me.

Lives changed through local youth mentoring

The partnership between Carpinteria Morning Rotary and the Fighting Back Mentor Program has been an incredible gift for the Mentor Program, and I can’t thank the club or its Past President Bob Kingston enough for what they have done. When I first presented to this wonderful club I could tell each member was passionate about supporting local youth

and full of energy and excitement to use their time and talents to make positive change in the community. Sitting down to talk with Bob after that initial presentation solidified our mutual determination to address the needs of children through mentoring, and the Pro Youth Initiative was born shortly afterwards with the goal of engaging the community in supporting our vulnerable children together.

After one year of the initiative, we have seen an enormous positive impact on our program. Bob continuously works to raise awareness of the success of mentoring and the need for more mentors and has personally recruited almost as many mentors in Carpinteria as we would normally get in a year! His personal mission is to ensure that every child in need receives the support of a caring mentor, and through his help we are well on our way to making that a reality. Because of Bob’s effort, a young boy who had been on our waiting list for over two years was finally matched with a mentor.

In addition to Bob’s personal recruitment, his community outreach efforts have helped us recruit nearly 50 percent of our new mentors this year in in Carpinteria, Santa Barbara and Goleta. The achievements of the Pro Youth Initiative and the success of Bob’s vision can’t be overstated, and I look forward to another year of working together to give every child the opportunity to have the life they deserve.

Homeless issue tackled from all sides

It may not be apparent to the average Carpinterian, but a major multi-agency effort is underway to reduce homelessness here. The Central Coast Collaborative on Homelessness (C3H) and the City of Carpinteria have teams behind the scenes and out on the streets working to provide critical services and housing to Carpinteria’s chronically homeless.

Efforts to resolve the city’s homeless issues have ramped up in the last couple years, and the next tool to be added could be the most effective. A fulltime Americorps volunteer will be hired soon to conduct outreach among the local homeless.

This will allow for deeper relationships to be developed with each of Carpinteria’s estimated 20 homeless individuals. The Americorps member will work to con-

nect the homeless population with local resources—spending one-on-one time helping fill out forms and navigate the complicated maze of services available.

A Weekly Coordinated Outreach Team is currently dedicated to the sort of work a fulltime Americorps member will undertake eventually. The team includes about six members, all volunteers, many of whom have spent months or years gaining the trust of local homeless. “People are invested in a different way because it’s Carpinteria,” said team member Cory Campbell, who added that a tight-knit, small and caring community like Carpinteria makes the problem more approachable.

Two other teams are tackling the issue from other angles. The Carpinteria Creative Housing Solutions Committee led by Peoples Self-Help Housing and

the County Housing Authority meets monthly in an effort to expand the low income housing market for people who are very low income, in other words, homeless or on the brink. “If we could get a 20-something unit place, we could effectively end chronic homelessness in Carpinteria,” said Luke Barrett, regional coordinator for C3H. “The outreach team is thinking in terms of days and weeks,” Barrett said. “The housing committee is thinking years.”

And simply finding a roof to go over someone’s head isn’t the end point for the chronically homeless, many of whom suffer from mental illness and/or drug and/ or alcohol addictions. Barrett said that work to ensure people remain housed is also part of the long-range plan.

The last of the three groups meet-

ing regularly to end homelessness is the Carpinteria Regional Coordination Group. Barrett described the group as a great starting place for people who want to be involved but aren’t sure how. The group plans community-wide events and looks at the big picture of homelessness in Carpinteria.

A free lunch program is another new effort to connect homeless people with services. Lunches are offered every Wednesday at the Veteran’s Hall, where volunteers are on hand to learn more about individuals’ needs and to further develop relationships. “The food is the draw, but it’s really not about the food,” said Barrett.

Greenhouse water world: Part 1

TALkINg AbOuT wATEr STEVE NICOLAIDES In my May column about the water district’s show and tell concerning a proposal to upgrade the sanitary district’s purification of our waste water and the potential return of that water to our aquifer, I got my tit in a ringer with some of Carp Valley’s growers. Basically, I believe we can no longer rely on rain falling from the sky, and if that is so, to me it seems the death knell for Southern California’s reservoir system.

Therefore, all the focus now must go to the health and sustainability of our aquifer. In our valley there are many wells that are owned privately and not metered. Basically, it feels like the line between them that got and them that want is creeping ever closer.

My friend and neighbor Eduard Van Wingerden called me and asked if I’d come to his nursery called Ever-Bloom and see how intense growers’ efforts are to preserve our water. The minute my wife Caroline and I walked in the door I felt like the kid who went to a sporting goods store to buy a rowboat and found himself in an assembly plant for nuclear submarines.

All of a sudden the work went north (first time I heard “More bang for the buck!”), our patriotic corporate leaders gave us worker bees the sad-eye, ‘Sorry but business is about bottom-line and profit, we’re on our way to Toronto and Vancouver. The same thing is happening today in the Gerbera daisy business. Same two cities: Vancouver and Toronto. The Canadian dollar is worth between 20 and 30 cents more than the U.S. dollar. Canadian flowers sell for a little less than U.S. flowers, and the growers make substantially more than our growers.

Canadian product is good, and Ed’s East Coast accounts aren’t lying when they say Canada’s product is cheaper.

Ed Van Wingerden sees himself as a glass half full person. As an entrepreneur he sees a problem and he goes right at it as though his livelihood depends on it.

And usually it does. And Canada is not the only problem he’s sword fighting with these days. California is committed to a gradual increase in the minimum wage (a living wage that is), and Ed is as just and kind as any man around here, but in the 1980s his payroll was 20 percent of expenses, and today it’s closer to 52 percent.

The Affordable Care Act has also greatly strained his bottom line. He believes we all deserve a certain level of guaranteed health care. Many business people I know agree, but many feel this law was just a giveaway to the insurance pirates.

And of course the real scary voice in this business is water. You can’t grow anything without that. Especially not 650,000 square feet of flowers.

Next month this column will get into the battle for survival for Ed and the other flower growers in the valley. Hydroponics. A closed-system for water. Everything is cleaned, repurposed, recycled.

And the embrace of robotics. Until then, stay calm and cool this summer.

Council denies vacation rental exemption

By Lea Boyd The Carpinteria City Council denied the owners of two Sandyland Road units exemption from the moratorium on new short-term rental units at the council’s meeting on July 11.

Eileen Mira and Tom Muneio, who purchased their units in Sunset Shores and La Cabana in the months leading up to the temporary law forbidding new vacation rentals in the city, pleaded for a hardship waiver in order to operate the investment properties as rentals as they’d intended upon purchase. “To date we’ve made zero on the units, and we’ve had them for almost a year,” said Mira.

Councilmembers Brad Stein and Wade Nomura once again recused themselves from the short-term rental discussion due to their spouses’ work related to local real estate. The remaining councilmembers decided that since staff’s analysis indicated that the Sandyland units could be sold for at least as much as they were purchased for, the moratorium did not come close to qualifying as a taking and the city would be acting within legal precedence.

The moratorium will remain in place only until the Coastal Commission approves the city’s permanent ordinance restricting vacation rentals, at which time property owners like Mira and Muneio can enter the lottery for a license.

Currently there are 144 vacation rentals legally operating along the Sandyland corridor; the new ordinance will allow up to 170.

City debt related to the late 1980s’ construction of the Community Pool, expansion of El Carro Park, construction of city parking lot 3 and City Hall improvements will sunset in 2018, and in the coming year the council may consider issuing new certificates of participation for capital improvement projects beyond the annual budget’s means. The $2 million in proceeds from COPs issued in 1988 have been paid off in annual installments, including a $176,500 payment scheduled for this year. The city is facing major road repairs that lack funding and could be paid for through similar long-term financing.

Red curbs coming

Recommendations by the Traffic Safety Committee to add red curbs in select places throughout town were signed off on by the council. For safety’s sake, parking on the south side of Malibu Drive’s will be more restrictive soon. New red curb will be added west of Linhere Drive, west of Limu Drive and west of Tomol Drive where the Franklin Creek channel reduces driver visibility. The red curb along the west side of Linden Avenue north of Dorrance Way will also be extended.

NOTICE OF AVAILABILITY OF DRAFT MITIGATED NEGATIVE DECLARATION FOR THE PROPOSED Wood Residence, 650 Concha Loma Drive Project 15-1767-CDP Date of this Notice: July 12, 2016

Project Description: A request for a Coastal Development Permit to construct a new single family residence and attached two-car garage on a vacant lot. The proposed two-story, three-bedroom, one-and-one-half bathroom residence would be 1,793 square feet with an attached 664 square foot two-car garage. Total combined square footage of the residence and garage would be 2,457 square feet. The residence would also feature approximately 896 square feet of exterior decks. Maximum height of the residence, as measured from the lowest finished grade, would be 20 feet five inches.

The proposed project would include a new driveway and apron, drainage improvements, new underground utilities, and limited site landscaping. Most of the property would remain planted with the existing citrus and avocado trees; it is anticipated approximately 15 of the existing trees would be removed to accommodate the new residence and associated improvements. Existing fencing on all sides is proposed to remain.

Project Location: 650 Concha Loma Drive, Carpinteria, CA 93013 Comments: The City of Carpinteria Community Development Department is soliciting comments on the adequacy and completeness of the analysis and proposed mitigation measures described in the Draft Mitigated Negative Declaration (MND). You may comment on the MND by providing testimony at the Environmental Review Committee meeting on August 4, 2016 at 1:30 p.m. in the Council Chamber at City Hall and/or submitting written comments prior to the close of the comment period on August 15, 2016 at 5:00 p.m.

Environmental Impacts: The Community Development Department has prepared a Mitigated Negative Declaration pursuant to the requirements of the California Environmental Quality Act (CEQA), Public Resources Code §21000 et seq., the State CEQA Guidelines, 14 CCR §15000 et seq., and the City of Carpinteria Guidelines for the Implementation of CEQA. The MND identifies and discusses potential impacts, mitigation measures, residual impacts and monitoring requirements for identified subject areas. The MND finds the potential for environmental impacts related to Aesthetics, Air Quality, Biological Resources, Cultural Resources, Hydrology/Water Quality, Land Use/ Planning, and Mandatory Findings of Significance, and requires mitigation measures to reduce the impacts to less than significant levels.

Document Availability: Copies of the MND and all documents referenced therein are available for a 30-day public review and comment period commencing on July 15, 2016 and may be obtained at City Hall located at 5775 Carpinteria Avenue. The MND is also available at the public library as well as on the City’s website at http://www.carpinteria.ca.us/agendas/erc.shtml.

Separate notice of the dates of future public hearings to consider the MND and project approval will be provided.

Parents decry TK blunder Several families outraged over the school board’s late June decision not to honor their children’s enrollment in an expanded Transitional Kindergarten program made their voices heard at the board’s July 12 meeting. Boardmembers issued apologies but said their hands were tied when it came to increasing the age range for TK and adding another teacher to accommodate the enrollment boom.

Parents in the district were told that starting in 2016/2017 the TK program would expand to include any child turning 5 during the school year. TK has served only kids turning 5 between Sept. 2 and Dec. 2 until a recent state law allowed districts to open the age range.

The expanded birthday range resulted in 28 new students enrolled at Canalino and Aliso schools, many of whom gave up their preschool spots in the process (the author of this article is the parent of one of the 28 affected children). The board, however, had not approved the

Relay For Life of Carpinteria

Relay For Life of Carpinteria will bring cancer fighting sat. warriors back to Aliso School this weekend. The event benefiting the American Cancer Society begins on Saturday, July 16 at 9 a.m. with breakfast honoring cancer survivors and caregivers. At 10 a.m., the community is invited to the Opening Ceremony where the Carpinteria-Summerland Fire Department will present the survivors with medals. Survivors will take the first lap around the track, then participants will take turns walking the track for 24 hours because “cancer never sleeps.” There will be live bands playing all day while games and other activities inspire and support the teams. The Lions Club and Jack’s Bistro will provide dinner.

In the evening, glowing Luminaria bags, decorated with the names of loved ones and friends, will be placed around the track for a 9 p.m. Luminaria Ceremony. Throughout the night there will be more games, prizes, hot dogs, pizza and a Midnight Mile raffle.

On Sunday at 9 a.m., the Judith Meyer Fight Back Closing Ceremony will be held on the beach at the end of Linden Avenue.

The culmination is the “Paddle Out for Hope,” where participants form a circle offshore, throwing flowers and leis into the water to remember those we have lost to cancer and to inspire hope in those still battling the disease.

A woman reported that she had been scammed by a caller claiming to be from the IRS on June 29. The coercive caller informed the woman that she owed $11,000 in back taxes and faced immediate arrest. She could pay over the phone using iTunes gift cards to clear her debt, the caller said. The victim then bought $1,000 in iTunes gift cards and relayed the codes over the phone. She informed a friend of the incident, and they went to the police. Officers attempted to get Apple to cancel the cards, but they were already used. Phone messages retrieved from the victim’s phone were of a female caller with a thick Middle Eastern accent.

Officers had no leads.

Visiting granny

A woman reported that a mysterious man had been in her 91-year-old mother’s Venice Lane home during the afternoon of July 1. The mother, usually under the watch of a fulltime caregiver, was alone for a couple of hours awaiting the arrival of her daughter. When the daughter arrived, the mother told her of the man who had just visited, so the daughter phoned police.

According to the mother, she was sitting in her bedroom when a man in his 20s entered. She figured it might have been a friend of her daughter. However, he walked to her purse and picked it up.

The victim informed the man that the purse was hers and her daughter would be arriving soon. The intruder reportedly dropped the purse and left.

Officers noted that a screen had been sliced out of a window at the front of the home. No neighbors witnessed the break in, and there were no leads.

Stick shift

A 34-year-old woman reported that a man fondled his exposed penis in front of her on Carpinteria Avenue on July 1 at about 2:30 p.m. She was walking her dog and minding her own business when a car rolled up. The driver stopped and in broken English asked the question, “Vons? Vons?” She stepped closer to the vehicle to bridge the communication gap and saw that he was handling his manhood. The sight stunned the woman and

she stepped back. He reportedly uttered, “Excuse me. Excuse me,” before rolling slowly away from his victim.

Harnessing the energy of meth

A man, who among other things claimed to have the ability to harness light energy and predicted the world would soon run out of oxygen, was arrested for possessing drugs at Ash Avenue and 4th Street on July 6 at 11 a.m.

Officers were first called to investigate the suspicious individual because he was pulling his shirt on and off over and over again. Officers found that he spoke rapidly, made exaggerated gestures and ground his teeth, all signs of drug use. He also was engaged in conversation with a tree. He said he hadn’t used any meth, just marijuana and caffeine. Officers measured his heart rate at 112 beats per minute, many ticks above what would usually occur from a marijuana caffeine cocktail.

His behavior was bizarre. For one, he told officers about the scientific study he was in the middle of conducting. He would photograph the tree he’d been speaking to in order to document its movements.

While being arrested, the man began to make spontaneous statements. He had mastered the ability to harness light energy through training in Tekken martial arts, he said. This empowered him to move clouds. Also, the light rays were currently massaging an officer’s back, he said. As an aside, he explained that he was in the habit of conserving oxygen because the world’s supply would run out the following day. He explained that he was very efficient and nimble on his feet. He had no brain, he claimed, so he could run really fast.

m at t d u N C a N Hank (Paul Dano) is at death’s door. He has a noose around his neck. He is about to take the plunge. But, just as he is about to crack—from his solitary confinement on a small, deserted island, with little food and water; and even worse, no one to love or be loved by—Hank sees something that brings him down from the ledge.

It’s a person! Someone else has washed up on shore. Finally, a companion. For Hank, this isn’t just someone to break up the soul crushing monotony of life on an island. It’s as if God himself sent an Eve to be Hank’s companion—to help manage his world, to name things, to explore.

The only catch: This person (Daniel Radcliffe) is dead. Fish food. A lifeless corpse. Just as Hank waxes philosophical about being sent a companion, this pale, dead body in a blue suit and tie lets out a big, posthumous fart, as if to remind Hank that, no, things really do suck and the whole world and everything in it is crass and ugly. God must have a sick sense of humor.

Initially Hank takes all this as a punch in the gut, if not a slap in the face, and so he remounts his gallows. But as he prepares for his dramatic, decisive final act, all he can hear is farting. It’s really bad. So bad, in fact, that it is causing the dead body to sort of come to life—to flop around and even move through the waves lapping on the shore.

An intrigued Hank goes to investigate.

But before long he is, you know, riding the dead body through the water at a breakneck pace like he is on a Jet Ski or something, propelled only by this Godsend’s high octane flatulents.

All right, it may not be pretty or normal, but hey, this dead body can do stuff. Turns out it can also spew water like an oasis’ spring, shoot projectiles out of its mouth, Karate chop wood and other construction items, and navigate with his, ahem, boner.

But by far the most important thing is that this lifeless corpse is, more and more, the companion that first brought Hank back from the brink. He gets a name: Manny. At first Manny is just a sounding board. But then some odd things happen.

Manny starts to talk a little. Then a lot. He is still very much dead, mind you. But we pretty much left reality behind back with the gassy dolphin escapade.

Hank and Manny get to know each other. Manny can’t remember anything from his former life, so Hank has to tell him everything—from Cheese Puffs to girls to busses to why people tend to keep their farts to themselves. Both Hank and Manny are kind of weird. But it’s O.K. Each is the others’ savior—the miracle who brought the other back from the dead.

“Swiss Army Man” is at its best when it is not taking itself too seriously. There is a very charming middle swath of this movie. It’s light. It’s funny. It’s buoyant.

It’s just nice.

I’m not usually a big Paul Dano fan, and I usually have a hard time not seeing that other Boy Who Lived whenever Daniel Radcliffe’s face is on screen. But in this movie they do a pretty nice job. It is not overly hammy (as Dano, who I think is a chronic over-actor, might have made it). And Radcliffe affects a nice American accent that masks his other, more famous identity.

If only that were the whole movie—a pleasant idyll. But it is not. “Swiss Army Man” succumbs to taking itself too seri-

ously. I mean, there are some fine enough themes in this movie—about death, companionship, being “weird,” and so on. But these themes desperately needed a light touch here, both because the overall tone of the movie is not fit to bear too sober a load, and because these themes are so well worn that it’s just massively unlikely that Hank and Manny, whatever their regenerative powers may be, ever had a chance of breathing new life into them.

The ending sequences of this movie are especially high handed, cheesy, baffling and pretty much just awful. Walk out of the movie with about 15 minutes left, if you can. You’ll see a simpler, less complex movie. But it will be far more unified and pleasant.

“Swiss Army Man” is rated R for language and sexual material.

Hogan classic sports car photos hit IBC

Photographer Dan Hogan turned his camera lens on the 1953 German Grand Prix at Nurburgring with an eye toward preserving the images in a time capsule for future viewers. That capsule will be open on the walls of Island Brewing Company, 5049 6th Street, between July 12 and Aug. 22. The photos are Formula One and other sports cars taken at the German Grand Prix while Hogan was part of the U.S. occupation forces stationed in Germany. He had a grand adventure traveling to Nurburgring where he took his iconic photos. Dan has maintained his passion for automotive photography.

Americana Cats to play Palm Loft

The ubiquitous American Cats, often seen at Lucky Llama on Friday evenings and at Carpinteria Arts Center events, will perform at Palm Loft Gallery, 410-A Palm Ave., on Saturday, July 23, from 7:15 to 9:15 p.m. The band that started as an organic calling for area musicians to jam, will play two sets featuring original songs by Kevin O’Hara, Sean Hutchinson, Nathan Casas and Ted Rhodes among a few covers from favorite songwriters. Palm Loft concerts are potluck gatherings for food and drink.

BY ALONZO OROZCO Coastal View News caught up with a handful of the athletes who excelled locally in high school and checked in on how their collegiate athletic careers have been treating them.

Even at a young age, former Carpinteria High School football wide receiver/defensive back Connor Kelsey learned to develop a “feel” for the pigskin. “It was actually in the seventh grade. One of my coaches previously coached a guy who ended up being a really good long snapper (for punts); he ended up getting a scholarship at Penn State,” said Kelsey. “I was a little bit better as a long snapper than the other kids, and I realized if I just set my mind to it, it could take me to college,” added the Special Teams Player of the Year in 2012 and 2013 for the Warriors.

Kelsey then entered the Chris Rubio School of Long Snapping to work on his craft. “Throughout my high school career I worked really hard, and I got ranked 17th in the nation and number five in California my senior year,” said Kelsey who entertained offers to play football from the Universities of Oregon and Washington, and Utah State before accepting an offer from Oregon State.

Kelsey hopes to some day land a job in the NFL with the skill he has developed over the years. In the meantime, his plan B is to get into marketing to make use of his New Media Communications DEGREE.

With older brothers Graham and twins Gil and Wyatt preceding him on the turf at Carpinteria Valley Memorial Stadium, it came as no surprise when Ian Craddock made his mark as a standout quarterback for Carpinteria High School. When it came time for choosing a college, the youngest of the four placed his emphasis outside of the athletic arena. “What made me choose (Chapman University) was it is a really good business school,” explained the 2013-14 All-Santa Barbara County Most Valuable Player.

Even with a roster of 100 players at the Orange, Calif., institution, Craddock has continued his football career at the next level. “When I came in, there were like eight quarterbacks. I knew I was a good enough athlete to get on the field, so I ended up switching to wide receiver,” said Craddock, who still finds the opportunity to sling the ball downfield on occasion and carry the ball when the team lines him up as the wildcat quarterback.

Like back in his Warrior days, Craddock also runs track for the Panthers. He is switching majors from International Business to Entrepreneurship.

Having played varsity softball for four years at Carpinteria High School, Cat Maldonado was basically a fixture on the diamond for the Warriors. When her father, Victor, urged her to go away to college, Maldonado knew she would be experiencing a whole other world when she decided to attend Southeastern University, a small university between Orlando and Tampa, Florida.

“The only difficult part (of the transition) was having to meet a whole bunch of new girls,” said the former Santa Barbara County Pitcher of the year. “Obviously, in Carp, you know everyone; you’ve been playing with them your whole life.”

Maldonado contributed right away, pitching in 13 games with an ERA of 1.60 and striking out 22 batters in her freshman year for the Fire, whose softball program started in 2012. Southeastern has quickly made an impact in softball at the National Association of Intercollegiate Athletics (NAIA) tournament. Last May, Maldonado’s three-run homer in the fifth inning helped defeat two-time defending national champion Auburn Montgomery of Alabama in the NAIA World Series by a score of 4-1. Southeastern eventually lost to Oklahoma City in the World Series tournament.

Entering her senior year, Maldonado is majoring in Kinesiology in hopes of some day becoming an athletic trainer. She was named an NAIA All-American in her sophomore year and a National Fastpitch Coaches Association All-American in both her sophomore and junior seasons.

CHS basketball hosts Commotion by the Ocean Newly hired Carpinteria high School basketball coach John Wyer conducted his first tournament in summer ball, the annual John Ward Commotion by the Ocean tournament. Nine teams participated, and the hometown Warriors finished 2-4. Buena won the tournament and was followed in second and third place by other Channel League squads Santa Barbara and Dos Pueblos, all of which won their games against the Warriors handily.

Led by Dominic Sturdivan’s eight points and eli Correa’s seven, the Warriors defeated Cabrillo 44-42. Terrell Richardson had a monster game with 20 points in a Warrior win over Foothill Tech, 44-36. The Warriors dropped a close one, 38-31, to Santa Ynez. overall for the tournament, Sturdivan led the Warriors with 50 points, followed

by Richardson’s 49 and Correa’s 42.

Carpinteria Junior Lifeguards handed the baton down the beach to Carpinteria State Beach Lifeguards on Thursday, July 7, as part of the SoCal Paddle Down, a fund and awareness raiser for the John Wayne Cancer Foundation. The baton this year was in the form of a paddleboard and a lifeguard’s buoy that will travel 250 miles from Gaviota to Imperial Beach by the time it’s done its relay journey between lifeguard agencies. The annual campaign raises awareness through its Block the Blaze campaign to inform lifeguards about the dangers of sun exposure.

A group, ages 14-17: JR Hajducko is committed and works hard every day. His effort paid off during the Semana Nautica last Friday in Santa Barbara when his team won first place in the run relay event. Erin Jereda is a trooper who completes a tough workout or activity every day, whether it be in the ocean or on land. Erin has pushed through each time with no complaints and a positive attitude.

He’s constantly high fiving and congratulating fellow Bs throughout the program, and the group is lucky to have him around. Natalia Perez has been recognized for her tireless efforts in workouts, which eventually translated over to the first competition. She placed in the Run-Swim-Run at Santa Barbara’s Semana Nautica.

C group, ages 9-11: Adam Ernst is a stellar sportsman who consistently encourages his teammates and keeps a positive attitude about everything. He also came out of nowhere at the Semana Nautica during the Run-Swim-Run to boost a teammate’s confidence and run along side her to help her speed up and finish strong.

Taylor Classen sets an example with her quiet and humble demeanor. She always goes hard and gives it her best without complaint and sets the bar high with her actions that are louder than words.

Baptist minister Thomas McLean and his wife, Ellen, bought five acres at the intersection of Maple and Carpinteria avenues where they built a home and raised their five children. In 1966, Carpinteria briefly moved its city hall into the old McLean house. Later it became the home of Kentucky fried Chicken, Chuy’s, Cabo’s Baja Grill and Cantina, Cielo and now the nugget.

Carpinteria boy Scouts recently spent six days in the Sierras near Yosemite National park. At hi Sierra bSA Summer Camp, the boys learned fun scout skills like metalworking, climbing, shooting, geology, Geocaching, basketry, national and world citizenship. The camp was also dedicated to another great American pastime, fishing. Scouts spent every day at the lake, fishing for rainbow trout or swimming in the cold snow-melt water. on the last night, scouts skipped the normal dinner venue and cooked up the 29 trout they’d caught throughout the week. According to Scout leader John Thomas, “The Scouts returned from camp just a tad more mature and a lot more knowledgeable about the merit badges they worked on.”

From the CITY MANAGER Dave Durflinger Summer in Carpinteria is a special time of year at City Hall. In addition to welcoming many part-time employees that help us deliver summer programs at the beach and community pool, the City Council’s adoption of the annual budget ushers in the new fiscal year, (July 1, 2016 through June 30, 2017).

Approved by the Council on June 13, the budget serves multiple purposes. As the City’s financial plan, it shows where revenues come from and how they will be spent. As a policy document, the budget serves to prioritize identified projects, programs and services. As an operating guide, the budget describes how the City is organized and what measures are used to understand the effectiveness and efficiency of service delivery.

Finally, the budget is a communications tool, developed, considered and adopted through a public process, published in a form intended to be transparent and understandable, and, ultimately, allowing for the City Council and community to ensure that resources are being allocated as necessary to address near-term community goals.

This year’s $16.7 million budget includes $4.7 million in capital and major maintenance project spending, which is funded by grants and other revenue sources dedicated to these purposes. The budget allocates funds for street pavement maintenance, sidewalk repair, and work related to both the replacement of the Carpinteria Avenue Bridge over Carpinteria Creek and Caltrans’ replacement of the Linden and Casitas freeway interchanges, which includes the extension of Via Real to Casitas Pass. Work is also funded for the Rincon Trail project and a community

garden on 5th Street adjacent to the Amtrak platform. The Rincon Trail will provide a pedestrian/bicycle connection from the Carpinteria Bluffs to Rincon County Park, including a bridge over the railroad tracks.

The community garden is grant funded and is expected to be a part of a network of gardens and a community gardening/ agriculture education program.

The budget also includes funding for important planning work to update both the City’s General Plan policies and zoning regulations. The General Plan is the City’s primary planning policy document and represents the community’s collective vision for preserving and improving quality of life. The work to update these documents includes public outreach and opportunities for community members to participate in the update process.

The annual budget process also helps to illuminate where funding is falling short of meeting needs. In particular, there exists a growing backlog of street and park maintenance for which the budget, based on available revenues, can only address in part. Funds dedicated for street and park maintenance receive funding from revenue sources with fixed rates that have not changed in over twenty years.

These funds are losing ground annually to inflationary pressure on expenses.

The City is committed to initiating a dialogue with the community about options for adequately addressing these important maintenance needs as a part of its long-term financial planning work.

Public outreach associated with the longterm financial plan is scheduled for later this year. We invite you to stay tuned and participate in this important process that aims to ensure a stable financial future for critical community services.

Formed forty-nine years ago, on May 23, 1967, the Friends of the Carpinteria Public Library (Friends) has been a supporter of Carpinteria’s Branch Library since its inception. Generally stated, the Friends mission is to support the Carpinteria Branch Library in meeting the needs of the community.

Over the years the Friends has provided funding support of the Carpinteria Branch Library for a variety of purposes including, more recently, technology upgrades, assisting in maintaining a student homework center and the library’s established hours of operation, replacing computers, remodeling of the multi-purpose room, and replacement of the carpet throughout the library.

The long term goal of the Friends is to be able to renovate, remodel and expand the Carpinteria library.

The Friends are able to provide monetary support of the library through operation

of their used bookstore (located at 5103 Carpinteria Avenue), their several hundred members, and numerous fund raising events each year. They also have an active grant writing program.

Additionally, all of the books at the Bookstore are donated and all the work at the store is undertaken by their vast group of dedicated volunteers. Because their expenses are very low, the majority of the money they raise directly supports the Carpinteria library. The Friends have been an integral financial supporter of the library and have, in recent years, increased their contributions. This year it is currently anticipated they will contribute over $80,000.

New Accessible Beach Access Pathway System

Each summer the City places a seasonal boardwalk on the sand to improve access to the shoreline. This year the City is using a new access path system that is easier to install and allows for more flexibility based upon beach conditions. The access pathway will be in place until the fall and reinstalled each spring. In addition, the City offers an all-terrain wheel chair that can be checked out free of charge at the Carpinteria Beach Store located at the end of Linden Avenue on the sand. City’s Summer Host Program Underway

The 2016 HOST season is in full swing on Linden Avenue. Staffed by volunteers, the downtown kiosk is open Fridays, Saturdays, and Sunday from 10am - 4pm during the summer months. The kiosk also has extended hours on the evenings of First Friday events.

Always with a smile, the HOSTs greet Carpinteria visitors, residents and business owners in the Downtown “T” District. They are there to answer questions about the Carpinteria Valley and provide information on a variety of activities. Our HOSTS have created a welcoming environment, showcasing the friendly and inviting nature of Carpinteria. Stop in, say hi, and see what’s new!

Linden Avenue and Casitas Pass Road Interchanges Project update – Caltrans recently awarded the project construction contract to Security Paving Company. Construction is expected to occur from Fall 2016 to 2020. The project consists of replacing both the Linden Avenue and Casitas Pass Road US 101 overcrossings, reconfiguring the northbound on- and off-ramps at Casitas Pass Road, extending the northbound Linden Avenue on-ramp, replacing the US 101 freeway bridges over Carpinteria Creek and extending Via Real to Casitas Pass Road and to Linden Avenue. The project will also include new retaining walls, sound walls, traffic signals and drainage structures. Carpinteria Avenue Bridge Replacement Project Update – Design and environmental review work will continue in 2016. Ash Avenue Improvements Project – This project will include walkway, parking area and storm drain improvements in the Beach Area from 4th Street to Sandyland Road. Construction is expected to begin in Fall 2016.

ABOP Recycling Facility at City Hall

ABOP is an acronym for Antifreeze, Batteries, Oil, and Paint, used to describe materials that are collected, at no charge, for recycling throughout the year. Carpinteria City residents can bring in the following materials for recycling: • Anti-freeze* • Batteries • Motor oil and oil filters* • Latex and oil based paints* The ABOP collection facility is located at City Hall, 5775 Carpinteria Avenue, and is open every second and fourth Saturday of the month from 10:00 a.m. to 2:00 p.m. The only exceptions are in November and December when the facility is open only the second Saturday of each month. Used oil and oil filters can be brought to the same City Hall location, Monday through Friday, 8 a.m. to 4:30 p.m.

The recycling facility also accepts small household electronics, compact fluorescent light bulbs and thermostats containing mercury. *Please note, there is a five gallon maximum on each liquid and a three item maximum on small household electronics.

…when disposing of light bulbs regular incandescent light bulbs can be thrown in the trash can (not the recycling container); however mercury vapor, fluorescent and other gas filled tubes cannot go in the trash or recycle cans. Keep an eye out for these new businesses recently opened or coming soon to Carpinteria.

The Nugget Bar and Grill at 5096 Carpinteria recently opened. The new restaurant’s menu includes burgers, sandwiches, salads, steaks, chops, seafood and pasta.

Gonzo Cycles, a bike sales and repair shop is soon to open at 4859 Carpinteria Avenue.

The Downtown will be getting a new Italian deli later this summer, specializing in homemade Italian take-out. Guichos Eatery will be located at the northwest corner of Linden Avenue and Ninth Street.

CODE CORNER Summer Check List for Property Maintenance

Listed below are a few summer-time property maintenance tips to help keep your neighborhood and property looking its best.

• Trim and maintain all landscaping and cut any dead trees and vegetation away from your home.

• Remove any junk and debris that may have collected in the backyard or is in public view in the front yard.

• Store any unused, wrecked, dismantled or inoperative motor vehicles in your garage.

• Remove any graffiti on your property within ten days.

• Remember, parking of trailers, campers, and boats in the front yard is not permitted, except for 48 hours within any consecutive 30-day period.

• Store your refuse containers on private property, preferably out of the public view.

The GranVida Senior Living Community located at 5464 Carpinteria Avenue is now taking reservations. The community includes 55 assisted living apartments and secure memory care suites for 22 residents. Thirteen Carpinteria residents have already secured their apartments which are planned to be open this winter. A dusty shoes tour is being scheduled for late fall.

Memorial Park Improvements Planned

Summer Protection for Pets in Vehicles

Memorial Park is scheduled to receive a new playground funded by a state Department of Housing and Community Development grant. The new playground will feature swings and equipment for two age groups. The project includes updates to playground accessibility, safety and play quality. A picnic area and shade pergola adjoined to the playground are also being considered. Construction of the project is scheduled for the Spring of 2017. Community Garden Progresses

Work continues to progress on the Carpinteria Community Garden Park. Coordination of the installation of utilities and the ordering of project furnishings are underway. The project features 100 raised bed planters to be made available to the public for vegetable growing. In addition, 40 fruit trees, a grape vine arbor, and park amenities will be installed onsite. Growing vegetables locally is better for the environment, more healthful and can save money. EMERGENCY PREP

Pets can suffer from heatstroke, suffocation and death when left in a vehicle on a hot day. A parked car can exceed temperatures of 90 degrees inside, and up to 160 degrees when parked in the sun. Below are some tips to protect your pet during the hot summer months should you find it absolutely necessary to leave your pet in your vehicle.

• Never leave your animal in a car in the direct sun, always find a shady spot to park and roll down several windows. Leave water in the car.

• Leave your name and the address of where you will be while you are gone on the dashboard, in case of an emergency.

• Do not leave the car running, and do not leave the air-conditioning on as it may fail and emit hot air. If animals have only overheated air to breathe they can collapse, suffer brain damage, or die of heatstroke.

If you return to your car and and your pet is showing signs of heat exhaustion such as restlessness, excessive thirst, lethargy, dark tongue, rapid pulse, fever, vomiting, glazed eyes, dizziness, or lack of coordination, give the animal water and place a cold towel or ice pack on its head, neck and chest. Call your veterinarian if necessary.

Community Members Receive Emergency Response Training

Congratulations to Carpinteria’s Spring Community Emergency Response Team (CERT) Graduates! After twenty hours of training that included putting their new knowledge to work during a devastating earthquake drill, these new grads are now equipped with the skills to help their families and neighbors during a disaster. During the graduation ceremony, City Manager Dave Durflinger and Battalion Chief Robert Kovach presented certificates to our new CERT volunteers.

The Carpinteria CERT Program has trained over 250 volunteers in basic disaster response skills such as fire safety, light search and rescue, team organization, and disaster medical operations. Through this training, CERT volunteers are better prepared to serve as a crucial resource capable of handling several emergency roles right after a disaster.

City Invites Input on Hazard Mitigation Plan Update

The Federal Disaster Mitigation Act of 2000 requires all local governments to create a plan that identifies risks and ways to minimize damage from natural and manmade disasters in order to qualify for federal mitigation funds in the future. This plan identifies the primary natural hazards of risk and presents measures to increase resiliency throughout the City of Carpinteria.

The City is inviting the public to review and comment on the City’s local multi-jurisdiction Hazard Mitigation Plan 2016 update and is participating with Santa Barbara County in this process; it is anticipated that the plan will be available for review in August.

The public will be able to download the updated plan at http://www.carpinteria.ca.us in the near future. Hard copies will also be available at City Hall. Your input is invaluable to increasing disaster resiliency in our community.

 Dogs are not allowed on the beaches from Linden Avenue to Ash Avenue, and on the beach at the California State Park.  Dogs must be kept on leashes no longer than six (6) feet in length when out in public spaces. Retractable leashes must not be extended more than six feet.  If you suspect that your pet has ingested a poison or a toxic substance, the American Society for the Prevention of Cruelty to Animals (ASPCA) has a 24-hour hotline where you can speak directly with a Veterinarian or Toxicologist at the Animal Poison Control Center, 1-888426-445 or 1-800-548-2423.

Deputies Serve Community on Foot and Bike Patrols

The Sheriff ’s Office, working in partnership with the City of Carpinteria, has a long tradition of providing additional deputies to serve the community during the summer season. This summer the additional service will focus predominantly in the downtown business district on weekends, during late afternoon and evening hours when activity levels peak. We encourage everyone to say hello and meet the deputies while they are out and about. The deputies are always happy to answer questions and meet members of the community.
