Council kept abreast of 2016 city work

A midyear report on the city’s annual work plan got the City Council up to speed on Carpinteria’s to-do list for 2016.

Among the highlights was an update on the 5th Street Community Garden Project, which Matt Roberts, Director of Parks and Recreation, said may be completed some time this fall. Final approval by the Architectural Review Board is expected soon, and will pave the way for construction of 100 garden plots, a restroom, picnic area and installation of a small historic railroad building. The property, located just west of the Amtrak station, was purchased from Union Pacific by the city a few years ago. Grant funding will pay for the project and must be used by next June.

are conceptual plans for a new skatepark on the east side of the city hall property. In early fall, Roberts said, the Parks Department and Carpinteria Skate Foundation will seek the city’s greenlight to move forward with plans for a park designed for beginner to advanced skaters.

Roberts also reported that the city is making progress toward construction of the Rincon Trail, which will link the east end of Carpinteria Avenue and Rincon County Park with bike and pedestrian trails, as well as a railroad overpass. The project spans county, city and railroad properties and requires permission from several agencies. The city has applied for an Active Transportation Grant, and will find out in October if it will receive funds for the project.

to replace the play structure and add trails at Memorial Park and design a small park to serve children in the apartment buildings at the end of Concha Loma Drive. The department will also focus on improvements to Heath Ranch Park, including a tree maintenance plan, relocation or removal of the play structure and the addition of exclusionary fencing to reduce risk of limb drop injury from one of the park’s historic eucalyptus trees.

The city has hired a consultant to examine the market and economic viability of a small boutique hotel and restaurant on the east end of the Amtrak parking lot, along Linden Avenue. Roberts said he hopes to bring the results of that study to the council in September.

Steve Goggia, Director of the Community Development Department, said he is working to hire a new building inspector and assistant planner as soon as possible. Former department director Jackie Campbell retired in late 2015, which shifted Goggia into the director seat, and building inspector Jeff Keough’s retirement last month left an additional hole to be filled in the department.

Goggia said that a zone code update draft could be rolled out by the end of this year, and consultants are being sought for the city’s General Plan Update.

The Coastal Commission is expected to award the city a $150,000 grant to fund the climate change adaptation portion of the next general plan.

The city has received an application for a two-story, 108-room hotel on Via Real, which should come before the ARB in a couple months. Also, a revised version of the Lagunitas Business Park proposal will come back for review with reduced building square footage and additional parking.

Public Works Department Director Charlie Ebeling also presented his progress report to the council. Replaced stretches of Linden Avenue sidewalks can now be enjoyed in the 500 and 900 blocks, and the city will continue to work on removal of the street’s tipuana trees, which cause significant sidewalk damage with their shallow roots. A major pavement rehabilitation project along several Carpinteria streets just wrapped up, and the Main School sidewalk project is also newly complete.

A final draft Environmental Impact Report is in the works for the replacement of the Carpinteria Avenue bridge

over Carpinteria Creek. Ebeling said he expects to have the $15 million project out to bid in late 2017.

FEMA’s reluctance to alter the floodplain by raising highway bridges over Carpinteria Creek has jeopardized the Linden/Casitas Overpass project, but Ebeling told the council that the city appears to be in a good position now with FEMA. Without elaborating on it, Ebeling said he expects an outcome that will allow for the project as planned.

New area code considered

The City Council opted against weighing in on the Public Utilities Commission’s proposal to add a new area code within the existing 805 range. In order to avoid exhausting the numbers available in the 805 area code, new phone numbers granted as of June 2018 will be given a different code if the PUC’s proposal is put in place.

In the past, City Manager Dave Durflinger explained, area codes were commonly divided geographically. “It was kind of a headache,” he said, for businesses to changed printed materials.

Now, because one’s phone number is connected to several accounts and even more difficult to change, Durflinger said, the “overlay” of a new area code is more common. One of the downsides to the overlay plan, Durflinger noted, is that everyone will have to use the full ten-digit number even when making phone calls within the same area code.

The PUC will hold three meetings throughout the area later this month to explain changes. The closest meeting to Carpinteria will be held on Monday, Aug. 22 at 7 p.m. at the Eastside Branch Library in Santa Barbara. Illegal vacation rentals subpoenaed

The City of Carpinteria recently served four legislative subpoenas to property owners found through complaints or advertisements to be operating short-term rentals without city licenses. All four, Durflinger told the council, have followed up with the notification as the first step toward resolving the issue.

Back to the travails of my neighbor, Ed Van Wingerden, owner of Carpinteria’s largest gerbera grower, Ever-Bloom nursery. How big is his business? Ever-Bloom ships nearly 30,000 flowers to float-builders for the Rose Bowl parade alone, which is a mere fraction of the 12 million stems the company ships annually.

As we discussed last month, Ed is feeling squeezed lately. Labor costs are up, mandatory health insurance for his employees is expensive and wholesale flowers prices are being undercut by gerbera growers in Canada, where the exchange rate favors our neighbors to the north by roughly 29 percent. This is the hard truth about capitalism: It’s not for the faint of heart.

Ed describes himself as a glass-halffull man and says, “Every challenge is an opportunity to do better.” Ed and his son, Ivan, have been going to Holland semi-annually for many years. He still has family there, and speaks fluent Dutch. He says the Dutch are at least 10 years ahead of all other flower growers in terms of innovation and daring, and it was on one of his visits years ago that the concept of hydroponic growing captivated him.

Ever-Bloom became 650,000 square feet of stunningly beautiful flowers no longer grown in soil, but anchored first in rock, and now in coconut bark. This decision forced some major technological changes. Yet it still came down to watering the plants until they were ready for picking. On average, each gerbera plant needs one liter of water per day. That’s a lot of water, but quite good compared to outdoor cut flower crops. So the next automation was a system to capture runoff, which Ed estimates at 45 percent. It’s been in place for almost two decades.

The captured water goes into a retrieval system and is brought back to a large holding tank. There, the “used” water is cleaned with potassium chloride, injected with a small dose of fertilizer and reused on the plants. It’s a closed-loop system with zero water runoff or waste. Zero.

It’s incredible inside this vast complex of greenhouses. There is no smell of dirt anywhere. When the system was first installed, the regional Water District came inspecting, sure that this was some scam.

When they left they were amazed—EverBloom seemed to be a complete closed system. Ed was hailed as an innovator

and a role model, and was presented with the Green Award for his water recycling.

Sure, some water was lost to transpiration, but the water he could reclaim, he did. All of it.

This was the beginning of the change in Ed’s business model. But it wasn’t enough to overcome his financial challenges. This is at the heart of the problems facing most independent business people today. When the cards keep getting reshuffled, how do you keep up and stay in the game? Ed figured he needed to decrease expenses, mostly labor, and increase revenue. He’s talking about shifting a substantial part of his wholesale business into the pricier retail business, perhaps through 1-800 Flowers or Urban Petals.

Ed and Ivan returned to Holland, and there they were challenged to embrace one more major change: Automation.

Wider and longer rows of flowers can accommodate a pipe-rail system for a robot to gather the picked flowers, spray soft chemicals, distribute beneficial insects and limit the use of insecticides. Fitting the robots with cameras and information-gathering computers would make a futuristic greenhouse with enhanced efficiency and productivity.

Ed predicts the project will be finished in three years. Widening the growing aisles to accommodate the robotic track requires shutting down huge greenhouses one at a time to keep most of the growing beds online. By that time, he’ll harvest more flowers with 20 percent less plants and inputs (i.e. water). Yet once all this is complete, you have to wonder what the next financial challenge will be.

Competition, innovation, regulation: the modern circle game.

And of course, all this automation means the loss of some jobs. That’s the point, unfortunately. Good-hearted capitalists increasingly find themselves between the proverbial rock and a hard place with their loyal employees.

The Carpinteria Valley has a storied history of agricultural success. Today our growers, the backbone of our economy and community, are facing an uncertain future. They are concerned about a perpetual drought, increasing international competition and the high cost of innovation to refit growing systems. Being an independent businessman these days seems like being a participant in a dance marathon—you gotta keep moving, keep watching what the others are doing. I’ve been to a party at the Van Wingerdens’, and I can assure you they know how to keep dancing.

Franklin needs elbow grease, not funds

An article in the last issue of Coastal View News brought the public’s attention to an upcoming fundraiser for the Franklin Trail, put on by the Santa Barbara County Trails Council. I don’t agree that more funds are needed for completion of the trail. Between the Forest Service firefighters at the Rincon and Los Prietos stations, and dedicated volunteers, the trail work can be accomplished at little or no additional cost. The fire crews have committed to do the work and will be available after the fire season. Volunteers are already putting in many hours working on the trail.

The plan drawn up by the Trails Council, costing more than $100,000, was done largely by the parties who were going to do the work. It isn’t suitable for the nature of the soils and terrain in phase three, and could cause a greater possibility of landslides and trail failures.

The Council awards the work to their associates, and takes generous administrative fees off the total. The Trails Council has done a lot of good work, and seems to generally have good intent. In my opinion, they have come up with a project that isn’t needed because of their financial interest.

The Council, and other Carpinterians, should donate the money they’ve raised to the Bluffs acquisition where it will be used more wisely.

I was the farm manager and consultant for the Franklin family, who freely granted the easement for phase one, for almost 30 years. I have been involved with the trail development since its inception and have spent many hours as a volunteer working on the trail. I’ve hiked phase three a dozen times and can’t wait until others discover its beauty.

Bill Franklin Horton would be pleased that the public is finally getting such enjoyment of the trail he grew up with.

Look at the parties, not the people

Dunno about you, but I am glad the 2016 major party political conventions are past events. Given the negatives associated with the Democratic and Republican nominees, it is important to realize that we won’t be electing a king or a queen.

While it hasn’t worked well in recent years, our government is a system of checks and balances. Our elected president isn’t a dictator. Flawed individual personalities will not ruin our country.

My suggestion is that all concerned citizens look beyond the candidates and examine the party platforms. They are different. We need to understand this to vote intelligently. And we must distinguish between what we want—and what can reasonably be accomplished.

This is not easy to do. I have no magic formula but I will offer a possible approach: Think about your children and grandchildren. Study the political party platforms. One major political party views the government as the providing source of their welfare and needs. The other party views the government as providing opportunities for them to exercise individual initiative to achieve future success, but offers no guarantees.

Oversimplified? Definitely yes! You, the individual voter, have a choice. Do you want your children/grandchildren to grow up believing their future well being will be in the hands of the government? Or, do you want them to believe their individual efforts will determine future success of failure? Put aside the views and personalities of the two party candidates. We are not electing a dictator.

We are, to a great extent, determining the extent to which future generations will feel about the control they will have over their individual destinies. My two sons have realized the need to work for the successes they have achieved. I hope my grandchildren will inherit that spirit. Carefully read party platforms.

Vote wisely.

Filing window for elections closes

Carpinterians looking to throw their hat into the November election ring should act quickly. The filing window for most local races will close on Friday, Aug. 12; however, if no incumbent has filed, the window will remain open to non-incumbent candidates through Wednesday, Aug. 17.

As of Aug. 9, no incumbent has filed for the two seats up for election on the Carpinteria-Summerland Fire Protection District board, and only one candidate has pulled papers. Carpinteria Valley Water District likewise needs another candidate to round out its five-member board. Longtime boardmember June Van Wingerden has not pulled papers for the election.

For the Carpinteria City Council race, paperwork should be pulled at Carpinteria City Hall, 5775 Carpinteria Ave. For the other four school and special district boards, paperwork can be pulled at the Santa Barbara County Elections Office, 4440-A Calle Real, Santa Barbara.

Obituaries Betty Belle Bailey Swain 10/20/1919 – 7/25/2016

Kenneth “Kenny” Calimpong 11/22/1946 - 5/11/2016

Kenneth Calimpong was born Nov. 22, 1946 in Oahu, Hawaii. Kenny passed away following a brief illness on May 11, 2016, with his loving family by his side.

Kenny moved to Carpinteria in 1989, where he met his wife and made his home. Kenny loved playing pool, barbecuing and watching his San Francisco 49ers play.

He is survived by his wife Dolores “Lola,” his sons Ronald, Patrick (Jackie), Kenneth Jr. (Rebecca), Darren and Peter, and his daughter Bernadette.

The fact that you are no longer here will always cause us pain, but you’re forever in our hearts. Until we meet again.

Betty was born in Flaxton, N.D. to Bennet Harvey Bailey and Dooley Dolphin Bailey.

Betty was preceded in death by her parents; three sisters, Marion, Dorothy and Helen; and her husband of 49 years, Donald J Swain.

Betty attended college in Minnesota, achieving a degree in accounting, after which she moved to California and went to work for Technicolor in the accounting department. After marrying Don Swain in July of 1948, she devoted her life to her loving husband, daughter Susan and son John. After the death of her husband in 1995, she continued her life in California active playing bridge, quilting and hospital volunteering.

Betty moved to Mansfield, Mo. in 2001 to be close to her daughter. Upon arriving in Missouri, she quickly surrounded herself with friends who either knew how to play bridge or wanted to learn. She started a bridge club, which is still meeting at the Mansfield Community center.

She also gathered friends who wanted to quilt and started a quilt club with Barbara Cantrell called “The Little Pieceful Quilters.” Faithful friends and members, Irene Miller, Dorlene House, Karen Woodard, Joann Biros, Joyce Dennis, Nancy Neal and her daughter Susan, still meet and quilt every Wednesday.

Betty also dabbled in real estate a bit when she arrived in Missouri. She built and sold four homes in the Seymour area.

Even at 80 she was full of adventure and ideas. Her motto in life was “faith, family and friends.”

Betty was a member of the Cumberland Presbyterian Church in Mansfield.

Although she has been unable to attend regularly the past few years, she always was in touch with the church and considered it her loving church home.

Betty leaves behind her daughter Susan and son-in-law Mike Ward of Mansfield, Mo.; a son John and daughterin-law Cheryl Swain of Colton, Wash.; six grandchildren, Tyy Ward and his wife Jenifer of Ozark, Mo.; Shannon and her husband Jason Swanson, of Angeles Oaks, Calif.; Amy Miller, of Boise, Idaho; Janel and her husband Andy Gion of Sand Point, Idaho; Lynn and her husband Ben Moehrle of Union Town, Wash.; and Rachel and her husband Matt of Colton, Wash. She is also survived by 13 great-grandchildren: Caleb, Zachary and Ashlyn Ward of Ozark, Mo.; Kara, Blake, Wesley and Kylie Swanson, of Angeles Oaks, Calif.; Reisa Miller of Boise, Idaho; Caiden and Hailey Gion of Sand Point, Idaho; Clair and Jacob Moehrle of Union town, Wash.; and Lucas Weber of Colton, Wash.; along with dear friend and caregiver Anna Siem.

Betty lived a beautiful, full, rich life and will be greatly missed. She passed the morning of July 25, 2016 at Mercy Hospital in Springfield with her family by her side.

A Memorial service was held Friday, Aug. 5, 2016, at the Cumberland Presbyterian Church at 11 a.m., officiating was Pastor Larry Scott.

Final interment will be at the Carpinteria Cemetery on Aug. 16.

In lieu of flowers, the family requests donations to the American Heart Association or the American Cancer society in memory of Betty B Swain.

Summerland fire station is top priority, study says

Carpinteria-Summerland Fire Protection District’s long-anticipated standards of coverage study underscored what many have argued for decades: Summerland badly needs a new fire station.

“Station 2 is a health and safety hazard and should be temporarily relocated and then be permanently replaced,” said Stewart Gary of CityGate, the company hired to complete the $86,000 study. Gary presented the study’s major findings at the board’s Aug. 2 meeting. “And if the relocation financing conversation means another three years—I’m going to be strident on this one—I would literally evacuate that crew. I would find a temporary building in Summerland, and get them out of that building.”

The study also found that the district should have a third station between Carpinteria and Summerland in order to reduce the response time to reach properties in a central population cluster.

Engines deployed from either station fail to reach the middle zone within four minutes, which is the goal. Shifting the Summerland station closer to Carpinteria would lead to lengthy response times within the Summerland community. “The district is just too long,” Gary noted.

The Carpinteria area is out of luck, Gary said, when a call requires three units in short order because Ventura and Montecito are too far to arrive quickly.

Summerland now enjoys a decent threeunit response time due to Montecito’s proximity. A third station would better position Carpinteria in an emergency requiring multi-unit response.

In his presentation to the Fire Board, Gary mentioned that the owner of an optimally located property may be willing to sell the land. “Parcels ... in a district like this don’t come along every decade.

So if you’re going to walk the third station

path at all, I wouldn’t talk about it for two years. I would start to actively locate a feasible parcel.”

Funding, of course, is the major hurdle for construction of a new Summerland station and a third station. In 2015, voters shot down a $10 million bond measure intended to be split evenly between a remodeled Carpinteria station and a new Summerland station. Plans for the proposed Summerland station had already been approved by the county for a downtown property owned by a willing seller, the Santa Barbara County Mosquito and Vector Control District, but the district only secured 54 percent of votes and needed a super majority.

The strong message conveyed in the standards of coverage study could help convince voters that replacing the stations is urgent. “I think it would have made the difference in the sale of the first bond,” said Interim Fire Chief Jim Rampton.

Consolidation with a larger agency also has been discussed for years and touted by the firefighters as a move in the right direction for the small district.

CityGate’s study found that consolidation would be possible with a highly supportive board and public. The agency best positioned to annex the district would be Santa Barbara County, Gary said, recommending the board request a services merger proposal from the county department. A merger, Gary said, would be “a long and winding road” requiring several studies and LAFCO approval.

Benefits of consolidation would be “bench depth, resiliency and redundancy,” Gary said. If someone on staff retires, takes leave or quits, someone else in the large agency could step in. “You’re [a] small ecosystem,” Gary said, “and small ecosystems … are fragile.”

School Board reverses TK decision, expands program

Citing the need to do what’s right, the Carpinteria Unified School District’s Board of Education voted to expand the 2016/2017 Transitional Kindergarten program to admit any child who turns 5 in the school year. The decision re-admits 28 children whose enrollment had already been granted before the board voted against extending the program at its June 28 meeting.

“It should not have gotten to the point where families were told they were enrolled,” said Board President Andy Sheaffer, who apologized for putting the 28 families in a bind.

The expanded program will require additional staffing and cost the district around $100,000, which triggered the board’s rejection in June. That decision led to a backlash from parents granted enrollment in a program they’d been told was a certainty. (For full disclosure, the author of this article has a child affected by the TK decision.)

Parents also accused the board of violating the Brown Act for failure to properly notice the agenda item that did away with the program extension.

School district attorney Craig Price said that by rescinding its initial decision, the board was not admitting to a Brown Act violation. The reversal, he said, was

meant to correct an ethical wrong, not a legal wrong. “The board was not aware of all these children in the pipeline,” he said.

The State of California created TK with the Kindergarten Readiness Act of 2010. At that time, the cut-off date for kindergarten admission was beginning a multi-year shift from Dec. 2 to Sept.

1. TK was designed to serve as a bridge between preschool and kindergarten; it is free and the hours are the same as kindergarten. Schools are mandated to provide TK for children affected by that cut-off shift—i.e., those who turn 5 in the fall.

Last year, the state gave school districts permission to allow early admittance into the TK program but did not require it. Based on the state’s change to the educational code, CUSD began enrolling younger TK students without first obtaining board approval.

Re-extending the program just two weeks before school starts on Aug. 23 meant that several details needed to be ironed out at the Aug. 9 meeting. The board decided that to be fair, any child who turns 5 between Sept. 2 and June 30 may register for the newly expanded program before Sept. 30. TK will continue to be offered at both Canalino and Aliso schools, and children will attend their school of residence.

An analysis of call types found that 67 percent of calls that the district receives are medical calls, amounting to nearly 1,100 from the Carpinteria Station last year and less than 200 from Summerland Station. Both stations combined responded to less than 100 fires in 2015, making fires just 3 percent of overall demand.

Gary said these numbers are typical in an urban district.

Simultaneous incidents are rare in CSFPD. A second call comes in during just 21 percent of incidents, and a third simultaneous call occurs in just 0.69 percent of cases. Even in peak times, units are on calls an average of 6 percent of the time, far under the 30 percent that would prompt CityGate to recommend more manpower.

Having received CityGate’s findings, the district will consider its next steps.

“Now the work begins,” said Rampton.

“We have a lot to do.”

Johnson said, “My preference would be to maintain local control, to go to the voters and say, ‘Hey, look, we need to pass a bond, otherwise we’re going to have to go to the county or someone else to build these stations.’”

Headquarters staffing should be increased, CityGate recommended, by hiring a fourth fire captain at the district’s headquarters. Record keeping and adherence to standards has improved under the interim chief, the study found, but another staff person would allow the district to catch up more completely in those areas.

The Carpinteria station needs attention but is in far less dire condition than Summerland, according to CityGate.

I’m more of a TNG (Star Trek: The Next Generation) guy. I would rather sit down for a cup of tea with the calm, wise Jean-Luc Picard at the helm than hurtle through space with the impassioned, impetuous James T. Kirk. Spock is cool, but I’ll take Data. I don’t really like Doctor “Bones” McCoy. I definitely prefer Beverly Crusher.

So if I am a little less than enthusiastic about “Star Trek Beyond” it may be because it’s just not my thing—I am loyal to another camp. Devotees of the original series seem to like this latest installment (I know, I went with a couple of them). And I see why. It has plenty of explosions, destruction, fighting (both with and without phasers) and macho charm—all the hallmarks of a classic action movie.

The movie does not start that way, though. At first, Kirk (Chris Pine) is bored. Or, more accurately, he is aimless. He doesn’t feel a sense of purpose.

He doesn’t know what he is doing out there running around like a deep-space cowboy. In fact, he is starting to think about doing something else. It’s kind of like a mid-life crisis. (At, what, 28?)

But, ugh, he has to go on one last mission before he hangs it up (I wonder if it will be a walk in the park … hmmm). His task is to help locate a missing ship in a dense nebula.

But before they have a chance to look around, they get attacked. A massive swarm of bee-like ships throw themselves at the Enterprise. Kirk and his crew try to repel them, but there are too many of those pesky things bombarding their vessel.

Kirk and company were set up— ambushed. And now their beloved Enterprise is being blown to bits before their very eyes. The ship collapses onto a nearby planet as its crew are strewn about like maple leaves in November. Luckily, they end up in little teams. Kirk meets up with Scotty (Simon Pegg), who also found a local lady—both lovely and fierce, as you might expect—to join causes with.

Bones (Karl Urban) and Spock (Zachary Quinto) get paired up, and mostly just try to stay alive. And Uhura (Zoe Saldana) and Sulu (John Cho), among others, are taken captive.

The baddies are led by Krall (Idris Elba). What a name! Is Krall mean and ruthless? Yes. Is he looking for a special weapon to be especially mean and ruthless with? Why yes, yes he is.

Does he care who he has to crush to get it? No, of course not. Is defeating him impossible? Even for the crew of the Starship Enterprise? Yes! … Well,

O.K., no. Yes and no.

Excuse my sarcasm. And, again, sorry if I don’t come off as overly enthusiastic about “Star Trek Beyond.” It’s not like this movie is poorly acted, or poorly written, or boring, or anything like that. It is a fine movie. It is solid.

But it’s just that, in this day and age, with all these very solid sci-fi (or similar) action movies, I don’t know, it’s hard for me to get too excited about “Star Trek Beyond.” It’s pretty, and fun, and funny, and action packed and everything else you might want and expect out of this franchise. But I think I’ve seen it before. I must have. It’s just too familiar.

Early on in the movie, when Kirk is down in the dumps about his life, he complains, in a very charmingly StarTrek-self-aware sort of way, that his adventures have started to feel “episodic.”

Hats off for being self-aware, Kirk. The problem is, you mention it, but don’t do anything about it—the whole movie only confirms the stereotype. And I guess I just don’t care all that much about episode after episode of the same crashing, shooting, punching and bracing for impact.

Maybe that is why I am more of a TNG guy. Yes, I know, that series is equally episodic. But at least it introduces new puzzles and thought experiments for us to think about or marvel over—scenarios that shed light on our condition.

So there, my cards are on the table.

If you’re an original series person, you will probably love “Star Trek Beyond.”

If, like me, you are more of a TNG person, well then … just don’t expect to sit down for tea with Jean-Luc Picard.

“Star Trek Beyond” is rated PG-13 for sequences of sci-fi action and violence.

Not-so-speedy getaway

A 39-year-old man who allegedly decided to pedal to Lompoc aboard and among stolen goods on Aug. 1 never even made it out of the zip code. Deputies first responded to a report of a stolen bike at a Casitas Pass Road store where a father and his kids had ridden to do a bit of grocery shopping around 10:45 a.m. The dad exited the store after 15 minutes of shopping and found an empty space where his Schwinn bike with Burley trailer had been left unlocked.

Two hours later, a bike matching the description and being ridden northbound on Via Real caught the eye of another deputy driving southbound on Highway 101. The deputy caught up with the cyclist and asked about his ride. The man said he’d just purchased it and was now riding back to Lompoc where he lived, but then he told the officer that the bike was a birthday gift from his cousin.

When placed in handcuffs and asked for the honest to goodness truth, the man said that he’d stolen the bike because he was “in a bad way,” and wanted to bring something back to his girlfriend who was living in the Lompoc riverbed.

The victim then arrived on the scene and confirmed that the bike was his but noted that several items inside the trailer were not. Deputies soon discovered that the protein bars, power tool batteries and hair clippers inside had been recently stolen from Albertsons, Home Depot and Ross, respectively. The suspect ended his day in jail rather than the Lompoc riverbed.

Criminal cravings

A plain clothes deputy noted activity indicative of an avocado heist on the morning of July 28 and wound up citing one man and collecting a handful of new clues as to who else might be involved in the chain of overnight incidents that has left several local orchards light on fruit in recent months. At 5:14 a.m., the officer pulled onto the entrance road to a ranch on Via Real to scope out an area where footprints and tire marks had been discovered in the wake of past avocado crimes. Lo and behold, on the other side of the fence sat a black SUV that contained a male and female occupant with

no business hanging around in the predawn. The male, 34, admitted to stealing avocados and was issued a citation and released.

The deputy continued his sleuthing when the orchard manager arrived onsite at first light. They found fresh bike tire tracks on the orchard side of the fence, indicating that a bicycling avo thief suspected in crimes at other sites could be continuing his fruit poaching ways.

Shoe prints also matched those located at other sites.

Further investigation revealed two bags nearby, each containing about 100 pounds of avocados. Cans of Monster Energy, Bud Light and Coke that appeared to have been sipped from recently were also discovered, along with tree damage from hastily harvested fruit. A Linden Avenue liquor store cashier called the cops on July 30 when a customer’s big personality turned petty and pugilistic. At 7:29 p.m., deputies were dispatched to the store where a 48-year-old man reportedly had just stolen a lighter and a black beanie hat after challenging the cashier to a fight. According to deputy reports, he’d entered the store and begun disturbing customers by loudly describing the immensity of his genitalia. When asked to leave, he did, but grabbed a bottle of alcohol to take with him. Upon request, he returned the bottle, but then grabbed the lighter and hat and began to exit. The cashier again insisted he return the store’s property or pay, but this time the man refused and told the cashier they should settle the matter with their fists.

Deputies located the suspect outside the store with the stolen items, arrested him for shoplifting and escorted him to jail.

Cuban photo collection comes to local gallery

The Jared Dawson Gallery will host an exhibition of images by photographer Nell Campbell from Friday, Aug. 19 through Saturday, Sept. 17, with a reception on Saturday, Aug. 20 from 3 until 6 p.m. at 4646 Carpinteria Ave. All of the images were taken in Cuba, a country that Campbell has visited on several occasions, and most of the works in the show have never been exhibited before.

In addition, the artist will give a gallery talk on Wednesday, Aug. 24 at 6:30 p.m.

Campbell is a documentary photographer who lives in Santa Barbara. Her photographs have been exhibited at the Santa Barbara Museum of Art and the Ogden Museum of Southern Art in New Orleans and are included in the permanent collections of both museums and in many private collections. Her photos and writing have been published widely in magazines including Harper’s, Santa Barbara Seasons, Edible Santa Barbara and Photographer’s Forum.

Plaza Theater debuts local playwrights’ project

The play “Shady Ends” will make its theatrical debut on Friday, Aug. 19 at 8 p.m. at the historic Plaza Playhouse Theater, 4916 Carpinteria Ave. Encore productions are scheduled for Aug. 20 at 8 p.m. and Sunday, Aug. 21 at 2 p.m. Written by local playwrights Ali Javanbakht and Amy Marie Orozco, “Shady Ends” is a comedy about the healing journey of one man’s shattered bones that crisscrosses the tiled floors of a rehabilitation center and captures the hearts and minds of staff, residents and visitors.

Though suitable for all family members, “Shady Ends” is for immature audiences only.

It all started with a friendly bet at a beer festival CVN

TURN UP THE HEAT NIKKI DAILEY I’ve always been a lover of wine and left the ale drinking to friends and family who considered beer far superior. With a food truck, I’ve been serving delicious grub at breweries for a while now, and was invited by a HEAT team member to go with her family to a beer festival.

Upon entering the event I was “lei’d” with a necklace of soft pretzel bites and a chilled glass to start my brew journey.

After a few tastings a friend threw down the gauntlet. “We all know you can cook,” she said, “but the real test is if you can brew!” I had no idea I was being tested, but I thought, “alright you got yourself a wager.” Not going to lie, the more brews I tried the louder I became and the more passionate I was about learning the art of beer making.

When I woke up the following morning my passion had turned into a throbbing headache, but as I vaguely recalled, I had told friends I would brew my first batch of beer and have them judge my attempt.

I had picked up a book about brewing a while back, and with a cup of coffee in hand, I sat down to start studying that morning.

Step 1: Malted barley is soaked in hot water to release the malt sugars.

Step 2: The malt sugar solution is boiled with hops for seasoning.

Step 3: The solution is cooled and yeast is added to begin fermentation.

Step 4: The yeast ferments the sugars, releasing CO2 and ethyl alcohol.

Step 5: When the main fermentation is complete, the beer is bottled and a little bit of added sugar to provide the carbonation.

Sounds easy enough, but where the heck do I get malted barley and hops? I

had been traveling down to LA for a few years and picking up cheese making supplies at an amazing little store in Woodland Hills. They primarily sold beermaking supplies, so I decided to make the drive to purchase what I needed. The thing is, I made the executive decision to cheat, at least a little bit, when I saw that they sold a starters brew kit.

In a cute little box, I was given everything I needed, including a fermentation bucket, syphon, hops and fresh yeast. My friends didn’t need to know I purchased the Cliff’s Notes version of beer-making.

Instead I would focus on how easy it was for me as a chef to take an afternoon off to brew a batch of sure-to-be award-winning ale. I could throw out educated sounding terms like “carmel scented undertones” and “faint taste of licorice” to prove I had the makings of a brewmaster. I considered bringing up the hours it took me to drive down, choose and then purchase an extensive list of beer making equipment—to assure them of my steadfast commitment.

I’d be sure to hide my “Idiots Guide to Brewing Beer” book and throw out the nifty little starters kit box before they came over.

I turned on some classic rock and followed the box directions to a “T,” ending the process by pouring the beer into the glass keg that was provided with the starters brew kit. Two weeks later I invited the group over for a barbecue and taste-test. Worst case scenario would be that my friends love the barbecue and hate the beer; best case scenario, they love the barbecue and beer and I’ve convinced them of my brewing prowess.

So here’s the thing, the morning of the big reveal I decided to try what I had created, and it tasted horrible. Hell bent to win my bet, I traveled to a loved local brewery and purchased a giant jug for them to taste instead. In the end I’d fess up and have them try mine, but once I’m verbally told I win it’s set in stone.

The doorbell rang and the games began! After serving each guest some ribs, I poured them a cold glass of beer and waited for the judgment. Someone may or may not have mentioned that it tasted similar to his favorite beer, but the overall consensus was that I’d done an amazing

job. After hearing those magic words I pulled out what I’d actually brewed.

Their appreciation for my brew-making abilities quickly changed, and I was instructed to keep my day job as a chef

and leave the brewing to professionals.

Ah well, I’ll keep trying, and after a few more attempts offer a tasted test to friends again. Cheers!

Soft pretzels Cook time: 40 minutes

Ingredients

1 ½ cups lukewarm water 1 packet instant yeast (2 ¼ teaspoons) 1 teaspoon salt 1 Tablespoon granulated sugar 3 ¾ to 4 ¼ cups all-purpose flour, plus more for work surface 1 large egg, beaten Coarse sea salt for sprinkling

Process

Preheat oven to 425°F. Line baking sheet with parchment paper or silicone baking mat. Set aside.

Dissolve yeast in warm water. Stir with a spoon until fairly mixed, about 1 minute.

Some clusters of yeast will remain. Add salt and sugar; stir until fairly combined.

Slowly add 3 cups of flour, 1 cup at a time. Mix with a wooden spoon until dough is thick. Add 3/4 cup more flour until the dough is no longer sticky. If it is still sticky, add up to 1/2 cup more. Poke the dough with your finger, and if it bounces back, it is ready to knead.

Turn the dough out onto a floured surface. Knead the dough for about 3 minutes and shape into a ball. With a sharp knife, cut ball of dough into 1/3-cup sections.

Roll the dough into a rope with an even diameter. This measurement will depend how large you want the pretzels. Once you have your long rope, take the ends and draw them together so the dough forms a circle. Twist the ends, then bring them towards yourself and press them down into a pretzel shape.

Whisk 9 cups of water and 1/2 cup baking soda together in a large pot. Bring to a boil. Place a pretzel onto a large slotted spatula and dip into the boiling water for 20-30 seconds. The pretzel will float. Lift the pretzel out of the water and allow the excess water to drip off. Place pretzel onto prepared baking sheet. Repeat with the rest of the pretzels. In a small bowl, beat the egg and pour into a shallow bowl or pie dish. Dunk the shaped pretzel into the egg wash. Place on baking sheet and sprinkle with salt.

Bake for 10 minutes at 425 degrees. Turn the oven to broil and bake for 5 more minutes to brown the tops. Allow to cool. Serve warm or at room temperature. Enjoy!

Timing announced for Caltrans project phases

Decades in the making, the Linden and Casitas Project is about break ground, and Caltrans and partner agencies are working to provide locals with information about how the four-year construction project will affect them. Carpinterians can expect a mailer with critical information on project phases and road closures to arrive in the next week.

The multi-faceted project will forever change traffic movement throughout Carpinteria—widening Linden and Casitas overpasses, extending Via Real across Carpinteria Creek and adding a roundabout on Ogan Road. Construction is expected into 2020, and throughout the project, there will be two lanes open in each direction of Highway 101 during the day. Locals are encouraged to sign up for email updates on the project by filling out the comment card that arrives in the mail.

The Highway 101 southbound onramp at Casitas Pass Road will be closed for two weeks in 2016. For seven months of 2017, construction will close the bike path connecting Via Real and Carpinteria Avenue over Carpitneria Creek. Additionally, the sidewalk along Ogan Road between Vallecito Place and Linden Avenue will be closed for two months in 2017, and pedestrians will be redirected to use Pacific Village Drive sidewalks. Young artists blossom at Art by the Sea Photos by DaviD PowDrell

“Wild at Art” was the theme for this year’s art camp offered by the Carpinteria Arts Center in five week-long sessions, between June 20 and July 29. Elementary-age campers focused on “exploring art through nature and discovering nature through art.” Working in various mediums including graphite, watercolor, pastels, and wire and foam, students practiced techniques of bilateral and radial symmetry, painting, printmaking, batik dying and sculpture. Providing a foundation in art theory, instructor Sara Munro, assisted by Natasha Elliott, introduced campers to the work of artists Richard Diebenkorn, Alexander Calder and Heather Brown as examples of different artistic styles. Wednesdays included a beach visit for requisite ocean inspiration, which the artists-in-training applied to their work and each week culminated in a student art show.

Cate School football team enjoyed a banner year in 2015, finishing 9-1 and going all the way to the semifinals of the Southern Section Eight-Man Division I tournament. The Rams’ only loss came at the hands of eventual champion, Avalon. Even with 11 seniors from last year’s squad moving on, head coach Ben Soto remains optimistic and likes the direction the program is going.

“We have 28 players coming back; we have 23 who played JV or Varsity, and that’s not counting the freshmen who are coming in,” said Soto. When Cate begins fall practice on Aug. 17, the Rams will have nine seniors suiting up. Because last year’s squad jumped out to some big, early leads, incoming senior Patrick Armstrong took a lot of reps at quarterback. He comes in this year with a good deal of experience but will be challenged by sophomore Jack Deardorff, junior Will Bowlin and senior Chase McCaw for the starting spot.

Senior Pierce Lundt, who ran for six touchdowns last year, figures to tote the ball even more this season, along with fellow senior Ryder Dinning and sophomore Drew Anastasio. They’ll be bolstered by a stout offensive line. “We have (junior) Luke Beckmen, who was All-CIF Second Team last year, and who’s back playing center,” said Soto, now in his 12th season as head coach.

Joining Beckmen will be juniors Chris Bennett and Eric (Titus) Yi and senior tight end Henry Dawson. The Rams will also have back senior Colin Browne, who missed last season studying in Spain. “(Sophomores) Jake Nelson and Carson Williams are both over 6’ 3”.

You put them at defensive end, and [the opponents] have to get around you,” explained Soto.

Beckmen will lead the charge on defense from the linebacker position, and Cate should benefit from its sizeable offensive line that will also tee off on defense as well. The Rams will miss graduated seniors Keller Mochel (2015 First Team All-CIF), Dean Smith (also 2015 First Team All-CIF) and Clinton Hall, key members in last year’s defensive scheme. However, the athletic McCaw, Bowlin and Deardorff should fill in nicely. Soto is also hoping to get some help from junior lacrosse and water polo player Ben Jessup, along with fellow juniors Musa Hakim and Desmond Castillo.

With a rugged schedule ahead of them, the Rams will have their work cut out for them to repeat as Condor League champs. “We scored a lot of points last year and beat some teams pretty good,” said assistant coach Dave Soto, Ben’s son. “And, I think they’re going to remember that, and they’re going to come after us.”

Cate opens its season at home versus Mojave on Sept. 3, then travels to play Coast Union, Villanova Prep in a league matchup, and Flintridge Prep. The elder Soto is hoping to schedule another home game, but if unsuccessful, his team won’t return to play at home until Oct. 15 when they resume league play against Orcutt Academy.

The Rams will wind up Condor League play with a home game against Laguna Blanca on Oct. 22, and then at rival Thacher on Oct. 29. “They took everyone in our league last year in the playoffs; that’s how tough our league was,” said Ben. Dawson, Lundt and Beckman have been named team captains, and Ben will most likely choose a fourth before the team’s home opener at 3 p.m. on Sept. 3.

JG Triathlon marks close of stellar season PHOTOS BY BETH COX

Intense competition in the water and on the sand led to an all-fun paint war among guards and instructors.

The Carpinteria Junior Lifeguard season ended with a bang on Aug. 5. Parents and families witnessed their children’s improvements and strides through the summer at the Annual Triathlon & Flags events.

Each age group competed individually this year, as opposed to previous years in which teams were formed. After a fullday of competition, JGs got to pounce on their instructors in a high-energy paint war.

The youngsters sought sponsors for this year’s triathlon and raised about $5,000 to help fund program extras like new equipment and bus rides to competitions. Young Carter Cox shocked instructors by raising $2,310 for the program. As a prize for his efforts, he walked away with a new tri-fin Matt Moore surfboard.

Saturday evening all of the Junior Guards were lauded for their efforts over the summer season. Chris Riley, B group head instructor, said it best: “These youth are the stewards of our oceans.”

Curtain closes on summer all-comers meets

Carpinteria High School held its final All-Comers Meet of the summer on the evening of Aug. 5 at Carpinteria Valley Memorial Stadium. The warriors’ own Emmelly Santillan won the 2 mile with a time of 13:25.52, competing against three of her teammates. The boys 2 mile was well-represented by Carpinteria, as a determined squad from the cross country team participated. Despite that, a large contingency from Santa Maria High School dominated the race, capturing the first eight spots.

San Marcos High School and westmont College grad Shane Rowan notched an impressive 47 feet in the triple jump.

And for the second All-Comers Meet in a row, Ventura College Head Track and Field Coach Tony Veney brought in a group of athletes from China. “They were impressive,” said Carpinteria Track & Field Head Coach Van latham.

Yang Huizhen, Sung Fenyan, Zhang Min, Zhang Shuang and Tu Jianchen made up the women’s team, and the four finished in the top spots of the 350-meter race to lead off the meet. wang Qi, Zhang Hua Dong, Chen Jia Qing, Yang lei and Bruce lee made up the men’s team who also recorded the top four times in the men’s 350-meter.

Veney’s longtime involvement in USA Track and Field led him to China in 2014.

“This year they [the Chinese] decided they wanted to get a little international exposure for the kids,” said Veney, a 1976 UClA graduate who at one time held the school record in the 800 meters. “when you go to an international meet, you’ve got to manage the discomfort.

You’ve got to manage the language, the food, the time change; and that’s what these young people are trying to do now,”

Two other athletes from Ventura College also made a good showing, as incoming freshman and recent Ventura High School graduate Chris lawry cleared 15 feet, six inches to win the pole vault, while teammate Jevon Morrison finished third in the event.

Rockwell house has a whole lotta history

Built in the late 1800s, the Rockwell house on Carpinteria Avenue is a piece of local history that now appropriately houses Angels Antiques and its treasure trove of historic artifacts. The home was built to shelter the growing family of John and Isabel Rockwell, who ultimately had 16 children (though only 12 survived to adulthood).

On Feb. 21, 1914, John, a rural mail carrier, was killed in a massive rainstorm while delivering mail. His widow was forced to sell off most of the family’s land piece by piece, but she retained the home. Isabel’s ill-fated second marriage didn’t last long, and she picked up her brood and relocated to Fillmore for a few years. Later, she returned to Carpinteria, moved back into the Rockwell house and eventually married a younger man named Coy Rhodes and lived with him in the home until her death in 1951. The house was sold a few years later to the Husted family, then to the Babcock family, who converted it into Angels Antiques.

CHS alums reunite

New Bundle of Joy?

Twenty years after they tossed their caps at Carpinteria High School, the Class of 1996 reunited on the weekend of July 30 and 31. Classmates from out of state, and even out of country, flew in to attend an evening of dinner and dancing at the Carpinteria Woman’s Club on Saturday night and some beach fun on Sunday.

Class President Jessica Barber described the event as well attended and really fun.

Class of 1987 The Carpinteria High School Class of 1986 held its 30-year reunion over the weekend of July 23 and invited the classes of 1985 and 1987 along for the celebration. Over 150 CHS alumni from the three classes enjoyed a Friday night cocktail party, Saturday reunion gathering and Sunday family beach day. Organizers said that people flew in from Hawaii, Atlanta, New York, Oregon, Washington, Colorado and elsewhere to attend. The next reunion will include the class of 1984 and is scheduled for July 2018.

Saving lives, one story at a time

Editor’s note: CVN readers, you’re in for a treat. Every second Thursday of the month, Lisa O’Reilly will make history come to life as she sleuths through centuries of family records connecting clues to unearth buried stories. O’Reilly, a Personal and Family Historian, launches “The times that bind” this month with a tale of her ownrelatives that reminds us why family trees are worth climbing and examining every leaf.

THE TIMES THAT BIND L I S A O ’ R E I L LY For years, I sketched the skeletons of my ancestors while constructing our family tree, but grew increasingly dissatisfied with the results. Sure, I found many facts about them from census reports, ship passenger manifests and marriage records, but how did they meet? What did they think, what did they feel, what did they dream? Why did they leave their homelands, where were their homelands, and what were their struggles in this strange new country? These questions NEWsoADDITIONS FORlost NOODLE LOVERS and many more, to assumption CHICKEN UDON NOODLE SOUPtheir and imagination.

I wanted to know SINGAPORE RICE & KOREAN stories, because theNOODLES stories would flesh SPICY SEAFOOD NOODLE them out and make them moreSOUP human, more alive, but it wasn’t possible. They left behind no diaries, and scant letters to 1025 PASS RD family andCASITAS friends.

But all was not lost. I turned to my last 1025 remaining grandparent and began asking questions and writing it all down. I did not want our family to lose what she lived through and what she knew, because it’s from these stories that we begin to recognize pieces of ourselves, and learn from where we came. They are also nurturing,

as it has been found that children who grow up with a strong family narrative, who know the most about their family history, have a higher self-esteem and sense of control over their lives. Learning how ancestors succeeded against the odds, or failed but kept going, teaches both perseverance and resiliency.

And though it may seem that we don’t have the time for storytelling, living in this technocentric world does not have to suppress the voices of our ancestors. If cell phones are to make it into the dining room, why not put them to good use?

Plop them in the center of the table and use the recording app to capture your memories and family history, because recalling and sharing these gems binds us to our past, and to our children and future generations.

I am grateful that I do know how my maternal grandparents met, as this is how my grandmother related the beginning of a relationship that became a 63 year marriage. “We were living in the Whitman house when I got married. This gal, Lillian, ended up introducing me to Lloyd. She took me and said, ‘Mildred, there’s somebody I want you to meet.’ I was 15, maybe 16. We knew Lloyd and his farm buddies were in town drinking so she took PASS me to meet CASITAS RD him. Well, he was shot to the gills! So I said, ‘Lillian, for Heaven’s sake. Forget him!’ But the next night, there he was by my gate. He had to come back and see me, and he said, ‘So you’re Mildred.’ Evidently, Lillian had been telling him about me. We went out and parked and gabbed away,

and then he took me back home. And he never touched me. That’s what impressed me—that impressed me a lot.”

My grandparents were wed a year later, she 17 and he 27. The age difference was never a factor, and my grandmother often said that at times it seemed their ages were reversed. The day after the wedding, with my grandfather’s mother in the back seat, they started driving west from North Dakota towards a new life in a golden state, and therein is half the story of how I came to be born in California.

There are many ways to preserve your family history, and in my next column I will share some of them. But I encourage you to start today. You’ll discover how fun it is, and your descendants will be forever grateful.

Swapping the southwest of North America for the southwest of Africa, Matt Roberts and Heidi LeVay packed their bags and headed to South Africa, Zimbabwe and Botswana. The couple visited the Cape of Good Hope and then South Africa’s wine country. They flew to Durban and drove to the Zulu Nyala Safari Lodge for a weeklong safari, then spent a day in St. Lucia, where they took a dip in the Indian Ocean. Zimbabwe’s Victoria Falls was next on the itinerary. Roberts, a Carpinteria Valley Water District boardmember, reported that the falls would fill Lake Cachuma in 17 minutes.
