Relay for Life sticks a fork in cancer

A meal out next week could save a life. Between Oct. 3 and 6, several local restaurants will donate a portion of their sales to Carpinteria’s 2017 Relay For Life. Jack’s Bagels, Zookers and Siam Elephant will each donate 10 percent of lunch proceeds on Tuesday, Oct 4. Pizza Man Dan’s will donate 20 percent of proceeds all day, at all eight locations, on Thursday, Oct. 6. At Pizza Man Dan’s, the phone operator, cashier and/ or driver must be informed in order for Carpinteria’s Relay For Life to receive credit.

Also on Oct. 6, Peebee & Jay’s will donate a portion of its lunch sales. Funds raised will support local services such as Look Good Feel Better, which provides make up, advice and wigs to cancer patients; Road to Recovery, which provides free rides to doctor appointments and treatments; free hotel stays for family members to be near their loved ones in the hospital, and research to discover cures for all types of cancer.

Planted around 75 years ago, this massive eucalyptus is in the process of being removed near the Canalino School campus.

City removes huge, old eucalyptus

Last weekend the City of Carpinteria began removing a massive eucalyptus tree near the intersection of Linden Avenue and Malibu Drive for fear of limb drop. The health of the old tree, which was planted long before Canalino School moved in as its neighbor in the 1950s, had recently plummeted, and an arborist deemed it high risk for losing limbs and injuring property or people. According to City Public Works Supervisor Paul Medel, “The tree was extremely unhealthy and had large areas of dieback on all the upper large limbs. The probability of limb shear would increase over the next few months. Being that it was a high risk with many factors involved, including high voltage power lines, major public road, kids and parents walking daily, and the elementary school, it came back as a recommendation for removal within 30 days.”

Tim and Ginny Bliss help to launch Avofest season at a kick-off party held on Sept. 7 at the Carpinteria Woman’s Club.

Blisses represent 30th Annual Avofest Tim Bliss got his start in the avocado business before most kids his age had ever seen an avocado. When Tim was 8 years old, his father, George Bliss, bought his parents’ 25-acre ranch on Casitas Pass Road, pulled out all the lemon trees and planted—with the help of young Tim— avocados.

“A lot of people thought it was crazy,” recalled Tim. “Avocados weren’t considered a really serious commercial crop.”

George proved the naysayers wrong, ultimately making the Bliss name synonymous with successful avocado growing in Carpinteria Valley. Organizers of the first Avocado Festival in 1987 chose George as its honorary chair, and now, in honor of the 30th Avocado Festival, Tim Bliss and his wife Ginny proudly represent event.

“Tim has dirt in his veins,” said Ginny.

“He loves gardening and working in the orchard.”

Many of the trees Tim helped to plant 55 years ago still thrive today. George passed away in 2008, but not long before that at a California Avocado Commission meeting he responded to the question of how many trees he has per acre with an astoundingly low figure compared to the industry average. Tim and Ginny bought the property neighboring the Bliss family ranch in 2005, and since then, Tim has divided his time between an investment business he started decades ago and organic avocado ranching. Tim’s sister Wendy MacMur-

ray and brother-in-law Tim MacMurray live in the old Bliss family home next to Tim and Ginny’s ranch. The MacMurrays were the festival’s honorary chairs in 2014.

Tim Bliss works the family property with his children, Teddy and Tory, who appreciate the connection to their grandparents that Carpinteria avocado growing has granted them. “They love that they’re carrying on the Bliss legacy,” said Tim. Ginny married into Carpinteria avocado royalty after growing up in a tiny town near Yosemite where she received very little exposure to avocados. She discovered her taste for the fruit soon after she and Tim got together. “If you have any kind of involvement in the Bliss family, you learn quick,” she said.

At the first Avocado Festival, Ginny served on the avocado recipe contest committee, which selected a winning avocado-based dish among the dozens of recipes submitted.

The Blisses prefer to keep it simple when it comes to eating avocados. Ginny likes them sprinkled with a little Lawry’s Seasoned Salt on top of toast. Tim cuts them in half, removes the pit and scoops the creamy flesh with a spoon, sometimes filling the well with oil and vinegar.

Next Friday afternoon, readers will find the Blisses at the Seal Fountain on Linden Avenue fulfilling the most challenging Honorary Chair duty—balancing an avocado on the nose of the seal statue to kick off the festival. You can bet that Tim will use some of the tricks picked up over his 55-year love affair with the avocado.

Council extends vacation rental moratorium

The Carpinteria City Council voted 4-0 on Sept. 26 to extend a moratorium on short-term rentals put in place last fall.

Permanent regulations are in the works, but the city is waiting on the Coastal Commission to schedule and conduct a hearing before final approval can be granted.

The moratorium’s extension will prohibit any new short-term rentals through October of 2017, or until the regulations are approved.

A rare council procedure took place to pass the extended moratorium, which required four-fifths of the council’s support. Councilmen Brad Stein and Wade Nomura, whose wives both work jobs that would potentially be affected by the restriction of short-term rentals, have recused themselves from participating in vacation rental decisions in order to avoid

a conflict of interest. State law allows a councilmember with a conflict of interest to weigh in if the decision cannot be made without that added vote.

To determine whether Stein or Nomura would take part, City Manager Dave Durflinger pulled one of the two names written on slips of paper and tossed together in a bowl. Stein was chosen. “I’ve sat on the council for 26 years, and this is the first time we’ve ever done this,” he said.

Assistant Planner Shanna FarleyJudkins, who has led the city’s process toward implementing a short-term rental ordinance, is leaving Carpinteria to work as a planner for the County of Los Angeles, and made her last presentation to the council this week. Farley-Judkins’ tenure with the city spans 11-plus years.

The council lauded her excellent work.

“I’d like to congratulate you on your new position. You’re very good at what you do,” Mayor Gregg Carty told her.

William Frederic Catlin 9/9/1920 – 9/23/2016

William “Bill” Catlin, 96, of Carpinteria, Calif., passed away on Sept. 23, 2016, with his bride of 70 years, Carol, by his side.

William was born Sept. 9, 1920, in Oakland, Calif., to William Clark and Phoebe (Matthews) Catlin. He graduated from Carpinteria High School, where he had the pleasure of his mother being his teacher at times. William graduated from High School in 1939. He worked on the family Catlin Ranch on Casitas Pass until September of 1939 when he left to attend college at Arizona University at Tucson, specializing in Agriculture Studies.

He remained there for 1 ½ years before entering the service, The Army Air Corps on Jan. 15, 1942. Bill was joined by Gordie Milne, Barney Milne, Rolly McIntyre and John Calhoune. After Oxnard, Bill’s class, 43C, moved on to Minter Field, 12 miles north of Bakersfield. Due to wanting to get back in the air, Bill applied for Aerial Gunner. This was a hard move to make, as he had just met his future bride, Carol M. Wieman, who was a civilian employee

Susie Littlejohn Maybery 4/29/1943 – 9/13/2016

Our dear and wonderful Susie passed away unexpectedly on Sept. 13 in her home.

Susie graduated from Westlake School for Girls in 1960 after which she attended the University of Arizona in Phoenix, Ariz. Preferring the “real” to the “academic” world, she worked in retail and banking.

In 1966, she and Bill Maybery were married in Pacific Palisades. Prior and during the early married years Susie was becoming an avid competitor in tennis and the equestrian world. From 1965 until 1985, she was a member of the Foxfield Riding Club in Westlake.

She won championships in Three Day

at the flight office at Minter Field. It was during this leave in April of 1945, that Bill and Carol became engaged, with plans to wait for the war to end before marrying.

Once William was out of the service and married to Carol, he returned to the Catlin Family Ranch, and introduced lemons to the orchard to replace the former walnut trees. Years down the road, they integrated avocados, and to this date, they are the majority of the crop for the ranch. William was very active in the Carpinteria community, serving on the School Board, Commissioner of the Carpinteria-Summerland Fire District, the Calavo Avocado Society, and numerous other groups. He had a great love for water skiing, boating, wood working, growing many types of fruits and vegetables, and loved sharing with the community. He was so good at ranching, he could tell by the feel of the soil if it was time to pick the avocados.

William is survived by his wife Carol; his two daughters, Sandra (Catlin) Ryer and her husband Ken of Squaw Valley, Calif.; and Wanda (Catlin) Escoto and her husband Eddie, of Ojai, Calif.; his brother-in-law Stanley Wieman and wife Wanda of Santa Maria; sister-in-law Jeneil Wieman; sister-in-law Dona Haffey; grandson Phil Ryer (Becky); great-granddaughters, Felicia, Brianna and Sarah; granddaughter Joanna Escoto Niell; great-grandson James Wade Niell and wife Janae Niell; grandsons Daryl Escoto and Michael Escoto; nephews Clark Kendrick (Kathyleen), Craig Kendrick, who currently runs the Catlin Ranch, and Scott Kendrick ( Judi); and the cousins’ father Edgar Kendrick of Tucson. William was preceded in death by his parents William Clark Catlin and Phoebe Jane Catlin, and his sister Pauline Jane (Catlin) Kendrick.

We will be holding a private memorial for William for family and close friends to respect his wishes. Thank you for your prayers and kind thoughts for his wife, Carol Catlin, to whom he was so very devoted to for 70-plus years.

She became the leading amateur owner of the Pacific Coast Horse Show Association. Susie was short-listed for the U.S. Equestrian Olympic Team, and she played polo at our local polo field in many tournaments. Not content with riding accomplishments, she set fire to the tennis world competing in the Interclub and local tournaments, winning in all categories. Bart, director of the S.B. Polo and Racquet Club, said “Susie was a bright light in my life.” Susie was a fine athlete.

In 1970, Susie and Bill were blessed with twins, Hillary and Billy, who followed in their parents’ footsteps as accomplished athlete in riding, surfing and snowboarding.

Village Properties welcomed Susie to their company in 1988 as a full fledged realtor. During her time with them, she sold many homes and over 150 polo condominiums where she resided for 30 years.

Susie served as a director of the Polo Home Owners Association and the S.B Polo and Racquet Club.

Susie is survived by her children Hillary and Billy, granddaughter Presly, exhusband Bill, sister Victoria, and brothers Tony and Douglas.

We will all miss and remember Susie for her boundless energy, beauty, cleverness and gorgeous smile. We love you.

Joan Magruder 1939 - 2016

Joan Magruder, a longtime Carpinteria resident, died reluctantly on Sept.

24, 2016.

Born in Whittier, Calif., in 1939 as Joan Oliver, she lived in California nearly all her life.

Joan married Carl Elgan when she was 19 and had three children before the age of 22. She and Carl divorced and she moved with her children to Winchester Canyon. While working at the College of Creative Studies at UCSB, she met and married her second husband, Jack Moore.

Joan moved to Carpinteria in 1973 (where her mother’s family had lived since 1929). She bought a house on La Manida in 1975 that has remained her extended family’s epicenter since—and where Joan hosted epic summers for her grandchildren and holidays for family.

She married Bob Magruder in 1978.

Together they traveled, navigated their way through the death of two of Bob’s children (Sara and James) and became UCSB’s biggest fans. They were separated in 2010 and remained close.

In recent years, Joan cherished her time with her beloved Jerry Richart, who was by her side when she passed.

Jack Michael Staniforth 6/9/1954 - 9/21/2016

Jack Michael Staniforth, 62, of Carpinteria, Calif. passed away peacefully with his wife, Mary, at his side on Sept. 21, 2016 at Serenity House.

Mike’s journey began June 9, 1954 in Santa Barbara when he was born to Beverly Joan and Jack Floyd Staniforth.

Born and raised in Santa Barbara, Mike received a certificate of merit from the Chef de Cuisine Association of California and was trained as a garmache chef. He opened Bonaventure Restaurant in Los Angeles and the Brown Pelican in Santa Barbara. He was Executive Chef at Santa Barbara Yacht Club, Birnam Wood Golf Club, Andria’s Harborside Restaurant, San Ysidro Ranch and H&R Cattle Co.,

The semi-aquatic Joan spent the first part of her career in and around the water, teaching swimming classes, coaching synchronized swim teams and working as a lifeguard. She loved the beach.

Later, Joan worked in media, first as a newswriter and assignment editor at KEYT, scouting stories and then later reporting human interest stories. She interviewed President Ronald Reagan before he ran for office.

Joan went on to work at UCSB in the Office of Public Information. For nearly three decades from a corner office on the ground floor of Cheadle Hall, Joan connected with everyone associated with the media and the university. She publicized UCSB’s academic, scientific and athletic achievements with heart and humanity.

Her award-winning videos were groundbreaking.

Joan had 10 rules for living 1. Talk to strangers 2. Welcome everyone 3. Work hard 4. Ask questions 5. Tip generously 6. Shop locally 7. Cook real food 8. Love fiercely 9. Read constantly 10. Go barefoot Joan is survived by her three children Jody Elgan Thomas (Doug), Adam Khan (Klassy) and Mike Elgan (Amira); her stepdaughter Linda Densmore (Gregg); her nine grandchildren Jessica Lara, Ben Wagner, Kevin Elgan (Nadia), Joya Groves (Jesse), Jordan Thomas, Kenny Elgan, Sara Densmore, Samantha Densmore and William Densmore; her siblings Judith Mulroy and John Oliver.

A wake in Joan’s honor will take place Sunday, Oct. 2, at 2 p.m. at the center of the world, 1306 La Manida, Carpinteria.

Mike was also a member of the Clampers (E Clampus Vitus De La Guerra y Pacheco #1.5) dedicated to the study and preservation of the heritage of the American West.

Mike is survived and forever remembered by his wife Mary, his son Logan, his loving sisters Karen Kester and Jodi Kester, his brother Gary Staniforth, and his nieces Andria Kester and Michelle Staniforth.

Mike was one of the most generous, loving people with a passion for fishing and cooking. Mike’s father thought it was apropos that a fisherman know how to properly prepare his catch. His friends and family benefited from his passion by enjoying his culinary creations. He is best known for his cheesecake and macaroons.

His recipes will forever remind everyone of his generous nature and creativity.

Friends and family are invited to join the family on Oct. 15, at 10:30 a.m. at Butterfly Beach for an ocean-side gathering followed by a celebration of Mike’s incredible life at noon at upper Manning Park, 449 San Ysidro Road, Montecito, CA 93108.

More to the teacher turnover story

In last weeks’ Coastal View News, School Board President Andy Sheaffer trivialized the challenges that CUSD is having in recruiting and retaining highly qualified teachers. Sheaffer suggested that, “CUSD is still able to attract many applicants for its teaching positions” and “CUSD has had a fairly normal turnover in its staff over the past years…”

Sheaffer urged the community to “know the facts.” Yet, he selected to share just one piece of information on the topic of teacher hiring and retention, stating, “We had over 90 applicants for one elementary position recently.”

Here are a few more facts to consider.

Fact: For grades seven through 12, 18 math teachers have been hired in the past seven years. Twelve of those teachers have left our district to pursue other opportunities.

Fact: In the past seven years, the math departments at CHS and CMS have not seen robust applicant pools. In fact, it took CUSD over four months to find a highly qualified math instructor for the most recent open position at CMS. Fact: Every time CUSD hires a new teacher, significant amounts of time, money and material resources are invested into hiring, training and orienting that new teacher.

From our vantage point, CUSD needs school board members who will make decisions that will attract and retain highly qualified teachers. Additionally, we need board members who understand the impact of this issue on teaching and learning.

Our students—your children—deserve better.

Trust in a board legally muzzled

The question has been asked, “Do you know your school board?” I can honestly answer, “Yes, I do.” For over 40 years, I have known them very well. My husband was on the board for more than 20 years, then, subsequently, my daughter has served for another 20-plus years.

Due to privacy laws, even I didn’t always know why they made their decisions but I always knew those choices were made after much study of the issues at hand and that their decisions were always based on what was best for the school district. I understand that many things cannot be released to the public—or even spouses or parents—not by board choice, but by legal constraints.

The one thing I have always known is that my husband and my daughter faithfully gave every issue careful consideration and voted what they felt was in the best interest of the school district. I am also sure that the rest of the present board members are doing the same.

The issues are complicated and require many hours of study to arrive at solution.

I recall there were complaints about the reserves being too large when my husband, Glen Hickey, was on the board. Due to the “excessive reserves” though, when Prop. 13 was passed, Carpinteria was the only district in the county that didn’t have to lay off teachers. At the present time, there are school districts in California who are in serious financial trouble, largely due to actions of the state. Much of this is confidential and sometimes we just have to have faith in our board having the “big picture,” even if they can’t always discuss it.

I am confident that our present school board is making the best decisions possible based up on careful—and lengthy— consideration.

The real deal on teacher raises

In last week’s Coastal View News, I was disappointed to read CUSD Board President Andy Sheaffer’s comments to the community, which simply did not report the “facts” accurately.

He stated that CUSD “teachers and staff have had salary increases of 7.25% over the past 2 years, as well as fully paid family health insurance benefits, including premium increases.” This statement is fundamentally untrue.

The facts are: 1.) CUSD employees have only received a 4 percent salary increase over the past two years.

2.) This was provided at the conclusion of the 2014-15 school year.

3.) In order to acquire this 4 percent increase, district staff agreed to erode their health care options by increasing their out-of-pocket contributions.

4.) This employee sacrifice saved the district $240,000 in the 2015-16 school year, and will continue to do the same each year going forward.

I appreciate the opportunity to clarify the record.

Claffey gets my vote

One of the most important elections at this time for our community is the school board election. This time we are fortunate to have well educated native Carpinterian, Maureen Foley Claffey, running. There are three candidates running for two seats. Maureen is the daughter of Paul Foley, a former school board member who was highly respected.

Her mother Mary comes from the pioneer Bailard family. Maureen is a teacher, and so is her husband and so was her mother. Their family has long history of supporting public education. Maureen has a 4-year-old daughter in Aliso’s TK program.

She strongly supports teachers, parents and most of all children. Maureen is a local business person, and will bring her business sense and her love of children to the complex and challenging duties of a school board member.

Water, water nowhere

Since Lake Cachuma was last full in May 2011, there have been years without the lake level going up by as much as a single inch. We like to gripe about the $30 a month charge on our water bills for state water, but state water inflow is the only thing keeping any water in the lake. We

That state system has been supplying about 44 acre-feet a day into the lake since last spring and the accumulated total is now over 9,800 AF. Compare that inflow to the current storage of about 14,440 AF and you see the importance of state water.

The lake continues to empty and it is now at 7 percent capacity and elevation 647 feet (down from 753 feet when full) and when it gets down to 631 feet, either the current pumping scheme must be modified or the planned direct connection between state inflow and pumped outflow will have to be built. None of that is for free, but at least it might mean water coming out of the tap when we turn the handle. So, our water providers have us covered—for now—but hold onto your wallets. Scarce water is expensive water.

Hill doesn’t fit the bill

A few comments on Larry Nimmer’s “Hill fits the Bill” letter to the editor, as I am the “Hillary for Prison in 2016” perpetrator quoted in last week’s “Man on the Street” column in Coastal View News: Larry and I had a good conversation on this subject while enjoying a beer at Island Brew, and since he felt compelled to present his opinion to the public, I too shall opine.

In my humble opinion, we the people have been taken advantage of by politicians on all levels for decades. We vote these people into office with the hope they will better our community, state and country, and all we get is more rules, regulations, fines and taxes. A simple example is our public schools and our roads and highways. In California alone, a few decades ago, we had the best of both and now, arguably, we have the worst in the nation.

Back to Hillary—what she stands for, in my opinion is more of the same on steroids! If you are happy with the result of the last eight years, you will probably be thrilled with what she has in store for you.

One of the best things Trump has going for him is that career politicians on both sides do not like him! This isn’t because he is unfit to be president or unstable and will get us into a war, or he disrespects women. Those are scare tactics to get the lemmings to vote for more of the same so all the politicians can continue to bill us for their lavish lifestyles. Trump, good, bad or indifferent, represents real change in the political landscape, like nothing we have ever seen.

Trump knows how to get things done on time within a budget. The fact that he has no experience working within government is a huge bonus. My parting thought, If Hillary is the smartest most qualified person for this job and knows how to fix all these issues, why is she just now speaking up?

“WATER”

Dear Carpinterians, I would love to speak with each one of you individually, but this is not possible. Therefore I am writing this, the first of two open letters, to inform you of what I hope to achieve if elected to our City Council. There are many threatening issues and problems that have been neglected too long and should be addressed immediately.

If we continue to ignore them as we have, they will affect our lives and community forever. I am just as concerned as the other candidates about our schools, the bluffs, fracking, affordable housing, seniors, homelessness and making our community a safe and better place to live. However, two items are paramount in their importance to our community. I should say first, that I have been self-educating myself for almost 25 years on how limited water, climate change, pollution and sea-level rise will affect our community now and in the future. I am certainly no scientist but this is what I think climate scientists have been trying to warn us about for years.

Water is number one. Water is life. Unfortunately because of a disastrous 5 year drought, for the first time in our history we have run out of water from our main source at Lake Cachuma. There is not a drop of water in the lake that belongs to us. Lake Cachuma is now just a conduit for state water.

Make no mistake about it, we are on the brink of an unprecedented water crisis and yet no one has sounded an alarm. No one has informed us on how or when to prepare for such a severe water shortage.

Why have our city officials and city council been so strangely silent on this most serious of issues?

What I fear the most is when Lake Cachuma is reduced to under 12,000 acre feet it will become a “deadpool” and more difficult to withdraw our already insufficient allotment of state water. And we still have to pay for it whether we are able to withdraw it or not.

Our water district GM says we may have about a year and a half left before we will have to start relying entirely on our groundwater unless rainfall returns to normal. It would be devastating to rely entirely on our groundwater as it would require everyone to use less than half the water you normally use and the drought surcharge will go up drastically. It is hard to believe that we have not done more to develop new sources of water considering how long it takes to develop a new source. We have never in our history been in such an ominous situation. Imagine if you will, having to cut your own water usage in half and paying more. As an example, my wife and I use 3 units of water a month. One unit of water is about 750 gallons, so we use 2250 gallons of water a month or 75 gallons of water a day between us. We have no lawn or trees and just a few shrubs which we water with saved shower water.

We only use water for cooking, laundry and personal hygiene. So, halving our water usage would have a devastating effect on the quality of our lives as it would on the lives of everyone else in our community.

What about seniors, the infirm and children. How do you tell them there is no more water?

Another example, Santa Catalina Island just recently entered a stage three drought alert.

This means that they must cut their daily usage by 50% and rates have skyrocketed, but they have also taken the initiative. They have embarked on desalinization and even use sea water to flush their toilets.

For us, severe conservation measures will be our only option while new alternative water sources such as recycled water, desalinization of our large brackish aquifer, new reservoirs, storm water capture and other sources are developed to supplement our precious groundwater. The problem is that these alternative measures take years to come to fruition and time is running short. There is a page on the Carpinteria Valley Association website that reads: “What if you turn on the tap and nothing comes out”.

That time is closer than you think. I believe our community needs a gut-wrenching reality check about how severe the state of our water is. If elected as your council member, I will make sure that everyone understands exactly the gravity our situation and to help you understand how our responses to limited water resources and climate change are going to directly affect your life and the lives of your family in the years and decades to come. I have sounded the first alarm.

Investigation details CFS/Canalino divide, plots corrective course

BY LEA BOYD An investigation report released this month in response to a complaint over the ethnic and socioeconomic divide between Carpinteria Family School and Canalino School, found that although the divide came about unintentionally, the district should now take corrective action to improve equity between the two schools.

“The CFS and Canalino communities are significantly divided, with the racial and socioeconomic disparity between the schools creating an unsustainable ‘us versus them’ mentality that models segregation for the students,” stated the report written by lawyer Felicita Torres, who was hired by the district to investigate the formal complaint filed last May by then Canalino parent Jessica Isaac.

Isaac’s complaint highlighted issues arising from Canalino’s predominantly Hispanic population and CFS’s predominantly white population co-existing on a shared campus. She asserted that CUSD is legally required to balance the racial makeup among schools. The report, however, found that the district would be in violation of the law if it placed students in schools to promote racial balance. Nonetheless, actions should be taken, according to the report, to address CFS’s evolution “into a relatively whiter, wealthier and smaller ‘enclave’ within the Canalino campus site.”

Efforts to bridge the gap between the schools are already underway, the board of education learned at its Sept. 27 meeting. Canalino Principal Jamie Persoon and CFS Principal Barnaby Gloger, who took the helm of CFS last June, have collaborated extensively to create a “campus culture,” as opposed to two separate school cultures on one shared campus.

The two principals chair a committee charged with addressing each finding in the report. They have begun holding joint parent meetings for both schools, and will combine a number of activities this year.

Student lunches, which had been separate, are now held at the same time and location, and aides on the playground have been instructed to serve all students and encourage unity on the campus.

The report validated a number of the concerns that Isaac brought up in her complaint, several of which already have been corrected. CFS’s parent policy suggested that dedicating time to the classroom and raising $500 annually for the school was mandatory. That language was amended last year, but for many years, “families of a lower socio-economic status were likely deterred from seeking admission to CFS, or even deterred from finding out more about the school,” stated the report.

Isaac questioned the transparency and fairness of the CFS lottery for enrollment.

Though the report found no evidence of bias in the lottery, it recommended that the lottery be conducted publicly in the future to eliminate suspicion of tampering.

The complaint accused CUSD of unfairly allowing Title 1 funds, which Canalino receives due to its high percentage of socio-economically disadvantaged students, to benefit CFS, which doesn’t qualify for Title 1. Teasing apart those who benefit from funding and by how much was impossible to determine, the report stated, and also found that there had been no intentional diversion of funds. Gloger and Persoon announced that they felt the issue of the shared campus resources, such as the library, playground equipment, and joint activities such as Math Superbowl, would be resolved through a cost sharing formula based on student population—CFS will pay 12 percent of the costs related to resources it utilizes on the campus.

In 2015-2016, the lottery for CFS included 20 white children, two Hispanics and one English learner. According to the report, “This disparity belies reported statements made by members of the CFS community that ‘we can’t help who applies to our school,’ and suggests that improved outreach targeted at the ELL and Hispanic families in the District should be considered.” Suggestions for improved outreach include holding annual bilingual presentations in all area preschools and relying on current Hispanic or bilingual parents to serve as “ambassadors” to reach out to other members of the Spanish-speaking community.

Isaac said that overall the report successfully addressed many problems she has witnessed between the schools in her years as an active parent at Canalino School. Her complaint, along with her letter to the editor published in Coastal View News last spring, publicized an issue that can be uncomfortable to discuss openly.

She tried for years to address it with the district’s superintendents, she said, who repeatedly failed to take it seriously. The changes she sees already are encouraging, she said, adding that she is sorry for any hurt feelings resulting from her bold statements about segregation on a public school campus.

Gloger noted that the issues facing the two schools on the shared campus are complicated and that not everyone involved will agree on how to move forward. Gloger relayed a comment made to him recently to the school board about the issue: “I said it’s going to be a bumpy road, and they said, ‘at least it’s going somewhere.’”

“Call me Shannon,” Dr. Shannon Coletti said as she sat down in her office to discuss the school year ahead.

Having come to the position of Carpinteria Middle School principal with very short notice due to the resignation of former CMS Principal, John Merritt, at the start of the school year, Coletti said, “Our job is in supporting the students, keeping adult issues away from them. I want them to come every day running to school, so they can’t wait to get here.”

“We teach the Common Core Standards,” Coletti said. The Common Core State Standards are defined by the California Department of Education as “what students should know and be able to do in each subject in each grade… Teachers, parents, and education experts designed (the core standards) to prepare students for success in college and the workplace.”

Yet Coletti pointed out, “if I see a child who needs support and intervention or acceleration, we have resources to meet those needs.” She also instigated a special “mini-assembly” to focus on and welcome sixth–graders just entering middle school.

Currently holding two jobs as both Principal and Director of Educational Services, Coletti said, “We’re going to define what that’s going to look like into the future.” But having raised three kids (two sons and a daughter) to be successful adults, and earning her doctorate in education at UCSB in 2011 while still teaching full-time in Oxnard, Coletti clearly has experience multitasking.

Like Michelle Fox, the new principal at Aliso School, whom Coletti met while the two were earning their doctoral degrees at UCSB, Coletti finished the requirements for her degree a semester early.

“I guess you could say Dr. Fox and I are driven,” she said with a smile.

Locals swim, bike, run under the sun 19th Annual Carpinteria Triathlon charges through town Photos by Robin KaRlsson and lea boyd As the thermometer crept ever higher last Sunday morning, hundreds of athletes from all over the state sweat their way through the 19th Annual Carpinteria Triathlon. Chris Braden won the Olympic course race—a 1.5k swim, a 40k bike ride and a 10k run—with a time of 1:55:51. Jacob Ford of Fountain Valley, Calif., took first overall in the Sprint—a .5k swim, a 15k bike ride and a 5k run––with a 51:07 finish. The event raises funds for the City’s Parks and Recreation youth programs.

Mariann Thomas of Carpinteria finished the Olympic course in 2:47:35. She ranked first in the women’s 50-54 division.

Joel Carty of Carpinteria finished the Sprint course in 1:08:33. He was fifth in the men’s 30-34 division.

Nikki Puentes-Niels finished the Olympic course in 3:35:59, good for eighth in the women’s 35-39 division.

Proceeds provide scholarships and additional equipment for programs such as Junior Lifeguards and other ocean recreation programs.

As usual, Coastal View News aimed its cameras at the local athletes. The race’s fast pace and difficulty of identifying athletes makes it impossible to include everyone, but here is a sample of what our Carpinteria guys and gals accomplished on Sept. 25.

Sean Kelly of Carpinteria finished the Sprint course in 1:11:20, which earned him ninth in the men’s 35-39 division.

Nick Koepenick of Carpinteria finished the Sprint course in 1:06:22. He placed third in the men’s 30-34 division.

Jennie Neuron of Carpinteria finished the Olympic course in 3:30:52 to place seventh in the women’s 35-39 division.

Leaf mulch

rule of thumb. Chopping the leaves and mixing them with other ingredients can speed decomposition by five times. Since it’s doubtful your lawn mower is getting much use these days, dust it off, lay the leaves on your dead lawn and start mowing (especially effective if you have one of those mulching mowers) to chop them into smaller pieces. Then rake them up and mix them into your compost pile. If you get this going now, you will have a lovely large pie of compost ready to use in your spring plantings.

If you don’t have the time, patience, or room to make your own compost or leaf mold, use the leaves as mulch. Smaller leaves like oak or elm can be put down as is, but be sure to shred the larger leaves.

Don’t pile mulch on the plants themselves.

If you cover your garden with at least 4 inches of mulch, your plants require 50 percent less water. Now that is good news!

Here’s an autumn primer on using leaves.

Leaf mold

Scientific studies have proven that leaf mold makes the very best planting medium. Leaf mold absorbs five times its weight in water so is a fabulous addition to our soil in these dry times. But what is leaf mold? Leaf mold is simply composted leaves without the addition of nitrogen.

Just like making compost, shredding the leaves will speed the process of decomposition. One easy way to make leaf mold is to put the shredded leaves in large plastic bags, moisten with water and poke Casitas Pass Rd a few holes in the bags. The other way is to shred the leaves, put them in a pile, keep it uniformly moist and turn it every month or two. You’ll have a beautiful pile of leaf mold in 12 months. Cover the pile with a tarp to retain heat and moisture.

Another way to use your leaves is this: Shred the leaves then spread them atop your vegetable garden after it is done for the season. Till it in and let it rest until spring.

BY ALONZO OROZCO Old Tri-Valley League football foe Oak Park clashed with Carpinteria High School under the Friday night lights at Valley Memorial Stadium on Sept. 23, walking away with a 40-7 victory. It was the first home loss for the Warriors who fell to 1-3 on the season to help the Eagles improve their record to 4-1.

Quarterback Vincenzo Granatelli got Oak Park on the board early when a 14yard touchdown run off the option put the Eagles up 7-0 with 10:28 remaining in the opening quarter. The key play of the quick drive came on running back Bryce Hardy’s 43-yard run all the way down to the Carpinteria 15 to set up the score.

Oak Park tacked on another touchdown when wide receiver Nick Catania caught a pass over the middle thrown on the fly from Granatelli, then turned it into a 40-yard score to make it a 14-0 lead with just 47 seconds to play in the first. The Warrior pass rush was a little late on the play. Granatelli took a hit just as he released the ball but still finished the play.

It wouldn’t take Carpinteria long to get on the board in the second quarter when quarterback Mike Garibay found a wide open Alex Martinez who sprinted 39 yards on the reception to make it 14-7 at the 10:37 mark.

The Warrior defense tightened up on the next drive, forcing an Eagle punt by Reese Smith that pinned Carpinteria back at its own 11. A three-and-out and a short Warrior punt put Oak Park back in business. Granatelli wasted no time hooking up with wide receiver Michael Hewitt, completing another 40-yard pass play to make it a two-touchdown lead again with a little more than four minutes until halftime. The Eagles would take the 21-7 lead into the half.

Cate crushes Frazier Mountain

The Cate School Football team got into the win column for the first time this season with a 52-0 victory at home against Frazier Mountain on Sept. 24, improving their record to 1-2 on the year. With seven minutes to play in the first quarter, Ram quarterback Jack Deardorff ran in for the game’s first score to make it 6-0. Shortly thereafter, the sophomore quarterback found senior Chase McCaw to complete the scoring pass play and make it 12-0 Cate.

Then, with under a minute left in the first, Deardorff hooked up with senior Ryder Dinning for his second touchdown pass of the day to make it 19-0. At the 10-minute mark of the second quarter, Deardorff ran in another for his second touchdown on the ground, building the lead to 26-0. Sophomore Drew Anastacio ran for another score, and under a minute later, McCaw tallied his second touchdown of the game, returning an interception to the house. It would be one of two interceptions on the day for McCaw. Suddenly, it was 40-0 with eight minutes still to play in the half.

Sophomore Cal Sinclair ran in yet another TD with two minutes to go, and the Rams went into the intermission with a 46-0 lead. Cate would add one more rushing touchdown by junior Desmond Castillo in the fourth quarter to seal the 52-0 win. Senior Juan Magalheas also had two interceptions for the game.

Tritons shave off time in first meet of the season

In its first swim meet of the fall season, the Carpinteria Aquatics Club Swim Team brought nine swimmers to the PVST Camarillo Swim Meet at Adolfo Camarillo High School on Sept. 24. Guilia Piccoletti swam at her first ever USA Swimming meet, competing in the 50 butterfly, 50 back stroke, 50 breast stroke, and 50 free style and the 100 IM. Lexi Persoon, Sydney endow and Nathan endow from Carpinteria High School each had over great time improvements. Noteworthy were their personal best finishes in the 50 free event: Persoon with a time of 28.53, Sydney with 29.61 and Nathan with a 26.47.

Carpinteria Middle School student Taylor Classen shaved off 4 seconds on her 50 free, finishing in 31.59. Fellow CMSers Augie Sheaffer and Ian Thomas improved in numerous events, particularly the 50 breast. From Aliso School, eli Sheaffer and Matthew endow also had great swims. In the 50 free, Matthew drastically dropped his time to 35.50 and eli to 40.50. “Overall the swimmers had great swims and all showed a lot of improvement and new determination in their swims,” reported coach Morgan Youngs.

Girls tennis

Sept. 21 - The Cate School girls tennis team claimed a 12-6 victory at Santa Ynez.

The contest was between the two top-ranked teams in Division Two. Cate won seven of nine sets in doubles, including a sweep from Summer Christensen and Sarah Polowczak as the number-one team. In singles play, Grace Fuss took out three-time defending Los Padres League singles champion Mary Kavaloski. “Fuss showed that, despite it being a case of freshman against senior, she has the match-experience and determination to beat highly-rated players,” explained Rams coach Trevor Thorpe.

“I’m proud of the way we’re playing right now, especially considering this was only our second match of the season, but we can’t fully let this victory register yet.”

Cross country

Sept. 22 - The Cate School cross country teams opened their league season at Camino Real Park in Ventura. Junior Isabela Montes de Oca led the Rams to a ninth-place finish, ending up 10th with a time of 20:02. Freshman Lina Infante finished 47th at 23:39, followed by sophomore Kate Bradley, who took the 50th spot in 23:59. In the boys race, junior co-captain Kyril Van Schendel ran his best time on the Camino Real course, running 15:53 to finish second on the afternoon. Sophomore Josh Shields and junior Ian MacFarlane finished together in 35th and 36th, 18:53 and 18:56. Senior cocaptain Francesco Duffy-Boscagli was 45th in 19:18, and freshman Pierce Thompson in his Tri-County Athletic Association debut finished 59th in 20:26.

Sept. 23 - The Carpinteria High School girls tennis team beat Laguna Blanca in a non-league match, 10-8. The team of Athena Cuellar/Jeanette Fantone swept its three sets and dropped four games on the day. “The team of Alejandra Garcia/Alejandra Alvarez is really starting to come together,” said Warrior coach Charles Bryant. “Both are very new to tennis, but are such good athletes they are picking it up quickly.” The duo won two of their three sets, as did the team of Anna Artiaga/Josie Gordon. Carpinteria is now 6-4 overall and still 0-2 in the Tri-Valley League.

Sept. 22 - The Carpinteria High School girls golf team notched a 249-284 win over the Flashes from Fillmore. Leading the way for the Warriors were Mikayla Blair and Samantha Saenz with matching 47s at Elkins Ranch Golf Course. Juliet Parsons was the team’s third best scorer, shooting a 51. With the win the girls from CHS move to 5-2 while Fillmore drops to 3-5 on the year in the Tri-Valley League.

Sept. 22 – The Carpinteria High School girls volleyball team traveled south to the confines of Hueneme, home of the Vikings, falling on the road by a match score of 3-1. Setter Lupe Saldana was absent, and Odalys Martinez stepped into the vacancy.

Outside hitter Corina Porter ended up with 12 kills and seven digs. Gaby Rigonati provided three blocks. Starting outside hitter Jenny Alaniz ended the match with nine kills and four aces. “The Warriors gave it one hundred percent, but Hueneme’s hitting power was too much for Carpinteria,” said Warrior coach Dino Garcia.

Sept. 22 - The Carpinteria High School girls tennis team dropped its second straight match in a row, this time to La Reina, 14-4. Athena Cuellar/Jeanette Fantone won two out of three sets but dropped a third to the Regents number-one team, 7-5. Hali Schwasnick/Anna Artiaga picked up a tiebreak win. Sept. 22 - The Carpinteria High School cross country team participated in the TriValley League Meet number one at El Camino Real Park in Ventura with the boys team finishing in fourth place, and the girls team finishing in eighth. The top Warrior finishers for the boys were Caleb Classen in 22nd place with a time of 17:41; Sam Truax, 25th in 18:04; and Bernardo Cardona in 27th at 18:14. Meanwhile, the girls top performers were Mikela Keefer in sixth in 19:26; Alondra Campuzano in 31st in 22:01; and Emmelly Santillan in 49th with a time of 23:56.

Mom and Dad

A 911 call on Sept. 4 at approximately 8:32 p.m. brought Sheriff’s deputies to a Linden Avenue restaurant on a report of an intoxicated couple and a possible domestic dispute. Upon the deputies’ arrival, a citizen directed them to a parked car on 7th Street where a man was loading items into the trunk. Upon approaching the man, the reporting deputy noted that he was unsteady on his feet and had a strong odor of alcohol about him.

The deputy also noticed a 3-year-old girl asleep in a car seat in the back of the vehicle. After directing the man to sit on the curb, the deputy asked him how he planned to get home with the girl, and the man responded that he was going to call a cab. When asked where his girlfriend (and mother of the sleeping child) was, the man said he didn’t know and that she’d walked to the beach.

A woman then approached, and the deputy noted that she “stumbled up to our location” and also smelled strongly of alcohol. When directed to sit next to the man, the woman fell backwards before sitting up again to scoot herself towards the edge of the curb. Speaking with the reporting deputy, the man said that they had spent the day on the beach in Carpinteria and had had two drinks with dinner at a nearby restaurant. The man also said that the woman was too intoxicated and would not listen to him.

The woman told deputies she was staying at the campground, but when they asked the site number the woman first said she didn’t know, and then said that she didn’t have to tell them. The woman said that the man was drunk and did not know what he was talking about.

The deputy summarized the incident: “Due to (the man and woman) becoming intoxicated to the point they could not care for themselves or others, and being completely unable to care for their 3-yearold daughter (the man and woman) were in violation of Child endangerment.”

The two were arrested and taken to

Santa Barbara County Jail, and the girl’s grandfather came from Santa Barbara to pick her up.

On Sept. 14 at approximately 12:41 a.m., a Sheriff’s deputy conducted a traffic enforcement stop for a van with a broken taillight. Upon checking the license belonging to the driver, the deputy asked if he could search the man’s vehicle. The deputy asked a woman in the passenger seat if he could search her bags and she declined. While searching the back of the van, where a bed was installed, the deputy found a plastic bag with a glass pipe and a small container with suspected methamphetamine. The deputy also found less than one ounce of marijuana, for which the man said he had a medical recommendation. The deputy arrested both the man and the woman for the paraphernalia and methamphetamine and transported them to Santa Barbara County Jail.

Donut disturbance

On Sept. 7 at approximately 10:40 a.m., Sheriff’s deputies were dispatched to a donut shop on Carpinteria Avenue on a report of a man yelling and causing a disturbance. When deputies arrived, the man had fled. Deputies were called back to the donut shop twice more over the following hour-and-a-half, as the man returned and fled each time the owner

called the Sheriff’s Office. The owner told deputies that he had an ongoing issue with a man causing disturbances at his shop and staring at female patrons, making them feel uncomfortable. The man had urinated while seated in front of the shop on this particular day, the shop owner said. Deputies located the man in an alleyway behind the donut shop and advised him that he was not allowed back in shop or he would be arrested.

In speaking with the man, the reporting deputy noted that he appeared to have a mental disability as he said, “My parents told me I could go out and exercise,” as a response to several of the deputy’s questions. The man denied urinating at the donut shop, although the deputy noted that the man’s “pants fly was open.” Asked if he understood that he was not supposed to return to the donut shop, the man said, “People are harassing me,” although the deputy reported that the man agreed that neither the donut shop owner nor the deputy were harassing him. The deputy stated: “This report was authored to document the circumstances and the delivery of a trespassing advisement.”

False registration and a little more

On Sept. 17 at 11:37 p.m., Sheriff’s deputies followed a vehicle from a parking lot on Casitas Pass Road to Southbound Highway 101, and then initiated a traffic stop at Highway 150 for a suspicious looking registration tag. A records check revealed that the vehicle registration had not been paid and that the registration sticker was stolen. A man was driving the vehicle with a female passenger in front and a female juvenile, the woman’s daughter, in the back seat. Upon identifying the man, the deputies discovered that he had a no-bail felony warrant for his ar-

rest and “swiftly took him into custody.”

The terms of the man’s probation allowed for unrestricted search terms, and deputies found multiple used syringes in the car and a pill bottle with approximately 1 gram of methamphetamine.

The reporting deputy noted that the man responded to questions of whether he would speak to the deputies and if he understood his rights, by saying, “Yes sir.” The deputy also noted that the man told him that “Everything (in the car) was his.” When the deputy asked the man what he meant, the man replied, “anything you found.” Additionally, the deputy noted that during their conversation the man “was extremely honest with me and quite remorseful. He spoke of an eight-year period of sobriety and his recent relapses. He also indicated his desire to ‘get clean’ and be a better father for his children.” The man was transported to Santa Barbara County Jail, and the woman was advised about her registration issues and released with her daughter.

Too many times

On Sept. 20 at approximately 3 p.m. deputies responded to a call from a business owner on Carpinteria Avenue because a woman was passed out in the doorway of the business. A strong odor of alcohol came from the woman, and when the deputy asked her how much she had had to drink she said, “Go f--yourself.” The woman had been arrested three times over the previous eight days for public intoxication in Carpinteria, and was also arrested the previous month on Linden Avenue for public intoxication and threatening a man with a knife. She was arrested again and transported to Santa Barbara County Jail.

ORDINANCE NO. 711 EXTENSION OF AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARPINTERIA, CALIFORNIA ESTABLISHING A MORATORIUM ON THE ISSUANCE OF BUSINESS LICENSES AND/ OR TRANSIENT OCCUPANCY TAX CERTIFICATES OR ANY OTHER ENTITLEMENT FOR THE OPERATION OF SHORT-TERM RENTALS WITHIN RESIDENTIAL ZONES.

WHEREAS, pursuant to the City of Carpinteria’s (“City”) police power, as granted broadly under Article XI, Section 7 of the California Constitution, the City Council of the City (“City Council”) has the authority to enact and enforce ordinances and regulations for public health, safety and welfare; and WHEREAS, the City’s zoning ordinance currently allows rentals of residential units for periods of thirty (30) consecutive days or less (“short-term rentals”) in the City’s Planned Residential Development Districts (“PRD District”) and all of the City’s Central Business District (“CB District”) and Commercial Plan Development Districts (“CPD District”) and prohibits shortterm rentals in all Single-Family Residential Districts (“R-1 District”), Planned Unit Development Districts (“PUD District”), and Mobile Home Park Plan Development Districts (“MHP District”); and WHEREAS, legal operation of a shortterm rental requires issuance of both a business license and transient occupancy tax (“TOT”) certificate from the City; and WHEREAS, the City currently offers a wide variety of options for overnight visitors, ranging from campground spaces to motel and hotel rooms to bed and breakfasts to legally operating licensed and certificated short-term rental units, which are not affected by this urgency ordinance (“Ordinance”); and WHEREAS, online host sites increasingly have become a popular marketing technique to advertise residential units that are available for short-term rental use; and WHEREAS, the City has recently experienced a sharp increase in the number of residential units being converted to short-term rentals; and WHEREAS, the City’s character as a classic California beach town and its reputation as a desirable vacation destination substantially increases the likelihood that residential units will continue to be converted to short-term rentals at a fast pace within the City’s boundaries; and WHEREAS, both the availability and affordability of housing is already very low in the City, making it extremely challenging for first time home buyers to enter the housing purchase market, for renters seeking other than short-term rentals to find available housing, and for business owners to meet the housing needs of their employees; and WHEREAS, residents living in close proximity to the locations of short-term rentals have expressed concerns to the City regarding the excessive noise, disorderly conduct, overcrowding, traffic congestion, illegal vehicle parking and the accumulation of refuse attributable to short-term rentals which have required an escalation in responses from police, code enforcement, and other City services; and WHEREAS, the City Council finds that the above conditions create substantial health, safety and welfare problems for the City, its residents and its businesses; and WHEREAS, on August 10, 2015 the City Council directed City staff to prepare a proposal to adopt zoning regulations for short-term rentals within the City, including but not limited to consideration of designation of zone district boundaries in which such uses should be allowed, quantitative numeric caps on the number of such uses, and required operational restrictions; and WHEREAS, California Government Code Section 65858 provides that for the purpose of protecting the public safety, health and welfare and without following the procedures otherwise required prior to adoption of a zoning ordinance, the City Council may adopt, as an urgency measure, an urgency ordinance prohibiting any uses which may be in conflict with “a contemplated general plan, specific plan, or zoning proposal that the [City Council], planning commission or the planning department is considering or studying or intends to study within a reasonable time”; and

WHEREAS, on April 25, 2016 the City Council approved Ordinance No. 708 which, pending the California Coastal Commission’s (“Coastal Commission”) review and approval, adopted amendments to the City’s Local Coastal Program and Zoning Code regarding Short-term Rentals; and WHEREAS, on May 16, 2016 the City submitted Ordinance No. 708 to the Coastal Commission for approval of Local Coastal Program Amendment LCP-4CPN-16-0024-1; and WHEREAS, although the City has made progress (as outlined in the report prepared pursuant to Government Code Section 65858(d)), the City is still waiting on approval of the Local Coastal Plan Amendment to modify the City’s zoning ordinance and other regulations to address regulation of short-term rentals; and WHEREAS, the provisions of Government Code section 65858 provide that the City Council may extend the interim ordinance for a period of one additional year upon notice pursuant to Government Code section 65090 and a public hearing at which the City Council adopts the extension by at least a four-fifth (4/5) vote; and WHEREAS, pursuant to the requirements of Government Code Section 65858, a notice of public hearing about the proposed one-year extension of this temporary urgency moratorium, originally enacted on October 26, 2015 and extended on November 23, 2015, has been placed in a newspaper of general circulation within the City; and WHEREAS, pursuant to the requirements of Government Code section 65858 the City Council has determined, by at least four-fifth (4/5) votes, to extend this Ordinance for the immediate preservation and protection of the public health, safety and welfare of the community.

NOW, THEREFORE, THE CITY COUNCIL HEREBY ORDAINS AS FOLLOWS: SECTION 1. Recitals Incorporated.

The above recitals are incorporated herein and are each relied upon independently by the City Council in its adoption of this Ordinance.

SECTION 2. Declaration of Urgency.

The City Council of the City hereby finds and declares that, for the reasons set forth in the above Recitals, there is a need to extend this Ordinance establishing a moratorium on the issuance of all business licenses and/or TOT certificates or any other entitlement for the operation of shortterm rentals within the City’s residential zones, subject to the findings and conditions contained in this Ordinance. Prior to the issuance of further entitlements for short-term rentals within residential areas, the City staff needs time to study the Carpinteria Municipal Code (“CMC”), including the zoning ordinance, and other regulations to ensure that the provisions of the zoning ordinance regarding short-term rentals are compatible with and support the City’s General Plan, insure consistency with surrounding land uses, are in compliance with evolving state and federal law, and adequately insure that the effects of such land use on the health, safety and welfare of the residents and businesses of Carpinteria are adequately addressed.

SECTION 3. Moratorium.

Notwithstanding any other provisions of the CMC or any other ordinances or regulations of the City to the contrary, no business license and/or TOT certificate or any other entitlement which has as its result the approval or allowance of the operation of a short-term rental within the City’s residential zones shall be granted or approved by any employee, department or commission of the City while this Ordinance is in force.

SECTION 4. Immediate Threat.

Based on the findings herein, this Ordinance is adopted pursuant to California Government Code Section 65858; adoption of such Ordinance is required in order to address the current and immediate threat identified by the City Council to the public health, safety and welfare of residents and businesses that would result from the grant of new business licenses and/or TOT certificates for the operation of short-term rentals within the City’s residential zones.

WHEREAS, on October 26, 2015 the City Council determined by unanimous vote to enact Ordinance No. 705 pursuant to the requirements of Government Code section 65858 for certain expressed purposes for a period of forty-five (45) days; and

SECTION 5. Hardship Exception/Waiver.

The City of Carpinteria, on a case-by-case basis, shall have the authority, upon a showing of good cause by an applicant, to waive the interim prohibition/moratorium imposed by this Ordinance and allow for the granting of a business license and/or TOT certificate to said applicant. Good cause shall mean a factual and evidentiary showing by the applicant that the interim prohibition/moratorium, if not waived, will deprive the applicant of substantially all reasonable economic use of his/her property. All such applications for waiver shall be filed with the City Community Development Department. Fees for waiver applications and associated appeals shall be the same as those charged for issuance of a business license and/or TOT certificate.

WHEREAS, on November 23, 2015 the City Council determined by unanimous vote to enact Ordinance No. 706 pursuant to the requirements of Government Code section 65858 for certain expressed purposes for a period of ten (10) months and fifteen (15) days; and

SECTION 6. Definition of Short-Term Rental For the purposes of this Ordinance, “short-term rental” is defined as the rental of residential units for a period of 30 consecutive calendar days or less, subject to applicable city and/or county land use regulations, permitting and licensing

WHEREAS, in the absence of an urgency moratorium, the City’s ability to effectively address in a timely manner the negative impacts caused by short-term rentals on the public health, safety and welfare will be seriously compromised; and

This Ordinance shall be in effect for a period of up to one year immediately following the date of expiration of Ordinance No. 706, which is October 24, 2016.

SECTION 8: Property Transfers and Existing Short-Term Rentals.

If a property that has been issued a valid business license and TOT certificate authorizing operation of a short-term rental use undergoes a change in ownership during the moratorium enacted pursuant to this Ordinance, the new owner may amend the existing business license and TOT certificate to reflect the change in ownership and may continue such use in compliance with all conditions and requirements.

SECTION 9: Amendment of Ordinance.

The City Council by ordinance after notice of public hearing and by the affirmative vote of at least four-fifths (4/5) of the City Councils may modify, amend, delete or add to this Ordinance upon a finding that such action will implement and enforce the goals, policies, and purposes of this Ordinance.

SECTION 10: Severability.

If any section, subsection, sentence, clause, phrase or word of this Ordinance is for any reason held to be invalid by a court of competent jurisdiction, such decisions shall not affect the validity of the remaining portions of this Ordinance. The City Council hereby declares that it would have passed and adopted this Ordinance, and each and all provisions hereof, irrespective of the fact that one or more provisions may be declared invalid.

SECTION 11: CEQA Exemption.

The City Council finds that this Ordinance is not subject to the California Environmental Quality Act (“CEQA”) pursuant to Title 14 of the California Code of Regulations, CEQA Guidelines Sections 15060(c) (2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment), 15060(c)(3) (the activity is not a project as defined in Section 15378), and 15061(b)(3) (there is no possibility that the activity may have a significant effect on the environment); the Ordinance prevents changes in the environment pending approval of the City’s proposed Local Coastal Plan Amendment addressing regulation of short-term rentals and thus has no potential for resulting in physical change to the environment, directly or indirectly.

Photos by Joshua Curry The Aliso School Jog-a-thon transformed into a rainbow this year as the first ever Aliso School Color Run. Students brought home fundraising packets in the weeks before the event and through donations from neighbors, friends and family (and with proceeds from a bake sale and lemonade stand or two) the Lions raised nearly $17,000 for field trips and partial funding for P.E. and science instruction. In the morning of Sept. 23, the lower grades hustled around the track to the sounds of Michael Jackson pumping through the sound system while volunteers threw color blasts from around the perimeter. The older students joined in high-energy fun in the afternoon. Kids sported sunglasses to keep the dyed cornstarch out their eyes while letting the colors transform them into rainbow runners. Gooooo Lions!

In August, Christine and Robert Thompson (with a copy of CVN) visited the Charles Darwin Research Center on Santa Cruz Island in the Galapagos Islands of Ecuador, where they encountered the famous land tortoises that so intrigued the father of evolution. The Thompsons, who recently moved to Carpinteria from Thousand Oaks, also visited Floreana Island in the Galapagos and Post Office Bay, where for centuries seafarers have left mail to be delivered by other sailors. The couple found two postcards with addresses in Carpinteria, and delivered those. They also left several cards to be picked up by others, sometime in the future, and delivered to addresses in California.
