BRIEFLY CMS receives unfounded violent threat A violent threat at Carpinteria Middle School was deemed unfounded on April 18, and the campus is considered safe by district administrators and law enforcement. Acting Superintendent Jamie Persoon characterized the incident as a “general threat.” Parents of Carpinteria Unified School District students received a recorded message this morning to inform them that the district is practicing caution, and “will have increased law enforcement on and around the campus today, to ensure a safe and orderly environment focused on teaching and learning.” The message concluded with the following: “Please don’t hesitate to contact your school principal if you have any concerns, or hear anything that we should know.”

Chris Schneider, Carpinteria football coach and father to three adult children, suffered a massive stroke on March 28. A gofundme.com account has been set up to help the family pay for immediate living expenses and ongoing medical and rehabilitation costs associated with Schneider’s recovery. Schneider underwent emergency surgery to remove two blood clots and spent 15 days in the intensive care unit. His wife, Suzie, is self employed and has suffered a loss of income due to the crisis. Years of planning led to the April 18 groundbreaking on Habitat for Humanity’s trio of attached homes for low-income families.

Ground breaks on Habitat for Humanity triplex

Three families scooped their first shovelful of soil at the site of their future Carpinteria homes on April 18. Habitat for Humanity hosted the future homeowners, as well as staff, supporters, media and elected officials, for a groundbreaking ceremony to kick off construction of three affordable homes approved for the vacant lot at 4949 Sawyer Ave. “With the stability of a permanent home, families can devote more attention to their jobs, education and health. As the cycle of poverty is broken, their children benefit, neighborhoods are revitalized and entire communities improve. Habitat is proud to provide tangible, life-changing results for these families,” stated Jon Peterson, CEO of Habitat for Humanity South Santa Barbara County.

The trio of three-bedroom houses approved for construction on Sawyer will house 14 people, including eight children. The project is Habitat’s fourth new construction in the area, and the first in Carpinteria. Several Carpinteria families have been served by the nonprofit’s Brush with Kindness program, through which volunteers maintain properties for homeowners who are not able to themselves.

The Huerta, Lopez and Polunets families were selected for the affordable homes project after undergoing a rigorous application process that included over 80 other applicants. To qualify, the families had to earn between 40 and 80 percent of the area median income. They will purchase the homes with zero interest loans from Habitat. Each of the adults will contribute 250 hours of work on the home—sweat equity—and go through a 16-month financial literacy course.

“We’re giving folks a hand up, not a hand out,” said Jon Martin, Habitat’s board president.

Over the past decade, wage rates in the local area have not kept pace with the skyrocketing costs of housing, making homeownership unlikely for low-income families. Habitat for Humanity is able to build homes cost effectively by leveraging donations, building materials, land, volunteer labor and sweat equity.

Measure U update: Summerland School

The $5.2 million budget for projects at Summerland School represents a significant slice of the $90 million Measure U pie in relation to the school’s small size. Yet plans for little Summerland School call for a virtual replacement of the entire facility.

“We take the view of what each campus needs based on the campus, not the student population,” said Cindy Abbott, Measure U Facilities Coordinator. With aged portable buildings and a sloped campus bisected

by Varley Street, Summerland School’s limited spaces serve several purposes. The teacher’s lounge, for example, also serving as the cafeteria for meals prepared and brought over from Aliso School. The front office admin desk occupies a corner of the school’s library.

For all that, however, Summerland School has the best view of perhaps any campus on the West Coast—a stunning panorama of the Santa Barbara Channel and Santa Cruz Island. A thriving school garden and tight-knit community makes Summerland School precious to the students and parents who go there. During a campus tour for Coastal View News, one parent stopped to ask Abbott and David Weniger, CUSD Director of Facilities and Operations, about the impact of the Measure U work on the student body. One possibility is that Summerland students may attend Aliso School while work is completed at Summerland.

“Our kids will be kept together, right?” the parent asked. “They won’t be spread out at Aliso and taught by teachers there?”

Without a firm answer, both Weniger and Abbott indicated that they thought that would probably be the case.

Regarding the facilities’ work to be completed at Summerland School, all of the existing portable buildings are to be removed and significant grading and foundation work will follow. Caissons will reinforce both the southern slope of the campus playing field and the foundations for the six new Gen7 buildings that will replace the portables, some of which have been in service since the mid 1960s.

The work at Summerland campus is scheduled for three years from now, and is anticipated to take one year. Soils reports and a geologic hazard study have been completed and revealed that significant reinforcement of the top soil and future structures will be required—all of which adds significant expense to the project.

Proposition 51, a California public school facility bond passed in November 2016 raised $9 billion for school improvements, and CUSD is eligible to received matching funds that will augment the existing Measure U monies. However, schools across the state are also vying for the same funds, and the sooner CUSD can submit its application the better, according to Abbott.

“We’re better off getting ‘in line’ more

quickly,” she said, but the application for additional state funds cannot be submitted without approval of construction plans from the Division of State Architect, which takes “at least four months,” Weniger said. Plans for Canalino School will be submitted to DSA in the middle of May, and Carpinteria High and Middle schools at the end of June. The City of Carpinteria asserts that the district must also receive city permits for projects within city limits though that process has yet to begin.

“We’re not renovating a campus,” Weniger said of Summerland School, “we’re building a new one.” Challenges abound at the Summerland site, including the ‘geo-tech’ work and negotiations with the County of Santa Barbara to purchase the section of Varley Street that bisects the school. Existing utility lines will be run underground if the street purchase goes through. The lower hard courts for basketball and tennis are to be re-done and a sidewalk added along the east side/front of the school. A county culvert at the bottom of Valencia Avenue, is another “issue” that Weniger, Abbott and the eventual Measure U contractors will have to deal with.

Summerland School, the “home of the Waves,” looks to have a facility to match its stunning view around the year 2021.

Barbara Jeanne “Jean” Bacchilega 11/27/1923 – 1/10/2017

Barbara Jeanne “Jean” Bacchilega, 93, passed away peacefully surrounded by family on Jan. 10, 2017 in Carpinteria, Calif. She was the widow of Elio Domenico Francesco “Frank” Bacchilega. They shared 70 years of marriage together. Jean was born on Nov. 27, 1923 in Hollywood, Calif. to Hazel and Glenn DeShield. Jean was the first born of three girls. Jean grew up in Hollywood and attended Fairfax High School. She enjoyed school and socializing with friends. After completing her schooling, Jean met her husband, Frank, a Navy Radioman, in Hollywood.

Jean and Frank were married in 1945 and quickly began a family together. Jean and Frank had four sons, Frankie, Danny, Johnny and Joey.

Jean was a devoted mother and homemaker. She had many strong family values and encouraged her family to do their best and have fun in all that they do.

Jean enjoyed attending church with her family at Our Lady of the Holy Rosary in Los Angeles. Jean also spent many of her younger years helping out with concessions at the little league fields where all her children played ball. She also devoted some of her time to working as a “den mother” to a high school girls club. Jean always enjoyed hanging out and helping young people. She often shared that being around younger people kept her feeling young too. Jean will be remembered for her youthful nature, great sense of humor and love of life and laughter.

Jean was preceded in death by her husband, Frank; her parents, Hazel and Glenn DeShield; her younger sisters, June and Billy Jane DeShield; and her oldest son, Michael Francis “Frankie” Bacchilega (Dorothy). Jean is survived by her sons, Daniel Bacchilega (Beverlee), John Bacchilega (Debbie) and Joseph Bacchilega (Roxanne); her eight grandchildren, Christopher Moore, Sara Bacchilega Huston, Elio Bacchilega, Jamie Bacchilega, Katy Bacchilega Smith, Michelle Bacchilega Macias, Rachel Bacchilega and Lily Bacchilega-Dosco; six greatgrandchildren, Hannah Huston, Kayley Huston, Orion Smith, Alba Macias, Kaya Smith and River Macias. Jean is also survived by her niece, Jamie Santos and other extended family.

Jean was a fun-loving, stubborn, sweettoothed, hilarious lady and will be greatly missed. Her love, laughter and family traditions will live on in her family. We love you, Noni.

Michael Towbes July 17, 1929- April 13, 2017

By Carrie Towbes Michael Towbes, age 87, Chairman of the Board of The Towbes Group, Inc. and Montecito Bank & Trust, beloved philanthropist, and all-around mensch died at home in Santa Barbara on April 13, 2017.

Mike was surrounded by his family at the time of his death following a short but valiant battle with pancreatic cancer.

Mike will be remembered as a pillar of the Santa Barbara Community. For years he has been admired as a savvy entrepreneur, a generous humanitarian and a true gentleman. He believed in working hard to build a better world and giving back to the community that had given him so much.

Mike was born in Washington D.C. on July 17, 1929, the oldest child of Thelma and Louis Towbes. He attended Roosevelt High School and went on to obtain his B.S.E. in Civil Engineering from Princeton University, graduating Summa Cum Laude and Phi Beta Kappa in 1951.

Mike was the manager of the Princeton basketball team, played intermural tennis and was an active participant in the Terrace Club and the Center for Jewish Life. Mike pursued graduate studies in Structural Engineering at MIT, but in 1952, with the Korean War underway, he joined the Naval Civil Engineering Corps as an Ensign. Mike was assigned to the Naval Air Missile Test Center in Point Mugu, Calif. While stationed at Point Mugu, Mike met his first love, Gail Aronson, at a UCLA fraternity party. He learned from a friend that Gail loved the ballet. Somehow, he secured tickets to the American Ballet Theater’s performance in Los Angeles and invited Gail as his date. They were married on Valentine’s Day in 1954 and their oldest daughter, Lianne, who was born in 1956, is named for the prima ballerina who danced that night. Shortly after his wedding, Mike was transferred to the Bureau of Yards and Docks in Washington D.C., where he completed his Navy Career in 1955.

After suffering though a D.C. summer and winter, Gail convinced Mike to make their home in California. They settled in West Los Angeles in 1955.

Once in Los Angeles, Mike teamed up with a fellow Washington D.C. transplant, Eli Luria, to start a real estate construction and development company known as the Luria-Towbes Company. Eli and Mike started by building one custom home in

Brentwood. In the late 1950s they began building in Lompoc, Santa Maria and Santa Barbara, motivated in part by the transfer of Vandenberg Air Force Base from the Army’s jurisdiction. Because of the housing needs this generated, Mike and Gail moved to Santa Maria in 1957.

Their younger daughter, Carrie, was born in 1959 and the young family relocated to Santa Barbara in 1960. Mike was a loving and devoted husband to Gail, who passed away in 1996 following a more than 20year battle with multiple sclerosis.

Mike and Eli ended their partnership in the early 1960s and Mike operated as a sole proprietor until 1970, when Michael Towbes Construction & Development, Inc. was formed. This entity was the general contracting arm of Mike’s operations and served as general partner in a number of his real estate partnerships which survive today.

In 1975, Mike was one of a group of people who formed the Bank of Montecito, now known as Montecito Bank & Trust, the oldest and largest, locallyowned community bank on the Central Coast. The bank has assets over $1.3 billion, with 10 branches from Solvang to Westlake. Mike became the sole shareholder in 1983. In his role as the bank’s Chairman and owner, he was proud of the work of the more than 210 bank associates. In addition to the many awards the bank received under his vision and leadership, Mike was recently named 2017 Banker of the Year Runner Up by Western Independent Bankers. He was always most proud of Montecito Bank & Trust’s role as a leader in local corporate philanthropy, giving more than $1.3 million annually to area nonprofits through the Community Dividends program, Anniversary Grants and nonprofit sponsorships, focusing primarily on organizations whose missions support the arts, youth and education, social welfare and medical and health services sectors.

Mike used to say that as a real estate developer, he was not a banker, “but, I’m a very experienced borrower.”

In the mid-1990s the contracting and property management activities were shifted to the Towbes Group, Inc., and what began with a part-time secretary and a superintendent has grown to 125 employees with properties under development and management from Pismo Beach to Westlake. Under Mike’s leadership, the award-winning Towbes Group committed to provide exceptional service at all stages from project development to ongoing management. Widely recognized for delivering excellence across all its products and services, The Towbes Group has distinguished itself as a trustworthy, innovative organization and a vital community member.

The Towbes Group has developed more than 6,000 residential units, with an emphasis on affordable and workforce priced housing, and 1.8 million square feet of commercial properties, primarily in the tri-counties region. The company also holds a strong commitment to sustainability and philanthropy. Mike celebrated his 60th year in the construction and development business in 2016 by completing one of his largest and most complicated projects of his career,

the Kavli Institute of Theoretical Physics residence hall at UCSB. The project was funded by noted philanthropist Charlie Munger, and built and perfected by Mike.

Mike’s hard work has earned him numerous accolades including entry into the California Building Industry Hall of Fame, The Home Builder’s Association of the Central Coast’s 2014 Builder of the Year, and numerous Santa Barbara and Goleta Beautiful awards. Mike continued his leadership in the real estate industry right up to the time of his death with the completion of Hancock Terrace Apartments in Santa Maria, which recently won an American Planning Association award.

Mike had a passion for giving back that began early in his career. As a developer who helped build the community, he recognized the need to support the community where he lived and worked. His service began with active volunteerism in the 1960s. As a community leader, Mike served and chaired innumerable local nonprofit boards. He was president of the Santa Barbara Foundation and served on the board of Cottage Hospital for 27 years, including five years as its chair. He also served as president of Montecito Union School, Laguna Blanca School, and was a founding board member of the Scholarship Foundation of Santa Barbara. He has served on visiting advisory committees for the Princeton University Department of Economics and the MIT Department of Urban Studies.

Other nonprofit boards on which he has served include the Santa Barbara Center for the Performing Arts, the UCSB Economic Forecast Project, the Housing Trust Fund of Santa Barbara, the UCSB Foundation, the Foundation for Santa Barbara City College, Lotusland, and the local chapter of the National Multiple Sclerosis Society, to name just a few.

In 1980, Mike and Gail started the Towbes Foundation, dedicated to meeting the diverse needs of local nonprofits.

The Towbes Foundation focuses on a broad range of organizations from social services to education to the arts. The Towbes Foundation started with a $500 donation 37 years ago and now donates over $900,000 annually to more than 300 organizations.

Michael met his second true love, Anne Smith Towbes, in 2004 through their mutual involvement in the Lobero Theater. Their first date was at the San Ysidro Ranch on Christmas Eve and it was love at first sight. They were married at Lotusland on September 4, 2005. Their eleven-and-a-half years together were filled with shared interests including tennis, a love of the arts, philanthropic involvement in the community, and travel to six continents. To cap it off, in 2015 they even camped at Burning Man! Mike leaves an amazing legacy of giving that he hopes inspires others to continue his good work. He is survived by his wife, Anne Smith Towbes, daughters Lianne Towbes and Carrie Towbes, son-in-law John Lewis, grandchildren Allison Lewis Towbes and Zachary Lewis Towbes, Anne’s children, Jennifer Smith Hale (Nicholas) and Michael Smith (Natali), her grandchildren, Leighton Hale, Carrington Hale, Ella Smith, and Leo Smith; sister Carol Lee Skinner, step-brother Harold Sinrod (Allison), nephew, Robert Skinner (Meghan), and niece Amy Sweeney (Patrick), and four grand nieces and nephews.

A public memorial service will be held at The Granada Theater on Tuesday, May 23 at 2 p.m.

School board talks racial disparity

The Carpinteria Unified School District Board of Education met on April 11 to discuss the puzzle of how to bring the racial and socioeconomic makeup of elementary schools into balance. The meeting also covered the district’s reconfiguration of how families select schools.

CUSD quietly changed the rules last fall on how families can select schools for kindergartners by eliminating intradistrict transfers. The decision to keep all students in home districts based only on residency is now coming to a head as school enrollment for 2017-2018 is underway. The rule was changed to resolve the bleeding of students at Aliso School and the disproportionate number of whiter and wealthier families that have transferred to Summerland School.

In discussion on April 11, Administrator in Charge Jamie Persoon reiterated that the percentage of white students at Summerland School is greater than the district at large.

“We’re granting 24 white students out of Canalino and Aliso to go to Summerland School. What are we saying about those schools if we’re allowing this to happen?” Persoon said.

The district had already enacted new rules for how students enter Carpinteria Family School to address similar demographic issues, but CFS is a school of choice that parents can apply and gain entrance to through a lottery. Summerland School, in contrast, draws from its area and had historically filled vacant seats with families who had applied for intradistrict transfer from their home districts.

Summerland School has 59 students, 52 of which are white/non-hispanic according to state demographic data. Just 32 of the students reside in Summerland.

Persoon said the decision made last fall to discontinue intra-district transfers for kindergartners was to raise up all the schools together. “To believe in all of our schools means you go to your home schools,” she said.

Boardmember Jaclyn Fabre said she’s glad the school district is facing the issue of race in schools, which has become contentious, and according to Fabre has led to families who choose Summerland or CFS to be maligned, rather than the district taking responsibility. “I really appreciate taking the focus away from families and bringing it back to the systemic barriers that are keeping kids away. I think it’s really important,” she said.

Summerland School serves district residents in the area between Toro Canyon Road and Ortega Hill Road. However, the population in that area does not fill the school. Next year the school is projected to have only 53 students spread out between three classrooms that combine two grade levels each, which translates to smaller-than-average classroom sizes.

Compounding the problem of intradistrict transfers to Summerland, the population at Aliso School has been in decline as a result of shifting student numbers. More of the students transferring to Summerland were drawn from Aliso than Canalino School. Now that Dual Language Immersion will be offered only at Canalino School, the families

from Aliso that enroll in the program will further reduce the school’s population.

Persoon said lower enrollment numbers at Aliso have created staffing issues.

The sibling policy for intra-district transfers was also rescinded, meaning that kindergartners with an older sibling Summerland School will no longer be automatically granted enrollment. Parents in attendance contended that it was unfair to split up siblings.

“I just want the board to recognize you’re dealing with sisters and brothers.

We’re talking about schools. There’s more to this equation than a spreadsheet,” said Summerland School parent Timothy Rogers. He said his family’s choice to transfer to Summerland was based on the school size being best suited for his children, not race.

The result of eliminating transfers to Summerland will be a potential decline in enrollment at the school to unsustainably low numbers. On April 11 the board viewed proposals to redraw boundaries in a way that would fill classrooms, but decisions have yet to be made on how to make it a viable school that is demographically representative of the district. One proposal was to absorb the Casa De Las Flores low-income apartment complex into the Summerland School area. Fabre contended that Summerland School is not currently equipped to serve students who need early drop off, after-school programs or language support, and would not adequately support a more diverse student population.

Measure U faces permitting uncertainty

School district administrators eager for a slice of state funds to stretch Measure U dollars may be facing permitting issues that throw the additional funding into jeopardy. Carpinteria Unified School District is competing with other districts for matching state funds awarded on a firstcome-first-served basis, but applications for City of Carpinteria permits have yet to be filed, a step that the city says is crucial and should have happened already.

At its meeting on April 11, the school board heard lengthy reports on the financial and construction aspects of its major infrastructure overhaul being funded by the $90 million bond measure approved by voters in November of 2014. Administrators of the funds and designers of the school site upgrades have kept a careful watch on the permitting process underway with the Division of the State Architect.

State matching funds for school upgrades could add $14 million to Measure U projects, but funding is closely tied to the permitting process. As time ticks off during the lengthy permitting process, projects from other districts could drain the well of available state funds. The City of Carpinteria and County of Santa Barbara (in the case of Summerland School) are oversight agencies for the CUSD projects because the schools fall into the Coastal Zone, and ultimately the California Coastal Commission gets final say on compliance to Local Coastal Plans.

“I really think it’s important to stress to the city that if we lose state funding and matching money then we run the risk of not being able to complete all these projects. Essentially, it cheats the taxpayer out of a complete project,” said CUSD Board President Andy Sheaffer.

Measure U Facilities Coordinator Cindy Abbott explained that the Master Plan for Measure U projects includes a wish list in excess of $90 million.

District-wide upgrades were prioritized in accordance to funding as the plan was

developed. Getting state matching funds for items like modernizing the wiring at all schools and building a new science wing at Carpinteria High School—two early phase projects entering the permit process—will stretch those dollars and make them available for improvements down the list that would not have been covered by the original $90 million.

“This funding improves our ability to more fully realize our full plans for our campuses,” Abbott said. “We need to move through this as expeditiously as possible.” She said she’s “reasonably optimistic” that CUSD will get state funds.

But according to the City of Carpinteria, CUSD has been well aware of its obligation to acquire a Development Plan and a Coastal Development Permit.

In 1999, the district sought the required city permits for the middle school renovation/expansion and the high school stadium project, and in 2007 for the athletic facility rehabilitation at the middle school. Nevertheless, the district passed Resolution No. 17-799 in January 2017 claiming exemption from the city permitting process.

The City of Carpinteria requested and received a letter from California Coastal Commission legal counsel making clear that CUSD must comply with all city zoning standards, including applying for a Coastal Development Permit. To date, the city has not received an application from CUSD for a Development Plan or a Coastal Development Permit.

On April 18, when asked about the discrepancy between the city’s and CUSD’s interpretation of the required permits for Measure U projects, Abbott said, “They have legal counsel, we have legal counsel.

But we can’t comment at this time.” Weniger added, “Right now, we are following the procedures.”

In a phone conversation on April 19, Abbott said that CUSD would go through the city’s permitting process, but there is “a difference of opinion on what that

looks like. It’s not a real clear-cut process.” Giving the example of a school district outside the Coastal Zone, Abbott pointed out that there is no “city process” in a place like Fresno. “It’s different here in the Coastal Zone,” she said, “and there are different viewpoints of what that means.”

Venoco bankruptcy to end chapter in local oil history CVN report

Venoco oil and gas company announced on April 17 that it has filed for bankruptcy under Chapter 11 and plans to sell its assets or wind-down production. The company concurrently turned over its South Ellwood Field leases, including Platform Holly, to the State of California. Venoco is expected to liquidate its local assets, which include the 55-acre oil facility on Dump Road and platforms Gail and Grace off the Carpinteria coast.

“Today’s filing is the result of unfortunate circumstances impacting the company’s financial strength, including the ongoing closure of Plains All American Pipeline’s Line 901,” stated Mike Wracher, Venoco’s COO, in a company press release. “We have pursued a number of market-based and regulatory solutions to address these challenges during the last year. Despite these considerable efforts, our financial position now compels us to take this action.”

Venoco restructured $1 billion in debt during a 2016 bankruptcy, but the effort couldn’t save the failing company, many of whose 100 Santa Barbara area employees work out of leased office space in Carpinteria. “Our employees have helped make Venoco a remarkable company with an unparalleled commitment to operational excellence, safety and support for the communities in which we operate,” Wracher stated. “We appreciate the friends and supporters who helped us become a successful provider of locally produced energy for the people of California.”

Conservation groups are counting the quitclaim of Ellwood a major victory for the environment. State Senator HannahBeth Jackson said she was excited and pleased by the news that Platform Holly would be decommissioned. “This marks the end of an era of offshore oil production in this location, and we will never again go back,” she said. “I will be closely

following the decommissioning process as it moves forward, as well as the impact this will have on our greater community, including a resulting loss of jobs. Nonetheless, there’s no doubt that today’s announcement helps us move closer to a future that is cleaner, greener and less dependent on fossil fuels.”

Venoco’s withdrawal from Carpinteria is less certain. A sale of its local assets to another oil company could result in ef-

forts to expand local operations, such as adding slant drilling. Venoco asked voters to approve slant drilling in the form of Measure J in 2010, but the initiative was shot down at the ballot box.

While Carpinteria has had a sometimes-rocky relationship with the local oil company, Venoco employs many locals and over the years has donated tens of thousands of dollars to local nonprofits.

Rail rally: City railroad hotel plan gets mixed public reviews

By Peter Dugré The Carpinteria City Council adopted the split personality of being both project applicant and regulator during its April 17 meeting when the council viewed plans for a 30-room hotel and restaurant on Linden Avenue in the city-owned public parking lot next to the train platform.

Having proposed and conceptually designed the inn project, the city brought the plans before the public and the council to potentially decide to request proposals from hoteliers to build and operate it as a tenant of the city. Public comment at the April 17 session will be used to refine the design and site plan before the city decides whether to move forward with seeking a lessee.

Project imagineer and pitchman Matt Roberts, Director of Parks and Recreation, lauded the opportunity to build a boutique inn and restaurant reminiscent of an old-fashioned train depot as an economically viable and historically significant development plan that would surely contribute to the fabric of downtown Carpinteria. Additionally, leasing the property to a hotel operator would add an income stream to feed perpetually strained city coffers, Roberts said.

Critics, however, aimed their daggers at water usage, incompatibility with the beach neighborhood and city vibe, as well as conflicts of interest that could arise should the city venture into the tourism industry. Much of the public discussion following presentations on hotel appearance, site layout and commercial viability circled back to the inevitable question surrounding all development in Carpinteria: how much development is too much for a city that prides itself on being quaint?

Judy Mulford, a resident of the beach neighborhood, asked, “Are we being railroaded into building a railroad hotel that doesn’t fit this beach community?”

Other residents questioned whether it was mere coincidence that the city has acted to restrict vacation rentals in residential areas at the same time it conspires to have a hotel constructed on city property. To assuage fears about potential conflicts of interest the city-owned hotel might create, Community Development Director Steve Goggia assured the council and public that the project would receive no special treatment or exemptions in review, and would face the same stringent scrutiny as any other private project.

City Manager Dave Durflinger said, “The public process in some ways protects the council from that conflict, but it’s not 100 percent. I think that’s an inherent part of this, and I want to acknowledge that.” He maintained that transparency resolves the conflict issue in some ways.

However, one member of the public contended that city involvement with the tourism industry could lead to overcompensation to avoid an appearance of conflict if dealing with other hotel proposals, like the Via Real hotel project currently under review. The suggestion being that the city would have to appear amenable to hotel development if it has an interest in its own hotel project.

City Councilman Brad Stein framed the conversation around the city’s need for revenue. He asked members of the public to consider alternatives when thinking about how to grow city revenue.

“This is a possible revenue source that offsets the need to go to taxpayers or ask for bonds,” he said, suggesting that the city will have to find more money to cover rising costs somehow in the near future.

City Councilman Al Clark suggested that the community has already maxed out its tourist-serving capabilities. “What’s this fine line of too much tourism?” Clark asked. “There are a lot of people telling me, ‘well, we already crossed it.’” He said the city needs to take a clear stance on how much tourism should be tolerated to protect residents’ way of life.

Several members of the public spoke in support of the project, but were outnumbered in a meeting designed to invite input and criticisms. The proposed hotel’s proximity to unavoidable train noise and the shifting of a parking lot to the other side of the tracks, which would be necessary to offset lost parking spaces if the hotel is built, was another source of public disapproval. Leaping the railroad tracks to add another parking lot would squeeze the beach neighborhood, members of the public stated.

Championing the project, Roberts contended that economic studies already conducted showed demand for the niche boutique property that is unlike other lodging options in Carpinteria. He also sees the railroad proximity—guests could

enter the hotel directly from the train platform—as a major selling point, not as the deterrent suggested by detractors.

Additionally, the restaurant would have an upstairs outdoor lounge with stunning island views. His vision is to replicate a craftsman railway depot that serves both visitors and residents in a way that adds vitality to downtown. Guests bring money and pay bed tax and sales tax, all while the hotel operator pays rent to the city.

Members of the public also denounced the upscale nature of the project. Allison Johnson said, “If you build this hotel, you might as well put French white table cloths on the picnic tables at The Spot.”

Other commenters likewise thought the pretentious character of the boutique craftsman would clash with downtown, and could have a ripple effect on the very nature of downtown and Carpinteria in general.

The city council got plenty to chew on in considering if and how to move forward with the project. Within a few months, with council approval, the city could put out a Request For Proposals and negotiate a contract with a hotelier who would then foot the bill for development as the city-designed project makes its way through the city-review process.

No room for this inn

My wife and I attended the April 17 meeting at which tentative and preliminary plans were presented to the city council for a 30-room “Railroad Inn” proposed for the train station parking lot.

Before the meeting we were leaning in favor of the project. The presenters viewed the proposal as favorable for the city in terms of revenues and as a stimulus to business, emphasizing the attractiveness of the proposed structure and its nostalgic retro look. City residents expressed concerns about water use, parking, traffic, and noise. Several residents spoke up about an apparent hypocrisy in the city recently limiting short-term rentals in privately owned buildings and now endorsing short-term rentals at an inn.

According to the information presented, the city will lose and will have to replace approximately 80 public parking spaces—this while designating only four spaces to employees of the inn (for which at least three times that number would be required). We are opposed to the project as were about 75 percent of the attendees, as indicated by raised hands.

Clearly, the city council should seek to be informed by a citywide referendum on the “Railroad Inn” project. Even though such a poll would not be binding on the council, it would provide it with a clear picture of the feelings of the townspeople it represents.

Proposed city lot threatens safety

The city’s parking lot proposal compromises the safety of 716 residences. It is not only a decidedly bad idea to move the existing parking lot at the Amtrak Station to the south side of the railroad tracks, it is also a very dangerous one for the beach neighborhood’s 635 residences and 81 units in Silver Sands. This neighborhood already suffers from chronic traffic and congestion issues. As it is, access is closed a dozen times a day as trains come and go. parking for a new 30- to 40-room hotel and restaurant on the north side of the tracks is ill-conceived. Such a parking lot relocation is an unacceptable safety hazard for 716 households.

Things were set in motion on a recent rainy Tuesday morning in March when I was broadsided while driving on Carpinteria Avenue. The response I received from some very caring Carpinterians who came to my aid was inspiring. A young woman, Jennifer Cota, who was on her way to work, came to my aid, called 9-1-1 and stayed with me while an immediate accident report was completed by Officer Wreed. Then, after getting permission from her work, Procore, she drove me home to drop off my little dog, took me to my State Farm agent to leave the accident report, bought me coffee and took me to the local walk-in clinic to be checked.

Thanks to her immediate assistance and those of other locals, everything fell into place. My only injuries were from the impact of the air bags. My car was totaled.

My daughter, Mia, was quick to find me a replacement car at a dealership in Oxnard, and by Friday afternoon, March 24,

I was driving home with it, thanks to the assistance of Rosie Jameson.

The response from the community shows just how caring Carpinterians are. This 87-year-old is very grateful and fortunate to live here. Many thanks to everyone who came to my assistance.

Sanctuary status could do more harm than good

If Immigration and Customs Enforcement (ICE) is looking for a particular person or persons, especially by name, you can be pretty sure they have committed serious crimes, such as murder, assault, human trafficking, drug trafficking etc.

We live in a small, close-knit community and want our neighbors who may be here illegally, which is usually a civil offense, to not be fearful. However, by officially declaring Carpinteria a Sanctuary City we will be putting those very same neighbors in jeopardy.

Our city council has good lawyers, and they know they can pass this and suffer no consequences. Politicians cannot be arrested or sued for laws or ordinances they vote yes on. However, in making this a Sanctuary City, you may mislead

innocent members of our community to unwittingly commit a serious crime that could separate them from their families and put them in prison for 10 years. You may seriously harm the very people you want to protect.

Using the word “Sanctuary,” meaning a safe place, can easily mislead someone into thinking that it is safe to hide a friend or family member from the police. Innocent members of our community who do not have lawyers to advise them will pay a heavy price for believing that they can safely disobey federal law in this city. It is important that they know any attempt to interfere with law enforcement officers in performing their duties is a serious crime, they can be charged with obstruction of justice or even aiding and abetting. So as much as the city council wants to do this, I urge you not to. And I recommend that you read carefully Title 8, US 1324.

Volunteers are the heart and soul

Carpinteria is such a wonderful place to live and visit. One of the main reasons is because of all the amazing volunteers that give back to our community. I started working at the Carpinteria Arts Center half a year ago. Without a doubt, my favorite part of the job is being surrounded by such inspirational people that give so much to our town. The Carpinteria Arts Center has all sorts of volunteers. We have people who help at events, organize movies, art tours and live music. Some help to offer family craft activities during Carpinteria events and others go to the Carpinteria Middle School and the Boys and Girls Club to lead art lessons. We also have volunteers that come in every single week and serve as hosts in our gallery.

And the few employees that we do have also volunteer after working hours! And of course, we are also lucky to have those that offer our organization leaders help by serving on our Board of Directors.

Volunteers are the heart of our community. Anyone that is not yet involved at the Carpinteria Arts Center, I would like to invite to come join the fun. We are always looking for new people to help and be a part of our creative team. In honor of National Volunteer Appreciation Week, which is April 24 to 28, I would like to thank all the incredible volunteers, not only at the Carpinteria Arts Center, but in all our community. For the last few years, the city hall property housed the small, historic building that was part of the railroad operations over a century ago. On April 14, the little clapboard building made its way through town strapped to a forklift on its way to the garden. Readers can fight cancer by picking up new art skills this week. “Lion”

“Lion,” the story of an Indian boy separated from his family, comes to the Carpinteria big screen on Sunday, April 23 at 3 p.m. at the Plaza Playhouse Theater, 4916 Carpinteria Ave. In 1986, Saroo is a 5-year-old child in India of a poor but happy rural family. Can Hawaii’s past instruct humans on how to plot the Earth’s future?

This question is the heart of “Island Earth,” a film presented on Sunday, April 23 at 7 p.m. at Plaza Playhouse Theater, 4916 Carpinteria Ave. Screened in honor of Earth Day, the movie will be followed by a Q&A with the director Cyrus Sutton. “Island Earth” examines how a handful of Hawaiians have successfully overcome destructive forces of modern agriculture and development, forces that have decimated one-third of the planet’s farmable soils. With a limited amount of land and a large population Hawaiians needed to achieve efficient systems of growing food or face collapse. Remembering my mom CVN

reader. In fact some of my best memories are cuddling with her in a big chair while she read stories to me. I also loved going to the library with her. Even though she was quite conservative about most things, she thought there was nothing in a public library that would hurt me if I was smart enough to know how to read it. This attitude caused a few discussions with the local librarian but needless to say, my mom prevailed.

Having endured the Depression, my mom was a mender—tears, holes in socks, split seams—all were fixed by her needle skills. Most of the time I didn’t mind wearing mended items, but I hated darned socks. These were especially irritating if the darned area rubbed blisters in my heels. I swore when I grew up I would never darn socks, nor would I wear darned socks, nor would I make my kids wear darned socks. This is one of the few childhood promises to myself I’ve kept.

Good behavior and proper manners were quite important to my mom. She even had the book on etiquette by Emily Post and referred to it if I ever questioned one of my mom’s rules. Another tool for shaping attitudes was reading Ann Landers’ column in the daily newspaper.

If Ann Landers said something was OK, then usually my mom was in agreement.

Now I don’t know why I’ve been thinking about my mom so much lately, but it’s rather nice to have her around. She loved sayings and left me with quite a few to

Even though my mom’s been dead over 10 years, she’s been visiting me lately. I can hear her voice prodding me to stay out of the sun, or explaining to me how to scramble eggs even though I’ve scrambled hundreds for my own sons, or reading to me aloud from the newspaper she enjoys every night. As she pops in and out of my consciousness, I am remembering tidbits about her personality, laughing at her silly sayings and enjoying memories of a life well lived.

She was one of 10 children and the first in her family to earn a four-year college degree. During the Depression, my mother helped support her own parents and assisted in raising her much-younger brother. “Dancing with the Stars” has nothing on my mom as she met her future husband (my dad) while ballroom dancing. She taught school from her early 20s until she was in her 60s except for a few years off when my brother and I were under five.

My mom was 40 when I was born, and my dad was 46, so in many ways they had more in common with my friends’ grandparents than their parents. Yet my mom and dad had a very modern relationship.

Since my mother worked all week and my

dad had more flexible time as a rancher, my dad cooked dinner Monday through Friday while my mom sat in her chair reading the paper. Her turn to cook came every Sunday—big meal day—and every day during the summer when my dad had more work to do. My dad also did all the grocery shopping—mainly because he liked to, I think.

Spring cleaning (in our case it was summer cleaning) happened yearly as my mother was definitely a “cleanliness is next to godliness” person. We had a rambling craftsman style house, and my mom cleaned each and every cupboard and closet each and every year. Now the closets in my own house certainly aren’t so lucky. She also washed all the windows and screens. How anyone could get these chores accomplished while also cooking, canning, ironing and dealing with two kids is beyond my abilities.

Because my mom worked—not so common back in the day—she did not do many club activities or afternoon social events. She did have bridge club once every month in the evening. My brother and I loved when my mom was the hostess because she always baked something special that we got to sample.

Once when I was home from college, my mother needed a fourth bridge player to fill out a table so she roped me into playing. I remember thinking there was no way I could compete with these ladies that had played all these years. Yet by the end of the evening it was quite clear that although some of these ladies were astute bridge players, some others knew even less about bridge than I did.

I can also thank my mom for one of my great loves—books. She turned me into a

Painters battle for the arts

Two canvases, two painters and a timer were the key ingredients in the Carpinteria Arts Center’s Battle of the Brushes on April 7. Artists Beth Schmohr and Brian Tepper swapped art pieces every 10 minutes or so in a collaborative effort that was put on display to the public during that evening’s First Friday event. The two local painters produced a pair of unique artworks, each of which included handiwork by both artists. At the close of the event, the paintings were auctioned to Craig Zimmerman and Karen Glancy to raise funds for the center. The evening also highlighted a show of works by students in the center’s after school program.

The Plaza Playhouse Theater will mark its 89th anniversary year on Saturday, April 29 with a screening of “Casablanca.” Winner of the 1942 Academy Award for Best Picture, “Casablanca” is a timeless tale of love, romance, intrigue and sacrifice set against the backdrop of World War II as thousands of refugees are trying to make their way out of French Morocco to eventual freedom in Spain. The film features Humphrey Bogart and Ingrid Bergman as star-crossed lovers whose lives take vastly different turns. Dooley Wilson singing “As Time Goes By,” along with memorable lines of dialogue such as “We’ll always have Paris”, “Here’s looking at you kid” and perhaps the best remembered words spoken by Bogart, “Louie, I have a feeling this is the beginning of a beautiful friendship” are immortalized in the film.

Casablanca will show at 7 p.m. at the Plaza, 4916 Carpinteria Ave., preceded by a one-hour reception at 6 p.m. featuring gin martinis, champagne and appetizers by HEAT Culinary. In addition, a special door prize based on a “Casablanca” theme will also be awarded to a lucky patron. Attendees are encouraged to “dress the part” for the evening as well. Tickets for the event are $20 per person and may be purchased online and, if available, at the theater box office starting at 6 p.m. the night of the show.

Arts Center offers youth a summer of creativity

The Carpinteria Arts Center has instructors lined up to lead the Art by the Sea summer day camp for children aged 6 to 11. Mornings will feature visual art with painting, drawing, sketching and more under the lead of CAC’s afterschool instructor Laurie Pincus, who will be joined by long-time instructor and Summerland School teacher Sara Leo. From June 26 to July 21, afternoons will feature Toni Mackie, retired music teacher from Crane School, who will lead campers through the traditions of Africa in stories, song and dance as they learn to play drums, marimbas and hand percussion.

Veteran actor and director Asa Olsson will teach theater camp during the weeks of July 17 to August 11. Each afternoon camp will include a performance for the public on Fridays. Succulent wreaths star in upcoming workshop

5 ways parents can help children succeed CVN

As a parent, I recognize this time in the school year—the ‘well, we’ve-donewhat-we-can-and-the-year-will-be-oversoon’ time of year. But wait! Please know that so much learning takes place at home.

You are your child’s first teacher, and your influence is far greater than that of any one teacher or any one school year.

For the rest of the school year, the coming summer and forever, embrace your role!

Here are five things you can do to help your children learn and succeed in school and beyond: 1. Help your kids connect what they are learning in school to the real world.

You can modify the suggestions below to match your child’s age and skill level: • Math. When at the checkout counter, let your child figure out how much cash to pay and how much change should be returned. Ask her to take into account the driving time needed and tell you what time you need to leave for school or an activity.

• English/Language arts. Look with your child or point it out when you see spelling and vocabulary words in magazines or on the web. Invite him to relax, snuggle, and read to you, or with you.

Talk about what you are reading—ask her opinion about it and accept whatever you hear.

• Foreign Language. Spend time eating and shopping in a community where the new language is spoken. For fun, watch movies or TV shows in the new language, familiar stories may be most comfortable for new learners.

• Science and Social Studies. Look on the Internet together for websites that connect to the science or social studies content and interest your child. Consider printing pages that he would like to reread. Have you visited the fabulous new MOXI museum in Santa Barbara?

2. Have high expectations and provide needed resources, but don’t take over. If your children are intrinsically motivated to learn, they are more likely to apply themselves and take advantage of the resources around them. If they are motivated primarily to please you or to earn rewards for grades, they are less likely to really delve into the content and less likely to remember it for long.

3. Remember that much of what our future adults need to know and be able to do is taught at home. Kids learn and practice crucial life skills at home: interpersonal and emotional communication; the inclination to think deeply and creatively and the ability to work with a team. These abilities are surely more important in the long run than specific content knowledge learned at school.

4. Instill in your children this belief: The harder you work, the smarter you get. It’s true at school and true for what your children are learning at home, including social and emotional, practical, creative and analytical skills. We are constantly changing our brains. We strengthen neural connections around what we learn and practice, and we lose the neural connections we do not use.

5. Teach your children to lead a cognitively healthy lifestyle. People of all ages need adequate exercise and sleep, a healthy diet, stimulating social connections, and new and challenging activities that use our brains. A healthy, balanced lifestyle will help your children perform better at school, feel better and establish habits that can last a lifetime.

CHS alum Ben Scott, who played for Hallock in 1996, said that although that season wasn’t the Warriors’ most successful, the coach was as effective as ever in using his time with young people to shape their lives. “I recall a particular Saturday morning film session after a very tough loss. In the final seconds of the game, we had two or three attempts to score from the goal line to win the game.

And, we ‘almost’ scored and won. What followed was a passionate plea from Coach Hallock to his adolescent audience not to settle for being an ‘almost kind

of guy.’ In that moment, Coach Hallock helped me decide not to be an almost kind of guy. I believe that over time, this mentality has helped me achieve more successes than failures, both personally and professionally,” said Scott.

Hallock reflected that with his free time he’ll be able to dust off his rolodex and rekindle many of the friendships he’s cultivated over his time in the game. He said leading a program in a small community comes with a built-in support system, and the great pride and history surrounding Warrior football provided a good pressure. “The bar has been raised, and it’s our job to do all we can to reach it,” he said.

Linden-Casitas update: April 16-22 CVN photos

The first phase of bridge-building has commenced at Linden Avenue and Casitas Pass Road. Last week, three 78-foot-long, 78-inch-diameter piles were driven in the center median of Highway 101 on the east side of the existing Linden Avenue overpass. The piles will provide structural support for the three-lane overpass to come.

Soil has been delivered and graded to create a new bridge embankment on the north side of the highway bridge. Once the fill dirt has settled, smaller piles—40-feet-long and 18-inches-wide—will be driven there. Ten piles will be installed on each side of the bridge during the current construction phase. Crews will build the east side of the new bridge first, shifting traffic to the new expanse before demolishing the existing bridge and then constructing the second side of the new bridge.

On the night of Thursday, April 20, between 11 p.m. to 5 a.m., the large red crane used for pile driving will be moved from Linden Avenue to Casitas Pass Road, where it will drive two large piles for the future five-lane overpass.

Shoring piles are being erected in the highway median at Carpinteria Creek. The new highway bridges over the creek will be 10 feet higher than the current structures and will require grading on each side. The temporary piles will support fill dirt on which the approaches to the bridges will be built. Grading also will continue to build up embankments for the new Via Real bridge over Carpinteria Creek.

Crews will continue clearing the shoulder areas between Franklin Creek and Carpinteria Creek to prepare for upcoming sound wall construction, drainage improvements and the new bridge over Carpinteria Creek. This includes the area behind Nipomo Drive that abuts the freeway. Northbound and southbound Highway 101 lane and ramp closures will occur as needed from south of Carpinteria Creek to north of Linden Avenue beginning at 8 p.m. Northbound Highway 101 lanes and ramps will reopen by 5 a.m., and southbound Highway 101 lanes and ramps will reopen by 7 a.m.

I recently attended my high school reunion and really hit it off with a former classmate. The problem is that he is still married. His wife has dementia and is living in an assisted living home. He told me how lonely he is. What would people think if we started doing things together?

SIGNED, LONESOME DEAR LONESOME, We can’t live our life worrying about what people will think of us if what we want to do is not illegal or harmful to someone. Spouses of dementia patients have none of the benefits of being married. It is heartbreaking to see someone you love disappear into confusion and memory loss. The spouse should not be prevented from seeking companionship.

Those who love you will want you to have happiness again. I see no harm in reaching out to someone who is lonely and offering friendship and the chance to enjoy activities together. Life isn’t fair, and this is your chance to help someone and diminish your own loneliness.

DEAR DONNIE, I’m a jewelry maker and work at home. This is more than a hobby; I earn needed money this way. My problem is that friends and neighbors think it is OK to drop in unannounced. If I don’t answer the door or the phone they think I’m rude, especially if they are sure I am home. Ideas?

SIGNED, WORK-FROM-HOME IRRITATED DEAR IRRITATED, I’m a firm believer in teaching people how to treat you. Obviously they do not respect your time since you work at home. Do you have regular working hours? Could you post a nice sign on your door that states “Working. Do Not Disturb. Available today after 4 p.m.”?

If you use a blackboard or something similar, you could change message or hours as needed. Be sure to take down the welcome sign when you are busy.

DEAR DONNIE, Easter has always been a big deal in our family. We save baskets and decorations from year to year. I stock up on the afterholiday sales too. My new daughter-inlaw asked to borrow some of my things because money is tight for them. She had a brunch and Easter egg hunt for her friends and family and didn’t invite any of our family. We went ahead with our regular celebration with the rest of the family (which they had been invited to).

My son just goes along to get along. He doesn’t even go to our church anymore.

Now I’m worried about other holidays like Mother’s Day, Thanksgiving and Christmas. How do other families handle

these important occasions?

DEAR HIGH AND DRY, Splitting holidays is one of the first issues newlyweds face. Most families work out a compromise. Don’t make your new daughter-in-law feel bad. Yes, you were snubbed, but you are the adult and some young people don’t know how hurtful this sort of thing can be. Next time you have them to dinner, invite her parents and discuss holidays. Some couples do double duty—noon meal with one family and evening with the other. Or you could take turns with each family. For example on certain holidays trade off—her parents for Thanksgiving, his for Christmas, and alternate each year. Traditions are nice and setting them early in the marriage helps, but it is also good to be flexible. Ask your friends how they handle holidays.

It should help.

DEAR DONNIE, We planned to move to Carpinteria when we retire in two years. We bought our retirement home down by the beach a few years ago expecting to be able to rent it now and then. We’ll need to make some income on it to help with the payments.

The new laws about vacation rentals are limiting our options. Tenants have always been respectful of the neighbors so I feel the new rules are unfair. If we rent long term instead of vacation rentals that limits the amount of time we can enjoy this property. Should we sell and retire someplace else?

SIGNED, VICTIM OF NEW VACATION RENTAL LAWS DEAR VICTIM, I agree the new rules favor permanent residents at the expense of those owning vacation rentals. If you live in the beach neighborhood, you may still be able rent your home by the week or by the month.

The purpose of the new regulations was to outlaw short-term rentals in single family neighborhoods. There is a demand for winter rentals by “snowbirds” and summer rentals by desert dwellers, so I think a good property manager can keep it rented and still leave some free time for you. Pay a visit to the city to get the details on what is permissible.

DEAR DONNIE, My dad and I have always been very close and had a good relationship. He remarried a few years ago, and our relationship has gotten difficult. When he and my stepmom first started dating, I liked her a lot. But right after they got married she started pulling away. Now she barely talks to me and I see my dad less and less. I’ve tried reaching out to understand what happened to cause her to pull away, but she shrugs it off. When I ask my dad about it, he says that she doesn’t like me and I have to respect her feelings. I have always been very pleasant and friendly with her so I am baffled as to why she would suddenly decide I am unlikable.

Now when I do see my dad he is critical and judgmental of me where he wasn’t

before. While I can make do with an evil stepmother, I don’t want to lose my dad.

I am afraid she is turning him against me by saying negative things behind my back. How do I protect my relationship with my dad when there seems to be no resolving my relationship with his wife?

SIGNED, MISSING DEAR OLD DAD DEAR MISSING DAD, That is heartbreaking that your stepmother is forcing your father to take sides.

A healthy father-daughter relationship is crucial to a young woman’s self-confidence. Your father’s new attitude toward you is inexcusable. Many stepmothers are loving, and go out of their way by creating warm family relationships. Divorce is hard enough on children without “wicked stepmothers” purposely trying to make it worse. Let your father know how you feel, and if that doesn’t help, then see as little of him as possible. He sounds like a jerk.

DEAR DONNIE, I would like to know how someone is chosen to be Carpinterian of the Year. A group of us sent recommendations to the Chamber of Commerce and then heard nothing until the winner was announced at the banquet. Is there a method to help our nominee?

SIGNED, NOMINATOR NOT IN THE KNOW DEAR NOMINATOR, Many people have wondered what the real criteria are to be chosen for this honor, so I checked with the chamber office. I was told that there is a committee charged with reviewing all nominees and making the final decision. It depends a lot on how many names are submitted. This year there were so many that it made it especially hard. It is all very confidential.

I always thought it was based on what the person had done for the chamber, like being an officer or on a committee, etc. I was told that was not the basis for the award, but what the person had contributed to the community of Carpinteria. This town is full of so many generous and involved citizens that I’m sure it is hard to pick just one. If you want to suggest someone, then get the form from their office when the nomination window opens in the fall, round up some people who know them well and are familiar with their contributions, and submit it by the deadline. May the best person win.

Home Inspection Report. In addition to the above information the report should also identify any problems with components of the home that are reaching the end of their useful life span, such as expected remaining life of a water heater or furnace.

A buyer should also hire a licensed pest inspector to inspect for evidence of termites, dry rot and other wood destroying pests. Other more detailed and specialized inspections to consider are sewer laterals, pools and roofs.

Depending on the age and quality of the home the report provided to you by your hired inspector can be overwhelming, but this is not a corner to cut. Sometimes even the most gorgeous home can have something very ugly hiding behind the walls or under the floors!

WHERE THE HEART IS SARAH SMITH Yahoo! Pop the champagne, let’s celebrate! Your offer to purchase a home has finally been accepted and escrow is now open. While this is a great reason to celebrate, what many don’t realize is that the journey through escrow can be full of bumps. While each escrow process will be different, all should contain some of the major steps below.

3. Title Search: The title search is performed by the Title Company and will reveal the home’s owner history—who owned it, when it was sold, etc. It will also determine if there are any demands, liens or other restrictions on the property. Problems that can be discovered during title searches can include unknown easements, boundary or survey disputes, and false impersonations of previous owners, liens, errors in public recording or restrictions in property uses. No lender will allow funding without a proper title search. Once the title search is complete the title company will then issue a title insurance policy.

1. Appraisal: If the property you are purchasing requires financing then an appraisal by a licensed appraiser is needed.

Most often this is something the lender will arrange. The appraiser will reach out to both or one of the real estate agents to set up a time for appraisal to take place.

The appraiser will walk through property taking pictures, measurements and mental note of condition and size of property.

Using that information along with recent sales reports in the neighborhood, the appraiser will determine a value of that property. This is done so that the lender knows your property is worth the value they will be lending you. The appraisal report will either determine an appraisal amount at contracted price or below/ above contracted price. If the property appraises below, the bank may require a larger amount of down payment or you may need to ask for a credit on sales price from the seller.

4. Seller Disclosures: Within the first few days to a week of escrow the sellers should provide buyers with a full list of disclosures. These disclosures should be in the opinion of the sellers. Seller disclosures can include some of the most important information regarding the home. Documents completed by the seller of a home listing any known issues with the property, as well as any remodel projects completed during the time they owned the home. In turn, the buyer will have a certain number of days to review the disclosures. This information is useful, but is no substitute for the above mentioned inspection by a

The standard length of time for a buyer to inspect a property is within the first 17 days of escrow. 5. Final Walk Through: It’s nearing the end. Don’t overlook this final and very important step. The purpose of the final walk through is to make sure the property is in the condition you and the seller agreed upon when you signed the purchase agreement. This walk through can be anywhere in the week

During this walk through the buyer should verify all negotiated repairs have been made, verify no damages have been made to the property and all items that were included in the contract are present and in operable condition. A lot can happen from the time your offer was accepted until closing, especially if the property was vacant or tenant occupied. More than once I have seen items that were believed to be part of the purchase that in fact belong to tenants.

I have also witnessed how quickly vacant houses and their yards can fall apart if they are neglected.

My final comment to note is that escrow time frames are set in place in the purchase agreement. Although issues arise and extensions can be made, it is best to work closely with your realtor, escrow officer and lender to make sure all runs as smoothly as possible and in a timely manner. The escrow process can be stressful, and every escrow is bound to have bumps, curves and delays. This is why it’s extra important to have the pros by your side. And it helps to really enjoy that glass of champagne at the final close of escrow!

Warriors beat Nordhoff for fifth consecutive win

The Carpinteria High School baseball team clinched a 7-3 TriValley League triumph over Nordhoff on April 12. Nordhoff’s loss became the Warriors’ fifth consecutive win and put the squad at 10-4 on the year overall and 3-2 in league.

Recent wins arrived after the team suffered a blow to morale with two lopsided losses (13-0 and 8-0) against St. Bonaventure a few weeks ago. “We’ve responded well to that (the series against St. Bonaventure), didn’t panic in those games and stuck with what we’re doing; the guys are getting better each week,” said Carpinteria coach Pat Cooney.

The Warriors got out to an early 3-0 lead in the bottom of the first, taking advantage of three singles, a balk, an error, a walk and a hit batsman. The Rangers would get on the board in the second to cut the lead to 3-1. Chase Mayer then led off the second with a single and a stolen base. Tony Vega’s two-out single to left field brought Mayer home, and put Carpinteria up by three again, at 4-1.

Sal Delgado’s opposite-field, solo homer in the third extended the lead to 5-1. “All I could think about was putting the bat on the ball. I give a lot of credit to Mr. Monarres (Art), our hitting instructor … and I remember him just saying a nice, easy, smooth swing,” said Delgado of the homerun. Delgado also started on the mound for the Warriors. The ace of the staff would pick up his fourth win on the year, giving up two earned runs and striking out five batters.

Jacob Garside also came into the game in the fifth to pinch hit, delivering an RBI single to give Carpinteria a 6-2 lead. Vega pitched in relief, not allowing a hit in an inning and 1/3 to close out the win. Dominic Sturdivan went three-for-four, scoring twice and stealing a base. Toby Spach added an RBI single and scored a run.

“There wasn’t anything easy or routine about the win, but we’ll take it and quickly turn our focus to the next game,” said Cooney.

April 12 – The Carpinteria High School softball team won a non-league game versus La Reina by a score of 2-1. Mackenzie Kephart matched La Reina’s pitcher pitch for pitch. Kephart gave up one run on five hits through seven innings. The Regents’ only run came in the third on two hits. Mikayla Blair started the seventh with a double down the left field line, and one out later Amanda Blair hit a double to the right center gap to score Mikayla and tie the score. Later, with two outs, Samantha Saenz hit a walk off single to right field to score Rebecca Bray (who was pinch running for Amanda) for the winning run.

April 18 –The Carpinteria High School softball team in a league game versus Grace Brethren, lost 5-3. The Warriors stayed even with unbeaten Grace Brethren until the 7th inning where they gave up two runs to the Lancers who came away with the victory. Carpinteria scored one run in the 4th when Samantha Saenz walked, then scored on a double by Tori Kelley. The Warriors scored again in the 5th on a double

by Kayana Diaz who moved to third on a single by Mikayla Blair. Raquel Cordero then hit a hard ground ball to second to score Diaz which made the score 3-2, Grace Brethren. Carpinteria was able to tie the score in the 6th when Kelley doubled, and was sacrificed to third by Iliana Esquival's bunt; then, the next batter Amanda Blair doubled down the right field to score Kelley.

April 14 – The Carpinteria High School boys tennis team dropped a non-league match to Nordhoff, 10-8. Warrior number-two singles player Jacob Ascencio was injured for the match, and Cameron Gralewski also got injured and could not play in the second and third rounds in doubles. “I was happy to see Jeremy Saito play as well as he did, he swept his three sets and really set the tone early in the first round,” said Carpinteria coach Charles Bryant. In doubles, Solomon Nahooikaika/Kirby Zapata went 3-0 after the first round. Sam Truax/Luke Nahooikaika went 2-1, and dropped their last set 6-4.

April 17 – The Carpinteria High School boys tennis team lost a non-league match to Laguna Blanca, 12-6. Jeremy Saito won two of his three sets with the final set of the match being won in a tiebreak. In doubles, Solomon Nahooikaika/Kirby Zapata won two sets and dropped a tiebreak against the Owls’ number-one team.

Luke Nahooikaika/Sam Truax also went 2-1. “I was not too happy, as we had a few points, games, sets that could have gone our way if we just had more focus and desire,” said Warriors coach Charles Bryant. Carpinteria is now 6-9 overall and still 3-1 in the Frontier League.

April 14 – The Carpinteria High School baseball team fell to the Nordhoff Rangers 5-4. The Rangers scored three runs with two outs in the bottom of the seventh inning to nab the victory. Leading 4-2, Carpinteria’s lefty hurler Chase Mayer retired the first two Nordhoff batters. But the Rangers were not done, taking advantage of three Warrior errors. Jose Carrillo contributed to the offense with two RBI on a sacrifice fly and a hit, while scoring once and walking twice. Toby Spach had a leadoff triple in the 2nd and later scored the first Carpinteria run. David Martinez and Tony Vega had back-to-back doubles in the 7th to give the Warriors the lead.

April 17 – The Carpinteria High School boys golf team lost to host Nordhoff in a nine-hole match scoring 278 against the Rangers 260 at Soule Park Golf Course. Jesse Brooks of Nordhoff led the Rangers with a score of 42, while the Warriors were led with a 51 from freshman Jojo Gonzalez. Jacob Mata shot a 55, while Alex Cisneros tallied a 57 with Jacob Durtche also notching a 57.

April 12 – The Cate School baseball team started off Frontier League play with an historic 6-1 win over Thacher, as senior Joel Revo pitched the Rams’ first no hitter since 2009. Cate got contributions at the plate from junior Patrick Armstrong who was two-for-four with a double; and sophomore Jack Deardorff who went one-forthree with a double and three RBI. Senior Bryce Huerta had a hit on the day as did junior Emily Burns who had a double and a run scored. Revo shut down the Toads all afternoon, going the distance, striking out eight, walking one and hitting two batters.

He was helped with some fine defensive plays by sophomore catcher Ethan Cassulo and junior Chris Bennett. “Anytime you can beat the Toads to open up league play it's special, adding a historic performance onto that is icing on the cake,” said Cate assistant coach Dave Soto.

Swimming April 12 – The Cate School swim team split with Nordhoff with the boys winning their meet, but the girls coming up short. Halie Straathof, Tilly Bates, Marissa Strauss and Ella Hendricks won the 200-medley relay for the girls. “Straathof won the 50 free for her third meet in a row with limited training due to a back injury suffered in the Winter,” said Rams coach Erik Hansen. Julien Maes notched a victory in the 50 freestyle, and then went one-two in the 100 with teammate Victor Vasquez. Maes, Marcos Brasil, Kaiser Ke and Andre Pincott won the 200-free relay. Ke and Teddy Wecker went one-two in the 100 breaststroke before Pincott, Brasil, Vasquez and Maes finished off the meet with a victory in the 400-free relay.

boyS tenniS April 13 – The Cate School boys tennis team (11-0) continued its undefeated season with a win over Laguna Blanca (8-2), 15-3, in non-league play on the road. The Rams won singles sets behind sweeps from brothers senior Kevin and freshman Ethan Ha, and from number-three singles, junior Joseph Thomassen, who lost one set.

In doubles, senior Christian Herman and junior Nicholas Hildebrandt came back from a 5-3 deficit to win 7-6 in their first set, and in the next two rounds completed a sweep for the day. Cate's number-two doubles team, junior Charlie Morris and sophomore Brad Gordon, captured a 7-5 win against Laguna Blanca's number-one team, also securing their sweep. The Rams number-three doubles contributed with a 7-6 win behind the play of senior Anhyo Jeong and junior Carter Melnick.

April 13 – The Cate School girls lacrosse team beat Thacher by a final score of 15-5.

Freshman Liza Borghesani made three saves in the game. Senior Morgan Prinz collected three ground balls and executed two midfield connections. Daphne McKeefry had two goals, two assists, two interceptions and six draws. Maddie Erikson was the leading scorer with eight goals, picked up eight ground balls, dished out three assists and nabbed three interceptions. Junior Brie Walker fielded 14 ground balls, pulled down three interceptions, won nine draws, collected five forced turnovers, scored four goals and distributed three assists.

March 7 – The Carpinteria High School baseb beat Villanova 14-1. The Warriors offense, led b two doubles and five RBI, provided support for up one unearned run. Tony Vega picked up the innings while striking out three and walking non Noah Nuno, along with Martinez each pitched two hits, and scored twice for Carpinteria.

March 13 – The Carpinteria High School boys tennis team dropped a close nonleague match to Laguna Blanca, 10-8. In doubles, number-two Luke NahooikaikaAnderson/Jacob Ascencio and number-three Solomon Nahooikaika-Anderson/ Kirby Zapata swept their three sets each. “I was happy with how they played, Solomon and Kirby were down 2-5 in their second set and came back to win in a tiebreak,” explained Warriors coach Charles Bryant. The Warriors’ last two points were from number-one singles player Jeremy Saito. “(Saito) had a tough first set against the Owls’ Alex Furukawa but came on strong in the next two sets dropping just three games,” said Bryant. Carpinteria is now 2-5 overall, as they start league play.

CHS senior signs with Division 1 college

On April 12, Carpinteria High School senior Odessa Stork signed a letter of intent in front of the student body on campus to play NCAA Division 1 tennis at Hofstra University in the fall. Stork started playing tennis at age 4 and began competing in USTA (US Tennis Association) junior tournaments until age 10. As evidence of her years of hard work in junior tennis, this past summer she was selected to represent Southern California at the Team Zone Championships in Salt Lake City, Utah. Now 16 years old, Stork has played in over 300 career matches in USTA tournaments. Equally important to her are her academics; the budding writer has published several articles in mainstream news media. She plans to major in journalism at Hofstra. In addition to her tennis scholarship, Stork has been awarded the Hofstra University Presidential Scholarship for her outstanding academic achievement.

confusion about the router, which was sometimes referred to as a modem and sometimes not. Turns out their router serves as both. They made promises, such as service activation, that they couldn’t keep. They didn’t seem to understand that phone set-ups differ from area to area and state to state, and things here couldn’t just be turned on from a remote location.

My next hurdle, talking to their tech people to set up TV streaming, is not something I’m looking forward to. Oh yes, and getting my wireless printer to work! We’ll see how it turns out. There might be a Part III to this saga.

Mural update

If the switch from Cox to Direct TV Summerland’s historic mural at the wasn’t painful enough, getting internet and phone from Frontier added a few post office grew a lot brighter thanks to more lashes. Though competition was stiff with hundreds of top athletes vying for medals, Carpinteria High and Cate schools brought home some hardware nonetheless. CHS’s varsity jumper Daniel Burquez, who claimed first place for his 43-3/4 triple jump, was one of two Outstanding Athletes of the Meet.

On April 12 at approximately 1 a.m. a deputy saw a man fueling a silver sedan at a gas station/convenience store on Via Real. A records check of the license plate number revealed that the vehicle had been reported stolen by a rental car company. As the man finished fueling the car and began to drive away, the deputy reported that he and his partner initiated a “high risk traffic enforcement stop.”

When the driver yielded across the street at another gas station, deputies held him at gunpoint because, the reporting deputy stated, “Based on my training and experience, I know that often people who are in possession of stolen vehicles can also be in possession of weapons.”

The man explained that the vehicle rental agreement was in the glove compartment, and that he had given the rental company his credit card. He also stated that his car had been totaled and his insurance had covered the rental for a month and he was continuing to pay for the car with his credit card.

The stolen vehicle report had been made in Huntington Beach. An employee of the rental company told a deputy over the phone that the man had had the car since late January, and that the contract had been closed since April 5. The deputy arrested the man and read him his Miranda rights. The man acknowledged that he understood and agreed to speak with the deputy.

The man allegedly told deputies that he had rented the vehicle and left his credit card number with the company.

The man said he was not sure how long the rental agreement was for, and that he had been working in Carpinteria for about six weeks. The deputy asked the man when he was supposed to return the vehicle and he replied, “When I am done. I have called them.” When asked when he last spoke with the rental company, the man said, “a few days ago,” and when asked what the company had said to him, the man replied, “It’s fine” and that the company had his credit card on file. Asked if it was possible that his credit card had been canceled or expired, the man admitted that it was possible.

The deputy booked the man into Santa Barbara County Jail and locked the man’s luggage in the trunk of the car, which was towed. The man’s wallet and cell phone were booked into custody at the jail.

Hearing voices

On April 9 at approximately 3:30 a.m. deputies contacted a man who had called 9-1-1 and reported that someone was trying to stab him at an apartment complex on Via Real. When deputies arrived, they found a man in the parking lot and asked him if he saw people or was hearing voices. The man reportedly told deputies that he could hear people saying that they were going to stab him

and he could see shadows of people. The deputies could not see any people in the area, and asked the man to sit on the curb. They checked his pulse, which was elevated, and the man’s pupils were slow to react to light. The man said that he had inhaled meth the previous day. “Just a little line yesterday. It burned my nose. It was real good,” the man reportedly said.

“I’m pretty sure I’m under the influence.”

He was arrested and transported to Santa Barbara County Jail.

Scrambled or over easy?

On April 10 at approximately 3 p.m., deputies responded to a residence on Cameo Road on a report of a man causing a disturbance. When deputies knocked on the door of the residence a “heavyset” man answered. A deputy asked him if he was the man they had been called about (dispatch provided the name that the caller had given when reporting the disturbance), and the man replied with a name other than the one that had been given. The man’s words were reportedly slurred, and the deputy asked him to step out of the residence. Instead, the man hesitated and then turned to go into the kitchen.

The deputy again told the man to walk out the front door to his partners, but the man told him that he was cooking eggs.

The deputy asked the man why he was wearing a backpack while cooking eggs, and the man reportedly said “Yeah.”

When asked for his name, the man provided the name that the Sheriff’s Office had been called about. When asked why he had provided a false name, the man said “I can do that, he is my brother (the name the man first gave) and it’s inside my house.” Providing a false name to a peace officer is a crime.

The reporting deputy told two other deputies to take the man into custody, and as they handcuffed him and searched his person, the deputies found a large kitchen knife in the waistband of his shorts. The reporting deputy instructed them not to charge him for the concealed knife since the man had been inside his house when he was arrested. The man was also in possession of a small bindle of suspected crystal methamphetamine.

As he was being taken into custody, the man began yelling at deputies, and due to his heightened state of agitation, deputies did not conduct a narcotic substance examination but transported him directly to Santa Barbara County Jail.

The following counts taken from April 10-16 were compiled from Carpinteria Seal Watch volunteer reports. Carpinteria harbor seal beach closure runs from Dec. 1 to June 1 each year. Seal Watch volunteers are still welcome to sign up by calling 684-2247.

Natural History Notes

A few sick sea lions have been found on nearby beaches, suffering from domoic acid poisoning. Domoic acid is a neurotoxin produced by phytoplankton, which concentrates up the food chain, for example in anchovies, and when ingested in sufficient quantity causes seizures and death. Although studies show harbor seals can also suffer from domoic acid poisoning, we have not seen it affecting local harbor seals.

The Carpinteria harbor seal rookery is located immediately east of Casitas Pier, between the Carpinteria Bluffs Nature Preserve and Carpinteria State Beach.
