Great White sighted at city beach

City lifeguards sighted an 8- to 10-foot white shark about 100 yards off shore on July 11 at 9:20 a.m. Carpinteria Parks and Recreation Director Matt Roberts reported that the animal was seen swimming near the buoy line just west of Ash Avenue. Warning signs were put out in accordance with city policy, and State Beach lifeguards were informed. Many similarly sized white sharks have been reported this summer at Santa Claus Beach, which is just west of the city beaches. White sharks that size are young and rarely aggressive to humans. Air quality suffers as wildfires continue

Two wildfires burning in North County Santa Barbara have triggered ongoing air quality warnings from the Santa Barbara County Public Health Department and the Santa Barbara County Air Pollution Control District. A July 10 air quality warning will remain in effect until there is a reduction in smoke and ash from the Alamo and Whittier fires. As of press time, the Whittier fire had burned nearly 12,000 acres off Highway 154 and was 48 percent contained. The Alamo Fire in Santa Maria had burned over 28,000 acres and was 65 percent contained.

The Food Liaison serves up spirit of giving Week-long Christmas in July supports local causes

To hear Jason Rodriguez, The Food Liaison co-owner, talk about the late philanthropist Michael Towbes, you get the impression Towbes was Santa Claus incarnate. There’s hardly a local organization that didn’t feel his generosity, and Rodriguez has big ideas when it comes to celebrating Towbes’ legacy while pumping The Food Liaison proceeds into local organizations during the restaurant’s Christmas in July celebration, Monday through Friday, July 24 to 28.

Rodriguez with wife and TFL co-owner Nirasha hosted a one-day Christmas in July last year to support 3-year-old Forrest Holt, who was born with major vascular malformation. In three hours, they raised $5,000. “I was like, ‘This year, we’re going to do it again, but we’ll spread the love to more groups and causes,’” Jason said. “We’ll take a whole week and raise funds and awareness for all these people who are so dedicated to the community.”

Jason dove in with his signature exuberance and ambitiously designed the week-long event to include raffles with prizes relevant to five beneficiaries along with an ongoing digital photo exhibit for customers to view to learn the story of each beneficiary. He said choosing the five was the hardest part, and they broadly used criteria of groups being local and vocal—organizations that already are visibly working hard to fundraise and make a difference in the community.

On Monday, July 24, TFL is again supporting Holt, now 4-years-old; July 25 benefits Plaza Playhouse Theater; July 26 is Girls Inc. and The Howard School; July 27 is Franklin Trail Phase III; and July 28 is Carpinteria Arts Center.

Jason also met Anne Towbes, Michael’s widow, to gain her blessing in creating a landmark event in Michael’s honor.

The Towbes Group owns Shepard Place Shops, where TFL is located. “He was just a super generous person and donated hundreds of millions of dollars,” Jason said. “I think these are good footsteps to aspire to follow.”

Part of selecting each beneficiary, Jason said, was finding causes like medicine and the arts, of which Michael was such a big supporter, but it turned out that the umbrella of his philanthropy covered pretty much everything.

Expansion more than doubles TFL space

When it opened three years ago, The Food Liaison was mainly a catering company for creative California fresh cuisine that had a lunch counter to serve overflow dishes and provide a public interface. “People would walk in and ask, ‘This is a restaurant?’” said co-owner Jason Rodriguez. It was a valid question for the narrow spot. “We had two tables in this little hole in the wall.”

It was a lunch counter that caught fire, and is now a successful and sought-after eatery that serves 1,000 plates a day (including catering for many local businesses); thus necessitating expanding the seating area and kitchen. The new space opened at the end of March, and Carpinteria Valley Chamber of Commerce will hold a ribbon cutting for it on Friday, July 28.

The stainless steel and glass-façade’s clean look remains central to the larger design, but there is also a homey bookshelf stocked with cookbooks that gives the feeling of a living room mantle. In the new space, TFL offers expanded cooking classes and pop-up restaurant nights featuring local vintners, brewers and chefs.

“The events are less hands-on than the cooking class. You sit down for multiple courses and learn the story of the food,” Rodriguez said.

Carpinteria Arts Center hosted a night of live music and cold brews on Friday, July 7, and welcomed a steady stream of over 300 attendees.

Sponsored by Rincon Brewery and DEEP Magazine, Surf’s Up raised over $1,200 for the Arts Center and featured a lively raffle supported by Rincon Designs, A Frame Surf Shop and Surf Happens. Out of the Blue’s popular covers got the crowd out of its seats for some First Friday moving and grooving.

Cannabis conundrum: county supes revisit pot laws

status. Still, there was no real accounting of who was legal non-conforming, nor a registry of who was growing.

By crafting laws that will bring medical and recreational cannabis growers and retailers under one set of rules before 2018, growers will only be legitimized if they are in strict compliance. Without the rules, Williams said, growers have no incentive to take measures like installing expensive odor mitigating scrubbers. “(The current system) is not working for growers either, because they don’t feel secure that they’ll be able to stay in business, which makes it hard to invest capital,” Williams said.

The county has great latitude in how it can design its legal framework for cannabis, but also faces a time crunch before the state begins its licensing system in 2018. State licenses will only be issued to cannabis cultivators, retailers or manufacturers who prove they’re in compliance with local law. If local laws do not exist, only state laws will apply.

“The reality is we have a system that’s not working very well. We want to fix the system. Come next year, we’re going to have the state issuing licenses, and we need (the county) process to move forward so we have an opportunity to tell the state, ‘Hey, they’re in compliance,’” Williams said.

To get a feel for residents’ appetite for cannabis entrepreneurship, county staff solicited voluntary registration of current growers and medical marijuana operators, as well as those who will apply for licensing once the recreational industry gets off the ground in 2018. Currently, the county has registered 216 current operators, and 506 total parties expressed interest in being licensed in the future. Of the current operators, 52 registrants are in Carpinteria Valley—the densest region in the county for cannabis cultivators.

Growers want to grow, and residents want to open their windows. In its ongoing discussions about how to regulate the cannabis industry, Santa Barbara County Supervisors and staff convened on July 11 to receive public input and set priorities.

Starting July 12, the county opened the 30day scoping period for its Environmental Impact Report on proposed new cannabis regulations. The month-long window is the public’s opportunity to provide input on what’s important in regulating the cannabis industry—in Carpinteria it has been all about the crippling odor—so the EIR can analyze how proposed regulations will impact the environment in areas from irrigation to noise and traffic.

First District Supervisor Das Williams, a Carpinteria resident, has straddled the divide most sharply illustrated along the Carpinteria city/county border at Foothill Road, where a quarter of the county’s current cannabis cultivation occurs. Williams said the conundrum here is untangling what’s already a regulatory knot and fixing the system to alleviate the public nuisance created by unrelenting skunky odors while providing a set of rules that will allow growers to stay in business.

“If you want more enforcement on marijuana, we have to permit marijuana, which is a weird, counterintuitive fact,” Williams said.

Not to be understated is the county’s interest in generating tax revenue from a new industry to help close a $30 million budget shortfall. Any tax on the industry would require a voter-approved ballot measure.

The county never had a way of recording and tracking who was growing medical marijuana and created an ordinance last year putting a moratorium on new growers and granting existing growers as of Jan. 19, 2016 legal non-conforming

nances to keep the cannabis business in check. Business licenses can be capped and certain aspects of the cannabis business, like extracting oils to make edibles, can be barred completely. Land use rules can be applied to set up buffers between schools and growing operations to limit the amount of space that can be dedicated to cannabis and condition permitting to require mitigation standards like scrubbers to prevent the dissemination of odors.

At the meeting, Carpinteria resident and retired local law enforcement officer Zave Saragosa said, “Even with this heat, I still can’t open my windows. It smells like a dead skunk in my backyard, and that’s not right.”

For their part, industry representatives said they welcome rules. They want to be legitimate business people and good neighbors. Also, those in the cannabis

industry are quick to dangle the carrot of the new tax revenue stream in front of representatives who are embroiled in budget struggles. One industry representative said, “(Legal cannabis) has come into California. The only question is, will the county reap the benefits?”

Residents in the City of Carpinteria hope that the county empathizes with their complaints when deciding the fate of the cannabis cultivation industry that has sprung up in their jurisdiction.

“Imagine if you wake up one night and your whole backyard is lit up by greenhouse lights when there was never a planning process or notification. This is what my family is experiencing,” Carpinterian John Culbertson said. “I ask us not to look at the past. The past has not been too good here. Let’s look at the future.

On June 19 at approximately 12:15 p.m. an official with the City of Carpinteria contacted a deputy to report a local homeless man seen throwing trash in the bushes off Carpinteria Avenue. The homeless man is well known to deputies and city officials for numerous complaints of his throwing trash and defecating in public.

The reporting deputy went to the site where the official had reported the trash being thrown and observed a wadded white T-shirt that “appeared to be soiled with a brown substance.” (The official had stated that he believed the item was a T-shirt or rag that had been thrown in the bushes.)

The deputy then contacted the homeless man, and noticed that the man was wearing a jacket with no shirt on underneath. After explaining to the man that someone wanted to sign a citizen’s arrest form for his littering, the man “eventually admitted,” the reporting deputy noted, that he put a T-shirt in the bushes. However, the man stated that he did not know how anyone saw him because no one was around at the time. The deputy cited the man for littering.

Tools of the trade

On June 30 at approximately 8:20 a.m. deputies were dispatched to a trailer park on Via Real on a report of a possible prowler. A man living near the property had seen a man wearing a black hoodie and riding a bicycle enter the RV storage area of the park and begin looking in the windows of parked RVs. The man then called law enforcement. Upon arriving at the trailer park, deputies saw a bicycle leaning against an RV. One of the deputies drew his weapon and knocked on

the door of the RV and announced his presence. When no answer came, the deputy opened the door and saw a young man seated inside. The man was asked to exit the RV at gunpoint, and a deputy detained him in handcuffs.

The man had wire cutters, pliers, black gloves and Allen wrenches in a backpack and the reporting deputy believed that these tools were to be used for burglary.

The man explained that his friend had told him that he had permission to be in the RV and that he would meet him there. When the deputy contacted the owner of the RV, she said that no one had permission to enter. Convinced that the 18-year-old man was committing a burglary, the deputy arrested him for the crime and transported him to Santa Barbara County Jail.

Sitting in a parked car is always suspicious

On July 1 at approximately 5:30 p.m. deputies responded to a call about three people sitting in a parked car on Star Pine Road possibly using narcotics. On contacting the individuals, a deputy recognized a 28-year-old man from patrol briefings regarding the man’s outstanding, no-bail warrant for probation violation. The man was removed from the vehicle and arrested.

An 18-year-old man sitting in the back seat with his sister made furtive movements towards his shoes, the reporting deputy noted. The man on probation told the deputy that if he had any methamphetamine it would be in a tan backpack on the center console. Upon searching the pack, a deputy found a small amount of meth. Since the man on probation had unlimited search terms, deputies had the brother and sister step out of the car as well. The 18-year-old man was reluctant to remove his shoes when a deputy asked him to, but ultimately agreed and a small amount of meth was found. Both men were transported to Santa Barbara County Jail.

Movies in the Park

Summer does not officially begin in Carpinteria until the big screen goes up on Linden Field in the 300 block of Linden Ave. for the first film of the annual Movies in the Park series. Disney’s “Moana” kicks off this year’s screenings on Thursday, July 13, at dusk (around 8:15 p.m.).

DJ Hecktik will lay down tunes beforehand for the free event. Cool evening temperatures make sweaters a good idea, and participants are encouraged to bring blankets and low beach chairs. A raffle with items from event-sponsor Rincon Designs will be held to support Movies in the Park.

Saint Joseph Church Festival

Controversial plans for a new home on 8th Street were approved earlier this month.

City approves contemporary home, neighbors not happy

Despite vocal opposition to a proposed contemporary home at 5157 8th Street, the Carpinteria Planning Commission approved plans for the two-story, 2,034-square-foot residence at its July 3 meeting. The window to appeal the project to the City Council closes today, July 13.

Located between Walnut and Maple avenues, the property has an existing 1,416-square-foot, single-story home that was built around 1900. The proposed structure, which has received the greenlight from the city’s Architectural Review Board and Planning Commission, has been criticized by community members for its boxy, too-contemporary design, which critics say is incompatible with the rest of the neighborhood and will set a dangerous precedent for future development.

City staff recommended the project’s approval, and said that size, massing and scale is appropriate for the neigh-

borhood, which has numerous larger two-story structures. A staff report states, “Although the proposed style is not prevalent in the City and the nearly flat roof is unique in the immediate surroundings, the architectural design and color scheme is compatible with the neighboring properties, and there are examples of flat roofs on commercial buildings and on residences in other neighborhoods of the city.”

When is solar the right choice?

living the green life erin maker It wasn’t my intention to make California my home when I first came here.

Traveling around the country and taking the scenic route whenever possible with the help of my trusted and road-worn atlas, I first set eyes on the Pacific Ocean after crossing the deserts of California and driving the meandering road from Ojai.

The mountains seemed rather impressive, especially so close to the ocean. And so much sunshine! Coming from New England, where it rains an average of 151 days a year and the days can be short and gray much of the winter, the sunny days made me fall in love with the area. All these years later, I still love this area in part because of the climate and the landscape.

I’ve written about the wide variety of energy sources available. Some, like coal and nuclear energy, have been phasing out slowly in recent years. Coal mining is resource intensive, and there are health risks associated with coal that have long-lasting impacts on both human and environmental health. With nuclear energy, the closure of power plants and disposing of the excess uranium are the cost-intensive elements. We only use a small fraction of the energy that uranium produces in nuclear energy—the rest is disposed of as hazardous waste.

California is a leader in renewable energy. The state’s goal is to have a 50 percent renewable energy portfolio across all utility providers by 2030. Municipalities, businesses and homeowners will all have to work together to meet this aggressive goal. There is more than one approach to increasing renewable energy sources.

In my March 2016 column, I wrote about community choice energy, which is currently being explored for the tri-county area.

Solar energy has been around for a while now, and the technology continues to improve. I remember reading an article years ago about a car powered by the sun and being fascinated by the concept.

Seeing solar on homes and businesses is common now, but taking the first step to solar can be intimidating, and each home or business owner must decide if solar is the right choice. While Southern California has plenty of sunny days, you might have a heavily shaded roof, or perhaps your roof isn’t south facing. Clay tile

roofs also present a challenge for installing solar. The next step is deciding how much energy you want to generate with solar panels.

As with any energy source, there are pros and cons to solar panels (such as keeping them clean so they continue to operate at their full capacity). One of the cons is expense, but the price has dropped significantly over the last decade. Add to that the benefits of reducing electricity bills, reducing your carbon footprint and the associated air quality and health benefits, and the switch becomes more attractive.

One common misconception about solar panels is that once installed, you will have no utility bill and always have energy. This is not necessarily the case.

Installing solar panels means that your home or business will generate energy during sunny daylight hours, and any excess you produce goes back to the grid.

However, you are not producing electricity when it is dark, and that energy isn’t stored on the utility grid specifically for your use. Buildings with solar panels installed are still using the utility provider’s grid delivery system, and there is a fee for that. While installing solar greatly reduces your energy bill, it does not eliminate it.

If you have a home and are looking for energy reliability—meaning you want to be off the grid entirely and be able to produce and use your own energy—then you will need to take another step and consider battery storage. While battery storage has been around for a while, it is still a fairly new technology and thus not cheap. But if your goal is to produce your own energy, there are several local companies that can provide information about what will fit your needs.

If solar is something that you are considering, I suggest attending one of the workshops for Solarize Santa Barbara, put on by the nonprofit Community Environmental Council. They provide an overview of what to look for, and they also work with local vendors to provide a good price to homeowners. Carr graduated from San Francisco State University with a BA in studio art with an emphasis in sculpture, and has gone on to show his work in venues across San Francisco. Also a musician, Carr’s first band, Cosmic Revelators, gained significant recognition from the Santa Barbara Independent. His current rock n’ roll band, Down and Outlaws, has just released their first album, “Above Snakes,” at the reputable Studio 606. When Carr is not creating art, or making music, he can be found at Brass Tacks in San Francisco mixing and serving cocktails.

By Lauren Graf “I’ll be the crazy cat lady. I don’t care,” Lori Locker said in her living room among feline-themed pillows, string lights, books and figurines. Locker may have embraced cat culture, but she admits that she never intended to adorn her home this way.

It all sprung from a conundrum that Locker’s daughter, Troy Locker Palmer, faced decades ago with her mother’s 50th birthday approaching. Palmer told her mother that it was too hard to find her gifts and asked, “What do you like?” Locker said cats, since she had always had them as pets, but she requested that any presents be useful. Aside from gifts, Locker also receives and gives catthemed cards for holidays and birthdays. These notes from family and friends were too cute to throw away, she said, so instead she stored them in a box.

When the stash began to overflow, her bathroom coincidentally needed a new look. Inspiration struck Locker, and she decided to put her collage skills to the test and decoupage the wall in cat cutouts. This artistic feat took two years to assemble, finishing last summer with the help of her daughter. The wall features festive felines for every holiday, stickers, cat food labels, clippings and calendars.

Locker said that all of the card cutouts on the wall contain memories, such as who gave them or when they were given.

A lover of art, Locker said that among her favorites are the Andy Warhol and Sandra Boynton images, and that she also has a particular fondness for the Hello Kitties in the collage. Several cat photos are her own, such as some of her beloved pets Dudley, William, Smokey and Jenny, her current housemate and mouse-catcher.

Jenny is a tailless calico, which Locker said resembles a maneki-neko, a Japanese good luck cat.

Looking at the decoupage feels like playing a game of I Spy, and eagle-eyed onlookers may notice a few white dogs on the wall. These are photos of Spike, the family pet who holds such a special place in Locker’s heart that he has been included in the otherwise exclusively feline display.

Over 100 spirited girls brought their zest and zeal to Carpinteria High School this week to hone dance and gymnastic skills under the guidance of CHS cheerleading coaches and team members. For 8-yearold ben terry, a high school football player is no obstacle.

Local kids with dreams of someday playing under the Friday night lights flocked to Carpinteria High School for another summer of football camp.

Led by the high school staff and players, the annual week-long camp gives children a chance to learn football fundamentals and cultivate a love for the game. The week of training will come to a close on Friday, July 16.

March 10 – The Carpinteria High School boys volleyball team traveled to Nordhoff, home of the Rangers, and came away with a win in the fifth set to take the match, three games to two. Middle blocker Ben Medel ended the evening with six kills and four blocks. Middle blocker Jonathan Flores added seven kills and three blocks. “Outside hitter Pablo Ortega had a solid game on the outside, finishing with 10 kills and eight digs,” said Carpinteria coach Dino Garcia. Setter Armando Soriano had two kills, two blocks and 22 assists. The Warriors League Record falls to 2-2, and 3-2 overall.

Cate delivers top-notch sports academy

Now in its second year, the Cate Sports Academy has been growing leaps and bounds. “We’ve doubled (enrollment) in every one of our sports,” said Director of Cate Summer Programs Jessica Seriano.

Among the sports that the students participate in during the summer program are: volleyball, basketball, softball, baseball, water polo, swimming, lacrosse, and strength and conditioning.

The camp, which takes place at Cate School, opened on July 10, and will take place on weekdays until Aug. 4. The Warriors offense, led by David Martinez with three hits, two doubles and five RBI, provided support for the Warriors pitching staff that gave up one unearned run. Tony Vega picked up the win in relief, tossing two scoreless innings while striking out three and walking none. Starter Chase Mayer and relievers Noah Nuno, along with Martinez each pitched in the contest. Mayer also collected two hits, and scored twice for Carpinteria.

One August 17, 1940 this town has been designated as Carpinteria for one hundred and seventy-one years.

While the present town of Carpinteria was not laid out until a little over one hundred years later, the original town from which the name was obtained was so named one Carpinteria Valley MuseuM of History hundred and seventy-one years ago.

The party reached San Buenaventura on August 16 and on the following day started up the coast. From “California Missions and Missionaries” the following account is taken: “Proceeding along the coast, and after naming two Rancherias respectively Santa Cunigindis and Santa Clara de Montefalco, the expedition on the 17th, arrived at a village of thirty-eight huts. The savages here possessed a large number of canoes, and, as they were just building another the soldiers called the place, Carpinteria. Fr. Crespi baptized it San Roque for the saint of the 16th. It was only a league from the Santa Clara de Montefalco.”

A league is about three miles distant, so that the Rancheria which Fr. Crespi named just before reaching Carpinteria must be what is now known as Rincon Rancho. It is supposed that the village lay east of Carpinteria creek.

The account then tells of the expedition to Santa Barbara the following day and on up the coast in search of Monterey which was passed unseen to be followed by the discovery of the Bay of San Francisco.

It was almost one hundred years after the arrival of Father Crespi that Americans began to taking up the rich land of the valley. In fact, it was just ninety-one years afterwards that the first of the group, the Nivers and the Callises, headed by John Nidever and Thomas Callis arrived from Texas and purchased land here.

However, perhaps, the first American landowner in the valley was Russell Heath who theabout owner of 200 acres.

He purTo became learn more Carpinteria’s unique and interesting visit the Carpinteria Valchased the two hundred acres in 1858 which is still owned by4his heirs. ley Museum of History, open Tuesday through Saturday from 1 to p.m. at 956 Maple Ave. The first rush to California, of course, came in 1849 when gold was discovered and it was not until that fever had subsided that attention was drawn to other fertile sections of the state.

It was following the Civil War that immigrants from all sections of the east began to pour into Southern California. During a few years of the late 60’s and early 70’s, a large portion of the valley was taken over by these immigrants.

In 1860, which was at the beginning of the Civil War, John Nidever and Thomas Callis and their families arrived from Texas. There was a lull in arrivals then until the close of that war after which there were a number who found their way here.

In 1868, Andrew Bailard and his family arrived and purchased four hundred acres, establishing a home in the eastern part of the valley. All of that land is now owned by his heirs. John Pyster and his family arrived the same year and purchased a tract of land adjoining.

In 1870 saw the arrival of four other families, Thomas Cravens’, John Walker’s, Henry Fish’s and John McAllister’s. Tracts of land were purchased and homes were established.

In 1871, the O. N. Cadwell and Henry Lewis families arrived and took up their abode here. The Franklin brothers, C. Bernard, Gideon E. and Mashack arrived in 1876, to be followed by the Shepard boys, Simeon, John Henry and James and Orlando, who had arrived a few years before and had lived in Montecito and Santa Barbara.

P.C. Higgins and family arrived the following year.

This was an American colony established which has grown into one of the richest sections of the state. The valley at that time was covered with a dense forest of live oaks which had to be grubbed out to make way for cultivation.

Rotarians row, row, row their boat

Five members of the Sunset Rotary Club of Carpinteria channeled their inner Polynesian voyager to compete in last weekend’s Santa Barbara Outrigger Canoe Club’s Company Challenge. The annual all-for-fun competition eliminated the local Rotarians—none of whom had ever rowed an outrigger—before the semi-finals, but Sunset Rotary President Dan Flynn reported that team members had such a great time they plan to return next year and will encourage other Rotary chapters to form teams too. The races took place on July 9 at the Santa Barbara Harbor. The Outrigger Canoe Club supplied canoes, paddles and one experienced boater per team.

Lions BBQ brings out community

The 450 people who came out for a good, old fashioned barbecue at Lions Club Community Park on July 4 left full of food and fun. Not only did the club serve up its famous tri-tip and chicken meals with all the fixings, but there were family activities, a bouncer for the kids, horseshoes, games, playground equipment and a raffle with several prizes. Club President Clyde Freeman described it as, “A perfect setting for friends and family to gather and enjoy the day, as well as dancing to the music

Brad Smith receives Joe Wullbrandt Award

The Carpinteria Lions Club presented this year’s Joe Wullbrandt Community Service Award to Brad Smith. Smith is very involved with Carpinteria Beautiful, volunteers for the Host Program at the Seal Fountain, and is a board member for the Friends of the Library. In his role with Friends of the Library, Smith worked with the city to permit and paint the new Little Free Library near the historical marker for the original 1910 library location on Wullbrandt Way and Linden Avenue. He is also creating a new Little Free Library to be placed at the new Community Garden Park on 5th Street. “The Lions Club is proud to honor (Smith) for his community service,” said Lions Club President Clyde Freeman, who added that Smith’s beautiful 1932 Ford entered in this year’s Rods and Roses also contributed to the recognition.

Summer picnics

THE TIMES THAT BIND L I S A O ’ R E I L LY Remember spreading the checkered blanket under a shady tree? Setting a watermelon in a shallow creek to cool? Taking turns hand-cranking the ice cream?

Chasing ants away from the bounty of sandwiches and cold, fried chicken?

Carpinterians have a long history of celebrating the outdoors by gathering family and friends and enjoying a picnic. One of the places that provided the perfect venue for these occasions was the property in Rincon Canyon of James and Belle Shepard, who built what came to be known as Shepard’s Inn. James Erwin Shepard was the second son of John and Alethea Shepard, parents of a large family of 10 children who lived in Pennsylvania and Iowa before heading west in the mid 1870s to settle in Carpinteria and Santa Barbara. James was a farmer, like his father, when he married Belle at age 23 in 1868, and when they acquired their 140 acres and built their new home in 1876, they never imagined becoming a world famous destination.

Two years after settling onto their ranch, the new stagecoach road through Casitas Pass opened, passing within 200 feet of the Shepards’ front door. The stagecoach company asked if they would allow their home as a halfway house between Ojai and Santa Barbara for horses to be changed, for travelers to rest and perhaps have a meal, and James and Belle had another source of income fall into their laps. They enlarged their kitchen and dining room, and added small cottages and rooms for overnight guests, but their claim to fame came largely from their excellent hospitality and farm-fresh, homecooked meals. Rincon Creek provided trout that flew from hook to plate, and hunting excursions were also permitted.

An LA Times article in 1915 said “the mountains near Carpinteria abound in rugged and picturesque canyons... and going up to Shepard’s Inn the traveler crosses bridges on a mountain stream six times in a distance of a couple of miles.

There are ‘cold’ sulphur springs which is unusual, they being generally hot.” It was no wonder that surrounding hotels in the area sent their guests by horse and buggy up to the canyon for a day of dining, exploring and picnicking, making the Shepards hosts to a clientele with names such as Roosevelt, Vanderbilt, Pickford and Caruso. Arthur Miller Clark stated in “The History of Carpinteria Valley,” that “while in France during World War I, the French whom we contacted knew nothing about this Nation except Potter’s Hotel in Santa Barbara and Shepard’s Inn in Carpinteria.”

When the railroad came to town and diverted travelers, the Shepards continued tending to their successful fruit ranch, but the property remained a popular spot for locals to picnic and spend a day on the creek. It also was

In 1905 the LA Times noted, “A house party was given this week by Mr. and Mrs. F.O. Shepard of Shepard’s Inn, in honor of Miss Rae Shepard, who is spending her summer vacation with her parents at their Carpinteria home.

About 40 friends and family of the little miss were present. A ball was given in the evening, and the young people danced to the strains of sweet music until the early hours. At midnight refreshments were served under the oaks. The following day a barbecue was given on the picnic grounds at the inn. The third day was spent in horseback riding and automobiling, after which the guests departed, after a most enjoyable time.”

Mr. F.O. (Frank) Shepard was the son of James and Belle, and Rae was his younger cousin, the daughter of Simeon Shepard, brother to James. But that’s a story for another day. Now, ask your parents and grandparents how and where they picnicked. Chances are they didn’t always need a creek or a tree to settle under. Sometimes a blanket in the shade of a desert juniper more than sufficed, so dig out the basket and make some family memories!

Recently, the City Council approved its annual budget and, in doing so, also initiated a process to consider ways to improve and expand important services to the Carpinteria community.

The City’s $15.2 million budget serves multiple purposes. As the City’s financial plan, it shows where revenues come from and how they will be spent. As a policy document, the budget serves to prioritize identified projects, programs and services.

As an operating guide, the budget describes how the City is organized and what measures are used to understand the effectiveness and efficiency of service delivery.

Finally, the budget is a communications tool, developed, considered and adopted through a public process, published in a form intended to be transparent and understandable, and, ultimately, allowing for the City Council and community to ensure that resources are being allocated as necessary to address community goals.

The annual budget process also helps to illuminate where funding is falling short of meeting community needs and expectations. In recent years the budget process has included discussion about the growing backlog of street and park maintenance and capital project needs.

This year there was much discussion about the shortfall in funding for branch library services throughout Santa Barbara County, which hit the Carpinteria library

particularly hard, threatening cuts and even closure. Working cooperatively, the City and Carpinteria Friends of the Library, once again, managed to avert significant cuts in library hours and services by increasing their respective financial assistance amounts.

Although the strength of its top three revenue categories, i.e., property tax, hotel bed tax, and sales tax, has provided the City a solid financial base, special tax and assessment revenues that were established to pay for street and park maintenance have not changed in over 20 years, are now woefully inadequate to do the job, and are straining the City’s ability to meet other growing service demands.

In order to help the City address this issue, the City Council recently had a FiveYear Financial Plan completed. The Plan estimates that an additional $1.5 million in annual revenues will be necessary in order for the City to meet the needs and expectations for important services such as library, street maintenance, and law enforcement.

The Five-Year Financial Plan suggests that a combination of measures including: use of reserves, debt financing and new revenue, will be required to address the funding gap. We invite the Carpinteria community to join the City Council in the months ahead as it considers options to address these important service demands. Carpinteria City Council meetings are held the second and fourth Monday of each month, are live streamed and archived at http://carpinteria.ca.us/videos/streaming.shtml and can be watched on cable television at Channel 21.

Linda Stockton to Retire in July

After 27 years of service with the City, Linda Stockton will be retiring on July 29th. Linda began working for the City of Carpinteria as a receptionist in 1990. After about two years, she was transferred to the Community Development Department as a Building Department Clerk. Seven years later, Linda moved into a newly created position as Receptionist/Office Assistant.

For the past 18 years, Linda has been the person that welcomes visitors at City Hall. She is originally from the Cleveland, Ohio area but was raised in the San Fernando Valley where she trained and worked as a Licensed Vocational Nurse. She later relocated to Ventura with her family and worked as church secretary and raised her son and four daughters as a single parent.

Outside of work, Linda recently began a new business as an Arbonne Independent Consultant. She is also very active in her church as a bible study teacher and a speaker.

Additionally, Linda is a fine artist and loves to express her creative talents in oil and acrylic paintings. In retirement, she plans to spend more time painting. The City wishes Linda all the best in her new journey…she will be missed at City Hall!

Armando Ramos Promoted as City’s New Junior Lifeguard Coordinator

City of Carpinteria Junior Lifeguard instructor Armando Ramos was recently promoted to Junior Lifeguard Coordinator. Prior to working for the City, Armando was a Swim Coach for 21 years at the Montecito Family YMCA, a Librarian at Summerland Elementary School, as well as a Physical Education Teacher, Math Super bowl Coach, and Instructional Assistant. He also volunteered as a youth group leader at New Life Church Santa Barbara and coaches the local Tritons swim club where he is currently interim head coach.

He is also the Assistant swim coach for Carpinteria High School.

Armando grew up in Santa Barbara and holds an Associate degree in Liberal Studies at Santa Barbara Community College. He also sings and plays guitar at New Life Church Santa Barbara, is married and has three daughters.

Carpinteria Valley Historical Society Selected as City’s Summer Community Partner The Carpinteria Valley Historical Society, a non-profit organization that oversees and operates the local Museum of History at 956 Maple Avenue, has been selected as the City’s summer 2017 Community Partner Award Recipient.

Led by a Board of Trustees along with Museum Director/Curator David Griggs and supported by over 400 Historical Society members, as well as various department and committee volunteers, the Historical Society provides a wide variety of events, projects, education and outreach to the Carpinteria community. Society membership is open to all interested persons.

As a place where all can share in the multi-cultural heritage and history of the Carpinteria Valley, the Museum of History’s volunteer docents serve a diversity of visitors that includes people of all ages, ethnicities and socio-economic levels. It is estimated that the Museum and its events accommodate about 8,000 to 10,000 visitors annually.

The museum also conducts special tours which have included students from local schools, groups from Open Classroom, Dahlia Court Youth Education Enhancement Program, Carpinteria Boys & Girls Club, the Carpinteria Girl Scouts, and the State Beach Junior Ranger program. The tour topics include Chumash Indian culture, early pioneer lifestyles, California exploration and Spanish Mission times, as well as general history of the Carpinteria Valley.

Additional tours for adults have included Carpinteria Seniors, Inc., a “Touch Tour” for the Braille Institute of Santa Barbara, Santa Barbara Newcomers Club, travel groups, etc.

The Museum also annually participates in the teen program “Fighting Back-Free for the Weekend”. The museum collaborates with the Coastal View News on educational outreach efforts and utilizes Carpinteria Magazine as a venue to share the Carpinteria Valley’s history with readers. Museum exhibits are open free to the public Tuesday - Saturday from 1 to 4pm.

The City commends and congratulates the Carpinteria Valley Historical Society as the City’s summer 2017 Community Partner recipient. The community is fortunate to have such a dedicated organization that provides education, events, and outreach, as well as a rich source of history of the Carpinteria Valley community.

New mural Planned for Carpinteria Avenue

Downtown Carpinteria locals and visitors alike will soon be treated to a new painted mural celebrating the Carpinteria Valley’s agricultural heritage. Carpinteria Beautiful teamed up with famed local artist John Wullbrandt to create the 8-foot tall by 40-foot long mural titled “The Carpinteria Valley: A Growing Heritage” depicting an overview scene of the Carpinteria Valley and samplings of the agricultural products grown in the Valley both past and present. The mural will be installed on the side of the building at 4960 Carpinteria Avenue, facing the adjacent Bank of America driveway. Look for the mural to be installed sometime later this summer.

Work on the City’s General Plan and Local Coastal Plan (General Plan) will accelerate as the consulting firm of Amec Foster Wheeler has been awarded a multi-year contract to assist with the preparation of the update.

Required by state law, the General Plan is the City’s primary planning policy and represents the community’s collective vision for preserving and improving the quality of life in the Carpinteria Valley.

The General Plan is required to contain the following seven elements: Land Use, Circulation, Housing, Conservation, Open Space, Noise and Safety. In addition to updating all of the current Elements, the update will also include two new Elements: Climate Change/Sea Level Rise and Healthy Community. The City’s website will soon include a quick link for more information regarding the process and how you can get involved.

Carpinteria Community Garden Project Nears Completion

As raccoons find their natural environment shrinking daily, their interaction with humans increases. Raccoons have adapted to sharing their environment with people.

When raccoons take up residence in your home, destroy your garden, or rummage through your trash cans remember that they are just looking for food or a place to live. Education and compassion is the key to co-existence with raccoons. There are ways to prevent raccoons from being pests. Below are tips to keep raccoons out of your trash, recycling, and composting areas:

Remember you are dealing with a critter who can practically scale sheer walls, take things apart in the blink of an eye, and open anything short of a padlocked door.

Call animal control or pest removal services as a last resort.

Very few relocate raccoons and while some may have a rehabber they bring wildlife to, most have no alternative except to euthanize the raccoon. Relocating raccoons is not really the answer anyway.

It is far better and easier to use one of the above methods to encourage the raccoons to relocate themselves.

The Carpinteria Community Garden is almost ready to welcome gardeners and also join the Carpinteria Park System.

Growing fruits and vegetables with your friends and neighbors is a great recreational, educational and nutritious way to spend time outdoors. The new community garden features 100 rentable fifty square foot garden beds to grow food. Also, the garden will have 40 fruit bearing trees that garden members will be able to share the harvest under the supervision of a garden coordinator. Membership rates have not yet been set but are expected to be less than $10 per month.

Several pergolas, seating, and native plantings will complement the ambiance of the gardens.

Community Emergency Drill Set for October

The City of Carpinteria will host the 7th Annual All County Community Emergency Response Team (CERT) Drill on Saturday, October 21st. This drill is a great opportunity for CERT graduates to practice skills they’ve learned, challenge themselves to learn new skills, and work alongside other dedicated CERTs from across the County.

The drill will simulate a disaster in Carpinteria that causes property damage and injuries.

New landscaping in the Downtown!

Just in time for summer, new landscaping is planned for Downtown Carpinteria. The new plan includes native and drought tolerant shrubs, succulents, groundcover and vine species in the existing street medians and sidewalk planters along Carpinteria and Linden Avenues. City staff anticipates that the new landscaping will be completed this summer.

The planting on Carpinteria Avenue will use the existing shrubs and groundcover (New Gold Dwarf Lantana and Gazania) that blossomed from winter rains and will also include the succulent Agave and Santa Barbara Sage. Carpinteria Avenue will have the harmonious, vibrant tones of yellow and purple together with a background of green.

Along Linden Avenue, the planting will include various shrubs, succulents, and groundcover in the planting areas and median. In keeping with the beach and ocean view on Linden, the palette includes a blue color scheme (Mexican Blue Sage, Boutin Blue Foxtail Agave, Canyon Gray Wild Rye, and Blue Chalk Sticks) with an accent of red from Furmans Red Autumn Sage.

The updated plant scheme will help foster a consistent and coherent theme for the City’s Downtown streetscapes, which will help further distinguish the unique identity of the Carpinteria Downtown “T”.

local Freeway, bridge, street, and Pavement Projects local Freeway improvements continue

The Highway 101: Linden Avenue and Casitas Pass Road Interchanges Project is a mix of local roadway improvements and bridge replacements that prepare for future widening of Highway 101. The roadway extensions, bike lanes, and sidewalk improvements will make it easier for residents and visitors to use local streets for in-town trips. The longer overcrossings, new bridges, and safer on and off-ramp connections all prepare for the future addition of a carpool lane on Highway 101.

Today, freeway construction continues on the shoulders and median as well as new bridge abutments. Work can also be expected this summer on Casitas Pass Road freeway ramps, Linden Avenue sidewalks, Highway sound walls, and at Carpinteria Creek where the new Via Real Bridge is being constructed.

Also, the Carpinteria Creek bike path will remain closed for up to 7 months for bridge work at Via Real and Highway 101. To accommodate this temporary closure, there is a free EasyLift shuttle available that runs between San Roque Mobile Estates and Rancho Granada Mobile Home Park (on Via Real) and Carpinteria Avenue (at Eugenia Ave, Palm Ave, Albertson’s, and City Hall) between 7:30 - 9:00 am and 2:00 - 5:30 pm every half hour.

The shuttle is wheelchair accessible and can accommodate two bicycles. There will also be on-site shuttle signs with additional schedule information.

The City’s Public Works staff is working as project partner along with the Santa Barbara County Association of Governments (SBCAG) and the California Department of Transportation (Caltrans) to develop this project. For additional information, visit www.sbroads.com.

carpinteria Avenue bridge to be replaced

The Carpinteria Avenue Bridge Replacement Project consists of replacing the existing bridge over Carpinteria Creek on Carpinteria Avenue. The new bridge will have two 12 foot automobile lanes, two 5 foot bike path lanes, a 14 foot striped median, and 8 foot wide raised sidewalks on each side of the road. The proposed bridge will also have two sets of columns placed outside of the low point of the creek that will help restore the creek to its natural water flows.

To fund the estimated $16 million project, the City’s Public Works Department obtained a federal grant under the Federal Highway Administration’s Highway Bridge Program. The grant will pay 88.53% of all eligible costs to replace the bridge. Additional funding will come from the City’s Development Impact Fee program and Measure A revenues.

Construction on this project is anticipated to begin in spring of 2018.

2017 Pavement Maintenance Project

City staff, along with engineers at Pavement Engineering Inc. (PEI), have developed a list of proposed city street segments to receive a slurry seal treatment. It is anticipated that the $500,000 pavement maintenance project will be ready to bid in August with construction estimated for September 2017.

Ash Avenue improvements Project

This project will add new sidewalk and planters at locations along Ash Avenue in the City’s beach area adjacent to the Carpinteria Salt Marsh Nature Park. When completed, sidewalk access will be available to pedestrians from Fourth Street all the way to the beach. There will also be improvements to drainage conditions, roadway surfaces, and landscape frontages.

The project will be constructed by Toro Enterprises. Work has begun on drainage and sidewalk improvements in front of Silver Sands Mobile Home Park and at 126 Ash Avenue as well.

The new sidewalks will be completed and open for pedestrian access prior to the roadway rehabilitation work.

bluffs iii Fund raising continues

The fund raising drive to gather enough money to purchase 21.2 acres of Bluffs III ocean view property got a big boost this spring when $944,750 in grant funds from three sources were awarded.

The California Resources Agency granted the City $450,000 in Environmental Enhancement and Mitigation funds, The California Coastal Conservancy granted $350,000 and the County of Santa Barbara awarded $144,750 in Coastal Resource Enhancement Funds. The property complements the City’s Salt Marsh Park, Tar Pits Park and Bluffs Nature Preserve. The Land Trust for Santa Barbara County and the Carpinteria Citizens for the Bluffs are in partnership with the City to complete this project. Efforts to add this magnificent area of coastal property to the open space and coastal habitat network in Carpinteria will continue with a goal to complete fund raising this fall.

Auto burglary is the stealing of property from within a locked vehicle. It is a very common form of theft, but it is one that is easily prevented. Auto burglars, like home burglars, look for easy targets, such as unlocked doors, open windows, and property left in plain sight. Auto burglars do not want to be seen, heard, or take an excessive amount of time to commit their crime.

• Lock your vehicle and close your windows • Always take your keys and set the alarm • Remove or hide your garage remote when your car is unattended • Do not use spare keys hidden on or in your vehicle • Never leave valuables in plain sight! Lock valuables in the trunk or take them with you • When equipment or tools must be kept in a vehicle, use a strong walled lock box that can be bolted down • When possible, do not park your vehicle in isolated or dark areas

Phone scams

Santa Barbara County has recently seen an increase in phone scams. Remember to be wary of who you are speaking with and don’t provide personal information.

The following different phone scams have been reported recently, please be aware and report any suspected scams: • IRS Phone Call - The caller in this scam claims to be an IRS representative in effort to obtain money or personal information. To report this scam go to:
