What’s another year? After a somewhat static 12 months for the housing market over 2014, we ask two industry experts what would be needed to get things moving during 2015 and beyond.

O

ne year ago we asked an estate agent and a mortgage broker to come up with a Christmas wish list of things they wanted to see happen in 2014 in order to stimulate the housing market. Twelve months later they are still waiting for Santa to deliver, which rather begs the question how much change have we actually seen over the last year? The short answer is not very much but as another Christmas approaches the better news is that the last few months have been busier than expected. Also, the banks are still happy to lend and, further down the road, there are some encouraging signs that Guernsey’s government is, at last, preparing to act. When all things are considered 2014 has been a pretty static year for the property market, with no tangible increase in house prices and, in many cases, vendors having to lower their expectations in order to secure a sale as harder deals are struck. Just like house prices, the overall level of house sales has remained fairly static this year, with fewer transactions than during 2013, although in recent months there has been a noticeable upsurge in activity in certain areas. The estate agent we talked with has seen a definite increase this year in sales of local market properties priced at over £1million. This perhaps helps to explain why the ‘average’ house price, according to the latest quarterly bulletin from the States Policy Council, is a staggering £466,000. It also goes to show that at the middle and higher end of the market there is still plenty of choice out there, with plenty of houses on offer and quite a few of them changing hands. However, at the lower end of the price spectrum there is no question that more properties are needed. One year ago the estate agent had put at the top of his wish list an initiative to boost the number of affordable homes for first-time buyers. Since then the Environment Department has moved on with its ‘call for sites’ and, fingers crossed, some time next year we might finally get to see significant parcels of land specifically set aside for the building of new starter homes. The other side of the coin, of course, is that the right kind of finance must be in place to enable more young islanders to step onto the property ladder. This time last year the mortgage broker said a 95% loan to value product was needed to ease the burden for borrowers saving for their deposit. Twelve months on and this is still but a pipedream. However, the island’s major mortgage providers have shown a renewed willingness to lend during 2014, with Lloyds Bank in particular rising through the field to become the biggest lender of them all. Both the broker and the estate agent expressed frustration over the time it takes for property transactions to go through in Guernsey. They agreed that the banks, property surveyors and legal conveyancers could all play a part in removing one or two hurdles to speed up the whole process. Finally, looking at property transactions on the open market, the amount of activity throughout 2014 has been very similar to the previous year, with no significant movement in prices or the number of transactions. Again, to help get things going, some helpful government intervention is called for. One way the States could make a difference is by bringing Guernsey’s open market strategy to fruition. Another plus for the industry, indeed for the whole island, would be a little more clarity and a little more certainty surrounding our future tax strategy. We all know by now that nothing is going to happen in a hurry, which means that 2015 will probably end up being another challenging year. But we continue to live in hope and we sincerely do hope that all our readers enjoy a very Merry Christmas!

Should I Stay or Should I Go? Do you want to improve your home, but feel stressed just thinking about the mess and disruption? Chartered Architects Create share their experience of how best to approach a forthcoming extension or renovation project. First of all, focus on the finished article and how it will change your life. Whether it gives your family much-needed extra space or improves the way your property functions, have faith that the pleasure you will derive from your improved home will by far outlast the short-term hassle involved. If it’s at all feasible, consider moving out when the builders are in. While clearly there will be a cost of renting alternative accommodation, builders will often be able to complete a project up to 20% quicker if they are able to work unhindered. This is particularly advisable if you are having your kitchen renovated, or bathroom if you have just the one. Some contractors actually charge more for projects where the clients stay put, knowing they will have to clean up at the end of each day and minimise the time plumbing and electrical services are cut off. If you have young children, you will have to keep them away from potential danger, and workers can’t be expected to down tools at nap time! Even with thorough site protection there is bound to be extra dust around, so don’t underestimate the stress of additional cleaning during a significant renovation. If moving out while work takes place is not an option, consider what steps can be taken to minimise the fuss, in the quickest possible time. Establishing the provision of toilet facilities is vital: having builders traipsing through your house to use your bathroom isn’t ideal so you should ask them to provide their own portable chemical toilet.
