26,372 and counting! Guernsey’s latest housing stock survey shows 241 new homes were created last year but even at the rate we’re building it still won’t be enough to meet an ever-increasing demand! Last month saw the publication of a highly detailed document that provides a fascinating snapshot of our housing stock and how it has changed over recent years. The Guernsey Annual Housing Stock Bulletin for 2013 shows the island had a total of 26,372 residential units at the end of last year – an overall increase of 200 or up 0.8% on the total number of homes at the end of 2012. However, the detailed picture is more complex. During 2013 exactly 241 brand new units of accommodation were created but at the same time 70 homes were lost as old properties were sub divided or bulldozed to make way for more modern dwellings. Meanwhile, another 29 new units arose as a result of ‘administrative amendments’ to make the net increase a nice round 200. While a couple of hundred extra ‘units’ in the space of a year may sound impressive it is a figure that falls well short of the States’ official target of at least 300 more homes per annum. It also begs the question where are we going to put all these new houses and apartments as we continue trying to satisfy the ever-increasing demand? Some have suggested going up but, as we all know, there is little appetite among island residents for giving Guernsey a Hong Kong style skyline. Others have pointed towards reclamation as a means of giving us more land to build on but, judging by the reaction to the plan a few years back to fill in Belle Greve Bay, this is also a non-starter. A more serious proposal is the one to begin building on old glasshouse sites. The Environment Department has been looking at this option over the last two years and will report to the States in the autumn with proposals for both the rural and urban areas. In the meantime its officers are working closely with developers under the existing rules. Readers might be surprised to learn that there are presently hundreds of ‘permissions’ to build new homes. However, many of these projects are on hold - in some cases because the developer is waiting for the housing market to pick up and in others because developers are finding it hard to secure the necessary finance from their lenders. Looking at the latest figures in a little more depth, we can see the mix of properties that make up the island’s housing stock as of December 2013. Around 75% are houses or bungalows and roughly 25% are classed as flats or apartments. More than 60% of local property is classed as owner-occupied, 27.5% is rented and just over 8% is classed as socially rented or partly owned. According to the figures, exactly 11,000 units of accommodation are now concentrated within the island’s urban area and the remaining 15,372 are in rural locations. Nearly a third of Guernsey homes, 8,589 in all, are located within the parish of St Peter Port, while Torteval has only 404 properties or 1.5% of the housing stock within its parish boundary. Finally, we take a look at the number of registered Open Market residential units highlighted by the housing stock bulletin. At the end of last year there were 1,588 in all and in recent years there has been a very slight decline in the total number of Open Market properties but there is a simple reason for this. Under Guernsey’s housing laws the Open Market register cannot be increased, which means that some houses which used to be Open have been reclassified as Local to enable the creation of brand new Open Market residences. We can expect the recent decline to be rectified when prestigious housing developments like the ones at the old Brewery sites and at Cobo are completed.
