The planning minefield Guernsey’s planning process can appear like a minefield but if you want to avoid tripping up on one you’ll find a mine of helpful information on the States website

W

hen you want to build a new property or change an existing one it pays to call in the experts from a very early stage. But even for the professionals among us, the builders, architects and surveyors, the planning process can, at times, seem quite daunting, which is why the Environment Department has laid out all we need to know about Guernsey’s minefield of planning and building regulations on its official States website. From brand new builds and property extensions to satellite dishes and roof lights, and from sheds and garages to trees and hedges, everything we could li possibly wish to know about what we can and cannot do with our properties is p covered within the online pages of www.gov.gg/planning. c In the ‘good old days’ before the Internet, when planning matters were handled by b the Island Development Committee, the process of submitting an application to t build or alter a property was a much more straightforward affair. While the basic principles have hardly changed, the island has gradually adopted a whole b raft r of new regulations, standards and guidelines, all of which are explained in the t Department’s planning advice and design guidance pages. The T Department is at pains to point out that all of these extra barriers put in way w of developers big and small are not just there to make our lives more diffi d cult. The island’s human and car populations have shot up during the last few fe decades, putting a massive additional strain on our island’s man made infrastructure and also on Guernsey’s fragile natural environment. i At the same time there have been huge advances in building standards covering a range of areas from sound proofing to fire safety to insulation levels. heat and power, you can appreciate why the planners have got such a job on their hands. Another relatively recent development that the planning people have had to get to grips with is the significant social revolution that is reshaping the way we live. Many more island residents are choosing these days to occupy apartments and smaller units of accommodation and you only have to cast your eyes around to see that property conversions are still very much in vogue. In its latest online newsletter to the Guernsey building trade, the Department says it has received ‘numerous enquiries’ about the sub division of existing properties, which is governed by another set of new building regulations introduced only last year. For the owner or developer of such property it can mean a lot of extra work to upgrade the building thermally, to put in extra window openings and to include specific sound separation measures to make the development comply with the latest building standards. But before we all get carried away with the notion that our planners are unyielding bureaucrats who get some sort kick out of applying layer upon layer of red tape, they are keen to point out that not all development requires an application for planning permission. The good news is that there are certain ‘exemptions’ that mean you are free make some changes to your home and garden, although these exemptions do not apply to flats and maisonettes. Again, all the information about what can do to your property without seeking permission is outlined within the Department website. As we said at the beginning, it always pays to go to the experts if you are intent on making serious or substantial alterations, but to get good initial understanding it makes sense to go online. You might even discover that the planning process is not quite the minefield you expected it to be.
