Changing the landscape for first time buyers As market activity shows signs of warming up after the summer holidays, Underoneroof looks at the immediate and long-term prospects for newcomers to the property club
I
t’s been the best summer in years but while the temperatures outside are cooling down there are encouraging signs that the local housing market is finally starting to warm up a little. Most of the early autumn activity seems to be at the higher end of the market, among second or third time buyers and in the ‘£1million plus’ bracket where there is a reasonable choice. Meanwhile the sort of ‘affordable’ houses that are within the reach of the average first time buyer remain relatively thin on the ground. You have only to scan the pages of this magazine to see that most of the properties under £300,000 are in fact apartments. Actual starter houses are pretty hard to find and even with house prices having stabilised the cost of one of these is going to be in the region of £400,000, which is still a very big ‘ask’ for the average first timer. Looking on the plus side, local mortgage providers do appear to be happy to oblige with a loan once their lending criteria have been fulfilled. “There’s been a myth in the market that banks aren’t keen to lend but I don’t think that’s correct,” one of the island’s leading mortgage brokers told Underoneroof. “The banks are hungry to lend and in recent weeks we’ve had Skipton, who have been the main lender in the market for the last few years, showing an increased appetite by setting their criteria at a reduced level.” Another indication of the lenders’ renewed energy to do business is the recent record of Lloyds Bank, which has provided £33 million for house purchases over the first eight months of this year. That compares with a total of £36 million lent out by Lloyds during the whole of 2013 and a figure of only £14 million for mortgage provision during each of the previous two years. “I think what’s still holding the market back is the need for the ten per cent deposit,” the broker concluded. This ten per cent stipulation is likely to remain in place for the foreseeable future and with prices static we have to look for other ways to change the landscape for young people desperate to get onto the property ladder. Something truly radical is needed and both the broker and the estate agent are pinning their hopes on the new Island Development Plan, which is due to be published by the Environment Department in its draft form in February 2015. This long awaited document is expected to detail many new sites for housing development in line with the States’ strategic objective of creating 300 new homes every year – a target that it is currently falling well short of. But even with new sites being freed up, there will have to be strict rules over the sort of new homes that can be built on them if the problem of a lack of ‘affordable’ housing is to be addressed. As one prominent estate agent told us: “I think that with these new sites they [the States] should give the landowners permission to build but it must be for properties under a certain value £400,000 or whatever. You can’t dictate for existing sites but when you release new areas of land you can manipulate in favour of affordable homes.” In the estate agent’s words, the new Island Development Plan represents the ‘opportunity of a lifetime’ that the States and indeed all of us simply cannot afford to miss. For young Guernsey people who are currently struggling to become homeowners it could be a real game changer a few more years down the line.
