Acknowledgements The Central American Maritime Transport Commission (COCATRAM) is pleased to present the 2016 Summary of Maritime Port Statistics to the maritime port community of the Central American Isthmus, to be used as a decision-making and research tool in the subsector. COCATRAM has arranged this Statistical Summary in two parts; the first one is made up of three sections, namely Cargo, Vessels and Containers. It briefly approaches key aspects of port performance in the Central American region in year 2016. The second part features appendixes containing statistical tables that strengthen information at the regional level. The information contained in this document stems from forty-five international service ports operated by both state-owned and private companies in Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica and Panama. The three sections that comprise the first part of the summary feature general information and comments on cargo, vessels and container traffic by port and country, including total volume of foreign trade, type of cargo handling, vessels, and container sizes, among others. The main source of information of this summary is based on official information provided by port authorities and operators in the region in charge of gathering national port statistics through the members of the Central American Maritime Ports Statistics Network (REMARPOR in Spanish), in place since year 2000, and coordinated by COCATRAM. Data on regional foreign trade were obtained from official websites of each country’s entity in charge of this area. Similarly, cruise ship traffic information in Honduras was obtained by the collaboration of the Honduran Institute of Tourism, to which we do express our warmest thanks. The information contained in this report is updated to August 2017, and it covers calendar year 2016. However, it is subject to future updates to be made as information from official sources of member countries is provided. CARGO THROUGHPUT
1.1 Cargo throupghput by country and port It represented a slight contraction of -6.4% in this period when compared with 2015 in which 151,485.4 thousand MT were reported. This contraction specifically affected the Panamanian ports that reported a -14% decrease when compared with cargo handled in 2015. Unloaded cargo represented 60%, while loaded cargo reached 40%. A decrease was reported in both operations when compared with the previous year; being loaded cargo the most affected operation with a 10% decrease, while unloaded cargo showed a 4% decrease.

CENTRAL AMERICAN PORTS STATISTICAL SUMMARY, YEAR 2016 GUATEMALA In 2016, Guatemala’s port system handled 26.4 million MT, thus growing at 1% when compared with 2015. Unloaded cargo totaled 15.5 million MT, equivalent to 59% of the total cargo; thus, showing a 5% increase when compared with the previous year; meanwhile, loaded cargo reached 10.90 million MT, equivalent to 41% of the total cargo; however, it reported a 4% decrease. Puerto Quetzal handled 12 million MT; Boyas de San José – a port terminal specialized in liquid products – handled 2.9 million MT. Both ports managed to increase their cargo operations. The former experienced a 4% increase and the latter showed a 6% increase. Santo Tomas de Castilla handled 8 million MT, but saw a 3% decrease when compared with 2015 figures. Regarding the type of cargo handled; general cargo accounted for 8%, showing a 39% increase when compared with cargo volumes reported in 2015; containerized cargo constituted 36%, and it reported a slight increase of 4%. On the other hand, handling of solid bulk cargo reached 33%, thus, reporting a 7% decrease; meanwhile liquid bulk cargo handled represented 22%, and it showed a 4% increase.

EL SALVADOR In 2016, El Salvador moved 6.7 million MT through its ports; growing at 5% when compared with 2015. Unloaded cargo represented 84%, and it increased in 9%; however, loaded cargo reached 16% of the cargo handled, but it resulted in a 13% decrease when compared with 2015 figures. Puerto Acajutla handled 71% of the entire cargo. This percentage was equivalent to 4.7 million MT, and it grew almost 2% when compared with 2015. Unloaded cargo in this port reached 3.6 million MT, representing 77% of the cargo handled, and it grew at 8%. On the other hand, loaded cargo reached 1.1 million MT, equivalent to 23% of the cargo handled, and it showed a 13% decrease. In connection to the type of cargo handled in this port; general cargo accounted for 7%, showing a 24% increase when compared with 2015 figures; containerized cargo represented 35%, and it grew at 3%. On the other hand, solid bulk cargo accounted for 42%, reporting a 2% decrease; while liquid bulk cargo amounted to 15%, showing a 4% increase.

The liquid bulk terminals Cenergicas and Alba Petróleo reported a fall when compared with volumes handled in 2015. ALBA Petróleo terminal was most affected with a 20% decrease, and Cenergicas terminal suffered a fall of 7%. On other hand, liquid bulk handled by RASA terminal rose by 4%. Similarly, cargo handled at Puerto Corsain increased from 54.04 thousand MT in 2015 to 281.52 thousand in this period. General cargo reached 11%, and liquid bulk cargo totaled 89%. Ports including Cortes, San Lorenzo and Tela reported a decrease in cargo volume handled, while Castilla experienced a 5% increase. Honduran ports handled 3% of the general cargo, 37 of the containerized cargo, 27% of the liquid bulk cargo and 23% of the solid bulk cargo respectively. CENTRAL AMERICAN PORTS STATISTICAL SUMMARY, YEAR 2016 NICARAGUA In 2016, 4.4 million MT were moved though Nicaraguan ports; thus, showing a 3% increase when compared with 2015 figures. Unloaded cargo accounted for 77% of the cargo, reporting a 3% increase. Additionally, loaded cargo totaled 23%, experiencing an increase close to 4% when compared with 2015. Nicaragua’s main port, Corinto, handled 82% of the total cargo volume handled. Of this percentage, 72% constituted unloaded cargo, and it reported a 13% increase when compared with the previous year. Additionally, loaded cargo grew at 4%. However, Puerto Sandino reported a decrease in cargo handled, while in the Caribbean coast, specifically in Puerto Cabezas and El Bluff, cargo handled saw an increase, but it fell in Puerto Arlen Siu. As for the type of cargo handled; general cargo represented 4% of the total cargo handled; thus, decreasing its volume in 26%; containerized cargo reached 27%, reporting a 13% increase. On the other hand, solid bulk totaled 26%, showing a slight decrease; meanwhile liquid bulk cargo amounted to 42%, showing a 2% increase. CENTRAL AMERICAN PORTS STATISTICAL SUMMARY, YEAR 2016 COSTA RICA In 2016, 16.7 million MT were moved through Costa Rica’s ports. This operation represented a 9% increase when compared with 2015. Unloaded cargo accounted for 55%, showing a 7% increase. Meanwhile, loaded cargo totaled 45%, experiencing an 11% increase if compared with the previous year. Regarding performance per port, both Caldera and Complejo Limón - Moín reported an increased when compared with 2015, specifically 11% and 9% respectively. Similarly, Puerto Puntarenas and Puerto Quepos showed an increase in cargo handled, while Puerto Golfito and Punta Morales reported a decrease in cargo volumes handled. Concerning cargo distribution according to type of cargo throughput; general cargo accounted for 7%, showing a 32% increase; containerized cargo totaled 61%, experiencing a 9% increase. CENTRAL AMERICAN PORTS STATISTICAL SUMMARY, YEAR 2016 PANAMÁ During 2016, Panama reported a 14% drop in cargo volumes moved through its ports. In 2015, Panamanian ports handled 85.5 million MT; however, in 2016 it only handled 73.8 million MT, representing an 11.7 million MT decrease. This decrease affected both unloading and loading operations with 12% and 17% drops respectively when compared with 2015 period. Panama Port Balboa (PPB), Manzanillo International Terminal (MIT), Charco Azul, Chiriquí Grande and Panama Port Cristobal, in that order of importance, handled the largest volumes of cargo; totaling 81% of the cargo handled at the country level. Nevertheless, all the ports were affected by the decrease in cargo handled, and Chiriquí Grande was the most affected port at 40%, followed by Charco Azul at 16%. PPB reported a 7% decrease, Manzanillo at 6%, and the less affected was PPC at 2%. Similarly, Panama International Terminal (PSA) reported an 11% decrease when compared with 2015 figures. Furthermore, Colon Container Terminal (CCT) reported a 19% decrease. Moreover, Bocas Fruit suffered a 14% drop, Colon Port Terminal decreased in 27%, Granelera Terminal also decreased in 18%, and the decrease reported by Petrolera Terminal did not exceed 1%. In contrast, the Melones Oil terminal reached a 5% increase when compared with 2015. Regarding cargo distribution according to type of cargo handled; general cargo accounted for 1%, containerize cargo reached 56%, solid bulk cargo reported 2%, and liquid bulk constituted 41%..

1.2 Relation of foreign trade and port traffic Central American foreign trading totaled US$ 99,218.5 million in 2016, reporting an annual variation rate at 2%. Exports contributed US$ 32.6 million to this amount, and imports US$ 66.6 million respectively. Exports reported a negative figure in 2015; however, this year they increased at 16%; however, imports continued decreasing in this year, specifically at 3%, as it happened the previous year. In relation to exports by country, the largest exporter, in terms of monetary value, was Guatemala (32% of the total value), but it decreased in 6 % when compared with 2015 year figures. Then, the second largest exporter was Costa Rica (29%), in contrast with Guatemala, it increased in 12%. In 2015 and 2016, El Salvador maintained a relative percentage at 16%. This year Panama increased at 1%, which represented 3% of the total value. Additionally, Honduras and Nicaragua maintained a relative percentage at 12% and 7% respectively. In relation to the fall in imports value, this situation affected all the Central American countries, except for Costa Rica. Guatemala, El Salvador and Honduras reported the largest decrease in terms of imports value, in this very same order, each one reported a 4%, 5% and 6% decrease respectively. Similarly, Nicaragua and Panama saw a decrease in import values, namely at 1% and 3.6% respectively. In contrast, Costa Rica experienced an 11% increase. Guatemala and Costa Rica, in that order, ranked as the largest importers in the Central American region. Of the total imports value, they totaled 26 and 20% respectively; followed by Panama at 18%; El Salvador at 15%; Honduras at 13%, and Nicaragua at 9%. CENTRAL AMERICAN PORTS STATISTICAL SUMMARY, YEAR 2016 In 2016, foreign trading volume totaled 87.2 million MT, and 57.4 million MT of this figure, equivalent to 66%, were for imported commodities, and 29.8 million MT, representing 34% of the regional trading, were for exports. The volume of imports saw a 4% increase when compared with 2015 figures; however, exports reported a drop of 8%. The ports of the region moved 72% of the regional foreign trading. In the case of imports, this percentage amounted to 74%; while exports accounted for 69%. Guatemala and Costa Rica where the countries that mostly used their ports for importing and exporting international trade; reaching 81% and 82% respectively. This year, foreign trade activities undertaken by Honduras ports accounted for 79%. In the case of Panama, they represented 69%; El Salvador at 56%; and Nicaragua at 35% respectively. It is worth clarifying that ocean freight figures herein reviewed for foreign trade purposes do not include in-transit cargo or trans-shipment cargo either. Cargo handled by seaboard
In 2016, cargo throughput moved through the Caribbean Seaboard ports accounted for 51%, equivalent to 71.9 million MT; however, a 9% decrease was reported when compared with 2015 figures. On the other hand, cargo throughput moved through the Pacific coast ports amounted to 69.8 million MT, equivalent to 49%, but when compared with 2015 figures, a 6% decrease was reported in this year. Unloaded cargo in the Caribbean coast ports accounted for 58%, and it reported a 12% decrease when compared with 2015 figures. Loaded cargo totaled 42%, showing a decrease at 6%. In the Pacific coast, unloaded cargo totaled 63%, reporting a 4% decrease when compared with 2015 figures; while loaded cargo amounted to 37%, and a 10% decrease was reported in this period.. The Caribbean coast ports handled the largest volume of containerised cargo, equivalent to 57%. However, this has not been the best year for the Caribbean ports, most of them reported a decrease when compared with 2015 figures. Manzanillo Int. T., Limón – Moín and Cortes, in that order of importance, ranked as the ports handling the largest cargo volumes. As a whole, they represented 59% of the cargo handled in the Caribbean coast. In this regard, Limón Moín managed to increase cargo handled at 9.2%; while MIT reported a 6.2% decrease. Additionally, Cortes port reported a slight decrease. Last year, Chiriquí Grande ranked first in terms of both volume handled, and increase in cargo handled. This year it reached 12% of the cargo handled in the Caribbean coast, and it was the most affected as it decreased in 40%, moving to the fourth place. Santo Tomas de Castilla reached nearly 12%, and it decreased in 4%. Panama Port

Colon Conteiner T. and Barrios reached 5% each one and they reported a 19% and 1% decrease respectively. In relation to the Pacific coast ports, the leading ports include, in first place Panama Port Balboa, at 28%, but it decrease in 7% when compared with 2015 figures; Quetzal at 17%, increasing in 4%; Charco Azul reached 17%, but it decreased by 15.9%; Caldera and Acajutla, each one reached 7%, and they reported a 10.5% and 2.5% increase respectively. Corinto reached 5%, and it had a 10% increase; and T. Decal acounted for 3%, an it reported a slight decrease. 1.4 Distribution of cargo according to cargo-handling method In the Central American ports the distribution of cargo according to cargo-handling method has kept its trend over the years. In this regard, containerized cargo continues to be the segment with the largest traffic, followed by liquid bulk, and thirdly solid bulk. In relation to the previous period, general cargo, containerized cargo and liquid bulk cargo experienced an increase; while, solid bulk cargo showed a decrease in this period; however, it had reported a slight increase the previous year. Regarding RO-RO cargo, it remained stable in this period, but it decreased in 2014 and 2015 periods. Percentages obtained by each type of cargo handling method are shown in Table 7. The largest volume of solid bulk was handled at Quetzal Port that handled 32% of the cargo, equivalent to 6.2 million MT; followed by Cortes Port at 16%, equivalent to 3 million MT; then Santo Tomas de Castilla at 13%, equivalent to 2.6 million MT; Caldera at 12%; Acajutla at 11%; and Corinto at 6%. Handling of solid bulk cargo showed a decrease when compared with loaded cargo (23%). Most of the liquid bulk cargo was unloaded in Chiriquí Grande Port, totaling 8.5 million MT; followed by T. Petrolera that reached 3.1 million MT, then Boyas de San José with 2.6 million MT; Limón-Moín with 2.5 million MT; Cortes and T. Decal with 2 million MT each one. These operations accounted for 70% of the unloaded cargo. Most of the cargo was loaded at Charco Azul Port, totaling 9.9 million MT, equivalent to 72% of the liquid bulk loading. Cargo under any type of cargo-handling method, except for general cargo, is shown in absolute values.

Of the entire unloaded cargo, 40% represented containerized cargo, and it was equivalent to 34.0 million MT. Of this figure, 52% was unloaded at the Caribbean coast ports; followed by liquid bulk cargo that represented 32.9 million MT, equivalent to 39%. Of this percentage, 55% of the cargo was unloaded at the Caribbean coast ports. Solid bulk represented 14.2 million MT, and it accounted for 17% of the entire unloaded cargo. Of this figure, 73% was unloaded at the Pacific coast ports. And, general cargo totaled 3.1 million MT, and it was equivalent to 4% of the unloaded cargo. Of this figure, 62% was unloaded at the Pacific coast ports. In relation to loaded cargo; containerized cargo totaled 35.0 million MT, equivalent to 62% of the cargo. Of this figure, 66% was loaded at the Caribbean coast ports; followed by liquid bulk that reached 13.7 million MT, equivalent to 24% of the cargo. Of this figure, 84% of the cargo was loaded at the Pacific coast ports. Solid bulk accounted for 9%. Of this figure, 64% was loaded mainly at the Caribbean coast ports. On the other hand, general cargo totaled 1.7 million MT, equivalent to 3% of the cargo. Of this percentage, 59% was loaded at the Caribbean coast ports. Quetzal Port handled most of the general cargo volume in the region with 1.4 million MT; followed by Caldera Port with 0.6 million MT. Quetzal Port experienced a 78% increase in handling of general cargo when compared with 2015 figures; meanwhile Caldera Port showed a 13% decrease. Santo Tomas de Castilla handled 12% of the cargo, and it saw a 37% increase. Limón – Moín handled 10% of the cargo, and it experienced a 25% increase. In 2016, handling of containerized cargo was affected, resulting in a decrease in both cargo unloading and loading at 3% and 4% respectively. The largest volume of cargo handled was reported at Balboa Port that totaled 19.0 million MT, but it showed a 7% decrease; followed by

In contrast, LimónMoín totaled 8.3 million MT; but in contrast with the others, it experienced a 9% increase. Relative increases were experienced by some ports including San Lorenzo and Corinto, at 37% and 14% respectively; Caldera at 9%; Santo Tomas de Castilla at 8% and Quetzal at 7%. 2 VESSEL CALLS In 2016, a total of 17,704 merchant vessels and cruise ships docked at the Central American ports. If compared with 2015 figures, this period showed a decrease in the number of vessel arrivals at port, specifically 253 vessels, and equivalent to a 1% decrease. In absolute values, Costa Rica reported the largest number of vessel arrivals (161); followed by Honduras (91), Guatemala (76), Nicaragua (53); meanwhile Panama and El Salvador reported a decrease in the number of vessel arrivals, specifically 612 and 22 when compared with 2015 figures. Ports reporting the largest absolute increase when compared with the previous year figures included Limón – Moín and Panama Port Cristobal, with 179 and 145 respectively. Reefer vessels, tanker vessels, liquid and solid bulk carriers and barges reported negative variations when compared to the number of vessel arrivals in 2015. Barges reported the largest decrease (46%); followed by reefer vessels (10%) and tanker vessels (9%). In contrast, a 12% increase was observed in the number of cruise ships arrivals, Ro-Ro (10%), gas carriers (8%) and regular vessels (6%). Manzanillo International Terminal continues to be the port in the Central American region with the largest number of container vessel arrivals. In 2016, it received 2,104 container vessels, but it reported a 7% decrease when compared with 2015 figures. Similarly, Balboa Port continues ranking second with 1,537 container vessel arrivals, but a decrease in arrivals of this type of vessel was observed in this port. On the other hand, Cortes Port ranked third

It reported a 3% increase; followed by Limón – Moín that reported an 8% variance, thus totaling 1,099 container vessel arrivals in 2016. Arrival of cruise ships at the Central American region’s ports totaled 965. This figure reported a 12% increase when compared with the previous year. The most significant increases were experienced in Honduras, specifically in Roatán Coxen Hole terminal that rose from 82 vessel arrivals in 2015 to 163 in 2016, equivalent to a 99% increase. Similarly, in Costa Rica a 54% increase was reported in the number of vessel (40 vessels) arriving at Limón Moín complex when compared with 2015 figures.

In 2016, a total of 10,299,875 TEUs, equivalent to 5,964,533 modules of different sizes were moved through the Central American ports; however; a 5% decrease in container handling was reported in this period. It resulted from the decrease in cargo handling in Panamanian ports that reported an 11% variance when compared with 2015 figures. Additionally, Costa Rica also reported a slight decrease (0.7%). Panamanian ports handled 61% of the entire cargo; while Costa Rican ports handled 13%, Guatemalan ports 14%, Honduran ports 7%, Salvadoran ports 2%, and Nicaraguan ports 1.5%. Panama Port Balboa handled the largest number of containers in the region, specifically 2.8 million TEU, accounting for 28% of the regional traffic, though it reported an 8% decrease when compared with 2015 figures. Additionally, Manzanillo International Terminal also reported a 1% increase in containers handled. Furthermore, it handled 18% of the cargo; while Limón-Moín port ranked third as it handled 1.2 million TEU, equivalent to 6% increase.

Arrival: Coming of a vessel at a port to load or offload cargo or passengers or to avoid some danger. Docking: To bring (a ship or boat) into a dock or berth. Box/Trailer: Large transport vehicle with a box or structure for moving cargo on wheels and without its own means of propulsion and designed to be towed by a truck or tractor. Cargo: Shipment or effects and merchandise to be transported from one port to another that is loaded and stowed on a vessel. Coast: The line or zone where the land meets the sea or some other large expanse of water. Coastal Traffic Port: A port used for commercial operations between national ports. Containership: Specialized vessel transporting containers. Container: Box or structure specially built to move cargo with a re-usable character where merchandise is packed and transported from point-to-point as a unit and is loaded and offloaded with a crane. Containerized Cargo: Cargo loaded and offloaded in containers. Conventional Vessel: Non specialized ship that mainly transports general cargo and occasionally transports other types of cargo. Crew: Traveler on board a vessel or aircraft that carries out activities directly related to the operation, administration, maintenance, and services of it. Cruise Ship: Vessel for international crossings with passengers lodged on board participating in a group program and with temporary stopovers at one or more different ports. During the crossing, the vessel does not normally take on or disembark other passengers, nor load or offload any cargo. Cruise Terminal: Port facility dedicated to attend cruise ships and their passengers. Draught: Draft. It is the submerged depth of a vessel in the water. In a port, it is the height of the water surface over the bottom. Foreign Trade: Exchange of goods across maritime transportation mode from one country to another. General Cargo: Cargo in solid, liquid or gaseous form that is packed or not packed and that can be treated as a unit and is loaded or offloaded using a crane. Intermodal Transport: Uses at least two modes of transport and there is no single responsibility to the user who can take action against one or another of the transporters. Lift on Lift off (Lo–Lo): Loading or offloading cargo with a crane.

CENTRAL AMERICAN PORTS STATISTICAL SUMMARY, YEAR 2016 Liquid Bulk Cargo: Liquid cargo loaded or offloaded using pipes and/or hoses. Liquid Bulk Vessel: Specialized vessel for the transport of liquid products like chemicals, mineral oil and vegetable oil. Liquefied Natural Gas Carrier: Specialized vessel for the transport of liquid gas. Loading: Action of taking the merchandise from land onto the vessel. Maritime Port: Set of land, maritime waters and facilities on the sea shore having the natural or artificial physical conditions and organization for carrying out port traffic operations used by the competent administration for carrying out these activities. Metric tons: A unit of mass equal to 1,000 kg (2,205 pounds). Multimodal Transport: A single contract and responsibility for the carriage of goods by at least two different modes of transport. National Port System: The set of natural and legal persons, goods, infrastructure, ports, terminals, and port facilities (public and/or private) that is located in the territory of a country. Offloading: Action of taking the merchandise from a vessel to land. It also applies to persons. Oil Tanker: A merchant vessel designed exclusively for the bulk transport of oil. Oil Terminal: Maritime port facility dedicated mostly to throughput products related to the petroleum industry. Other Cargo: Cargo not classified in the other definitions and does not represent a significant volume. Passenger: A person traveling on a vessel that is not part of the crew. Port: Geographic and economic unit of a locality with land or water-based natural or artificial infrastructure and facilities for the carrying out of port activities. Port Operations: The entry, leaving, anchoring, casting off, mooring, unmooring and stay of vessels in the territory of a port. Port Terminal: Operative units of a port designed to propitiate modal exchange and port services which includes the infrastructure, temporary deposits, and internal transport routes. Reefer Vessel: Ship conditioned for the transport of merchandise in storerooms with low temperatures for preserving it. Roll on roll off (Ro –Ro): Operation of transfer on wheels. Ro-Ro Cargo: Cargo that is loaded or offloaded on a rolling surface by highway vehicles, trailers or box/trailer on their own wheels or wheels added for this purpose using a maritime-overland transport ramp.

CENTRAL AMERICAN PORTS STATISTICAL SUMMARY, YEAR 2016 Ro-Ro Vessel: Ship designed for transport of box/trailers and vehicles loaded and offloaded using a maritime-overland transport ramp. Solid Bulk Cargo: Solid material loaded directly into the cargo spaces of a ship without any intermediate form of containment or packing and is loaded or offloaded with a crane or in combination with conveyors. Solid Bulk Vessel: Specialized vessel for the transport of solid bulk products. Terminal: Facility established in or outside of a port made up by infrastructure, facilities and surfaces included in its water zone that allows for the full carrying out of port operations. TEU: Normalized unit based on a 20-foot long ISO container (6.10 meters) that is used as a statistical measure of traffic flows or capacities. A normalized 40-foot Series 1 ISO container is equivalent to 2 TEU. Mobile boxes less than 20 feet correspond to 0.75 TEU, those longer than 20 but shorter than 40 feet are 1.5 TEU, and those longer than 40 feet are 2.25 TEU. Transit: Goods onboard, which upon their arrival at a certain port are to be offloaded at port, loaded in another transportation mode and ending outside the country borders. Transshipping: Comprises the transfer of offloaded containers and box/trailers from a ship and then loaded on a different vessel. However, in those places where geography or infrastructure allow it, this operation can be complemented by another overland transport mode (e.g. railroad) that will move the cargo to another port that is sometimes a long distance from the first, in order to be shipped further. Type of Cargo: Segment of merchandise moved at ports according to its form and physical characteristics (General, Containerized, Ro-Ro, Bulk Liquid, Bulk Solid, Others).
