Housing privatization comes out of hibernation by Jeanette J. White 412th TW Civil Engineering Division Some of you may remember the excitement and anticipation a couple of years ago when housing privatization was announced here at Edwards. The installation commander held a couple of town hall meetings and we talked about changes coming. Residents were eager to sign leases to live in our homes on the base. Then, suddenly, the topic got very quiet with an eventual announcement that the project was on hold. However, while this “sleeping bear” was hibernating, core actions were happening behind the scenes. The Air Force and Picerne Military Housing have been working together to make future privatized housing communities a great package for military families, and as spring arrives, we’re seeing a reawakening of the effort to privatize and turn over our military family housing to Picerne Military Housing LLC, which was just renamed as Corvias Military Living. In 1996, the Department of Defense began the Military Housing Privatization Initiative when it admitted that more than two-thirds of all military housing had become inadequate and the money to fix the problem was not available.

Since then, more than 90 percent of military housing in the United States has been successfully privatized at more than 43 installations, with military members reaping the benefits of newer homes and more attractive neighborhoods. Privatization, or turning housing management over to a private entity, allows

the government to leverage funds to improve living conditions for service members and their families. The government provides some money, but the developer provides more. The land is leased for 50 years and the homes are conveyed to the project owner. Edwards is one of six installations in the

Bunch adds second star As of April 4, Arnold “Arnie” Bunch Jr. is now a major general. The Air Force Test Center is coordinating a promotion ceremony and reception for the general, which will be announced as details are finalized. Bunch was commissioned in 1984 as a graduate of the U.S. Air Force Academy. He completed undergraduate pilot training in 1985. He completed operational assignments as an instructor, evaluator and aircraft commander for B-52 Stratofortresses. Following graduation from the Air Force Test Pilot School, Bunch conducted developmental testing in the B-2 Spirit and B-52 and served as an instructor in each. Additionally, he has commanded at the squadron, group and wing levels. Prior to his current assignment, he was

the Commander of the Air Force Security Assistance Center, Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio. As the AFTC commander, he directs a $31 billion enterprise of more than 18,000 military, civilian and contractor personnel across Edwards AFB, Calif., Eglin AFB, Fla., and Arnold AFB, Tenn. Commentary If it isn’t you, it’s the person next to you by SrA. Kelly Galloway Westover ARB, Mass. “Hey sexy ... you single?” I turned to see a fellow Airman in training; standing about 5 foot 8 inches tall, dark hair and eyes. Over the next four months, I heard this fellow classmate repeat the same line more than a couple dozen times. It wasn’t just me he had an eye for; it was a handful of my new girlfriends as well. We laughed it off. All of us had just completed basic training and were beginning another chapter in our brand-new military careers at technical school. Why make enemies at the start? About a month in, I grew tired of the cheesy pick-up lines and over-used sexual innuendos. I asked one of our ropes (student leader) to step in to have a chat with the guy regarding how uncomfortable he made me. Unfortunately, that chat didn’t have much of an effect on the Airman and as “luck” would have it, I sat next to him during class. Lucky me, right? I was pretty good at letting his suggestive comments flow in one ear and out the other, careful not to show it bothered me (as that only added fuel to his fire). Up to this point, his words were the only offensive thing he had been doing. But then I dropped my pencil. As I stooped over to pick it up I heard a loud voice boom throughout the classroom. “Are you serious, Airman?” Startled, I nearly smacked my head off the table trying to sit back up. With our entire class now looking back toward us, our two class leaders, Marines, shrugged them away and stated “We’ll talk about this at break — carry on.” Unbeknownst to me, this guy had just executed one of the foulest and sexually suggestive hand gestures behind my head. The class leaders luckily sat behind us and saw what he had just done. That was the final straw. The class leaders already knew how annoyed I was by his behavior and asked if I wanted to take this latest development “up the chain.” I had no intention of getting anyone in trouble since we were all brand-new to

the military. I’d hoped that the class leaders had scared him enough by this point and decided against it — asking only to move seats to get away from him. With my new location in the classroom, I felt a bit more at ease. Although the Airman now had one of his male friends start to jeer me because I had gotten him in trouble. I felt beaten and angry. I had no control over the situation, it wasn’t “my” fault he did what he did. He was lucky I didn’t take it up the chain of command. About a week after the hand gesture incident, I’d had it with the remarks from him and his friend. That’s when I asked one of our former ropes in our dormitory to have a talk with these two guys. This former rope commanded the respect of all the guys in the Airman dormitory; certainly he would be able to have an impact on this guy. Shortly after the discussion this time, the jokes and rude remarks stopped all together. The Airman and his friend now completely avoided me — Victory at last! Three months later, two weeks before our class graduation date, a female instructor came up to me as I was on my way back from a class assignment. “Airman Galloway, follow me, please,” she said. I proceeded down the hallway and into a small room with a handful of computers and two girls from my class already in place. Confusion and a spark of panic overcame me when the door was shut behind me and I realized something serious was going on. One of the female Airmen had been crying and her eyes were still puffy and red. “Galloway, as I understand, you had a harassment issue with a particular Airman?” my instructor asked. I acknowledged her question and explained my experience with the group and asked why this was just coming to light as the incident happened nearly three months prior. Her response shook me to the core as she explained that the two female Airmen, fellow classmates, had just had the same type of harassment, only it had gone above what this man had done to me. The Airman allegedly grabbed one of the girls and cornered

her in an area where we kept our equipment. He put his hand over her mouth and pushed her back against the lockers — pressing his body against hers and proceeded to kiss his hand in a suggestive way. This was why I was being called into the room, the other girl was witness to what happened and they both wanted to open an investigation after speaking with the sexual assault response coordinator on base. They knew I had been in a situation and wanted to know if I also wanted to open an investigation. I realized that what was thought to be simple but annoying joking was turning into something much more serious. How much more would his behavior deteriorate? What if I had reported this incident when it happened to me? Would this still have happened to this girl? The thoughts in my mind raced. I agreed to speak to the SARC. The concept of an entire office committed to sexual assault boggled me. I had no idea what was in store as the three of us walked into the SARC office to again explain what happened. To my relief, the officer was approachable and sincere; she made every effort to ease our minds and explained what was going to happen. All three of us had to give her our written statements separately and without prejudice. After reviewing our statements, she concluded that there was a definite issue and asked us individually if we wanted to proceed with a restricted or unrestricted report. A restricted report requires the member to be in status and can only report the incident to medical personnel, SARC or a victim advocate, but an unrestricted report means the member can report the incident to investigative agencies such as the Air Force Office of Special Investigation or security forces, as well as to members in their chain of command such as the first sergeant, supervisor, or commander. All three of us wanted the unrestricted report. We were sent back to the dormitory after meeting with the SARC to speak with our military training leaders. Upon arrival, the captain was already waiting for us. As we entered See SARC, Page 4

Stirm April 5, known from Salva Veder’s 1974 Pulitzer Prize winning photograph “Burst of Joy,” depicting the reunion with his family after more than five years as a prisoner of war in North Vietnam. While at Edwards, Stirm stopped at Century Circle to visit the F-105 Thunderchief, the airframe he was flying when shot down over Hanoi in 1967. Accompanying Stirm were retired Air Force Lt. Col. B.C. Thomas, who holds the most amount of flight time in the SR-71, and retired Air Force Col. Bill Flanagan, who flew in the Blackbird as a reconnaissance systems officer and currently serves on the board of the Flight Test Historical Foundation.

manage more than 4,000 homes in this group in addition to the 20,000 Army privatized homes already in its inventory. Picerne (now Corvias) is nationally ranked for outstanding customer service at seven Army installations. Although the date for the transfer of homes to Corvias has not been established, the Air Force Civil Engineer Center, which oversees housing privatization, is aiming to close the deal this summer. What does that mean for Edwards? Housing residents will sign leases with Corvias prior to the transfer of homes. After the transfer, Corvias will begin making improvements to homes, parks and landscaping, as well as building a new community center and other amenities. We will not be seeing new homes built here since all the homes at Edwards are relatively new. The good news is that we won’t have to move people around so renovations or demolition can take place; we have already done that and are wellpostured to move into privatization with a seamless transfer and minimal disruption to residents.

Each military resident will pay monthly rent in the form of an allotment to Corvias in the amount of their Basic Housing Allowance. In exchange for the BAH rental payment, residents will also receive renter’s insurance, basic utilities, yard maintenance; plus programs geared to families in keeping with Corvias’ mission of “families first.” With the collection of BAH as rent, there’s more “bang for the buck” because the funds going into the project provide the cash flow to sustain the project. Corvias has an incentive to keep the homes and neighborhoods desirable and provide good customer service to keep the homes occupied. After all the bills are paid, the government gets a share of the profits and the project owner receives a management fee. For now, watch for upcoming articles in Desert Wings and town hall meetings. her office, at attention and visibly shaken, she asked us to sit down. Up until this point, we had not had any personal interaction with this busy officer and had grown to fear having to report to her. “Ladies, first of all I want you to know that you are not alone,” she said. “Secondly, I want to assure you that this Airman will be dealt with and I will do everything to ensure your safety and confidentiality of this situation, but you need to ensure the confidentiality on your end as well.” “Yes, Ma’am,” we simultaneously squeaked out. We had already signed confidentiality agreements and were ordered not to talk about the situation to any of our classmates. After an hour of conversing with the captain, she released us to go back to our rooms to deal with what had just occurred in our own manner. What had started as a normal day had taken such a dramatic turn of events. Our minds were warped. We were mentally exhausted. A team of OSI agents came to our dormitory as well as mili-

tary police, who went through the Airman’s room seeking incriminating evidence. They pulled him from class and brought him back to the dorms so that he could pack his belongings. He was being isolated from the rest of the dorm, moving onto the first floor near our MTL’s offices. We were only two weeks from graduating. Because of this incident, the Airman jeopardized his marriage, his security clearance — and his military career. Beginning in basic training, all of the advice from my military training instructor had prepared me for something like this, though I never thought I would be involved in a “SARC” case. It was something we had joked and laughed about training. Yet my MTI knew better. Before we left his watchful eye he warned us that an alarming number of technical school SARC cases do happen and will happen and that we should prepare ourselves. His words still rang in my ear like reveille in the morning. “If it isn’t you, it’s the person next to you.”

Clarification about fundraising events All private organizations wishing to conduct fundraising events during Air Force Assistance Fund campaign must route their requests through the 412th Force Support Squadron, be reviewed by the Judge Advocate and then approved by the installation commander before the event can occur. Access to medical services when clinic is closed The 412th Medical Group clinic is closed weekends, government holidays, and family down days. The clinic is also closed on the first Monday of every month for Training Day. If the first Monday of the month is a holiday, then the clinic will be closed on the second Monday of the month. Training Day provides the medical personnel with time to complete all required medical readiness training, commander’s calls, and professional staff training needed to maintain accreditations so that they can continue to provide quality patient care, meet mission requirements and deploy medics at a moment’s notice. When the clinic is closed, the medical services can be accessed if you need same-day service that can’t wait for the following business day. Emergency care involving life, limb, or eyesight can be accessed by dialing 911. If you are on base, emergency services can be more efficiently accessed via the Emergency Control Center at (661) 277-4540. The base paramedic ambulance service will respond, stabilize, and transport you to the nearest emergency room for definitive care. For urgent care issues that can’t

wait until the next business day, you can access care by calling the Nurse Advice line at (866) 535-4137 which will provide you with the authorization to go to Urgent Care. If you call the appointment line at (661) 277-7118 and the clinic is closed, stay on the line. It will automatically be transferred to the Nurse Advice Line which will provide you with the authorization to go to Urgent Care. Urgent care problems are issues that are not life threatening but may or may not be of serious consequence if not addressed on the same day. This includes treatment of minor fractures, minor lacerations, foreign bodies, persistent fever and cough, etc. Many of the problems that are currently treated in hospital emergency departments can receive more timely treatment in less than 1-2 hours at an urgent care center. But unlike emergencies, you need an authorization from either the clinic or the Nurse Advice line before you seek care. If the Military Treatment Facility pharmacy is not available, prescriptions can be filled through retail network pharmacies or TRICARE Pharmacy Home Delivery. Network pharmacies are fast, convenient, and can fill scripts for a small copay. TRICARE Pharmacy Home

Delivery is the least expensive option and best suited for medications you take on a regular basis. You may receive up to a 90-day supply of medications for minimal out-ofpocket costs. There is only one copayment for each prescription filled (up to a 90 day supply). Additionally, you can enjoy the convenience of having medications delivered directly to your home with free standard shipping and refills can easily be ordered online, by phone, or by mail. If you have questions about

your prescriptions, pharmacists are available 24/7 to answer your questions confidentially. Coming to Edwards soon: AFNet migrations by Keith Whitman 412th Communications Squadron The 412th Test Wing and all supported tenants will soon migrate its computer users into a central Air Force Network (AFNet). This means Edwards Local Area Network users. Over a period of 45 days beginning May 28, technicians will begin migrating Edwards workstations, network users and e-mail into the AFNet. To the majority of Edwards computer users, most of the changes will be transparent and should not cause any interruption to network access or normal day-to-day operations, but for the Air Force, this migration represents a major change to how computer networks are managed. Until now, major commands and various other Air Force organizations have been operating their own independent networks, consequently driving unique and unit specific requirements. Over the years, this approach led to standardization and security problems, high operation and maintenance costs, and a lack of enterprise situational awareness. In short, there was no single organization or commander responsible for the network.

The AFNet migration project addresses these issues, and places Air Force cyber operations under the operational control of a single commander. This approach will yield a significant improvement in the Air Force’s ability to fight daily virus activity and malicious intrusion attempts. Additionally, AFNet migrations will centralize services like e-mail, significantly improving network security and standardization. Finally, operational and training costs will be reduced through the elimination of redundant systems and services.

The most visible change will be in the format of your email address. The migration replaces the old first.last@edwards.af.mil e-mail address with a standard first.last@us.af. mil address. The new addresses will remain with users for the duration of their career, employment, or affiliation with the Air Force, regardless of the base or organization assigned. As more bases join the AFNet, Airmen will be able to login to their accounts from any AFNet base without requesting and creating an additional account. This will allow easy access to the network during deployments and throughout temporary duty and permanent change of station moves. Sites such as the Air Force Portal, Air Force Personnel Center and Defense Finance Accounting Service, will also remain easily accessible regardless of your duty location. As Edwards approaches its projected start date, a team of Air Force Network Integration Center, 690th Network Support Group and 412th Communications Squadron technicians will be busy preparing equipment and resources to facilitate the migration. Resources available for the Team Edwards community Although each Air Force command and installation has released its fair share of pertinent furlough information, Team Edwards leaders want to keep you as informed about the financial resources available to help minimize the impact of this projected furlough on you and your family as information becomes available. As with any furlough, the uncertainty of a government furlough may leave some Air Force Materiel Command civilian employees feeling and their immediate family members stressed and anxious, but Team Edwards members should know that they can still access the Employee Assistance Program, provided by Federal Occupational Health, during a furlough at no cost. “It is important that Team Edwards members know that there are some base resources available during these times for support. We have specific services available for military and civilian members,” said Linda Crump, Airman and Family Readiness personal financial readiness officer. “Depending on each individual situation resources and referral will be made after determining the member’s respective issue.” Here are some things that the EAP can do for you if you face this challenge: In-person counseling – Confidential counseling with an EAP counselor may help with a broad range of personal issues. The counselor will help to identify and resolve specific issues of concern within a limited number of coun-

seling sessions. If treatment is required beyond the session limit, the EAP counselor will refer the person to an appropriate treatment or community resource. To learn more or to connect to 24/7 crisis management services call the EAP toll-free number. Legal consultation – with a licensed attorney, followed by reduced-fee services if required. People may choose to have a 60-minute phone or in-person consultation with a local attorney. Either way, the initial session is provided at no cost. After-hours services are available for emergencies. Financial consultation services - There are several avenues available - including professionals with experience in accounting, banking and insurance; certified public accountants and certified financial planners – all of whom are available to provide people with time and services to meet their needs. Those who have determined the exact nature of their issue should call the EAP toll-free number listed below to receive assistance in arranging for a consultation with the appropriate financial resource. ID theft program – provides comprehensive legal, financial, and ID-theft-resolution services. People will have one point of contact for all their ID-theft-resolution needs. These services can save people thousands of dollars in legal expenses and countless hours of valuable time. When it comes to developing a budget, here are some tips to consider in order to help keep your

finances on track: • Save a portion of your earnings and you can call it an emergency fund or a furlough plan. Estimates on bi-weekly leave and earnings can be calculated using a Furlough Calculator, which can be used as an approximation tool. • Reduce non-essential, discretionary spending such as entertainment, dining out, shopping, etc. • Place needs over wants. Don’t forget to use coupons and discount promotions when possible. Based on your individual financial situation, you may want to consider communicating with creditors/lenders, in writing, if you cannot pay as expected. Ask creditors to reduce the interest rates on your credit card accounts. Many creditors will work with individuals going through financial hardship.

• Talk to your bank/s and/ or credit union/s about possible furlough programs for federal employees. Some programs may include: • Short term (up to 60 day) interest free loans • Overdraft forgiveness within 60 days of a furlough • Skip up to two months of payments on loans including credit cards, car loans • Consider reducing your Thrift Savings Plan donations temporarily. Those who contribute even modest amounts to TSP can recoup a loss in your paycheck caused by a furlough. Be sure that you understand the repercussions on your overall retirement savings plan before taking such drastic actions. This action may have an adverse impact on your retirement plans. the TSP website at www.tsp.gov. • For those with concerns about your Federal Employee Health Benefits, your contributions for health insurance will not change. Agencies will continue to be responsible for the agency contribution of any furloughed employees. In regards to a civilian personnel’s annual or sick leave, annual and sick leave is prorated. When 80 hours of non-pay status is reached, annual and sick leave will not be accrued that pay period. You may continue to use leave as approved by your supervisor. For those employees considering outside employment, Department of Defense civilian employees may engage in outside employment, within certain limitations. Employees must take care that any other employment does: • NOT interfere with their DOD duties • NOT detract from readiness or pose a security risk • NOT create an appearance of impropriety or conflict of interest • NOT reflect adversely on DOD All AFSPC military and civilian employees are required to submit an AF Form 3902, Application and Approval for Off-Duty Employment, prior to outside employment. “The most important advice we can give is to start creating a contingency plan, build an emergency fund, live with essential things, spend when absolutely necessary and lastly create a support system among friends and family,” added Crump.

Support Resources Airman & Family Readiness Center Community Readiness Consultants are ready to assist Department of Defense civilian employees with financial counseling. Active duty and retired military, as well as DOD civilian employees who are also retired military are eligible for financial counseling and financial assistance. Updates, changes to Sexual Assault Prevention & Response Program by Kimberly Shirley Sexual Assault Response Coordinator When the sexual assault scandal involving more than a dozen Military Training Instructors made the news last year it sent a shock wave of questions across not only Lackland AFB, Texas, but the Air Force as a whole. Parents felt that their daughters and sons were safe and protected. After all, they were being trained by well-respected service men and women in our great Air Force. Who would think they’d have to worry about the threat of sexual assault? Our senior leaders did not take the subject of these alleged sexual assaults lightly, and vowed to get to the bottom of the scandal and institute new changes to protect our men and women. Gen. Mark A. Welsh III, Air Force Chief of Staff, has stated “The goal for sexual assault in the United States Air Force is ZERO. If you’re a commander or supervisor and you are not directly and aggressively involved in speaking up about this issue in your unit, then you are not part of the solution, you are part of the problem.” Former Secretary of Defense Leon Pa-

netta led the charge in putting the changes in place. The first change put in place was Military Rule of Evidence 514 giving the Sexual Assault Response Coordinators and Victim Advocates privileged communication, the same privilege as doctor to patient, attorney to client and clergy to parishioner. Secondly, military family members over the age of 18 are now able to report allegations of sexual assault to the SARC or VA without triggering an investigation, also known as the Restricted Report. The third new process is known as Expedited Transfer. When an active duty member reports a sexual assault in the Unrestricted Report option and an investigation is initiated, the member may qualify for a PCS or PCA assignment. Additionally, active duty members can ask for a Special Victim Counsel and an attorney will be assigned to help them through the legal process. April is nationally recognized as Sexual Assault Awareness Month and the Sexual Assault Prevention and Response Office holds events during this month to share information on prevention as well as awareness to support survivors of sexual assault. New resources promote fitness culture by Gloria Kwizera JB San Antonio-Randolph, Texas To help improve Total Force fitness levels, Air Force Personnel Center officials are fielding new fitness resources accessible online, in person or on DVD. These resources, including the Operational Fitness Program, Xtreme Wednesday Workouts, the Air Force Fitness DVDs and the Fitness on Request kiosks are available to all Total Force Airmen, retirees and families, through base Fitness and Sports Centers and unit physical training leaders. The Operational Fitness Program provides detailed exercise plans for individuals of all fitness levels and is easily accessible on www.usafservices.com. “The goal of the program is to help maintain resilient Airmen and encourage healthy lifestyles for our Air Force communities at large,” said Scott Nunnelly, the AFPC fitness program manager. “While the program isn’t mandatory, it provides a great baseline for people to maintain their fitness throughout the year.” AFPC officials reached out to installation fitness and sports managers as well as exercise physiologists for their feedback to help develop the workout plans. Currently, the program offers detailed workouts for three levels of fitness: Level One: Three bi-weekly routines that progressively become more difficult. The workouts build upon endurance, strength and power over the course of six weeks. This level is geared toward Airmen who need help passing their fitness test or those new to fitness. Level Two: For those who already exercise regularly, this level provides an alternative plan to help maintain or increase their current fitness level. Workouts incorporate both bodyweight and light dumbbell exercises. Level Three: For individuals at an advanced fitness level; an alternative to the commercial extreme conditioning pro-

grams. These rigorous workouts align with established fitness industry standards and guidelines to maintain safety. A challenging workout is provided daily and will be updated monthly to keep the workouts fresh. AFPC’s services team also joined forces with the Pentagon Channel and developed 20 new fitness shows for the “Fit for Duty” television series. Xtreme Wednesday Workouts can be located on the Pentagon Channel website at http://www.pentagonchannel.mil/. Shows began airing on TPC and the American Forces Network Jan. 2. Airmen can download videos from the TPC website to build a customized workout library. The program features

advanced strength and conditioning workouts geared toward Level 3 participants. The shows are also available through some cable providers. The 20 workouts will also be developed into Air Force Fitness DVDs which will be available at base installations by late spring. “These fitness programs allow members to follow or build their own program to meet their fitness goals,” said Anthony Alcala, a fitness program specialist. The next phase in this initiative is to deliver the Fitness on Request Kiosks to over 60 installations. This system will supplement existing group exercise programs or installations that can no longer fund their group exercise contract, Alcala said. Loaded with 30 pre-recorded classes, the kiosks will offer fitness centers the flexibility and convenience to offer more individual or group classes than before. Installations will receive kiosks by late summer, with the first deliveries slated for this month. Community News TRICARE change for Edwards AFB area TRICARE beneficiaries in the West Region, including those in the Edwards AFB area, now have TRICARE coverage from UnitedHealthcare Military & Veterans. This change affects members using TRICARE Prime and Standard. TRICARE For Life beneficiaries (generally those over age 65) are not affected by the change. Members with a current specialty care authorization issued by TriWest can continue receiving care with that authorization through May 30. However, after May 30 members can renew their referral by calling the appointment line at (661) 277-7118. Current maternity care referrals issued by TriWest will be valid for the duration of the pregnancy. Retired families paying for TRICARE Prime through allotment do not need to change their allotment. However, retirees paying through electronic funds

transfer should update their payee data to ensure continuation of coverage. Additional information on changing EFT payments can be found at www.uhcmilitarywest.com. The local TRICARE network of physicians and hospitals is very similar to the TriWest network. Currently, High Desert Urgent Care is the only contracted urgent care facility in the local area. School to hold pre-registration for Kindergarten by Jane Rideout Branch Elementary School The Irving L. Branch Elementary will be having pre-registration for Kindergarten May 1 and 2, from 12:45 p.m. to 3 p.m., for the 2013-2014 school year. Civilian employees as well as active duty are eligible to enroll students at base schools. Children must be five years old on or before Oct. 1, 2013. State law requires a transitional kindergarten year be offered to students who do not meet the minimum age requirement for kindergarten. If your child turns five between Oct. 2 and Dec. 2, 2013 he/she will be eligible for transitional kindergarten for the 2013/14 school year. Muroc Joint Unified School District offers a two-year kindergarten program in which transitional kindergarten is the first of the two year program providing education for eligible children who do not yet meet the minimum age requirement for kindergarten. Transitional kindergarten will be taught within a traditional kindergarten classroom with a modified kindergarten curriculum being taught. The event was hosted by the 412th Medical Support Squadron and was used as opportunity to teach kids the importance of public health in the community and home. Here is a chance for youth and teens to see what is happing in the different centers as Edwards Youth and Teen Center join the Boys & Girls Clubs of America in this National Day of Open House. If you are not a member of either centers and were always wondering what goes on inside the Youth and Teen Center come on by and check it out. Youth & Teen Centers Memberships: For about a dollar a day, you could have peace of mind knowing that your son or daughter is in a safe environment - an environment that fosters development in many different areas and offers constant supervision, tutoring and fun! Did you know that the most dangerous time for youth, especially teens, are between the hours of 3 pm and 6 pm? The Youth and Teen Centers offer social opportunities and structured programming from affiliated agencies such as the Boys & Girls Clubs of America and the 4-H Club.
