A dream of two generations

Edwards Airman selected to attend USAFA by Laura Mowry Staff writer When Senior Airmen Shujie Yan immigrated to the United States from China in 2006, she was a freshman in high school. One year later, she had big dreams of life in the Air Force. Inspired by the core values – Integrity First, Service Before Self and Excellence in All We Do – she knew it was the life for her. While Yan adjusted quickly to the life in Temecula, Calif., and challenged herself in the classroom, her grades weren’t quite as competitive as she would have liked and her citizenship status prevented her from attending the United States Air Force Academy right out of high school. She opted instead to enlist in the Air Force as a medical technician. Now, as a result of her hard work and dedication, Yan will finally have her chance to become an Air Force officer as she has accepted a rare appointment to the USAFA and

will begin taking classes this fall. “I want to do more than what I’m able to do right now. Because of the opportunities offered at the academy, the training and leadership development, it will build me up into a better person and help me achieve my goal of becoming a physician,” said Yan. “I want to give back and serve my country because of what my country has offered me. I’ve been honored and grateful to serve as an enlisted member, but this opportunity has changed my life. I have been given so many opportunities and freedom that I never imagined in China,” she added. Hagel announces fewer furlough days for DOD employees by Nick Simeone and Karen Parrish American Forces Press Service After weeks of review, Defense Secretary Chuck Hagel has concluded budget cuts will require most of the department’s civilian employees to be furloughed beginning in July, but that because of other efforts to deal with the shortfall, only half of the 22 days originally envisioned as temporary layoffs will now be necessary. During a town hall meeting May 14 at the Mark Center in Alexandria, Va., Hagel told Defense Department employees that most will be required to take 11 furlough days beginning July 8, one per week, through the end of the fiscal year, Sept. 30. In a statement, Secretary of the Air Force Michael Donley and Air Force Chief of Staff Gen. Mark Welsh III explained the service’s efforts to reduce impacts of sequestration on personnel, but furloughs will be unavoidable. “While the Air Force and Department of Defense have made every effort to minimize impacts to readiness and people, the resource choices we have available are now very limited, and we’ve reached the point where we simply can’t avoid furloughs,” they said.

In a memo to senior department leaders, Hagel said he had “very reluctantly” concluded that major budgetary shortfalls triggered by a $37 billion cut in defense spending for fiscal 2013 forced a decision he said he deeply regrets, and one that he acknowledged will disrupt lives and impact DOD operations. However, he credited congressional passage of a defense appropriation bill in March in part for helping to reduce from the number of days civilians would be temporarily laid off by half.

It may be possible later in the year to “knock that back” to an even lower number, the secretary said, but he emphasized that he could not promise such an outcome. “As Secretary Hagel stated, the Department of Defense will decide later this year whether our budgetary situation permits us to end furloughs early,” Donley and Welsh stated. “In the meantime, we will keep working to prevent actions which will further impact our people and Air Force missions.” Hagel said the furloughs will affect every military department and almost every agency, with limited exceptions. “We will except civilians deployed to combat zones and civilians necessary to protect life and property,” he wrote in his memo, adding that others will be excepted if forcing them to stay off the job would not free up money for other needs. Regardless of the exceptions, Donley and Welsh stressed how much the Air Force will be impacted due to the essential role that civilian Airmen play in ensuring a strong and ready force. “Our civilian Airmen are critical to everything we do,” they said. “We simply could not be the world’s See FURLOUGH, Page 3

Asian Pacific American Heritage Month

Embracing cultural values, inclusion by John Price 412th Communications Squadron The theme to this year’s Asian Pacific American Heritage event is “Building Leadership: Embracing Cultural Values and Inclusion.” America is truly multicultural, a “mosaic” instead of a “melting pot” with a mixture of various ingredients that keep their individual characteristics instead of being blended together. I was born and raised in the Philippines and am from American, Hawaiian, Spanish, Chinese and Filipino decent. As a young boy, I remember the stories my parents and relatives would tell about their experiences during World War II. My grandfather’s home in Leyte became the headquarters for Gen. Douglas MacArthur during the liberation period while he was in an internment camp. My dad was a guerilla who fought against the Japanese occupation of the Philippines, captured, beaten as a POW, and later liberated. I also had several uncles that were a part of the Bataan Death March. It was important for them to tell me these “stories” knowing that a lot of their personal experiences would not be found in history books. Embracing cultural values and inclusion utilizes the diversity of ideas, experiences,

talents, languages and cultural backgrounds. I was fortunate to gain personal insight from Col. Geoffrey Ellazar, Air Force Test Center, director of contracting; Auline Platt, a military spouse; and Eseta Lofton, Asian Pacific American, on their view of this year’s theme and how they apply it to their daily lives. Born and raised in Hawaii, Ellazar said “I’ve been blessed to have been raised in

stand the importance of obligation, duty and service. If you do it with joy - life is complete.” She was described to me as a person with “very good perspective on servant-leadership as she gives so much to the community and society, with sincerity, humility and generosity.” Lofton was born and raised in Samoa. Her grandfather was a Samoan High Talking Chief for the village and her dad was

an extended family that celebrated its Filipino, Hawaiian and Chinese heritages. I am thankful to my benefactor Princess Bernice Pauahi Bishop whose generous legacy to indigenous children of Hawaii gave me the everlasting gifts of a quality education, appreciation for being Hawaiian, and the strong desire to serve a greater purpose.” Platt, born and raised in the Philippines, attributes her qualities to family, faith and upbringing. According to Auline, “One must under-

raised by King Malietoa Tanumafili, then King of Samoa. She said, “I felt privileged to be the only one of seven children exposed to the old Samoan culture. I enjoyed growing up sitting behind my grandfather’s chair during High Chief meetings and learning the privileged High Chief’s language.” The four of us are very different people with different personal, professional, and career paths, but similar in many ways. A famous scholar once said, “Becoming a

leader is synonymous with becoming yourself. It is precisely that simple, and it is also that difficult.” I hope you share my view on America being more of a “mosaic” instead of a “melting pot.” Embrace your cultural values and keep telling that story for generations to come. Mahalo ... The 6th Annual Asian Pacific American Cultural Day is 11 a.m.-2 p.m., May 23 at the Airman and Family Readiness Center located in Bldg. 5620. This year’s festivities include: • Culinary samples from Guam, Hawaii, India, Japan, Korea, the Philippines, Samoa, Thailand and Vietnam • Cultural dances, instrumental performances and songs from Hawaii, Japan, the Philippines, and Samoa • Samurai sword demonstration • Sumo wrestling featuring Edwards’ first sergeants • Fear Factor food tasting featuring Edwards’ commanders Tickets are $7 (children 10 and under are free) and are available for presale or at the door. Commander’s Action Line email: speak2cc@edwards.af.mil The Commander’s Action Line gives all Airmen, retirees, families and community members a direct link to Brig. Gen. Michael Brewer, 412th Test Wing commander. The Action Line can be used to express constructive points of view on the policies and procedures of the base; discuss safety and security issues; and address problems, concerns, or suggestions after traditional methods have been exhausted. The Commander’s Action Line should not be the first action taken to resolve an issue. Those seeking a remedy to a problem should first follow the chain of command and take up the matter with the office of primary responsibility, supervisors, first sergeants or commanders. Action Line queries may be submitted by sending an e-mail to speak2cc@edwards. af.mil with Commander’s Action Line as the subject heading or by calling (661) 277-7325. Action Line submissions must be written in a courteous and professional tone, and must include a name, an e-mail address or an alternative method of contact. The requestor’s contact information will not be published in compliance with Privacy Act restrictions. Any messages received without contact information will not be routed, so please be sure to provide some method for communication. Action Line discussions that are deemed beneficial for the community at large will be published on the Web and the next available edition of the Desert Wings. Submissions may be edited for grammar and length.

ACADEMY, from 1 tivated Yan to become a physician, just like her mentor at the 412th Medical Group, Maj. (Dr.) James Sarsua. “I want to be a physician and I want to start with the family practice perspective because that is what I’m familiar with. All the doctors I’ve been working with are great. They mentor me, they teach me; especially Doctor Sarasua,” said Yan. “I’ve been working with him since September 2011, which was only three months after I arrived at Edwards. He has inspired me to want to be a doctor too.” As a physician, she will have the opportunity to bond with patients and make a lasting contribution in their lives. “Today, a lot of people’s relationships are based on texting and materialistic values. I just feel that human-to-human bonding, real friendships are precious and I want to preserve that and I want to make a real difference in their lives,” said Yan. While medical school is several years away, a more immediate challenge will be adapting to life at the academy. Fortunately for Yan, she’s prepared for the challenge. Acclimating to the highly regimented, demanding structure should be fairly routine for Yan, who left home and began attending boarding school in China at the mere age of 4. The ability to adapt was a top concern for Maj. Gen. Arnold W. Bunch Jr., Air Force Test Center commander, who wrote a letter recommending Yan for appointment. “As a graduate of the academy, I started discussing with her the discipline involved; the long hours, regimented schedule and attention to detail. The level of academics is extreme and some people just don’t have that level of discipline. I wanted to make sure she is ready for this,” said Bunch. After meeting with her, Bunch knew the USAFA was a good fit for Airman Yan.

“She has great leadership potential and in all aspects of her career, she’s done an outstanding job. I think it is in the best interest of the Air Force to have her go through the academy to become an officer. I have no doubt she can do it. We need great officers. We need great leaders. She’s got the potential to be both and I’m confident she’ll succeed,” said Bunch. Yan has dreamed of attending the USAFA since her sophomore year and will finally have the opportunity to see her dream through. In fact, her mother’s appreciation of military life and culture is one of the reason’s Yan wanted to pursue an education through the academy. “My mom also played a big role in my career choice; she always wanted to be in the military but was too old to join. That’s one of the main reasons I joined the military and why I’m pursuing my dream of attending the academy – we call it a dream of two generations. She keeps telling me how much I remind her of herself when she was younger,” said Yan. Her mom is currently preparing to accompany her daughter and make the big move to Colorado. “The education is very good, the development will well prepare her to be an officer, but it will be challenging. Given the performance of what she has done in high school and what she has done here, I have no doubt she is up to the challenge,” said Bunch. Her friends may have been accepted to Yale, Harvard and Stanford straight out of high school, while Yan chose life in the Air Force, but it’s that very experience that promises to be a great benefit as she assumes her new role as a future Air Force leader. “When she becomes an officer, she will be much better prepared to deal with enlisted matters than someone like myself who didn’t have that experience. That’s the benefit, that’s the value if she does it right - and I’m sure she will,” said Bunch.

“She has great leadership potential and in all aspects of her career, she’s done an outstanding job.”

Defense Acquisition University registration to open in May by Linda Moore Wright-Patterson AFB, Ohio Defense Acquisition University registration will open online May 16, 2013, and students should apply as soon as possible since classes fill quickly. Members’ applications will be processed by priority, supervisor approval date and class start date, with Priority 1 students taking precedence. Acquisition workforce members should regularly monitor the ACQ Now website for the most current information regarding DAU registration and course updates. Most resident classes only hold 30 students, and students should apply upon immediate release of the schedule. It’s important for applicants to note that a hundred or more other students may be applying for the same class — especially if it is the first one on the schedule. For commonly used courses such as ACQ 201B, Intermediate Systems Acquisition Part B, students should apply for more than one offering. Even though ACQ Now may show availability, the ACQ Now site is refreshed every 24 hours. Edwards defender surprises daughter by Jet Fabara 412th TW Public Affairs For most students in the Edwards community who wait in anticipation for their end-of-year AWANA (Approved Workmen Are Not Ashamed) program awards, none could say they were more surprised to receive their final award than young Addyson Jarmusz. After waiting nearly two hours during the awards presentations May 9 at Chapel 2, the highlight of the event came when Addyson was asked to come forth during a final award presentation in which her father, Maj. Gregory Jarmusz, 412th Security Forces Squadron former operations officer, surprised her after returning home from a year-long deployment in Kabul, Afghanistan. “After Greg found out that he would return about two weeks in advance, we contacted Chaplain [Joshua] Stoley to see if there was anything we could do to surprise Addyson,” said Kristie Jarmusz, Major Jarmusz’s spouse.

According to Chaplain (Maj.) Brendon O’Dowd, 412th Test Wing chaplain, when Major Jarmusz sent a message on Facebook to Chaplain Stoley, asking if it would be possible to do something special, Chaplain Stoley happily agreed and made it happen. As for how it would happen, Chaplain Stoley said the AWANA event just happen to coincide with Major Jarmusz return, so he used the end of the awards presentation to make the surprise announcement. “The family has been a faithful part of the chapel community and before Major Jarmusz left, he was also a key volunteer in the chapel community, so to see something like this come together, it was truly remarkable and momentous occasion,” said O’Dowd. Security processes accelerate adoption of commercial devices Approval of recently of security technical implementation guides for BlackBerry and Samsung Knox devices means that Defense Department organizations will be able to use those devices in conjunction with a secure enterprise mobility environment. The May 2 release of the Defense Information Systems Agency’s Samsung Knox STIG provisionally allows DOD to use the latest technology as soon as it is available commercially. Officials also released STIGs for the BlackBerry 10, Blackberry Playbook and Blackberry Device Service. The STIGs allow use of accepted devices as part of approved mobility pilots with actively defended mobile device management systems, DISA officials said. The Samsung Knox STIG represents a paradigm shift in DISA’s business processes that dramatically increased the

efficiency of bringing new devices into the DOD enterprise, officials added. DISA field security operations developed the Samsung Knox STIG ahead of its commercial release, they noted, highlighting how close partnerships between government and industry are delivering the latest enterprise technology to meet department needs. A key component of the secure mobility environment is the mobile device management system that provides enforcement of the STIG settings, as well as other key security functions. Achieving DOD security objectives requires both the device security, defined in the STIG, as well as active defense provided through the mobile device management system, which DISA will implement through a contract award in early summer. The DOD Commercial Mobile Device Implementation

Plan, released in February, led to the new process and served as the basis for establishing the list of approved devices. The plan tasked DISA to develop a new process for approving mobile devices “to ensure that DOD will have access to the latest mobile technologies in a timely manner by maximizing vendor participation.” “DISA established a process where vendors develop STIGs following DOD security requirements guides and submit documentation and evidence for DISA’s validation,” said Terry Sherald, chief of DISA’s information assurance standards branch. “We are excited to continue working with other commercial mobile device providers to support a diverse, competitive multivendor environment.” Editor’s note: Information courtesy of a Defense Information Systems Agency News Release.

Community News Be aware of motorcyclists

by Al Lederman 412th Test Wing Ground Safety May is National Motorcycle Awareness Month. While the weather in Southern California remains fairly nice year-round for riding, mid-to-late spring brings sunny days, warmer temperatures outside and more riders preparing their bikes for the open road. The campaign is to remind car and truck drivers to be

alert for motorcyclists and share the road. According to the California Highway Patrol, most fatal and serious injuries occur at intersections when drivers are turning. Vehicle drivers should always remember to take a second look. The following are tips vehicle drivers can be aware of. A motorcyclist may look farther away than they really are and speed can be difficult to judge.

• Motorcyclists downshift when slowing, so you may not see the brake light right away. They may adjust lane positions to be seen or avoid debris in the road - it is not always reckless behavior.

9

• Not all turn signals on a motorcycle are self-cancelling and riders, especially beginners, may forget to turn them off. Use the two-second rule when following a motorcycle. • Seeing only the grill of a car in a side view mirror, can make the rider uneasy. Because motorcycles are smaller, they may look farther away than they actually are. • Some drivers unconsciously do not look for motorcyclists. They are looking for large moving objects other vehicles. As the saying goes, “Look Twice, Save a Life, Motorcycles Are Everywhere.” After all, the person under the helmet could be someone you know.

True love discovered, returns to Edwards There’s probably no better place to propose to the love of your life than the place where you first met. That’s what Douglas Thonack did last November after leaving Edwards almost 20 years ago. After reuniting with her six years ago, Thonack brought Jessica Cox back to Branch Elementary School, formerly Forbes Elementary, where they first met. Thonack and Cox met when they were in the fifth grade at Forbes. Thonack’s father, retired Chief Master Sgt. Kipp Thonack, was assigned to the 602nd Training Support Squadron at Edwards from 1991 to 1994. Cox’s father worked for the Air Force Flight Test Center on the B-2 Spirit program. At 1:30 p.m., Nov. 13, 2012. Thonack proposed to Cox at the school and she said, “yes.” Douglas and Jessica, who live in Sacramento now, plan to marry in August and will hold an engagement party next month.

Chapel Corner Gaining Altitude – Growth opportunities for the week This is a weekly segment in Desert Wings to highlight a spiritual focus for the Edwards community: Through our prayers – an opportunity to pray for the needs of our community This week’s request: Pray that we would remain humble and thankful for our successes and blessings. Through our character – an opportunity to reflect on important issues in our community – It has been noticed that success destroys more lives than failure. Perhaps it is because success often blinds us to what is truly important, and failure is a tool that shapes us into something greater. Through our worship opportunities – Right.
