‘Man of Steel’ dazzles Edwards moviegoers by Kenji Thuloweit Editor LANCASTER, Calif. — Some lucky Team Edwards members were treated to a free prescreening of Warner Brothers’ “Man of Steel” June 8 at the Lancaster, Calif., Cinemark 22. Warner Brothers provided 561 tickets to the base, most of which were handed to folks who helped with the production of the movie when scenes were being filmed on base early 2012. The theater provided two showings of the potential blockbuster in separate theaters. But, even better than seeing a movie before its release, the moviegoers were also treated to a visit from the “Man of Steel” himself — Henry Cavill. Cavill arrived about an hour beforehand to meet and sign autographs for the first 100 moviegoers who arrived for the showing. They were given wristbands by WB representatives. For Staff Sgt. Paul Garcia, 412th Operations Group loadmaster, the movie wrapped up a whirlwind Hollywood experience. While portions of the movie were being filmed at Edwards at the beginning of 2012, Garcia was asked by director Zack Snyder to play a small role in the film. “I play the role of a C-17 Loadmaster, which coincidentally, is what I do in the Air Force. Introducing MiCare, AFMS’s new online secure messaging system coming soon to Edwards The Air Force Medical Service is excited to begin patient registrations for MiCare, the Military’s online confidential secure messaging service. This system has been shown to significantly reduce the number of phone calls between patients and providers, increase patient satisfaction, and save time for the medical office staff and the patient. The AFMS aims to enroll as many patients as possible into MiCare and utilize secure messaging as the primary form of communication between patients and their healthcare teams. Patients currently enrolled in MiCare are already talking about the ease, accessibility, and benefits of this Internetbased service. One MiCare enrollee said, “it is always empowering to be able to communicate via the Internet about routine health issues - and can very well prevent visits to the clinic ...”

Another enrolled patient said MiCare “will answer lots of questions and save so much time for both doctors and patients.” On MiCare, patients can request appointments with healthcare providers, get test results, request prescription refills, or ask their healthcare team medical questions via a secure electronic message that bypasses phone-trees, voicemail, and phone tag. cure messaging and will be adapted to include Personal Health Records at a later date. Registration for MiCare will begin the last week of June. To register, patients can visit the check-in desk for their assigned 412th Medical Group clinic to initiate the face-to-face registration process. Patients will need to show their military identification card and provide basic information such as name, social security number, birthday and email address. An email will be sent to the provided email for patients to finish enrollment. Once enrollment is complete, confidential messages may begin. MiCare has been designed to support patients and healthcare teams and will be implemented Air Force-wide, so once registered, a patient will remain in the system — no matter where the Air Force takes them. Commentary Why enforce the standards by Master Sgt. Vincent Brass Kunsan AB, South Korea In the military we constantly refer to “the standard.” Most standards are developed within Air Force instructions or technical orders. They are what sets us apart from our civilian counterparts. Webster’s dictionary defines a standard as “something established by authority, custom, or general consent as a model, or example.” We weigh our performance reports and sometimes administrative actions off of our ability to meet the standard. As a first sergeant, I consistently find myself reminding Air Force members from all Air Force specialty codes of the standards. Most times I get a similar response; the member corrects the action and continues on.

Sometimes I get asked, “Shirt, is it really that big of a deal to have my hands in my pockets?” I ask you, is it? What or whom will be impacted by the staff sergeant or captain with their hands in their pockets? Honestly, probably no one. Ultimately, what it comes down to is, which standard is OK to deviate from? The Air Force uniform standard, Air Force instruction 36-2903, was developed to provide us with guidance on how to maintain a professional image at all times. How we wear our uniform is not only important to how the population of our great nation views us, but also how we pay respect to the men and women who have worn it before us and will continue to wear it long after we are all gone.

In my humble opinion, there should be no standard too small to enforce. Whether it is in a uniform standard, a security forces instruction, or a technical order that tells our maintainers the correct torque specification to prevent catastrophic failure while our pilots are in flight; all standards are developed to ensure mission success. One of my mentors in the Air Force, retired Chief Master Sgt. Atticus Smith, used to put it to me in a manner that has stuck with me ever since. “When we begin to pick and choose what standards we will enforce, we begin to accept mediocrity as the standard,” Smith said. “When mediocrity becomes the standard is when the mission will fail.” I ask you now, why is it a big deal to enforce the standard?

Keeping service in perspective by Chief Master Sgt. James Powell Altus AFB, Okla. If you were approached by a co-worker, civilian or family member and asked the question, “Why do you serve?” What would your answer be? How would you internalize what you do for the Air Force to the point where you could answer that seemingly simple question? Over the past several years, I’ve heard the full array of reasons from the events of 9/11 to family traditions. It wasn’t until the sequestration events during this past spring, specifically the suspension of tuition assistance, that I thought harder about the reasons why we serve.

Let me start by saying that I am not against tuition assistance or any other benefit that the Air Force has given us. I personally have benefited from the use of TA and believe that our Air Force reaps the rewards from members who have taken the initiative to further their education. I bring up this subject because the news about terminating TA seemed to have invoked an enormous response and I wanted to try and put some things into per spective. As Air Force members, we sometimes have a tendency to take things for granted. We have no problem when the first and the 15th of the month come around and our paycheck is waiting for us in the bank. We have grown to expect that. When we take a look at

our leave and earnings statement, we see different benefits such as housing allowance or subsistence allowance and maybe even some type of special-incentive pay that is unique to our particular job or career field. Most of those benefits remain largely intact during this fiscal crisis. Many of us have gone over to the clinic and received treatment and medications that would’ve been very costly if we had to procure this treatment in the civilian sector on our own dime. I didn’t see much effect on these benefits either. While not every temporary duty or permanent change of station assignment was perfectly timed or to the perfect location, we found some type of benefit whether it was the

opportunity to travel or the associated allowances we received from being relocated for a period of time. In regards to TDYs, this area definitely saw some adjustments and some heartburn but nowhere on the level I saw with the discontinuance of TA. This revocation happened in the wake of post 9/11 education benefits, various scholarships offered through professional organizations and Pell Grants. Also, local colleges were working with members to make special arrangements to ease the financial burden. I truly don’t think members serve simply for the education benefits, despite the fact See SERVICE, Page 4

by Debbie Gildea JB San Antonio-Randolph, Texas The Air Force has implemented fiscal 2013 force management enlisted date of separation rollback program phase II, Air Force Personnel Center officials said June 12. DOS rollback is one of several voluntary and non-voluntary programs implemented during fiscal 2013 to help bring overall force numbers to congressionally mandated levels, said Lt. Col. Tara White, the AFPC Retirements and Separations branch chief. The rollback will accelerate the date of separation for senior master sergeants and below who meet required criteria. Affected Airmen must separate from the Air Force by Sept. 20, and those eligible to retire must do so effective Aug. 1 or earlier. The rollback program also allows commanders to consider Airmen for selective reenlistment early, if they meet program criteria. Airman can be considered for the DOS

Retirement-eligible members affected by the program must submit their retirement request by July 2. “Enlisted retirement is not automatic, so affected members who don’t submit their request by July 2 will be projected for separation instead,” White said. Airmen separated under DOS rollback won’t be required to return unearned portions of bonuses, special pays, or other monetary incentives, and will not be entitled to any unpaid portions of bonuses, special pays, or other monetary incentives. TRICARE referral process resumes authorization requirement On April 1, UnitedHealthcare Military & Veterans began serving as the TRICARE West Region managed care support contractor. Soon after the change to UnitedHealthcare, some beneficiaries and providers experienced service problems related to processing medical referral authorizations. To mitigate those problems and to ensure timely and effective medical care for TRICARE beneficiaries, an exception to policy was made and authorizations were not required for medical referrals issued from April 1 through June 18, 2013. Over the past two months, much effort has been made to resolve referral processing challenges. UnitedHealthcare is confident that the medical referral process has been significantly improved. Consequently, beginning June 19, medical referrals written by the 412th Medical Group providers will once again require an authorization from the new TRICARE managed care support contractor, UnitedHealthcare. The 412th Medical Group stands ready to assist all TRICARE beneficiaries with managing medical referral needs. that there were many who made comments to the contrary. I can’t tell you how many indicated that they were planning to separate just because this one benefit was on the verge of disappearing. I can happily report that I did not see one individual who made such a threat log onto the Virtual Military Personnel Flight and start the separation process. I am convinced there are different attitudes toward serving, such as education benefits or sense of family, patriotism or job security. I use the word “attitudes” because they are subject to change. We can all attest that we have taken a certain position or attitude toward something one minute and in the next, it can be swayed to change. Hence why I didn’t see one person who said they joined the Air Force merely for the education benefits try to separate when TA was not available. This led me to believe that in actuality we all serve for the same purpose, which can be summarized by one word: commitment. We all took an oath of service upon enlistment and during reenlistment. Did that oath say anything about serving for the promise of getting

medical or educational benefits? Does it even say anything about pay and allowances or patriotism? The obvious answer is no. Our oath uses words such as “support and defend” and “obey,” all of which require commitment. Commitment requires a deep inner conviction and an obligation that is not limited to any one individual. Our commitment encompasses our Air Force, our families and our nation. When we can acknowledge that the reason we serve is because of our commitment, we set aside our individual attitudes towards a particular benefit or belief and take up a cause that is much bigger than any one of us combined. Hopefully we can all take a step back when asked the question why we serve and say that it wasn’t because of a particular benefit or promise. As we have seen, as fiscal environments change, so too can benefits. So let us keep our perspective of our commitment to “serve and defend” and sustain our Air Force as the most commanding power on the face of the earth.

Edwards Exchange transitioning to Rip-Stop Airman Battle Uniform by Chris Ward AAFES Public Affairs As the Air Force transitions from the Airman Battle Uniform to the RipStop Airman Battle Uniform (RABU), the Army & Air Force Exchange Service will no longer be able to order the ABU once the Defense Logistics Agency’s stock is depleted and will sell only the RABU. “While the ABUs will still be authorized for wear, they will not be carried in Exchange Military Clothing Stores as the RABU will completely replace the older, heavier ABU,” said the Exchange’s Senior Enlisted Adviser Chief Master Sgt. Tony Pearson. The RABU is a lighter, nylon/cotton blend that has been available for Airmen at Military Clothing Stores since June, 2012. The RABU is also cooler than the ABU and features a wrinkle-resistant finish. The project started about 18 months ago as the need to offer more variety to existing food facilities was recognized. NASA flights target how pollution, storms, climate mix

NASA’s DC-8 flying laboratory will carry a team of scientists and their sensors for the Studies of Emissions, Atmospheric Composition, Clouds and Climate Coupling by Regional Surveys (SEAC4RS) campaign. SEAC4RS will investigate how pollution and natural emissions affect atmospheric composition and climate.

NASA aircraft will take to the skies over the southern United States this summer to investigate how air pollution and natural emissions, which are pushed high into the atmosphere by large storms, affect atmospheric composition and climate. NASA will conduct its most complex airborne science campaign of the year from Houston’s Ellington Field, which is operated by the agency’s Johnson Space Center, beginning Aug. 7 and continuing through September. The field campaign draws together coordinated observations from NASA satellites, aircraft and an array of ground sites.

More than 250 scientists, engineers, and flight personnel are participating in the Studies of Emissions, Atmospheric Composition, Clouds and Climate Coupling by Regional Surveys (SEAC4RS) campaign. The project is sponsored by the Earth Science Division in the Science Mission Directorate at NASA Headquarters in Washington. Brian Toon of the Department of Atmospheric and Oceanic Sciences at the University of Colorado, Boulder, is SEAC4RS lead scientist. Aircraft and sensors will probe the atmosphere from top to bottom at the critical time of year when weather systems are strong enough

and regional air pollution and natural emissions are prolific enough to pump gases and particles high into the atmosphere. The result is potentially global consequences for Earth’s atmosphere and climate.

“In summertime across the United States, emissions from large seasonal fires, metropolitan areas, and vegetation are moved upward by thunderstorms and the North American Monsoon,” Toon said. “When these chemicals get into the stratosphere they can affect the whole Earth. They also may influence how thunderstorms behave. With SEAC4RS we hope to better understand how all these things interact.” SEAC4RS will provide new insights into the effects of the gases and tiny aerosol particles in the atmosphere. The mission is targeting two major regional sources of summertime emissions: intense smoke from forest fires in the U.S. West and natural emissions of isoprene, a carbon compound, from forests in the Southeast. Forest fire smoke can change the properties of clouds. The particles in the smoke can reflect and absorb incoming solar energy, potentially producing a net cooling at the ground and a warming of the atmosphere. The addition of large amounts of chemicals, such as isoprene, can alter the chemical balance of the atmosphere. Some of these chemicals can damage Earth’s protective ozone layer. The mission will use a number of scientific instruments in orbit, in the air, and on the ground to paint a detailed picture of these intertwined atmospheric processes. As a fleet of formation-flying satellites known as NASA’s A-Train passes over the region every day,

sensors will detect different features of the scene below. NASA’s ER-2 high-altitude aircraft will fly into the stratosphere to the edge of space while NASA’s DC-8 aircraft will sample the atmosphere below it. A third aircraft from SPEC Inc., of Boulder, Colo., will measure cloud properties. One benefit of this thorough examination of the region’s atmosphere will be more accurate satellite data. “By using aircraft to collect data from inside the atmosphere, we can compare those measurements with what our satellites see and improve the quality of the data from space,” said Hal Maring of the Earth Science Division at NASA Headquarters. The SEAC4RS campaign is partly supported by the U.S. Naval Research Laboratory. NASA scientists involved in the mission come from NASA’s Ames Research Center at Moffett Field, Calif.; Goddard Space Flight Center in Greenbelt., Md.; Jet Propulsion Laboratory in Pasadena, Calif.; and Langley Research Center in Hampton, Va. NASA’s Earth Science Project Office at Ames manages the SEAC4RS project. The DC-8 and ER-2 research aircraft are managed by NASA’s Dryden Flight Research Center and based at Dryden’s Aircraft Operations Facility in Palmdale, Calif.

Child Support Services workshop held for base agencies by Nancy Koch-Castillo 412th Test Wing A free update and training workshop presented by the Los Angeles County Child Support Services Department was held June 4 in order for Edwards personnel assigned to base helping agencies to learn about important updates in child support services. The workshop was held to better equip base helping agencies with information to pass on to the Edwards community. “The Department’s mission is to enrich our community by providing child support services in an efficient, effective and professional manner, one family at a time,” said Lori Cruz, deputy director of Branch Operations from the Los Angeles County Child Support Services Department. During the event, speakers went over the new customer service focus of child support services and what services are offered by the CSSD. According to Al Reyes, division chief of the Outreach Services Division, services offered by the child support program include: locating parents, establishing paternity, obtaining child support & medical support orders from the court, enforcing and modi-

fying child and spousal support orders, and collecting and distributing court-ordered child support. Services that are not offered by the child support program are: divorce, custody, visitation, restraining orders and establishing spousal orders. Since child support is no longer handled by the District Attorney’s office in Los Angeles County, representatives from the CSSD wanted to make sure base helping agencies knew that there are six Los Ange-

les County CSSD offices located in: Lancaster, Encino, Commerce, West Covina, South Los Angeles and Torrance. The Department was created by Congress in 1975 and it was originally designed to recover money from parents whose children received welfare. Their program goals are to ensure the economic security of children by establishing paternity for children born out of wedlock, establishing and enforcing child support orders, and establishing and

enforcing health insurance coverage. For more information, parents can access case specific information via the Customer Connect website, www.childsup-connect. ca.gov, which is California’s new child support self-service information system. I don’t want to spoil too much, so you’re going to have to watch the movie to find out how things go,” said Garcia. “As filming here began, Zack Snyder asked me to do some training with the actress they hired for the role as the loadmaster. I gladly agreed to show her how we operate on the aircraft and speak with the pilots. After the training was completed, the director said he wanted to change things up a bit and asked if I could join the actress on the plane as a secondary loadmaster and for me to perform some background work while she played the role and said the lines. We proceeded to shoot the scene and then we took a break. I got a call a few minutes later from the Air Force Entertainment liaison officer who told me the director had approached her and said he enjoyed how I shot the scene and worked on film and that he was ready to relieve the actress of the role in exchange for me. I honestly thought she was joking, but told her it would absolutely be my pleasure. I was quite surprised and completely in shock by that! It took a few minutes for things to settle in. I just realized this would be a once in a lifetime experience. So that’s pretty much how it went down. This was the second time Garcia saw the film, he was invited to view the cast and crew premier June 4. Garcia was one of the early 100 people to show up and get an autograph and picture taken with Cavill. After the meet and greet was finished, Cavill went to each theater to greet the Edwards crowd and thank them for their service. After Cavill departed, the packed houses were treated to the film. “The event Saturday was truly amazing, especially for us at Edwards!” said Garcia. “To be able to have Henry Cavill come out here and take time from his busy schedule, just to be able to say thanks to the troops and show his gratitude for what we do each and every day as well as being able to take some pictures and autographs was just something you don’t see now a days from movie stars.” “Man of Steel” premieres in theaters everywhere June 14.
