Plan ahead for those you love Commentary by Airman 1st Class Alexander W. Riedel Defense Media Activity

(AFNS) — Last year, I dealt with the death of two people close to me. In September, my father passed away unexpectedly at the age of 59, due to an illness. The man I thought to be indestructible, suddenly was gone. Almost exactly two months later, a long-time friend also passed away in the hospital when complications occurred during a routine surgery. Only a few weeks before, the young athlete had celebrated his 25th birthday. All I wanted during that time was to retreat and deal with my grief. However, my family was left not just with the emotional pain, but also the dreadful duty of arranging funeral proceedings and disposal of my father’s personal belongings. Needless to say, I didn’t like the tasks at hand. Even while living in a clean household, my father’s many financial and legal documents were only haphazardly filed in rows of unmarked binders, threatening to come tumbling off the shelf in an avalanche of paper. His bank information was hidden in a random cabinet, and nothing was labeled or sorted in any distinguishable order or system. After I returned to my own apartment, I quickly realized my own passing wouldn’t make it much easier for my survivors. While I consider myself to be a tidy person, my apartment is still full of individualized organization that sometimes even makes my wife wonder where I filed the last utility bill. My friend’s passing especially sent the frightening message that while death at any age is tragic to family and friends, it can happen to anybody, any time. I invite you to consider this: If you were to die, how long would it take people to find the things that matter among much unnecessary clutter we often accumulate in life? Are your important documents easily accessible, and does somebody know where to find them? Luckily, a few simply steps can make a big difference to those left behind. Why your will will matter: According to the Air Force Legal Assistance website, a last will and testament is a legal document you use to dispose of your property at your death. It may also name people to do important jobs, such as a personal representative or executor of your estate, a trustee if you have established a trust and guardians for minor children. One of the worst things about my dad’s passing was that he did not leave instruction or wishes. For my family, this meant we had to discuss thoroughly

how and where my dad would have liked to have been buried, what to do with his car, furniture and the rest of his possessions. If my father had had a will, a lot of those questions would’ve been answered for us and the “next steps” would have been expedited. The most important part about creating a will is simply starting one. Luckily, a will does not take effect until your death and can be discarded and renewed anytime a change in life occurs. Almost as important as creating and maintaining a will, however, is also making it accessible and safe, keeping it in a fireproof box, for example. As my experience with my father’s bank information showed, documentation does no good unless somebody knows where to find it when it matters. ‘The uninsured life is not worth leaving’: While I was aware that a funeral costs money, the many small expenditures connected to a burial were a surprise to me. From the casket to the headstone, from coffee for funeral attendees to burial plot fees -- unexpected expenses quickly rack up. Life insurance could have alleviated this problem. It is intended to replace the initial loss of income, pay estate taxes, debts and cover funeral costs to the family. Unfortunately, my father did not have a policy, leaving those costs to be covered by his hardly accessible bank account, his remaining paycheck and the rest by his family. Every active-duty service member, of course, is eligible for the Service Member’s Group Life Insurance, a term life insurance. That means it does not build cash value over time and only provides cover-

age for the assigned term only. This is an excellent way to protect against premature death on a strictly temporary basis -- an example being military duty. A variety of cash value insurance is available to provide a lasting insurance asset in the form of a cash accumulation account. For military members, it is important to check whether such policies have a “war clause,” preventing their beneficiaries to collect if the service member is killed in war or on duty. Service members should also make sure that their SGLI is updated regularly to ref lect the desired beneficiaries. Privacy in life, access after death: In addition, there are more private issues to deal with. As I scoured my dad’s house for photos, letters, important documents and memorabilia important to my memory of him, I realized many were digital photos saved on hard drives and his pass-coded computer. This left many of his photos and favorite music, email accounts and social media, for example, nearly inaccessible and his computer as a vault to the information contained inside. Consider preparing a list of passwords to your computer and online accounts, so others can access your digital documents even when they don’t share your computer on a regular basis. Naturally, such a listing should be kept in a safe place, a sealed envelope and safe deposit box; but make sure the bank does not seal or limit access to it after your death. Talking it over: Finally, more important than legal preparation may be the open conversation with those closest to you. While speaking about your own death may seem callous, it can make it easier for your family to meet your wishes. Will your family know whether you wanted to be cremated or not, for example? Where you would like to be buried or what you would like your headstone to look like? I’m not suggesting we live in fear of death every day -- but you never know what life has in store for you. After all, not one of us is indestructible. Instead, I suggest that as Airmen we have a duty not only to our service, but also to our next of kin, our loved ones -- those who have already enough to deal with after we’re gone. It’s better to prepare now, before it’s too late. If you haven’t already, strive to get your things in order and plan ahead for those you love. As the historical Red Flag exercise hits the 38-year anniversary, it’s safe to say most everyone in and around a military community is familiar with the story -- fast planes, pilots and high performance aircraft engaging in different combat training roles, explained a local Nellis, Nev., resident. For those who don’t know about Red Flag, it was developed to help the U.S. Air Force “train like they fight.” It’s a simulated combat training exercise that pulls in multiple air force assets from all four U.S. military services from around the globe and allies of the United States. The exercise is conducted over the Nevada Test and Training Range and is managed by the Air Warfare Center through the 414th Combat Training Squadron. But what are some of the untold stories? For the 79th Fighter Squadron “Tigers” from Shaw AFB, S.C., the writing for one of their untold Red Flag stories is on the wall. It is here you can find a piece of the “Tigers’” story, and their preserved spot in Red Flag history. “I took it upon myself to take on this project,” said Fred Whitehead, 414th CTS database management. “I’ve touched every plaque on this wall at one point or another.” “What I’ve done is taken the plaques and photos given to us by units that have participated in Red Flag, organized them

Whitehead, who served in the U.S. Air Force for 26 years as an F-111 Aardvark crew chief and retired as a master sergeant, explained how the tradition of passing on what would become historical relics came to be. “This is literally a display of 30-plus years of history we have managed to preserve,” the retired master sergeant said. “It’s taken five years of sorting and organizing to reach this point.” While giving mementos wasn’t popular when Red Flag first started back in the mid-1970s, the idea of leaving something to the unit that makes Red Flag happen began to evolve over time. “After each Red Flag exercise, some of the commanders from the units that participated presented the Red Flag staff with some sort of memento ranging from unit patches, squadron photos and plaques,” the retired crew chief continued. Among these mementos are 79th FS plaques dating back to the early 1990s. The plaques, which are shaped like the tail of an F-16 Fighting Falcon and painted gray with a tiger stripe across the top, display quotes from the commander of the unit at the time. One plaque reads, “Magnum rifle fox three, bombs away. See ya! Thanks, from the 79th FS Tigers.” It’s plaques with special sayings that mark time and reserve a unit’s spot in history, Whitehead explained. As Whitehead began talking about a few of the individual units displayed on the auditorium walls, the importance of maintaining such history became increasingly clear.

“A good percentage of these units have been deactivated,” Whitehead said. “Not to mention, the amount of aircraft displayed here that have since been retired and replaced with newer air frames.” As the former crew chief squinted his eyes to read quotes from the different plaques, he stumbled across an old photo of himself in front of an F-111 Aardvark, “Ah hey,” Whitehead said. “That’s me a good while ago.” It was at this moment the dedication to the mission of preserving history that Whitehead had taken on was validated. As Airmen made their way out of the auditorium one Airman expressed his

thoughts on the array of mementos displayed on the auditorium walls. “I was really impressed with all the different types of plaques and photos from each unit as I made my way into the briefing hall,” said Senior Airman Mike Green, 20th Logistics Readiness Squadron. “It’s pretty cool knowing the ‘Tigers’ are amongst those who are featured on the wall.” While members of the 79th FS move forward with mission planning in anticipation of the official kickoff of Red Flag 13-3 Feb. 25, they do so knowing they not only have a spot on the auditorium wall but also a reserved place in history.

WASHINGTON (AFNS) — All F-35s have been grounded as a precaution after a routine engine inspection revealed a crack on an engine blade, Defense Department officials said Feb. 22 here. Officials call this a “cautionary

suspension of f light.” The Air Force, Navy and Marine Corps f ly F-35s. Inspectors found the crack in an F135 engine installed in an F-35A Lightning II at Edwards Air Force Base, Calif. This is the conventional take-off and landing version of the joint strike fighter. Of f icia ls a re sh ippi ng t he en-

Texas — An individual or individuals claiming to be “Exchange Inc.” have been placing advertisements in auto magazines and commercial newspapers, leading Army & Air Force Exchange Service shoppers to believe they’re purchasing a vehicle through the Department of Defense retailer. “This has been a problem for the past few months where someone is using the Exchange’s trademarked logo and name without permission to purportedly sell vehicles in the United States,” said Rick Koloski, the Exchange’s loss prevention vice president. “Unfortunately, some have sent money only to receive nothing in return.” Despite the fact that military exchanges do not have the authority to sell vehicles in the continental United States, the individuals responsible for these advertisements have left consumers with the impression they are doing business with the DoD’s oldest and largest exchange service.

“This type of fraud has proliferated with the use of the internet and continues to be a challenge because oftentimes the perpetrator cannot be identified as the methods they utilize are not traceable back to any individual,” Koloski said.

NELLIS AIR FORCE BASE, Nev. — The Nellis Air Force Base Legal Office offers a variety of services to active duty members, reservists, retirees and their families. One of those services is assisting active duty members and their spouses renew vehicle registrations. In Nevada, out-of-state residents who are active-duty in the military and their spouses are not required to register

their vehicles in state. Should service members choose to obtain a Nevada registration however, they are eligible for an exemption from all governmental taxes associated with its registration. In order to obtain this exemption, service members must submit a Non-Resident, Active Duty Military Governmental Services Tax Exemption Affidavit or “VP 203,” along with a Leave and Earnings Statement dated within the previous 30 days. If only the spouses name appears on the vehicle registration, a Non-Resident Military

Spouse Governmental Services Tax Exemption Affidavit or “VP 203S,” must be submitted instead. Both the VP 203 and VP203S forms can be found at the Nellis Legal office or on the Nevada Department of Motor Vehicle website. Members of the North Atlantic Treaty Organization and other foreign forces are not eligible for this exemption and must pay the full registration fees. Due to a spike in deployment requirements a number of service members have been paying late fees due to a registration that expires while the member is gone.

However, these penalty fees are no longer applicable to certain service members. In 2011, the Nevada State Legislature passed a measure to waive registration late fees for active duty military members assigned to combat or combat support positions. Airmen are encouraged to see the legal office for eligibility upon return from deployment status. Nellis, Creech to undergo Air Force vehicle validation visit By Master Sgt. Rene Valdez and Mr. Kelly Keebler 99th Logistics Readiness Squadron

NELLIS AIR FORCE BASE, Nev. — In these days of severe budget limitations there are tough questions that are going to have to be answered in regards to government-owned vehicles. Are unit vehicles underutilized? Can units justify all their vehicles? In fact, these questions need to be answered next month by every unit on base. Air Force Vehicle Management Staffs will be on Nellis and Creech to conduct a Vehicle Validation Visit March 18-22. The VVV is a process to validate the vehicles we have in our fleet by reducing, increasing, moving or simply changing the size or type of vehicles a unit uses. Each unit will get the chance to sit down with the validation team and justify why they need to retain their vehicles or discuss possible changes.

coordinating with units to develop a schedule to meet with the validation team and encourage unit representatives to come prepared to answer the following questions: -Who operates the vehicle? -What is the vehicle being used for? -Is this the right size and type of vehicle needed? If units must have a specific vehicle by regulation, bring the reference to the meeting. The more prepared units are, and the stronger the supporting documentation, the better the units’ chances of keeping their vehicles. IAW AFI 24-302, no vehicle authorization submissions or requests for new vehicles will be accepted for a period of one year after a VVV, so if there are issues, ensure they are brought up during the validation meeting. CSAF discusses impact of sequester By Karen Parrish American Forces Press Service

(AFPS) — America’s military superiority is founded on training and readiness, and the fiscal crisis facing the country threatens to strip away that edge, members of the Joint Chiefs of Staff told Congress Feb. 26. Air Force Chief of Staff Gen. Mark A. Welsh III, along with Army Chief of Staff Gen. Ray Odierno, Chief of Naval Operations Adm. Jonathan W. Greenert, Marine Corps Commandant Gen. James F. Amos and National Guard Bureau Chief Army Gen. Frank J. Grass, testified before the House Appropriations Committee’s defense subcommittee on fiscal challenges facing the Department of Defense. The chiefs discussed the effects of sequester -- $47 billion in across-the-board 2013 defense spending cuts that will take effect March 1 if Congress doesn’t act -- and the continuing resolution, which guides government spending in the absence of an approved budget. If sequestration occurs, “it will significantly undermine your Air Force’s readiness and responsiveness today,” Welsh said. “It will significantly impact our civilian workforce in the coming months. And its impact on modernization will clearly affect our future capability.”

Feel the burn: Avoid summer heat related injuries By Senior Airman Jonathon Morel 99th Civil Engineer Squadron

NELLIS AIR FORCE BASE, Nev. — With the spring and summer months upon us, heat related injuries will be on the rise. Here at Nellis, the Las Vegas summers can be especially brutal with daily temperatures over 100 degrees. Here are some facts and tips for dealing with a few of the more common heat related medical emergencies: -Sunburn: Characterized by redness and pain, some swelling and blisters may be present. You may apply ointments but do not break open the blisters. If breaking occurs, apply a dry sterile dressing to the area. Extensive cases should be seen by a medical professional. -Heat cramps: Painful spasms, usually in the legs or abdomen, and heavy sweating will be present. Apply firm pressure on the cramping muscles and take sips of water. -Heat exhaustion: If someone is showing signs of heat exhaustion, heavy sweating, weakness, cold/ pale and clammy skin, fainting or vomiting,

You may give them small sips of water and continue to monitor them until emergency responders arrive. -Heat stroke: This is a severe medical emergency. Call 911 immediately or bring the individual to a hospital immediately, delay can be fatal. Heat stroke is characterized by an extremely high body temperature, hot and dry skin. Sweating may or may not be present. Move the person to a cooler environment. Reduce body temperature with a cold bath or wet cloth. Remove clothing, use fans and air conditioners if available. Repeat process as many times as necessary until body temperature lowers or emergency responders arrive. The best way to avoid heat related emergencies is preparation. If you know you’re going to be spending an extended period of time in the sun, wear sunscreen, stay properly hydrated, and take breaks as often as necessary to prevent injury.

EO promotes culture of unity in war-support location By Master Sgt. Christian Michael 379th Air Expeditionary Wing

SOUTHWEST ASIA — An Air Force staffed by different races, colors, genders, religions and national origins faces the challenge of building a culture of acceptance, inclusion and cohesion. In the deployed environment, that task becomes even more important, reminding all Airmen about the importance of equal opportunity. “Our mission is to ensure the environments which people work in are free from any form of discrimination or sexual harassment,” said Master Sgt. Sonya Ferguson, 379th Air Expeditionary Wing EO director. “Part of our job is to help people with those types of complaints.” To accomplish that mission, Ferguson does not use the same tools she would stateside, such as the unit climate assessment. Instead, she keeps track of the nature of EO complaints over time and performs site visits around the base and tenant units to speak with Airmen directly about issues they face. Complaints here are relatively low, Ferguson said, something she credits to leadership. “A lot of it is the wing leadership, they do help a lot,” Ferguson said. “As soon as I got here, they actually showed they did care about the program, because I’ve heard horror stories where some people said ‘Oh, our wing commander doesn’t help, won’t do anything for us. They think EO shouldn’t even be on the base.’ And it just blows my mind that some people think like that, but I get support here.” Ferguson praised Air Force Chief of Staff Gen. Mark

“It’s absolutely essential deployed Airmen who work and live together operate as a team,” said Brig. Gen. Roger Watkins, 379th AEW commander. “Maintaining a positive environment where we can operate free of sexual harassment, free of sexual assault, is critical to our ability to accomplish our combat mission.” The positive experiences of Ferguson’s two months on base and her full-time position back home at Nellis AFB, Nev., has led her to consider remaining in EO. For those looking to change jobs and move into EO, she said it’s a wonderful job, but not to be taken lightly. “You just got to make sure you have tough skin,” Ferguson said, adding that the rewarding job still entailed facing difficult people who may say something highly offensive, or who may be emotionally comprised from an experience. EO staff must remain professional, work complaints through the system, and leave difficult experiences at the office. “You don’t want to take that stuff home.” Members looking for more information on EO or who have complaints can find the EO office in the back half of the Learning Resource Center. The office is available 24/7 for the needs of base personnel, and adheres to a strict system to remain impartial and professional. “We’re not on anybody’s side,” Ferguson said. “We’re a neutral party, so we’re not there to help the complainant; we’re not there to help the alleged offender. DOD implements secure program for mobile devices By Nick Simeone American Forces Press Service

(AFNS) — The Defense Department is rolling out a program that will allow users of a range of mobile devices -- working anywhere from remote battlefields to the Pentagon to rapidly share classified and protected data across all components. More than 600,000 DOD employees, from soldiers on the front lines to Joint Staff planners, use government-issued mobile devices, mostly BlackBerry phones. Several thousand of the mobile devices in use in DOD are capable of handling classified data. The goal of the implementation plan announced today is to ensure that mobile devices throughout the department -- as well as their apps, email and other functions, and the wireless networks supporting them -- can operate securely in often hostile and remote environments and can adapt to ever-changing technology, even as the number of users expands. Teri Takai, DOD’s chief information officer, told American Forces Press Service and the Pentagon Channel that the challenge for the Defense Department has been to design a unified system capable of fully leveraging the potential of devices that often differ in capabilities and sophistication in a way that will allow users to communicate in a secure, wireless environment. “We will be able to not only use multiple commercial devices, but we will have a better process for bringing

new commercial devices onto the network,” she added. Takai, along with the Defense Information Systems Agency, is leading the effort, which will use commercial carrier networks capable of handling classified data. “This new capability will actually allow us to use secure devices on [DOD’s classified network] and give us more flexibility in terms of what those devices are,” she said. Takai added that the security of wireless communication amid increasingly frequent cyberattacks on government and corporate networks is chief among her concerns. “The challenge for DOD is to balance the concern of cybersecurity with the need to have the capability of these devices,” she said. NELLIS AIR FORCE BASE, Nev. — Pets aren’t just animals but an extension of the family to most people. Whenever a family member gets sick, the rest make sure that member is taken care of by offering the best medical care possible. Why would our pets be any different? Few service members and their families know that Nellis has its own veterinary clinic that is able to provide the care needed for their pet’s health concerns. Spaying, neutering and mass removal are just the tip of the surgical procedures the Nellis Veterinary Treatment Facility has available to its patients. According to Capt. (Dr.) Amanda Smith, Nellis Veterinary Treatment Facility Officer in Charge, the clinic treats an average of 30 pets for preventative treatments a day. Dr. Michael Simpson, Department of Army Civilian Veterinary Medical Officer, said they have the ability to provide all sorts of surgical services, but focus on preventive care in order to avoid any unnecessary procedures. Preventive care includes wellness checks, annual exams and sick appointments. Since Nellis’ clinic does not provide services for profit, it is routinely cheaper than those located off base. This gives customers a chance to focus on what is best for their pets and less on what’s affordable. “My favorite thing about working for this particular clinic is that since we are not a profit clinic, we are able to

provide a lot of services for a really low cost,” Smith said. “This clinic can help a lot of owners do what they need to do for their pets that they might not otherwise be able to afford.” Another service provided at the clinic is microchipping and pet registration. Dr. Simpson suggests having your pet microchipped not only because it’s inexpensive, but can save your pet’s life.

“I know from my experience at a shelter, that is too common that people’s pets are put to sleep simply because they can’t be reunited with their owners after being lost, a problem that can be fixed simply with an inexpensive microchip,” Simpson said. “It is simple and convenient to get your pet microchipped during your scheduled visit.” The clinic treats mostly dogs and cats but can sometimes support smaller mammals such as rabbits, hamsters and guinea pigs. They also provide yearly services to the horses located at the Nellis stables. Because of the treatment facility’s close interaction with military members it has a unique understanding of basic military procedures. This knowledge helps when preparing family pets for a Permanent Change of Station. “PCSing with a pet is a pretty complex procedure depending on where you’re going,” Smith said. “People bringing their pets here will have a huge benefit because we do all the medical preparations for the move.” The clinic focuses on the well-being of its customer’s pets and will do what’s needed to keep them active and healthy. “Preventing suffering and reducing problems is really the hallmark of what we do here,” Simpson said. With caring hands and professionalism the Nellis Veterinary Treatment Facility combines a variety of veterinary procedures and military understanding in order to provide the best service possible for its customers. N ELLIS A IR FORCE BASE , Nev. — The 99th Dental Clinic patient treatment rooms at the Mike O’Callaghan Federal Medical Center will be undergoing renovation from Feb. 25 through Mar. 25, 2013. The renovation project will upgrade the clinic’s cabinets, supply carts, computer desks and provide a fresh coat of paint. There will be more space to store equipment so dentists and technicians have everything they need to take care of the patients. It will also be more sanitary and easier to clean. The total cost of the renovation project is $468,000. “We had to replace our cabinetry and drawers that were breaking down and beyond repair,” said Col. (Dr.) John Safar, 99th Dental Squadron residency director. “This was our window of opportunity to get new cabinets so we have a modern clinic for our residents and patients.” “If budget permits there may be a phase three for more upgrades,”

Safar said. We want to try to renovate the mini supply rooms and get new dental treatment chairs. I was a patient the other day and I can tell you that those chairs are old and not as comfortable as they could be.” The renovation will not affect operations at the clinic. Dentists and technicians will be split into two shifts to be able to accommodate all incoming patients. “Luckily we don’t have to shut down the clinic for a month. The split shifts will help make sure we have the same amount of appointments as normal,” Safar said. “We are going to try to see all the exams, so no one gets left behind. Obviously, if it’s very simple procedure then we may have to hold off and save the slot for more in depth procedures. Our first priorities are Class 3 patients who need immediate dental care, our deployment and flight exam members and molar oral surgeries.” “There are a lot of people involved with this project and it has been a huge planning effort,” Safar said. “I’m glad that we are going to get it done soon.” During the renovations the den-
