NELLIS AIR FORCE BASE, Nev. — In response to sequestration actions, the Air Force and Air Combat Command officials have canceled aerial demonstration team performances to include the U.S. Air Force Thunderbirds past April 1. This decision enables ACC to reallocate f lying hours to combat readiness training, which will enable more sorties for combat readiness and deployment commitments, ensuring strategic air defense forces are ready to meet the challenges of peacetime air sovereignty and wartime air defense. The Thunderbirds were scheduled to perform more than 60 demonstrations at 38 locations between March and November, demonstrating the capabilities of Airmen and supporting Air Force recruiting efforts. squadron’s mission will continue even though the 130-person team will not be travelling after March. “Sequestration temporarily limits our ability to travel, but it doesn’t stop us from reaching out within our community to tell the Air Force story,” Moseley said. “We still have an obligation to educate people about our great Air Force and the incredible things our Airmen do.” The Thunderbirds will increase focus on engaging local high schools and universities and supporting Air Force recruiting priorities. They also plan to increase support to the 99th Air Base Wing Public Affairs office’s community relations program at Nellis. “We’ve always had a robust community relations effort; until this issue is resolved, we’ll continue to engage the public as best we can,” Moseley added. Details about when the team will resume performances after April 1 are unclear. In the meantime, pilots will take every opportunity to train in an effort to maintain their proficiency within the limits of sequestration. Moseley said the intent is to ensure the squadron is ready to resume demonstrations the moment sequestration is rescinded.

With these requisites met, many wonder how Nellis’ Red Flag exercise can possibly continue to prepare Airmen for future adversaries. How can an exercise, initially designed to prepare Airmen during the Vietnam era for air-to-air combat, ever hope to continue to have the same impact in today’s fight?

To answer that question, you must first understand how today’s technology has changed the way the military accomplishes missions in the 21st century. Women play huge role in World War II aviation efforts By Martha Lockwood Air Force News Service

(AFNS) — (Editor’s Note: See Page 20 for related article on Women in History.) The Air Force’s acceptance of women into the force dates back to long before the first “Women’s History Week” celebration in 1978. In 1942, the U.S. Army Air Corps took the unheard-of step of forming and employing two women’s aviation units. That same year, a unit of f light nurses who had not yet quite finished their training, were sent into North Africa Christmas Day following the Allied invasion in November of that year. And the history of women--civilian and military--was forever changed. WASPS, WAFS and a willingness to serve: Originally, the idea of using women pilots was first suggested in 1930, but was considered “unfeasible,” according to information maintained at the National Museum of the Air Force in Dayton, Ohio. Then, in mid-1942, an increased need for World War II combat pilots, favored the use of experienced women pilots to fly aircraft on non-combat missions. Two women’s aviation units--The Women’s Auxiliary Ferrying Squadron and the Women’s Airforce Service Pilots (WASPs) were formed to ease this need. More than 1,000 women participated in these programs as civilians attached to the USAAC, flying 60 million miles of non-combat military missions. These two units were merged into a single group, the Women Airforce Service Pilots program in August 1943, and broke ground for U.S. Air Force female pilots who would follow in their footsteps decades later. Of the more than 25,000 women who applied for pilot training under the WASP program, 1,830 were accepted, 1,074 were graduated, and 916 -- including 16 former WAFS remained when the program was disbanded in December 1944. ing instructors, glider tow pilots, towing targets for air-to-air and anti-aircraft gunnery practice, engineering test f lying, ferrying aircraft, and other duties. Although WASPs had the privileges of officers, they were never formally adopted into the USAAC. In November 1977--33 years after the WASPs program was disbanded--President Carter signed a bill granting World War II veterans’ status to former WASPs. Winged Angels: It was a slightly different story for f light nurses who were members of the military from the beginning. As it was with so many advances and innovations resulting from World War II, the USAAC radically changed military medical care, and the development of air evacuation and the training of f light nurses were advanced to meet this need. After the invasion of North Africa in November 1942, the need for flight nurses exceeded the supply, and women who had not yet finished their training were called into action and sent to North Africa on Christmas Day. Finally, in February 1943, the first class of Army Nurse Corps flight nurses graduated. Unlike their stateside-stationed counterparts in the WASPs, f light nurses -- nicknamed “Winged Angels” in the Army Nurse Corps served in combat. They were especially vulnerable to enemy attacks because aircraft used for evacuation could not display their non-combat status. These same aircraft were also used to transport military supplies. In anticipation and preparation for almost any emergency, f light nurses were required to learn crash procedures, receive survival training, and know the effects of high altitude on a vast array of pathologies. Of the nearly 1.2 million patients air evacuated throughout the war, only 46 died en route. About 500 USAAC nurses served as members of 31 medical air evacuation transport squadrons throughout the world. When President Harry Truman signed The National Security Act of 1947, creating the De-

partment of Defense, the U. S. Air Force became a separate military service. At the time, a number of Women’s Army Corps members continued serving in the Army but performed Air Force duties. The following year, some WACs chose to transfer to the Women’s Air Force (WAFs--with a lower case s) when it finally became possible to do so. Originally, the WAFs were limited to 4,000 enlisted women and 300 female officers, all of whom were encouraged to fill a variety of ground duty roles--mostly clerical and medical--but were not to be trained as pilots, even though the USAAC had graduated the first class of female pilots in April 1943, during wartime. In 1976, when women were accepted into the Air Force on an equal basis with men, the WAF program ended, but not before many milestones were achieved and marked along the way in preparation for today’s Air Force woman. The WAFs in Evolution: The first WAF recruit was Sgt. Esther Blake who enlisted on July 8, 1948, in the first minute of the first day that regular Air Force duty was authorized for women. She had been a WAC, and she transferred in from Fort McPherson, Ga. The first recruits reported to Lackland Air Force Base, Texas, in 1948. When basic training was desegregated in the Air Force the following year, many African-American women recruits joined, even though the integration of quarters and mess had not yet been achieved. At first, WAFs wore men’s uniforms with neckties. It was “a look” that didn’t last long, and winter uniforms for WAFs were modeled after f light attendants’ uniforms, using the same material as the men’s winter uniforms. The necktie was abandoned early on, and was replaced with tabs on the collar. The summer uniform--a two-piece dress made of cotton-cord seersucker--didn’t fare as well. Ill-fitting, it required frequent ironing. It would be years before a suitable women’s uniform would be achieved.

Over the years, the 414th Combat Training Squadron has evolved Red Flag to incorporate space and cyberspace domains as a way of giving Air Force cyber warriors and pilots more realistic training for today’s operations. During this “new type” of Red Flag exercise, participants are able to simulate potential adversaries through all three domains of air, space and cyberspace simultaneously and work together with counterparts to accomplish mission objectives. “The proper integration of all forces - through air, space, and cyberspace - is critical to the success of any conflict,” said Lt. Col. Cameron Dadgar, 414th CTS deputy commander. “Red Flag promotes valuable cross-talk between weapon system operators across the spectrum of capabilities so that our Airmen can properly incorporate each other to deliver devastating effects on our adversaries, regardless of the domain.” The 414th CTS, seeing the importance of preparing our Airmen for this new domain, decided to escalate the amount of cyber-attacks on its participants for Red Flag 13-3. This new focus on providing a realistic threat to the mission, stresses the need for accountability and security when dealing with information on the Air Force cyber network. Airmen from the 57th Information Aggressor Squadron have provided this threat by replicating possible tactics and strategies potential adversaries would use to hinder the success of any global mission. By adding a constant need for exercise participants to execute proper cyber and information security, Red Flag has become one of the most aggressive training regiments to date.

The 414th Combat Training Squadron added the cyber domain to its Red Flag exercise to better prepare U.S. and allied air forces to defend against threats of the 21st century. Red Flag 13-3 extensively incorporates adversaries in all three domains of air, space and cyberspace simultaneously in order to provide a more realistic training experience for its participants.

It is absolutely crucial to train our service members to deal with cyber-attacks in order to allow the U.S. and its allies to react to more effectively. Our network’s security and how we react to threats to it can determine a mission’s success or failure.” For more than 50 years, the 414th CTS has provided the Air Force’s premier training exercise with 1,900 possible targets, realistic threat systems and an opposing enemy force that cannot be replicated anywhere else in the world. Now, thanks to this new element there are endless possibilities in the way the Air Force can prepare its Airmen and allied air forces to combat attacks from potential cyber threats as well. “Red Flag provides the venue - better than anywhere else worldwide, orbiting the earth or virtually - to improve Air Force, joint and coalition partners’ ability to achieve our war fighting excellence,” Dadgar said. There will always be threats to national security; however, with exercises such as Red Flag, the 414th CTS is innovating the way the Air Force prepares its Airmen and allies to conduct operations in the 21st century.

NELLIS AIR FORCE BASE, Nev. — The 820th RED HORSE’s Airborne Flight joined the 27th Engineer Brigade in a Joint Operational Access Exercise to train in how to perform mass air drops and runway repair at Fort Bragg, N.C. The exercise had some soggy weather to contend with, but the weather didn’t hold back the airborne jumpers.

“Our airborne Airmen were able to jump with 60 Soldiers from the 161st Engineer Support Company combat airborne as well as a Large Airfield Repair Package,” said 1st Lt. Joseph Miller, 820th RED HORSE project engineer, “We then joined up and continued on an airfield contingency exercise where we showcased our engineering capabilities. It’s something the Army isn’t used to seeing, and it was great we were able to introduce them to a different way of

rapid runway repair.” This isn’t the first time the U.S. Army and the 820th RED HORSE have worked together in joint training. “The traditional role of RED HORSE has been to support the Army in addition to the Air Force in a deployed environment,” Miller said, “We work hard in exercises like JOAX to keep RED HORSE’s good name so people know when they see the red hats that help is on the way.” RED HORSE Airmen got first-hand

experience watching and assisting the Army preform a mass air drop over the drop zones of Fort Bragg. “It was a great experience to see how the Army does its mass airborne exercise operations,” said Staff Sgt. Michael Keller structures craftsman, “I think it was a mutual experience; we both introduced some new ideas to one another.” With RED HORSE’s participation JOAX complete, talks of future joint exercises have already begun. “We are trying to join the 820th RED HORSE in future exercises at Nellis and in other JOAXs,” said Maj. Andrew Baker, 27th Engineer Brigade. “There was never a doubt of the 820th RED HORSE Airmen’s qualifications, and they proved us right, we look forward to future joint exercises with them.” Weather didn’t let the 820th RED HORSE fully showcase their capabilities, but their knowledge left a lasting impression on the 27th Engineer Brigade. “After working with RED HORSE, we would like to start sending our Soldiers to some Air Force training schools,” Baker said. “I was very impressed with the professionalism, knowledge and work ethic of the RED HORSE Airmen.” Even though there was unexpected weather and schedule changes the Airmen were flexible and finished strong during the two week JOAX. “We had 14 of our guys complete a successful jump and our heavy equipment operators have done a great job with the side jobs the Army has asked them to do,” Miller said. “Being put on weather holds, the Airmen of the 820th RED HORSE kept a positive attitude and did a great job.”

Military Personnel Data system upgrade begins By Debbie Gildea Air Force Personnel Center Public Affairs

JOINT BASE SAN ANTONIO-RANDOLPH, Texas — (Editor’s note — This one of a series of articles to inform total force Airmen about personnel programs affected by the Military Personnel Data System upgrade occurring in March.) The Military Personnel Data System will be offline for 23 days, as of this morning, to allow the Air Force Personnel Operations Agency to upgrade and transfer military personnel data to the Defense Information Systems Agency Defense Enterprise Computing Center, Air Force Personnel Center officials said. MilPDS is the primary records database for personnel data and actions

that occur throughout every total force Airman’s career. The system is also used to initiate Airman pay actions, maintain Air Force accountability and strength data and support a host of interactions with other Air Force processes and systems that rely on personnel data. Planning and preparation for the upgrade have been ongoing for over a year as systems specialists worked to develop an implementation plan and test transfer actions before beginning the full-transfer, said Anthony Delgado, AFPOA MilPDS functional Manager. “MilPDS is an old platform that has not kept up with the times,” he said. “Because systems changes over the years have been so significant, trying to maintain MilPDS in its current state is very

risky - we could lose some irreplaceable data. The only viable solution is to bring the entire system down, fully upgrade everything so that it’s compatible with current technologies, and stand it all back up.” But, that option came with a host of potential problems as well, he said. “Clearly, we couldn’t just pull down the system and tell people to ‘make do,’ so the R12 team - with total force representatives from every affected function - developed a comprehensive plan to address how personnel actions will be accomplished during the upgrade, how those actions will be loaded after the upgrade, and more,” Delgado explained. “We then provided the total force personnel community with extensive guidance

to help them manage actions without MilPDS.” Critical personnel and pay processes related to accessions, reenlistments, Guard and Reserve unit training assemblies, mobilization/activation, casualty and immediate separations will continue to function during the system downtime, Delgado said. AFPC will notify Airmen once the upgrade is complete and MilPDS is accessible. NELLIS AIR FORCE BASE, Nev. — Distracted driving has become a major safety issue for drivers nationwide. According to distraction.gov, a U.S. government website promoting safe driving, more than 3,000 people were killed in distraction-related crashes on U.S. roadways during 2012. There are many causes of distracted driving, such as texting or talking on a cellphone, eating and drinking, chatting with passengers, grooming, reading, using navigation systems, watching videos and adjusting the radio to name a few. Text messaging, however, is the most alarming distraction. It requires virtually all of a driver’s visual, manual and cognitive attention. In an effort to address the problem, the U.S. Department of Transportation has banned commercial drivers from using cellphones while driving, encouraged states to adopt tough laws and launched several campaigns to raise public awareness about the dangers of texting and driving. Department of Defense and Air Force leaders have

taken their own steps to reduce distracted driving accidents. DOD Instruction 6055.4, Traffic Safety Program, prohibits service members from engaging in text messaging while driving government-owned vehicles on or off military installations, and while driving any vehicle, regardless of duty status, with governmentsupplied electronic devices. It also discourages the use of hands-free devices, which inhibit safe driving.

Texting while walking can pose perilous hazards as well. Fortunately, many incidents end with only an embarrassing situation; bumping into a wall or minor falls are prime examples. Walking in front of a moving vehicle, though, could produce far worse results. In Las Vegas the numbers are higher for both vehicle and pedestrian accidents during the warmer months because more people are out and about enjoying the sights and activities the local area has to offer. Although the number of fatalities are down by 10 percent during the last three years in Las Vegas, the number of vehicular and pedestrian related accidents that involve texting and driving or texting and walking are up by 10 percent. Just this week, Assembly Bill 123: Texting while walking and crossing roadways, was proposed and sent to the state legislature for review and approval. If it passes, this Bill would make it illegal to text and walk anywhere within the state of Nevada. The Bill is aimed mainly at people who text while using crosswalks, due to the increased number of pedestrian vs. car mishaps that have increased over the last few years. For safety’s sake, when driving be sure not to text at all. When walking, be sure not to text until you can stop and text in a safe place. Remember, always play it safe!

Christine Phillips, 820th RED HORSE engineer craftsman. “I am able to run just like they run, I can ruck just as long as they can, I don’t hold them up.” Not only do these women carry the weight of work and family, they also deal with the pressure and expectations they place on themselves. “Being the first female, 1st Sgt. for the 161st Engineer Support Company, I want to ensure I do everything I’m supposed to do at a high level so there isn’t any doubt,” Lathan said, “Recently, at Jump Master School, I felt a lot of pressure to make sure I completed the school on my first time, but it was really just me putting [the pressure] on myself.” With the ban of women in combat lifted, women will now be able to pursue the same combat career paths as men in the military. “It is a great opportunity; I feel there are many strong women who can perform at any level,” Phillips said. “I have been in for 19 years and [have] seen the changes for women’s equality and I feel this opportunity is something women have been fighting for a very long time to be able to do,” Lathan said. “Having women in airborne units might not be smooth all the time, but being given the same opportunity as a man has given hardworking women the chance to prove to themselves and others that they can reach and achieve the same goals as their male counterpart,” Phillips said.

NELLIS AIR FORCE BASE, Nev. — With women now allowed to pursue combat related career fields, the first notion is that women have not participated in combat related duties whatsoever. But in reality this isn’t the first time women have been put in the line of fire. During an airborne training exercise at Fort Bragg, N.C., female airborne engineers are taking part in combat training parachute jumps that simulate the seizure of a foreign runway. One of the roles is RED HORSE Airborne. Expectations for male and female airborne members are set to an equal standard. “In my eyes, no, I’m not treated any better or worse than any Soldier in the company,” said U.S. Army 1st Sgt. Bianka Lathan, 161st Engineer Support Company. “I have just always been expected to perform as the same as my [male] counterparts.” The strength and endurance it takes to be a part of an airborne unit isn’t a walk in the park for anyone. Physically demanding tasks such as carrying heavy packs, weapons and rucking after landing from a parachute jump are tasks airborne engineers must be able to complete whether they are male or female. “For sure women need to be held to the same physical standards as men, in case we have to pull one of them or carry the same equipment,” said said Staff

NELLIS AIR FORCE BASE, Nev. — Excited and anxious children sit at their desks in anticipation as their guest reader, wearing the familiar green tigerstriped camouf lage uniform, walks to the front of the classroom and takes a seat. He opens the book and begins to read. The words of the book seem to come to life as the children respond with occasional giggles, oohs and ahs. This is what the children of Manuel J. Cortez Elementary School as well as other local elementary school students experienced during the annual Nevada Reading Week held Feb. 25 to March 1. Modeled after Dr. Seuss’ “Reading Across America,” Nevada Reading Week offers students a chance to be read to by local community members including Airmen from Nellis Air Force Base. One Airman from the 99th Logistics Readiness Squadron had the opportunity to read a book to Ms. Susan Thompson’s fifth-grade class, and the students were ecstatic to say the least. “I love children so I thought it would be a good idea to volunteer to read to them,” said Tech. Sgt. Lee Moses, 99th LRS vehicle operator dispatcher. “I thought they felt I was an interesting and cool person, and it felt good to be able to read to them.” With Nellis being so close to the school, Airmen have the opportunity to make an impact on young

children by donating their time to read to them. “I think it’s very important especially for this

neighborhood because the base is close enough to where it is a part of our community,” Angelique Hamilton said, Cortez Elementary School librarian. The Air Force uniform also plays a role in making a good impression with the children. “The children get very excited when they see someone in uniform,” Hamilton said. “We had a guest reader leaving the kindergarten class the other day, and she was in uniform. I asked how it went and she told me they were so excited. It made her feel like a superstar. A uniform stands out here.” The school also hosts other events that Airmen can attend to interact with the children. “We just had our ‘chefs for kids’ event the beginning of February which is an organization to lessen malnutrition and hunger in children through education and awareness,” Hamilton said. “Chefs from a local hotel came and prepared a healthy breakfast while the service members serve the food to the children.” These events greatly inf luence and make a difference in the lives of children in the Las Vegas community, but Airmen don’t have to wait once a year to volunteer for these functions. “If in the future service members wanted to volunteer more, we would welcome them because they really do [make a difference],” Hamilton said. “We had 39 service members come to read this whole week and the children look forward to it because they know something new is going to happen tomorrow, and it really does get them excited about books.”

NELLIS AIR FORCE BASE, Nev. — With the sacrifices service members have to make, whether being deployed or learning the lay of the land of a new duty station, it is always helpful to have someone there to help with challenges they may face. Service members have the opportunity to be ‘adopted’ by a family in the Las Vegas community by signing up at adoptaserviceman.com. This website links military men and women stationed at bases away from their home of record with civilian families or individuals who wish to become pen-pals. The Adopt A Serviceman program initially was created to support military members who are deployed or about to be deployed. This was done by community members writing letters, sending emails and care packages to them. Its’ mission now is to reach all service members no matter what their status. “This [organization] is open to all of southern Nevada’s military members, including guardsman and reservists,” said Ms. Pamela Kendall, Adopt a Serviceman founder. “Our focus has broadened now to encouraging civilians and military to connect even when they’re [not deployed].” The Adopt a Serviceman program aims to fill the void some service members have when stationed in a region with little or no family members nearby. By connecting local community members with these

The [website] makes it a little more informal and lets them understand that it’s an easy connection to make.” Along with signing up on the website, AAS holds annual events to give the community a chance to meet service members they would like to adopt face-to-face. “The events provide service members an opportunity to come out and visit with the Las Vegas community and take pride of being a part of it,” Dodge said. Even if people cannot attend the AAS events, the website makes it easy to get adopted. “We encourage [people] to go to the website and sign up to be adopted,” Dodge said. “They don’t have to be deploying for that to take place. We want people to understand that this is something for all military members, and we want as many [people] adopted [as possible]. NELLIS AIR FORCE BASE, Nev. — The second week of Red Flag 13-3 began March 5 here. As the exercise moves forward, the 79th Fighter Squadron ‘Tigers’ continue to f ly several missions in order to gain as much training as possible. Red Flag is a combat training exercise involving the air forces of the United States and its allies. It is hosted north of Las Vegas on the Nevada Test and Training Range -- the U.S. Air Force’s military training area with more than 12,000 square miles of airspace and 2.9 million acres of land. Airmen assigned to the 20th Aircraft Maintenance Squadron have worked around-the clock to maintain the 79th FS jets while also launching and recovering the planes before and after each mission.

Driving Safety Tips 1. Don’t talk on a cell phone while driving. Phones detract from your ability to concentrate on the road and increase your chance of a collision by nearly 400%. If you must use the phone, pull over to a safe, well-lit parking lot and place your call there. After completing your call you may continue on your way. 2. Do not drive through standing water on roads or in parking lots. The average automobile can be swept off the road in 12 inches of moving water, and roads covered by water are prone to collapse. Attempting to drive through water also may stall your engine, with the potential to cause irreparable damage if you try to restart the engine. If you come upon a flooded street, take an alternate route. 3. Be cautious at intersections,a danger zone. Intersections can be risky because there are a lot of distractions: turning cars, pedestrians and red-light runners. 4. Don’t drive sleep-deprived. Sleep is not a matter of will power, but a biological need. If you become drowsy, pull off the road and get some rest. 5. Know your brakes. Don’t forget the basics: Buckle your seat belt, limit loose objects in your can and lock your doors.
