NELLIS AIR FORCE BASE, Nev. — The 99th Air Base Wing Commander, Col. Barry Cornish, has announced the cancellation of Aviation Nation 2013 scheduled for Nov. 9-10. “Aviation Nation is a very popular event for our community, and I deeply regret our inability to host a Nellis Open House this year,” Cornish said. “However, due to the effect of the Budget Control Act of 2011 and associated sequestration, the defense budget cuts for fiscal year 2013 are approximately $46 billion by law and must be accomplished by October 2013. To meet this obligation, the U.S. Air Force has prioritized combat readiness over other activities and air shows have been cancelled as a result.” Active-duty, Reserve and Guard units ceased all aviation support to the public March 13. This includes the cancellation of all support to all air shows, tradeshows, flyovers, orientation flights, heritage flights, F-22 demonstration flights and open houses, unless the event includes only static assets. “The Las Vegas community has provided phenomenal support to Nellis AFB and its Airmen, and Aviation Nation was a way for us to show people who normally don’t have the opportunity to see what we do here. It is my hope that we will be able to resume Aviation Nation in the near future,” he added. Moon landing jump starts general’s own space legacy By Desiree n. Palacios Air Force News Service

FORT MEADE, Md. (AFNS) — W hen Nei l Armstrong made history with man’s first footsteps on the moon, Susan Helms needed a little nudging from her mom to get excited. And get excited she did. She realized that there would never be another first step on the moon, and even as a young 11-year-old, knew the feat was something special. Little did she know that a little more than two decades later, then Maj. Helms would be the first woman military astronaut to f ly in space. “I would read books on science, the planets, the universe and nature,” Helms said. “I spent a lot of time with my nose in a book.” That interest in science would lead to graduation from the U.S. Air Force Academy with a bachelor’s degree in aeronautical engineering in 1980, as a member of that first graduating class of women cadets. Helms began her Air Force career as an F-15 and F-16 weapons separation engineer with the Air Force Armament Laboratory at Eglin Air Force Base, Fla. After going back to school to obtain a Master of Science degree in aeronautics and astronautics from Stanford University, she would head back to the Academy as an assistant professor of aeronautics. She would then get the assignment that would catapult her into the history books. In Januar y of 1990, Helms was selected by NASA to become an astronaut, and after rigorous training at the Johnson Space Center in Houston, would officially become an astronaut in July of 1991. Her first space shuttle f light was aboard the Endeavor in January of 1993, where she and her crew were responsible for deploying a $200 million tracking and data relay satellite. Helms performed a mission on Atlantis dedicated to the delivery and repair of hardware for the International Space Station. She also had the responsibility of maintaining and repairing the onboard computer network, and served as a mission specialist for the rendezvous with the station. During her final mission in March of 2001, Helms lived and worked aboard the International Space Station. She was part of a two American and one Russian team with the mission of conducting tests on the Canadian-built Space Station Remote Ma nipu lator System, conduc t i ng maintenance, and medical and science experiments. On March 11, she set a world record space walk of 8 hours and

56 minutes. She would spend a total of 163 days aboard the space station. After a 12-year NASA career that included 211 days in space, Helms returned to the Air Force in July 2002 to take a position as the chief of the air superiority division at Headquarters, U.S. Air Force Space Command. Today, Helms is a lieutenant general, assigned as the commander of the 14th Air Force and the Joint Functional Component Command for Space at Vandenberg AFB, Calif. She leads a command of more than 20,500 Airmen and civilians responsible for providing missile warning, space superiority, space situational awareness, satellite operations, space launch and range operations.

AEF Indicator: Don’t go on leave without it By senior Airman Daniel Hughes 99th Air Base Wing Public Affairs

NELLIS AIR FORCE BASE, Nev. — When in-processing to a new duty station, newcomers receive a checklist to accomplish before taking leave or going on a permissive TDY to look for a house. However, an item being overlooked while in-processing with the unit deployment manager is providing an Air and Space Expeditionary Force Indicator.

The AEF Indicator is a letter and number combination assigned to militar y members aligning them with an AEF cycle, which is used to identify when Airmen deploy. “Airmen coming from an overseas [assignment] or short tour, have six months before being [eligible] to be tasked for a deployment,” said Jeri Cooper, 99th Comptroller Squadron, U.S. Air Force Warfare Center and 99th Air Base Wing Staff Agencies UDM. “Stateside to stateside moves

are eligible [to deploy] within 45 days.” According to Air Force Instruction 10-403, Deployment Planning and Execution, unit commanders are to ensure Airmen have contacted their UDM before they take leave. “Ever y Airma n needs a n A EF Indicator so they are prepared for upcoming deployments,” Cooper said. “Without the AEF Indicator an Airman could get a tasking they might not have received if they had [the correct] AEF Indicator.”

When a tasking comes down, units have to fill them. The AEF Indicator identifies the person who is eligible for that deployment cycle. “A EF Ind ic ators a re a ssig ned [ ba sed on] u n it requ i rement s ,” Cooper said. The AEF Indicator shouldn’t change during an Airman’s assignment either, Cooper noted. “When you deploy within your designated AEF Indicator, when you return, you should maintain the same AEF Indicator,” Cooper said.

Nellis chapel’s reflective garden offers peace By Airman 1st class Monet Villacorte 99th Air Base Wing Public Affairs

NELLIS AIR FORCE BASE, Nev. — A tan colored cobblestone walkway leads into the garden as busy bees land on desert flowers scattered throughout the sand. Wooden benches for people to sit and relax surround the edge of the garden. The 99th Air Base Wing Chapel’s reflective garden is located directly behind the chapel; it is open and available for Airmen and their families to use. This garden provides Airmen and their families a place to relax, take a walk or just sit and think while play areas give children a place to have fun. “The reflective garden is multifaceted,” said Staff Sgt. Brandon Kilfoyle, Nellis Chapel noncommissioned officer in charge of resource management. “It is an area of tranquility, of peace and also provides a place for children to play.” With the atmosphere of the garden being so peaceful and safe, Airmen have the chance to take it easy and unwind. “It’s just a place for [Airmen and their families] to come be in a safe environment. They can do exactly what the park is named for--to reflect,” said Staff Sgt. David Day, Nellis Chapel NCOIC of religious program support. Along with the garden being a place for people to get away from the hustle and bustle of their lives, the chapel provides support for Airmen as well. “It is part of the chapel corps’ [responsibilities] to invite and let Airmen and their families know that they’re welcome here, not only for religious practice but as a place of peace,” Kilfoyle said. “The intention was to create that warm, friendly atmosphere.” For more information about the reflective garden or the chapel, call 702-652-2950.

DOD requires more base closings, official says WASHINGTON (AFNS) — The Defense Department possesses more real estate than it needs and is looking to close additional bases and installations in the United States and abroad, a senior DOD official told a House panel March 14. Air Force leaders agree, according to Kathleen I. Ferguson, acting assistant secretary of the Air Force for installations, environment and logistics. “While we have no recent excess infrastructure capacity analysis from which to draw, our capacity analysis from 2004 suggested that 24 percent of Air Force basing infrastructure was excess to our mission needs,” Ferguson said. Since the 2005 Base Realignment and Closure, which brought very few changes to the Air Force and only 3.4 percent reductions to the entire DOD, the Air Force has reduced its force structure by more than 500 aircraft and active-duty end strength by nearly 8 percent, Ferguson said. “So, intuitively we know that we still have excess infrastructure, while we spend considerable time optimizing the use of our facilities and carefully and frugally managing those facilities we know to be excess,” Ferguson said. Based on these facts, which were mirrored in the other services, another round of base realignments and closings should be an essential part of any overall strategy for reshaping the military, John Conger, the acting deputy undersecretary of defense for installations and environment, told the House

Armed Services Committee in prepared testimony. “Force structure is declining relative to that which existed in 2005, thereby continuing to add to aggregate excess capacity,” Conger said, noting that the U.S. Army is reducing its active-duty end strength from 570,000 to 490,000 by 2020, and the Marine Corps from about 202,000 to 182,000.

“If we assume our bases were either appropriately loaded or were carrying excess capacity, these force reductions will increase that surplus,” he said. In last year’s budget request, the Pentagon asked Congress for permission to initiate two more rounds of base closings under BRAC. Conger said the last round of BRAC closings, in 2005, produced $4 billion in annual recurring savings. By law, under the BRAC process, an independent commission submits to Congress a list of military installations it believes should be closed or realigned, with lawmakers and the president then required to approve or reject the recommendations without change. The Defense Department is examining further reductions in U.S. military bases in Europe, where Conger said more than 100 sites have already been returned to host governments since 2003, and where no authority from Congress is required for recommending additional closures. “By the end of this year, we plan to conclude with a fully vetted list of options from which the Secretary (of Defense) can make strategic decisions for eliminating excess, preserving and even enhancing our ability to meet strategic and operational commitments,” Conger said in his prepared remarks. The U.S. Army already plans to close 33 sites in Europe associated with the decision to reduce brigade combat teams based on the continent. NELLIS AIR FORCE BASE, Nev. — The 99th Medical Support Squadron Logistics Flight was awarded the 2012 Air Combat Command Large Medical Logistics Account of the Year during a ceremony March 4. Col. John Degoes (Dr.), 99th Medical Group commander presented the award to the medical logistics Airmen at the Mike O’Callaghan Federal Medical Center and congratulated them on their efforts throughout the past year. This annual award is given to large and small medical logistic account flights that excel in all areas of its field from medical maintenance and customer service to written contracts. The medical logistics Airmen competed against 12 other bases, and their hard work was recognized. “This award has boosted our Airmen’s confidence and validates the hard work that we put in,” said Senior Master Sgt. JOINT BASE SAN ANTONIORANDOLPH, Texas — The Air Force has successfully upgraded and transferred the Military Personnel Data System to the Defense Information Systems Agency Defense Enterprise Computing Center, Air Force Personnel Center officials said today. “We’re pleased that the MilPDS upgrade took less time than anticipated, and we are well on our way to getting information updated in the system,” said Joe Thele, Air Force Personnel Operations Agency director. “The quick turn and successful upgrade is due to the meticulous planning and hard work of our Total Force team.” MilPDS is the primary records database for personnel data and actions that occur throughout every Airman’s career. MilPDS is also used to initiate pay actions, maintain Air Force accountability and strength

data and support a host of interactions with other Air Force and Department of Defense processes and systems that rely on personnel data.

AFPOA and Air Force Lifecycle Management Center teams worked closely with the Defense Manpower Data Center, AFPC, Air Force Re-

serve, Air National Guard, Air Force Space Command, and base personnel teams to develop a comprehensive plan to bring down the old personnel data system, upgrade it, and stand it back up. March 4, AFPC Commander Maj. Gen. A.J. Stewart hit the button to shut down MilPDS for what was expected to be 23 days. However, the upgrade was accomplished in 17 days. Active duty, Air National Guard and Air Force Reserve personnel agencies are working hand in hand with base force support squadrons and military personnel sections to update personnel data and transactions in MilPDS. “This upgrade and transfer being accomplished in less time than expected is a testament to the strides we’ve made to work together for the good of all three components of the Total Air Force,” said Thele. (AFNS) — (EDITOR’S NOTE: The officer application suspense has been extended to April 12.) -- Eligible active duty officers and civilians are now able to apply for intermediate and senior developmental education opportunities, Air Force Personnel Center officials announced. Officer applications are due to AFPC April 12, and civilian nominations are due May 1, said George McKey, AFPC officer developmental education branch. A variety of developmental opportunities exist for those interested in continued growth and leadership, he said. Intermediate programs include the Air Command and Staff College, Air Force Institute of Technology, international services program opportunities and a variety of fellowship and internship programs. Senior programs include Air Force and defense fellowships, Army War College, Air Command and Staff

College with an Air War College followon, international services senior development program opportunities, and more. Requirements and eligibility vary depending on the program, and submission requirements differ for officers and civilians, so applicants should carefully review the program guide before preparing application documents. Officer Process Officers apply for developmental education using the AFPC secure web-based 3849 form, which is accessible via the Air Force Portal or the myPers website. Eligible officers and their senior raters will have access to the form through April 4. “If you haven’t updated your AFPC secure account within the last 120 days, you’ll need to re-establish the password and register your common access card to be able to complete your 3849,” McKey said. “Don’t wait to take care of that or you may find yourself unable to accomplish the form.” Officers selected for IDE or SDE will incur a three-year active duty

service commitment, and officers who fail to successfully complete their program will incur a two-year ADSC. All applications must be complete, including senior rater nomination, by April 5 when the 3849 access window closes. Civilian Process The Civilian Developmental Education Board will convene in September to consider high-potential employees for education opportunities that best suit their career goals and the needs of the Air Force, said Loretta Brown, AFPC Leadership Development chief. “In spite of budget cuts and the impending furlough, the Air Force has a mission to accomplish and needs capable leaders,” Brown said “The Air Force will continue to develop current and future leaders to expand their knowledge and increase their understanding of the role of air, space and cyberspace power. Approximately 700 civilians between GS-07 and GS-15 (and equivalent grade) will be selected for schools and programs that range

Not too soon for spouse’s job hunt before moving By terri Moon cronk American Forces Press Service

(AFPS) — As service members start to receive their orders for summer moves, it’s time for working spouses to update resumes, start networking for job opportunities and contact career counselors at their new locations, a Pentagon official recommends. In an interview with American Forces Press Service and the Pentagon Channel, Meg O’Grady, program manager for the Spouse Education and Career Opportunities Program, said Defense Department officials are “absolutely dedicated” to helping military spouses overcome challenges they face in looking for education and career opportunities. “We encourage all military spouses, throughout their service members’ careers, to continue gathering the tools and resources they need for their career path,” said O’Grady, a former military spouse. “At this time of year, we find spouses are thinking about packing their houses and moving their families, but this is the perfect time to start preparing to make that move in their career.” The Spouse Education and Career Opportunities Program, which spouses can access through the Military OneSource website, can be a valuable resource, she said. Military OneSource also has information on federal employment for military spouses, who receive a hiring preference from the government, O’Grady noted.

Spouse Employment Partnership portal. “We now have over 100,000 jobs available for military spouses, and since February 2011, we’ve actually posted over 800,000 jobs on the [portal,]” O’Grady said. And because military spouses experience a 26 percent unemployment rate and military wives face a 25 percent wage gap compared to civilians, “our programs, resources and services are designed to help decrease that gap,” O’Grady said. Men, who make up about 5 percent of military spouses, don’t experience the gap, she said. “Through the partnership, we’ve highlighted the wage gap for our [partners], and we asked them to commit to comparable wages for military spouses with their civilians throughout their organization,” she added. The partnership keeps her program informed monthly on military spouse hirings and promotions, O’Grady said, and also provides the number of spouses who were relocated within their organization. “Portable careers” has become a key phrase in today’s workforce, O’Grady said, and for military spouses, such careers often are popular. “We emphasize that the skills and experience [military spouses] gain from just about any career can be applied to a portable career,” she said. “Military spouses tend to find education, allied health care, and business management careers to be the most popular, so we try to support the career by addressing the challenges they face, such as licensing across the states, flexibility in the workforce, and adaptability as they move.”

She also recommended the Military Spouse E-mentor Program, in which military spouses can find others working at their next duty station and begin networking with them. “Even if they’re in a career they love, it always helps to expand the network and share their experiences with other military spouses who might have the same needs,” she added. O’Grady said the Spouse Education and Career Opportunities Program has four areas that are examined with each military spouse: -- Career exploration, to find a career spouses enjoy; -- Education, training and credentialing; -- Employment readiness tools such as resume writing, interview skills and “dress for success” skills to start a job search; and -- Career connection, through which spouses are connected to jobs through an employment partnership. The Military Spouse Employment Partnership Program has 162 corporate, nonprofit and private organizations that are committed to hiring military spouses, O’Grady said. “They recognize the challenges that military spouses face, and have committed to find them not just jobs, but career paths,” she added. “The partners will educate their organizations to hire military spouses, they’ll promote them, and they want to know when a military spouse is applying for a job.” Spouses can get more information about the partnership at Military OneSource’s Military

Nellis participates in Lomie Heard career day NELLIS AIR FORCE BASE, Nev. — Lomie G. Heard Elementary School held its fifth annual Career Event March 20 to 22. As part of the Clark County School District Counseling Curriculum, Lomie Heard students are expected to investigate the world of work and be exposed to a variety of careers so they can make informed career decisions. “Most schools hold a career day. Due to the overwhelming support from Nellis AFB as well as various agencies, we are privileged to hold a three day long career event,” said Ms. Terry Ann Coletto, school counselor and event coordinator. Service members from Nellis played a large part in career day, bringing information on multiple Air Force careers to the students. “Since I became the principal of Lomie Heard in August, I have felt such support from Nellis AFB. During this career event that support has been even more evident. I am extremely grateful to the units who came out to inspire our youngsters and support our school,” said Ms. Kori Deal, Lomie Heard Elementary principal. Nellis AFB sent representatives from the pharmacy, fire department, surgical unit, security forces K-9, explosive ordinance disposal as well as the emergency medical technician unit. Col. Base Tax Center: Nellis and Creech Tax Centers provide free tax advice, tax preparation and tax assistance to include electronic filing to active duty, reservists on orders, retirees and military family members possessing a valid United States Uniformed Services Identification Card. The tax center at Nellis AFB is located in the Nellis Community Center, Building 625, Suite 320. The tax center at Creech AFB tax center is located in USAF Building 81 on Third Street. Adventure departs at 8 am and returns about 6 p.m. Cost of $35.00 covers transportation, guided hike and picnic lunch. PLAYpass eligible April 9: Financial Foundations. From 9-11 a.m. create & establish a working budget to manage savings, checking and reduce debt based on your goals! April 13: Mosaic Canyon hike: Mosaic Canyon is considered a geologic “outdoor museum”; a showcase of geologic features as well as a beautiful example of one of Death Valley’s many canyons. From the parking area it is an easy 1/4 mile walk in to the canyon narrows, where the surrounding rock walls are composed of smooth, water-polished marble. Another 2 miles of hiking brings you to a dry waterfall. Other possible stops during this Death Valley adventure include R hyolite Ghost Town, Goldwell Open Air Art Museum, Furnace Creek Ranch, etc. Bring water bottles and a lunch or be prepared to purchase food at stops along the way. A water cooler for refilling water bottles and an ice chest for keeping food/ beverages cool will be provided. Depart 7 a.m. with estimated return 8 p.m. Cost is $25.00, PLAYpass eligible April 13: Masters Cha-Cha Golf. Sign up today for this year’s Masters Cha-Cha Golf Tournament.
