NELLIS AIR FORCE BASE, Nev. — With the new expenses of being a first term Airman at Nellis such as car notes, rent and the alluring Las Vegas strip, managing one’s money may be difficult but is essential to being a financially resilient person. Financial resiliency is the ability to cover the expenses of life events whether they are negative or positive. Negative being the loss of a job or income and positive being an increase in family size. One area Airmen may struggle with is budgeting. “Budgeting is the biggest financial issue Airmen face today,” said Quan Franklin, Airman and Family Readiness Center community readiness specialist. “The cause of this issue is the fact that they tend to spend money beyond their means. With Las Vegas being a prime vacation and tourist spot, family and friends visit, and people want to take them out and show them a nice time.

MACDILL AIR FORCE BASE, Fla. — Next month will mark my 24th year in the Air Force and this has given me reason to pause and reflect on my time in uniform. Many things have changed since I graduated college and took my oath to support and defend. Uniforms have gone through several iterations during that time. Airmen were still wearing fatigues when I joined, then BDUs and now ABUs. T he f it ness a ssessment ha s gone through several modifications from a 1.5-mile run, to the bike and now the more comprehensive assessment. With all that change, there has been one constant: our Air Force Core Values. We each have a plethora of values, but some are so primary, so important to us, that in spite of the change around us

they are still the core values we abide by. In an ever-changing world, core values are constant. The Air Force Core Values are not descriptions of the work we do or the strategies we apply to accomplish our mission. They are the basic elements of how we go about our work. They are the practices we use (or should be using) every day in everything we do. The core values provide excellent guideposts on how to conduct our professional military lives. Because they are so closely associated with the Air Force, we don’t often think about their broader application. In actuality, they are great guides for our personal lives as well. My daughter reminded me how this was true even for an 11-year-old when I was helping her with her homework last year. She had rushed through the writing assignment, declared she was done and went off to watch TV. I took a look at the assignment and couldn’t decipher most

of it. I called her back and asked her to do it again but this time to take her time. Her face let me know that this was not part of her plan. Then I asked her if she knew the Air Force core values. She gave me another interesting look and said, “No.” I went into a discussion of the core values focusing on Excellence. In her case, incorporating excellence, or doing it right the first time, would have saved her time and a lecture. Most of us have learned lessons by making mistakes. In most cases, pausing to think about our core values would have prevented learning the lesson the hard way. In a previous position I had the privilege of working with young Airmen right out of Basic Military Training. They had just spent eight weeks learning how to be an Airman. During our first meeting I would discuss the core values and explain how following them could guarantee their success in technical training. Inte-

grating the core values would allow them to succeed in their courses and keep them out of trouble outside the classroom. They needed to make the core values a way of life — both on and off duty. I had plenty of examples of Airmen that made poor decisions that could easily have been avoided if they had just taken a minute and integrated the core values into their decision making. It was important to reinforce not just what the core values are but why it is important to utilize them on a regular basis. It was rewarding to see the light bulb go on for some of those Airmen. The Air Force will continue to see change. Who knows what future Airmen will be wearing or what their fitness assessment will include? What we do know is that our core values will continue to provide us with the foundation necessary to make the right decisions and to get the mission done.

FAIRCHILD AIR FORCE BASE, Wash. — Sometimes the lessons we learn as children prove helpful to our careers. My dad worked for a Fortune 100 company for many years. One day he told me how dozens of the company’s leadership had been fired because a low level employee sent a personal email using a company computer. His company had a strong cultural ethos and believed if they paid you to work, you should be working and company resources are for company business. It turned out a company vice president had seen the email and promptly fired every level of leadership between himself and the individual - who was also fired. They reasoned if the VP knew about the problem then lower level leadership knew and failed to act, or they weren’t monitoring their personnel properly. The bottom line was they had no need for leaders who didn’t embrace company standards or walked past problems. This culture has helped the company completely dominate their industry sector much as the U.S. Air Force dominates globally. The lesson to “Never walk past a problem” has stayed with me for more than 20 years. However, recently I’m

finding this lesson from my dad even more important. Lately, way too many people have been forecasting doom and gloom about how the Services will become a hollow force similar to the 1970s. The fiscal crisis may negatively affect the readiness of our equipment and our training but it is leadership which will determine whether our discipline resembles the discipline of the 1970s. Discipline then was adversely affected by conscription and a society which condoned rampant drug use, but ultimately they became a hollow force because they walked past problems. For example, many unit leaders avoided entering barracks or visiting base clubs at night because they were afraid their subordinates would attack them. They stopped being a hollow force when true leaders faced their issues head on and stopped walking past their problems. Senior officers and senior NCOs can’t walk past a problem. When we do, it gives the appearance that all senior officers and SNCOs believe some standards are not worth enforcing. This perception is not confined to only these ranks; it applies to all ranks and differs only by the scope of influence. A staff sergeant or lieutenant, who walks past a problem in their section, gives the appearance they will tolerate violations of some rules

Hagel orders retraining of recruiters, sexual assault responders WASHINGTON, D.C. — Amid a spate of allegations of criminal behavior by military recruiters and service members involved in the Defense Department’s efforts to prevent sexual assaults and help that crime’s victims, Defense Secretary Chuck Hagel has ordered the services to retrain, re-credential and rescreen all sexual assault prevention and response personnel and military recruiters. In a statement, Pentagon Press Secretary George Little said Hagel was informed yesterday about allegations of criminal behavior against an Army sergeant first class who was a sexual assault prevention and response coordinator at Fort Hood, Texas. “I cannot convey strongly enough his frustration, anger and disappointment over these troubling allegations and the breakdown in discipline and standards they imply,” Little said. Hagel met with Army Secretary John M. McHugh and directed him to fully investigate the matter rapidly, to discover the extent of the allegations, and to ensure that all of those who might be involved are dealt with appropriately, the press secretary added. Little said Hagel directed the retraining, recredentialing and rescreening to address the broader concerns that have arisen out of these allegations and other recent events. “Sexual assault is a crime, and will be treated as such,” the press secretary said. “The safety, integrity, and well-being of every service member and the success of our mission hang in the balance. Secretary Hagel is looking urgently at every course of action to stamp out this deplorable conduct and ensure that those individuals up and down the chain of command who tolerate or engage in this behavior are appropriately held accountable.” Army officials announced May 14 that the Army Criminal Investigation Command is investigating the Fort Hood soldier for pandering, abusive sexual

TV announcements illustrate signs of suicide risk By terri Moon cronk American Forces Press Service

WASHINGTON, D.C. — Officials at the Defense and Veterans Affairs departments have produced three public service announcements to help families and friends recognize the signs of potential suicide in veterans and service members. The television announcements have aired since April on the Pentagon Channel and American Forces Network, and are 15, 30 and 60 seconds in length, officials said. “A veteran or service member returning from a deployment, [whether] at home or abroad, is subject to a certain amount of distress,” said Jacqueline Garrick, the director of the Defense Suicide Prevention Office. “Regardless of where they served, there still are challenges

when they return home, and we want to encourage them to seek help.” And the two departments want to avert suicide by making sure families, friends and communities that surround veterans and service members are aware of the signs and symptoms of suicide, to get those at risk into treatment right away, Garrick said. Garrick said seeking early treatment before the symptoms worsen is vital. Veterans and service members who stall treatment might do so for many reasons, such as fear of losing their jobs, “but they (should) see it as a way to save their careers,” she added. “Seeking help is a sign of strength,” Garrick said. “They won’t lose their jobs.” And avoiding help doesn’t make an individual’s concerns go away, she noted, and that’s where the TV announce-

ments come in - to get the risk factor information out to families, friends and communities so they can encourage the individual to seek treatment. “Letting problems get worse doesn’t make your career get better,” Garrick said. “The problems that are not dealt with are just going to manifest themselves and get bigger further down the road. We want to encourage veterans (and) service members to get help early, because it does make a difference in the long term.” Suicide is not unique to the military, Garrick noted, adding that it is a societal issue, and successful treatment is easily available. For veterans and service members, Garrick said that help is available around the clock at http://www. suicideoutreach.org and through the Military Crisis Line at 1-800-273-8255,

which offer confidential chats and texting capabilities. The website offers a wealth of resources, including the announcements, videos and a variety of information on how to seek help for service members, friends and families, Garrick said. Garrick noted that in addition to the need for family members to help distressed service members and veterans, the family members themselves can be distressed, and should take advantage of the resources and seek help if that’s the case. “By doing [the TV announcements], we’re expanding our message to outside the service members,” she added. “We want families and others to see and hear the (announcements) so everyone feels comfortable encouraging their service member to seek help.”

Hagel announces fewer furlough days for DOD employees By nick simeone and Karen Parrish American Forces Press Service

WASHINGTON, D.C. — After weeks of review, Defense Secretary Chuck Hagel has concluded budget cuts will require most of the department’s civilian employees to be furloughed beginning in July, but that because of other efforts to deal with the shortfall, only half of the 22 days originally envisioned as temporary layoffs will now be necessary. During a town hall meeting May 14 at the Mark Center in Alexandria, Va., Hagel told Defense Department employees that most will be required to take 11 furlough days beginning July 8, one per week, through the end of the fiscal year, Sept. 30. In a statement, Secretary of the Air Force Michael Donley and Air Force Chief of Staff Gen. Mark Welsh III explained the service’s efforts to reduce impacts of sequestration on personnel, but furloughs will be unavoidable. “While the Air Force and Department of Defense have made every effort to minimize impacts to readiness and people, the resource choices we have available are now very limited, and we’ve reached the point where we simply can’t avoid furloughs,” they said. In a memo to senior department leaders, Hagel said he had “very reluctantly” concluded that major budgetary shortfalls triggered by a $37 billion cut in defense spending for fiscal 2013 forced a decision he said he deeply regrets, and one that he acknowledged will disrupt lives and impact DOD operations. However, he credited congressional passage of a defense appropriation bill in March in part for helping to reduce from the number of days civilians would be temporarily laid off by half. It may be possible later in the year to “knock that back” to an even lower number, the secretary said, but he emphasized that he could not promise such an outcome. “As Secretary Hagel stated, the Department of Defense will decide later this year whether our budgetary situation permits us to end furloughs early,” Donley and Welsh stated. “In the meantime, we will keep working to prevent actions which will further impact our people and Air Force missions.” Hagel said the furloughs will affect every military department and almost every agency, with limited exceptions. “We will except civilians deployed to combat zones and civilians necessary to protect life and property,” he wrote in his memo, adding that others will be excepted if forcing them to stay off the job would not free up money for other needs. Regardless of the exceptions, Donley and Welsh stressed how much the Air Force will be impacted

due to the essential role that civilian Airmen play in ensuring a strong and ready force. “Our civilian Airmen are critical to everything we do,” they said. “We simply could not be the world’s greatest Air Force without (the civilian Airmen). During this challenging time, we want you to know how much we appreciate your service. We also want you to know we will continue to look for every possible way to minimize furloughs and to prevent further any other actions that would affect you and your family in negative ways. Thank you for the great professionalism you continue to bring to the job every day. We’re proud to stand beside you.”

The Air Force’s top two leaders said they hoped furloughs could be avoided entirely, but they noted these unprecedented times have called for tough decisions. “This is something we had hoped to avoid,” Donley and Welsh wrote. “We recognize the significant impact this action will have on our civilian Airmen, their families and our mission. But the unprecedented budget choices we’ve faced during this extraordinary year have forced painful decisions to avoid further degradation in our missions.” Employees set to be furloughed will begin receiving written notification May 28 to June 5.

NELLIS AIR FORCE BASE, Nev. — The Community College of the Air Force awarded Airmen their degrees during a commencement ceremony May 3 at The Club. Two-hundred-seventy-two Airmen from Nellis AFB, Creech AFB and the Nevada Test and Training Range met the requirements to receive their associate degrees and were presented their diplomas in front of family and friends. The ceremony however, almost did not happen. Due to sequestration, the Air Force directed education offices across the Major Commands to cease hosting the CCAF graduations. “Several of our responsibilities have been cut back, one of them being CCAF graduations,” said Alice Patton, 99th Force Support Squadron Edu-

cation Services Flight chief. “CCAF graduations were too important to lose, so I went to the Top III for help.” Seeing the importance of higher education and the benefits of sharing a ceremony to celebrate each member’s accomplishment, the Nellis Top III decided to step in and ensure the commencement ceremony would still happen. Chief Master Sgt. Bradley Behling, 99th FSS superintendent, explained their involvement in helping the education center. “The education center staff was [reduced] to the point to where graduation ceremonies were not an option. The Top III stepped in and assumed the role,” Behling said. “This is the first graduation the Top III has sponsored, from coordination to the foundation of the function.” “We’ll continue to support graduations as long as there is a need to,” Behling added.

N EL LIS A IR FORCE BASE , Nev. — Motorists have enjoyed the benefits of four roundabouts here since June 2012. Modern roundabouts have been shown to provide a number of safety, operational and other benefits when compared to other types of intersections by using a geometric design to reduce vehicle speed. Drivers should familiarize themselves with entering and exiting roundabouts on base and in the greater Las Vegas valley to reduce your chances of being involved in an preventable accident. Traditional intersections, with stop signs or traffic signals, frequently see severe collisions as a result of vehicles traveling through the intersection at high speeds. The design of a roundabout reduces these common types of crashes because vehicles are always traveling in the same direction. One common point of confusion is how to effectively enter a roundabout. When approaching a roundabout, you

should see a yellow “roundabout ahead” sign with an advisory speed limit. Slow down, and watch for pedestrians in the crosswalk and vehicles already in the roundabout. Continue forward and look

to your left as you slow down or stop in order to let the traffic in the roundabout pass. Once you see a gap in traffic, enter the circle and proceed to your exit. When exiting, look for pedestrians and

use your turn signal to inform other drivers your intentions are to exit. By following these traffic laws you can proceed to your destination safely while saving on valuable time.

Sgt. Sandra Sauceda, 99th Comptroller Squadron deputy of financial services. “That money goes to a certain bank and that is what I use for the whole month to spend.” According to Air Force Instruction 36-2906, Personal Financial Responsibility, consequences for financial irresponsibility may lead to involuntary allotments made on behalf of the creditor or garnished pay. security processes accelerate adoption of commercial devices FORT MEADE, Md. — Recent approval of secure technical implementation guides for BlackBerry and Samsung Knox devices means that Defense Department organizations will be able to use those devices in conjunction with a secure enterprise mobility environment. The May 2 release of the Defense Information Systems Agency’s Samsung Knox STIG provisionally allows DOD to use the latest technology as soon as it is available commercially. Officials also released STIGs for the BlackBerry 10, Blackberry Playbook and Blackberry Device Service. The STIGs allow use of accepted devices as part of approved mobility pilots with actively defended mobile device management systems, DISA officials said. The Samsung Knox STIG represents a paradigm shift in DISA’s business processes that dramatically increased the efficiency of bringing new devices into the DOD enterprise, officials added. DISA field security operations developed the Samsung Knox STIG ahead of its commercial release, they noted, highlighting how close partnerships between government and industry are delivering the latest

enterprise technology to meet department needs. A key component of the secure mobility environment is the mobile device management system that provides enforcement of the STIG settings, as well as other key security functions. Achieving DOD security objectives requires both the device security, defined in the STIG, as well as active defense provided through the mobile device management system, which DISA will implement through a contract award in early summer. The DOD Commercial Mobile Device Implementation Plan, released in February, led to the new process and served as the basis for establishing the list of approved devices. The plan tasked DISA to develop a new process for approving mobile devices “to ensure that DOD will have access to the latest mobile technologies in a timely manner by maximizing vendor participation.” “DISA established a process where vendors develop STIGs following DOD security requirements guides and submit documentation and evidence for DISA’s validation,” said Terry Sherald, chief of DISA’s information assurance standards branch.

DEERS locks down access to some information updates By Debbie Gildea Air Force Personnel Center

JOINT BASE SAN ANTONIO-RANDOLPH, Texas — Base identification card issuing offices will no longer be able to manually correct or update certain types of personnel information in the Defense Enrollment Eligibility Reporting System, Air Force Personnel Center officials said May 9. DEERS is the system used to enroll Airmen and their eligible family members for an identification card and associated benefits such as medical and dental care, federal installation access and access to installation facilities such as the commissary or exchange. DEERS updates are required for major life events that change an Airman’s status, including marriage, divorce, birth or death of a dependent, promotion, reenlistment, extension, retirement, separation or unit transfer to another branch of service or agency. Personnel specialists use the Real-time Automated Personnel Identification System to update DEERS. In past, R APIDS customer service representatives could manually

update or correct members’ DEERS information. Now, access to member citizenship, date of birth, gender, social security number, name, service dates, civilian or contractor employment dates, Air National Guard or Reserve activation periods and member separation transition benefit information is locked down. The lockdown does not affect dependent family member record information that needs to be updated. “Members’ DEERS records are established and updated by an authoritative data feed directly from a personnel source like AFPC or the Air Reserve Personnel Center. If information about a member that feeds into DEERS is wrong, the ID card issuing office can’t fix that. Only the office of primary responsibility for that information can correct it,” said Ed Yoder, the AFPC DEERS/RAPIDS operations branch assistant chief. For example, if a member’s reenlistment date is wrong, the reenlistments office must correct it. If the social security number in DEERS is wrong or a member becomes an American citizen after the DEERS record is established, he or she will need help from the Total

Force Service Center to verify information in the personnel data system. “If you have incorrect or outdated information in your DEERS record and it is locked down, your first step is to contact the origin of the information and work with them to correct it. Once it’s corrected in the personnel data system, it will flow to DEERS and be updated,” Yoder said. Typical OPRs include military reenlistment, separation and retirement offices, or the civilian human resource office, or the contractor trusted agent. Airmen who don’t know the appropriate OPR for specific information should go to the myPers website, Yoder said. “Once your record is updated, you can

check the corrections or updates online at the eMilConnect website,” Yoder said. “Depending on the nature of the correction, Airmen may need to get a new ID card, so keep an eye on your records.” Retired military members who need a DEERS update or correction can submit a request to AFPC, Yoder said. Once AFPC completes the correction action, an Air Force Form 281, Notification of Change in Service Member’s Official Records, is filed in the retired member’s military record and the member’s documents are returned. NELLIS AIR FORCE BASE, Nev. — Summer is on its way and it is getting hotter in Las Vegas every day. Temperatures are rising above 100 degrees Fahrenheit, where they will stay until early fall. Many people enjoy the weather with barbecues and lazy days at the pool, and some like to bring their pets along. As the temperatures rise, so does the potential for pets here to suffer heat related injuries. The biggest issue to be concerned about is heat stroke, said Capt. (Dr.) Amanda Smith, the officer in charge of the Nellis Air Force Base Veterinary Treatment Facility. In the Las Vegas area, heat injuries to animals are a very common issue, Smith said. They can be so mild owners can often overlook them. “In the really severe cases, I can’t tell you how many times I’ve seen someone running up to an emergency clinic with a dog that is already deceased,” Smith said. “Last year I saw an American Bulldog that somebody took for a jog in the afternoon in August at about 3 p.m.,” Smith said. “The dog ended up collapsing and it actually ended up dying from its heat injury. The owner had no intention of harming the dog; it just was not something that they thought of. It was very sad.” It is more common with dogs because most of the time dogs are the ones people take with them when they travel in

There are types of dogs that are more predisposed to heat injury. Dogs with the very short faces, technically called brachycephalic, like boxers and bulldogs, are very susceptible. They tend to have extra tissue in their soft palate region so their panting, which is their main cooling mechanism, is not as efficient. Dogs that are overweight or elderly dogs tend to have a harder time dealing with the heat as well. “There was a couple who took their bulldog on a short walk out in the desert,” said Joshua D. Chavez, Nellis Air Force Base Veterinary Treatment Facility receptionist. “Next thing they know, they were rushing their bulldog into the clinic. The dog was dead within 30 minutes.” “There is not a lot you can do for a dog in heat stroke even with a good emergency clinic nearby,” Chavez said. “When it’s 110 [F] outside, even if they are sitting underneath a patio in the shade and they have fresh water outside, they can still get heat stroke,” Chavez said. Heat stroke is not the only source of injuries for pets in the Las Vegas area. Paw pad injuries can be prett y

There are some easy things people can do to ensure their pets stay healthy and safe this summer. “Make sure your pets have access to shade and plenty of water,” Smith said. “Avoid exercise in the really hot part of the day. When you take your pets for a walk, don’t let your pets drink from standing water along the way. Watch out for the temperature of the concrete that your pet is walking on. Registering a child in MiCare is as easy as 1, 2, 3. Pediatric patients are registered via a request to the clinic by the parent or guardian after they have first registered themselves in MiCare. The medical home accepts the pediatric patient after the parent or guardian has enrolled the child to their MiCare account. To enroll children, follow these three steps: Step 1: Go to the MiCare website provided by your medical team and access the “Add a Family Member” link. Navigate to the “HOME” tab and select “Add a Family Member” to your account in the “Reminders” section. Step 2: Fill out and complete the required information and click save. Please note you do not need to complete the “Health Insurance and Guarantor Information.” After clicking “Save” you can add additional children to your MiCare account. Once you have entered all of your children, click “I’m Finished Adding Patients.” Step 3: To link your children to their medical home and primary care manager, or PCM, go to the “Link Patient to Doctors” tab. Your children’s names should appear. Select the child you wish to add. Then, click “Add a Doctor.” A search box will appear. Enter the last name of your child’s PCM and click “Search.” A dropdown list will come into view. When you find your child’s PCM, click “Select this doctor.” Now your child is linked to that PCM.

Repeat step 3 to link additional children to their medical home and PCM. When you have finished selecting PCM’s for all of your children, click “I’m Finished Adding Doctors.” You are already enrolled, so there is no need to select a PCM for yourself. Within three business days parents will receive a notification via e-mail, stating there is a secure message on their MiCare account. Once parents log-in to their MiCare account, they will see a message with confirmation that their child has been affiliated with the parent’s PCM and medical home. Q: Recently in pediatrics we have had parents call requesting referrals to cover emergency room visits at off-base hospitals. Do patients need to have a referral to take their children to an off base ER? A: No, patients do not need a referral for an off base ER. However, if the patient is unknowingly shuff led to an urgent care clinic fast track, where the billing no longer shows emergency department and instead shows up as an Urgent Care clinic, then the patient needs to have a referral. If the ER staff tells you to go somewhere else then please check if you are going to an urgent care clinic. All urgent care visits require a referral before the patient can be seen.
