INTRODUCTION Deacon’s Purpose This topic reveals the biblical purpose of the deacon as ordained by God. Since the birthing of the early Church, man has seen fit to repurpose the office of the deacon thus creating error, confusion, division, and a grave hindrance to the will of God, and the move of the Holy Spirit within the Church. Additionally, the modern day purpose of the office of the deacon has brought a burden to the local pastor. Deacon’s Qualifications This topic discusses the biblical qualifications of the deacon as outlined in the scriptures. It includes the dos and don’ts. The topic focuses on the “heart of the deacon” which is to be that of a servant, and not a dictator to the pastor. Operating Under Authority This topic examines the biblical authority given to the office of the deacon as ordained by God. There has been much misunderstanding concerning this area. The Church has taken liberty to re-write the purpose of the deacon’s authority. The result has been utter chaos. Anytime we go beyond the authority of God’s Word, we give place to the devil, and stop the growth of the Church.

Spiritual Discipline This topic brings a biblical insight to the area of spiritual discipline within the Church, which has unbelievably been abused and sometimes even neglected. Many splits have arisen within various Church assemblies due to improper discipline being utilized, and at times, not administering discipline at all. An understanding is given on who should be disciplined, how to discipline correctly, and who has been given the biblical responsibility to carry out the discipline within the local church. Teaching Sound Doctrine This topic covers the biblical responsibility of the deacon as an instructor of the Word of God within the Church assembly. The office of the deacon has been graced by God and given the ability to know the mysteries concerning the Kingdom. The office of the deacon is also graced with the ability to teach others concerning the faith. The Church should see the deacon operate as a strong, sound and balanced teaching gift within the Church assembly. Spiritual Integrity This topic examines the issue of Integrity within the office of the deacon. The scriptures teach that we should not allow our good to be evil spoken of, but that we should walk circumspect before the world. We are commanded by the Word of God to provide things

honest before God and man. The early Church operated with such integrity that great grace was given to them.
CHAPTER 1 ________________________________________ DEACON’S PURPOSE Introduction Acts 6:1-4 (KJV) – 1 And in those days, when the number of the disciples were multiplied, there arose a murmuring of the Grecians against the Hebrews because their widows were neglected in the daily ministration. 2 Then the twelve called the multitude of disciples unto them and said it is not reason that we should leave the Word of God and serve tables. 3 Wherefore, brethren, look ye out among you seven men of honest report, full of the Holy Ghost and Wisdom whom ye may appoint over this business. 4 But we will give ourselves continually to prayer and to the ministry of the Word. The ministry of the Word of God decreased as well as the number of disciples when there were unresolved issues in the Church. Unresolved issues will kill a Church vision. As the scriptures 4|Page
teach, “a little leaven will leaven the whole lump”. As leaders, we must be careful to be spiritually attentive regarding this area. A warning to deacons, “do not withhold good, when it is in your power to make a difference”. Unresolved issues affect the pastor, causing him to lose focus on his responsibility of giving himself to prayer and ministry of the Word of God along with all of the other logistics of ministry. To rectify unresolved issues and bring order within the congregation, the twelve apostles were given the responsibility of developing a God-inspired plan of correction. Out of this Godinspired plan, came the purpose of the deacon. The plan consisted of the deacon being a servant to the Pastor, the deacon is to be a servant to the congregation, the deacon is to be a personal help to others, and the deacon operates under the oversight, supervision, administration, command and direction of the pastor as he is led of the Holy Spirit. The deacon should perform benevolent tasks. Benevolence refers to acts of kindness, goodwill and compassion to the congregation as well as to others outside the congregation. For example, when someone needs rental assistance, utility assistance, clothing assistance, etc. The deacon visits the sick. The deacon oversees the spiritual needs of the congregation as directed by the pastor. The time may come when the pastor has need of assistance in teaching or providing training to the 5|Page
congregation in areas that are lacking and need attention. The deacon promotes unity within the Church. At the first onset of confusion, it is the deacon’s responsibility to assist the pastor in being a peacemaker. The deacon assists the pastor with carrying out the God Inspired vision as assigned. It is vitally important for the deacon to spend quality time with the pastor in order to become familiar with the vision. Once the vision is learned, then it should be followed. The deacon helps to spread the gospel throughout the congregation by ministering the Word of God. This means that each deacon should be apt to teach and train. The deacon frees the pastor’s hands from day to day operations of the Church so that the pastor can give himself to prayer and ministry of the Word of God. In order for this to take place, the deacon must become committed, responsible and accountable at all times. The deacon is not called to be the overseer of the Church. Major decisions regarding the Church are not governed by the deacon, but through the pastor. If you are not souloriented, if you do not possess the tolerance and ability to feel and understand another person’s hurt or emotional stress, deaconship may not be your area of service. If you have an issue with receiving instruction and submitting to authority, deaconship may not be your area of service. If you are not willing to set aside “your” vision or how “you” think things should be run in the Church, deaconship may not be your area of service. 6|Page
If you feel that the pastor should be the one to serve tables and not you, deaconship may not be your area of service. Order in the Church The office of the deacon originated out of a need within the congregation. The biblical example for recruiting deacons is that the pastor appoints them. After all, this is the pastor’s staff or ministry team that he will be entrusting to work closely with him. The heart of God is very much concerned about ministering to the needs of Souls. Deacons must embrace the same kind of heart when ministering to the needs of the people. In addition, the bible sets the standard on how to minister to the needs of the sheep. Mark 1:40-41(KJV) says, 40 And there came a leper to Him, beseeching Him, and kneeling down to Him, and saying unto Him, if thou wilt, thou canst make me clean. 41 And Jesus, “moved with compassion”, put forth His hand, touched him, and saith unto him, I will, be thou clean. This leper came to Jesus because he believed Jesus could help him. The man’s situation was not a favorable one; he just wanted to be cleansed of his leprosy. People just want to be delivered, or at best, they want solutions to their issues. This man was intimidated, frightened, ashamed, apprehensive and reluctant to bother Jesus. What was Jesus response? Jesus was moved with compassion. If you are going to serve as a deacon, compassion must be the heart or core of your service. 7|Page
What Is Compassion? Compassion deals with the ability to express feelings and thoughts toward another in time of need. If you are unwilling to put yourself in the place of another, deaconship may not be your area of service. Compassion requires a certain kind of mindset when dealing with people. It requires one to be sympathetic, caring and sensitive toward another. If your personality is one that is coldhearted and non-shallot, deaconship may not be your area of service. It calls for one to demonstrate an understanding of the situation. It also requires thoughtfulness and showing consideration, act as if you do care. If compassion is not the heart or core of your service, you will find yourself “being offensive”. Romans 14:19 (KJV) instructs us to “follow after the things which make for peace and things that may edify another”. The word edify means to provide instruction, enlightenment or teaching to another. Jesus demonstrated a willingness to assist this man at the point of his need. How do you normally respond to people when they come to you requesting help? Do you act as if you do not want to be bothered? Do you present yourself as one who is not willing to get involved? The bible gives us a guideline for ministering to people who needs help. 8|Page
Galatians 6:1-2 (KJV) says, 1 Brethren, if a man be overtaken in a fault, ye who are spiritual, restore such a one in the spirit of meekness, considering thyself, lest thou also be tempted. 2 Bear ye one another’s burden, and so fulfill the law of Christ. The word overtaken - means to catch one by surprise, to overwhelm, overpower, devastate, or to crush. The word fault refers to a person’s mistake, error, wrongful action, oversight, weakness, shortcoming or flaw. The word spiritual - denotes those who are holy, connected with the Holy Spirit, possess the mind of Christ, and who are not carnal minded. The word restore – means to re-establish, bring back, make stronger, or rebuild. The word spirit of meekness refers to humbleness, gentleness, and understanding, without arrogance, not overconfident or prideful. The word bear - means to tolerate, put up with, to stand with, support, to bring into being, or to develop. The word burden refers to something that weighs one down, trouble, inconvenience, problem, affliction, worry, duty or responsibility. It is always the right spirit to serve another with kindness. The scriptures teach us to please another instead of ourselves. Ministering to another when they have fallen, should be taken serious. Paul gives revelation that our main purpose should be to 9|Page
restore. Many times, we see the opposite when it comes to the office of the deacons. The heart of the deacon should be to serve with love. Handling Small Matters Acts 18:14-15 (KJV) says, 14 And when Paul was now about to open his mouth, Gallio said unto the Jews, if it was a matter of wrong or wicked lewdness, O ye Jews, reason would that I should bear with you. 15 But if it were a question of words and names, and of your law, look ye to it, for I will be no judge of such matters. Paul teaches a valuable principle here in these passages of scripture regarding handling small matters. Too many times, the pastor, especially of a small Church, becomes burdened down with matters that could have easily been resolved by the deacon. With Gallio, this “true issue of concern” needed to be handled. He suggested that this “small matter” was to be handled by delegated leadership, the deacon. When Gallio discerned this, he refused to get involved. Pastors must be willing to say “no”, take it to the deacons. The sheep must “become mature” to the point of submitting to proper protocol for handling small matters in the Church. It is the pastor’s responsibility to initiate rightly divided biblical procedures for setting order in the house, not the deacon. 10 | P a g e
They can assist, but the pastor makes the final decision. Once the pastor has established the biblical protocol or principles of authority, they are to be followed by all. Pastors should not be intimidated when walking in authority. God has commanded certain responsibility be upon the pastor regarding the people. I Peter 5:1-3 (KJV) says, 1 The elders which are among you I exhort, who am also an elder, and a witness of the sufferings of Christ, and also a partaker of the glory that shall be revealed, 2 Feed the flock of God which is among you, taking the oversight therefore, not by constraint, but willingly, not for filthy lucre, but of a ready mind. 3 Neither as being lords over God’s heritage, but being ensamples to the flock. Pastors are required by God to supply the flock with necessary resources needed for life. This is why the pastor needs the opportunity to give himself to prayer and ministry of the Word. The word resources refer to both spiritual and natural. Additionally, it means to provide solutions, ways of solving difficult issues, how to acquire the blessing of the Lord, wealth, revenue, demonstrating wisdom how to prosper, and revealing the biblical process or course to follow. Pastors have this responsibility and they must do it well as unto the Lord. Because of this grave responsibility, assistance with other matters is needed. God requires pastors to take charge and walk in their

authority. Pastors must develop not only a business mindset, but also a leadership mindset, as well as knowing how to lead, delegate authority, be influential and persuasive by the Holy Ghost, and administer discipline, rebuke, reproof, and correction when needed. In addition, keeping in mind not to get it twisted, these are God’s people and He is watching how we treat each other. Hebrews 13:17 (KJV) instructs us to “obey them that have the rule over us and submit ourselves, for they watch for our souls, as they must give account, that they may do it with joy, and not with grief, for that is unprofitable for you”. When people do not follow authority, it will affect us all. If the protocol is not followed, then spiritual discipline is in order. Paul provides instruction in I Corinthians 14:40 (KJV) that we are “to do all things decently and in order”. One purpose for doing things decently and in order “, is to keep the unity of the Spirit, in the bond of peace”. There should not be any matter that comes up in the Church that ends up becoming a distraction or burden to the pastor. The deacon should be prepared to deal with anything that would cause the pastor to neglect his godly duty of “prayer and ministry of the Word”. Everyone in leadership must faithfully carry out his or her spiritual servitude, his or her duty, obligation or promise to serve. It is the deacon’s responsibility to help maintain order in the Church.

Whenever you have two or more people operating in a religious setting, confusion is expected. The office of the Deacon requires impartiality toward all. No respect of persons should be practiced within the congregation.
CHAPTER 2 ________________________________________ DEACON’S QUALIFICATIONS Introduction Acts 6:3-8 (NIV) says, 3 Brothers, choose seven men from among you who are known to be full of the Spirit and Wisdom. We will turn this responsibility over to them. 4 And will give our attention to prayer and the ministry of the Word. 5 This proposal pleased the whole group. They chose Stephen, a man full of faith and of the Holy Spirit. Philip, Prochorus, Nicanor, Timon, Parmenas, and Nicolas from Antioch, a convert to Judaism. 6 They presented these men to the apostles, who prayed and laid their hands on them. 7 So the word of God spread. The number of disciples in Jerusalem increased rapidly, and a large number of priests became obedient to the faith. 8 Now Stephen, a man full of God's grace and power, did great wonders and miraculous signs among the people. When divine order was established in the early

Church, it caused growth to spring forth. The Word of God spread. This should be a principle for all to remember when attempting to enlarge our territory. We must keep the ministry of the Word as priority. The deacons should be prepared to assist in this area. The number of disciples increased rapidly. Discipleship is necessary for the New Testament Church. The deacons should be trained on how to make disciples. The leadership operated in unity because of their obedience. When the Word of God is made known to the Church body and is received, the heart is cleansed, changed and set free. This births a spirit of obedience in those who serve, such as the deacons. Men who will not receive, and submit to the Word of God, will not make good candidates for deaconship. Basic Characteristics of the Deacon The scriptures teach that the deacon’s character should be that of a servant’s heart. He is one that you can hold in high regard. He is one who has a clear understanding of the faith. He is one who shows himself faithful. He is one who is “known” to be full of the Spirit. He is one who has demonstrated the ability to handle small matters. The First Seven Deacons Stephen: His name means crown. He was full of faith, the Holy Ghost and power. He did great wonders and miracles among the 14 | P a g e
people. He was the first Christian martyr, he was mighty in the scriptures, and operated ministry with a forgiving nature. Philip: His name means fond of horses. He was a respected member of the Church, an evangelist who took the gospel to Samaria, worked miracles, cast out devils, operated in a healing ministry, and experienced being transported from one location to another by the Spirit of God. Prochorus: His name means leader of the chorus. He was musically gifted and presided over the music ministry. He later became a bishop and died as a martyr in Antioch. Nicanor: His name means conqueror. He was full of the Holy Spirit and wisdom, assisted with decision-making concerning the ministry, and he was a military man. Timon: His name means honorable. He supervised the administration of the needs of the people. Parmenas: His name means faithful or constant. Nicolas: His name means conqueror of people. He was full of the Holy Spirit and wisdom. We can see that each deacon had his own anointing or mode of administration and operation. This is all according to the gifting of God by the Holy Ghost. The mindset of the early deacons was one of, “they all worked together by the Holy Spirit for all to profit�.

II Corinthians 6:3 (KJV) confirms the behavior that should be displayed before all, that is, “giving no offense in anything so that the ministry may not be blamed�. Laying on of Hands Laying on of hands and anointing of oil were established in the early Church as the acceptable method of consecrating and sending forth deacons as well as other leaders for service. Scriptures warn not to lay hands suddenly on any man. Sometimes we can release people into ministry too soon. Laying on of hands signifies before others, that you give your seal of approval on this brother. Laying on of hands signifies before others, that you have thoroughly proven this brother’s character, and that you are now presenting him to the church, and to the public saying, that he can be trusted to provide faithful, trustworthy, committed and impartial service. Laying on of hands signifies before others, the type of association you want to be recognized. Whom you hang around with will determine the quality of ministry that will be developed and presented to the people. Heart of the Deacon I Timothy 3:8-13 (NIV) says, 8 Deacons, likewise, are to be men worthy of respect, sincere, not indulging in much wine, and not pursuing dishonest gain. 9 They must keep hold of the deep truths 16 | P a g e
of the faith with a clear conscience. 10 They must first be tested, and then if there is nothing against them, let them serve as deacons. 11 In the same way, their wives are to be women worthy of respect, not malicious talkers but temperate and trustworthy in everything. 12 A deacon must be the husband of but one wife and must manage his children and his household well. 13 Those who have served well gain an excellent standing and great assurance in their faith in Christ Jesus. As outlined in the scriptures, there are certain qualities of the heart and defined behavior concerning the ministry that must be developed within each deacon. Such qualities as having an honest report within the community, demonstrating conduct as being open, direct, straightforward, not doubled tongued, but being truthful with the people. Demonstrating integrity in all spiritual and business matters, especially if the pastor is one who struggles with integrity himself, and require a deacon to operate with a spirit of deceitfulness and makes a demand upon you to cover up for his wrongdoing before the people. In such a case as this, the deacon should prayerfully seek God for wisdom on how to approach this matter. He should prepare his mindset by renewing it with the Word of God regarding this area and pray in the Holy Ghost prior to approaching the pastor. 17 | P a g e
The deacon should also purpose to help enlighten, restore or attempt to re-establish spiritual protocol with the pastor, in the spirit of meekness. It would be an asset to have a good working relationship with each other. The mindset of the deacon when confronting the pastor should be one of “entreating him as an elder”, who is worthy of honor”. Some practical advice; be aware of your tone and body language, present yourself as a brother who is a living sacrifice, holy and acceptable unto God, speak with the pastor between you and him alone and keep it to yourself. “Forgetting those things which are behind” and move on once you have presented your concerns. This will be a test of your integrity and ability to walk in forgiveness. The relationship between the deacon and the pastor must be developed over time. We can always use I Timothy 6:1-2 as a guide. 1 Count him as worthy of all honor that the name of God and His doctrine may not be blasphemed. 2 Do not despise him. The word despise - means to look down upon, to regard with contempt, a bad attitude, strong dislike or disrespect. Do not stop serving him unless the Holy Spirit directs otherwise, they are still brethren. If he will not hear you, it could be due to a previous offense between each other, or it could be the manner in which you approached. If this step is not successful, tell it to another trustworthy Deacon who may be more credible and the both of you entreat, and not condemn, the pastor. 18 | P a g e
Next, tell it to the board of deacons, or disciplinary council, if the previous step is unsuccessful. I Timothy 5:20 (KJV) says, “Them that sin rebuke before all”. Never make an “unwarranted or hearsay” accusation against the pastor. Remember in Numbers 12, Miriam spoke against Moses and was cursed by God. Remember in Romans 13, Paul instructed for every soul to be subject unto the higher powers because God has ordained them. Accusations must be established before two or more witnesses. While there is not a mandate given in the bible for giving people time to make changes, there is revelation that God allows space to repent, a season for change or manifestation. God uses the number three as a space for manifestation. It could be three hours, days, months or years. Depending upon the seriousness of the matter, spiritual discernment is needed for this area. During the time of correction, the scriptures give revelation in Luke 13, that there should be a breaking up of fallow ground in the heart, a time of ministering life of the Word and fellowship. This requires the deacon to be full of the Holy Ghost. In Acts 10:38, the scriptures teach that God anointed Jesus with the Holy Ghost and with power, who went about doing good and healing all that were oppressed of the devil.

Deacons cannot operate in ministry and be fruitful, without the power of the Holy Ghost. There will be all kinds of demonic spirits that will confront you. You cannot deal with “spirits” in the flesh. God confirms the Word with signs following. The Holy Ghost manifests the signs through vessels. In Acts 6:10-15 (KJV), the scriptures give an example of how Stephen operated as a deacon being full of wisdom. The events begin with some of the council members confronting Stephen with an argument. They were not able to resist Stephen’s wisdom and the spirit by which he spoke. As a deacon, your speech must be seasoned with salt. It must be tempered, hardened to stand against attack, and well thought out. As Jesus spoke, in the same hour that you need it, the Holy Ghost will give you what to say. It is imperative that the deacon be grave. Know when to be serious. Know when to lighten things up. Do not be double-tongued. If you speak out of both sides of the mouth, you will have no influence upon the people. Do not be given to much wine. This is an area of wisdom. While certain wine may be used for health purposes, it should never be used as a social drink. This is not wise and can lead to excess. Do not be greedy of filthy lucre. Money should never become a motive for service. It will cause one to acquire a love for it and giving place to the devil, the root of all evil. Hold the mystery of faith in a pure conscience.

Deacons must acquire an understanding of the walk of faith, and how it applies to our life so that they can teach it to others. This area must be rightly divided. Deacons must be proved. I Thessalonians 5:21 (KJV) instructs us to prove all things including deacons and ministerial leaders. Those that prove to be good, pray over them, lay hands upon them and send them forth. Those that are not good candidates, consider them for other areas of ministry, which do not have direct relations with the people. The deacons should maintain a godly relationship with their wives. Home life is very important and should be a part of the proving process. Deacons must have respect at home first. Watch the laying on of hands against the wife; this should not be tolerated. Be the husband of one wife. Deacons, who have been divorced, can still qualify for service. You cannot be married to more than one wife at a time. Rule their children well. How can you present leadership to others when your own family will not listen respectfully? Rule their household well. Being able to handle business is a necessary requirement for becoming a deacon. This is an area where some pastors lack wisdom, and it ends up crippling the Church.

CHAPTER 3 ________________________________________ OPERATING UNDER AUTHORITY Introduction Since the beginning of time, God has required order. Genesis 1:2-3 (NIV) says, 2 The earth was formless and empty, darkness was over the surface of the deep, and the Spirit of God was hovering over the waters. 3 And God said, let there be light, and there was light. From these passages of scripture, we see the mind of God concerning order. There are three focal points that we can emphasize from these scriptures relating to the earth. It was unformed, empty and darkness covered the surface. The fact that the earth was unformed, empty and covered with darkness, gives revelation that organizational vision was needed to bring about order. It is organizational vision that is needed in the Church to bring about godly order. The word vision - refers to “prophetic revelation� that has been received by the Holy Spirit. Each pastor must seek God concerning vision regarding the applicable structure for his ministry. Without order or governing authority established in the ministry, things will be unformed, empty and spiritual darkness will cover the witness of the Church. 22 | P a g e
When things are unformed - it refers to not yet created, developed or come into being. In order for things to be formed, creative inspired words must be spoken. God said, “Let there be light, and there was light”. The pastor must possess the ability to speak Holy Spirit governmental words of authority to set things in order. When things are empty in the Church, it is due to unclear direction or purpose not established. The word purpose - refers to principles, beliefs, values, doctrine, or a system of operation. When darkness - is allowed to spread throughout the Church, it is due to no vision being spoken, it brings about a lack of knowledge, lawlessness within the heart of the people, and it makes government difficult to understand. Government in the Church God has instituted government within the kingdom of God. Matthew 28:18 (NIV) gives an account of Jesus establishing His authority. He said, “All authority in heaven and on earth has been given to me”. I Corinthians 12:28 gives revelation that God has set governments in the Church. Part of the government that God has set in the Church is those who are gifted, skilled with the ability to administrate, manage and operate with wisdom in leadership.

If a person desires to lead in the kingdom of God and lack these basic gifting, it could be a sign that they have missed their calling. An area of government that is sometimes misused is that of operating under authority. Operating under authority - requires a person to submit to another, receive words of instruction and follow commands. Operating under authority applies to the pastor first under the authority of Jesus Christ, the apostles and prophets in the general body of Christ, then to the deacons and leadership under the authority of the pastor. It also requires a thorough understanding of the fundamentals of Kingdom government; such as, the body of Christ operates under a government of Theocracy, which means that God rules, not man. Government, which refers to administration, organization, law, rank and authority. The first step toward operating under authority is to get an understanding of how God feels about the subject. II Peter 2:10 gives revelation that “those who walk in their fleshly mindset� will despise, look down upon and disrespect government; be presumptuous, arrogant, bold, self-willed, head-strong, stubborn and will not be afraid to speak evil of authority�. A pastor can always tell when his deacons, leaders or people working under his authority begin to walk in the flesh. Their words will begin to come across with despisement, bold arrogance, filled

with stubbornness, no restraint or respect, very argumentative and always questioning your authority. During the proving or testing process of the deacon, there must be discernment concerning this area. You do not want to give place to unnecessary thorns in your flesh. Thorns, refers to those undisciplined, seduced, devilish sheep in wolf clothing, false prophets, lying wonders, antichrist, pretending to be your friend, on your team, got your back, will be there when everyone else has gone, defiled spirits that on purpose irritate, speaks evil to you and about you to others with sharp words, attempting to torment your mind and spirit, making you lose sleep. They creep and crawl around you to frustrate, hurt and try to put a stop to your plans, vision, and inspiration. These spirits work to influence and turn the people against you by exposing your weakness before the people, the world, your family, friends and those in whom you have won over and affect their lives. Operating under authority requires the deacon to look after the pastor’s needs. I Timothy 5:17-18 says, 17 Let the elders that rule well be counted worthy of double honour, especially they who labour in the word and doctrine. 18 For the scripture saith, thou shalt not muzzle the ox that treadeth out the corn. And, the labourer is worthy of his reward.

The pastor that is faithful and serves well should be rewarded. The deacons should oversee the administration of the needs of the people including the pastor. He should be taken care of first as the governmental order of the house. Serving the Pastor’s Needs I Corinthians 9:7-14 (NIV) says, 7 Who serves as a soldier at his own expense? Who plants a vineyard and does not eat of its grapes? Who tends to a flock and does not drink of the milk? 8 Do I say this merely from a human point of view? Doesn't the law say the same thing? 9 For it is written in the law of Moses, do not muzzle an ox while it is treading out the grain. Is it about oxen that God is concerned? 10 Surely, he says this for us, doesn't he? Yes, this was written for us, because when the plowman plows and the thresher threshes, they ought to do so in the hope of sharing in the harvest. 11 If we have sown spiritual seed among you, is it too much if we reap a material harvest from you? 12 If others have this right of support from you, shouldn't we have it all the more? But we did not use this right. On the contrary, we put up with anything rather than hinder the gospel of Christ. 13 Don't you know that those who work in the temple get their food from the temple and those who serve at the altar share in what is offered on the altar? 14 In the same way, the Lord has commanded that those who preach

the gospel should receive their living from the gospel”. The pastor should not serve at his own expense. The pastor should partake of what comes into the treasury. The deacons or an appointed board should set the weekly or monthly amount to be given to the pastor based upon his needs. Do not muzzle the pastor’s blessings. The word muzzle - means to suppress, hold back, restrain, resist, reduce, limit, dominate, control, block, prevent, be silent about, ignore or put an end to. The pastor should expect to be blessed and inquire if it does not happen. The pastor should receive more than money. It should include material blessings, food, clothing, benefits and property, etc. This is a right of the pastor to receive his living from the gospel. Living - refers to his livelihood, income, wages, profits, source of revenue. In order for this to be done decently and in order, the giving of tithes and offerings and sowing of seeds must be established as governmental order in the Church. The Pastor’s Call The pastor must possess the gift and skill of knowing how to give clear, understandable directions to his deacons. Hosea 4:6 gives revelation that God’s people are destroyed, defeated, overcome,

have become ignorant, uninformed, and unaware because they lack knowledge, information and understanding of spiritual things. Proverbs 29:18 says, “Where there is no vision, prophetic revelation from God on a continuous basis, the people perish, fail, stop working and become lawless, unruly and ungovernable”. The pastor must possess the gift and skill of knowing how to manage Church business. If the pastor manages well, God will promote him. Proverbs 22:29 (NIV) says, “Do you see a man skilled, trained and capable in his work? He will serve before kings, those in authority, prominent, well known, high-up, important and major players. He will not serve before obscure, doubtful, unclear, and difficult to understand men”. Luke 2:49 gives revelation that while people, other ministers, even family will want you to spend valuable time hanging with them; vision will call you to a higher plane, doing Kingdom work. Some just will not understand why you do not run with them anymore. Romans 12:11 commands us not to be slothful in business. The word slothful - means to be lazy, idle, sluggish, and slow moving, no get up and go. The pastor must possess the gift and skill of knowing how to manage the staff. I Peter 5:1-3 instruct us on how to manage the Church. 1 The elders which are among you I exhort, who am also an elder, and a 28 | P a g e
witness of the sufferings of Christ, and also a partaker of the glory that shall be revealed. 2 Feed the flock of God, which is among you, taking the oversight thereof, not by constraint, but willingly, not for filthy lucre, but of a ready mind. 3 Neither as being lords over God's heritage, but being ensamples to the flock. The pastor is to feed the Church. The word feed - means to nourish, encourage, promote, advance, support and provide for. The pastor is to take the oversight of the Church. Taking the oversight - refers to looking after their wellbeing, observing their ways, provide covering and protection which include giving instruction, helping them become settled, be at peace, incubate until mature. The pastor is to be an example to the Church, taking the lead in doing spiritual things. Organization Another area of government that must be taught is Organization. A pastor must possess the gift or skill of establishing a method of operation and be able to express that method of operation to his deacons. This will require a time of prayer, fasting and seeking the Lord. Once the pastor has received instructions, he should share it with the deacons or his leaders. Habakkuk 2:2 says, “Write the vision, and make it plain upon tables, that he may run that readeth it�. Another area of 29 | P a g e
government that must be taught is Law, Rank and Authority. Law - refers to the rules and regulations of how to operate. Rank - refers to the titles and positions that will be held. Authority - refers to the right, weight or power each rank will carry. The rank and authority should be prayerfully established. It should also be based upon the gift or skill of the person. I Corinthians 12:4-7 say, 4 there are different kinds of gifts, but the same Spirit. 5 There are different kinds of service, but the same Lord. 6 There are different kinds of working, but the same God works all of them in all men. 7 Now to each one the manifestation of the Spirit is given for the common good. We all do not have the same gifting or service. Spiritual discernment must be exercised. The overall Church should profit from this area of government. Government is a vital operation of the Church. Where there is no government, there will be confusion and lack of spiritual growth. Where there is no government, there will be no operating under authority in the Church. While the Church itself is not a mere organization, it is however, a structured Kingdom that is infused with dominion and organization. Kingdom – refers to a sovereign empire, a selfgoverning domain by the Holy Spirit.

The Proving Process Before a person can operate under authority, he must be proved. I Thessalonians 5:21 (NIV) says, to “Test everything and hold on to the good”. We can avoid the appearance of evil by putting into practice this proving process. Proving or testing people for service in the Church is a governmental Kingdom principle. The word prove means to establish, confirm and demonstrate before others. It does not matter how anointed a person seemed to be. Anointing without properly developed character will become a liability to the Church. The proving or testing is necessary in order to bring about a desired effect, goal, intention or godly fruit. In the world, we experience recalls. In the Church, we must avoid spiritual recalls at all cost. The proving process may not always be perfect, but it is an effective tool of ministry for order. Luke 9:23 says, “Then He said to them all, if anyone would come after me, he must deny himself, take up his cross daily and follow me”. The relationship between Jesus and His disciples is one that is to be followed throughout the Kingdom. It involves the desire for service, denying of self, learning a new way and putting it into practice. If anyone desires to become a deacon, he must be willing to do the same. Once it is prayerfully determined that such a person is a viable candidate for service, it 31 | P a g e
should be acknowledged by the person of interest that he is willing to submit himself to the proving process and willing to put what he will learn into practice on a continuous basis. Matthew 4:18-19 gives an account of Jesus examining two brethren working in their profession. While we are looking out among us for men of service, it is wise to find those who are already being diligent with the working of their hands doing something. People who we need may be connected with the Church, but not necessarily working in the Church. Jesus called them for a specific function. Relationship had not been established yet; however, Jesus asked them to follow Him. Apparently, Jesus had presented such a strong witness of leadership that compelled them to respond. He then gave them an expectation of their relationship with Him based upon vision that was stirred within Him. Strong, clear, effective leadership will move people. Jesus shared His vision. It involved training and developing them into fishers of men. Training, involves preparation, teaching, providing instruction, giving guidance, educating, and enlightening. When searching out candidates for service, pastors need to have a visionary concept of what we desire them to do, be specific about your vision and be faithful to it. Philippians 4:9 says, “Whatever you have learned, received, heard from me, or seen in me, put it into practice, and the God of peace will be with you�. This is a 32 | P a g e
governmental kingdom principle that must be established in the Church so that we can experience the peace of God. God requires that all things be done decently and in order. The deacons can experience peace with the pastor if this principle is followed. This requires the deacon to become a student under the pastor’s authority. Whatever the pastor scripturally establish in the Church as a way of operation, the deacon must be willing to learn it, receive it, follow it and teach it to others. I Kings 9:22 gives revelation that a pastor must be willing to delegate authority as well as determine who is best for a position of leadership. Delegate means to hand over the reigns, pass on or entrust another. This comes through relationship. We can learn from the wisdom of Solomon concerning delegating authority. Solomon chose certain men to operate as slaves. Others he chose to be his fighting men, government officials, officers, captains and commanders. I Thessalonians 5:12-13 says, 12 And we beseech you, brethren, to know them which labour among you, and are over you in the Lord and admonish you. 13 And to esteem them very highly in love for their work's sake. And be at peace among yourselves. The key goal is to achieve order and peace by getting to know each other. Once we get to know each other, we can esteem one another. 33 | P a g e
Esteem in love without partiality for the work’s sake. Examine their fruitfulness in the Kingdom. Esteem them very highly. Esteem - means to have a good opinion about, to hold in high regard, respect and appreciation.
CHAPTER 4 ________________________________________ SPIRITUAL DISCIPLINE Introduction The bible teaches that all things should be done decently and in order. Simply put, when government is not enforced in the Church, lawlessness is inevitable. Most times when discipline is applied, it brings about offense. Nevertheless, the bible teaches that open rebuke is better than secret love. Job 5:17 (NIV) says, “Blessed is the man whom God corrects, so do not despise the discipline of the Almighty”. Proverbs 1:7 (NIV) says, “The fear of the Lord is the beginning of knowledge, but fools despise wisdom and discipline”. Proverbs 12:1 (NIV) says, “Whoever loves discipline loves knowledge, but he who hates correction is stupid”. Proverbs 13:18 (NIV) says, “He who ignores discipline comes to poverty and shame, but whoever heeds correction is honored”.

Spiritual discipline serves as a useful tool of ministry. Spiritual discipline helps to separate the mature from the immature. Spiritual discipline reveals the sheep from the goats. When spiritual discipline is not received, and is despised, it will hinder one’s blessings. When a person’s blessings are hindered due to disobedience or for being out of order, we get a Jonah experience in the Church. You cannot build the Kingdom of God with Jonah spirits. The bible teaches that a fool despises discipline. A deacon that loves knowledge will love discipline. On the other hand, a deacon who hates correction is one who is stupid. The bible teaches that when discipline is ignored, it causes one to come to poverty and shame, but the person who takes heed to discipline will be honored. What is discipline? God’s purpose for discipline is to help man learn obedience, learn a new way of life, bring him under authority, train him to ensure proper behavior, correction, chastise him, provide instruction, education and preparation for the work of the Kingdom. Matthew 28:19-20 instructs us to go and make disciples of all nations, baptizing them and teaching them, disciplining them to obey everything that the Father has commanded. Spiritual discipline also involves praise, criticism, affirmation and rebuke. Mark 1:2 tells us that we are to “prepare the way for

Jesus”. Deacons must be willing and able to administer proper discipline within the Church on behalf of the pastoral assignment that God has given. The vision is to be protected or guarded from haters or enemies. Spiritual discipline with do it. Discipline is never to be brutal or invoke anger, but to bring people up in the nurture and admonition of the Lord. Deacons must learn to “care” for people and rebuke as needed with love. Hebrews 12:6-11 (NIV) says, 6 Because the Lord disciplines those He loves, and He punishes everyone He accepts as a son. 7 Endure hardship as discipline, God is treating you as sons. For what son is not disciplined by his father? 8 If you are not disciplined and everyone undergoes discipline, then you are illegitimate children and not true sons. 9 Moreover, we have all had human fathers who disciplined us and we respected them for it. How much more should we submit to the Father of our spirits and live. 10 Our fathers disciplined us for a little while as they thought best, but God disciplines us for our good, that we may share in his holiness. 11 No discipline seems pleasant at the time, but painful. Later on, however, it produces a harvest of righteousness and peace for those who have been trained by it”.

We see discipline is given by the Lord to those He loves and accepts as a son. The scripture further states that we should endure hardships in life as discipline. Like Jesus, we too learn obedience through the things we suffer. As deacons, discipline should be given out of love and relationship. It is difficult to discipline a people that do not feel the love or who is unable to relate to you. God sees us as illegitimate children or bastards when we refuse to submit to discipline. While discipline feels grievous for the moment, if we endure it, we will receive the blessing of the Lord. Discipline helps to develop proper respect unto the Lord. When deacons administer proper discipline, it causes the people to yield to the fear of the Lord and walk in holiness, gain respect for the pastor and the visionary work. Paul Rebukes a Damsel Acts 16:16-18 (NIV) speaks about an instance when Paul had to discipline a damsel who was speaking truth about him, but from the wrong spirit. The scripture says, 16 Once when we were going to the place of prayer, we were met by a slave girl who had a spirit by which she predicted the future. She earned a great deal of money for her owners by fortune telling. 17 This girl followed Paul and the rest of us, shouting, "these men are servants of the Most High God, who are telling you the way to be saved. 18 She kept this up for many days.

Finally, Paul became so troubled that he turned around and said to the spirit, "in the name of Jesus Christ, I command you to come out of her". At that moment, the spirit left her. There may come a time when deacons will face the challenge of rebuking spirits that speak things openly in the Church out of impure motives. Because this is dealing with spirits within fleshly bodies, the deacon must be full of the Holy Ghost in order to take authority over the spirit. It was not until Paul became grieved in his spirit, that he addressed the unclean spirit in the damsel. At times, it may seem difficult to discern when to deal with a spirit, but the Holy Ghost will unction the wisdom within you as you ask Him on how and when to administer discipline. It is important to minister the correct response when things get out of order in the Church. In the previous example, Paul responded after his spirit became grieved. Romans 16:17-18 (NIV) provides instruction and grounds for spiritual discipline for those members of the Church, whether it is intentional or not, that cause division and offense which is “contrary to the doctrine� that has been taught by the pastor and leadership of the Church as inspired by the Holy Ghost. Romans 16:17-18 (NIV) says, 17 I urge you, brothers, to watch out for those who cause divisions and put obstacles in your way that are contrary to the teaching you have learned. 18 For such people are not serving our Lord Christ, but their own appetites. By smooth talk and flattery, they deceive the minds of naive people. Romans 16:17-18 (KJV) says, 17 Now I beseech you, brethren, mark them, which cause divisions and offenses contrary to the doctrine, which ye have learned; and avoid them. 18 For they that are such serve not our Lord Jesus Christ, but their own belly, and by good words and fair speeches deceive the hearts of the simple. Both translations agree that those who cause divisions and offenses in the Church should be watched and avoided. This is true genuine spiritual discipline. When disorder manifests in the Church, timely spiritual discipline is to be given. Spiritual discipline is to be used as a tool of ministry to bring about obedience and a new way of life. If we ignore discipline, it will bring shame, poverty and dishonor to the Church. We cannot discipline a people without love and relationship. We cannot build the Kingdom with Jonah spirits. They must be disciplined. Spiritual discipline must be timely. When administering discipline, the correct response must be given. Watch, make notice and avoid those who cause divisions and offense in the Church.

CHAPTER 5 ________________________________________ TEACHING SOUND DOCTRINE Introduction One of the most crucial duties of the office of the deacon is that of providing spiritual instruction to the people. The scriptures teach that God has graced the office of the deacon with revelation concerning the mysteries of the kingdom. It is required of deacons to assist the pastor in this area. Before attempting to teach sound doctrine, we need to get a thorough understanding of what is considered sound doctrine. First, doctrine - refers to a set of guidelines or principles. The word principle - refers to a standard, belief, attitude or law. Whatever doctrine is taught in the Church, it should be biblical based and rightly divided. Whenever doctrine is not rightly divided or taught, it gives place to heresy. The word heresy - refers to teachings that have deviated from the truth of the Word of God. This principle has been established in II Timothy 2:15 (KJV). The scripture teaches that we are to “study to show ourselves approved unto God, a workman that needeth not be ashamed, rightly dividing the word of truth�. The word study involves learning, reading, investigating and researching the scriptures with 40 | P a g e
biblical aids. Biblical Aids such as other biblical translations, sound commentaries, dictionaries, concordances, faith-filled books and other media materials. Our main priority should be to show ourselves approved unto God. The Importance of Doctrine Doctrine is very important to the New Testament Church. It is the vehicle by which the teachings of Jesus Christ are propagated throughout the world. When doctrine is not sound, it produces vain worship unto the Lord. Mark 7:7 (KJV) says, “Howbeit in vain do they worship me, teaching for doctrines, the commandments of men”. When we lay aside the commandment of God, it creates false religion. False religion has infiltrated the Church of today, causing the Holy Spirit to be hindered and ineffective in the lives of people. We have established many so called spiritual laws in the Church, which do not produce the righteousness of God. False religion has caused many to deviate from the teachings of Jesus Christ, which is our foundation. The scriptures teach in Mark 6:12-13 (KJV) that the disciples 12 Went out and preached that men should repent. 13 And they cast out many devils, and anointed with oil many that were sick, and healed them. This is teaching sound doctrine. It is not based upon man’s vain 41 | P a g e
philosophy or darkened denominational belief. It is based upon the sound doctrine of the Word of God. If the scriptures say it, teach it. Many times, we hinder the power of the Word by trying to dilute it and present it through our eyes of understanding instead of what the Holy Spirit reveals. Sometimes the power of the Word is so strong; we avoid teaching it altogether especially concerning subject matter that brings us under conviction. The early Church continued in the apostle’s doctrine, fellowship, breaking of bread and prayers, fear came upon every soul, and many wonders and signs were done by the apostles. All that believed were together and had all things common. What unity! It appears that sound doctrine was the basis of the early Church. If this is so, we need to follow the same. The Affect of Heresy in the Church As we previously stated, the word heresy - refers to teachings that have deviated from the truth of God’s word. According to Ephesians 4:14 (KJV), heresies will cause the hearers to act as children in understanding, be tossed to and fro, and carried about with every wind of doctrine. We are instructed in the scriptures to become rooted and grounded in the Word of God. Heresies, if received, will cause us to become offended during times of tests, trials and tribulations. 42 | P a g e
In Matthew 13:21 (KJV), Jesus taught the disciples that when a proper foundation of the Word of God is not developed within your heart, you will become offended at the Word when tribulation or persecution arise. We are commanded in Titus 1:9 (KJV) to “Hold fast the faithful Word that you have been taught, that you may be able by sound doctrine both to exhort and to convince gainsayers. It is through the teaching of sound doctrine that many who are unruly, vain talkers and deceivers are stopped from their foolishness. I Timothy 4:1 (KJV) admonishes us that “In the latter times, some will depart from the faith, giving heed to seducing spirits and doctrines of devils”. When sound doctrine is taught, it will help prevent such a case. This is why we are commanded in II Timothy 4:2-3 (KJV), to 2 Preach the Word, be instant in season and out of season, reprove, rebuke, exhort with all long suffering and doctrine. 3 For the time will come, when they will not endure sound doctrine, but after their own lusts, shall they heap to themselves teachers, having itching ears. It is crucial for deacons to avoid the pitfall of gathering “personal followers” who will puff them up into believing that what they teach is of higher quality than the pastor is. This kind of ministry will soon develop into a false religious mode, which will gradually

depart from sound doctrine. The scriptures teach that we should always speak those things that become sound doctrine.
CHAPTER 6 ________________________________________ SPIRITUAL INTEGRITY Introduction As we look at the witness of the Church of today, we can find numerous instances of questionable practices. Jesus taught the disciples in Matthew 5:16 (KJV) that we are to “Let our light so shine before men, that they may see your good works, and glorify your Father, which is in heaven�. In our present society, it is so difficult for Christians to influence people toward spiritual things. Various examples have been presented from the Church, as to what is holy and what is unholy, what is righteous, and what is unrighteous. Many people, even within the Church, are confused, weak in faith and are living defeated lives, because of the double-mindedness of the Church. God has established certain leadership in the Church, to demonstrate before the world, what is the acceptable way of the kingdom. The proper mode of leadership comes through the pastor, deacon and other delegated leadership.

Jesus said in John 14:6 (KJV), “I am the way, the truth, and the life, no man cometh unto the Father, but by me�. Every form of leadership in the Church should be reflective of Jesus Christ. God has established one Lord, one faith, and one baptism. God is not confused, nor is He divided. Jesus taught the disciples that bitter and sweet water cannot both come out of the same fountain. A person is known by the fruit he bears. We either choose to live a life that is filled with blessings or cursing. What Is Integrity? The word integrity refers to honesty, truth and honor. Leadership that does not operate with integrity, will subject itself to every evil work. A lack of integrity hinders the growth of the Church. Paul shared this revelation with the Corinth Church in I Corinthians 3:1-3 (KJV). He said, 1 And I, brethren, could not speak unto you as unto spiritual, but as unto carnal, even as babes in Christ. 2 I have fed you with milk, and not with meat, for hitherto ye were not able to bear it, neither yet now are ye able. 3 For ye are yet carnal, for whereas there is among you envying, strife and divisions, are ye not carnal, and walk as men. When integrity is not at the core of the Church, there will be carnal minded leadership in operation. Carnal minded leadership will eventually produce people that are filled with envy, strife and division. No doubt, this will hinder the growth of the Church. 45 | P a g e
When we hear of Church splits, integrity has been compromised. When we hear of ungodly relationships being developed within the leadership, integrity has been compromised. When we hear of arguments over finance among the leadership, integrity has been compromised. The scriptures teach, “a little leaven, will leaven the whole lump”. In other words, a little compromise here and there will eventually cause everything and everyone associated with you, to become corrupt. It puts undue burdens upon the people who desire to honor God, to embrace questionable practices in the Church. Pastors and deacons who cause the people to stumble, at their lack of integrity, will pay a great price. The scriptures teach that “he that knoweth to do good and doeth it now, to him, it is sin”. There are times in the Church, when we as leaders know what is right, but choose to do otherwise, causing those who follow, to suffer harm. The good name of the Church is scandalized due to our flesh not being kept under control, or the mind not being renewed to what is that good, acceptable, and perfect will of God. Proverbs 22:1 (KJV) says, “A good name is rather to be chosen, than great riches”. Above all things, we should strive to keep a good name. Deacons can assist the pastor in maintaining a good name, by walking in integrity, in all affairs of the Church. And do not compromise at any cost.

When it has been discovered that integrity has been compromised, the deacons, in support of the pastor, should step up to the plate, and help bring correction. God bragged on Job before Satan. God spoke of Job’s witness in Job 2:3 (KJV). “And the Lord said unto Satan, hast thou considered my servant Job, that there is none like him in the earth, a perfect and an upright man, one that feareth God, and escheweth evil, and still he holdeth fast his integrity”. Job’s witness was that of practicing the fear of the Lord, even when he faced challenging times. The fear of the Lord requires one to depart from evil and the evil way. At no time, should we compromise our integrity. Even if it will cause us temporary gain, it is not worth losing favor with God and man. The scriptures teach that if we are found unfaithful in the few or small things, maybe in things that people do not readily see, it is sure that we will not be faithful in the weightier things. If pastors or deacons do not rule their own household well, it is sure that they will not rule the house of God well either. There are some areas we sometimes compromise privately, which will also determine how we will operate publicly. Such as “giving our word’. When we give our word on something, we should fulfill that word at all cost. Proverbs 19:1 (NIV) says, “Better is a poor man whose walk is blameless than a fool whose lips are perverse”. means wicked or stubborn. Another area is “handling business”. The scriptures teach that we should provide for things honest before God and man. This is really a heart issue. If our heart is evil, we will not practice integrity in our dealings. Matthew 15:19 (KJV) says, “For out of the heart proceed evil thoughts, murders, adulteries, fornications, thefts, false witness and blasphemies”.
