Being your Mayor of Hallandale Beach is a great honor. This past year, I along with my colleagues and staff have continued to implement our plan to stabilize our budget while addressing crucial infrastructure needs. I am pleased to announce, we have achieved a balanced budget, built strong reserves, and reduced our tax rate to 7.5%, providing welcomed tax relief.

This year, as part of our strategic planning, we surveyed citizens to identify key community issues. It is encouraging that overall satisfaction levels exceeded national averages, with public safety scoring in the seventy-five percentiles and above. Key concerns include flooding, traffic congestion, and the city’s appearance. The commission and I are committed to addressing these issues while focusing on core services. For me, the community’s wellbeing and public safety remain top priorities.

In 2025, a much-anticipated Broward County Signalization Project will be implemented along Hallandale Beach Boulevard to move traffic more effectively. We continue to expand our Code Enforcement efforts to make sure businesses and homeowners alike are maintaining their properties. We established a cross-departmental Homeless Initiative led by our Police Department to address the chronically homeless population. We have planned over forty million dollars stormwater projects to tackle flooding.

The recent extreme storms have prompted a critical need to reassess our public safety

strategies and resources. This June flooding occurred in parts of the city previously unaffected. Rest assured; we have stood with you through this. Our emergency responders tackled the floodwaters and responded to 174 water related emergency responses including twenty-six high water rescues and thirty-five rescues of individuals.

Everyone must be ready for recurring natural disasters and flash floods. In June, our city added two more pumper trucks, eight mobile pumps, and five high-clearance rescue vehicles. This major issue requires a wider strategy beyond just our city. I will continue to collaborate with our neighboring communities and partners towards a more resilient city and South Florida.

We recognize the specific challenges that come with living in a diverse city like Hallandale Beach. It is our responsibility to be ready, and we ask every resident to do the same. One lesson these disasters have taught us is that no matter how much planning, engineering, and technology we employ, Mother Nature remains unpredictable.

Reduced Property Taxes, Stormwater & Infrastructure Overhaul, Beach Side Condos & Significant Reduction In Crime - A Summary of 2024 and What You May Expect To See in 2025.

As Vice Mayor of Hallandale Beach, I want to express my gratitude to City Manager Earle, our dedicated COHB staff, Our CRA team, Police Chief Michel and the Hallandale Beach Police Department, and my fellow Commissioners. Together, we have achieved the following:

• Property Tax Reduction: You may expect a reduction in your upcoming property tax bill. Thanks to increased revenues, a strong reserve, and careful strategic planning, we successfully lowered the Tax Rate from 8.2466 to 7.5884.

• Flooding Mitigation & Infrastructure Upgrades: Addressing aging infrastructure remains a top priority. We currently have over 40 ongoing projects, including upgrades to lift stations and water mains. The City’s 5-Year plan supports these efforts. Recent stormwater improvements, including a new pumping station and pipe repairs, have enhanced accessibility and reduced flooding during severe weather.

• Beach Chair Program for Condo Owners: After months of collaboration and meetings with beachside condo owners, we have solidified your right to quiet enjoyment through a beach chair storage and preset program spearheaded by the Beach Club Condo Association. This program, with a reduced rate, is now moving toward final Commission approval.

• Crime Reduction: Under the leadership of Police Chief Michel, Hallandale Beach has seen a significant drop in violent crime, with 2024 being the most successful year in recent years.

These achievements, among others, are making Hallandale Beach a more desirable place to live and a destination city for visitors—a significant change from its former reputation as a passthrough city. I’m proud to be part of this progress and look forward to continuing to serve you and your neighbors.

Dear Residents and Business Owners of Hallandale Beach,

I am honored to address you as we celebrate our city’s progress.

First, I’d like to thank the parishioners at St. Matthews Church for another successful sneaker drive. Since 2018, we have partnered to provide essential footwear to our students, and this year, we distributed approximately 150 pairs to children across all four schools. Your generosity is truly inspiring.

Our city has made significant strides in improving infrastructure. From enhancing our sanitation system to repaving streets and upgrading water mains, we are creating a safer and more connected Hallandale Beach. The increased sidewalk connectivity has been a significant step forward, making our city more accessible and walkable.

Our community is thriving, businesses are flourishing, and our parks are filled with people enjoying their beauty.

We’re also incredibly proud of the Cloud Bus, our all-electric bus fleet—we are the first in South Florida with the largest fleet. This innovation supports our residents and reflects our commitment to a sustainable future.

A special thank you goes to our hardworking City and CRA staff. Your dedication is reflected in the positive feedback from residents and businesses about the improved customer service and services.

The City continues to make steady progress to making Hallandale a great place to live, raise a family, work and play!

Recently, we introduced our new Cloud bus service for our City residents. These four bus routes, utilizing our new electric minibuses, are free to use and include destinations like our City’s beach, the Hepburn Center, Aventura Mall, the Tri-Rail station in Hollywood as well as Young Circle, Diplomat Mall, Walmart, Publix, and the library.

In addition, for those living and traveling in our City’s CRA boundaries (between I95 and NE 14th Avenue), the CRA recently rolled out $10 credits for rides on Uber or Lyft. For most rides, that permits free transportation within the CRA! And if you are traveling outside of the CRA, like to the beach, you can connect to one of our free mini busses!

I’m sure you’ve seen the many construction projects that are being done across the City. Please have patience while we complete these much needed upgrades and repairs to our infrastructure. In addition to rebuilding lift stations and upgrading water lines, in some areas like Foster Road, the City is also installing new sidewalks, new street lighting, and drainage.

The recent citizen survey identified our residents top three concerns: traffic, flooding, and upgrading the look of our City. In response, we’ve significantly increased the City’s budget next year to fix our roads, Plus, we created a new Transportation and Mobility division, whose goal is to enhance Mobility and Accessibility for our residents.

Its an exciting time in the City, and there’s much more to come.

Building a Brighter Future

As many of you know, I have lived in Hallandale Beach most of my life. I have had the privilege to serve our community since first being elected in 2012. While this City has had its ups and downs, I am proud to say that the past four years has been a time of unprecedented growth for Hallandale Beach.

Through efforts made by the City Commission to stop deficit spending, balance the budget, and stabilize revenues, our City is strongest financially than ever before. Because of this, during our yearly budget approvals in September, the City Commission will approve the largest ad-valorem tax decrease of any city in Broward County for the 2024-2025 fiscal year. This means more money to our residents, while continuing to improve and beautify our community.

You may have already noticed an increase in construction city-wide as we work on what will be over $200 Million of water, sewer, and drainage improvements. Currently there are over 50 major

above and below ground infrastructure projects currently underway. Over the past four, we have spent millions of dollars cleaning, repairing, or replacing old stormwater pipes with new pipes and pumps.

Public safety remains a top priority. Our Police Department is the strongest and best equipped it has ever been. Not only is crime down across the board, but an independent study showed that our police department has the fastest response times in the entire nation. We are also bolstering our Fire Department by purchasing millions of dollars of new fire trucks and rescue vehicles, ensuring that we can better serve our residents in emergencies.

Your tax dollars are hard at work to make Hallandale Beach a stronger, safer, and more beautiful community, doing so much more than I could write for this article.

Hallandale Beach: A City on the Rise

It has been a tremendous honor to serve as the City Manager of Hallandale Beach over the past four years, a period marked by immense progress and recovery for our community. When I first stepped into the role, our city faced unprecedented challenges— not only from the global COVID-19 pandemic but also from internal issues related to years of deferred maintenance, underinvestment in critical infrastructure, and looming financial instability. However, today I am proud to share that Hallandale Beach has turned the corner, emerging stronger, more resilient, and financially stable.

Over the past few years, we have prioritized restoring financial health and stability to the City. Through sound financial management, we have grown our reserves to over $30 million, placing us in the strongest financial position we’ve been in years. This achievement allowed us to reduce taxes for the first time in many years, easing the burden on our residents without sacrificing the quality of services they expect and deserve. Additionally, strategic revenue generation, such as enhanced non-ad valorem income streams, ensures our city remains financially secure while continuing to invest in its future.

Our focus on infrastructure has been equally transformative. The most ambitious public infrastructure overhaul in our City’s history is well underway, addressing long-standing legacy issues, from aging utilities to outdated public facilities. These upgrades will ensure our roads, utilities, and facilities are resilient and capable of meeting the needs of a growing and dynamic city. Our stormwater drainage system, a critical component in mitigating the impacts of flooding, has received significant attention, with additional projects planned to address our “new normal” of extreme weather events.

Public safety remains at the heart of our mission to make Hallandale Beach a safe and welcoming community. Significant

investments in police and fire services have equipped our first responders with the technology, tools, and vehicles they need to protect our community. I am pleased to announce that according to our latest Resident Survey, an overwhelming majority of our residents feel safer and believe that our police and fire rescue personnel respond quickly to emergencies.

The Hallandale Beach Community Redevelopment Agency (HBCRA) has been instrumental in driving economic growth while preserving the character of our community. In addition to modernizing our streetscapes and public spaces with new sidewalks, streetlights, and tree-lined roads, the HBCRA is heavily focused on building affordable and workforce housing to help mitigate the impacts of rising housing costs. These efforts, combined with initiatives to attract new businesses and support existing ones, are vital to our continued growth and prosperity.

As we look toward the future, the focus remains on fiscal accountability, infrastructure improvement, and creating a thriving business environment. Hallandale Beach is on the rise, and the progress we’ve made over the past four years is just the beginning. We are committed to shaping a sustainable, resilient, and prosperous future for all our residents and businesses.

BUDGET FINANCE AWARDS

The City of Hallandale Beach, Florida, has been awarded the Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award, a significant achievement recognizing the city’s commitment to excellence in governmental budgeting. To earn this honor, Hallandale Beach met nationally recognized guidelines that evaluate how

well the budget functions as a policy document, financial plan, operations guide, and communication tool. The city’s budget was rated “proficient” in all four categories and 14 mandatory criteria. With over 1,700 participants in the Budget Awards Program, Hallandale Beach is a model for government budgeting nationwide.

The City of Hallandale Beach has embarked on a comprehensive strategic planning process to shape its future growth and development. Working with Local Government Advisors, Inc., the City Commission, Charter Officers, and leadership staff updated the City’s Strategic Plan, building on a document prepared five years ago.

The plan aligns the City’s vision with actionable goals that benefit the community.

Over the past five years, the City administration has made significant strides in stabilizing the City’s finances and overcoming severe challenges, including the risk of insolvency. The City generated approximately $30 million in non-ad valorem revenue through systematic financial planning and strategic efforts, positioning us on a solid financial footing. The administration has restored economic stability and reserves and set the foundation for sustainable growth and resilience.

As we move toward long-term financial sustainability, our focus extends beyond fiscal discipline to include continued revenue growth, strategic investments, and active community engagement. This year’s balanced budget reflects our commitment to fiscal responsibility, including a property tax reduction from 8.2466 mills to 7.5884 mills (1.0934 mills in Golden Isles), providing relief to residents while ensuring we meet our financial obligations.

On behalf of the City Commission, The Budget & Program Monitoring Department took lead of the Resident Survey which was administered by ETC Institute. This survey was part of Hallandale Beach’s ongoing strategic planning process which is designed to meet the needs of our community while providing the best services possible. The information you provide will help the City Commission make important decisions regarding City of Hallandale Beach services. SEVERE WEATHER PREPAREDNESS

Hallandale Beach faced a severe June flood, receiving a month’s worth of rain in just eight hours. Thanks to multimilliondollar infrastructure upgrades and strong partnerships, the City effectively mitigated the impact.

Key upgrades included:

• New pumping stations

• Cleaning and repairing large-diameter pipes

• Replacing curb inlets and catch basins

• High-service pump replacements

• The Schaffer Canal Restoration project

During the flood, the City swiftly deployed mobile pumps from the State’s Emergency Management to the hardest-hit areas. These efforts were crucial in controlling water levels and reducing the impact on residents.

The Hallandale Beach Police Department (HBPD) and Broward Sheriff’s Office Fire Rescue responded to over 174 water-related emergencies, including 26 high-water rescues. Despite the unexpected 20 inches of rain—the third highest in

South Florida’s history—Hallandale Beach was ready. The City’s recent purchase of high-water vehicles for HBPD and pumper trucks for Public Works further underscores its commitment to emergency preparedness.

We thank our residents, businesses, and dedicated staff for their support during this event. Hallandale Beach remains committed to continuous improvement to protect the community from future weather events. This storm reinforced the importance of preparedness and provided valuable lessons for the future.

JUNE FLOOD EVENT: HALLANDALE BEACH’S SWIFT RESPONSE AND INFRASTRUCTURE SUCCESS

New Flood Maps Become Effective July 31, 2024

FEMA established that the effective date for the new Broward County flood maps is July 31, 2024. Many areas within the City of Hallandale Beach will see a change in their current flood zone designation, including properties going from an X flood zone to a Special Flood Hazard Area A or V zone. This means that certain building regulations related to elevation and construction design will become more stringent for new and existing buildings. Property owners who are going from an X zone to an A or V zone will also see a change in their structure insurance policy including the requirement for flood insurance.

Why Carry Flood Insurance, Even in an X Flood Zone

Floods know no lines! Flooding can occur anywhere it rains. X flood zones are LOW risk, not NO risk. Flood insurance helps property owners and renters recover more quickly after a flood and is one of the best ways to protect against financial losses caused by flooding. It provides funding for flood damage repairs without the need to draw down savings and/ or take on debt from disaster assistance loans.

The City of Hallandale Beach continues to encourage property owners to know their risk for flooding and to contact their insurance agents to purchase flood insurance and understand what is covered.

This means:

• Lower insurance premiums for homeowners & businesses

FLOOD SAFETY TIPS

• If you encounter flooded areas while traveling, play it safe and find a different route. The water may be deeper than you realize, turn around to avoid getting stuck.

• Driving through flooded areas may also cause a wake that could be damaging to your vehicle and your neighbor’s property.

• Avoid walking through flooded areas, especially with small children or pets.

• Enhanced safety for the community

• Attracting new businesses & boosting property values

• Our team prepares the City’s pump stations ahead of rain events, and we ask that you please keep storm gutters free of debris to help them drain.

• After the rain lets up, drain and cover anything that could hold standing water for mosquitoes to breed in.

Scope of Work: Furnish and install new potable water piping, valves, and fire hydrants; connecting to existing potable water piping; abandoning existing potable water piping; and all ancillaries associated with completion of this work.

LIFT STATION #2 REHABILITATION PROJECT

Scope of Work: The intent of the project is to rehabilitate and improve the City’s existing Lift Station #2 located at the intersection of Golden Isle Drive and Diana Drive by replacing and upgrading mechanical and electrical equipment as well as replacing the existing emergency generator to improve system performance, increase system efficiency, and reduce system maintenance.

NE 3RD STREET DRAINAGE MITIGATION

Scope of Work: The project scope includes construction of new storm drainage facilities to improve flooding issues. In addition, it includes pavement restoration and pavement markings, regrading and sodding of swales, sidewalk replacement, and new ADA ramps.

VULNERABILITY ASSESSMENT

Scope of Work: Our staff is evaluating the exposure of the city’s assets and critical infrastructure to various climaterelated hazards, like sea level rise, high tide flooding, storm surge, and compound flooding.

The project scope includes five key components:

Acquire Background Data: Gather necessary data to support the assessment.

Exposure Analysis: Examine the degree to which city assets are exposed to the identified climate hazards.

Sensitivity Analysis: Assess how sensitive the assets are to these exposures.

Public Outreach: Engage residents through focus group discussions to gather their input and communicate results.

Final Vulnerability Assessment Report: Compile findings into a comprehensive report, including maps and tables, to document the vulnerabilities and recommended adaptations.

The results of this project will provide the City with a clear understanding of its vulnerabilities and actionable strategies to mitigate risks and enhance resilience.

SCHAFFER CANAL RESTORATION PROJECT

Scope of Work: The scope of work is primarily the dredging of the Schaffer Canal to improve the flow capacity of the canal, regulate canal bank erosion, and restoration of stability of the banks. It will also improve the general land drainage, which is key to preventing prolonged flooding.

The City of Hallandale Beach is undertaking an important initiative to rewrite its Land Development Code, which governs all land use within the city. This comprehensive set of regulations affects everything from established neighborhoods to large-scale developments, ensuring that land is used to support the city’s growth, sustainability, and overall quality of life. ACCESSORY DWELLING UNITS (ADUS)

Accessory Dwelling Units (ADUs) are now permitted in the City of Hallandale Beach! The City Commission recently approved a code amendment which allows ADUs for singlefamily properties. ADUs are a secondary living unit that have a separate kitchen, bathroom, and sleeping area, attached or detached to a single-family home. ADUs are required to be rented at an affordable rate. This program is intended to increase the availability of affordable housing options in the City, while offering opportunities for property owner to maintain their homes.

Already operating an unapproved ADU? The City is offering an amnesty program to reduce fees and penalties to bring your property up to code and potentially retain the ADU.

OWNER/BUILDER PERMIT APPLICATION

Construction projects can be complex due to stringent regulations requiring Florida-licensed contractors to do work. However, there exists an exemption that allows property owners of a single-family residence, two-family residence (duplex), farm outbuilding, and even a commercial building if the costs do not exceed $75,000, to undertake construction projects. The building or residence must be for their own sole use or occupancy and not be currently leased or rented out. One year after the project is completed, the property may be sold or leased. The property must also be titled in the owner’s name.

A single-family home refers to a standalone residential structure with one dwelling unit, while a duplex encompasses

a building with two separate dwelling units. Townhomes/ townhouses do not fall under these categories and are not eligible for the Owner/Builder permit.

If the owner does not intend to do the work themself and has been asked by someone without a contractor’s license to apply for the permit, the owner would be at risk of financial harm and the work may not be done to ensure all the safety and code regulations are being met.

If the owner decides to hire someone for the work, that person must be a licensed contractor who meets all necessary permitting requirements.

THE ASHWORTH PROJECT

Project Name: The Ashworth Project a/k/a Parks at Hallandale

Owner Developer: Hallandale Holding LLC

Location: Pembroke Road and NE 1st Avenue

Description: The Project consists of seven (7) residential buildings with a total of 398 residential mid-rise apartment units, and 6,486 square feet of retail. Residential amenities include a clubhouse, recreational areas and a pool. The Application was approved by the City Commission on January 17, 2024. The project is currently under construction.

HALLANDALE CITY CENTER

Project Name: Hallandale City Center

Owner Developer: Hallandale City Center, LLC

Location: 505 NW 2 Ave / 501 NW 1 Ave / 110 Foster Rd/ 501 N Dixie Hwy/ 6005 N Dixie Hwy & 608 NW 1 Ave.

Description: Project consists of approximately 26,530 square feet of commercial, retail, office space, and 89 residential units. 362 parking spaces will be provided, which will serve both the residential and commercial components and provide for public parking. The project is under construction.

Project Name: Hallandale Oasis

Owner Developer: Hallandale Oasis 2019 LLC

Location: 1110 E Hallandale Beach Blvd.

Description: Project consists of two contiguous sites with a total of 10.08 acres. The approved plan is for the construction of 500 multi-family residential units, 34,691 square feet of office space and 59,219 square feet of retail space for a total of 93,910 of general commercial space. The project is under construction.

THE CLOUD COMMUNITY SHUTTLE

LAUNCH OF THE CLOUD COMMUNITY SHUTTLE

We announced the launch of the Cloud, our all-electric bus fleet, on April 4th, 2024! All buses were delivered to the City of Hallandale Beach in March 2024. They were transported in flats from Lancaster, California to Hallandale Beach. This Cloud is designed to provide a zero-emission, reliable, and convenient transportation option for our residents. The purchase was supported by a generous grant from the Florida Department of Transportation and contributions from the City. In collaboration between Broward County transit and the City of Hallandale Beach, the Cloud offers free rides across an extended route system, complete with amenities like Wi-Fi and spacious seating.

Route 1 has three shuttles, while Routes 2, 3, and 4 each have two shuttles, reducing wait times to just 30 minutes. The routes have also been expanded to better serve our community:

• Route 1 Expansion: Young Circle and Hallandale Beaches

• Route 2 Expansion: HCA Aventura Hospital and the Bus Terminal at Aventura Mall

• Route 3 Expansion: Hollywood Tri-Rail Station and Broward South Community Health Services

• Route 4 Expansion: Walmart

Please note that the wave-and-ride model is no longer permitted per Broward County Transit’s prohibition and the Cloud Shuttle will only stop at designated bus stops.

HALLANDALE BEACH COMMUNITY REDEVELOPMENT AGENCY

AFFORDABLE HOUSING

To address housing insecurity, the Hallandale Beach Community Redevelopment Agency (HBCRA) has launched various initiatives to support residents and seniors. Among these is the Senior Rent and Utility Assistance Program, which provides eligible seniors with up to $500 monthly for six months to help with housing costs. Additionally, the HBCRA has implemented a Rent Stabilization Program, recently approved by the agency’s Board of Directors, offering up to $500 in monthly rental assistance for residents facing rent increases of 20% or more, with a cap of $6,000 annually.

The HBCRA is also actively working to increase the availability of affordable housing by acquiring properties that can be redeveloped and offered at lower rates. Through the HBCRA Modification Plan, approximately $12 million has been allocated for property acquisitions, including vacant lots and

the renovation and construction of affordable housing units. This investment aligns with the agency’s broader mission to foster economic development and increase property values in the community.

As part of its long-term strategy, the HBCRA aims to develop or renovate at least 50 affordable housing units over the next three years, further addressing the city’s growing need for affordable housing solutions.

Applications for all HBCRA programs will reopen on Tuesday, October 1, 2024, through Thursday, June 26, 2025.

PUBLIC SAFETY

The city is enhancing its public safety efforts by expanding its surveillance network, which currently includes 358 CCTV cameras, 36 LPR cameras at 17 sites, and coverage with ShotSpotter technology. The expansion plans involve installing LPR cameras at all city entry and exit points, increasing HBPD presence in the BSO RTCC, adding public safety cameras

near schools, neighborhoods, and commercial areas, and expanding CCTV coverage at houses of worship. Additionally, the city will strategically monitor traffic to improve safety and enable rapid response to crime. These measures aim to boost security and protect residents and visitors effectively.

The City of Hallandale Beach and the Hallandale Beach Police Department’s (HBPD) Community Involvement Unit (CIU) are committed to addressing homelessness through a multifaceted initiative that prioritizes collaboration, safety, and community engagement. As part of this effort, the City, through HBPD, has been actively building strong relationships with local businesses and faith-based communities, helping to identify individuals experiencing homelessness and connect them with vital resources.

HBPD also plays a vital role in the Broward Multi-Agency Homelessness Taskforce (MAHT), a coalition of law enforcement agencies from 29 cities in Broward County.

This partnership aims to break the cycle of homelessness through coordinated efforts with social service providers and advocates.

Several team members of the CIU have received Crime Prevention Through Environmental Design (CPTED) certification to enhance these efforts further. This training equips them with strategies to improve outreach and community policing by creating safer and more supportive environments. These initiatives underscore the City of Hallandale Beach’s commitment to fostering a compassionate and resilient community.

Meet the Parks Landscape Team also known as the PROs!

Led by City Arborist, Joe Tollis, the Parks Landscape Team maintains almost 150 acres of parks, medians, and public open spaces. They are responsible for a comprehensive landscape program including planting, tree trimming, mowing, fertilization, irrigation, weed control, and athletic field maintenance - if it grows... call the PROs! Our Landscape professionals take great pride in their work, and it shows throughout our entire City!
