A WORD FROM OUR ELECTED OFFICIALS
As we start 2020, I am looking forward to working with our Vice Mayor, Commission and professional staff serving you and maintaining our wonderful city. The budget process kicks off in January. Over the past 4 years the city has faced many fiscal and legal challenges. It is time to move forward with bold measures to address these challenges. We need to collectively look at our city’s operations and services in a new way. We can look at problems as possibilities to be creative and innovative. Cities are required to provide public safety and life sustaining services. We need to make sure that while we discuss these operational needs, we do not lose sight that we are a municipal government. We can and should run our city like a business, but we are not about profits. We are required by law to provide municipal services and pass a balanced budget. Our focus needs to be on performance, efficiency and cost factors.

Public safety, water, sewer services and stormwater management, waste management, public space maintenance, transportation, parks and programs, services for our most vulnerable residents all cost money. We have many physical assets but just as in commercial businesses, our biggest asset is our personnel. In my experience, contracting is not the right fit for every situation. In most cases there are built in future cost increases that are not easily changed. We can do better. Wishing you a happy, healthy and blessed New Year! Happy New Year, Hallandale Beach! In this last year, we’ve made strides of progress in our City. We’ve received the $5 million SAFER Grant from FEMA to hire 14 additional firefighters and meet the national standards of people on a rescue truck, held a widely attended job fair, transitioned to the more accessible expanded service hours MondayThursday 7am-6pm, created the first mural in Hallandale Beach in Foster Plaza, started holding community safety walks and street cleanups, passed the Coral Reef Protection Act, and more! The Hallandale Beach Complete Count Committee needs your help to ensure our neighbors, family, and friends complete the census. An accurate count will help allocate over $800 billion in federal funding for dozens of programs such as the National School Lunch Program, Medicaid/Medicare, Section 8 Housing, Foster Care, Title 1 Schools, and more.
The State Legislative session starts January 14th and meets for 60 days. We’ve asked for appropriations to fund the Austin Hepburn Senior Center, an Afterschool Tutorial Enrichment Program, an alternative water supply reuse project, and pedestrian/student VICE MAYOR safety and mobility improvements around Gulfstream Academy K-8. We’re also supporting SABRINA JAVELLANA various bills that support home rule – city’s and county’s abilities to govern themselves SJAVELLANA@COHB.ORG without state interference, increase renewable energy, Sadowski funds to be utilized for Affordable Housing, and action regarding gun violence. I would like to wish everyone a healthy and Happy New Year. One of my main priorities in Hallandale Beach is to ensure all of our residents have access to whatever their needs may be. To this end, I have created an Accessibility Advisory Board. This Board will provide input to the City Commission and Staff on concerns that affect the life and living conditions of persons with disabilities in Hallandale Beach, serve as advisors and resources for technical advice due to the complexity of concerns that arise when attempting to ensure the needs of citizens with disabilities are provided, and encourage providers with a focus on disability services and programs to participate in the efforts of the Board.

The Board will seek ways to provide more conveniently accessible facilities, programs, public buildings, streets, and sidewalks. Recommendations regarding priorities may address both the order in which facilities are modified and the importance of particular improvements to each respective facility.
It’s a matter of human nature to focus on issues that one is personally involved in, so that’s why a broad spectrum of persons with disabilities is preferred. Vision impaired residents would be helpful for detectable warnings or audible signals on crosswalks, hearing impaired will help us with any captioning we might provide and other accessibility or improvements we could offer to anyone in our city. Dear Residents & Neighbors: This year is the conclusion of my first term as one of your five commissioners. I am pleased to say that I have succeeded to keep my word to many of you through deeds and not empty promises. In my final year, I am working on unprecedented condo abuse reform by way of policy and city legislation. I am also working with City Staff to reconcile the gap that exists in affordable housing for many of our residents, and working with beachside residents on beach preservation and renourishment. Unfortunately, the City Commission approved outsourcing our Fire Department to the Broward Sheriff’s Office (BSO). Doing so provides no meaningful safety or service improvements, but will cost the City at least $786,870 annually. BSO’s presentations were very misleading: the City will pay more for the same service. • • • • •

does NOT increase the number of firefighters. does NOT improve our Insurance Services Office (ISO) rating. does NOT make our City compliant with NFPA 1710. itself is NOT compliant with NFPA 1710 (National Fire Protection Association). does NOT increase the resources our City has available to it from BSO.
Of the eight cities to which BSO provides services, only three are rated ISO 1. The other five are ISO 2. Hallandale’s Fire Department is currently ISO 2, barely missing the ISO 1 rating. COMMISSIONER Clearly, we do not need BSO to improve our Fire Department. The only potential benefit is that MIKE BUTLER the City’s pension obligations can transition to the Florida Retirement System (FRS). While MBUTLER@COHB.ORG initially more expensive, over time FRS may save money. But with the huge additional costs BSO is charging the City, those savings will be diminished. And the City can transition to FRS without outsourcing to BSO. On a very positive note, the City was awarded a three-year $5.6 million FEMA grant to hire 14 more firefighters! This increase in firefighters has nothing to do with BSO, but rather excellent work by the City, specifically our grants administrator Noemy Sandoval and former Fire Chief Mark Ellis.

WHEN SOMEONE INSTALLS AN ALARM SECURIT Y SYSTEM, IT IS ESSENTIAL TO REGISTER IT WITH THE CIT Y OF HALLANDALE BEACH. BELOW ARE SOME DETAILS:
BUSINESS
• The resident or business burglar alarm needs to be registered. Registration will allow the station to be aware and receive an alert if an attack occurs and respond swiftly to restore calm and order.
& HOME
• The cost for any residential alarm system is $50 dollars, and $100 for business enterprise or commercial properties.
ALARM &
• The registration fee does not include renewal fees for each year your alarm system is in service. The renewal fee for a residential home is $20, and $60 dollars for a commercial property or business.

• There is a mandatory form which needs to be filled out. The form can be acquired online via the link below. Fill in the information and then mail it or submit it in person with the initial payment to the financial department.

The Census is done every 10 years to count every person who lives in the United States. The results impact Federal funding and representation for each community. All results are kept confidential for 72 years.

We want to make every person count, because everyone matters. In 2010 we only had 64% of City residents in the Census. If everyone is not counted, we run the risk of not being able to get the Federal funding and representation we need and/or deserve.

The O. B. Johnson Park Teen Zone provides daily drop in time where teens can get homework assistance; play pool, ping pong, foosball, basketball, or video games; watch movies; and hang out with friends every day after school. There’s also organized games, field trips, volunteer activities, special interest classes, and enrichment programs. The program features a state of-the-art recording studio which is a great place to learn music production and engineering. Our enrichment programs include Career Development, Fitness, Cooking and Nutrition Education, Homework Help, Tutoring, and Academic Enrichment, Civic Outreach, Volunteer & Advisory Board Opportunities. FLOOD INFORMATION & PROTECTION Know Your Flood Hazard Flooding is a serious threat and the City of Hallandale Beach is working to help protect your property and belongings. The City offers several services to help you identify your flooding potential and raise awareness to potential problems. Even if your property is not located next to a body of water, it may be susceptible to flooding. Take advantage of these free city services. Call 954-457-1620 today to find out: • • • •
In which flood your property is located If your property is subject to special flood-related hazards, such as coastal erosion If your property is located in an area that has previously had flooding problems If your property is located near an area that shoud be protected because of its natural floodplain functions
Wherever it Rains, It Can Flood Visit the website www.FloodSmart.gov or call (888) 379-9531 to find a flood insurance agent, or call the City at 954-457-1620 for information about flood insurance to protect your building and/or your contents. If you rent or lease your home, the contents should be protected with a flood insurance policty.
Protect Your Property from Flood Damage The City provides property protection consultations including site visits and drainage evaluation. Call 954-457-1386 for property protection advice. Elevation Certificates Elevation Certificates are available for many of the buildings in the City through the Building Division. Call 954-457-1382 to request an archive search. Emergency Notifications The City of Hallandale Beach and Broward County depend on the National Weather Services (NWS) for flood notification. The NWS will issue flood advisories prior to expected heavy rainfall that could cause flooding. The City provides early flood warning through its Radio Station 1620 AM WQFQ and through HB TV Channel 78 on Comcast Government Access Channel. During emergencies, the City will publish the latest information on its website: www.cohb.org.

Mr. Miguel Nunez joined the City in August 2019. He came to the City with experience in urban planning, G government, code management, and IN BUILD project management with a strong background in architecture and engineering. Miguel is responsible for the daily operations and code management of the Building Inspections Division at the Development Services Department. He has set goals to improve customer service within this fiscal year.

• Make permitting process easier with the future Implementation of an electronic plan review and online permitting process; • e-Plan and online permit management to contractors and owners, via continuous outreach training; • A “Quick Service” program, for minor residential/commercial permitting WILL be implemented (2 days review); • Expand to all forms of online payments for customer convenience; • Observe the permitting and inspection trend, to forecast the future needed resources; • Strive to be a model of: PRODUCTIVITY, EFFICIENCY AND INTEGRITY; and • Make additional checklists, how to videos and forms available on the webpage.

Ms. Vanessa Leroy was promoted to Director of Developmental Services on October 01, 2019. She has a background in hospitality, architecture, and urban and regional planning. Vanessa has paid her dues in the City previously serving as an intern, consultant, Associate Planner, and Senior Planner at the City before being promoted to Director of Developmental Services. Vanessa oversees building and permitting, business tax receipts, code compliance, planning and zoning and transportation and mobility functions within the City.

THEIR JOBS CAN BE STRESSFUL, BUT WHAT DO THEY LOVE MOST ABOUT THEM? They both love problem solving and finding solutions to the challenges which come across their desks. P.A.L. ATHLETICS PAL of Hallandale Beach is a non-profit 501c(3) organization established to use athletic, recreational and educational activities to instill positive life principles and character-building tools in youth in an effort to deter juvenile crime and violence. PAL provides programs for children 5-18 years of age the opportunity to participate with role models. Youth are given the chance to experience success and failure on a playing field without drugs, guns and violence. On November 11, PAL of Hallandale Beach had the opportunity to thank some of our sponsors in our community. Ernesto Benedetti and Claudia Penas from the Hallandale City Center donated $4,000. Walmart and Store Manager Chris Provost-Heron were thanked for their $3,500 donation. The Hallandale Beach-Aventura Rotary Club were also recognized for their $1,000 donation. In addition, Dr. Joseph Amunategui II was also recognized for his charitable work. “Dr. Joe� performed over 100 free physicals to the children in our program in order to meet one of the requirements to play football or cheer. The Police Athletic League of Hallandale Beach relies on volunteers and sponsors to continue our goal of offering the best programs in the City of Hallandale Beach. THE “DO NOT FLUSH” LIST Do you line your toilet with a trash bag? No, because it’s not a trash can. The City has been undergoing a process called “Inflow & Infiltration” which uses cameras, smoke, and resin to inspect the sewer system and make repairs. Throughout this process, we’ve found that a huge number of adult/ baby diapers, so-called “flushable” wipes, and other things are being flushed down toilets at an alarming rate which can cause serious damages. Toilets have one purpose- to send human excrement (urine and feces) to a place to be safely processed and disposed of. IN ORDER TO AVOID SEWAGE SPILLS, UNNECESSARY AND COSTLY REPAIRS TO OUR INFRASTRUCTURE, AND TIMES IN WHICH YOU CAN’T FLUSH YOUR TOILET DO NOT FLUSH THE FOLLOWING ITEMS: Diapers (adult or baby) “Flushable” wipes including baby wipes, personal wipes, and even facial wipes Feminine hygiene products such as tampons and pads Additionally, to reduce our impact on the environment, also do not flush over-the-counter or prescription medications down the toilet.

BSO Merger Update The merge of our in-house Fire Rescue Team with the Broward Sheriff Office (BSO) has been often discussed in the past years. On October 21, the majority of the City Commission voted to officially merge our Fire Rescue Services with BSO.

The partnership will provide Hallandale Beach’s Fire Rescue function with opportunities for training and additional expertise. Fourteen additional firefighters will be hired to work within our City as a result of the SAFER Grant. The SAFER Grant pays for the labor costs of 14 new Fire Fighters for three years. With the added team work we expect our level of service to improve.
BUILDING NEWS MARGO PROJECT
On Wednesday, November 20, 2019, the City Commission approved a Minor Development Application requesting by Samuel Swerdlow to construct a mixed-use 3-story building consisting of 1,750 square feet of retail space and 6 residential multi-family units. After healthy discussion, many ideas were exchanged, some of which staff is seriously considering for imminent implementation. Code reconsiderations and assessments of existing City policies are forthcoming. The project site is a vacant lot located at 401 Pembroke Road. On December 4, 2019 the City Commission approved proposed changes to the existing land development regulations for the Fashion/Art/Design (FADD) Subdistrict including allowable uses, density, building height, and parking requirements.
The intent is for FADD to be a unique, lively arts and commerce area accommodating a wide range of uses including residential, retail, art, culture, design, and some accessory light industrial uses.

SW DRAINAGE IMPROVEMENTS PROJECT UPDATE
The SW Drainage Improvements project is a big job that is almost done! The project is approximately 85% completed and is slated to be finished by the end of May in 2020. So far, we’ve piped force mains, installed injection and monitoring wells, relocated water main, reconstructed sewer, installed storm water drainage and generators. The remaining work to be done includes: constructing the pump station and control structure, putting sidewalks back, driveway replacement, re-paving the road, and grading/planting swale areas.
LATEST CONSTRUCTION UPDATES HIGH SERVICE PUMP First, you may be asking “what is a High Service Pump?” It’s the pipe and pump which sends water underground from our water treatment plant to the water mains throughout the City. We’re in the process of upgrading our High Service Pump to improve the reliability and quality of our water supply. Currently, the existing High Service Pump is in the demolition phase and we’re preparing the High Service Pump Room (pictured) for the new equipment. Don’t worry, you shouldn’t lose access to your water as we complete this project as we’re using a bypass system.

DRAINAGE PROJECT ON NW 8TH AVENUE BY OB JOHNSON PARK The drainage improvement project focused on the flooding beside OB Johnson Park (NW 8th Ave) was started in August 2019 and was completed in October 2019. The project installed four drainage structures and 100 feet of new drains along NW 8th Avenue between Pembroke Road and NW 9th Street. This project also included the re-paving of the street, sidewalk replacement, and new Americans with Disabilities Act compliant ramps and speed hump reconstruction. This project was funded by the Community Development Block Grant program which covered the entire $126,004 cost to complete the project.

GOLDEN ISLES PARK & TENNIS CENTER We’re happy to announce the demolition of the old Golden Isles Park is 100% complete. Our staff is overseeing underground utility work at the site which started in December. The estimated completion date of the Park is Fall 2020. When complete, the new park will have tennis courts, a pro-shop, picnic areas, bocce ball court, basketball, a dog park, and a playground. This project is funded by the $58.5 million General Obligation Bond passed by voters to redesign and rebuild our aging parks.

Nominees are reviewed by the Human Services Advisory Board, who awards one person to be prescribed for City Commission endorsement. In the wake of assessing this year’s applications, the Human Services Advisory Board, recognized Deacon Donnell Brown as the 2020 beneficiary of the Dr. Martin Luther King, Jr. Humanitarian Award. Deacon Brown has been a stable pillar in our community for more than 50 years. He wears the hats of many important roles in our community which is why he has been chosen to be this year’s Dr. Martin Luther King, Jr. Humanitarian Award recipient. The City appreciates his service towards the Hallandale Beach Community.

GREEN INITIATIVES SUSTAINABILITY ACTION PLAN UPDATE We’ve been implementing the City’s Sustainability Action Plan (SAP) for just over a year and we’ve made some great progress! 32% of SAP projects have already been completed and 54% are in progress! Through the SAP projects, we’ve already reduced City operation’s water use by 8.9% and electricity use by 4.06%, which means we’re on track to meet our 2022 goals! City-wide electricity use has gone down almost 3.5% too! Some of the SAP projects we’re working on now include converting all City streetlights to LED in order to save electricity and cost, expanding the City’s use of re-use/reclaimed water for irrigation, and writing a strategy to encourage more green infrastructure throughout the City.
FINDING OUT WHAT’S AT RISK TO SEA-LEVEL RISE
BIOSWALE PLANTING
In December the New York Times ran an article about how Southeast Florida is projected to experience sea-level rise a little sooner and a little higher than previously thought. We’re keeping up with the science as it is updated and are using these new timelines to examine exactly how sealevel rise will impact our City. With the help of consultants, we’re undertaking something called a “Vulnerability Assessment and Adaptation Plan” (VAAP). This VAAP will include an in-depth analysis of what areas of the City will be flooded with sea-level rise, how much of an economic impact that will have for the City, and how our drinking water supply and coastline will change. Based on the results, and feedback from YOU, the City will determine actions to take to reduce the impacts of climate change within our boundaries.

Green Fest Turns into Ocean Day 2020 On March 28, 2020 the City of Hallandale Beach, in partnership with the City of Hollywood, Sierra Club of Broward County, the Florida Department of Environmental Protection’s Coral Reef Conservation Program, and Friends of our Florida Reefs will be holding a full-day immersive educational experience focusing on our Ocean and estuarine ecosystems in South Florida. This event will be free and geared towards age groups ranging from teenagers to lifelong learners. Come out to engage with exhibitors, speakers, live art, and screenings of documentaries and live feeds from ocean exploration expeditions. The event will be located at the Cultural Community Center but will also have activities in Commission Chambers and at the new Hallandale Beach YMCA!

Greenhouse GAS EMISSION
INVENTORY COMMENCES!
There are two important approaches to take to reduce climate change impacts- adaption and mitigation. Adaptation is local, taking actions to moderate the impacts of climate change, like raising roads and installing pumps to displace saltwater. Mitigation is global, reducing greenhouse gasses that impact the world as a whole. The City is planning how to adapt with our Vulnerability Assessment, but we’re also committed to reducing the global impacts by reducing our greenhouse gas emissions. In December we kicked-off our first Greenhouse Gas Inventory which will measure exactly how much carbon (and other greenhouse gasses) City operations and the City as a community produce which contribute to global climate change. We expect to release the results of this inventory in the early summer of 2020. From this inventory, we will define projects to help us meet our goal to be carbon neutral by 2055.
Electric Vehicle Charging Stations Did you know the State of Florida is #4 in the U.S. in terms of electric vehicle sales and as of 2018, Broward County alone had 5,606 registered electric vehicles (EV)? In order to ensure the City has the infrastructure available to support this shift to more EVs, we’re installing an EV charging station at City Hall. The charging station will be open to the public and will charge a market-based fee for the electricity costs, producing no burden on our tax-payers for the charging. Not everyone can charge their EV at home, so access to these public charging stations is sometimes the only thing standing between an EV owner and getting stranded due to an empty battery. EV charging stations are the equivalent of gas pumps, only less are available in our community. To ensure that the charging station is used effectively we have some tips for etiquette for this new feature in our community: • Gas, diesel, hybrids which do not plugin, and all other vehicles besides EVs which are actively charging should not park at EV charging stations • When EV owners have reached a full battery, they should move their vehicle immediately as to make the charging station available to any other EV owners in need of charge • EV owners should neatly wrap charging chords up when done as to avoid tripping hazards • If you notice that the charging station is not working properly, please report it to the City’s Green Initiatives Coordinator so that she may get the station repaired ASAP

According to Assistant City Manager and HBCRA Executive Director Dr. Jeremy Earle, “art and food have a unique ability to bridge cultural divides and bring communities together in a way that few other activities can. Food is a tremendous vehicle for sharing one’s culture with people from different backgrounds. While art, whether it is through murals, museums, art galleries or music, has the ability to tell stories that inspire reflections that can transcend personal or cultural differences.” In order to meet its goals of growing and promoting the business community here in the City, especially those in the hospitality business, such as restaurants, hotels, and entertainment, the HBCRA is currently implementing what it calls its “Twelve (12) Months of Art” initiative (TMOA). Instead of for example, Art Basel in Miami which occurs once a year, the TMOA initiative is designed to promote art, and arts related events, every month of the year. Over the next year, residents and visitors to our community will be able to enjoy a host of arts related programming such as new murals on buildings throughout the city, painting of fire hydrants, culinary arts programming such as food festivals, chalk art events, film events at Bluesten Park, and much more. Currently, residents can view the neighborhood fire hydrants transformed into works of art at both Bluesten Park, and along Foster road. The goal of the Paint the Hydrant Program will be to vibrantly paint approximately 100 hydrants over the next 6 months. The Art and Movie Nights Under the Stars events currently feature popular family-oriented movies that start at approximately 7pm. Light snacks (popcorn, cotton candy etc.) will be served, while residents and visitors enjoy the movies in the comfort of either specially inflated sofas, blankets on the field, or their own chairs. The art and movie nights at Bluesten Park, which are free, typically occur the second Friday of every month except for February, which has a series of special paid events.
During the month of February, the HBCRA has partnered with the South Beach Food and Wine Festival (SOBEWFF) to host three signature events in Hallandale Beach. The three signature events are as follows: FOODIE MOVIE NIGHT HOSTED BY WORLD RENOWN BAKER JACQUES TORRES on Friday February 21st, 2020 at 7pm at
Peter Bluesten Park. For a fee of $25, attendees will be able to enjoy baked goods by Mr. Torres, wine, drinks, and food from approximately six (6) food trucks. on Saturday February 22nd, 2020 at Gulfstream park from 1-4pm. This event which will take place beneath the iconic Pegasus statue, was specially created to highlight and promote to the world, the food from at least thirty (30) of Hallandale Beach’s finest restaurants and caterers in one location. For a fee of $25, attendees will be able to enjoy wine, music and art, while being introduced to the amazing food that can be found here in Hallandale Beach. Tickets to this event can be purchased on the SOBEWFF website in the very near future. Please continue to check the website for details. on February 22nd, 2020 at 7pm at Bluesten Park. For a fee of $25, attendees will be able to meet Ms. Bertinelli, and enjoy wine, drinks, and food from approximately six (6) food trucks.

On December 7, 2019, many gathered to celebrate Police Chief Sonia Quiñones for being the 2019 recipient of the Woman Law Enforcement Executive of the Year (WoLLEY) Award. The Women Law Enforcement Executive of the Year Award honors a female leader within law enforcement who has risen to the challenge to serve and protect her community, all while leading the way to inspire and mentor women within the profession. Chief Sonia Quiñones, represents leadership, courage, grace, and determination, a true example of the WoLLEY award.
