ELECTED OFFICIALS Hello Hallandale Beach, I cannot expand further on how wonderful this City is! The diversity and rich culture that exists within these four square miles is remarkable. As your Mayor I am fortunate to be a part of it all and it is my duty to encourage recognition and appreciation of our unique identity.

It was a great first quarter with a myriad of events happening. Whether it was our teens from the Teen Zone participating in Marathons; seniors locked in healthy competition at our Senior Championship games; the entire household turning out for a fantastic time at our Family Fun Day at OB Johnson; there is always something to bring us together. Diversity should be celebrated and I would like to highlight ways in which our city is displaying awareness. The Community Unity Black History Month Praise Celebration and Woman’s Auxiliary of Ahmadiyya Muslim Community were two of many significant events that contribute to our multifaceted demographic.

I can’t thank staff enough for their continual commitment and dedication to serving our residents and their efforts in building the community. Special thanks to Hallandale Beach Fire Rescue for their involvement in hosting a pancake breakfast for our constituents. It is these small gestures that play a big part in the lives of many. When we say ‘Hallandale Beach here for you’ that’s exactly what it means. I look forward to seeing residents at our community event, listening to your concerns at our commission meetings and acting on these important matters to make Hallandale Beach more spectacular; one day at a time. Happy Spring, Hallandale Beach! I want to emphasize the importance of your input and engagement in what happens where you live, learn, work, and have a good time. One of the ways to do that is to join an advisory board! The City Commission recently approved the creation of a Sustainability Board and an Arts and Cultural Affairs Board and will keep everyone posted on when applications for those two open. In the meantime, please check out our website for the other available advisory board positions!

When residents come to Commission meetings to speak on any concerns they may have, we take it very seriously. A resident came to the City Commission meeting in December and let us know of a decaying and abandoned house in the NW where children were found playing in. Because of this resident, Development Services and the Unsafe Structures Board worked to contact the owner, clear the property, and see it through being taken down. Your voices do make a difference.

I’m overjoyed to let everyone know Student of the Month has returned! Recently, the Commission honored accomplished students from our outstanding public schools Gulfstream Academy K-8 and Hallandale High School (representing Class of 2016!) under the leadership of Principal Pappas and Principal Howard. Shoutout also to Ms. McNab from HHS who teaches Jobs for Florida Graduates and her students who have come to the Commission to support the Never Start cause with Ms. Leah Olstein. Hallandale Beach is civically engaged and I’m proud.


Hallandale Beach had our first Pet Palooza.  Thanks to the talent of Hallandale Beach’s Grant writer, Noemy Sandoval, Hallandale Beach won the MARS “Better Cities for Pets” small city grant award.  There are four signs of a pet-friendly city: welcoming animal shelters, responsible homes, park space for play and pet-friendly businesses. I am working to ensure that Hallandale Beach joins the Better Cities for Pets movement to make life better for both residents and their furry counterparts.  With the grant money, the City of Hallandale has been establishing its “Responsible Pet Ownership” campaign to help residents become better prepared for pet ownership. Also, to accommodate quick recovery and reuniting lost pets with their owners. In support of this, the Pet Palooza offered free microchip vouchers for Hallandale Beach and neighboring city residents.

We also have distributed our new brochures throughout Hallandale Beach in our local pet stores, veterinarian offices, groomers and all Hallandale Beach public facilities. These brochures address issues of concern such as animal cruelty, microchipping, dog-tethering and local and county laws.

Our City has a spending problem. For a 4.2 square mile city, Hallandale Beach raises significant revenues. In this fiscal year 2018/2019 (FY18/19), the City’s total revenues exceed $135 million. Yet once again, we’re in a budget crisis. For FY19/20 beginning October 1st, the City’s General Fund spending is forecast to exceed revenues by $9.5 million.

That deficit does not include proposed savings of $3.3 million. But even with those savings, our City has a $6.2 million shortfall. It also does not include meeting our anemic 16% General Fund reserve threshold. Reserves have decreased from over $26 million in FY09/10, to about $10.5 million in FY17/18. To meet that 16% reserve balance, add another $600,000 to our deficit. Last year, in order to balance our budget, the City Commission approved a property tax increase, raising roughly $5 million. Yet the City spent it all and more.

Without a change, increases in revenue will not outpace spending. To achieve the City’s full potential, we must address our spending. If not, the City will be forced to further burden our residents with increases in taxes and fees, something I’m adamantly opposed to doing. It isn’t all doom and gloom. Our Community Redevelopment Agency (CRA) is flush, and can be used to make needed investments and improvements within the CRA boundary. The G.O. Bond approved by residents is funding significant improvements to our Parks. But to deliver real value to our residents, our focus must be on responsible spending. MBUTLER@COHB.ORG

When someone installs an alarm security system, it is mandatory to register it with the City of Hallandale Beach. Below are some details:

• The resident or business burglar alarm needs to be registered. Registration will allow the station to be aware and receive an alert if an attack occurs and respond swiftly to restore calm and order. • The cost for any residential alarm system is $50, and $100 dollars for business enterprise or commercial properties. • The registration fee does not include renewal fees for each year your alarm system is in service. The renewal fee for a residential home is $20, and $60 dollars for a commercial property or business. • There is a mandatory form which needs to be filled out. The form can be acquired online via the link below. Fill in the information and then mail it or submit it in person with the initial payment to the financial department. Hallandale Beach believes in progress, innovation, and opportunity. We would like to commend our police force for exemplary work in keeping our community safe and progress within their own departmental efforts. Leading by example, the Hallandale Beach Police department returns with several achievements granted to their Chief of Police and officers listed below.

ACCREDITATION An accreditation program has long been recognized as a means of maintaining the highest standards of professionalism. Accreditation is the certification by an independent reviewing authority that an entity has met specific requirements and prescribed standards. Law enforcement agencies in Florida can now attain accredited status through the Commission for Florida Law Enforcement Accreditation, Inc.

Representatives from these associations developed a process for accreditation which required compliance with more than 250 professional standards designed specifically for Florida law enforcement agencies. The Commission for Florida Law Enforcement Accreditation, Inc. is comprised of four Sheriffs, four Chiefs’ of Police, and one representative each from the Association of Counties, the League of Cities, the State Law Enforcement Chiefs’ Association, the Judiciary, and the Inspectors General. The Commission meets three times per year to oversee the accreditation program and to officially accredit agencies that have passed the rigorous review process.

In April 2019, CFA Assessors, composed of law enforcement professionals from agencies throughout the State of Florida, conducted a thorough evaluation of the department’s policies and procedures, as well as an inspection of


AWARDED our equipment and overall operational readiness. The evaluation findings revealed that there were no deficiencies and the Hallandale Beach Police Department is being recommended to CFA for reaccreditation. The department will be awarded this Certificate of Reaccreditation in June 2019, in Orlando, Florida. The accreditation process is ongoing and challenges the department to continually assess itself to ensure that it is providing best practices and services to the citizens of Hallandale Beach. Every three years the department undergoes an on-site assessment by the accrediting bodies to ensure its compliance with professional standards. The department is committed to this process and undergoes self-assessment to maintain compliance.

PROGRAM PARTNERSHIP WITH COMMISSIONER LAZAROW

On March 18, 2019, Jacqueline House, Development Manager – Women In Distress, provided a brief three to five-minute presentation to the City Commission on the initiative and commended Commissioner Lazarow for the partnership. Commissioner Michelle Lazarow sponsored the Annual Spring Cleaning Clothing Drive on behalf of Women In Distress of Broward County, Inc. (WID). This initiative, in coordination with

the Human Services Department, the #hellogorgeous Committee Members and the City of Hallandale Beach, was created to benefit families impacted by domestic violence.

CITY COMMISSION PROCLAMATION

The Clothing Drive launched on February 1st through February 20, 2019, with a video detailing the plight of families who leave their homes with only the clothing on their backs. Items collected included gently used clothing for adults and children, new items such as pajamas, underwear, socks and hygiene products, etc. The City of Hallandale Beach community efforts toward this cause had paid off. There was in excess of 5,000 pounds of clothing donated. Each 1,000 pounds is equal to approximately 2,000 pieces.

SENIOR HEALTH & WELLNESS INITIATIVE /HBHumanServices

Senior Services has experienced a vast growth in senior participation over the past 6 months. In response, within the next quarter, Senior Services will have developed new components that will enhance the Senior Health & Wellness Initiative. Laughing Yoga will be one of their new classes which promotes the use of laughter as a form of physical exercise alongside their regular weekly scheduled exercises such as Zumba, Chair Yoga, and Tai-Chi. They also plan on hosting a Healing Sounds class on June 10, 2019 10:00 am -11:00 am which focuses on breathing exercises. Senior program activities also include Spanish One-on-One Conversational course: every Friday 10am-11am, Senior Educational Lectures: every Monday 10am-11am, Mother’s Day Breakfast: May 10th 10am-11am, Father’s Day Breakfast: June 13th 10am-11am and Senior Summer Bash: June 7th 10am11am.

The Hepburn Senior Center is an active and vibrant program. The program adheres to the needs of our senior community and has demonstrated a lifeline of support, recreation, motivation, social services, and assistance. The department strives to help one senior at a time and ensure the safety, well-being, and happiness of our senior participants. Senior participants must be registered at the Hepburn center to participate in any or the activities.

INGALLS PARK PROGRESS | 70% COMPLETE Construction for Ingalls Park started in the fourth week of April 2018. As of the end of February 2019 the project was 70% complete. All drywall, ceilings, lighting, A/C ducts, registers, doors, windows, stucco, and roofing in the Community Center and Restroom buildings are complete. Ceramic tile installation is in progress. Flooring, millwork, painting and final touches are scheduled for the following weeks. Shelters and gazebo work is complete, as well as the playground and fitness equipment are installed. Walkways

are complete, all site amenities, including benches, trash receptacles and drinking fountain are installed. Also, the picnic tables and benches are on site. Parking lot, drainage structures, bridge upgrade, and irrigation system work is in progress. Playground safety surface, landscaping and ROW work began the last week of March. IMPROVING PROCESSES Whenever a business opens a retail store or a resident does any renovation work, it is going to experience the Hallandale Beach Building Division. While it may not be the most dazzling step of the procedure, it’s a necessary one – and one that the office is continually working together to streamline processes. The Department’s efforts can be seen through continuing development and redevelopment throughout the City. The Department’s mission is to protect the health, safety and welfare of Hallandale Beach residents while enhancing the City’s aesthetic appearance, maintaining responsible growth management principles and providing high-quality customer service.

Keven Klopp, Assistant City Manager, recently shared with the writers at Hallandale Happenings the improvements the department has made to solidify processes, and how a business or resident can best prepare itself to work with the Hallandale Beach Building Division. Klopp says Building and Zoning Services has been focusing on three main areas: 1) customer service; 2) technology; and 3) process improvement. One of the more significant changes these past few months have been improving the plan review time to 10 days from building plans, 5 days for electrical plans, 4 days for engineering plans, and same day turn around for mechanical, zoning and plumbing plans. Alongside these improvements, other positive impacts have been; utilizing technology through accepting online payments, reducing wait-time at the counter, and focusing on customer service by reducing the time in administrative-related tasks needed to process any paperwork.

The City has sought balanced growth and preservation of what makes our community an attractive destination – our beaches, waterways and parks; public infrastructure; a thriving business sector; and most of all the friendly, diverse appeal of our inhabitants.

The City of Hallandale Beach will be compiling a communitywide greenhouse gas emissions inventory to inform the community plans to curb them. This effort will require looking at both City and Community-wide emissions to see where adjustments are to be made to reduce emissions to reach the objective by 2050 and beyond.

The City is committed to an active sustainability plan, which outlines goals for the future, such as reducing energy and fuel, water usage, less garbage, and better transportation choices. This commitment also includes cutting down of green gas emissions.

Measures included will affect buildings, transportation, and implementation of clean energy as well as possibly sold waste, planting of trees, and habitat restoration.

As part of this sustainability plan, The City of Hallandale Beach has set goals to reduce the city’s impact on the environment. One of those goals is to slow greenhouse gas emissions and stop the rise by 2050. It is the target to reach carbon neutrality by the latter part of this century. All of these measures will require help from all members of this community to make this initiative doable. There are ways for the community to dramatically reduce emissions, and we urge each of you to find ways to help reduce your carbon footprint.

CROSSING THE FINISH LINE

The Teen Zone Program offers many chances for teens to be the best versions of themselves by providing homework assistance, sports activities, and entertainment. Amongst the program’s various events, athletes recently had the privilege of participating in the Fitbit Tropical 5k Marathon. Nike, Bekindr, and Lifetime Events worked together to bring these teens to the event. The determined runners from 13 to 15 years old persevered diligently through lousy weather to cross the finish line. Many organizations rallied together to help the teens make it to the race, including the marketing manager of Lifetime, Nicole Bostick. She is a principal organizer of numerous running events and provided complimentary registration for the Teen Zone runners. Kenneth McKenzie, Recreation Leader, and Manuela Chong, staff member, at the Teen Zone, trained the runners and brought them to the 5K. The training process was robust. Many of the athletes had not run long distances before. /HBParksRec

“Their feeling of accomplishment and expression of joy as they crossed the finish line showed their excitement and clearly they will want to be involved in more 5Ks," stated McKenzie after the race. Breakfast was donated by the City of Miami Beach Commission for Women following the race. Dr. Ritvo, founder of the "Bekindr Global Initiative" and writer of "Bekindr: The Transformative Power of Kindness." also contributed. The collaboration was a means to support the teens by providing them with a memorable, life-changing experience. Kindness begets kindness was the motto, and their youthful enthusiasm was contagious.

PAL FAMILY FUN DAY

The PAL Family Fun day at OB Johnson Park saw numerous residents came out who enjoyed the festivities, fly kites and had loads of fun.
