AVISO SOBRE EL PAGO DEL SEGUNDO PLAZO DE LA

CONTRIBUCION SOBRE INGRESOS CORRESPONDIENTE AL AÑO NATURAL DE 1945

Por la presente se informa a los contribuyentes de_ contribución sobre ingresos (Income Tax) que los recibos de contribución sobre ingresos del año natural de 1945 han sido puestos al cobro_ en las Colecturías de Rentas Internas de San Juan y en la de los distintos pueblos de la isla.

Los contribuyentes que no pagaron por lo menos la mitad de la contribución al rendir su declaración de ingresos en 15 de marzo de 1946, deberán pagar intereses al 1% mensual desde esa fecha, sobre el total de la contribución adeudada.

Aquellos contribuyentes que pagaron por lo menos la mitad de la contribución al rendir su declaración de ingresos en 15 de marzo de 1946, deberán pagar el balance de la contribución adeudada en o antes del 15 de septiembre de 1946, si desean evitar tener que pagar intereses desde esta última fecha.

Antes de enviar por correo cheques o giros en pago de la con tribución de ingresos, el contribuyen'e deberá procurar en la Colectiuna de Rentas Internas de su pueblo el rec'bo correspondiente y en caso de que dicho recibo no estuviera en la Colecturía, entonces de berá enviar el cheque o giro postal al Tesorero de Puerto Rico, antes del 15 de septiembre de 1946.

1812, the Mexican Wars, the Civil Wars, the Spanish American War, the two World Wars and the numerous other minor struggles in which that flag has been flown. It is particularly fitting that We should do so on this, the first anniversary of the birth of the flag which follows the conclusión of armed conflict in the Second World

War, and thus pay special tribute to the men, many of whom are here with us tonight, wrio fought under our flag in every córner of the globe.

In paying tribute to the men who have borne our flag honorably and victoriously in war, I do not mean to overemphasize the role that our nation and our flag have played in times of war.

Much less should we forget the significance of our flag in time of peace. But the truth is that unless we remember the wars we have fought, uñless we keep in mind particularly what we have thought we were fighting for, we shall fail to attain a proper perspective of the course to be fellowed in time of peace.

We are gathered tonight to commemorate the birth of the American flag, the symbol of a nation. "Long has it waved on high, and many an

eye has danced to see that banner in the sky."

And yet, has it been so long? It was only ene ' hundred and seventy years ago that the nation and its flag were born, into a world as different

from ours today as the world of Washington and Jefferson differed from that of, say, Charlemagne, or even Caesar. In that short period that young nation has become the greatest, materially and spiritually, in the whole world. In less than two centuries that flag has waved on the Bonhomme Richard, on the wintry Delaware,

at Fort McHenry during the war of 1812, whsn Francis Scott Key was inspired to write the words to "The Star Spangled Banner", over the

were fighting for the liberty and equality of all men, for the dignity of the individual. It was finally brought home to us that we are, in a sense, our brother's keepers, that we can not

There is no disagreement over the proposition that Puerto Rico ís entitled to a different and

better form of political status that it now enjoys.

There is considerable disagreement over the form the new^ status should take.

There are four possibilities:

Congress power i o legislate for the territory of the United States, and the word "territory" takes in everything except a state. Congress itself cannot change that situation; it cannot give up a power conferred on it by the Constitution.

Only a constitutional amendment can do that, and amendments are hard to get.

That brings us down to a choice between state hood and independence. My choice is statehood.

Those who favor independence advance three (1) a better

form of colonial status; (2) dominión status; (3) independence; and (4) statehood.

I stand

for statehood.

A better form of colonial status would, principally, enable the people of Puerto Rico to elect their own. govemor and to have all appointive officials, including members of the Supreme Court and all cabinet officers, appointed locally and confirmed by the Puerto Rican senate. That

would be a great step forward, but it would not do two important things: it would not give Puerto Rico a voting representation in Congress, and it would not take away from Congress the final word in all matters relating to Puerto Rico.

Hace un gran rato que estoy pensando cómo

empezar a escribir estas, por mí llamadas, diva gaciones, sobre un tema; y, en vez de escribir, mis pensamientos vuelan al dulce pueblecito don de nací y de momento e inesperadamente, me

sorprendo a orillas del Río Manatí, — que ése y no otro es Mi Pueblo — al cuidado de Doña Nieves, la lavandera de mi casa.

Y sin empezar a escribir, me pregunto:

¿Por qué me estaré recordando de Doña Nie ves? ¿Qué tendrá Doña Nieves que ver con estas

Y mientras p:r mi mente pasa la corriente del

más hermoso río que yo he visto, casi me da un vuelco el corazón, pues tal me parece haber oído la voz cálida, rumcrosa y maternal, de Doña Nie ves, que me dice;

—¡Niño Angel, niño Angel, no le tire piedras a esos pajaritos. Mejor fuera echarles migas ... ¡Dios mío, el retroceso, subconsciente, ha sido perfecto!

Y como ya estoy en plena divagación, veo, al rededor de Doña Nieves, sobre la extensa sábana verde de las lozanas vegas del pueblo querido, unas cuantas piezas blancas que ella ha tendido muy cerca de la orilla del río. Metida en su cauce hasta las rodillas, moja y remoja la ropa con un

constante rocío. Y al preguntarle que por qué vuelve a mojar la ropa, que ya está seca, y ad vertirle que eso le ha de causar mayor fatiga, sonreída y mansa, la buenaza me contesta: —¡Pero blanquea más!

Y esa es otra lección. Otra lección que nos enseña no solamente a hacer las cosas bien, sino
