Update from Julian Phillips on the Parking Fiasco in Bewdley Town Centre * All Penalty Contravention Notices (PCNs) that have been issued recently in respect of offences involving the 23hour rule are being rescinded/ cancelled through colleagues at Wychavon DC who administer this process on behalf of the Council. * It is also worth noting that none of the tickets issued were done so incorrectly by the Civil Enforcement Officers, all tickets related to genuine parking violations. However, the Leader and responsible Cabinet Member felt that, in light of residents’ comments, it was appropriate that the matter be reviewed fully and therefore, pending the outcome of the review, only fair to rescind those tickets that were issued. * The Chairman of Community & Regeneration Scrutiny Committee is currently considering the request from the Leader of the Council to hold a scrutiny exercise into the matter. If she does decide to scrutinise it, it will not be until the January meeting (7th) at the earliest and then Cabinet would have to consider any recommendations thereafter. The terms of the scrutiny exercise have not yet been set but it is anticipated that it would cover terms and conditions of Bewdley Residents’ Season Tickets, number of tickets issued, cost etc. * The Wyre Forest District Council (Off Street Parking Places) (Consolidation) Order 2009 (Variation No 1) 2009 (The Order) which governs the use of all of the Council’s pay and display car parks, limits the maximum stay for any vehicle to “a period not exceeding 23 hours in any 24 hour day”. The reason for this limitation is to ensure that the owner of any vehicle left in a parking place is not given any proprietary right inconsistent with the Council’s rights under the Order. Such rights include

the power to grant licences or to suspend or close spaces. * The Order could only be changed by a decision of Full Council; it is Council policy, so it is not possible to simply ‘do away’ with the 23hour rule as it has become known. However in accordance with a pledge made at the Town Council meeting in November, District Council leader and Bewdley’s County Councillor John Campion, the Civil Enforcement Officers are not currently enforcing the ‘rule’ pending the scrutiny exercise. * Some residents in receipt of letters from Wychavon which deal with the cancellation of tickets/ fine refunds are querying the wording of the letter which explains that the 23 hr rule is still in force – it says “I must advise you that the restriction remains in place on the car parks and that any future contraventions for such overstays may still be liable to the receipt of a Penalty Charge Notice.”. Given the explanation above, members of the public will understand why this needs to be made clear to residents who may otherwise misinterpret the Council’s actions to cancel tickets/refund monies as effectively ‘scrapping’ the rule. The use of the word ‘may’ keeps it flexible for the Council to resume enforcement if that follows from the scrutiny exercise. * It is anticipated that this matter might be finally resolved by February 2010 if scrutiny takes place and if Cabinet considers any recommendations made in January. Dressing up for Children in need The staff at Hair By Tina salon in Stourport are thrilled to announce with your help have raised ÂŁ310.27p for children in need charity by dressing up for the occasion. Part of the day was spent venturing out into the heart of Stourport town centre, where the community were very supportive and proved
to be very successful. It was a great day spent mostly in good weather apart from the short shower of rain which we survived, our hair remained in place luckily. Do you have the energy to switch energy supplier? The Energy regulator, Ofgem, recently indicated that energy bills have only one way to go, and that is up. A series of economic and supply scenarios commissioned by the regulator predict that household energy prices may rise by as much as 60% in just six years. This means that the average annual gas and electricity bill could reach £1,600, compared to just under £1,000 now. With the economy in the doldrums - and most households feeling the pinch one way or another- this news comes at a bad time. So what can we, as long suffering consumers, do to mitigate this? Apart from reducing usage, we are encouraged to avoid overpaying for gas and electricity and there are numerous comparison websites offering to save us money by switching suppliers. However, there seems to be a big question mark over the integrity of these operations which only make commission for themselves if they arrange for visitors to their website to switch. If you conduct a simple test by inputting your current supplier, a recommendation will be made for you to switch to another. If you then go back to the site a few minutes later and input the recommended new supplier as being your current provider, you will not be advised to remain with that company but, instead, a recommendation will be made to switch to a different supplier again. Strange, eh? Of course, there is no certainty that the supplier you eventually switch to won’t raise their tariffs in the short term to put you back where you started!

Mark Garnier Reflects… This November’s Armistice Day was marked by the fact that is the first without any survivors from the First World War. From now on, all our collective memories will be second hand, gleaned from conversations with grand and great grandparents, or taken from films of the trenches. I am frequently struck by how much more we observe Remembrance Sunday now than we used to when I was growing up in the seventies. I imagine it is a reflection of the fact that we are more committed to armed conflict now than at any other time since 1945. I always go to the Remembrance Day services and I rotate amongst the main towns. This year I was in Stourport and it is always a pleasure to be able to be part of the very different interpretations each town gives to the same act of remembrance. Meanwhile, the recession still bites. We have recently heard that the economy has now shrunk to a size smaller than Italy’s, having recorded our sixth quarter of decline. Alongside the decline, we, as a country, are borrowing £1 for every £4 that we spend on running the government. Everyone, without exception, that I come across is acutely aware of the severe problems we face and everyone is aware of the importance given to sorting out the mess. The debate to come in the run up to next year’s election is which party has the better plans to deal with the mess. At the core of the debate will be something that is not spoken about much, and that is this country’s ability to borrow money to pay our bills. In September, we borrowed £15 billion to keep the lights on and we did that at a low interest rate, from the international markets. For the time being investors are prepared to lend us money, but they will not do so forever. If we as a country do not start dealing with our problems soon, the investors will start asking for a higher rate of interest. They will start to doubt our ability to repay their money and the Pound will come under pressure again. What this means is higher interest rates and rising inflation and with personal debt in this country averaging £28,000 for every man, woman and child in the UK, that will have a terrible effect on all our pockets and our nation’s ability to recover. Whoever wins next year’s election will have to confront these issues head on and start to deal with the problems

immediately. IN the meantime, it is my job to make sure that Wyre Forest is given all the help it can get. In October, I asked Conservative Shadow Business Secretary Ken Clarke to come to Wyre Forest and meet with local businesses in order to share information: for Ken to learn more about the issues facing local businesses in Wyre Forest; and for local businesses to get a steer on how Conservatives will help businesses if asked to form the next government. These types of meetings are incredibly important for our district, as any business person will tell you it is important to have as much information as possible in order to be able to plan for the future. The meeting was a great success with over 50 local businesses coming along. I hope to have more of the same in the future. The other side of the coin is making sure that Wyre Forest gets its fair share of central government funding. Worcestershire’s school children are one of the worse funded education areas across the country, ranking ten from the bottom out of 151 education authorities. The reason for this is due to a very opaque funding formula that takes into account local costs, measures of social deprivation, and a number of similar considerations. But the problem is that the formula seems to be very out of line and very outdated. A secondary school in Kidderminster – Baxter College – with 1,150 pupils would receive over £3 million a year more (nearly double its annual budget) if it were based in central London doing exactly the same job. I have no argument with the fact that there are issues in central London that make it more expensive, but is it really double the cost? My Worcestershire based colleagues and I are working to try to redress this imbalance and to improve Worcestershire’s funding grant, and to that end we attended a campaign conference in London dealing with exactly this issue. We will never get it to be as high as Tower Hamlets, but we are sure that we will eventually be able to increase if from the current £3,864.60 per pupil that our local schools receive per pupil to give our kids an education. The Harriers THERE is quality football right on your doorstep here in the Wyre Forest – with Kidderminster Harriers once again making some big waves. Worcestershire’s premier football club, The Harriers are currently handily placed in the top level of non-league football in this country, the Blue Square Premier – and are working towards promotion to the Football League once again. Under the shadow of Midland giants Aston Villa, Wolverhampton Wanderers, Birmingham City, West Bromwich Albion and more, Harriers are still doing tremendously well to pull in the crowds, with 3,000plus gates being seen at their Aggborough Stadium this season.
As we speak, the club has already won seven of their ten home league matches this season, and last year they lost just five out of 23 as they narrowly missed out on promotion. Safe to say, there’s never a dull moment at Aggborough.
They clearly offer something to the local community – Press Officer Matt Wall helped explain.
“We’ve focused really hard over the last few years to ensure that the club remains in the minds of younger supporters who are always the next generation.
“Aggborough has always been a popular place for youngsters to come and watch football,” says Matt, a former Season Ticket holder at the club.
“Under 16s on match days here are admitted from just £5, and by joining our Junior Supporters club they can pick up Season Tickets for just £25,” continues Matt.
“We have three Premier League clubs in the region but I can certainly say I was always attracted to the family feel of this club. As a fan I was always able to get up close and personal to the players on show, and that gives you more of a sense of connection – I think it’s very much still the same. 24
“Any child under the age of eight can enter the ground free of charge when accompanied by an adult, so we believe there’s fantastic value to be had, and our recent success has shown there’s definitely something for the Wyre Forest to back.” The Harriers’ Aggborough Stadium is located on Hoo Road in Kidderminster, just off the Station Hill. Home games over the December period include a huge Boxing Day fixture against Chester City, kickoff 3pm.

So You Want To Get Fit? You may be thinking of exercising or joining the gym after Christmas. You may want to do some jogging. Why not have fun whilst meeting new friends, a few stops for a drink at the local hostelry and perhaps getting fit . Ever heard of Hashing. No I didn’t think you had. Well nor had I but; What is hashing? Hashing is a form of non-competitive running, a bit like hounds and hares. A trail will have been laid by the hare, and at the appointed time the other hasher’s try to find it by working as a team. Some of the trails will be false so the faster runners will have to run further than the slower ones as they will be checking all the possible routes. You will soon work out the rules. So there are rules. The trails are generally around 4-5 miles and there will be several (usually 3) hash-halts where we wait and regroup so nobody should get left behind. We run all year round so in the Winter you will need a torch. We meet back at the pub afterwards for refreshments so you might want to bring a change of clothing. The pub sounds inviting. It is often said that there is only one rule in Hashing: Rule Number 1: There are no rules! So there are no rules. It is true that no two hashes are the same, but this is generally how the Wyre Forest Hash works. The trails are usually laid in flour or sometimes sawdust but when it’s snowing the hares have to be more inventive. This is what you might see on the trail: Spots: These are what you’re looking for. They might be quite small and they might be on the back of trees, posts etc. When you have found four of them you are on the right trail so start counting. You will hear people calling “On-One” “On-Two” as they are checking the trail. Feel free to repeat the call for people behind you. After “OnFour” you will hear “On-On” so follow that direction. Bit like golf when they shout four. Or is it fore. Never did quite understand why they called a number. Cross: These are used to mark the end of a false trail. If you hear “On-Back” called then it’s because someone has found one of these.

Check: (Usually a line, sometimes a circle) This marks a check. The trail could continue in any direction. You will have to check out all possibilities or you could just hang around till someone else does. Checks are never laid on a false trail so you know you are on the right trail at this point. You might hear “On-On Checking” being called. Yes. I’ll just hang around till someone finds the right trail. HH Hash-Halt. This is where we regroup. Is this at the pub! Three spots: If you see these you are definitely on the right trail so you can start shouting “On-On”. Arrow: These mark the right direction to go. They are usually used when the trail is not obvious like crossing a main road. Fish Hook: A fish hook symbol marks a check-back. You have reached the end of the trail but you were not on a false trail. The trail actually went somewhere else, probably through a subtle gap in the hedge. Go back and find it. How far do we go back? Better keep close to the person who found the “check” ‘T’ A ‘T’ symbol denotes that the trail only goes in one direction, downwards when looking at it the right way up. These are usually found at the start of the trail to stop people following it in the wrong direction. Well can’t go wrong there then. ON-INN Are the best bit. The pub is in sight When you see this, you are nearly back at the pub. You should ignore any more marks. Yes. Once I see the pub I will definitely be ignoring any more marks. Well that’s Hashing. The winter garden need not be dull or drab, there are plenty of evergreens and flowering shrubs to give colour and interest even at this time of the year.

The hollies of course come into their own with variegation and berries. Prunus x subhirtella ‘autumnalis rosea’ with its delicate pink flowers is the best small garden tree. Chimonanthus praelox ‘grandiflorus’ has small yellow flowers but amazing scent, also Sarcococca confuse with glossy leaves, small which flowers and strong scent is even happy to grow in shade. This is a good time to plant bare root roses available all winter by mail order, prepare ground by digging in compost and sprinkle in ‘root grow’.

Putting something back into Bewdley Relax, Imagine, Create and Enjoy! at The Melting Pot For those of you who don’t know me. My name is Barbara Miller and a year ago I opened a painting ceramics business in The Craft Centre, Lax Lane. Do what! ..Who’d be mad enough to open a business when many are closing down? Well that’s me! It gets even worse, because I was advised that this type of business does not do very well in a small country town. But like many other people, I wanted to put something back into Bewdley,to help it grow and flourish and make it a place where there are opportunities to do different things for local families and visitors alike.
One year on, and how is it going? Well! it’s been quite a culture shock from being a worker for a local charity to being in business! Gone is your ‘bouncy castle days’ when, as part of a team, you get together and throw around ideas, which is the way I like to work! Now you feel totally on your own and you can only blame yourself for anything that doesn’t work out! It does feel quite isolating, especially as being in Lax Lane, you do feel a bit ‘out of sight out of mind’, when it comes to other businesses in town. There are a few who have been really supportive and interested (you’ll know who you are, and thank you for that). Anyway, before I put anyone off starting a business, that is the only bad bit! It has been a wonderful year and this is what I’ve been up to. Continue to read the story of my whole year with the melting pot in future issues of Your Local Times.

Humble Beginnings…the conclusion So, how did we end up in Bewdley? Back in July 1999, when I started the business, I was working as a Controls Engineer for Siemens with all the trappings – company car, BUPA, pension etc, so had a relatively secure job with good prospects, but in many ways I still wasn’t happy, even though it was the job I’d always aspired to, or so I thought….
secluded area, away from the noise, pollution and congestion - we ended up in Far Forest in December 2002. One of the reasons I gave up my job was the excessive driving (72,000 miles in 15 months folks!!) so wanted to keep that to a minimum. That first Christmas, I noticed Bridge House on Riverside North – we moved into office 16 in Jan 2003.
Louise and I had looked into working for ourselves many times in the past, but got put off by the usual fears; uncertainty, lack of security, doubt and financial commitment. This time was different.
Even though we continued our mail order business and the weekend fairs, it soon became apparent that Bewdley needed a local business to look after its computer problems, so with “how come we didn’t know about you before” ringing in my ears, we collected the keys to our current shop on Nov 17th 2003, phase 4 kicked in.
If you recall, my wife gave up an office job to a ten week course to become a personal trainer, while I had my full-time job as a safety net and at the time, we NEVER envisaged that ten years later we would be where we are!! I suppose we just figured that after the course was over, I’d give up the weekend computer fairs to focus on my job and Louise would have clients coming out of the woodwork. The reality was somewhat different !! On completion of the course (which she passed with flying colours by the way) it was obvious we had our hands on something special as our success and popularity was on the up and up. Christmas of that year was superb and we went to Lanzarote for two weeks over the new year period, during which time it gave me plenty of time to ponder my life and where we were heading. I came back and decided to run with this opportunity as I was still working full time and attending weekend computer fairs EVERY week. I handed in my notice in January of 2000 and on Feb 25th, left my job never to look back. I’ve long held the opinion that if you want to move on in life, you really need to close the door behind you SHUT, don’t leave your foot in the door “just in case” as you’ll never move on. At the time, we were living in Lye, Stourbridge and started out by turning our sun-lounge into an office, as we were moving more into mail order. This worked well for a while and I suppose it was somewhat of a novelty, literally falling out of bed to go to work!! The business soon started to take over the house, which meant we were never “away” from it. I realised we needed to separate the two and thus we took on a unit in Lye. So, armed with a new web site, new logo and a new address, The Zoo moved to phase 3. At the time we were living in a big house with Louise’s parents, it got to the point where we were realised we needed to go our separate ways.
