ZCHS Welcomes New Head Coach J.R. Howell to Its Court This month’s cover “introduces” J.R. Howell, ZCHS’ new head basketball coach, to the Zionsville Community, even though many of you may already know him because he and his family have been living in the Zionsville area. Howell most recently was an Assistant Coach at Carmel High School. Howell comes to ZCHS with a successful coaching lineage. His father was also a high school coach. We would like to welcome Howell and wish him well as he takes over the helm of a program that has enjoyed a high level of success in the past. Writer // Janelle Morrison • Cover photo // Laura Arick

School of Rock Zionsville Writer // Janelle Morrison • Photography // Submitted
Hey, Zionsville … are you ready to ROCK? School of Rock is more than just rock and roll. It is a music education program that combines individual lessons with group rehearsals and performances and teaches invaluable life lessons while jamming away to your favorite tunes!
S
chool of Rock is poised to open its newest location in Zionsville in early October, and I spoke with owner Steve McFarland, Director of Music Cyrus Youngman and Drum Instructor James Pacovsky about the school’s programs: Rookies for 6 to 8-year-olds, Rock 101 for 8 to 12-yearolds and Performance Program for 12 to 18-year-olds. And yes, they even have an Adult Program so parents can live the dream of playing live in a real cover band.
What Is School of Rock? For over 20 years, School of Rock instructors have transformed hundreds of thousands of students across the world into skilled musicians. It specializes in the instruction of guitar, bass, drums, keyboards and vocal. There are more than 260 locations worldwide. McFarland opened his first School of Rock location in Carmel, Indiana, 10 years ago and his Fishers location five years ago. McFarland explained that it’s how he

and his instructors teach that makes the school different from traditional lessons. “Most kids don’t stick with playing an instrument unless they are really self-disciplined,” McFarland said. “My kids took traditional lessons, and they hated them. At School of Rock, we teach [music] backwards, kind of like the way you learn to speak language. You start talking first, then you go to school and learn about nouns, pronouns, punctuation, etc. And that’s how we teach music.” McFarland continued, “We have ‘Demo Days’ where we tell parents, ‘Give us 30 minutes and we’ll have your kids playing in a band.’ We bring the kids back to the lesson rooms and teach them to play AC/ DC’s ‘TNT’—a three-chord song. I say, ‘Put your finger here, now strum. Put your finger here, strum. Put your finger here, strum. OK, put your finger here, strum, strum, strum. T-N-T. After about 20 minutes, we get everybody into the rehearsal room and tell the parents to get their phones out because they’re going to want to video this, then we say, ‘One, two, three,’ and the kids play ‘TNT.’ The parents’ jaws drop as they watch a kid who has never touched a guitar suddenly rock to AC/DC. It is our mission to inspire kids to rock on stage and in life.” The School of Rock students have weekly rehearsals in addition to their individual lessons, gaining experience and confidence to perform in an actual venue at the end of the season, which the instructors feel gives them incentive to practice and to stay committed so that they’ll be prepared for the big show.
Life Lessons and Building Confidence After hearing from parents who were commuting to the School of Rock in Carmel who were interested in having one in Zionsville, McFarland and his team held a call-out meeting in spring of 2019 at Bub’s Burgers in Zionsville. The 40 families that attended had expressed interest in their children not only learning music instruction but also the life lessons this extracurricular program teaches kids about accountability, teamwork, listening and courage.

Zionsville resident and drum instructor James Pacovsky has been playing drums since he was 12 years old. “Teaching at School of Rock gives me the ability to transfer my passion [for music] and skills to young kids that want to do the same thing and want to be rock stars,” Pacovsky shared. “We’re really trying to get the kids to learn how to be performers, and we provide the environment where they perform on stage with their friends, with the adrenaline rush, the lights, the sounds and the fog machines. These kids aren’t sitting in their bedrooms, isolated, downloading music lessons.” Pacovsky continued, “I coached my boys through the Little League system in Zionsville. If we had batting practice for an hour in the cage and he hit everything I threw at him, crushing it like he’s Babe Ruth, but was a nervous wreck when he stood up at the plate during a game, none of that instruction carried forward. We’re teaching kids to have confidence when they walk up to the plate or get up on stage. That’s the difference in what School of Rock does.” The Zionsville School of Rock music director Cyrus Youngman is no stranger to the local music scene. His band, Cyrus Youngman and the Kingfishers, have performed for many major local area festivals. Youngman also spoke about the difference that School of Rock makes in kids’ lives. “I’ve been teaching [music] for half of my life,” Youngman said. “When I joined School of Rock, I realized that the main and huge difference is that our kids have something to look forward to and have something to prepare for immediately. They have rehearsal groups every week and have to come in and know their song or they’re going to let their friends down. There is no better feeling for them than walking into a rehearsal room knowing their part and saying, ‘Hey, look at what I can do now.’ The culture and values that we instill in our kids teaches ownership and owning up for whatever you sign up for. We teach responsibility, freedom and how to listen—not just to their instructor but the band as a whole.”
Safety Is School of Rock’s Top Priority Throughout the stay-at-home order, all three of McFarland’s locations pivoted from in-person lessons to virtual. As soon as it was permitted, the Carmel and Fishers locations resumed their in-person instruction while practicing the highest level of safety protocols that go above and beyond the recommended guidelines. Once the Zionsville location is officially opened—in early October—the students and instructors will be able to meet in rooms that were built to accommodate the 6 feet of social distancing protocol. Students will enter through one designated door and disinfect their hands before the lesson and will exit out anther door after disinfecting their hands at the end of the lesson. Students will be encouraged to bring their own instruments, mics and accessories, even though all rooms and equipment will be vigorously disinfected after every use. Masks will be required by both students and staff. This includes singers! A transparent shower curtain will be hung between students and instructors as an added layer of protection from exposure to COVID-19. Youngman added, “It’s been a tough year, but we’re all going to come out of this stronger, and we probably won’t take as much for granted.”
Expect Not an Ordinary but an Extraordinary Grand Opening Ultimately, the School of Rock Zionsville’s goal is to have a fun, family-oriented rock concert featuring its students in the parking lot on the day of its ribbon cutting and to open the building to tours for attendees. “That’s ultimately the goal,” Pacovsky concurred. “We want to have the kids perform outside with the stage and lights in a concert-like environment. We’ve been going over and above the recommended

safety protocols since we started back with in-person lessons about a month ago. We will also have extreme layers of protocol that we’ll be following not only with social distancing, masks, etc., but also sanitizing every instrument every time a kid switches instruments or moves around. Everything will be extremely scrutinized—probably more so than any school or hospital.”

A Modern Take on an Ancient Practice Writer // Ann Craig-Cinnamon • Photography // Laura Arick

In fact, yoga is now more modern and relevant than ever, and a case in point is YogaSix in Carmel. Started in 2012, YogaSix is a franchise described as a modernized yoga brand. It was acquired more recently by Xponential Fitness, the owner of numerous boutique fitness brands including Club Pilates and CycleBar, among others.

Health and Safety Precautions Like many businesses, YogaSix Carmel was affected by COVID-19. The studio opened on March 16th and closed the same day. It reopened on May 22nd. The studio is following strict safety guidelines that include limiting class capacity to 15 people at 6 feet apart. The studio room is continuously deep cleaned with a hospital-grade disinfectant after each session, bathrooms are cleaned with bleach and the air is continuously purified by a germicidal UV light and all the air from the room is purged for 15 minutes after each class providing new fresh clean air. The studio in Carmel, located at 11503 Spring Mill Road, Suite 700, near Market District, was one of the first 20 franchises to open nationwide. Deciding to buy a yoga studio was a good fit because of her lifelong passion for fitness and, in particular, a passion for yoga. “I have worked out my whole life, and yoga is the one thing I always come back to because it’s something I can always do. Yoga is a very healing discipline,” she says.

When we view a longer historic cycle, starting before the bottom in January 2008 through February 2014, the diversified portfolio was only up by a more typical 29.9% and the all-stock portfolio was up by 31.8%. CertaPro Painters: Working Hard to Make Your Next Painting Project a Certainty Writer // Neil Lucas • Photography // Laura Arick
W
e have all heard that old Ben Franklin saying that nothing is certain in this world except death and taxes. The folks at CertaPro Painters are working diligently to add one more certainty to your life: that you will be highly satisfied after they complete your next residential or commercial painting project. In these times of great uncertainty, it’s good to know there is someone out there working to add some certainty to your life. For Certa Pro, it starts with their mission statement: consistently delivering extraordinary experiences.
About Certa Pro In 1992, CertaPro Painters began with the vision of making residential and commercial painting services easier and more convenient for homeowners and business owners. From the beginning, their promise has been that of certainty, aiming to reassure customers of their quality and expertise. Today they are the largest residential painting contractor in North America. CertaPro operates through a network of locally owned and operated franchises. The local CertaPro franchisee has been serving the greater Indy area
since 2001. As you might expect, they are fully licensed, insured and locally owned and operated.
What Does CertaPro Do to Ensure Certainty? We asked the question to J.J. Darr, president and one of the owners of the local franchise, who started in sales 10 years ago and was provided the opportunity to advance to his current position. As Darr answered, “Certainty comes with experience, and that comes with timely communication, transparency and honesty. Those are all things that we build in
12

2020-08-24 11:31 AM
our processes so that customers can hire Certa-Pro with certainty.” Darr stated that one of the main ways CertaPro creates certainty in its work is by having developed over the years effective systems that help them monitor and manage nearly every aspect of their business. As Darr explained, “Metrics are important to us. You can’t manage what you can’t measure. We like to have processes so that we can create standards and hold teammates accountable for positive results for our clients.” At the heart of CertaPro’s customer service is what they call the Certainty Service System (CSS). Darr explained that CSS is a six-step process that CertaPro developed to ensure their paint crews can deliver great results to their customers. It begins when the sales associate responsible for the project has an in-person handoff to the head of the paint crew in order to go over all the details of the project. The job site supervisor, who will be wearing a gold shirt, on arrival at the job will walk through the project with the client. At the end of each day, that same individual will go over with the owner the progress made that day and the plan for what will be accomplished the following day. At the end of the project, the site supervisor will do a “pride walk” with the owner to make sure the owner’s expectations have been achieved. In order to try to measure how well CertaPro is doing in meeting client expectations, Darr explained that CertaPro has adopted a system used by many companies called a Net Promoter Score (NPS). The NPS is an important metric for CertaPro that essentially asks customers after a job is completed how likely they are to refer CertaPro to other potential customers on a scale of 1 to 10. According to Darr, “The score is a clear reflection of customer satisfaction based on how referable you are or how much your customers enjoy doing business with you. This year our NPS is at 71%.”
J.J. Darr, President
standard operating procedures where painters are required to wear masks, painters’ temperatures are taken each morning before showing up to a job site and, to the extent possible, painters exercise social distancing. Second, each painting crew carries a bottle of disinfectant and is instructed in proper procedures on its use. In addition, many of the documents that used to be on paper have been converted to digital and are loaded on a tablet. Another major development by CertaPro to address the issues related to the pandemic was the creation of its unique online estimate system.
CertaPro Offers Both In-Person and Online Estimates Typically, projects begin when a potential client calls the CertaPro office where they are directed to a sales associate who is responsible for the specific area in which the caller lives. The sales associate will then come to the home and look at the project, but prior to arriving, they will call the client to alert them they are on their way. The sales associate will talk with the client, take a look around the
project and prepare an estimate. All the estimates are done on a tablet and completed onsite within approximately 30–45 minutes. Once the estimate is produced, the sales associate then reviews it with the client to make sure everyone understands what is proposed for the project. Alternatively, an estimate can be done through CertaPro’s unique online estimate system. With this system, you go to a link on the CertaPro website or use a QR code like the one you see below. Once you are on the site, you will be asked a series of questions about the project you want CertaPro to address. After the questions, you will be able to upload photos of the area that you want to have painted. This process usually takes about 10 minutes. Presto, you will then receive an estimate in your email. The online estimate system is a terrific way for you to receive an estimate if you choose not to have a sale associate come to your house for whatever reason. Just as importantly, an online estimate is a great way for people who are in the process of buying a new home to get a painting estimate prior to taking possession of a house or closing without having to go through the hassle of trying to schedule a time for the current owner or their real estate agent to be present. If you have a painting project and want to assure yourself of the certainty that the project will be done professionally and that it will meet or exceed your expectations, call CertaPro to set up an in-person estimate or simply go to their website to receive an estimate online.

The status quo during COVID-19 emphasizes the need for distancing and separation. For senior citizens who live by themselves, this new way of life can lead to isolation. Research has shown that isolation for seniors can have adverse effects on physical and mental health.

hile some remain in their homes, navigating the difficulties of daily activities such as cleaning, cooking and maintenance, senior living communities like The Stratford in The Village at WestClay have prioritized health and safety, coming up with creative ways to curb isolation and its effects for residents. The fun at this community hasn’t stopped, the dining continues to excite and healthy lifestyles flourish—your new normal is everything you want it to be.
Safety Procedures To ensure the safety of its residents, The Stratford has implemented rigorous health and safety standards for team residents and permitted visitors to abide by. This includes disinfection protocols on surfaces throughout the day, daily staff and resident checks, social distancing, full transparency and updates from the community’s leadership team. “The biggest benefit of having everything our residents need within our community is that they don’t need to leave and unnecessarily put themselves at risk during these uncertain times,” says Sam Carrillo, executive director at The Stratford.
Activities and Events Within the community, Social Director Joe Green and Wellness Director Christina Hooks head up their programming team. This dream team is dedicated to incorporating the seven dimensions of wellness (physical, social, environmental, spiritual, occupational, emotional and intellectual) into their residents’ daily and weekly schedules. Throughout the past few months the community has safely hosted a variety of events where staff have visited homes wearing costumes, residents have gone head-to-head during couples’ game nights, live music was played during outdoor happy hour and most recently, “State Fair Week” included a slew of themed activities. At the same time, the wellness team has welcomed residents to small group courtyard workouts, socially distanced scenic walks, outdoor tai chi, stretching classes and more. “It is important to maintain not only your mental health
but also your physical health. In times of such unknown, having a dedicated time to exercise can provide a sense of normalcy,” says Hooks.
Dining Experience In addition to an extensive social and wellness calendar, the community’s full-service dining team makes mealtime and grocery shopping easy. Their menus are personalized for their residents’ tastes, and small and large menu items include starters, soups, salads, sides, casual eats and rotating specials. Residents choose the meals they want, and they’re delivered freshly prepared to their home with no need to maneuver through crowded grocery store isles and checkout lines. However, if they’re craving their favorite snacks or want to prepare a meal at home, the dining department offers grocery delivery twice per week with their requested items dropped off right at their doors. The “new normal” at The Stratford is everything you want it to be with an entire community of dedicated professionals providing an exceptional and safe experience. There’s no better time to pivot into this all-inclusive lifestyle that aligns with your needs and desires. Zionsville Community High School Welcomes
TO ITS COURT Writer // Janelle Morrison • Photography // Laura Arick and submitted
One could say that basketball is in his blood and that J.R. Howell and his family are the quintessential Hoosier family. Having been practically raised on a basketball court, J.R.’s destiny to be involved in the sport—as a player and eventually as head coach—was evident when he was just a small child.
J.R.
Howell was recently named the Zionsville boys basketball head coach, and I had the incredible opportunity to talk with Howell about his journey to the head coaching position after working as assistant coach for three seasons under Carmel boys basketball head coach Ryan Osborn. Howell was part of the winning formula that led the Greyhounds to a Class 4A state championship victory in 2019.
BASKETBALL IS MORE THAN A SPORT—IT’S A TRADITION Beginning his basketball career at a young age, Howell’s passion for the sport began while watching his older sisters playing and his dad, coach Jimmie Howell, coach for nearly 40 years. Jimmie Howell is fifth on the state’s active coaching victory list with an impressive 624 wins. “There’s a home video of me on my third birthday drawing up a play,” Howell shared. “At ages 4 to 5, my dad was coaching boys and girls varsity [basket-

ball]—at the same time—for four straight years. The only time that I could really be around him was to be at the gym, and that was something I loved. Being able to play in a state championship and being an assistant coach in two state championships all has to do with my love for basketball and my upbringing.” The Howell family moved from the Fortville/Mount Vernon area to Brownsburg when Howell was going into the fifth grade. His dad connected with Ryan Osborn, who came on board as an

assistant coach and coached Howell. Little did the two know that their relationship would grow into a lifelong friendship and eventually a friendly rivalry. Howell’s junior year, his family moved to Lapel, Indiana. His dad was head coach and was coaching his son. That first season, the boys basketball team won the state title in 2004–05. “At the time, I thought it was really cool because we won the state title,” Howell reflected. “Now that I’ve gotten older and have a 4-month-old son, I realize how special and rare it was than I did even 10 years ago. It’s rare to win a state title and even more remarkable that it was a father-and-son duo.”
ANSWERING HIS CALLING Howell attended Marian University where he realized that his calling was to
coach high school basketball. “I knew pretty much right away,” Howell said. “But it was my junior and senior years that I realized high school basketball is where I wanted to be, where I’m more comfortable and where I could make a bigger impact on kids.” As fate would have it, Howell was eventually hired on under Osborn at Carmel High School where his final “lessons” would be learned before advancing in rank as head coach. Howell shared what he learned from the students and from Osborn that he brings with him to Zionsville’s basketball program. “The biggest thing I learned from the kids is that they want to be challenged,” Howell said, “They all want to be good [at their sport and at school], and it’s just a matter of making sure that you [challenge] them the right way as a coach.”

“I don’t know if I’ve ever been around a more organized coach than Ryan,” Howell expressed. “If it wasn’t for me learning from Ryan, the way he handles himself in meetings, his demeanor—on and off the court—my first couple of weeks here [Zionsville] would’ve been more difficult. Spending all that time with Ryan has put me at ease to confidently attack the tasks that I have for the day and for this position.”
THE ULTIMATE DREAM JOB Over the last five years, Howell began setting his sights on his dream job—a head coaching position in a big program at a local area high school. Howell and his young family reside in Whitestown and have rooted themselves in the local communities. And once former head coach Shaun Busick–who resigned in early July after 14 seasons—announced his departure, Howell threw his name in the hat for consideration.

“Zionsville has been my dream job,” Howell stated. “I think it’s a good, closeknit community, a good school and the kids are fantastic. Anytime you follow a coach like Busick and their success with the program, you’re always going to have to deal with expectations. But he put down such a great foundation, and my job is to come in, review it and see how I can make this better. Keep what has worked before and make the necessary tweaks to make it better than it was.” When I asked Howell how he thinks it will be looking across the court at coach Osborn in that first match up against the Greyhounds, he replied thoughtfully, “It’s going to be bittersweet. I have so much respect for coach Osborn. He’s been a really great mentor and friend to me. But at the end of the day, I want to win, and he wants to win. We’re going to put our [respective] teams in position to win. Once that game takes off, we’re going to be competitors, and there’s going to be no friendship at that point [on the court].”
PREPARE LIKE YOU’RE GOING TO PLAY As sick as I am about writing the name as you are reading it, I had to ask Howell how he, the staff and players are preparing for a season during COVID-19. “It’s tough, but I try to look at every situation with a positive outlook,” Howell said. “If you look at the negatives, it will bring you down, affect the people around you, and you won’t take any steps forward. We’re treating this season like we’re playing and going full steam ahead. Obviously, there’s going to be challenges. The way we work out will look a little different. But we will take all of the proper safety measures and do everything we can to keep the kids in a safe environment and to prevent the spread of [COVID-19]. We’ll take it a day at a time, but we’re going to prepare like we’re playing. There’s no other way to look at it until we’re told something different.” On behalf of the community, welcome to Zionsville, coach Howell! We wish you, your staff and your team all the best this season!

The Community Foundation of Boone County (CFBC) recently announced another extraordinary initiative—a Community Match Grant Program where eligible Boone County 501(c)(3) organizations can apply for up to $15,000 in matching dollars. What Is the CFBC and What Does It Do for Boone County?
The CFBC has granted over $25 million from its various funds to nonprofit organizations and programs working to solve critical challenges in Boone County. Through the generosity of donors, the foundation currently holds over $25 million in assets and awards an average of $1 million back into the local community each year. Since its inception in 1991, CFBC has worked with donors to create
permanent funds for charitable giving. The establishment and growth of permanent endowment funds will strengthen Boone County for generations to come. In response to the COVID-19 pandemic, CFBC recently surveyed nonprofit organizations who serve our local communities. The results of the survey told a disturbing tale that 92% of nonprofits report lost revenue due to COVID-19 and 65% now have new, permanent costs due to

the pandemic, such as cleaning supplies and technology costs. With revenue down and costs up, 60% are experiencing an increase in demand for services due COVID, including mental health services, child abuse cases, food programs and outdoor activities. Not surprisingly, the greatest reported need is financial assistance. Pivoting Its Response to the Needs of the County

rectors and CFBC staff evaluated what its primary focus should be amid the pandemic and decided that the foundation should focus on grant making for the remainder of 2020. After studying the survey results, the board members and staff connected with many stakeholders and brainstormed on the best way to make the greatest impact in all six Boone County communities. As a result, CFBC is proud to launch a community-wide grant program to meet the broad, increased needs in Boone County caused by COVID-19 as a continuation of rapid-response grants given earlier this year to address local needs. The initiative includes two components: one, $150,000 in unrestricted, immediate grants to Boone County school corporations, and two, a Community Match Grant Program for Boone County nonprofit organizations.

How Will the Community Match Grant Program Help Local Nonprofits?
The goal of this program is to help meet the needs of a wide range of Boone County nonprofits who have experienced lost revenue and increased expenses due to the COVID-19 pandemic. Out of the 92% of nonprofits who have reported lost revenue due to COVID, the most common reasons for the loss are canceled events, decreased income from lower donations (and the canceled events) and new, unanticipated costs like PPE. “We are encouraged that 88% of our nonprofits are already coming up with ways to recover lost funding,” says Jodi Gietl, president and CEO for CFBC. “CFBC is honored to build upon their motivation and enthusiasm by coming alongside them with this match to help increase their donations.” Eligible 501(c)(3) Boone County organizations are able to apply for up to $15,000 in matching dollars. The application deadline is Aug. 31, 2020. Applicants will find out Sept. 21 the dollar amount they can receive in matching funds, based on the needs and funds available, with the official fundraising timeline being from Oct. 1 to Dec. 31, 2020. Full details can be found on the CFBC website: communityfoundationbc.org. How You Can Be a Part of the Giving
CFBC is encouraging Boone County community members to support the nonprofits who work so intently to keep the residents in all of our communities safe and healthy. Details on the match will be sent to nonprofits directly, but start researching
the nonprofits today so you are ready to make your donation once the match begins. According to CFBC, it has granted over $220,000 to Boone County nonprofit organizations and schools working to support residents, families and communities impacted by the pandemic. CFBC is currently in a matching gift campaign with Lilly Endowment, Inc., which will add $2 million to its permanent funds—which translates to more grants awarded out to the community every year. CFBC has $110,000 left to raise by September 2021. Gifts made to the CFBC Boone County Community Impact Fund are tripled through this matching opportunity. Gifts of $100 become $300, $1,000 become $3,000, $5,000 become $15,000. “I’m so proud of our board of directors for assessing [the needs] and pivoting so quickly,” Gietl expressed. “And I was super happy with the collaborative efforts of our directors and staff in getting the funds out there as quick as we did. We always say here, ‘The best way to get ready is to stay ready.’ The most important thing for us is to keep our en-

dowment level up so that we are able to give out more and continue to work at this level. When the market took a huge dive in March, we took a dive with it. And while we have a well-balanced portfolio—and everything has pretty much
recovered at this point—that doesn’t negate the fact that we are carefully watching our budget for the remainder of 2020. Most importantly, we do not want [COVID-19] to impact our gifting because this is what foundations were created to do.” It will benefit CFBC greatly if people will continue to donate—no matter how large or small—throughout the year and the future years to come. Gietl concluded, “We are looking at how we can set ourselves up for 2021 in an uncertain economy, in an uncertain world, while continuing our mission, which is to best serve the [over] 67,000 residents in Boone County.” To join this campaign, give online at giveboonecounty.org.

Election 2020: What You Need to Know to Safely Cast Your Vote Writer // Janelle Morrison • Photography // Submitted
There has been a good deal of information posted on social media regarding in-person and absentee voting for the upcoming general election, and most of it I found to be utterly confusing or partially inaccurate. To set the record straight, I contacted Boone County Clerk Jessica Fouts to learn more about how registered voters can safely vote amid the pandemic, where they can vote and how early they can vote to avoid long queues at the polls on Nov. 3, 2020.
isted on the Boone County Clerk’s Office webpage are the links for all things related to this year’s general election, including the links for absentee mail-in voting applications. I received some emails from folks wanting to know the election office’s definition of “confined” and if claiming confinement due to COVID-19 is a legitimate reason to apply for absentee or would it be considered voter fraud. Being a high-risk member of the population myself, I thought it prudent to ask, on behalf of these readers, how the election office views the definition of confinement. “There are 12 reasons listed on the application that qualify someone for absentee voting by mail,” Fouts explained. “Marking ‘confined’ should be because you can’t leave your residence for reasons like being quarantined. People can apply to vote absentee for reasons like being out of county visiting family or being over the age of 65 years.” The deadline for absentee ballots is Oct. 22, 2020, but be advised that waiting until the 11th hour could be too late. By the time the ballot would be mailed and received, then completed and mailed to Fouts’ office, it may not arrive on or before election day. Ballots received after Nov. 3 will not be counted.

Expect Social Distancing and Safety Protocols at the Polls In-person voters can expect the same distancing and safety protocols that they experienced at the polls during the primary election with the added requirement of masks so as long as the governor’s mask mandate remains in effect. Fouts stressed that if the mandate is lifted by the governor on or before the election, poll workers cannot force an individual to wear a mask or social distance. “We will have the plexiglass dividers, marks on the ground [for social distancing] and hand sanitizers like we did for the primary last spring,” Fouts shared. “We will also have masks for the poll workers, but if the governor ends the mandate before Election Day, we can’t require or enforce any of that.” Fouts added, “If you’re worried about the crowds or about transmission of COVID-19, then I would encourage you to vote early. You can walk into the courtroom on a Tuesday afternoon and be in and out in a matter of minutes.”
Take Advantage of Early Voting Boone County is offering nine early-voting locations for this general election at least a week before the election on Nov. 3, 2020. “We have a full month [of early voting] at the courthouse,” Fouts said. “We’re open from Oct. 6 through Nov. 2 from 8 a.m. to 4 p.m. every day, and then we have a full week of multiple sites in Boone County the last week before election day that include the Whitestown Municipal Building and Zionsville Town Hall.” Historically, Zionsville Meadows was another polling site, but for obvious reasons related to the nature of the facility being senior care-related and due to COVID-19 preventative measures, the election board is seeking an alternate
polling location and will announce that secondary location in Zionsville in early September. When asked where people can go to download an absentee ballot application or to find the list of days and times polling sites are open in Boone County, Fouts replied, “People can visit the Boone County Clerk’s page, and there is a link on the homepage that says ‘Elections.’ Indianavoters.in.gov is the state website, and people can find election information on that site as well.” For more information on how to register to vote, how to apply for an absentee mail-in voting application and for all other election-related questions and topics, visit boonecounty.in.gov/Offices/Clerk/Election-Information.
