University Mission Statement:

The Lac Courte Oreilles Ojibwe University's mission is to provide Anishinaabe communities with post-secondary and continuing education while advancing the language, culture, and history of the Ojibwe

LCOOU Strategic Enrollment Management Playbook will increase recruitment, enrollment, persistence, retention, and completion rates by making data-informed decisions that meet the overall Strategic Plan of the University

Data-Informed Decisions

The main focus is to use the data from AIMS/AKIS and Internal Data as the foundation for persistence, retention, and completion efforts in a holistic and circular fashion from an Anishinaabe perspective This playbook provides the course of action to increase enrollment by integrating the college mission with the strategies listed. The AIMS/AKIS data is from the benchmarking template worked on by LCOOU and AICF staff The Dean of Continuous Improvement provided the internal data.

STRATEGY 1.A: TARGETED MARKETING

LCOOU will utilize targeted marketing strategies such as identifying students based on statistical demographics LCOOU will implement strategies in digital and in-person venues to increase local, regional, and national awareness of LCOOU's Graduate, Bachelor, Associate, and Professional Certifications, as well as other academic offerings These targeted communications will reach a wider variety of demographic groups and will focus on reaching new prospective Native American students as well as continuing and returning students. Strategies will emphasize diversity and inclusion across specific groups The main four demographics assessed currently include

New Student (Traditional):

Direct from high school (traditional student): Typically, younger than 19 years old (GenZ), have very recent academic experience, does not have workforce experience, and engages with Instagram, Snapchat, and TikTok more frequently than Facebook

New Student (Non-Traditional):

(not direct from high school/non-traditional): Typically, are between the ages of 24-34 years old (GenY & GenZ), do not have recent academic experience, does have workforce experience, and engages with Instagram, Snapchat, and TikTok more frequently than Facebook.

Continuing Student:

(currently enrolled students with no breaks): Typically, are between the ages of 24-40 years old (GenY & GenZ), and does not have recent academic experience Does have workforce experience, and engages with Instagram, Snapchat, and TikTok more frequently than Facebook.

Returning Student: (students not enrolled for 1 year)

LCOOU will make active efforts in reaching each identified group through a wide range of marketing approaches such as social media posts, online announcements, email & phone campaigns, press releases, campus-wide mailings, flyers in targeted communities, alumni & community engagement events, and more

STRATEGY 1.B: HIGH-SCHOOL CONTACTS & ECCP ENROLLMENT

LCOOU will increase the total enrollment of the Early College Credit Program (ECCP) from 20 to 23 (15%) students through proactive efforts to increase contact points and establish stronger communication with regional & local high-schools.

High-School Contacts:

University Preview Day: LCOOU will host at minimum x1 on-campus preview day per academic year. Students attending will have opportunities to learn about the ECCP program and degree offerings

High-School Visits: LCOOU will increase the number of visits to local/regional high schools. LCOOU will visit and host ECCP workshops at a minimum of x3 high schools per academic year

High-School Graduations & Events: LCOOU will participate in a minimum x2 graduation events per year (Hayward High School & LCO K12) that honor recent high-school graduates LCOOU will provide a small gift for each graduate as well as recruitment information including degrees, scholarships, Native American cultural high-lights, and other key recruitment information LCOOU Guest Speakers: LCOOU staff and faculty will be available to participate as guest speakers for high-school-related events Degrees and related careers will be shared by faculty/staff in at minimum x3 High-School classrooms per year

High-School Communication:

School Counselor & Staff Contacts: LCOOU will regularly communicate with Guidance Counselors and other relevant high school staff via email, phone calls, zoom meetings, or faceto-face visits

School Counselor Meetings: LCOOU will host a school counselor information meeting oncampus at a minimum x2 per academic year (x1 per semester) Local and regional school contacts will be invited to attend in person or virtually via Zoom. ECCP information, degrees, support services, cultural integration, and other updates about the University will be shared at this time

Parent Information Meeting: LCOOU will host at least x2 parent informational meetings and campus tours per academic year Information will be shared with parents from secondary school counselors' partners.

GED/HSED ENROLLMENTS & AVAILABILITY

LCOOU will increase the total enrollment of GED/HSED students from 17 to 20 by increasing awareness, & accessibility and enhancing program processes for the GED/HSED program in each LCOOU location. Quantitative & qualitative data will be gathered, analyzed, and utilized in future program promotion & recruitment materials

GED/HSED Enrollment:

GED/HSED Awareness: The LCOOU marketing, GED/HSED, and recruitment staff will collaborate to create clear, concise, and esthetically appealing GED/HSED promotional materials such as flyers, social media posts, brochures, on-campus posters, enhanced webpage, and more These materials will be shared with organizations and across local/regional communities Certain organizations which also serve the same clientele will be provided with comprehensive information about the GED/HSED program LCOOU will make active efforts to communicate during key times which align with the University's overall recruitment strategies and timelines.

GED/HSED Admissions & Application Process: LCOOU will enhance the GED/HSED application and admissions process All GED/HSED students will start by applying on the University's website, like all other programs Upon submission and admittance, GED/HSED students will receive access to University resources like study guides, software, on-campus technology, and email/CANVAS accounts The GED/HSED coursework is self-paced and completed online, however, prior to starting the program, all GED/HSED students will attend at least x1 meeting per semester with their GED/HSED tutor Progress and goals will be discussed at this meeting

GED/HSED Accessibility & Wrap-Around Support : LCOOU will hire x1 GED/HSED program coordinator and x4 GED/HSED Tutors (x1 per site) GED/HSED Services will be made available in each LCOOU location. GED/HSED coordinators and tutors will share recruitment materials and build networking connections with organizations in each Native American community served LCOOU will expand the list of helpful wrap-around supports from under 5 total to over 20 (5 per site) by 2024-2025 Current examples include; Tribal Higher Education Departments, TANF, Vocational Rehabilitation programs, Head Start, FACE, Veteran Services, etc)

STRATEGY 2.A: CAREER SERVICES

LCOOU will increase student Retention & Persistence through increased student participation in Career Services programming Career Services will offer expanded career classes/workshops and enhance the current list of available services. LCOOU will also increase awareness of career services programming through strategic marketing strategies

Career Services Courses/Workshops:

LCOOU will enhance and expand the list of available career development 1 credit courses (15 hours) Courses may also be altered in delivery methods and will be offered as CEUs rather than CTC credit. LCOOU will offer a minimum of x3 career classes (1 credit) and/or workshops (CEUs) per academic year;

Personal Success (1 credit): Introduction career course covering basics of career skills resumes, cover letters, communications, job apps, and interview skills

Exploring Careers (1 credit): Introduction career course covering work motivation, professional ethics, career values & keywords, life and other social factors, best practices for social media, and basics of job mechanics (resume/cover letter/applications)

Digital Literacy (CEU's): Digital Literacy is an x6 session career development workshop covering basic technical skills necessary to enter, maintain, and advance in high-skill, highwage, and high-demand employment. Digital skills covered include saving/organization, Microsoft Office, online job applications, data analysis, and more

Quick-Bytes (Enrichment): Quick-Bytes are 30-45 minute enrichment career workshops aimed at increasing career awareness and skill development Topics change per week

In-Classroom Career Series (Enrichment): LCOOU also provides classroom career development presentations; faculty will ensure topics incorporated align with the overall lesson plans

Alumni Career Services (CEUs): LCOOU offers quarterly Professional Development CEU workshops for University Alumni Specific organizations (Tribal Governments, Schools, NonProfits, Casinos, etc) with high volumes of alumni are prioritized and sent personal invitations Topics are catered to fit community needs (Stress Management, HIPPA, Data, etc )

Awareness & Accessibility of Career Services:

LCOOU will increase awareness of Career Services programming through strategic marketing strategies such as on-campus and community flyers, CANVAS announcements, emails & phone drives, social media posts, enhanced webpage, and more LCOOU will streamline and simplify the Career Services application process and ensure all services are offered in-person, virtually, and/or hybrid format

STRATEGY 2.A: CAREER SERVICES

Increased Access of Career Services:

LCOOU will continue to expand and enhance the list of available Career Services programming Some areas of enhancement and development include.

Travel: Student Services provides several travel opportunities to students to network with professionals in the degree field they are seeking Examples include Regional, State, and National Conferences, University campus visits, and business/company tours.

Internal Seminars – Student Services will host intern professional development seminars to increase student’s knowledge and understanding of professionalism.

Certifications - Professional membership and/or accreditation fee assistance Examples include GED/HSED Testing fees, C.N.A. testing fees, NCLEX testing fees, American Nursing Association, etc

Internships - Student Services will offer 30 paid internships per semester These positions pay up to 20 hours per week and have on-campus, off-campus, and virtual internship opportunities

Employer Network – Student Services has developed an informal network and will formalize this network to better serve the students and the employer's needs

Handshake – Student Services has purchased this new online career services/jobs board platform to host internship and post-graduation placement information

Career Coaching: Student Services will offer individual career coaching and exploration of potential occupational pathways which lead to further educational obtainment and employment

STRATEGY 2.B: ACADEMIC SUPPORTS

LCOOU will increase course completion rates from 63% to 72% by 2024-2025 through increased awareness, and participation in the University academic support services Increased course completion will lead to an increase in retention & persistence.

Increased Awareness, and Participation:

All academic support information will be addressed during Orientation sessions and online courses. Topics will also be covered during College Ready Refresh Workshops.

LCOOU Retention Coordinator provides weekly informational and interactive emails and CANVAS announcements from students in an effort to increase awareness of available support. Academic programs, services, and events are also shared online and promoted on campus with flyers and displayed on rotator screens.

Virtual-Help-Desk, Early Alert, and Retention Staff make active efforts during key points during the semester to contact students via phone, Zoom, face-to-face, or email in an effort to increase awareness of available supports.

STRATEGY 2.C: FINANCIAL LITERACY

LCOOU will increase course completion rates from 63% to 72% by 2024-2025 by increasing the number of students who attend financial literacy courses and/or participate in increased financial assistance options.

Online Financial Literacy Course & In-Person Workshops:

LCOOU TRiO & Emergency Aid will design a one-stop CANVAS course designed to give an overview of financial skills (budgeting, saving, credit) The course will also cover Financial Aid & Scholarships, Internships & Employment options, Emergency Aid, and other Financial Resources

LCOOU TRiO will expand offerings for in-person or hybrid financial literacy workshops and training LCOOU will offer at minimum x2 per academic year

Financial Assistance:

Emergency Aid: LCOOU will expand services of Emergency Aid which is available to all students to overcome emergency financial barriers that would negatively affect their education.

Eagles Nest Closet: LCOOU will launch a basic needs closet for students in need of food, toiletries, clothing, winter gear, etc.

BookSwap/BuyBack: LCOOU will purchase textbooks from students to be utilized as on-campus resources for future semesters

Transportation Loyalty Program: LCOOU will launch the transportation loyalty program which requires students to regularly participate in support services in exchange for weekly gas assistance

Paid Internships: All students at LCOOU will be eligible to apply for a paid internship which will pay roughly $15 per hour

Technology Assistance: LCOOU will continue to expand and manage needed technology loaners including laptops, tablets, wi-fi boosters, headphones, and more

Good-Grade-Incentives: LCOOU offers good grade incentives for students earning As, Bs, or C's for both mid-term & final grades. Students receive a handwritten note and a small gift.

Student of the Month: LCOOU offers a Student of the Month program Students are recognized for achieving academic and personal leadership and are celebrated on the campus website & social media accounts Students receive a small scholarship and an LCOOU swag item

Other Financial Assistance: LCOOU will continue to offer financial assistance related to testing fees, campus tours, professional attire and more

STRATEGY 2.D: HOLISTIC ADVISING

LCOOU will increase student persistence (15%) and retention (5%) by 2024-2025 through continuing to Improve Holistic Advising & Increase Student Services utilization and integration

Holistic Advising:

LCOOU will continue actively seeking out and fixing areas in need of improvements in the holistic advising model (faculty + staff). This approach utilizes both faculty and staff to provide wrap-around support for students

New students are registered and advised by Student Services; Admissions Specialist makes first appointment for students to meet with their faculty advisor during their first semester

Admissions & Withdraw Process:

LCOOU will continue to improve existing academic admissions and withdrawal processes; LCOOU will build increased checks and balances into Ellucian registration software Students must meet with an advisor before registering for classes. Advisors will check to make sure advisees are registered for the correct classes during Faculty training on their first day back.

Drop-Out Detective/Early Alert:

LCOOU Provost will require in-depth training for faculty, adjuncts, and advisors on Dropout Detective. LCOOU Provost will hold monthly advisor meetings and share out best practices with one another It is a requirement for faculty to complete training and uses Dropout Detective effectively.

LCOOU Retention Coordinator will create a flow chart displaying the early alert and Dropout Detective process

Student Services Utilization:

LCOOU will improve the dissemination of wrap-around services to LCOOU Faculty, Adjuncts, and Advisors Information about Support Services will be made available in the different ways; In-Classroom presentations.

STRATEGY 2.E: OJIBWE CULTURE & LANGUAGE

LCOOU will increase student persistence (15%) and retention (5%) by 2024-2025 through continuing to expand and enhance Ojibwe Language offerings and resources, as well as increase the number of cultural activities offered each semester.

Ojibwe Language Program & Resources:

LCOOU will continue to expand and enhance the Ojibwe Language program offered by increasing the level of Ojibwe Language from Ojibwemowin 4 to Ojibwemowin 6 LCOOU will accomplish this expansion by 2024-2025.

As the Ojibwe Language program is taught utilizing language immersion tactics, students enrolled in the program are required to regularly engage in speaking and listening to the language. To assist, LCOOU will provide Rosetta Stone Licenses for all students enrolled in the NAS or Ojibwe Language programs. LCOOU will also host weekly Ojibwe Language Table discussions hosted in a hybrid format by LCOOU Native American Studies Faculty and/or NAS Intern/Peers Mentors

Increased Cultural Activities:

LCOOU will continue to offer a range (between 6-12) of cultural activities per academic year which are congruent with traditional timelines and customs. Activities will include wild ricing, drum circles, Ojibwe language tables, Ojibwe craft-making, snowshoeing, winter story-telling, feasts, ceremonies, and more. All cultural activities will be announced to students via email, social media, and campus/community flyers A number of NAS courses require participation in cultural events/activities, therefore announcements will also be made in CANVAS and in classrooms. These efforts will be led by the LCOOU NAS department, Extension, Retention Coordinator, and outreach staff

Social Justice of Ojibwe Nations:

LCOOU will increase campus-wide awareness of social justice topics facing Native American Tribes today. LCOOU will accomplish this through hosting a variety (4-6) of informal workshops aimed at educating staff, students, alumni, and community members about the real current issues impacting tribes today Topics will include Treaty Rights, Boarding Schools (orange shirt day), MMIW, traditional views of conservation, historical trauma, and more These efforts will be led by the Dean of Students and Community Engagement, Extension Staff, and Outreach Site Coordinators.

STRATEGY 2.F: STUDENT ENGAGEMENT & WELLNESS

LCOOU will increase student persistence (15%) and retention (5%) by 2024-2025 by increasing the average participation in well-planned student engagement activities from 28 to 41(30%) by 20242025. LCOOU will also continue to provide resources for student wellness and safety on campus. Utilization of wellness resources will increase by at least 10% by 2024-2025

Student Events:

LCOOU will continue to improve our event planning process and decrease the rate of underprepared/canceled events from 22% to 15% (30%) by 2024-2025 A well-planned event at LCOOU involves certainty regarding leaders, requisitions/budgets, forms/ requests, marketing/communication, and data (sign-in sheets, surveys, photos, and more) An internal group of event leaders will meet at least once per semester to continue the trend of planning events 2-3 semesters in advance These efforts will be led by the Retention Coordinator

LCOOU will increase the average participate rate of well-prepared events from 28 to 41 by 20242025 Student feedback is always gathered in assessing which events will be planned out Some examples include; virtual zoos, coffee and conversations, fun & study weeks, nation hat day, black history month watch party, and many other events.

Gift-giving is a valuable practice in Anishinaabe culture Student feedback surveys also indicate small prizes/gifts as a key component of attendance. LCOOU will continue to provide small gifts at each event such as lunch tickets, small swag items, giftcards and more

Student Wellness and Safety:

LCOOU currently has an agreement with U-Will Counseling Services This is a free, 24/7, and confidential way for students and staff to seek help with Mental Health and Addiction support.

LCOOU will increase the overall usage of U-Will counseling by 10% through increased promotion on-campus and online and through training Peer Mentors on how to use it U-Will is overseen by the Dean of Students and Community Engagement and the Retention Coordinator.

LCOOU will significantly enhance student safety and grievance processes by integrating Guardian Software to replace the current pen-and-paper methods. Guardian will provide a streamlined way for students to file grievances, grade appeals, title-9, and other campus safety reports Guardian is highly effective in other rural Universities and data will be available at the end of 2022-2023.

Guardian and campus safety are overseen by an internal committee, the Associate Dean of Students, and the Dean of Continuous Improvements

STRATEGY 3.A: COMPLETION & INTERNAL PROCESS

LCOOU will increase overall completion rates from 28% to 35% by 2024-2025 by enhancing and streamlining internal processes involved in successful program completion These include admissions & withdrawal, early alert/Drop-Out Detective, and graduation.

Admissions & Withdraw Process:

Admissions & Application: To ensure students are well-prepared to enter and advance in their educational programming, LCOOU sets hard admissions and application deadlines which allow for students to successfully complete tasks necessary to be 'well-prepared for post-secondary education.

Withdraw Process: Students are required to meet with their instructor and academic advisor prior to choosing to withdraw. The instructor will provide the last day of attendance and their signature Students are also required to specify a reason for withdrawing These meetings provide a final point of contact to provide information on any wrap-around supports available to the student.

Early Alert:

LCOOU Early Alert and the Virtual Help Desk will make active efforts to establish communication and provide referrals to services for students who are identified as 'at risk'

All LCOOU Faculty, Adjuncts & Staff will be provided with training on how to initiate an early alert and document case-notes on Drop-Out-Detective

Early Alert Coordinator will work with academic offices to ensure all 'non-participating' students will be automatically dropped if they have not engaged within the add/drop period.

Graduation/Completion Process:

Graduation Application: LCOOU empowers student self-sufficiency by designing a comprehensive professional checklist with the specified graduation timelines This document will ensure all requirements are met and students feel prepared to transition into the workforce and/or continued post-secondary education

Exit Interview & Alumni Data Campaign: LCOOU graduates and alumni will be offered opportunities to share experiences via data campaigns and the exit interview. Data from these efforts will be compared and contrasted with historical records in efforts to institutionally identify and resolve gaps in student experiences.

STRATEGY 3.B: ALUMNI CAREER SERVICES

LCOOU will increase overall completion rates from 28% to 35% by 2024-2025 by strengthening and increasing the LCOOU alumni network which will benefit graduates through; increased alumni representation in employment networks, assurance of University guidance and career help postgraduation, and direct mentoring & advice from previous LCOOU alumni

Alumni Career Services:

Post-Graduation Placement: The University purchased a virtual jobs board software platform “Handshake” that will be utilized to host internships and jobs. Handshake hosts over 500,000 employers and networks to over 800 colleges providing services to college students and alumni; including the larger Wisconsin University System and Wisconsin Technical College Systems Career Coaching: LCOOU will provide individualized career coaching for LCOOU alumni seeking career readiness Career services will include assistance with resumes, cover letters, portfolios, job applications, interview skills, and more. Alumni will also have access to a wide range of career materials including books, career readiness software, and other needed materials to enter the workforce. Appointments with LCOOU alumni will be individually scheduled.

Stackable Credentials: Student Services will work with the LCOOC Continuing Education Department to develop short-term, stackable credentials with a focus of continuing professional development. Content will be developed to assist alumni with understanding and applying the concepts of interpersonal skills, soft skills, and technical skills

Mentorship programs: Student services will work with the Alumni Association to create a mentorship program Many LCOOU Alumni want to give back to the institution but do not have the financial stability to contribute monetarily. The Alumni Mentorship Program will be designed to provide non-monetary ways to contribute to the success of the college Connecting alumni to alumni and alumni to students, examples include: answering questions about your career path, providing job shadowing, and offering encouragement and networking support.

LCOOU will increase the email communication rate from 21% to 25% and increase the total list of community partnerships from 33 to 45 by 2024-2025 These efforts will assist the University in identifying and communicating the distinctive characteristics, values, and impact of Lac Courte Oreilles Ojibwe University in order to enhance its image and standing

STRATEGY 4.A: INCREASE COMMUNITY AWARENESS:

LCOOU will increase the email communication rate from 21% to 25% amongst local, tribal, and regional communities by 2024-2025 LCOOU will accomplish this through increased marketing strategies around signature academic programs & characteristics of well-prepared students. LCOOU will also focus on making the LCOOU Website more user-friendly for both current and prospective students

Signature Programs & Financial Benefits:

LCOOU advancement & marketing will provide marketing strategies that will focus on two key areas:

Academic Programs: LCOOU will highlight the distinctive/signature academic programs such as bachelor's & master's degrees and Ojibwe Language Certifications Financial Advantages: LCOOU will also highlight financial incentives such as institutional scholarships, internships, emergency aid, cost of attendance and more

Well-Prepared Students:

LCOOU will increase the number of well-prepared students applying to LCOOU as their first choice:

LCOOU admissions & recruitment will establish clear and consistent deadlines for registration and applications.

"Well-prepared" students will be indicated by those who have completed orientation and all the steps in the registration process in a timely manner. New students will receive LCOOU welcome packets, educational supplies, and an LCOOU backpack in effort to increase well-prepared students

Student-Friendly Website:

LCOOU Marketing & Advancement will collaborate with various internal departments to streamline and simplify the user experience of the LCOOU Website. The website will serve as a one stop location for all information related to LCOOU. All information will be keep current and up to date.

STRATEGY 4.B: INCREASE PARTNERSHIPS:

LCOOU will increase the total number of community partners from 33 to 45 by 2024-2025. LCOOU will accomplish this by providing regular communications and invitations to oncampus or other University-related events with stakeholder contacts.

Communication Timelines:

LCOOU Marketing & Advancement will utilize strategic timelines in communicating with stakeholder contacts. Key dates such as commencement, alumni association events, and application & registration deadlines will be disseminated to the community and exisiting and/or potential partners

Staff & Faculty Contacts:

LCOOU staff and faculty will provide regular updates about University happenings on behalf of LCOOU when participating on local/regional boards, work groups, or other organizations they are involved with Staff and Faculty will share all existing or potential contacts will LCOOU Marketing & Advancement who will formalize the partnership and document all information in a Community Partners Masterlist

On-Campus

& University Events:

LCOOU Marketing & Advancement will host a variety of LCOOU Alumni Association and community engagement events. These events will take place on-campus or within the community and provide opportunities for potential stakeholders to experience and learn more about the university and the campus community. Three (3) major events will be offered each academic year:

STRATEGY 5.A: INCREASED SPECIALIZED CERTIFICATES & CTC ENROLLMENT

LCOOU will continue to match the 10% of University's ISC by increasing the number of CTC Enrollments while expanding the list of specialized certificate offerings that align with tribal/local workforce needs.

Identifying Workforce Needs:

Prior to launching a CTC Certification, LCOOU Extension & Career Services staff will collaborate in identifying local workforce trends. LCOOU Extension will also consult with identified community partners to select certifications that will fill gaps in skills needed to thrive in the tribal/local workforce Some examples include Road Construction Certification, Serve-Safe Certification, Grant Writing & Management, and STEM-focused career preparation courses

Expanded Certifications:

LCOOU plans to launch several new specialized certifications for CTC credit All courses must complete at least 15 hours of in-classroom lecture in order to count towards 1 CTC credit A few programs in development include Computer Applications, Road Construction, Jingle Dress Making, and more

Expanded CEU Workshops:

LCOOU will continue to provide CEU workshops that promote cultural awareness and other valuable and enriching skills. CEU workshops account for 6% of a 1-credit CTC course and contribute to the overall 10% ISC match Topics for CEU workshops will include Beading Circle, Powwow Sweat, Hoop Dancing, Basket Weaving, and more

STRATEGY 5.B: IMPROVED DATA MANAGEMENT SYSTEM

LCOOU will integrate a new data management system for Community Engagement activities & CTC enrollment This system will assist the University in establishing base-line data for community engagement.

Data Management System:

LCOOU currently accepts registrations for extension workshops via the University website. All applications are fed into a Google Drive LCOOU will integrate this process into Ellucian through an extension called Instant Enrollment. This will feed all extension participant data into the University LMS This software will increase and streamline data gathering, analysis, and participant registration processes and will be implemented in 2023-2024.
