BENCHMARKS


The synopsis – economy peaks in 2007, hits the skids and nosedives for three years before beginning a recovery in 2010. We now begin 2015 – eight years after the beginning of the Great Recession – and it’s a good time to look at some elements of the local economy. Where do we stand? What has recovered, what hasn’t recovered, what isn’t recovering? To do this, we have to define recovery. There are two benchmarks we might use. The first is 2007 – the year the economy peaked. Most recoveries are judged by the former peak, but that might be a mistake for Southern Nevada. 2007’s peak was artificial, one might say, caused as it was by shaky lending practices and irrational exuberance. The irrational exuberance, of course, is now gone. The shaky lending practices … not so much. Still, we will use 2007 as one benchmark. We’ll call it our “peak recovery benchmark”. A better benchmark is to look at a ten year average set before the boom and the bust. We’ll call this our “long term recovery benchmark”. In our case, we’ll look at the period 1996-2005. In both cases, we’re going to compare the monthly average for the years involved, rather than annual totals. Why? Because we’re still lacking some data for 2014. PEAK RECOVERY If we’re grading on peak recovery, the local economy gets an “F”. While visitor volume is better now than in 2007, and taxable sales are almost back to 2007’s levels, five different components of the local economy (new home sales, commercial occupancy, gaming revenue, new residents and employment) remain below, often well below, the levels seen in 2007. While most of these measures have been growing since 2010 or 2011, they clearly have a ways to go before we return to those halcyon days of 2007. LONG TERM RECOVERY So much for getting back to the peak. How about getting back to our long-term averages? Here, we score a solid “C”. Gaming revenue, visitor volume and employment are all better than the long-term average, and that’s good. Tourism is now the single engine of growth in our economy, so a healthy tourist industry is vital.

Employment is important as well, but it is worth noting that better employment numbers have not lifted taxable sales back to the long term average. Why? People are thriftier, but it’s also possible that a considerable number of the new jobs that have been created are part-time and/or minimum wage. An increase in minimum wage jobs is not a bad thing – it means that people without considerable skills are finding work, and everyone needs work. On the other hand, they also mean less bang for the buck. Alas, taxable sales are not the only thing that is lagging behind the long term average. New resident moving into Southern Nevada also remains down, and they were a key component in the other pillar of our economy. New residents translates into more new home sales and higher taxable sales. Speaking of new home sales … it’s better we don’t speak of new home sales. They currently stand at about 20% of the long term average, and at roughly 16% of the peak average. You’ll notice those two percentages aren’t too far off from one another, and that goes a long way to explaining how important new home sales (and construction) were to the Valley. New home sales never averaged less than 1,600 homes per month from 1996 to 2007, and reached as high as 3,200 home per month in 2005. Since 2008, new home sales have never exceeded 900 homes per month, and only exceeded 500 homes per month in 2008 and 2013. More problematic is that new residents statistic. The number of people moving into Southern Nevada started shrinking in 2004, and continued until 2011. Growth continued in 2012, but petered out in 2013 and 2014. What does 2015 hold? If the trend continues, we’ll expect most measures of the economy to continue to improve. New home sales saw growth in 2010, 2012 and 2013, and declines in 2011 and 2014, so it’s anybody’s guess what it will do in 2015. Ultimately, 2015 should look quite a bit like 2014, with a repeat of 2013 probably being the best case scenario. The good news is that the worst is behind us. If employment continues to tick up, migration into Southern Nevada might turn around. If that happens, a return to long-term averages will absolutely follow. Without that pillar of the economy, though, our recovery will continue to be slow.

Over the past eighteen years Frank has brokered, constructed, financed and developed projects totaling in excess of $1 billion of market value in the Western US. In his spare time Frank enjoys, spending time outdoors with his family, racing Bandolaro Stock Cars with his children, traveling and golfing.

ICEBREAKER - INTERESTING TIDBITS FROM PEOPLE YOU WORK WITH What is the best book you’ve ever read, and why? The Giving Tree is my favorite read. It often gets taken off the shelf and re-read. What is your favorite quote? “A Ship in the harbor is safe…but that’s not what ships were made for.” What’s the best advice someone has given you? My first roommate told me: You don’t have to marry everyone you date. Where is your favorite local place to take an out-of-town guest? Hearthstone if it’s around the Summerlin area, as “Summerlin, is Home.” If we must go to the strip, we go to Julian Serrano at Aria and then drinks at SkyBar inside the Mandarin. They have the best views. What do you enjoy doing when you’re not working? Traveling. It feels weird being in town if I’m not at work. I love experiencing different cultures, whether it’s Southern America or South America, I just want to see the world.
