Atascadero Begins Search For Next Police Chief

Eleven SLO County Private Schools Receive Waivers for In-Person Instruction

By BRIAN WILLIAMS brian@atascaderonews.com SAN LUIS OBISPO — Eleven small private schools in San Luis Obispo County had waivers approved for in-person instruction. SLO County Public Health Officer Dr. Penny Borenstein said Aug. 19 that eight of the 12 schools and districts in the County that applied for a waiver were approved. Three more were added Tuesday, Aug. 25. The total enrollment of the 12 schools that applied for the waiver was estimated at 1,000 by Borenstein. Enrollment for all schools in the County was roughly 35,000. “It’s a small number but I am hopeful that we can use that as a tool to understand how to introduce in-person instruction and see how well these small schools do it,” Borenstein said. “And then use that as a way to expand on it in other elementary schools and eventually, I hope to be able to get all of our kids back in school.” The eleven private schools are: • Wishing Well School in Los Osos • Trinity Lutheran School in Paso Robles • Montessori Children’s School in San Luis Obispo • Children’s House Montessori School in Atascadero • Valley View Adventist Academy in Arroyo Grande • North County Christian School in Atascadero • Templeton Hills Adventist School in Templeton • Coastal Christian School in Pismo Beach • Old Mission School in San Luis Obispo • St. Patrick School in Arroyo Grande • St. Rose Catholic School in Paso Robles Reopening plans for the schools were posted on their respective websites. ATA S C A D E R O — Atascadero Police Chief Jerel Haley announced his retirement in early July. As of Aug. 12, the City officially posted the position online and began the process of finding a new chief. The Atascadero News inquired about the selection process, and this article will detail everything that will go into the search and how the public can get involved. The City of Atascadero announced Haley’s last day would officially be Oct. 16 and that they hope to have the position filled before Haley concludes his ninth year in charge. He will also be included in the interview process for the new chief. According to municipal code in the power of appointment and removal, it is the duty of the city manager to appoint, remove, promote and demote any and all officers and employees of the City except elective officers and the City Attorney. However, appointment, removal, promotion, and demotion of department heads, officers, and employees shall be recommended to the City Council for concurrence and confirmation. This means City Manager Rachelle Rickard ultimately hires the position but will also bring the suggestion to the City Council for confirmation. The City of Atascadero will conduct a national search but will not be using an outside firm to hire the position stating, “While using a recruiting firm can be a very effective tool for some recruitments, the City has had similar success using other recruitment tools such as targeted job postings.” Following a review of all the applications and materials received from interested parties, the City will select the top qualified candidates, generally seven to nine, that will move on to the next phase of the recruitment process.

ATASCADERO — One of Atascadero’s longest-standing restaurants, Fatte’s Pizza, will be reopening its doors in September under the new ownership of Ron and Sarah Nutile, who own and operate Fatte’s Pizza in Paso Robles. Over the past year, the Atascadero location experienced some ownership issues that led to the departure of several dedicated workers and legal trouble that shut down the popular buy-one-get-one pizza spot. However, the Fatte’s faithful need not worry about any changes to their recipe or style of operation. This will be the second round of ownership for the Nutiles in Atascadero.

Brew At The Zoo Goes Virtual with Beer Festival

By CONNOR ALLEN ATASCADERO — The City of Atascadero’s annual Brew At The Zoo event is moving virtual for 2020 and beers from local breweries in Atascadero and San Luis Obispo County will be delivered to your door. On Sept. 26, fans of craft beer, ciders, exotic animals, and live music will be delighted as a virtual party will be coming into their living rooms and backyards, all supporting local businesses and the Charles Paddock Zoo. Attendees will have two options to choose from. Both, the standard which costs $65 and the VIP which costs $80, will come delivered to your door on Sept. 24 with a 14-pack of 12- and 16-ounce cans and assorted swag from participating breweries. The VIP package will also include an exclusive commem-

orative t-shirt. The breweries participating so far are Wild Fields Brewhouse, Central Coast Brewing, Figueroa Mountain Brewing Co., Firestone Walker Brewing Company, M. Special Brewing Company, and Santa Maria Brewing Co., Silva Brewing, SLO Brew, Topa Topa Brewing Co. and Bristols Cider House. “A lot of swag will also be included in these virtual boxes. Everything from your coaster or bottle openers to luggage tags and koozies will be all kinds of fun things added to it,” Atascadero Deputy City Manager Terrie Banish told The Atascadero News. “You are getting a little bit more than just a box of beer, but each of the beers will be from one of our craft breweries here in Atascadero and San Luis Obispo County.” Those who have purchased virtual beer boxes will get a link sent to their email the day before the event where they can log into the virtual festival where the real fun begins. “You will hear from each of the brewmasters that are in your brew virtual box,” Banish said. “There will be a segment on each of the individual breweries in the box, and you will also be going on behind-the-scenes tours with different zookeepers and learning about the animals. They will take you behind

the scenes and show you things you don’t normally get to see at the Charles Paddock Zoo, and it focuses on some of the surprises we have that people aren’t aware of.” On top of discussions from local brewmasters and behind-the-scenes looks at the zoo’s animals, the City will also stream in live music from Bear Market Riot and Ricky Montijo. The event will begin at noon on Sept. 26 and run until 3 p.m. All proceeds from the event will benefit the ongoing conservation and educational efforts of the Charles Paddock Zoo and will also support the local breweries that are a part of the festival. “Paso Robles has wine, but we have breweries and cider houses. We have quite a bit of breweries here, and we really want to support our breweries and do this outreach to keep them at the top of our mind, whether in our backyard or our county. So this was an opportunity to say that this is worth it to support them as well as support the zoo,” Banish said. Paso Robles Recreation Services Announces Limited Reopening of Sports Fields for Youth Sports Organizations STAFF REPORT PASO ROBLES — The Paso Robles Recreation Services Division announced Monday a limited reopening of sports fields for youth sports organizations. In compliance with the State of California and San Luis Obispo County Guidance, and to help ensure the safety of all coaches and participants, field reservations are now available at Barney Schwartz Park. Field use will be limited to practice and physical conditioning, with competitive play, games, and tournaments not yet allowed. Adult league use is still not permitted, per the State and County Guidelines. “We’re thrilled to be able to take this step

in the right direction to support youth sports in our community,” commented Lynda Plescia, Recreation Services Manager for the City of Paso Robles. “We realize the importance of youth sports in Paso Robles, and we are looking forward to reopening all of the fields to provide safe activities in compliance with the current guidelines.” Field use applications are available at prcity.com/819/Facility-Rentals. Reneau took over as CEO on April 23, 2019, and will step into a new role with the Paso Robles Wine Country Alliance. Below is what Reneau wrote in the update. “Friends, OUR community is truly incredible. Throughout the success and recent challenges, our community has banded together to support one another, residents, and our Chamber. The Atascadero Chamber would not be where it is today without the support of such a phenomenal community. Even now, during this difficult time, projects like the El Camino Real Downtown Infrastructure Enhancement Project, the Equality Mural Project, the La Plaza project, and more are kicking off to continue to improve our community. I am confident that this positive progress and impact made by local business owners and leaders in Atascadero will only continue to grow. “It has been an honor working as the Chamber CEO and serving our members. Memories and relationships that I have made here will be something I will always treasure. As some of you

may have already heard, within the month, I will be stepping down as CEO for the Chamber and moving into a new role with the Paso Robles Wine Alliance. Having first started my career at the Paso Robles Vintners and Growers Association, which has now evolved into the PRWCA, I am excited to go back to my roots. Successful Early Warning System Siren Test STAFF REPORT SAN LUIS OBISPO – The Annual Early Warning System Siren test took place on Saturday, with all 131 sirens operating successfully. The system, which was sounded twice to test both the primary and backup activation points, operated seamlessly. During an emergency, the sounding of the sirens is an indication that the Emergency Alert System has been activated, and the public should tune to a local radio or television station to receive emergency information and instructions. Although the siren system is tested throughout the year, this annual test is the only time the sirens are simultaneously sounded. The test is a critical aspect to ensuring that the system is operating as designed should it be needed during an emergency. Atascadero Does Not Have an Open Container Law Where, why and when you can have a drink By CONNOR ALLEN

T

here has been a debate in Atascadero that has raged on for decades outside bars and in backyards centralized around one question, can you walk around the city with an open container of alcohol or is it an urban legend? Last week, The Atascadero News called Atascadero Police Department Police Chief Jerel Haley and found out precisely what is and isn’t allowed when enjoying a cold adult beverage in public. “The City of Atascadero has not passed an open container law,” Chief Haley told The Atascadero News. “So, it is legal in the City of Atascadero to walk around in public with an open container of alcohol.” It is true, Atascadero is the Las Vegas of California. You are well within your right to sit in the park with a glass of wine while watching some live music or even spike that evening coffee before you walk around the neighborhood with your children as they ride bikes and scooters. Atascadero is the only city in the county that allows for open

containers. The way it came about is interesting as it is less about entrusting their citizens to be responsible and more like something it just never got around to as we started so small. “As to how the City of Atascadero didn’t end up with a law, it is actually something that, rather than taking affirmative action, it was something that they never took action on at all,” Haley said. “The law in the state of California for business and professions code that governs says that any community can pass an ordinance to make it illegal to possess an open container law. The city would actually have to take the proactive measure to pass such a law and in Atascadero, after incorporation, they never got around to doing it. It is one of those things that I am assuming was not added in at the time of incorporation and it just has been standard practice since that time.” However, even without an ordinance banning open containers, there are still times and places that Atascadero natives can find themselves in trouble with the law if they don’t know the proper rules and regulations. While it is legal to enjoy a drink, those partaking must

continue to be responsible if they wish to stay out of trouble. The Atascadero Police Department can’t write tickets for possessing the open container but are on the

lookout for public drunkenness, which is defined as when, “...An individual is so intoxicated that they are unable to care for their own safety,” Haley clarified.

“So, someone who is staggering drunk out into the roadway and might get hit by a car, that is the type of thing that would cause somebody to be arrested for public intoxication potentially,” he continued. “That is very different than somebody who has had two beers and a little buzz but can take care of their own safety. We are talking about a standard that is somewhat incumbent upon the officers to make those determinations one way or another. So we look for actions or behaviors that are indicative of someone not being able to take care of their own safety.” Before taking full advantage of the Las Vegas of the Central Coast, it is also essential to know where one can pop-a-top and where it might land you with a hefty citation, an arrest, or perhaps a stern talking. First and foremost, when purchasing alcohol from a liquor store or supermarket, it is vital to get into the public domain before consuming it. Laws about retail alcohol sales are unique and specific. There are certain retailers that are not allowed to let customers drink on their property as a company policy. While on their private property, you are subject to their regulations.

The most common question raised regarding the lack of an ordinance surrounds the fun events and activities that happen in downtown Atascadero like the Craft Beer Festival or Hot August Nights. Primarily, it comes down to if the venue is selling alcohol or not. To sell alcohol at an event such as the Craft Beer Festival, retailers need a special license from the state’s Alcohol and Beverage Control department. These licenses allow events to sell alcohol within an enclosed, defined area and only inside the area. Once outside the marked boundaries, state law takes over and trumps the cities’ lack of ordinance. This means that even though there is no open container law in Atascadero, you cannot take your beer from the festival and head down El Camino Real. However, events like Cruise Night, where alcohol is not being sold, citizens can bring a drink purchased somewhere else and enjoy it while sitting on the sidewalk as they watch candy painted hotrods and hydraulic lift packages bounce down the street. It is crucial that everyone drinks responsibly, but now you can navigate the laws responsibly as well.

SLO County Reports First COVID-19 Death of Person in 30’s STAFF REPORT SAN LUIS OBISPO — The County of San Luis Obispo reported Friday the first death of a SLO County resident in their 30s, bringing the number of COVID-19 deaths in SLO County to 21. The individual died at a Santa Barbara County hospital last week and was vulnerable to serious COVID-19 illness because of underlying health conditions. “Our hearts are with the patient’s loved ones as we take this time to remember that

COVID-19 can infect anyone at any age,” said County Health Officer Dr. Penny Borenstein. “We have seen more COVID19 cases in SLO County among people between the ages of 30 and 49 than any other age group.” As of Tuesday, 2,769 cases of COVID-19 have been reported in SLO County, most of whom have recovered. According to the Centers for Disease Control and Prevention (CDC), COVID-19 can quickly and easily spread to many people and result in continuous spreading among people as time progresses. Every individ-

ual’s actions can either limit or contribute to this spread. “Please do your part to slow the spread of COVID-19 and protect those around you: Wear a face covering in public, stay six feet away from others, and avoid gatherings,” Dr. Borenstein said. Slowing the spread of COVID19 is a community effort. People at higher risk should stay home as much as possible. All residents, regardless of risk factors, should take steps to limit the spread of COVID-19 — in part because it travels through the community and, in some cases,

Deputies Fatally Shoot Gunman in Nipomo Parkinson says nationally mental illness needs to be addressed STAFF REPORT NIPOMO — San Luis Obispo County Sheriff ’s deputies shot and killed a Bakersfield man who opened fire in a shopping center parking lot in Nipomo on Friday. San Luis Obispo County Sheriff Ian Parkinson said Scott Huffman, 42, of Bakersfield, was the gunman and provided more details of the officer-involved shooting during a press conference Monday afternoon. Parkinson did not provide a motive for Huffman’s actions, but alluded to a “mental health crisis.” Huffman, who did not have a criminal history, had arrived in the SLO area earlier in the day. “I can say that there is obvious early indication of some mental health crisis going on, but at this point, no history

and the investigation is continuing,” Parkinson said. Detectives searched Huffman’s home on Friday in Bakersfield. They questioned his family, who, according to Parkinson, said, “Certainly, they recognize that there was some type of crisis occurring that led to this.” Huffman reportedly arrived at the gas station in the Vons shopping center at 550 W. Tefft St. in Nipomo with a woman in the car shortly after 11 a.m. He exited the vehicle and shot at the locked front door. Contrary to social media reports, Huffman was not wearing body armor. Two gas station employees had locked the door when they saw Huffman approaching with a handgun, Parkinson said, and crawled into a back-office room where they locked the door, monitored their cameras and were on 911 telling dispatch what was happening. The woman fled the car when Huffman began shooting. “As far as we know, at this

point, she did nothing wrong,” Parkinson said. “She had no idea that this was going to happen. This was not a planned event. And we have identified her and spoken with her.” Huffman then walked toward Tefft Street and began shooting across the street. One of his shots hit a utility pole and caused a fire. He also shot at a Cal Fire engine traveling down Tefft Street to an unrelated incident. “Hit it several times, I think close to the passenger position of the (Cal Fire) engine,” Parkinson said. “We are fortunate that nobody was hit and killed.” Huffman walked on Tefft

Street, stopped traffic with his gun and “had an engagement with at least one driver of a black sedan that we are still trying to identify and find out what that conversation was,” Parkinson said. He returned to the gas station parking lot and walked up to the Vons grocery store area before turning back and going inside the station. “The doors were either unlocked or damaged from the earlier shooting but he was able to go in,” Parkinson said. While inside the station, two SLO County Sheriff ’s deputies and a CHP patrol officer arrived and parked in front. “Suspect came out of the store, was given commands and a exchange of gunfire occurred,” Parkinson said. “Between our deputies and the CHP officer, law enforcement shot approximately five rounds and we know the suspect shot in excess of 20 rounds during the entire event.” Huffman was shot by the

officers and pronounced dead at the scene. Parkinson spotlighted the quick-thinking of the gas station clerks and a man who blocked the suspect’s car with his truck. “Even though we don’t encourage people to intervene, the fact is that people have to make their own decisions,” Parkinson said. “I just want to highlight that A we had two very attentive and well-trained clerks that reacted immediately and we had a citizen that got involved in order to not allow the suspect to be able to get back into his car and leave the area. I think all of them are to be commended.” This was SLO County’s second active-shooter situation in the past three months. The other being a nearly three-day manhunt in Paso Robles in June that ended with officers shooting and killing 26-year-old Mason Lira of Visalia. Lira, who opened fire on the Paso Robles Police Department station, shot several officers and killed a man in Paso

It’s got to be more resources for families that are going through this with a family member, and we are going to need to make an investment in this because the problem is growing.” Deputies come into contact with many people with mental illness and not all of them are violent. It’s a “very small” percentage. “But when something happens like this obviously we want to know why and when it’s tied to mental illness and what we are doing in this country about it I think that should be the big concern,” Parkinson said.

I’m proud to be with you today on behalf of the 630,000 dedicated women and men of the United States Postal Service. On June 15th, I became America’s 75th Postmaster General. Since that time, for a variety of reasons, there has been a great deal of attention to the Postal Service by our elected officials, the media, and the American people. I want to begin by assuring this committee and the American public that the Postal Service is fully capable and committed to delivering the nation’s ballots securely and on-time. This sacred duty is my number one priority between now and election day. To be clear, we will do everything we can to handle and deliver Election Mail in a manner consistent with the proven processes and procedures that we have relied on for years. Nevertheless, I encourage all Americans who choose to vote by mail to request their ballots

early and to vote early, as a common sense best practice. As part of this conversation, there are many inaccuracies about my actions that I wish to again correct. First, I did not direct the removal of blue collection boxes or the removal of mail processing equipment. Second, I did not direct the cut back on hours at any of our post offices. Finally, I did not direct the elimination or any cutback in overtime. I did, however, suspend these practices to remove any misperceptions about our commitment to delivering the nation’s election mail. Any further assertions by the media or elected officials is furthering a false narrative to the American People. Now let me describe the two actions I have taken in the 70 days since my appointment. I came to the Postal Service with decades of experience in solving large and complex logistical problems. I planned to use this experience to help lead the operating change required for the Postal Service to grow and embark on a path of sustainability. On the day of my swearing, in-the Postal Service Inspector General issued an astonishing report about the schedule delays in Postal

Service transportation and the substantial cost associated with our weakness in this fundamental operating principle. Upon review, I directed the Postal Service operations team to develop and execute on a plan to improve our adherence to the transportation schedules of our over 40,000 trips a day. We have accomplished this goal-as our on-time departures are approaching 98%, and wasteful extra trips are down by over 70%. While we have had a temporary service decline which should not have happened, we are fixing this. In fact, as of last week, service improved across all major mail and package categories, and I am laser-focused on improving service for the American public. The second of two changes I’ve made while Postmaster General is installing a new organizational reporting structure to better align talent and resources, to instill greater accountability for performance, and to focus the organization on service and growth. These two changes, creating our new on-time transportation network and designing an engaged functional organizational structure, will be the catalyst for the significant improvements in cost, performance, and growth that I plan for this vital American Institution.

Two Arrested on Drug, Gun Charges in Paso Robles STAFF REPORT PASO ROBLES — Two people were arrested after drugs and loaded guns were found during a routine traffic stop Friday night, the Paso Robles Police Department reported. Friday night, PRPD officers made a traffic stop and contacted Ramon Martinez and Brenda Flores, both from Salinas. Martinez did not have a valid driver’s license and was on felony probation. A search of Martinez yielded 3.5 grams of methamphetamine. Flores then told officers she also had meth and pulled out another 3 grams

from her bra. Once they were detained, officers searched the vehicle and found a loaded 9 mm handgun next to the front seat, 130 grams (.29 pounds) of meth, 25 grams of heroin, over 100 pills of Xanax, over $1,000 in cash, and drug paraphernalia. Martinez was charged with seven felonies and two misdemeanors, including suspicion of drug sales, transportation of drugs, and a felon in possession of a loaded firearm. Flores was charged with three misdemeanor drug charges. They both were transported to the San Luis Obispo County Jail.

NATIONAL POST OFFICE PROCESSING CHANGES Starting on July 20, the Paso Robles Post Office, Post Master informed us they will no longer be breaking down the raw mail for carriers to take out in the morning. It will now be done in the afternoon. This means that if the newspapers are delivered Thursday morning, they would not be sorted for routes until Thursday afternoon. This, in turn, would mean that the Post Office would not be delivering local papers until Friday morning. According to the Post Master, this policy was implemented by the United States Post Master General after evaluating the post office workers’ overtime. They were sorting in both the a.m. and p.m., this policy eliminates the a.m. sorting. We are unaware if this will affect both papers; however, we will be evaluating our options, which may include in-person delivery. She inherited a love of rocks from her father and spent many hours on the California beaches in search of the best nature had to offer. Everyone was welcome in her home. She was the anchor of her family and taught them that “You don’t have to fit in the box”. Judy was a truly unique person, she lived a memorable life on her own terms, and her presence will be greatly missed by all who had the pleasure of knowing her.

PRFD: Commercial Structure Fire Being Investigated STAFF REPORT PASO ROBLES — A fire at North River Road Mini-Storage is being investigated by the Paso Robles Fire Department. At approximately 11:50 a.m. on Thursday, Aug. 20, PRFD responded to a report of a structure fire at 1631

North River Rd. in Paso Robles. First arriving units arrived within 4 minutes to find smoke showing from a 20-foot-by-20-foot commercial structure with no exposures threatened. The fire was contained at 12:04 p.m. to just one room of the structure. Two fire engines, one paramedic squad and one battalion chief responded from Paso Robles. Under the City’s auto-

matic aid agreements, two fire engines and one battalion chief from Cal Fire San Luis Obispo County Fire Department responded to assist. A total of 12 firefighters responded to the incident with additional assistance from both Paso Robles Police Department and San Luis Ambulance Service. The cause of the fire is under investigation.

Don’t Quit 5 Minutes Before the Miracle

iving in the world today is a challenge, and I do not say that lightly. When we started this pandemic, the fear and anxiety I could see in people and felt myself was a tremendous weight to endure. We did not know the outcome, and we did not know if we all would make it through. I found myself watching and reading everything I could on the 1918 pandemic, trying to make sense of the one today. I read the studies from the scientist and physicians, and it seemed that no one really knew how

to attack the “faceless enemy.” We all came together and united as one, one against the unknown, with the unspoken understanding that we would not make it through unless we did it all together. It is important for me to remind myself of that time, the early months of March and April, not knowing how we would take care of our team our business, let alone ourselves and our children. Our lives and livelihood were on the line and still is today, but now it is a bit different. We are not all united as one any longer. There is now a great divide, and it makes me wonder when did we stop listening to each other or needing the support from one another or appreciating our differences. When did so many become so angry and hostile that it surpasses all other thoughts and opinions? How did all the years of hard work, dedication, and forward progress just get erased?

Throughout the pandemic, I have done quite a bit of research on mental health and how the epidemic may trigger emotions in people that they were not even aware that they had. The CDC shares that the “coronavirus disease 2019 (COVID-19) pandemic may be stressful for people. Fear and anxiety about a new disease and what could happen can be overwhelming and cause strong emotions in adults and children. Public health actions, such as social distancing, can make people feel isolated and lonely and can increase stress and anxiety. However, these actions are necessary to reduce the spread of COVID-19. Coping with stress in a healthy way will make you, the people you care about, and your community stronger.” But where are the studies of what happens when people start hitting their breaking point? Most likely, we are in that study now; we are living and breathing it every day. We are facing challenges that we did not know were even a

possibility until now, and it can cause great fear and uncertainty. Perhaps we needed to battle the “faceless enemy” so that everything could be stripped away so that we were at our most vulnerable; that way, we could finally see things on our own. Perhaps we were living in a world that was moving at such a rapid pace that only this pandemic has allowed us to stop and pause to reflect on our future. Perhaps this is how we all find our way again. I believe in the good that we all can do together, and I believe that I am just a very small part of that, but I can make a difference. I also believe in not quitting 5 minutes before the miracle, so I will do my part so I can be around for it. We live in a beautiful, loving world, but only we can create that. We are stronger together, and together we can do anything. As always, please be safe, share love, and be a good human.

Yes, COVID-19 Will be a Topic or Two

efore I get too far along here, let me say right up front — I will be jumping around, so stay with me. And yes, COVID-19 will be a topic or two. You never know when you will get another shot to cut loose with your takes. So I might as well let them fly while I have the chance. First off, am I the only one who chuckles at the term new normal? What was ‘new routine’ too long? Is what we used to do the ‘old normal?’ Did we even like the old normal? Do we call the next change of routines the new-new normal? I guess it’s a good way to describe the new everyday way of doing some tasks or to be more specific change. But are we so fearful of change that we can’t even say it out loud? Try saying this out loud — “COVID-19 has changed the world.”

Many of you, I included, have come to conclusions about COVID-19 and these are what influences our daily actions. I believe it is real and needs to be taken seriously. Stopping everything for months and months was a bit much. Well over 90 percent of the people who get it are going to survive. I know some who have survived and a few who did not have underlying health conditions that died after contracting COVID-19. Ah, underlying health conditions, another term that causes me to pause. Is anyone perfectly healthy? It seems that we all have an underlying health condition or two of some sort. Moving on. Well, sort of. Time for a game of what if. What if back in late February we’d treated COVID-19 like the annual flu and didn’t take the drastic measures that we did? Businesses wouldn’t be suffering, kids would be in a classroom, people would look better because they could go to the barber and salon, and we could eat and drink at our favorite restaurants and bars. Life would be old normal. Oh, and no masks, no social distancing, and no more extended hand-washing sessions. That about covers it, pun intended. Under this scenario, more people

would have died from COVID-19 than have currently died. Is that even debatable? The healthcare system would likely be stressed past capacity because we’d be treating it like the seasonal flu. As of today, with all that was done to curb the spread and keep hospitals from being overwhelmed, the CDC says there have been nearly 177,000 COVID-19-related deaths. The key phrase here is “with all that was done.” I’m admittedly oversimplifying a complicated virus, but you follow me. That’s what makes the what-if game so fun and frustrating. What if we’d followed the doctor’s orders to the letter? We’ll never know either way. Moving on. It’s election season. I enjoy it. That time of the year when everything is red, white and blue, stars and stripes, and either good or bad, right. It’s just how the process works. The wide-eyed upstart challengers will tell you how bad it is and how it’s time for new ideas to move us forward. Conversely, the grizzled incumbents are pointing out how good it is and what they did to move us forward. I am looking forward to mailing in my ballot this year. But where will I get my “I voted” sticker? Moving on. Is it just me or are there more

conspiracy theories floating around right now? I am a Huge, yes with a capital H, fan of these. I enjoy reading them and hearing people that believe them walk me through to the end, while in my mind, the “No Annual Fees” Discover card commercial plays in a continuous loop. Moving on. A year ago, something that I’d always wondered about happened. A young local couple, probably a little bit crazy, did the unthinkable. I’ve been a full-time journalist since 1998 and spent my entire career working for community newspapers that were owned by a larger corporation headquartered in Timbuktu, USA. I’ve seen newspapers gutted in the name of turning a profit for investors. There were plenty of times I imagined what it would be like to have people who live in the community own and operate the newspaper. Without a doubt, it has been better than I imagined. We have not always been successful in hiring a police chief; therefore, the process should be agile; it must be wisely formulated. Mistakes can be made. Our police chief, from 2007 to 2011, came with great promise and promises. He left under troubling circumstances: a whispered, six-figure settlement from the City, a Grand Jury investigation of it, and, in spite of significant accusations of misconduct (“getting stories straight”), a City agreement to give that chief favorable employment references. Except for one councilperson, the present city manager, mayor and council members were not in office in 2011. Atascadero can be forward-thinking, or it can stumble into a repeat of the former 2011 experience. Some questions and suggestions may be in order: • Have the Grand Jury’s 2011 recommendations to the City regarding transparency of personnel issues been addressed? • Reportedly, the community committee members have been selected, but what of the law enforcement leadership? Who decides the committee members and on what basis? Transparency in personnel decisions would suggest disclosing committee members, no matter whether the Planning Commission or an ad hoc committee.

• How are the committees run — chairperson? Rules? These matters often take time to organize; they are ministerial but crucial. • A critical area is the questions to the candidates. Because of too many lawyers and those who listen to them, each committee will have a prepared list of questions that will be asked of each applicant, rotating through the members, with no follow-up questions. One hypothetical question illustrates the limitation: If one candidate has seen military combat and mentions it, would not a committee want to dig into that a bit? Unhappily, form may rule over substance. • Who will be privy to the background investigation, which will almost always trigger further need for more inquiry, raising the issue of what further role, if any, committees ought to play? Because Atascadero will want a police department which will protect all citizens, keep officers safe and the City free from police tragedies, financial exposure, and public embarrassment, the City will want to hire a chief with wisdom and judgment. At the stairs that lead up to the library, homeless people often sleep between the stairs & that big tree & constantly leave their trash there when it would take 10 seconds to walk across the street & put it in the trash cans at the bus stop. Hard data was a little hard to come by on the racehorses. There were little books for sale that told you such things as which farmer owned the horse, what color he was and how old the horse was thought to be. It also made a guess at which jockey would be riding that day. There were usually only five professional jockeys in town and they rode in every race. In between races, they would congregate in a huge tent with the rest of us sportsmen and drink beer. Large amounts of beer. Aussie beer is quite good but nobody told this Yank that it was twice as strong as ours. I found the tent to be my best source of inside information. All you had to do was buy the jockeys beer and they’d give you all kinds of tips, right or wrong, true or not.

t has been a while since we communicated with you together. Yes, we are still ministering at Grace Baptist in Paso Robles. Our rescue work has been such a blessing to us and a great challenge at the same time. We have the best church family ever! We dearly love our people, most of whom are up in years. As we previously shared, we were going in the right direction, beginning to grow slowly. Then, wham! COVID hit. Being closed down for eight weeks in the first shut down was awful. Recently our governor issued

a second “closure.” Gary said no way are we closing again. Thankfully the district attorney for our county declared the county a sanctuary state for churches and said he would not prosecute churches that went against the governor’s mandate. That is a great blessing. Most of our folks have varying degrees of physical ailments, and some choose not to attend. Others are housebound with physical difficulties that have nothing to do with COVID. The chairman of our board (and Gary’s right-hand man) had a terrible accident on his tractor, which rolled over the top of him. That happened in May, but he is still in serious condition. He has a long road to recovery. Would you pray for Tony Agueda’s recovery? The times are very challenging as they no doubt are for you too! We try to stay connected

with our folks that can’t attend the services. Mariann sends out daily brief thoughts or messages to the ladies, and Gary visits those who are housebound because of physical limitations. We had a family from one of our supporting churches in Kennewick, Washington write

After betting on six straight losers, I was pretty tipsy. But then lady luck dealt me a good hand. I bet a fiver on The Guyra Ghost in the Maiden Handicap of 1,200 meters. Three drunk jockeys fell off their mounts in the course of the race and the Guyra Ghost took a different course altogether, shortening up her race to about 600 meters. Anyway, I won and I figured my winnings would just about pay for the beer I had invested in the drunk jockeys. But when I went to collect my winnings from the bookie, he was gone...vanished from the face of the Earth. I discovered this is what the bookies did if they didn’t have enough money to fulfill the promises they made to pay up. They’d just lay low for a while and in about a month or two they’d be back in business and all would seem to be forgiven. It reminded me a lot of how our U.S. Congress operates. From Reflection to Forgiveness By JOANNE PETERS

our Legacy is more than the refurbished Ford pickup, winter cabin in the mountains, or possessions from a past generation. What is most important is how loved ones and friends remember you. Let us take a look at this last chapter of life in a way that enables you to “leave your legacy with purpose.” There’s work to be done to satisfy your soul. Something that will give you and your family peace of mind at the same time celebrating a life well-lived. A gentle peace settles into my mind when reminded that birth is a miracle and a privilege, as I have always marveled at “creation” here on Earth. If you find yourself unprepared for this last great chapter of life, a little bit of research will go a long way to ensure you can start the conversa-

tion with your family before the final episode of your life, and the story has ended. It was on Nov. 13, 1789, when Benjamin Franklin wrote in a letter to Jean-Baptiste Leroy, a phrase that has reverberated ever since. “Our new Constitution is now established and has an appearance that promises permanency; but in this world, nothing can truly be certain, except death and taxes.” For many families, the last illness of a loved one is a time of confusion and conflict. Bruce Nemovitz authors a couple of simple books I found extremely helpful. “Guiding Our Parents in the Right Direction,” practical advice about seniors moving from the home they love and its companion book “Moving in the Right Direction: The Senior’s Guide to Moving and Downsizing,” both talk about communication within

the family and how to move through the last great chapter of your life successfully. You may wonder why I like to call this period of life our last great chapter; it indeed can be a time of relaxation, contemplation, reflection, and enjoyment. During this time of pause, we have been allowed to focus solely upon ourselves and the life we have lived — your Legacy. Starting the conversation about aging can be intimidating to some and liberating to others. I am working on my Legacy Project. As my memory begins to fade, I remind myself how important my daily journaling is. Each morning I find a quiet spot to sit and reflect. I have broken it down into categories of my life; younger years, school years, marriage and family, each child, career, and home life. We all will have different titles for the chapters, some parts will be fun, and other parts will be difficult. It is in those difficult times that real Forgiveness begins. Forgiveness to ourselves and others is one of the most critical roads we travel during this chapter. You will find yourself on windy roads, dead ends, mountains to climb, but in the end, your heart and soul will thank you for Forgiveness you’ll shed along the trail. One day, God hit me with a ton of bricks. I needed to forgive a sibling for the years of, well, let us call it misunderstandings. I adored my sister, lack of communication within the family, led to confusion about what my mother wanted at the end of her life. I knew others knew, but she did not have the opportunity to have a conversation with her mother to know. Years later, broken hearts, a waste of thousands of dollars spent on legal counsel, there was no resolution. No right, No wrong. In the end, broken hearts, broken families, and the wishes my mother had for happy daughters; she was to leave behind were tainted. It was hard to live with myself for at least five years or more after my mother’s death. I was constantly questioning the decisions I had made on behalf of my mom. Had I made mistakes, could I have done it differently, what does mom think as she looks down on her children now. Bitter, Mad, Destroyed, were just a few of the feelings left behind because of the lack of communication with all concerned. It is important to note that the disease that ultimately took my mother’s life was adult-onset diabetes. This disease was very cruel to her and her family. One day she had a stroke. I was out of town, called her the night before my return from the airport, to check in as I always did. She mentioned she was not feeling particularly well. I promised I would stop by in the morning and have coffee with her. I arrived; she was standing at the kitchen sink, attempting to make coffee. I am not sure how long she had been standing there. In her beautiful self with her loving heart, she turned to me and said something. It was not audible. My heart sunk; I knew there was something wrong immediately. I walked her over to the couch, desperately searching my mind on what to do. She was trying to tell me what had happened. In her style (we always called her the “Eveready battery”), she wanted and was trying to say so much. The best her voice could do was gibberish. Panic arrived, and I suspected at that moment she had had a stroke. Sure enough, it was called an Ischemic Stroke. She lost her ability to speak and apply the written word. She could still walk, cook a little (that had to stop after she accidentally left the burner on), and golf

too! So this Eveready battery of ours did not want anything to do with writing her last chapter, or should I say her opportunity was lost forever. For 3 ½ years, my son and I took care of mom while she could not communicate with anyone else. These were some of the best and worst times of our lives. Right after that, life was callous. The tension between my sibling and me over my mother’s estate, as you can imagine, only worsened. The attorney pointed to his jam-packed file cabinets and said, it is families like yours that keep me in business. It turned out to be a 3-year fight. I’m going to share something very personal with you, yet it is so relevant to “Forgiveness” I do not want to leave it out. I know first-hand Forgiveness is healing and liberating. Most of us cannot just do this on our own, especially in cases of great pain. One day, I decided the pain was too much to bear, so I threw in the white flag. It had been several years of fighting with attorneys, spending tons of my own money to prove my innocence, but the attorneys keep it going and going. I prayed, I even screamed to God, please stop this pain. And one day, a miracle occurred. I saw my sister from afar. I always genuinely loved her; I still do. I longed to say, “Hi.” So, I did, yelled across the yard, as loud as I could! That is it; I just said, “Hi.” She did not hear me, no response, that was OK, down deep inside my gut and my soul, the pain began to roll up through me and right out of my mouth with the word “Hi.” All the pain, madness, disappointment was gone, disappeared right out of my being. One second, one word, “Hi.” My new beginning and ultimately, a new relationship was established with my sister again. I never will forget, but I am so happy I was able to forgive. Some places you can go on a Friday and then go back on a Saturday night and get a totally different pizza, even if you order the same thing.” Fatte’s Pizza, which has locations in Atascadero, Paso Robles, and San Luis Obispo, allows for subtle differences between franchisees, but the main deviation comes from the ingredients. “They are all very similar but have subtle differences in toppings that you use, you have the freedom to choose. You could be buying the cheapest topping or the most expensive topping, but and we don’t like to skimp,” Sarah Nutile noted. The new owners are excited to start cooking pizzas for hungry houses in Atascadero and become a part of the community. The new location has established a new Facebook page to interact with customers and answer questions and might be on the lookout for local youth teams to sponsor when sports can make a safe return. “What we do here in Paso is what we would love to do in Atascadero,” Sarah Nutile said. “We sponsor a lot of sports teams. You know, soccer and softball and things like that and a lot of people love that, and they come to us looking for sponsorships for their kids, and we get them a plaque with their picture. We love doing stuff like that.”

FIREFIGHTERS and more than 1,400 structures destroyed. However, they report that the overall weather conditions have improved compared to last week. While firefighters braced for another round of thunderstorms Sunday through Monday, lightning activity was relatively low. Isolated thunderstorms are still possible in the upper portion of northern California and the Sierra Nevada mountain range. A Red Flag Warning had been issued due to the possibility of lightning with little to no rain. The rest of California will experience a return to a warm and dry weather pattern. As the air begins to clear and the smell of smoke starts to fade, and our daily routine within this current pandemic continues, it is easy to move on and stop thinking about the brave frontline men and women who put their lives on the line each and every day. As we watch the press conferences and the firefighters’ photos holding the line, for countless hours on end, we need to remember that each of them

chose their profession. Each one had a calling as to why they first signed up and why they continue to suit up every day. They are our everyday heroes, and in times of devastation and despair, we remember and need them the most. Every day when they go to work, they are rushing into danger, and because of them, our communities are safe. As of today, the Atascadero Fire Department has one engine company in the Los Padres National Forest in Monterey-Big Sur, one engine company in Santa Cruz, an ambulance with firefighter-paramedics assigned to the River Fire near Salinas and one engineer-paramedic working in the communications trailer on the River Fire. They also have one person assisting at the Los Padres National Forest Expanded Dispatch center in Santa Maria. We thank them all for their continuous hard work and dedication to keeping us all safe amidst this pandemic, heatwave, and devastating wildfires. Borenstein provided a couple of reasons the waiver is solely for elementary-aged students. “The justification for such waivers is based on the current best available scientific evidence which shows that COVID-19 related risks in schools serving elementary age students are lower than and different from the risks to staff and students in schools serving older students,” she stated. “In particular, there appears to be lower risk of child-to-child or childto-adult transmission in children under 12, and the risk of infection

and serious illness in elementary school children is particularly low.” The reopening plans posted by the seven approved schools were similar. Classes or cohorts will have less than 20 students, social distancing inside and outside the classroom, assigned seating, staff and students above second grade will be wearing face masks or face shields, and staff and student temperatures will be taken daily. Many of the schools will have staggered drop-off and pick-up times for students, staggered lunch and recess times and staggered times and days of on-campus instruction. Each student will have their own set of school supplies. Sanitizing will be done throughout the day.
