By HEATHER MORENOIt’s almost the end of the year, and folks are bustling all around Atascadero as they complete their shopping, prepare for the arrival of loved ones, and connect with their local community through holiday events the whole family can enjoy.

As I reflect on 2022, I’m grateful for the work we’ve accomplished, and I’m honored to continue representing the amazing people who make Atascadero a wonderful place to be.
You might’ve noticed that events are back in full swing. This is thanks to our community and business sponsors and to the dedicated work of our entire city staff in demonstrating that the city not only provides efficient, high-quality services – we also like to have fun! Whether it was Brew at the Zoo during the summer, Fall Festival last month, or the incredible Winter Wonderland just a few nights ago, the city continues to attract people from all over the county to check out why Atascadero is so special. Re-launching events like First Fridays, an evening of downtown community fun and entertainment, exemplifies the neighborly spirit we cultivate in Atascadero every day. I’m thrilled to see the community come out in full force.
Economic investment was key to our city’s recovery this year. In September, we celebrated the formal grand opening of La Plaza, a multiyear project to infuse our downtown with 42 apartments, nearly 18,000 square feet of retail space, and Cielo’s now iconic rooftop bar. WWII Veteran Harold Lowe Passes at 102 Published Feb. 4

Sunday, Jan. 30, Santa Margarita native and WWII veteran Harold Lowe passed away at 102 years old. He has been laid to rest at Reis Mortuary, and a graveside service was held at Los Osos Valley Memorial Park in February.

Following the closed session of the Paso Robles City Council meeting on Tuesday, Feb. 1, two Councilmen gave statements announcing they will no longer be wearing a mask. The two said they will participate in meetings virtually, while masks are still required by Mayor Steve Martin.
California, Oregon, and Washington announced the end of mask mandates for students in a joint statement on Monday, Feb. 28. Starting March 12, masks will no longer be required in school and child care facilities. However, they are still strongly recommended.

Black and White Ball Raises Six Figures for Templeton Schools

The Black and White Ball, put on by the TES, VES + TMS Parent Teacher Organizations (PTO), was held on Saturday, March 26, for its fifth year. The ball was held at Rava Wines in Paso Robles and raised funds for Templeton and Vineyard elementary schools, and Templeton Middle School.
Atascadero High School’s Greybots are gearing up to compete at the FIRST 2022 FRC Championships in Houston, Texas, from April 20-23. The team will be returning as the reigning champions after their last win in 2019.

The festivities kicked off with the 29th Annual Hot El Camino Cruise Nite on Friday, Aug. 19, from 6:30 to 8:30 p.m. The cruise route went from Curbaril Avenue to Traffic Way, and the 500 cars participating drove in a loop for the whole two hours, allowing spectators to see the vehicles more than once.

Redwings Horse Sanctuary Year in Review 2022

As 2022 draws to a close, Redwings Horse Sanctuary looks back on some of the Sanctuary’s highlights. Redwings welcomed a total of 20 new rescues throughout the year, with many equines seized from dire situations. Redwings works to restore these horses to their best possible health and condition, either finding them new forever homes through adoption, or, giving permanent Sanctuary at Redwings for those unable to be adopted.
In May, Redwings headed to Thacher Winery with the Ambassador horses to take part in Thacher’s Kentucky Derby Party. This was the first time we participated in this event, and Primo and Little Bit had so much fun entertaining the crowd. Redwings was a nonprofit beneficiary of the event.
In August, the Sanctuary became the retirement home for military horse Buck, an equine Air Force veteran who served at Vandenberg Space Force Base for twelve years. Buck patrolled hundreds of inaccessible acres at the Air Force Base. He is now living the retired lifestyle, and has also begun a new career at Redwings as an Ambassador horse. He seems to feel right at home interacting with the local community.
Redwings was fortunate to receive several retired California racing thoroughbreds through the CARMA and
TAA programs. A number of these retired racehorses are now in the retraining program at the Sanctuary. They make wonderful additions to the equines available in Redwings’s signature Adoption Program.
Redwings hosted monthly level one volunteer training sessions throughout 2022, and our current volunteer participation is at an all-time high. Volunteers engage in hands-on grooming, as well as delivering lots of TLC (and carrot treats) to a host of extremely appreciative equines. Thank you to the many dedicated volunteers who constantly show up for the horses.
Fall brought participation in the Great Agventure for SLO County fourth graders at the Paso Robles Event Center, and a new partnership with Humanity Wine Project. Humanity Wines is a public benefit company based in Paso Robles that gives 50 percent of the profits from wine sales to charitable organizations in areas such as animal welfare.

Redwings celebrated in September with their Second Annual Block Party Fundraising Event, and in November, the three Ambassador horses took part in a special holiday photo shoot at beautiful Chesebrough Farm in Templeton.

The Friends of the Library appreciates donations, which are either added to the Library’s collection or used to generate considerable funds toward the purchase of new books, library materials, programs, services, etc. upport the Library in a 100% volunteer-run retail environment. We are seeking volunteers to assist with Gift Shop sales, book donation sorting, and to provide book sale support.
Due to limited storage space and staff, we are only able to accept two boxes or two bags of materials per household per day.

VOLUNTEER OPPORTUNITIES
Redwings is always looking for volunteers to help us provide the highest standard of care for our horses and burros. You do not need to have any prior horse experience to volunteer at Redwings. If you would like to work with our horses, the first step is to take a Volunteer Training Class. This class covers sanctuary rules, basic safe horsemanship skills, and an introduction to some of the horses that you will be working with. After completion of the class you are welcome to come volunteer and help with the horses any time during our volunteer hours. Volunteer hours are Tuesday through Saturday from 8am to 3:30pm, and we are closed on Sundays and Mondays. Note: We do not allow volunteers to ride the horses at Redwings. There are other ways to get involved and volunteer at Redwings too. We have opportunities to help in our rose and memorial garden, volunteering in the office, helping with events and fundraising, and more. But, before we leave 2022, I have a few more thank yous to deliver for the Coats for Kids distribution on Dec. 10. Pete and Terresa Novak, owners of Atascadero Grocery Outlet generously donated snacks for our volunteers and Vons in Atascadero donated large plastic bags for those who registered to receive coats, jackets, sweaters, or sweatshirts. Those donations enabled us to use our funds for the purchase of new coats and jackets for the children.

I have a potpourri of recipes this week. Hope you can find one or two to use for your
Gorgonzola Walnut Rounds
Ingredients:
• 1 narrow French bread baguette, frozen
• 1/2 cup olive oil
• 2 tablespoons chopped fresh basil or 2 teaspoons dried basil
3 garlic cloves, minced 1/4 pound walnuts
• 1/3 pound Gorgonzola cheese, crumbled
• Fresh basil leaves, chopped, for garnish
Directions:
Preheat oven to 300 degrees. Slice the bread in 1/4-inch slices. Combine olive oil, basil, and 2 of the garlic cloves, minced. Reserving 1 tablespoon, brush mixture on one side of each bread round. Bake until golden brown. Increase oven temperature to 350 degrees. In food processor, blend walnuts, 1 garlic clove, minced, and reserved oil until it reaches a pastelike consistency. Spread 2 teaspoons on the untoasted side of each bread round and top with crumbled cheese. Place in oven and bake until cheese bubbles. Sprinkle with chopped basil. Makes2-3 Dozen
Ingredients:
1 pound Stilton or other blueveined cheese, crumbles
• 2 tablespoons chopped fresh chives
• 1 (17-ounce) package frozen puff pastry, thawed according to package instructions (or 1 pound of your own recipe)
Directions:
Preheat oven to 400 degrees. Combine cheese and chives. Shape in 1-inch balls and freeze. Roll out puff pastry and cut out 2-inch rounds. Place a frozen cheese ball on half the rounds. Top with a second circle and pinch dough together at edges. Refreeze. Bake frozen pastries on ungreased cookie sheet for 20 minutes. Serve hot.
Roasted Pepper Spread
Ingredients:
1 (7-ounce) jar roasted red peppers, drained
• 1-2 jalapeňo chiles, seeded
• 4 large green olives, pitted
• 1 tablespoon fresh parsley
• 2 teaspoons olive oil
1 1/2 teaspoons fresh lemon juice
Salt and pepper
• French bread or sesame crackers

My idol in the cattle business has been dead now for over a century, but the lessons he taught are timeless. His name was Heinrich Kreiser, but that was before the man used his political influence to get his name changed by an act of the California legislature to Henry Miller. (This was the name of the ship that brought Henry from Germany to the U.S.) You might recognize Henry more by his nickname, “The Cattle King,” or by the ranching operation he built (with a Frenchman named Charles Lux) called Miller and Lux.
Henry was a German butcher who was making a nice living feeding the gold miners and the gold rich boomtown that itself had gone through a name change from Yerba Buena to San Francisco. It didn’t take long for Henry to see there was
more money to be made raising cattle than butchering them. So he spent $1.15 per acre buying up old Spanish Land grants and when he died he owned 1.4 million acres, making him the largest landowner in the U.S. (He controlled 14 million acres or 22,00 square miles). Using irrigation, he began transforming California’s San Joaquin Valley into the richest farmland in the world and when he died he was also the largest farmer in the country. He owned nearly 80,000 head of cattle plus all that land and was worth $40 million, or a cool $1 billion in today’s money.
It was said that Henry could start at the Mexican border and ride in his buckboard, (never horseback) to British Columbia and sleep on his land and eat his own beef every night. But I doubt this story because Miller would never eat his own cattle but would dine on his neighbor’s beef instead.
A man after my own heart, Henry Miller got rich by being a penny-pincher. For example, there was a law in California at the time that proclaimed that state land that was subject to
flooding and could be crossed by boat was worth less money. So Henry built a boat, mounted it on a wagon and ‘boated’ all over the state buying prime land for pennies on the dollar. I guess you could say Henry Miller was a “Land Pirate.”
When visiting his far flung empire Miller would go through cookhouse garbage to see if cooks were wasting food by being too aggressive in peeling the potatoes. If the peelings were too thick the cook got canned. There is also the well-documented story of how one day while being driven in his wagon across one of his ranches he stopped at a wire gate and in a fit of rage he retrieved his axe from the wagon and proceeded to chop the recently built gate into pieces and when he got back to ranch headquarters he fired the foreman and the cowboy who’d built the gate because he squandered Henry’s money by building the gate out of finished lumber.
Although he was kind to his horses, he didn’t like for them to be too gentle because that made them easier to steal. He called well trained horses, “sheepherder

Stuffed Cherry Tomatoes
Ingredients:
1 pint cherry tomatoes
• 1 pound bacon cut in 1-inch pieces
• 1/4 cup mayonnaise 1/4 cup sour cream
2 green onions, finely chopped 1 tablespoon chopped fresh parsley Directions:
Cut a thin slice off tops of tomatoes. With a small spoon, scoop out the centers and invert tomatoes on paper towels to drain. Fry bacon, drain well, and crumble. Combine mayonnaise and sour cream, add onions and parsley and stir well. Stir in bacon. Stuff tomatoes with bacon mixture.

All of these stories are well-documented but there’s one story that may or may not be true but it sounds like something The Cattle King would do. With two friends, Henry went to pay his last respects to a fellow rancher. As the three men looked at the body in repose in a coffin one rancher said, “Where I came from in Italy it’s a custom to leave a few dollars in the casket so that when the deceased met St. Peter he’d have some bribe money to buy his way into heaven.”

So the man tucked $10 under Henry’s pillow. The second friend did likewise but when it came to Henry’s turn, the tightwad wrote the deceased a check for forty dollars, placed it under the pillow and took back the $20 in change.

The Greatest News the World Has Ever Heard – Luke 2:10-16
to provide the solution to man’s greatest need which was deliverance from the condemnation of sin.
It is indeed an exclusive and unique statement to say that a particular announcement to the world was the greatest ever heard. However, I personally believe that the angelic announcement to the shepherds, as recorded in Luke 2:10-11 was the greatest news ever heard. It was angelic, which means its source was from God. Angels are messengers of God. God desired that the message of “good tidings of great joy” concerning the birth of the savior would cause all the people in the world to greatly rejoice. God was going
The savior of the world would be named Jesus, who would “save His people from their sins” (Luke 2:10, Matthew 1:21, 1 Timothy 1:15). Jesus told His disciples that God sent Him into the world to save sinners from being condemned (John 3:1618, 5:24). Jesus would provide salvation thru His substitutionary death for sin on Calvary’s cross. Jesus’ life on earth began with his birth in Bethlehem and ended with His death for sin in Jerusalem (1 Corinthians 15:15, Luke 23:34-47).
The condemnation of sin would be overcome by the forgiveness of sin that Jesus’
death would provide. After Jesus’ resurrection from the dead, He commanded His disciples to proclaim to all nations that forgiveness of sins could be received (Luke 24:4547). Salvation would provide forgiveness of sin which is man’s greatest need (Acts 13:38-39, Ephesians1:6-7, 4:31-32, 1 John 2:12).
God’s wonderful grace that provided salvation (Titus 2:11) teaches us that salvation is a gift to be received and can never be earned by good works (Ephesians 2:8-9, Romans 3:2324).
The greatest news ever heard is that Jesus is the only savior who by grace has provided forgiveness of sin which is received by simple faith in His death for sin and His resurrection from
the dead (1 Corinthians 15:15, Romans 10:9-13). Christmas is a special time of year to share this good news. This good news will result in receiving many gifts from God that will last forever, if you personally believe it.
Lessons to be Learned Jesus was born to become the savior of the world.
Salvation provides forgiveness of sin, which is man’s greatest need.
• Salvation is provided by God’s grace and is received as a free gift thru faith: Ephesians 2:8-9, John 3:16-18.

You can’t grow a business or study online without fast, reliable internet. In conjunction with the state’s push for universal broadband in California, the cities of Atascadero and Paso Robles were recently awarded a $200,000 grant from the California Public Utilities Commission for the North County Broadband Strategic Plan, a major step forward in guaranteeing faster and more reliable high-speed internet access for residents and businesses throughout the North County.
Atascadero continues to invest in public safety, including police and fire, with the approval of a new Computer Aided Dispatch/Police Records Management System (CAD/RMS), which allows for faster response times and greater cross-department communication. Improved emergency communications systems will save an estimated 2,000 personnel hours per year, further advancing our commitment to fiscal responsibility while making sure that city services remain robust and fully funded. We’ve increased wages for public safety employees to keep our police and fire personnel working here in Atascadero, invested in physical and virtual emergency communications infrastructure, and we’re prioritizing the mental well-being of our frontline workers by pursuing programs and services that will allow them to process the often-complex stressors of being a first responder.
Earlier this year, State Senator John Laird announced $3 million of funding for Atascadero’s Downtown Infrastructure Enhancement Project, a key development in our Council’s work on downtown economic investment. I want to thank Senator Laird once again for his dedication to getting Atascadero the resources we need. The Downtown Infrastructure Enhancement Project is the result of community and merchant input, careful Council consideration, and a desire for the kind of downtown gathering space Atascadero needs. Additionally, earlier this year our Council established a Planned Development Overlay Zone to city-owned lots on East Mall to incentivize the type of development our community wants to invigorate the downtown, particularly around the Sunken Gardens.
I know the housing market is tough right now. Whether you’re looking to buy or rent, finding an affordable place to live in Atascadero and throughout the county is often a challenge. California’s Senate Bill 9 seeks to address some of these concerns by streamlining the process for homeowners to create subdivisions on their property to add much-needed additional housing. Your City Council is prioritizing resident concerns as we seek to implement this law in a way that makes sense for Atascadero – retaining our small-town charm while embracing sustainable growth. Atascadero also adopted an ADU ordinance and spearheaded the countywide development of ready-to-build ADU stock plans that make it easier and more affordable for folks to add additional housing on their property.
We processed the highest number of construction permits in city history. To further that end, we developed a digital system for plan submission to help streamline permit processing and reduce overhead costs to build housing. We implemented a fire safety inspection program to help combat and defend against the tragic fires seen throughout California. We received a grant for replacement of our Jaws of Life equipment. We approved construction of the California Manor condos, a 100 percent affordable senior housing project. We paved and resurfaced nearly four miles of center-lane roads throughout Atascadero. And we secured critical funding for replacement of the Santa Lucia Bridge over Graves Creek and the Via Avenue Bridge over Atascadero Creek.
I want to remind everyone that the city is working on our General Plan update. In 2022 we kicked off the two-year process of updating our 2002 General Plan to take us through 2045. Atascadero’s General Plan is our long-term blueprint for how the city will grow and what we need to do to secure that growth into the future. The General Plan looks at zoning, infrastructure, public safety, environment, and many other factors to ensure that, as Atascadero welcomes more neighbors and businesses, we are changing in a way that is both viable and sustainable into the future. Dancing with our Stars Raises Over $210,000 for Six Local Nonprofits

Dancing with our Stars (DWOS) was back and bigger than ever this year. The local dance charity fundraiser took place at the Atascadero Lake Pavillion over the course of four nights. The dinner and dance show featured dinner and dessert from Pacific Harvest Catering, emceeing from Paso Robles Mayor Steve Martin, and entertainment featuring some of the community’s trailblazers. “Prime Time Atascadero: Season 11” ran from Wednesday, Sept. 14, to Saturday, Sept. 17, and was directed by Molly Comin with assistant direction from Christina Troxel.
