PASO ROBLES — Three public hearings regarding new projects were held at the Paso Robles Planning Commission meeting on Tuesday, April 11. Commissioners discussed and approved time extension for the Spring Street Village apartment complex, a Spring Street commercial space and residential units, and the Cabernet Links RV Resort.
The Spring Street Village is a 95-unit, three-story apartment complex located at 3328 Spring Street — a vacant property on the southwest corner of 34th and Park streets. Project applicants requested a one-year time extension of the entitlements for the development as they begin Phase 2 of the project. The Planning Commission originally approved the project in September 2018.
According to the staff report, the project includes “developing a total of 95 multi-family units. Twenty-one units were constructed as part of Phase 1 on the second floor of the commercial buildings located along Spring Street. Seventy-four units would be newly constructed with Phase 2. As part of the overall project, 19 units will be deed-restricted low-income units as part of a density bonus program.”
The second time-extension request was for a development plan for a commercial and residential development, also on Spring Street. The project located at 2548 Spring St. is 4,000 square feet of commercial space and 26 residential units in two new buildings. This site plans to include affordable housing, one very low-income unit (less than 50 percent area median income) and one low-income unit (less than 80 percent of the area median income).

Zoo To You, which is owned and operated by David and Lisa Jackson, sits on 40 acres and has been in business since 1991. Part of the charm of the zoo is that it is both incredibly famous, yet relatively unknown.
The Jacksons have, more than likely, already brought their animals into your home before and you didn’t even know it. No, they didn’t sneak them in while you were sleeping like some mixture of Steve Irwin and Santa Claus. They brought them through your television. If you’ve seen a cute little fox on “Good Morning America” or an owl on “The Late Late Show with James Corden,” there is a good chance those animals live right here in San Luis Obispo County.
Boasting over 50 animals at its site with many more located in their other facility in Auburn (Wild Things), Zoo To You has everything someone could ever want, but it doesn’t operate like your typical zoo. You cannot show up and buy a ticket and tour the zoo on your own — this zoo is meant for education and experiences you can’t get anywhere else.
“It has been David’s dream since he was a kid to start a rescue zoo,” Lisa Jackson says of her husband. “Not just to save animals but to teach kids about conservation because if you touch their hearts. If they get to meet these animals then they want to do something about it they want to help them in the wild. Supervisors Approve New SLO County Ag Pass Program
details for the new Ag Pass Program.
SAN LUIS OBISPO COUNTY — County supervisors gave the green light for a new SLO County Ag Pass Program last week. The program allows agricultural producers to undergo training and potentially be allowed access to their farms and ranches during a wildfire or other natural disaster.
SLO County developed a local Ag Pass program in 2021, but the state legislature created new standards for county ag pass programs with passage of AB-1103 later that year. In coming months, the SLO County Agriculture Commissioner’s office will be announcing training dates and application
SLO County Fire Department has developed an approximately four-hour curriculum that will provide a primer on basic fire behavior, communications during disaster, and incident command structure (ICS). Ag Pass authorization cards will be valid for two years. Additionally, shorter, “refresher” training will be made available online at Ag Pass card renewal time.
Who is eligible for an Ag Pass?
For the initial program rollout, no more than three (3) individuals from any agricultural operation (not each individual site of the operation) will be eligible to obtain an Ag Pass. The purpose of the Ag Pass is to potentially allow an agriculturalist access to his or her farm or ranch for limited emergency response activities to protect or care for agricultural assets only. It is not a pathway that allows for normal agricultural operations or activities (i.e. harvesting, packing, planting, etc.).

SAN LUIS OBISPO COUNTY
— On Friday, March 24, San Luis Obispo County District Attorney’s Office, San Luis Obispo County Probation Department, San Luis Obispo Defenders, Restorative Partners, People’s Justice Project, California Rural Legal Assistance, and San Luis Obispo College of Law hosted a free legal Clean Slate Clinic for San Luis Obispo County residents for criminal record expungement, felony reduction, and arrest record sealing at the SLO County Law Library.
During the clinic, San Luis Obispo County-based volunteer defense attorneys and law students analyzed indi-
vidual criminal records and prepared expungement and felony reduction petitions for more than 150 San Luis Obispo County residents with nearly 300 cases. Following the submission of all petitions to San Luis Obispo County deputy district attorneys and probation officers for review, it was determined that more than 100 petitions seeking expungement would not be opposed by the prosecution.
The purpose of the Clean Slate Clinic is to help eliminate a barrier to employment and housing for individuals who have criminal records. A criminal record
— no matter how old or how minor
— can be a significant barrier to re-entry for people when most employers, property managers and universities use background checks to screen applicants.
“We are very pleased with the success of our first Clean Slate Clinic,” said San
The Ag Pass will only be available to agriculturalists who meet the following criteria:
1. Property must be located in the State Responsibility Areas (SRA) of San Luis Obispo County (see the map at arcgis.com/ apps/webappviewer/index.html?id=468717e399fa4238ad86861638765ce1&extent=-13 493984.1029%2C4149661.1216%2C-1329 8305.3105%2C4248188.4511%2C102100). Because properties in the Wildland Urban Interface are subject to rapid change during wildfires or similar disasters, Ag Passes are only appropriate in the SRA.
2. The operation must be a. A commercial agricultural enterprise; or b. Property used for conducting agricultural research or instruction by an educational institution.
3. Property must be zoned agricultural and a minimum of 40 acres in size.
4. The Applicant is key personnel of the oper-
ation that has a working knowledge of the agricultural property, including access to irrigation systems, farm equipment, and other essential infrastructure.
5. The Applicant and employer (if different than the Applicant) must sign a waiver and release. An Ag Pass eligibility committee (“Committee”) organized by the Agricultural Commissioner’s Office will be responsible for confirming eligibility based on the above criteria. The Committee will be composed of representatives from the Agricultural Commissioner’s Office, County Fire, Sherriff’s Office, Cattlemen’s Association, Farm Bureau, Fire Safe Council and UC Cooperative Extension.

Slate Clinic Serves Over 150 People
Luis Obispo County District Attorney Dan Dow. “California law allows individuals to have certain convictions dismissed after they have successfully completed probation, served their sentence, and done all that they were required to do.”
Record clearance is crucial to ensuring that the collateral consequences that stem from a criminal record are eliminated or significantly reduced for the millions of individuals trying to rebuild their lives toward a successful future. Criminal record expungement confers numerous benefits for individuals convicted of certain misdemeanors and felonies. When applying for a job, individuals who successfully expunge their criminal record can lawfully answer “no” if asked whether they have been convicted of a crime. Moreover, an employer is not permitted to consider
an expunged conviction that is discovered through a background check in making a hiring decision.
Expungement also benefits those seeking state professional licenses. To be sure, even after an expungement in many circumstances, an individual must disclose a conviction in response to a question posed in an application for a state license (e.g., a contractor license or real estate license) or in an application for public office. However, many licensing agencies are more likely to look favorably upon individuals who have successfully completed probation and whose convictions have been expunged. Further, under California law, “a person shall not be denied a license on the basis of any conviction, or on the basis of any acts underlying the conviction” if the conviction has been dismissed.
The California Policy Lab estimates nearly 1 in every 8 Californians with a criminal record is potentially eligible to obtain a full criminal record expungement; 81 percent of Californians with a criminal record are estimated to be eligible to have at least one prior arrest or conviction expunged.
The SLO Clean Slate Clinic will be recurring every quarter-year, with the next one scheduled for Friday, June 23, from 10 a.m. to 6 p.m. at the SLO County Law Library located at 1050 Monterey Street # 125, San Luis Obispo.

Detectives Investigating Fatal Train vs. Pedestrian Collision in Paso Robles
Detectives are working to identify a man who was struck and killed by an Amtrack on Tuesday, April 11.
Just after 2 p.m., the Paso Robles Police Department received information that a pedestrian was struck by a southbound Amtrak passenger train near the 2800 block of Riverside Avenue.
When police officers arrived on the scene, they located a White male adult who was deceased from injuries sustained from the collision. Paso Robles Police detectives were able to retrieve surveillance video of the incident, which is currently under review. The victim has not been positively identified at this time, and the San Luis Obispo County sheriff’s coroner has been notified.
This is an ongoing investigation, and the Paso Robles Police Department is requesting anyone with any information to call the PRPD at (805) 237-6464 or persons wishing to remain anonymous are encouraged to call Crime Stoppers’ 24-hour hotline at (805) 549-STOP or by texting “SLOTIPS” plus your message” to CRIMES (274637).
State Restrictions Lifted from Nacimiento Water Project
A new order from the California State Water Board gives Nacimiento Water participants — including the City of Paso Robles, Templeton Community Services District, Atascadero Mutual Water Company, and the City of San Luis Obispo — freedom to decide how to use their water within San Luis Obispo county without violating state restrictions.
Since the 1950s, state permitting limited the County of San Luis Obispo to applying Nacimiento water to up to 7,000 acres of urban and suburban land and 500 acres of agricultural land. That put the county in a tough spot, because the combined usage by Nacimiento participants consistently exceeded those allotments. Further complicating the issue was the fact that Monterey County officially holds the permit, and any fix would require Monterey County to submit the request to the State Water Board.
“This new order from the State Water Board is a monumental day for water resources in San Luis Obispo county and the culmination of years of hard work,” said Public Works Director John Diodati.
“I would like to thank Monterey County for considering the unique issues in our county and working with us as a collaborative partner, and the State Water Board for understanding how beneficial this change would be to the water agencies in San Luis Obispo, particularly the Paso Robles groundwater basin.
I look forward to seeing how water agencies use this opportunity to balance the basin and enhance both the residential and economic needs in our county.”
Lifting the acreage restrictions and changing the permit to being able to use the water anywhere in San Luis Obispo County allows the Nacimiento participants to now better utilize their water by selling what they don’t intend to use on an annual basis. It can be sold to agricultural interests to help with the county’s over-drafted groundwater basins that have to comply with the Sustainable Groundwater Management Act.
“Lake Nacimiento is one of few supplemental water sources available to water agencies within SLO County and maximizing its beneficial use is an important step to
improving water availability within the county and management of available water resources,” said Kirk Gonzalez, Paso Robles City Water Resources Manager. “We greatly appreciate the county’s efforts and coordination with Monterey County to make these corrections.”
The Nacimiento Water Project began operations in 2011 after the construction of the $176 million, 45-mile pipeline from Lake Nacimiento to San Luis Obispo was completed. Today, SLO County Public Works staff oversee the operations and management of the pipeline.
Get Off Your Apps: April is Distracted
Driving Awareness Month
April is Distracted Driving Awareness Month, and the Paso Robles Police Department will be actively looking for drivers throughout the month who are in violation of the state’s hands-free cell phone law.
According to the 2022 California Statewide Public Opinion Survey, nearly 72 percent of drivers surveyed said that distracted driving because of texting was their biggest safety concern. In April of 2022, the Paso Robles Police Department issued 180 total citations alone for distracted driving awareness month.
Under current law, drivers are not allowed to hold a phone or electronic communications device while operating a vehicle. This includes talking, texting, or using an app. Using a handheld cellphone while driving is punishable by a fine. Violating the hands-free law for a second time within 36 months of a prior conviction for the same offense will result in a point being added to a driver’s record.
If you have an important phone call, text, email, or in a situation with other distractions, pull over to a safe parking spot. Other distractions can be eating, grooming, reaching for something that fell on the floor, putting on or taking off clothing, talking with passengers, or children in the back seat.
Funding for distracted driving enforcement is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

Ag Official Seeks the Public’s Help in Searching for Detrimental Invasive Insect Pests
The pleasant climate and the diversity of crops and landscape plants that appeal to residents of San Luis Obispo County also appeal to invasive and destructive insect pests and plant diseases. In 2022 over 8,700 San Luis Obispo County residents volunteered to assist in the search for exotic, destructive insects by participating in the County Department of Agricultural/Weights and Measures’ Pest Detection Trapping Program. Over 2,500 traps were placed and moved in and out of yards throughout the county.
Traps for exotic insects such as Mediterranean, Oriental, Mexican and Melon fruit flies, Asian citrus psyllid, spongy moth, Japanese beetle, glassy-winged sharp
shooter and light brown apple moth were checked almost 35,000 times in 2022 by pest detection trappers from the Agricultural Commissioner’s office. This partnership with residents allows the department to implement a comprehensive and successful pest detection program.
The most common type of insect trap used is a triangular shaped, open-ended cardboard box with a sticky surface that holds an insect attractant specific to a particular pest. Larger, bright yellow sticky sheets of cardboard are used for general pest detection. The traps are placed out of reach of children and pets.
Anyone interested in hosting insect traps is asked to contact the County Agricultural Commissioner’s office at (805) 781-5910 or submit your information online by filling out a “Permission to Trap in My Yard” at forms.office.com/ pages/responsepage.aspx?id=dMf -

PG&E and Diablo Canyon Decommissioning Engagement Panel Announce New Members and Reappointments Pacific Gas and Electric Company (PG&E) and the Diablo Canyon Decommissioning Engagement Panel (DCDEP) today announced the appointment of four new members to the DCDEP, and the reappointment of two members. “The panel has proven to be invaluable to the DCPP decommissioning activity planning and process. The diversity of the panel members ensures PG&E hears from all voices in the community as to the future of DCPP lands and facilities,” said Maureen Zawalick, Vice President of Business and Technical Services. “PG&E looks forward to working with the previous panel members and the new Panel members to continue this important work.”
The Diablo Canyon Decommissioning Engagement Panel was created to foster open and frequent dialogue between members of the local community and PG&E on matters related to DCPP decommissioning. Panelists are local community members from across the Central Coast who were selected to broadly represent diverse community viewpoints.
The new members bring a wealth of experience and knowledge to the panel, with backgrounds in renewable energy, engineering, land use planning, government relations, and community outreach. PG&E is confident that these individuals will help the company in its efforts to decommission the Diablo Canyon Power Plant and manage spent fuel in a safe and responsible manner.
Friends of the Earth Files Lawsuit Against PG&E for Continued Operation of Diablo Canyon Past 2025
Friends of the Earth has filed a lawsuit against Pacific Gas and Electric Company (PG&E) in San Francisco Superior Court, seeking to stop the utility from continuing to operate the Diablo Canyon Power Plant in Avila Beach past 2025. In 2016, Friends of the Earth and PG&E agreed in a contract that Diablo Canyon would close by 2025. This was in exchange for Friends of the Earth dropping a lawsuit over environmental and public safety concerns at the plant.
Last month, the Nuclear Regulatory Commission (NRC) determined PG&E could continue operating Diablo Canyon past 2025 while the utility works through the relicensing process. Friends of the Earth responded with a lawsuit filed yesterday, asking the court to order the utility to abide by the 2016 agreement and shut the plant down by 2025.
PG&E received backing from both federal and state officials to extend the operating life of Diablo Canyon through 2030, with a goal of providing Californians electric reliability. PG&E needs to obtain license renewals from the NRC, as well as regulatory approval from other federal and state agencies in order to keep operating the plant past 2025. The utility is planning to file a new license renewal application by the end of 2023, while it continues to operate under the existing licenses.

Milton Friedman, School Choice and the Importance of Electing Kenney Enney
all that when parents saw public schools bowing to teachers’ unions and putting students at the bottom of the list by shutting down and staying closed. Parents who complained were treated as domestic terrorists.

Connie Pillsbury COMMENTARY
Way back in 1955, prominent economist and Nobel Prize winner Milton Friedman introduced the idea of school vouchers in an essay, “The Role of Government in Education.” He stated, “Governments could require a minimum level of education which they could finance by giving parents vouchers redeemable for a specified maximum sum per children per year is spent on ‘approved’ educational services.”
Over 60 years later, his ideas are finally catching. In 1955, most parents approved of their child’s education at public schools. School choice measures that passed in some areas since then were mostly targeted at poor children in urban districts. But COVID changed
Protect Women’s Sports
Dear Editor,
In light of the recent controversy surrounding the participation of biological men in women’s sports, I am compelled to share my thoughts. While I understand
Along with the shutdown came enlightenment to parents about what the schools were teaching their children (CRT, gender studies, early sexualization, revisionist history) and not teaching (reading, writing, arithmetic). And now, even merit and striving for excellence have been scratched from school standards. Bizarre scenarios spring up at middle schools where a student wants to come to school as a “cat” and demands be given a litter box.
The result of all the craziness on school campuses and lack of “adult” supervision is that many parents of all persuasions have come to the same conclusion as Mr. Friedman: give parents the funds and let them decide where and how their children will be educated.
“There wasn’t a red wave or a blue wave in the 2022 midterms, but there was a school choice wave,” said Corey DeAngelis with American
the need to promote inclusivity and equality, permitting biological men to compete in women’s sports is not a viable solution.
Biological differences between males and females cannot be ignored. Typically, men possess higher levels of strength, speed, and endurance compared to women. Allowing
We all know that it won’t happen in California soon, due to our one-sided, pro-teachers union political establishment in Sacramento. The teacher’s union will fight school choice with every weapon, and so far, in our state, they have been successful. What many Californians don’t realize is the presence of a massive, powerful, well-funded network pushing against parental rights, the family, traditional values, accurate history, and basic common sense.
This behind-the-scenes underground network permeates out of Sacramento, fueled by the teachers’ unions, fills the county education offices, school district personnel, local teachers’ unions, and even City Councils. You may not want to hear the core motivation for their destruction efforts, but you need to know. The goal is the destruction of the American family unit. Why? If the
men to compete in women’s sports creates an unfair advantage that undermines the hard work and accomplishments of female athletes.
In addition, the safety of female athletes is paramount. Physical contact and collisions are inherent in many sports, and male participation in women’s sports can put
family unit can be destroyed, then the government will have more power to control every aspect of our lives. Families that have faith are their first target. The underground network wants to change the definition of every word and concept you hold dear: family, man, woman, faith, home, work ethic, patriotism, and love of country.
You may say, “Oh, this is not happening in North County.” Wake up! It is going on right under our noses. Emanating from San Luis Obispo County offices are policies, procedures, plans that go right along with underground network playbook. Where do you think this whole battle was planned and organized against Kenney Enney, School Board appointee? Do you know who drove to Atascadero to pick up the completed petitions to remove Enney so they would get turned in on time? Think of the dramatic changes to our school boards, our now acceptable alternative lifestyle “youth” groups at city facilities, our teachers, and the whole atmosphere within our schools. It’s happening here, and it’s happening fast. That is why it is so important
female athletes at risk of serious injury.
I firmly believe that we must find ways to support and promote female athletes without compromising their safety and the integrity of their sport. We can do this through initiatives such as increased funding for women’s sports programs and promoting media coverage
to wise up, start taking note of the subtle changes, make wise decisions for your family, and speak up! Things formerly accepted as common good parenting practices are now considered revolutionary and radical: the importance of marriage, having a family, taking your kids to church, protecting their innocence, teaching them the difference between right and wrong, good and evil.
Once again, I will ask those in Paso Robles to do one very important thing in fighting against the underground network devised to tear apart our families. Vote for Kenny Enney, a man whom you can count on to stand up for parents’ rights, for families, and for traditional North County values. No, we will not have Milton Friedman’s school choice for a long time in California, if ever, but we can make a concerted effort to maintain some sense of sanity and logic in our local school districts. Kenney Enney is the best man to ensure that.

of female athletes. It is critical that we have an open and honest dialogue about this issue. We must find a solution that upholds the fairness and safety of women’s sports while supporting and promoting female athletes.

Loading Chute for a classic Sunday brunch.
With Easter just passing and spring break well on its way, Atascadero and its residents have been busy getting out and enjoying the beautiful spring weather while spending time with their families.
On Easter Sunday, April 9, Refuge Church held an outdoor Easter service in Sunken Gardens for anyone in the community to attend. The service started off with a free breakfast at 9 a.m. and was followed by the worship service at 10 a.m.
The Charles Paddock Zoo has been celebrating the arrival of spring with its much-loved Spring Festival. The festival started on April 2 and is continuing through April 16. During regular opening hours, the festival and all of the additional activities are included with general admission into the zoo.
This year, the festival is downsized while the zoo prepares to switch its

Zoo Supervisor Flavia Parotti said they did bring back the adored baby chicks this year because they are always such a big hit with zoo patrons.
“We have another whole week and a half of chicks being here at the zoo,” added Parotti.
The chicks are borrowed from Atascadero Hay and Feed, where they arev returned after their stint at the zoo.
This week the zoo has also been doing scheduled animal feeding for the public along with zookeeper talks. Thursday at 11 a.m., you can see the Aldabra tortoises eat, and on Friday they will be feeding the tiger.
In addition, the zoo is providing the community with Spring Camps for the first time. There are still spots open for their Jr. Zookeeper Sessions on Thursday, April 13, and Friday, April 14.
ent ways, but the most common way is rescuing and rehabilitating animals that need a home.
“When David first started he would let Fish and Wildlife and local rehab facilities know,” Lisa said. “If you think about it, you get yourself some opossums that need to be rehabilitated and released, but then there is always that one little one that doesn’t want to go and is like ‘no, no no, I want to stay in your house,’ and then we end up with those animals as well.
While you can’t just show up to the zoo whenever you want, you can meet the animals in a few ways. The most common and easy way
PRJUSD says it is the “district of excellence.” Yet the average math proficiency is 28.57 percent. The California state average is 39 percent. The national average is 49 percent. Is that excellence? We must set and maintain high standards and hold the system accountable. Establishing parent/citizen oversight committees will be one way of ensuring accountability.
To improve performance, we must challenge individuals. We must abandon the “one size fits all” educational model and expand options for students, such as charter schools and vocational programs.
With strong leadership, the enforcement of standards, and accountability, we will work together to improve performance, and our children will academically soar to the top quarter of their peers nationwide.
I look forward to working with the board, administration, and parent stakeholders to ensure that all our children receive the highest quality education.

As it did to everyone, the pandemic forced the zoo to get creative in ways to keep its business running, and the public has benefitted from it.
Zoo To You now has two newly available safari tents that can be rented overnight, meaning you can literally fall asleep to the call of the wild and wake up to the song of the kookaburra. And you can rest easy knowing that every dollar you spend goes straight back into the animals that you

with my deep roots to our community.
Professionally, I was a neonatal intensive care nurse, coordinated early childcare and education programs as a First 5 SLO County Coordinator, and managed $7M in scholarship funds for the Community Foundation San Luis Obispo County. My entire professional career shows my commitment to the well-being, growth and development of young people in partnership with their families.
I am a Paso local and a Paso parent. I have lived here over 20 years and am a mother of two children who attended Paso Robles Public Schools. I have volunteer experience in Paso K-12 schools and local district initiatives: Superintendent’s Parent Council, School Site Councils, PTAs and Measure H & T volunteer. Even in my retirement, I continue to volunteer with the PRHS College and Career Center twice weekly.
I believe in the promise of public education as an integral part of our society. Public education not only allows students to thrive, but it creates the foundation for healthy communities.
I’m strongly committed to respectful and collaborative civil discourse between our school employees, community members, and the board. I am a firm believer in lifelong learning and servant leadership, and I am honored to have the opportunity to continue to support our local families.

Describe your top three objectives if you are elected to the school board.
KE: 1. Re-establish good order and discipline to create a safe and secure environment for all students, staff and faculty. 2. Improve academic so that it is at least on par with California state standards. 3. Foster an environment of mutual respect where parental rights are pre-eminent. AH: Improving the quality of education. Safe schools for our students. Fiscal stability and accountability.
In the development of a school district budget, what goals and objectives would guide your decision making?
KE: Any budget should be based on the economic and demographic realities of our community. Priorities for the next three year budget cycle should plan on increasing inflation and decreasing enrollment.
AH: The three objectives I have listed should be our guide in developing a school district budget. For example, our reading and math scores in Paso Robles schools are way too low. That is why one of my main focus areas is improving the quality of education. Our students should be reading at grade level by the third grade. For math, we need more resources and smaller class sizes, including tutors and math labs to support students who are struggling. This will set them up to be ready for algebra by the 8th grade. We need to assure
The third hearing was a time extension for the Cabernet Links RV Resort located at 5151 Jardine Road. The applicant, Vino Vista LLC, requested a two-year time extension of entitlements for a 290-space recreational vehicle (RV) resort within the existing Links Golf Course and ancillary site improvements.
In June 2017, the City Council first approved the development of the RV resort. While this is the fourth time project owners have requested an extension, their request was approved.

our schools are a place where students feel safe and welcomed when they walk on campus. Our funds must be allocated properly to ensure our resources are protected and our tax dollars are spent wisely. That is why one of my main commitments is fiscal stability and accountability.
What are your financial priorities for the school district? (Examples: reduction in class size, improved technology in the classroom, maintaining current programs.)
KE: Priorities will focus on eliminating wasteful spending in order to maintain current programs. Priorities for future spending should be established after community input.
AH: The most effective way for a student to learn is to be at school with a teacher in a classroom and to share ideas. It is these “connections’’ that are the biggest component to regular school attendance. We also need to reduce chronic absenteeism because when a student is not in the classroom, they cannot learn. Therefore, we need to keep this as a priority because it affects the educational process and our average daily attendance which has an impact on the amount of funding we receive from the state. It is with full funding we can offer enhanced programs and services for all students.

BarrelHouse Brewing Co. Expanding into Historic Property
PASO ROBLES — BarrelHouse Brewing Co. announced its expansion in Paso Robles through its purchase of The Hangar. This historic property is on the corner of Niblick Road and Creston Road.
This 10-acre property, nestled within East Paso Robles, will become the home to the brewery’s all-new production facility.
“We are bringing the ‘Good People, Good Times and Great Beer’ that started in Tin City and expanding it to this amazing new location,” stated BarrelHouse Brewing Co. Owner/Founder Jason Carvalho.
The Hangar project consists of 100,000 square feet of conditioned space on 10 acres of property, which will house a larger brewhouse and new packaging equipment, and will allow for the much-needed expansion of production. This updated brewing facility will be even more effi-
cient, utilizing state-of-the-art equipment and eco-friendly solar, water, and CO2 technology.
“BarrelHouse Brewing Co. strives to be good stewards of our environment while crafting high-quality, balanced beers,” stated Carvalho.
The five-year vision for The Hangar includes an open market concept utilizing the 1940s hangar

Tickets and Sponsorships Available for the 7th Annual Fryers Club Roast
Wine and Tapas event on Sunday, May 7, benefiting Cancer Support Community — California Central Coast
PASO ROBLES — Cancer Support
Community — California Central Coast (CSC), a local nonprofit organization dedicated to supporting cancer patients and their families, is hosting the 7th Annual Fryers Club Roast, a fundraising event to raise funds and awareness for their programs and services.
This year’s Fryers Club Roast will take place on Sunday, May 7, at Terra Mia and will feature Ali Rush of 15 Degrees C and a vibrant roasting panel of her friends, local celebrities, and industry colleagues. Plus, the afternoon will include both a live and silent auction full of exciting lots from trips and wine to dinners and more.
“I am so honored to be chosen as this year’s Roastee,” Rush said. “As one of the few female sommeliers in the wine industry and having owned and operated 15 Degrees C for 15 years, there are lots of good stories to share.”
According to Candice Sanders, Executive Director of Cancer Support Community — CA Central Coast, “Our organization relies on the generosity of our donors and supporters for funding to provide critical mental, social, and emotional support to local families impacted by a cancer diagnosis. We are thrilled to host our 7th Annual Fryers Club Roast, which promises to be a fun and memorable evening for all involved. This event sells out every year, so rush to get your tickets while you can.”
Tickets for the event are available for
purchase on the Cancer Support Community’s website at cscslo.org. Your ticket will include a live and silent auction, scrumptious tapas and small bites by local restauranteurs and caterers, delightful local wine and beer, and music by Dante Marsh and The Vibesetters.
“We still have a range of sponsorship opportunities available that include tickets, and prominent recognition at the event and in all promotional materials and proceeds from ticket sales and sponsorships help us achieve our commitment to provide social, emotional, health and wellness support to local cancer patients and their families, within San Luis Obispo County, at no cost to them,” noted Sanders.
If you would like to explore sponsorship opportunities, volunteer, or become involved with Cancer Support Community — CA Central Coast, please contact the organization at development@cscslo.org or call (805) 238-4411. For additional information about Cancer Support Community — CA Central Coast or the 7th Annual Fryers Club Roast, please visit cscslo.org.
The mission of the Cancer Support Community —California Central Coast is to help those affected by cancer and their loved ones enhance their health and well-being. With a motto of “Community is stronger than cancer,” CSC-CCC provides a professional program of emotional support as well as education for participants to learn vital skills that will enable them regain control, reduce isolation, and restore hope regardless of the stage of disease. Fundraisers such as the Tour of Paso, private donations, and sponsors enable CSC-CCC to continue its work with the local community.
and surrounding grounds to service the growing population on Paso Robles’s e ast side. The dream is to partner with the very best local purveyors and artisans, showcasing the premium foods, beverages, and services the area has to offer while locals can enjoy community with family and friends.
The charm of The Hangar’s legacy stretches back
to the golden age of aviation. Built in 1940 by the Army Corps of Engineers, the original hangar, at Sherwood Field, was the Central Coast base of operations for the U.S. Army Air Force and Navy during World War II. After the war, multiple generations of working families were employed by the Ennis Paper Company on these grounds, creating a unique history in Paso Robles that needs to be shared.
BarrelHouse’s design vision will showcase this colorful history (including actual vintage airplanes and printer presses) while creating a spectacular new community experience. The Hangar Project is a unique tribute to local history, deepening the roots of BarrelHouse Brewing Co. in the community that it calls home.
BarrelHouse Brewing Co., the largest American family-owned brewery on the Central Coast, is dedicated to producing premium quality craft beer while bringing the community together. The Hangar is a new opportunity to further build BarrelHouse Brewing Co.’s promise of bringing together “Good People, Good Times and Great Beer,” where everyone is welcome.

PASO ROBLES —
Redwings Horse Sanctuary has announced Sarah Parsons as its new executive director, as she takes on the role of spearheading community outreach and fundraising for the nonprofit horse rescue and sanctuary. Parsons comes to the horse sanctuary after serving as executive director at the Paso Robles Children’s Museum for one year.
Founded in 1991 in Carmel and permanently located in Paso Robles since 2021, Redwings provides a safe haven for horses in need of rescue, rehabilitation, and permanent sanctuary.
Parsons, originally from Western New York, grew up riding horses and says she had a childhood dream of becoming a horse trainer. With a bachelor’s degree in sport management and a Master’s degree from California State University, Long Beach, Parsons’ career path led her to the nonprofit sector, where she worked for the Los Angeles Kings Foundation in fundraising and leadership roles.
“I now get to be an advocate for the animals that had such an impact in my own life,” said Parsons. “Redwings Horse Sanctuary has such a wonderful mission. What we do here needs to be shared with the community.”
Redwings Horse Sanctuary began in May 1991 as a nonprofit 501(c)(3) organization
in Carmel with a mission to end the abuse, neglect, and slaughter of horses, ponies, donkeys, mules, and burros through rescue and foster care. In its first year, Redwings rescued 15 equines from abusive or life-threatening situations. Redwings staff then rehabilitated the equines and matched them with carefully screened adoptive homes.
In 2014 Redwings was accredited by CARMA (California Race Management Account) and is an approved after-care partner for thoroughbreds that raced in California. In 2015
Redwings was accredited by the Thoroughbred Aftercare Alliance (TAA), a national organization, as an approved after-care facility for retired racehorses. Then on Sept. 30, 2016, Redwings received full accreditation from GFAS (Global Federation of Animal Sanctuaries), an international organization that provides certification for animal sanctuaries through verification and accreditation.
Today 82 horses call Redwings home. The facility has everything from the smallest miniature horse to the largest draft horse. The herd of nine burros from Death Valley are at the entrance of the sanctuary to greet all the staff, visitors, and volunteers each day. Redwings’ herd of Mustangs from the Pryor Mountains of Montana are very popular with guests, and its draft herd, rescued from the Premarin auctions in Canada, stand regally at the top of their hill and keep a watchful eye over the ranch.
Redwings Horse Sanctuary is now at its permanent home at 6875 Union Road in Paso Robles. For more information, visit redwingshorsesanctuary.org.

NOTICE TO POTENTIAL
BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE
TO PROPERTY OWNER:
The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call 916-939-0772 for information regarding the trustee’s sale or visit this internet website http:// www.qualityloan.com using the file number assigned to this foreclosure by the Trustee: CA-22937475-CL. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the internet website. The best way to verify postponement information is to attend the scheduled sale.
NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an “eligible bidder,” you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There
are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call 916-939-0772, or visit this internet website http://www.qualityloan. com, using the file number assigned to this foreclosure by the Trustee: CA-22937475-CL to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale. Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee’s sale.
If you think you may qualify as an “eligible tenant buyer” or “eligible bidder,” you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. NOTICE
TO PROSPECTIVE OWNER-OCCUPANT: Any prospective owner-occupant as defined in Section 2924m of the California Civil Code who is the last and highest bidder at the trustee’s sale shall provide the required affidavit or declaration of eligibility to the auctioneer at the trustee’s sale or shall have it delivered to QUALITY LOAN SERVICE CORPORATION by 5 p.m. on the next business day following the trustee’s sale at the address set forth in the below signature block. The undersigned Trustee disclaims any liability for any incorrectness of the property address or other common designation, if any, shown herein. If no street address or other common designation is shown, directions to the location of the property may be obtained by sending a written request to the beneficiary within 10 days of the date of first publication of this Notice of Sale.
If the sale is set aside for any reason, including if the Trustee is unable to convey title, the Purchaser at the sale shall be entitled only to a return of the monies paid to the Trustee. This shall be the Purchaser’s sole and exclusive remedy. The purchaser shall have no further recourse against the Trustor, the Trustee, the Beneficiary, the Beneficiary’s Agent, or the Beneficiary’s Attorney.
If you have previously been discharged through bankruptcy, you may have been released of personal liability for this loan in which case this letter is intended to exercise the note holders right’s against the real property only.

Wasn’t the weather just perfect on Easter Sunday? We had a team of great-grandchildren who hunted for over 60 Easter eggs their parents had hidden here on the property. It was fun to watch them climbing over and around the rocks, seeking the treasured eggs. Some traditions never change.

Please pardon me for being brash, but I think I’m a very polite and well-mannered person. I owe it all to my grandmother who was a real stickler for proper manners, vocabulary, and elocution. Believe me, if my thank-you notes for Christmas gifts weren’t postmarked on December 26, I might be cut off completely the following year, and I could hardly afford that. My grandmother was probably the reason why I didn’t learn how to be a really good cusser until I went to work in the oilfields.
People who study such things say that a language somewhere in the world becomes extinct every two weeks. Even in America, we’re losing words at an alarming rate, and while I think it’s good that the n- word is used less and less, it saddens me not to hear words like persnickety, cahoots, and horsefeathers anymore. Regarding our pres-
ent sad, sickly state, we need to round up all the doctors who had anything to do with curing “cooties” and making that word disappear from the American lexicon and replacing it with COVID-19.
Listen to the way today’s teenagers talk, and you’ll realize we’re witnessing the death of chivalry in this country. Here are 10 words or phrases that are more endangered than all the monkey tree frogs and fanged bats combined.
#10 Hello or Goodbye — On my daily walks, I often pass others and only about 20 percent of them bother to acknowledge my existence in any way. Mostly it’s because they have earbuds in their ears listening to rap music or they are too busy yelling at their smartphones. When I was a kid, we got a kick out of using creative ways to say “goodbye” and used phrases like, “See you later alligator,” “After a while crocodile,” and “See you around like a donut.”
#9 I’m Sorry — Heavens to Murgatroyd, I haven’t heard anyone take responsibility for anything they said or did since I was knee-high to a grasshopper.
#8 Excuse me — This is a
derivative or subspecies of the phrase “come again.” Nowadays teenagers are more apt to say, “What chew talking about?”
#7 Thank You — The last time I got a thank you note in the mail was during the Nixon administration. And e-mail thank yous don’t count because they are too easy. To show real appreciation you should have to look for a Hallmark card, buy a stamp and go to the Post Office.
#6 No, thank you — This idiom has been replaced by “Get lost.” Or, “For the hundredth time, please tell your computer to quit robocalling me and take my name off your list.”
#5 How are you? --This query used to show one’s sincere interest in a person’s physical well-being. Now it’s only heard when the beneficiary of an elderly, sick, rich person wants to know when you intend to bite the dust and if there was anything said recipient could do to hasten such an outcome.
#4 Your welcome — This phrase went out with Betamax, get the lead out, cut a rug, soda jerks and hobos. The updated version is: “No problemo.”
#3 Let me get that for you — This phrase was last heard
A Time for Renewal
rev. elizabeth rowley hogue COLUMNIST
Spring is a season of new beginnings and fresh starts. As the snow melts away and flowers bloom, we are reminded of the beauty and potential that lies ahead.
It is also a time for forgiveness, a chance to let go of past hurts and resentments and start anew. Just as the earth sheds its old layers and emerges renewed, we, too, can use this season to shed our old habits and patterns and embrace a brighter, more positive future. So let spring be a time for renewal and forgiveness, a time to grow and flourish.
A great story written by Ernest Hemingway follows the life of Paco, a young waiter apprentice Living in Spain. One night, Paco and his father had a falling out, and harsh words were said; feelings hurt, and Paco left home. After a few days, Paco’s father missed his son terribly and searched for him everywhere but could not find his son. He finally decided to take out an ad in the local newspaper, El Liberal. The advertisement read, “Paco, meet me at the Hotel Montana at noon on Tuesday. All is forgiven! Love, Papa.” Paco saw the ad and arrived at the hotel the next day at noon. There were 800 men also waiting there for their father’s forgiveness. I love this story because it reminds me that we all seek freedom from the bondage of resentment, and forgiveness is the key to the kingdom.
to slow cooker. Cover and cook on low until beef is very tender, 7 to 9 hours. Transfer beef to a cutting board and shred with two forks. Return to slow cooker and stir to combine. Serve with tortillas and desired toppings.
Restaurant-Style Salsa
Ingredients:
• 2 (14.5 ounce) cans diced tomatoes, drained
1/4 cup chopped white onion
1 jalapeňo, seeded & chopped
1/4 cup chopped fresh cilantro
3 tbs. fresh lime juice
• 1 tablespoon pure honey
• Kosher salt & freshly ground black pepper
• Tortilla chips, for serving
Directions:
Place tomatoes, onion jalapeňo, cilantro, lime juice, and honey in a blender. Puree just until smooth, 15 to 30 seconds.
Season with salt and pepper. Serve with tortilla chips. Refrigerate, covered up to 1 week.
Note: I used 2 cans RO-TEL original, diced tomatoes with green chilies and 1 teaspoon of the honey. It was delicious. So either way, bring on the chips.

in 1987 and was used when a man would open the door for a lady or a bus full of ladies from the rest home. A gentleman did this even if it meant not getting his favorite seat by the window because one of the ladies took it.
#2 I beg your pardon — This was used by the older, more well-bred, and civilized people of my youth. We on the playground used an alternative phrase: “Liar, liar, pants on fire.” This polite expression is older than Methusala and was used when someone said or did something that flabbergasted you. Since no one is “flabbergasted” anymore or has any idea of who Methusala is, people just say: “Chew messin’ with me, man?”
#1 Please — A polite request as in, “Please, Mister Big Shot, would you turn off that obnoxious phone or go outside to talk. I’m trying to enjoy a $45 lunch with my wife and don’t need to know about your booming business, your sorry sex life, or your otherwise egotistical existence.

Whether you are a Paco waiting for forgiveness or a father ready to forgive, let now be the time to dissolve the walls you have built around your heart. Let go of your hope for a better past and experience the inner peace that is your divine inheritance. You deserve it. Forgive a person, forgive yourself, a place, situation, or organization, and feel the sweet liberation it brings to you.
There’s another great story about two monks traveling together who came to a river with a strong current. As they prepared to cross the river, a young woman approached, asking them for help. The monks had taken vows not to touch a woman. Suddenly, without a word, the older monk picked up the woman, carried her across the river, placed her gently on the other side, and carried on his journey. The
younger monk couldn’t believe what had just happened. After rejoining his companion, he was speechless, and an hour passed without a word between them. Two more hours passed, then three. Finally, the younger monk could no longer contain himself and blurted out, “As monks, we are not permitted to touch a woman; how could you then carry that woman on your shoulders?” The older monk looked at him and replied, “Brother, I set her down on the other side of the river; why are you still carrying her?”
Free yourself from the burden of unforgiveness so that your heart and life may flourish with love.
And so it is.
