El Camino Homeless Organization’s (ECHO) Executive Director Wendy Lewis, alongside Kandy Noel, ECHO’s Board Chair, and Amy Freeman, board member, was awarded the 2021 California Nonprofit of the Year by Senator John Laird. “We are deeply humbled to be recognized by Senator John Laird as a 2021 Nonprofit of the Year,” Lewis shared as she accepted the award. Laird represents District 17 of the California State Senate, which includes Santa Cruz and San Luis Obispo Counties, as well as parts of Monterey and Santa Clara Counties. “Out of all the nonprofits, ECHO was

ATASCADERO — Atascadero City Council held a regularly scheduled meeting on Tuesday, Jun. 22, at 6 p.m. for open session. The meeting opened with approval of the consent agenda. The City Manager, Rachelle Rickard, highlighted the. Upcoming Pub Crawl, which will take place on Friday, Jul. 9 at 5 p.m. in downtown Atascadero and will feature a dozen of the town’s beer, cider, and wine businesses. Next, Rickard turned the mic over to Chief Masterson, spoke on the recent events in the town, and addressed citizen concerns. He addressed the homeless population in town, highlighting the different types, needs, and how the police force is handling and monitoring the situations. The Del Rio Ranch General Plan was presented to the council. The proposed Del Rio Ranch project is a master-planned tourist, entertainment, and residential focused development that incorporates RV lodging, a hotel, an outdoor amphitheater, a conference center, and residential uses on a 26-acre site within the Del Rio Road Commercial Area Specific Plan. The project includes tiered Master Plan approvals, which will allow additional review of development details for each project phase prior to construction. The concept includes: • 3.6 net acres of residential multi-family zoned property (an increase of 0.6 – 0.8 acres / up to 19 additional units) • A tourist-serving resort including 4.25 acres of RV sites, 1.8 additional acres of glamping areas, and a 100-room hotel (glamping is defined as lodging sites developed with permanently affixed lodging structures that comply with the California Building Code). • An amphitheater designed to accommodate performing arts, community events, and small music venues with seating capacity for 300 • A 15,000 square-foot conference center • A 30,000 square-foot entertainment center • 24,000 square feet of mixeduse buildings • A parking garage The project will be phased in four phases, with estimated beginning date for the final phase as of December 2023. Public comment on the item expressed support and appreciation for the job and housing opportunities that the project creates, which is critical not only for the city to grow but especially in light of the setbacks from COVID19. The council discussed the possibility of affordable housing within the complex, and the majority expressed interest in affordable by design, though acknowledged that

PASO ROBLES — On Saturday, Jun. 19, Logan Castillo passed away at 1:30 a.m. with his parents Leo and Katie by his side. Logan was ten years old. A celebration of life for Logan will be held on Thursday, Jun. 24 at 3 p.m. at the Riverstar Vineyards in San Miguel. The celebration will be casual and cozy, just like Logan. Logan’s father, Leo Castillo, said, “He was a stubborn boy, but he was brilliant. Super smart and super kind.” On Sunday, Jun. 13, Logan was taken to the emergency room at Twin Cities Hospital in Templeton after having flu-like symptoms for a week.

According to Leo, his son looked drastically different within that one week of being sick and lost 10 pounds in seven days. A tumor was found while at Twin Cities, and because Logan’s stomach was swelling, he and his father Leo were driven by ambulance to the Santa Barbara Cottage Hospital. There, doctors identified Logan had Stage 3 Burkitt’s Lymphoma in his abdomen. Quickly, Logan began chemotherapy, but his body was not responding to the treatment. Logan was then flown to a hospital in Los Angeles for dialysis treatment. Unfortunately, that night Logan did not make it. “I want to reiterate to people how sacred human life is, and it’s so nice to see kindness in a world that we’re living in. [We are] complete strangers to the Santa Barbara area but yet Santa Barbara went completely above and beyond,” said Leo. A GoFundMe page was set up on Jun. 17 to help

Supervisors Will Hold A Special Meeting on Cannabis Tax Rate

SAN LUIS OBISPO — The San Luis Obispo Board of Supervisors held a regularly scheduled meeting on Tuesday, Jun. 22 at 9 a.m. This was the first in-person meeting since COVID-19 restrictions began, and remote participation will no longer be conducted. Cheryl Vines of the NAACP received the resolution recognizing Saturday, Jun. 19 as Juneteenth in the County of San Luis Obispo in person from Supervisor Bruce Gibson. Items 10 and 22 were pulled from the consent agenda for a separate vote. Item 10 was Salinan Tribe of San Luis Obispo and Monterey Counties. Supervisor Dawn Ortiz-Legg moved approval of item 10 with the amendment to the verbiage to

Supervisor Gibson pulled this item to state that he is of the opinion that the item is a mistake. Supervisor Debbie Arnold made a motion to approve the item. She referenced the emergency ordinance from 2014, which stopped certain agricultural businesses, which she feels is unfair, and that this item will create a more fair distribution for Paso Robles. The item passed 4-1, with Supervisor Gibson in opposition. The remaining consent agenda passed 5-0. Dr. Penny Borenstein, County Public Health Officer, spoke on the 68 new cases over the last few weeks and that COVID is not gone but that no deaths have

occurred in over a month. She highlighted the changes that have occurred since Jun. 15 and California no longer having occupancy restrictions on indoor dining. Businesses should still refer to Cal/OSHA for guidance. At this time, there is no requirement in the State of California for anyone to have a vaccination record as proof of vaccination aside from indoor events over 5000 attendees. During the public comment period Supervisor, John Peschong brought up the resignation of County Clerk-Recorder and making the hiring of the position an open and transparent process. County Staff indicated the intention in the meantime to recognize Deputy Helen Nolan for the position. The matter was decided that it should be brought up at the next meeting to begin the application process. Eagles Softball Team Falls in CIF DIII Semifinal By CONNOR ALLEN

TEMPLETON — The Templeton softball team’s magical run came to an end last week in the California Interscholastic Federation (CIF) Central Section DIII semifinal losing to the no. 2 overall seed, Liberty, 1-0 at Vineyard Elementary. Liberty was able to get on the board in the second inning on a two-out single, which would ultimately turn out to be the game’s only run. Templeton finished the season 18-5 overall. The Eagles entered this season with little expectations in the Mountain League but quickly began turn-

ing heads as they kept on winning and eventually found themselves in first place with just three games to go in the regular season. Templeton kicked off their season on Mar. 24 against the Pioneer Valley Panthers and cruised to an 8-2 victory. A few days later, the girls in green would host Arroyo Grande, one of the top-ranked teams in the section and favorites in the Mountain League, and barely lose 6-5. Following the tough loss to Arroyo Grande, Templeton reeled off 13 straight wins. Not only did the Eagles win every game for nearly two straight months, throughout their 13 wins, only one of them was within one run while six of them were double-digit victories. Templeton also had three wins by 15 or more runs during their winning. The winning streak came to an end right where it started with Arroyo Grande. Templeton’s sched-

ule was set up so that they would play the top two Mountain League teams in the last two series of the season, Arroyo Grande and Paso Robles. Thus, Templeton entered the first series unbeaten in league play and in first place in one of the toughest divisions in the Central Section. The first game of the series between AG and Templeton was an instant classic in Templeton. The two teams battled for seven innings, with Templeton ahead by one for most of the game. However, Arroyo Grande tied the game up in the seventh, which sent the game to extras, where both teams would score three runs. Arroyo Grande would eventually win the game 9-7 and the series 2-1. Entering the final series of the regular season, Templeton still had a shot at the outright Mountain League crown but needed to sweep the Bearcats in order to claim it. Templeton took the first game 15-4

but dropped the first game of the Saturday doubleheader, 7-6, ending the season 12-6 in league, tied with the same record as Arroyo Grande. Senior pitcher Charlotte Forniss operated as the Eagles ace this season and was excellent in the circle, throwing multiple shutouts while also swinging the bat. Offensively and defensively, Templeton was the top team in the Mountain League this year, scoring 153 runs while only surrendering 50, both league bests. The girls entered the postseason as the no. 2 overall seed in the Division III playoffs, which earned them a first-round bye and home-field advantage until the CIF Championship game. Templeton hosted Lemoore, the no. 10 seed, in the quarterfinals and rolled to an 18-0 as Forniss threw a one-hitter and nine different Eagles recorded an RBI. Five days later,

Templeton would host the semifinal against Liberty with a shot to play for a CIF title on the line. Liberty gained a 1-0 lead in the second inning and held onto it until the very end. All in all, it was a defensive battle and pitchers dual as the two teams only combined for nine total hits, but the Eagles had their chances late. Templeton’s best

TEMPLETON — The Templeton boys baseball season came to an end last week in the California Interscholastic Federation (CIF) Central Section DIII semifinals losing to the eventual CIF Champions, Ridgeview, 1-0 at home at Vineyard Elementary School. Templeton entered the playoffs as the no. 1 seeded team in the DIII bracket after finishing the regular season 18-7 and in second place in the Mountain League. Templeton entered the season with some high expectations after making it to the CIF Semifinal in 2019 with a team made up of almost entirely underclassmen who are now juniors and seniors. However, even with high expectations, the Eagles surpassed them, finishing second in the Mountain League and nearly knocking off the top-ranked team in the Central Section in Arroyo Grande in a three-game series. “When people asked me how I thought the team was going to do this year, I told them that if we could make a run at the playoffs and be playing our best ball at the end of the year, I would be happy.”Temple-

ton head coach Rob Tompkins told the Atascadero News. “A .500 season in the Mountain League would be competitive for us, and we far exceeded that expectation and took second in league.” The Eagles got off to a hot start at 5-2 in their brief non-league schedule due to the condensed COVID19 shortened season before heading into league play. Templeton opened league with back-to-back series wins over San Luis Obispo (won series 2-1) and Atascadero (sweep) before heading into the big series with Arroyo Grande. Templeton battled Arroyo Grande till the bitter end in game one but eventually lost in extra innings 4-3. Arroyo Grande controlled the second game between the two, but Saturday’s second doubleheader almost went the Eagle’s way as they entered the sixth inning up 5-3 but could not hold on at the end. Following the sweep to Arroyo Grande, Templeton lost their next game against St. Joseph, which became the turning point in the season. According to coach Tompkins, the players on the team called for a meeting to discuss what type of team they want to be, and they ran

the table from that point on. Templeton won eight straight games to end the year, including a series sweep of the Paso Robles Bearcats, which put them in second place in the Mountain League and earned them the no. 1 seed in the DIII playoffs. The strength of the Templeton team this season was unquestionably their pitching, as the Eagles had two of the top pitchers in the county in senior Ryan Domingos and junior Robbie Lardner, who each finished with earned run averages under one. Lardner finished the season 6-3 with a .71 ERA on 19 appearances and recorded 118 strikeouts while only giving up walks. Domingos finished the season 9-1 with a .86 ERA on 13 appearances striking out 73 while allowing only 30 walks. Each of the two boys only allowed seven earned runs on the season. Finishing second in league earned

the Eagles the no. 1 seed in the playoff bracket and a first-round bye. In the second round, Templeton faced the no. 9 seed in Immanuel and cruised to a 10-1. For the second time in three years (realistically the second time in two years because the 2020 season was lost due to COVID-19), Templeton would play in the semifinal and fall, this time to Ridgeview 1-0. The Wolfpack were able to sneak one run in against Lardner in the fifth inning and ended up being enough as the Eagle offense was only able to generate five hits in the afternoon. “I couldn’t be more proud of the team and the way that they fought. They never gave up and never got down,” Tompkins said. While the Eagles will say goodbye to five seniors this year, they will still return a strong team next year, with one of the top players in the county sitting in their dugout.

ATASCADERO — The Atascadero Boys basketball team lost in the CIF Central Section Division II title game 61-49 to Roosevelt High School on Jun. 11, but that did not end their season as they were selected as one of the teams to play for the 2021 CIF Southern California Regional Championship Tournament the following week. The Greyhounds entered the Regional tournament with a 17-5 overall record and earned the no. 6 seed in the eight-team bracket. The other schools in the bracket included familiar foe, Roosevelt, as the no. 1 seed, followed by Sage Creek, Calvary Chapel, Palisades, Costa Mesa, Valley Torah, and AGBU. In the tournament’s first round, the Atascadero boys were up against Calvary Chapel, no. 3 seed, from the Santa Ana area, 22-6 on the year and fresh off a CIF Southern Section 5AA Title. The Greyhounds bounced back following their loss in the title game and once again applied their suffocating defense, which led them to the

64-48 victory and into the Regional Semifinals. Senior Drew Ardouin led the Hounds offensively over Calvary Chapel, scoring 24 points while knocking down six triples. Atascadero was still without their big man Micahel Porter, which meant rebounds were up for grabs and junior guard Stevie Waiters crashed the boards just as he did all through the CIF-CS playoffs. Waiters finished with 11 points and seven rebounds to lead the Hounds on the glass. Two nights later, Atascadero played again in the Regional Semifinal against Sage Creek, the CIF Champions of DIII in the CIF San Diego Section. Atascadero came out firing and shot exceptionally well from behind the arc (10-19) but could not slow down the Bobcats, who won 86-63. Sage Creek would go on to win the Regional, defeating Roosevelt High School in the championship game. Senior guard Mitchell Carpenter led the Hounds in their final game of the season, scoring 23 points and making 5-11 shots from threepoint distance. Ardouin added 16 points on 4-5 shooting from three.

SAN LUIS OBISPO — On Jun. 17, Alaska Airlines launched nonstop service between San Luis Obispo County Regional Airport (SBP) and both San Diego International Airport (SAN) and Portland International Airport (PDX). Alzheimer’s Association ‘Walk To End Alzheimer’s’ In-Person This Fall Last year’s fundraiser, despite the pandemic, raised more than $67 million STAFF REPORT

SAN LUIS OBISPO — The Alzheimer’s Association is moving forward with plans to host the 2021 San Luis Obispo Walk to End Alzheimer’s in person on Saturday, Oct. 30, at the Mission San Luis Obispo de Tolosa. According to the association, the health and safety of all participants remains the top priority as decisions are being made in all walk markets regarding event details. “It has been a time of isolation for many of our families, and I know this year’s Walk will truly be a celebration of being able to gather again for a cause we all believe in a world without Alzheimer’s and all other

dementia,” said Sonya Branco, director of development for the Alzheimer’s Association California Central Coast Chapter. In addition to planning the in-person event, the Alzheimer’s Association will continue to offer options to participate in Walk to End Alzheimer’s online and in your neighborhood. The Alzheimer’s Association Walk to End Alzheimer’s was recently ranked as the second-largest fundraising event in the country by total revenue, as announced by the Peer-to-Peer Professional Forum in their top 30 rankings of 2020. Despite the changes to this event due to the pandemic, the Walk to End Alzheimer’s raised more than $67 million last year in more than 600 participating communities across the country. The San Luis Obispo Walk raised $96,604 of that total. The money raised by Walk funds Alzheimer’s

care, support, and research programs. The 2021 San Luis Obispo Walk planning committee is led by Chair Val Ferrero, who also serves as a support group facilitator for local caregivers and is currently training to become a community educator. “When my husband and I needed help after he was diagnosed with Early-Onset Alzheimer’s, the Alzheimer’s Association was an incredible resource for us both,” Ferrero said. “As Walk Chair, I’m looking forward to meeting more of the Alzheimer’s community in our county and helping them connect with the available resources.” Ferrero has also developed “Quilted Memories,” a quilt showcasing community members who have passed away with Alzheimer’s or another dementia. Squares are purchased to embroider the names and dates of death of loved ones as a way to commemorate their lives, with all proceeds

going directly to the San Luis Obispo Walk. The quilt will be on display throughout the event. The planning committee is still seeking compassionate and caring volunteers to play a leadership role in this year’s San Luis Obispo Walk to End Alzheimer’s. SAN LUIS OBISPO — After over a year of press briefings held by Dr. Penny Borenstein, the County announced that all future COVID-19 News Briefings have been canceled. Instead, Dr. Borenstein will provide an update on COVID-19 in San Luis Obispo County to the County Board of Supervisors. Future briefings and Board of Supervisors updates will be scheduled on an as-needed basis. If an emergent need arises and a news briefing becomes necessary, the County will distribute a media advisory to media outlets with specific, timely information. For updates on COVID-19 in SLO

On Jun. 16, the day after ushering in the state’s full reopening at Universal Studios Hollywood, Governor Gavin Newsom visited Six Flags Magic Mountain, highlighting more attractions Californians can look forward to revisiting this summer as the state turns to post-pandemic life. The Governor announced that California is partnering with Six Flags Entertainment Corporation to provide 50,000 free tickets – a $4.5 million value – to Californians who receive at least their first dose of the COVID-19 vaccine at participating providers starting on Jun. 16, while supplies last. The ticket giveaway, donated by Six Flags, is part of California’s historic Vax for the Win program and will support vaccination efforts in areas heavily impacted by the pandemic. “We’re fully reopening California’s econ-

On Jun. 17, following a vote by the Occupational Safety and Health Standards Board to adopt revised COVID19 Prevention Emergency Temporary Standards that reflect the state’s latest COVID-19 public health order, Governor Gavin Newsom signed an execu-

tive order enabling the revisions to take effect without the normal 10-day review period by the Office of Administrative Law – providing clarity and consistency for employers and employees as California fully reopens its economy. Among other updates, Cal/OSHA’s revisions align with the latest guidance from the California Department of Public Health – based on guidelines issued by the Centers for Disease Control and Prevention – on face coverings and eliminate physical distancing requirements, except for certain employees during outbreaks. SAN LUIS OBISPO — The second pre-preliminary hearing for Paul Flores (44) and Ruben Flores (80) was held on Mon. Jun., 21 at 1:30 p.m. in the San Luis Obispo County Superior Court Department Seven. The Honorable Judge Craig Van Rooyen is residing. On Apr. 21, Paul Flores plead not guilty to the murder of Kristin Smart. The sheriff ’s office alleges he killed the Cal Poly freshman in 1996 while trying to rape her. On the same day, Paul’s father, Ruben Flores, pleaded not guilty for accessory after the fact to the murder of Kristin Smart. Paul Flores is being held with no bail. Late at night on Apr. 21, Ruben Flores was released on bail from the county jail. Susan Flores, Paul’s mother and Ruben’s estranged wife, posted bail and picked up Ruben from jail. Ruben Flores was released on

a $50,000 bail and on the contingency of giving authorities his passport and complying with electronic monitoring and an ankle monitor. The pre-preliminary hearings are typically only a few minutes and determine if both parties are ready to move forward with the set preliminary hearing date. However, during Wednesday’s hearing, the court decided whether or not cameras will be allowed in the courtroom during the preliminary hearing. All sides confirmed the Jul. 6 preliminary hearing start date. Dan Laidman provided a briefing from KSBY and NBC News requesting the allowance of audio and visual coverage of the proceedings. “This is a case that for decades has gripped this community and the nation at large, and people are following it not just for the underlying facts of the case but for what it means for the criminal justice system and how it handled the case,” said Laidman. Robert Sanger, Paul Flores’s attorney, requested no electronic media coverage, including cameras, but he does not intend to deprive the public of the right to be present

At least one witness has expressed to their attorney fear of being followed and harassed following the preliminary hearing. Media will be allowed one still camera and one video camera under the agreement of no photos of witnesses or the audience. Deputy District Attorney Christopher Peuvrelle requested another pre-preliminary hearing on Jun. 28. Because van Rooyen will be out

of the office that week, another pre-preliminary hearing has been scheduled for Wednesday, Jun. 23 at 1:30 p.m. in Department 5. Sanger was concerned over the reason for the pre-preliminary hearing. DDA Peuvrelle told Sanger the reason is in an email that was sent to Sanger. Attorney Guy Galambos, representing one of the witnesses, appeared to file a motion to quash a subpoena. Peuvrelle scheduled a discussion for the morning of Jul. 6. Sanger then requested to have a brief chambers meeting following today’s hearing. The next pre-preliminary hearing was scheduled for Wed. Jun. 23 at 1:30 p.m. in Department 5, however, was canceled without notice. The preliminary hearing is scheduled to start on Jul. 6.

Newsom’s statement follows the 102,000 jobs created in April, 132,400 jobs created in March, and 156,100 jobs created in February. “California continues to lead the nation’s economic recovery, adding 104,500 jobs in May, marking the fourth month in a row of six-figure job creation. Our health-centric approach has saved lives, resulting in one of the lowest case rates and the most vaccinations in the country – now we’re leading the nation in health and economic outcomes. We’ve regained more than half the jobs we lost over the past year, but there’s still a long way to go – that’s why we’re making historic investments in small business tax cuts and grants, tax rebates for two-thirds of California families, and rent relief for those hardest hit by the pandemic,” Newsom said. From February 2021 through May 2021, California added 495,000 total non-farm payroll jobs, making up nearly a quarter of the nation’s job growth and marking the state’s fourth consecutive month of gains of more than 100,000 jobs. Of the 2,714,800 jobs lost in March and April 2020 due to the COVID-19 pandemic, California has now regained 1,406,800, more than half. SACRAMENTO — As California reopens following the pandemic, the Employment Development Department (EDD) announced that starting Jul. 11, Californians receiving unemployment benefits should begin looking for work to maintain their eligibility. EDD will be sending notices to claimants to inform them of the reinstatement of this requirement and what it means for them. “California offers many resources to help people to find safe and suitable careers and training opportunities that keep the economy moving,” said EDD Director Rita Saenz. “We want to make sure those on unemployment have enough lead time to start searching for work so they can remain eligible for benefits as they seek their next career opportunity.” The requirement to search for work has been a part of the unemployment insurance program since its inception. During the pandemic, the federal government temporarily allowed states to waive this requirement, and since March 2020, the work search requirement has been suspended in California. When claimants were asked if they had looked for work when completing their weekly certification for benefits, they could answer “No” and maintain their eligibility for benefits. As California reopens, most claimants will need to answer “Yes” next month to maintain eligibility. EDD offers many services to assist people looking for safe and suitable work and get training. That includes the CalJOBS online labor exchange system, as well as the job search assistance, resume and interview preparation, and access to job training available through America’s Job Center of California (AJCC) locations throughout the state. CalJOBS is a no-cost virtual job center with hundreds of thousands of job postings and tools to help people find work. It is also an excellent resource where employers can post job openings and find qualified job seekers to fill their positions. CalJOBS includes over a million job listings from dozens of

private job boards and recruitment sites, Fortune 1,000 companies, educational institutions, thousands of local, state, and federal agencies, hundreds of healthcare organizations, and many more public, private and non-profit employers. Work Search Requirement for Unemployment Insurance Claimants on regular unemployment or extension claims are expected to search for work in order to maintain eligibility for benefits. This requirement applies to finding suitable work that is safe to return to and is comparable to the worker’s skills, experience, usual occupation, age, and health. EDD will be sending notices to claimants in the coming weeks about any requirements on their specific claims. Individuals starting new claims on or after Jul. 11 will also be notified by mail that they must register on CalJOBS—the largest job board in California. Examples of reasonable efforts to search for suitable work each week include activities such as: Prepare for Job Searches – Set up an account on CalJOBS, participate in reemployment services, post a profile on various job search or networking sites. Expand Networks – Let friends, prior employers, or community members know you are looking for work. Participate in networking, job fair events, or clubs. Apply for Suitable Work – Apply for positions with employers reasonably expected to have suitable openings matching skills and experience, including government jobs and exams. Participate in Training – Engage in permissible education and training opportunities that assist in obtaining employment and do not interfere with an ability to accept suitable full-time work. Claimants who engage in any of these activities can answer “Yes” to the question “Did you look for work?” that is asked every two weeks when certifying for benefits. A person who answers “No” will be asked further questions and may be scheduled for an interview to determine benefit eligibility for that time period. SAN LUIS OBISPO — As California removes COVID19 mask requirements, the San Luis Obispo County Regional Airport would like to remind all visitors to the airport that masks are still required while in the airport terminal and on the airplane. Even if vaccinated, the Transportation Security Administration (TSA) requires that everyone aged two and older must wear a face covering while inside the airport through mid-September. Masks are also required while boarding and traveling on an airplane. However, the TSA recently revised its policy, and airport visitors are no longer required to wear a mask while outdoors at airports, including in the parking lot, on the curb, or in the airport’s

outdoor courtyard. “California mask restrictions lighten up on June 15, but the airport is governed by federal regulations,” shared Courtney Johnson, Airport Director. “The federal mask mandate is currently in place until Sept. 13, and we ask everyone that visits the San Luis Obispo County Regional Airport to comply with regulations.” More details about the airport’s COVID-19 policies and procedures can be found here.

Suspect Arrested for Sexual Abuse of a Child STAFF REPORT

PASO ROBLES — On Thursday, Jun. 17, detectives from the Paso Robles Police Department (PRPD) with the assistance of the San Luis Obispo County Sheriff ’s Office arrested 38-year-old Christopher Saucedo Sr. Saucedo Sr. was charged with molesting a 12-year-old child who had been living with him for several years. This case stems from an out-of-state tip reported to the PRPD. There is a known relationship between the victim and suspect, but it is being withheld at this time. It is believed there are no further victims; however, this is an ongoing investigation,

SLO Sheriff Searching for Two Assailants STAFF REPORT

CAMBRIA — On Jun. 15, San Luis Obispo County Sheriff Deputies were called to a report of a physical assault that had just occurred in the 1600 block of Richard Avenue in Cambria. A male juvenile was inside his home when a woman came to their front door to complain about their dog being loose in the neighborhood. The male juvenile exchanged words with the woman. The woman left but a few minutes later returned with a man who entered the home and physically assaulted the male juvenile. The man and the woman fled the location. Detectives are asking for the public’s help in

identifying the suspects. The adult male is described as White, approximately 40 to 60 years old, 5’09” tall, thin build, with short greyish colored hair, wearing a grey shirt. The adult female is described as White, approximately 50-60 years old, 5’04” tall with shoulder-length blond hair, glasses, wearing a blue and white striped shirt. Also, Detectives are looking for any home surveillance video from residences in the area with a time frame of Jun. 15 from 1:30 p.m. until 3:30 p.m. Have information? ATASCADERO — The annual Atascadero 4th of July Music Festival is back and ready to celebrate after having to cancel last year’s event due to the pandemic. The 4th of July Music Festival, formally known as the 4th of July Bluegrass Freedom Festival, will occur on Sunday, Jul. 4, from 4 to 8 p.m. at Atascadero Lake Park. The event celebrates freedom and Independence Day lakeside under the shady oaks within the park with three great musical acts for an evening filled with music, food, drinks, vendors, family fun, kids’ amusements, and the playground. The festival in previous years was specifically Bluegrass music; this year, it has been renamed the Atascadero 4th of July Music Festival to include more varieties of “Americana” music. The committee explained that Americana music shares the diverse and varied musical traditions that are the musical fabric of the United States. This includes folk, gospel, country, blues, rhythm and blues, rock and roll, and other musical influences. Music begins at 4 p.m. with Bremen Town, followed by Brad Elijah and ending with the Way Out West Band. Bremen Town is a Central Coast Americana folk band and a crowd favorite, an eccentric group made up of Jim Highland, Thomas Zaldivar, and Kaytee Greenaway. Brad Elijah is a singer-songwriter bringing his unique sound to the lineup. Elijah has traveled throughout the nation singing in different venues, weddings, conferences, night clubs and more. He loves singing and sharing his love for music to all ages and has written over 300 songs. Elijah and his wife Eileen and three children live in Templeton. He is a Pastor at Newday Church in Paso Robles. The Music Festival ends with the Way Out West Band, which has Ameripolitan roots in Country, a tight harmony, and a Hot Swing to their set. The band features Nashville transplants, Valerie Powers on vocals and percussion, and Kelly Powers also on vocals, lead guitar, and fiddle. Wayne Pearson, a local rancher on acoustic guitar, Bob Hamilton, a pedal steel guitarist, and Vance Gibbon, on bass. General Admission is free. However, to be closer to the music, there is a reserved VIP area for $10 per person. To secure the front row seats, it’s $20 for VIP Plus. Tickets are available online at Atascadero4thofJuly.org. MIKEL “MIKE” GOODWIN 1943 - 2021

ikel “Mike” Goodwin resident of Twin Falls, ID, was born September 11, 1943, in Oakland, CA. He passed away June 13, 2021, in Boise, ID. He was married for 36 years to Lana J. Duncan Goodwin. Mike was the son of C Ray Goodwin and Helen Bridgeman Goodwin and was the oldest of seven children. Mike spent his early years in

The family moved to San Jose, where he attended elementary, junior high, and his first year of high school, where he was a member of FFA. At age 16, the family moved to San Luis Obispo County. He graduated from Atascadero High School, where he was a member of the track and cross-country team. He immediately started his studies in engineering at California Polytechnic State University in San Luis Obispo. In 1966 he received a degree in Mechanical Engineering. He was then drafted into the Army during the Vietnam War but remained stateside his entire time in the Army. He later joined the California National Guard and retired at age 62. In 1972 he met Nelly Chris-

tina Coirolo, a single mother of two girls, Lucy and Polly, and they were married in 1973. They lived in Layton, Utah, where Mike went to work for the State of Utah as a hydraulics engineer. Sometime later, Mike got a job with San Luis Obispo County, and they moved to Atascadero, CA. They had three children together, Mikel Jose, Anna Christine, and Richard Alexander. They divorced in the early 1980s. In 1985, Mike met and married Lana Jean Duncan (Parker) in the Oakland Temple of the Church of Jesus Christ of Latter-day Saints. Lana brought six children to the marriage; Ken, Mark, Andrea, Joanna, Leslie, and Richard Parker. They lived together in Atascadero, CA, until their move to Twin Falls, ID, in late May 2020.

Mike’s hobbies were motorcycle riding, bicycling, target shooting, and reading. He enjoyed traveling to many family events over the years. Mike was preceded in death by his parents, C Ray and Helen Goodwin, his brother Eric Goodwin, his step-son, Mark Parker, his birth-mother, Naomi Benepe, and his half-brother Bruce Benepe. He is survived by his wife, Lana Goodwin; his children, Mikel J., Christine, and Richard Goodwin; his step-children, Ken Parker, Andrea Johnson (Paul), Joanna Boatwright, Leslie Lheron (Christopher), Richard Parker; nineteen grandchildren, Kailie Armstrong (Andrew), Jacob Wheeler, Garrett Wheeler (dec), Kiyanah Boatwright, Max Johnson, Mikaela Johnson, Miles Johnson, Isabel Lheron, Gabriel

Lheron, Adeline Lheron, Beatrice Lheron, Charlotte Lheron, Gilbert Lheron (dec), Judah Lheron, and Oliver Lheron; Jacob Goodwin, Logan Stephens, Colby Goodwin, and Mikel T Goodwin; siblings Teri Parkin (Clem), Edward (Carol), Steve (Vicky), Kathleen Heffner (Kevin), and John S. Funeral services were held Saturday, June 19 at 11:00 a.m. at the Church of Jesus Christ of Latter-day Saints, 399 Maurice Street North, Twin Falls, ID 83301. He will be buried at Sunset Memorial Park, 2296 Kimberly Rd, Twin Falls, ID 83301.

Jack was born in Paso Robles to Ambert Carmi “Bert” Morehouse and Florence May Heaton. He was the second youngest of 9. He graduated from Paso Robles High. Then on April 15, 1940, he married Lois Cook of Creston and had four sons, Ron, Don, Jack, and Ricky. In 1944 he served in the Army during WWII and was stationed in New Guinea, Philippines, and Japan. In 1955 he moved his family to Merced and joined the Carpenters Local Union #52 until he retired. He loved visiting with family

at the Easter Reunions and his Birthday parties. He would enjoy spending time in his shop farting around (as he would say). There was nothing Jack couldn’t fix or build. He was such a kind, sweet and funny man and we will miss him so very much. We all have many happy and beautiful memories to hold in our hearts for many years. He was dearly loved and a blessing to all of us. Jack is preceded in death by his father Bert, his mother May, his wife Lois, his son Ricky, his five brothers Larry, Elmer,

David, Ray, Kenny, three sisters Evelyn Cryer, Marian Saurett, Doris Smith, and great-greatgrandson Noeh Scott. PASO ROBLES — At approximately 3:30 p.m. on Sunday, Jun. 20, Paso Robles Fire and Emergency Services responded to a report of a vegetation fire in the riverbed adjacent to 3200 Sulphur Springs Road, just north of the Highway 46 East bridge. At first arrival, firefighters found a 50 X 50 fire actively burning grass, brush, and trash from an encampment. Firefighters were able to contain the fire within 15 minutes and worked to fully extinguish the fire over the next hour. Two fire engines and one Battalion Chief from Paso Robles responded. Under the City’s automatic and mutual aid agreements, two fire engines, one water tender, one dozer, one hand crew, one aircraft, and one Battalion Chief from CAL FIRE/SLO County responded. The cause of the fire was determined to be human-caused.

ATASCADERO — Atascadero Fire and Emergency Services responded to a reported structure fire to the rear of 8505 Coromar Avenue on Jun. 16, at 7:01 a.m. Upon arrival, crews found heavy fire and smoke coming from a detached workshop in the backyard. Emergency Crew initiated a Defensive Operation due to the amount of fire involvement and structural deterioration. Upon further investigation, the crew were able to determine that the 1200 square foot shop was used for gunsmithing and ammunition storage. Fire crews used multiple hose lines to darken the fire. A city backhoe was requested to assist in deconstructing the structure so complete extinguishment could occur. The fire was contained within 1 hour and 15

minutes with the use of four engines, three chief officers, one ambulance, and four police officers. No other property was damaged, and no injuries were reported. Fire crews remained on the scene to assist the resident with removing several firearms and personal items from a safe that was buried in the structure. The cause of the fire remains under investigation.

ATASCADERO — Atascadero Fire and Emergency Services responded to a reported kitchen fire inside a residence at 8875 San Gabriel Road on Jun. 17, at 3:32 p.m. Upon arrival, crews found a single-story, single-family residence with light smoke coming from the open front door of the home. The reporting party at the scene confirmed all occupants were out of the structure, but three dogs remained inside. A rapid interior fire attack was initiated, knocking the fire down within a few minutes. The fire was confined to the kitchen, and a quick search performed—crews located and assisted all three uninjured dogs outside of the residence. Emergency crews worked on the scene for one hour and with no injuries to civilians or firefighters to report. Two fire engines and two command vehicles were utilized during the incident. The cause of the fire remains under investigation.

The salesman showed me a turtle purse for Buddy and also a backpack to haul him because he walks at a slower pace than most humans. The “bio-accessory” backpack could also be turned around so Buddy could see where’s he’s going instead of where he’s been. No doubt you’ve seen “service dogs” and even “service pot-bellied pigs” in the grocery store, and I feel confident in saying

you’ll someday soon see “service turtles.” When you think about it, turtles have many advantages as pets compared to dogs. They don’t bark, a turtle can breathe through its butt (really), they don’t have to sit next to you in the truck and stick their head out the window, and when they get wet and “shake,” they don’t drench you in water. You don’t have to constantly throw them slobbery tennis balls because no matter how many times you try, the turtle will not retrieve the ball. They can’t be taught hard tricks like rolling over or sitting, but they are unrivaled at playing dead. Veterinary bills are less too because they won’t pull a muscle trying to jump in and out of the truck, and they don’t drink out of the toilet like my dog did, who suffered several concussions from being hit on the head by falling toilet seats. Turtles also live a long time, and there’s not near the emotional loss when one does die because you probably had no idea where it was anyway. ow that we have all grown accustomed to the life of sheltering at home, it’s time to change it up again! Isn’t that the way of things? So what have we learned about ourselves through this interesting time in our lives? I’ve witnessed individuals undergo a complete transformation during the pandemic because they stayed home and had time to focus on and improve themselves. Then suddenly, after getting the second dose of the vaccination, they abandoned their transformation and returned to the old ways as if it were all but a dream. It reminds me of taking up the

spiritual practice of meditation. At first, there is conscious focus and intention on setting the time and space for dedicated practice. Next, there is the meditation practice itself. Then comes the advanced technique of taking it off the cushion, which means bringing your Zen wherever you are. It’s easy to find peace on the cushion in your own home, in a space you have set up expressly for your meditation practice. It’s aesthetically pleasing with ambient lighting, tapestries, blankets, eye pillows, and the perfect cushion to keep you comfortable enough to forget your body but not so comfortable that you’ll fall asleep. Incense, images, textures, and the ideal temperature for your sweet serenity. Ahhhh. Or should I say ohhhhm? The spiritual rubber hits the road when you adventure away from your cushion and into the

outer world where other people dwell, people with different upbringings, life experiences, opinions, and belief systems than your own. Maybe you encounter a difference in opinion with someone else, blow your top, and get angry and upset. At that moment, your accumulated meditation practice resets to zero, like a video game. Now you’re called to return to your meditation cushion to rebuild your internal space of peace, love, kindness, and generosity that you experienced and enjoyed before. Perhaps you’ve abandoned your transformation and are feeling lost or disheartened. I encourage you to give yourself a break. Be gentle with yourself. You have endured so much, and quite honestly, you are crushing it. No need to add to the anxiety, stress, and uncertainty so many are feeling. You came here to shine, thrive,

and be glorious! What is one small change you can make today that would put you back on track with the promises made to yourself at the onset of the shelter in place orders? Chinese philosopher Lao-Tzu wrote, “A journey of a thousand miles begins with a single step.” Take that step. Start today, right where you are. I appreciate what American essayist Ralph Waldo Emerson observed: “What lies behind us, and what lies before us are but tiny matters compared to what lies within us.” What lies within you is what I call the Divine. Lean into it. Let it guide you. It wants you to succeed. You are a mighty, magnificent force of which to be reckoned. Let’s do this! And so it is. Rev. The Thinking Workout

veryone experiences fear about getting older, that our mind won’t remain sharp over time. It’s true that our reaction time and our ability to process information declines with age. This may affect how quickly we balance our bank account, text a friend, or learn a new task. But the good news is that participating in some type of activity can help slow age-related mental decline, have a neuroprotective effect on the brain, and enhances our brain health and plasticity. Most of us realize exercise is good for us. Some benefits include increased emotional and psychological health and stronger bones and muscles. Exercise also improves immune function and relieves stress, a must in today’s society, especially recently. Research shows a newer benefit is that being active can promote good brain health. According to a study at Tufts University, a group of physically active peers was able to process information faster than their sedentary peers. This ability was even more pronounced after the age of 50. In fact, older persons who exercise just 30 minutes a day three times a week had almost a 40 percent lower risk of developing dementia compared to those who didn’t exercise. Even those who took up exercise later in life reaped benefits. Here’s what happens. Physical activity boosts mental performance by increasing blood flow and circulation to the brain and increases the gray matter’s ability to make use of it. This alteration in the brain structure also helps to generate new neurons, maintain healthy nerve cells, and improves our cognitive functioning, like reasoning, remembering, imagining, and learning. Exercise increases “good feeling” brain chemicals (neurotransmitters), such as serotonin, dopamine, and norepinephrine, which also play a role in reducing pain. Exercise helps prevent cardiovascular disease, but what is lesser known is that the absence of heart disease is linked to optimal mental function. Here’s an easy formula from the American Heart Association to remember for exercise guidelines: Thirty minutes a day, five times a week, of some type of aerobic activity such as swimming, dancing, hiking, or stair climbing. You can divide this time into two or three segments. Next, engage in two sessions per week of muscle-strengthening

activity such as weights or resistance bands. Add in a yoga, tai chi, or stretching session to increase flexibility and balance for the ultimate all-around activity plan. It sounds simple, right? And yet, in my years of private practice, I’ve come across some pretty good excuses to not exercise. Do you recognize any? • I don’t have time • Exercise is boring • I’m too tired • I have to wait until I lose weight • I don’t have an excuse Here are some tips from my clients: 1. Get some support. A buddy system can really keep you accountable. Plus, it’s a lot more fun, and time goes by faster when you have somebody to talk to. 2. Enlist the help of your local librarian. Libraries have yoga, tai chi, and other exercise DVDs that are free to check out. Or go online to YouTube for great exercise videos. 3. Check-in with your local community center and even churches. They typically have exercise classes. 4. SLO has some great hiking trails to add some beauty to your workout. 5. Exercise channels on TV can be helpful and fun also. And if your job requires lots of sitting at a computer as mine does, try this. Sit on a large exercise ball and type at your desk. It’s great for a core workout and improves stability and balance. Start somewhere. If working out at a gym doesn’t do it for you, try something that’s fun or lively, like kayaking, salsa dancing, or walking in the outback. Chances are, if it’s fun, you’ll keep it up. The important point is to pick something that brings your body, mind, and spirit into harmony and leaves you feeling refreshed and rejuvenated. Cost-saving innovations and new interest in ESG principles brighten companies’ outlook

s recently as 2010, renewable electricity – other than traditional hydropower – was regarded by many investors as little more than a science project. As part of the U.S. electricity mix, “it was a rounding error,” says Energy Analyst Pavel Molchanov. Now, with the next generation of wind and solar farms churning out electricity at less than half the cost of a decade ago, a new day is dawning. “Wind and solar have been gaining the most market share…Within just a few years, I anticipate that renewables, including hydro, will overtake coal as the number one source of U.S. electricity supply,” Molchanov says. There are many growth drivers for renewable power. Leading the charge toward making the U.S. power sector lower-carbon are much-improved project economics, green energy investments by tech giants like Amazon and Apple, and targets by state governments to become carbon-neutral within 20 to 30 years. In addition, as institutional fund managers become more focused on ESG investing, they are putting more pressure on utilities and other companies to reduce their carbon footprint.

Clean Energy’s Global Luster

When you think of renewable energy vanguards, Europe usually comes to mind. Denmark, for example, sourced about half its electricity from wind power in 2019. But it’s not just the most environmentally minded countries seeing value in clean power. “Countries where electricity is traditionally the most coal-dependent, like China and India, are also starting to shift away from coal – not necessarily because of carbon emissions, but simply because of smog,” Molchanov says. China leads the world in electricity production from renewable energy sources after massive investment over the past several years, including $83.4 billion in 2019, Bloomberg NEF reported. Air pollution is one driver, but the country’s leaders also see solar and wind as a source of energy security. Solar, in particular, has helped rural communities in both China and India access clean and affordable electricity, putting these countries on a path to meeting one of the U.N.’s sustainable development goals.

Turbines Go High-Tech

Here’s a number that may make your head spin: More than 60 gigawatts of wind generation capacity was installed last year – the equivalent of 60 nuclear power reactors – according

to the Global Wind Energy Council (GWEC). About 10 percent of that total came from offshore wind farms, which, despite being more expensive, are appealing for power-hungry cities along coastlines. A variety of innovations have given wind power a boost. Longer wind turbine blades, like those produced by TPI Composites, have allowed for efficient power production without making turbines taller. (The taller a turbine is, the more challenging it can be for workers to service, and tall turbines can interfere with aviation.) There are also more wind turbines designed to capture energy at the lower end of the wind speed scale, making them adaptable to a wider range of locations.

A Sunny Outlook For Solar

Today, solar power is the world’s fastest-growing power source, with solar photovoltaic (PV) generation capacity comprising – on average – one-third of all new power plants built globally over the past three years. While wind projects are almost always large – built by or on behalf of utilities – solar can work just as well in small rooftop systems. In fact, solar panels pop up on roofs around the world. Another benefit to solar is that it can go anywhere the sun shines, including brownfield sites no other developers will touch. Solar farm developer Ameresco has shown the way, adorning capped landfills in the U.S. with solar arrays that rest on proprietary ballast systems.

Collaborative Change

With large-scale investment by the private sector as well as governments, renewable power has evolved by leaps and bounds over the past decade. Further investments in smart grid technologies and battery storage systems can propel the momentum needed to transition to a truly low-carbon energy system. “Renewable energy sources … are surfing the wave, so to speak, of this low-carbon trend,” says Molchanov. Staff also recommended special meetings in response to meeting the state-mandated deadlines. Supervisor Gibson moved to approve, and the motion passed 5-0. Item 40 was a request to award a fouryear contract to private attorney firm San Luis Obispo Defenders, a Professional Law Corporation, in the amount of $4,920,401 for the first year, which was presented by Guy Savage. The last contract was 2016 to 2020, with an interim contract through 2021, while the county went through an RFP. Chairperson Compton thanked staff for their work on this and requested that there be a report on the cases and other pertinent information before the Board twice a year, as well as to authorize the Board to execute up to two additional years. The motion passed 5-0. There was no report on closed session, and the Board moved on to the final item, 42: Submittal of the 2021 Countywide Cannabis Program Update, and request to approve, in concept, the Compliance Monitoring Program Plan and provide staff direction as deemed necessary. The report covered the application process, compliance monitoring, appropriate uses of land for cannabis, the budget involved, illegal cannabis enforcement, and the Cannabis Business Tax. The Cannabis Business Tax (Measure B18), which is a gross receipts tax, and has brought in $434,000 so far this year. Difficulties with the taxation process were expressed, and square footage was a proposed substitute for taxation. Public comment expressed the varying views of residents in the county and highlighted some needs, such as conducting a programmatic Environmental Impact Report (EIR) and freezing the tax rates so that the industry can grow and stabilize before taxation increases. The Board passed the Programmatic EIR with direction to staff to provide funding that does not put the cost on the taxpayer. The five-year review period once operations begin was approved with a 5-0 vote. The Board also approved the holding of the Cannabis Tax rate at 6 percent, which has to be done before July, so the Board will hold a special meeting on Friday, Jun. 25 at 8:30 a.m. The fee study was approved with the request to look at a square foot rate instead of the rate of the gross receipts. This year, like 2020, the luncheon was canceled in response to pandemic restrictions. Lewis shared, “It is pretty amazing to be on someone at that levels radar, out of the thousands of nonprofits in his region he could have chosen, to select ECHO and really highlight the work we have been doing and highlight the growth we have had and really help bring awareness to our work to help sustain us...we are super excited.” Since 2001 ECHO’s mission is to empower people in San Luis Obispo County to make positive change by providing food, shelter, and supportive services. Currently, ECHO operates three facilities in North County that each provides meals and a safe and secure overnight shelter to meet the immediate needs of families and individuals in the community who are facing hunger and homelessness. “I think what is so special about this is addressing homelessness is a whole community effort...” Councilmember Funk said. “...we are so proud of ECHO’s leadership in bringing the whole community together both here and in Paso Robles; ECHO also serves people from around the county when this is the right space for them and gives people that period of time to get their lives back together again so that they can rejoin the house community and enjoy the things the rest of us all take for granted...it is hard work.” ECHO’s residents are provided individual case management services to assist them with securing a job and finding permanent and sustainable housing. While staying at ECHO, residents are taught life skills for employment, financial literacy, health care management, and parenting. For a little over six months, ECHO has been in full swing in Paso Robles, now offering the same services as ECHO Atascadero. “At Paso Robles ECHO, we are a full service just kinda like we are here in Atascadero, so within our six months, we have been able to

So it has been a big challenge, and I am so proud of our team for stepping up and doing the right thing and doing it so fast. We are full almost every night, and with here, we have such a great resource, but there is more need out there.” Senator Laird expressed that one of the key factors in choosing ECHO as the nonprofit of the year was due to the organization not only sustaining during a pandemic but also expanding. Lewis explained, “[Senator Laird] shared that during a pandemic that he saw us not only maintaining what we did but actual to expand our services and thought that was just pretty awe-inspiring that here we [ECHO] during a pandemic where a lot of folks were just trying to stay steady, we said no, there is work that needs to be done, and there are people that are really suffering, so let’s step up and let’s really expand and in that time frame we opened a second shelter in Paso Robles, and we operated an emergency winter shelter here in Atascadero so not just staying kinda steady but really growing to meet that critical need out there.” All who attended the special recognition on Saturday shared the same sentiment; for a nonprofit not only to thrive during unprecedented times says a lot about the organization, but it also says a lot about the community as well. Senator Laird shared what impressed him about ECHO was, “Part of it was the community support, I know no other homeless shelter in a district that is near a school, in a residential neighborhood that has the mayor volunteer regularly, that just doesn’t happen.” After the presentation, Lewis expressed her deep appreciation, “We just want to thank Senator Laird as well as all of our community supporters who have made us the organization that we are today.” For more information, please visit our website at echoshelter.org.

Paso Robles, Arroyo Grande, Tulare Union, Coalinga, Clovis North, Righetti, Mission Prep, Morro Bay, Mendota, and Bakersfield Christian competed in the tournament. However, not all teams stayed for both days as some Districts across the state still limit overnight travel. The Hounds tournament provides something for every player on every team as skill position players spend the two days playing in a round-robin, seven-on-seven tournament against the other teams in attendance. At the same time, the big guys can showcase their power. The passing league portion of the tournament occurred on both days while the linemen competition was held on Saturday. The lineman competition consisted of three fun events and one lifting staple in the 185-pound bench press. After seeing how many reps the strongest boys from each team could muster, the teams headed outside for the ambulance push and pull where each team would need to pull the vehicle about 30 yards with a rope and then push it back past the line.

The third event was called “Moving Coach’s Uncle” but affectionately referred to as the redneck relay by the kids. This event required teams to lift and pack various items such as a couch, mattress, and big tires into a trailer as fast as possible to beat the other teams. The fourth and final event is always the premier event for those competing and spectating as Ryan Cooper erects a giant PVC pipe apparatus for the World Strongest Man Medball Toss. Each contestant heaves an eight-point med ball over their head and over a bar a la the pole vault. After each round, the bar gets higher until there is only one champion. Even though the event is a competition, it becomes impossible to tell who plays for what team as the boys hoot and holler together after each heave, cheering only for Herculean acts of strength. When the dust settled, only one man was remaining, and he was wearing green and white. Templeton senior Austin Marquart won the medball toss. “Everyone was cheering me on, even from the other schools; it was a lot of fun,” the senior told the Atascadero News. In the end, it was Clovis North that took first place in the lineman competition while the Hounds placed second.

Additionally, the council voted to remove the CFD that was created originally for the previous project designated for the location while ensuring that there would still be enforcement of the items that need to be enforced on the property. The council addressed the interim use permits, which all agreed while it may have concerns, everyone was in favor of supporting as it would help to move the project along and not risk a project that stopped halfway through production. After lengthy discussion over the large project presented to the council, Mayor Heather Moreno moved adoption of draft resolution A and introduced for first read-

ing by title only with the changes noted, and adopt resolution B as amended by staff for conditions for 100c and 101, including D, and then to also include the language with regards to the affordable housing, and to remove the CFD but to continue to ensure that there is enforcement of maintaining the property. Councilmember Bourbeau seconded the motion. The motion passes 5-0. The council then moved on to a hearing for the adopting sewer service charges to be added to the 2021-2022 property tax rolls. The city collects the fees for the sewer charges on the property taxes. The motion was approved 5-0.

The last item on the agenda was the community facilities district 2005-1 annexation No. 23, which staff recommended that council continue the public hearing to the Jul. 13 City Council Meeting to allow staff additional time to fulfill the legal noticing requirement. Public comment was opened and will remain open until the Jul. 13 meeting.
