ATASCADERO — The Atascadero Unified School District (AUSD) Board of Trustees met on Tuesday, Sep. 7, at 7 p.m. for their regularly scheduled meeting. Trustee Terrie Switzer recognized several donations to Atascadero school. The Wonderful Company Foundation and Mr. Levi Arzola Nickles donated $1,000 to San Benito Elementary School. Smith Mechanical Electrical Plumbing donated $3,000 to Atascadero High School to be used for basketball equipment. The Chamber of Commerce donated $500 to the Atascadero High School Pool Account, the proceeds of which came from the 2019 Wine Fest. Mr. Charles Taylor donated to the Atascadero Fine Arts Academy, and PG&E matched his contribution for a donation of $280. Oral communications were opened to the public, and one letter was read from an anonymous Atascadero Family requesting that the district encourage administrators to provide as many masks as students need. This was in response to recent communications from Atascadero High School, which, according to the author of this letter, have included requests to use less of the school-provided masks. “It’s frustrating,” the letter read. “In a time where there is a battle raging about mask effectiveness, mandates, and so much more with COVID, are we really that concerned about students who are complying with the mandate using too many masks, especially when there is COVID funding?” Superintendent Tom Butler CONTINUED ON PAGE A13

On Sept. 14, 2019, at around 2 p.m., Knight came to Jodry’s home and told Bill he was looking for Thomas. Bill went to get his son, who forgot he had plans with Knight to look at art in San Luis Obispo (SLO). Knight is a photographer in Atascadero who told Thomas he would help him get his art published. Two weeks prior, Knight purchased a cactus from Thomas, who grew and sold cacti from his home in Atascadero. According to Thomas’s parents, since purchasing the cactus, Knight repeatedly sent text messages to Thomas asking to hang out. Finally, Thomas agreed to go with Knight to SLO to look at art. Bill walked with Thomas to his cactus garden, where Knight proceeded to ask Bill if he was Thomas’s father. Knight then introduced himself.
PASO ROBLES — You may have noticed the 13 American Flags along Veteran’s Memorial Bridge on Niblick Rd. on Thursday, Sept. 2. The flags were put up at sunrise and taken down at sunset in an impromptu effort by a few friends that came up with the idea the night before. The group borrowed some flags from a local non-profit, non-partisan service club and contacted the Army Recruiters in Paso Robles for some help in hanging the flags. “The 13 flags represent the 13 service members killed,” explained David Phillips, “1 Army, 11 Marines, 1 Navy. We put up the flags of those service branches and hung one black ribbon on them for each service member they lost.” The date was significant in that it marked one week since the car bomb in Kabul that killed the

ATASCADERO — Sept. 14 will mark two years since the tragic death of Atascadero resident Thomas (Tommy) Jodry. To honor his memory and the second anniversary of his death, a vigil will be held on Saturday, Sept. 11, from noon to 6 p.m. Friends and the public are welcome to join Thomas’s parents at the San Luis Obispo Parking structure on the corner of Marsh and Chorro Street, the location of his death. And after two years, Thomas’s parents are still seeking justice and the truth for their son’s death. Thomas was only 21 when he fell to his death from the second floor of a downtown San Luis Obispo parking structure on Sept. 14, 2019, after spending the day with Atascadero resident David Allen Knight (56). Still, the many strange circumstances surround-

ATASCADERO — The City of Atascadero invites everyone to a special Patriot’s Day 2021 commemoration event, combined with the “Saturdays in the Park” Summer Concert, held on Saturday, Sept. 11, in Sunken Gardens in Downtown Atascadero, from 5 to 9 p.m. The evening’s special program and festivities will kick off at 5 p.m. in front of City Hall on Palma Avenue. The very talented
Show Choir from Atascadero High School will perform the National Anthem, and then everyone will be able to Meet Your Local Heroes, with our local officers and some of their vehicles on hand from the Atascadero Police and Fire Departments. Scheduled to arrive precisely at 5:30 p.m., the moving “Missing Man” formation fly-over above the Sunken Gardens will be performed by the pilots of Estrella Warbirds Freedom Flight. Following the Warbirds fly-over, there will be more patriotic music performed by soloists from the Atascadero Fine Arts Academy and other Atascadero schools, plus another opportu-
nity for everyone to Meet Your Local Heroes. Just before 6 p.m., the evening will transition from the Patriot’s Day tribute to the special double feature of “Saturdays in the Park” Summer Concert Series. Templeton Fire Hosts September 11 Memorial Stairclimb Event is open to the public to honor the lives lost STAFF REPORT
TEMPLETON — In remembrance of the Sept. 11 attacks, 20th anniversary, Templeton Fire will be hosting a 9/11 Memorial Stairclimb at Templeton High School’s Football Stadium starting at 8:30 a.m on Saturday, Sept. 11. The public is encouraged to participate and climb the 110 flights with the Templeton Firefighters and surrounding agencies to honor those that were lost 20 years ago.

ATASCADERO — The 48th Annual Community Celebration is fast approaching, and given the current state of the world, many have been wondering if the show will go on? Well, we have great news for you; the committee is planning a full event with the exception of the Tent City historic recreation. The Parade, Festival, and Dog Races are all scheduled for Saturday, Oct. 2. The Tent City After Dark Concert will be held Friday, Sep. 17 at 6 p.m. and hosted outside at the Atascadero Printery Building. Two local bands will perform—Bremen Town and Blackberry Ridge. There will be food and drinks available for purchase, and all proceeds will go to putting on the main event. Tickets are available at ColonyDays.org for $20, which includes the 3-hour concert and souvenir glass. “The purpose of Colony Days has always been to bring the community together to have a fun celebration,” said President of the Atascadero Printery Foundation Karen McNamara. “Maggie Vandergon was instrumental in organizing the committee and the event and is still on the committee.” This year’s theme is “Celebrate Community.” On Sep. 26 at 2 p.m., the annual Colony Tea will be held. The invite-only gathering allows long-time residents of Atascadero to come together in which Colony Days royalty will be honored. In addition, the committee will be thanked publicly for all their hard work.
A Colony Days Mixer will be open to the public on Sep. 30 at the new La Plaza main building. More details on this events will be coming soon. The theme for the event is sharing memories, and the flyer for the event reads, “Come along and share the good times while we can!” The reunion event will be held on Tuesday, Sept. 21, from 12 p.m. to 5 p.m., and the BBQ will be at 1 p.m. The event is free, but donations are suggested and can be given at the event at the attendee’s discretion. Assembly Approves Senator Laird’s Legislation to Improve the EDD SB 390 received unanimous bipartisan support from both chambers of Legislature STAFF REPORT
SACRAMENTO — On Sept. 1, the Assembly passed Senate Bill 390 authored by Senator John Laird (D-Santa Cruz) with a bipartisan vote of 65 to 0. Senate Bill 390 will require the Employment Development Department (EDD) to establish and routinely revise a recession plan to ensure the department can rapidly and efficiently respond to an increase of claims due to an economic downturn. The recession plan will contain proce-
dures, practices, and protocols to ensure the department is equipped to handle an increased workload due to an economic downturn. “The EDD’s inability to promptly and efficiently respond to the increased amount of claimants is an issue that has spanned the administration of three governors of both parties,” stated Senator Laird. “But it is up to us now to make sure these problems are corrected. SB 390 will provide the EDD with a recession plan that will serve as a road map of what to do in times of great need.” Senator Laird, who also serves as ViceChair of the Joint Legislative Audit Committee, introduced SB 390 in response to the State Auditor’s report released earlier this year, Employment Development Depart-
ment: EDD’s Poor Planning and Ineffective Management Left It Unprepared to Assist Californians Unemployed by COVID‑19 Shutdowns. According to the report, “had EDD begun the recession planning process earlier, it likely would have been able to provide more timely assistance to more Californians during 2020.” Senator Laird’s SB 390 received unanimous bipartisan support through both chambers of the Legislature. SAN LUIS OBISPO — On Sept. 1, the San Luis Obispo Sheriff ’s Office deployed personnel to provide mutual aid assistance to El Dorado County in response to the growing Caldor Fire. Included in the deployment were 12 members of the Sheriff ’s Office, along with seven members from allied county agencies, including the San Luis Obispo Police Department, California Polytechnic State University Police Department, Grover Beach Police Department, and the Atascadero Police Department. Staff will be assisting with evacuations, road closures, and keeping the areas around the Caldor Fire secure.
Pandemic Unemployment Benefits End for 7 Million Americans Businesses hope the end of benefits will help with hiring workers By CASSANDRA FAIRBANKS Guest Journalist
NATIONAL — Pandemic unemployment benefits for seven million Americans expired on Monday, Sept. 6. The benefits were part of President Joe Biden’s American Rescue Plan. Republicans have long cried foul as the expanded benefits led to a labor shortage across the United States. In addition, nearly one-third of recipients admitted to turning down jobs in favor of collecting the benefits. “Amid reports of widespread labor shortages throughout the U.S., roughly three out of every ten recipients of unemployment insurance say they turned down job offers during the pandemic, with 45 percent of those citing the generosity of unemployment benefits as a primary reason for their decision,” Forbes reported in July. Approximately half of U.S. states have already ended the program early. On Monday, programs including the Pandemic Unemployment Assistance program, which extended regular unemployment, came to an end. Over 4.2 million self-employed and gig workers who did not qualify
for regular benefits were receiving funds from this program. It also stacked supplemental federal benefits of $300 on to an individual’s state unemployment checks. The Washington Examiner pointed out that combined; the unemployment benefits were more than many people would make working a minimum wage job. “The national average of statewide unemployment insurance before the pandemic was $387 per week, meaning some unemployed people in the United States were bringing in $687 per week on average with the $300 expansion — that equates to a $17.17 hourly wage, more than double the federal minimum wage,” the report explained. Many hope that the end of the benefits will help businesses that are struggling to hire workers. “Hopefully, with the unemployment benefits running out this weekend, they’re going to see more folks applying more folks showing up for interviews,” Nicole Riley with the National Federation of Independent Businesses told WTVR. “And, you know, frankly, it’s just, it’s a really hot time as an employee looking for a new job, or a new position, maybe even a new career.” Cassandra Fairbanks is a journalist for TimCast, News Politics, and Culture. Judge Ruled ‘Your Own Backyard’ Podcaster Will Not Be Testifying Two archaeologists testified anomaly found in Flores backyard consistent with burial site By CAMILLE DeVAUL
SAN LUIS OBISPO — As the preliminary hearing for Paul (44) and Ruben (80) Flores continues in the murder of Kristin Smart, testimonies are heard from another dog handler, an expert in fiber evidence, a district attorney’s office investigator, and San Luis Obispo County Sheriff ’s Detective Clint Cole. Det. Cole was the last to take the stand on Tuesday but revealed a conversation he had with Ruben Flores on May 19 of this year. Det. Cole came to Ruben’s residence in Arroyo Grande with a warrant to collect DNA swaps from Ruben, Susan Flores, and her boyfriend, Mike McConville. According to Det. Cole, Ruben asked why Cole was collecting evidence from all three of them when he was the only one who committed a felony. Cole said Ruben then clarified that he meant he was the only one of the three who had been arrested. His testimony continued on Wednesday. In addition, on Tuesday, cadaver dog handler Wayne Behrens continued his testimony from Monday. Like the other two dog handlers, Adela Morris and Gail LaRoque, who took the stand previously, Behrens and his dog, Sierra, were involved in a search of the Cal Poly campus on Jun. 29, 1996. Behrens said Sierra jumped up on the door of room 128, which was Paul’s dorm on the Cal Poly campus, and alerted to a mattress on the left side of the room. Prior to that, Behrens said Sierra showed interest outside the same dorm room along with the bushes and the room’s window line and window frame. Like the other two handlers, Behrens did not know any details on the case. He also testified that his dog is only trained to track human remains. After Behrens, Faye Springer, a retired criminalist specializing in
trace evidence analysis, took the stand. Springer testified about her examination of fibers that were sent to her for the Smart case by the San Luis Obispo County Sheriff ’s Office. She was sent red, blue, and black fibers with some light colors that were found in soil. She added the red fibers did not look very old. Kristin Smart was reportedly wearing red shoes before her disappearance. The defense asked if it would be unusual to find fibers at a construction site. Springer said, “no.” Springer added the fibers could not be compared to anything but were made of cotton and synthetic material. She said she could not assign any forensic significance to the fibers. However, if other clothing was found, she could compare the fibers to it. District Attorney Investigator James Camp also took the stand on Tuesday, testifying about the layout of the Cal Poly dorms where Kristin lived before she disappeared. Camp attended Cal Poly as a student from 1991 to 1995. He is expected to be called to the witness stand again during the preliminary hearing.
Thursday, Sept. 2
Two cadaver dog handlers and a forensic specialist testified in court on Thursday, Sept. 2. Kristine Black, Karen Atkinson, and their cadaver dogs were called to search under the back porch of Ruben Flores’ home in the 700 block of White Court after warrants were executed on the residence in March and April of this year. Both women are Santa Clara County Sheriff ’s Office Canine Specialized Search Team handlers. Both dogs are certified in human remains detection through the California Rescue Dog Association, according to testimony. As the assistant director for the search and rescue team, Black talked about her search of Ruben’s home on White Court in Arroyo Grande on Mar. 15. She said she brought her Belgian Malinois, Annie, with her and first searched a maroon 1985 Volkswagon that was later seized from
Ruben’s home as part of the investigation. Black says Annie, who is only trained in detecting human remains, went inside the vehicle but did not have a final response. They headed into Ruben’s backyard next. Black said she intentionally stood out of sight from the house at the end of White Court in order to not influence her search. She testified that Annie started to show changes in behavior in an area under the left side of the deck behind some lattice. While the behavior change was consistent with odor, Black says Annie did not go to a final response, instead of putting her nose down and changing her breathing and snorting hard while circling the area. Atkinson testified that she searched the property with her dog, Amiga, on the same day and had the same results. She noted a slight change in behavior in Amiga as she worked a long, narrow area that sloped up near the foundation. According to Atkinson, Amiga began to sniff and make “head pops,” which indicated she detected an odor. Atkinson described the change in behavior as being a characteristic for when Amiga detects her target odor – human remains – but Atkinson says the dog’s alert is sitting, which she did not do. Attorney Sarah Sanger, who represents Paul with her father Robert Sanger, questioned whether a change in behavior is not an alert. Atkinson explained Amiga will not alert until she reaches the strongest point of the odor. Harold Mesick, Ruben’s attorney, questioned whether Black searched any trailers on the property, to which she replied no. During the afternoon session, the court heard testimony from a forensic specialist with the San Luis Obispo County Sheriff ’s Office. Shelby Liddell talked about two different searches at Ruben’s home on Mar. 15 and 16, 2021. She was assigned to process the scene at 710 White Court, including taking photos and collecting soil samples Liddell testified that at three feet deep, while detectives were digging
up under the deck in the backyard, they started noticing staining in the soil. According to Liddell, dark staining was noticed down to four feet. She told the court she collected samples along with control samples around the property. She said she returned on Apr. 13 and 14 to collect more samples from under the deck again. Liddell also testified to spraying the inside of the trailer seized from the Flores’ residence with Bluestar, a forensic chemical used to detect blood and other bodily fluids. According to the Sheriff ’s Detective, Clint Cole, the trailer belonged to the boyfriend of Susan Flores, Paul Flores’ mother, and was seized on the belief that it was used to transport the remains of Smart from Ruben Flores’ residence in February 2020. Liddell said that 30 minutes after spraying Bluestar, a blue luminescent stain approximately a foot-and-ahalf wide appeared on the inside of one of the trailer’s doors, which was documented with a camera. Bluestar, which reacts to the hemoglobin in human blood and is a proprietary formula, can also show false positives for cleaning materials and some types of vegetables. However, according to Liddell, the reaction is typically a “white flash” that goes away after a while.
Tuesday, Sept. 7
Court resumed on Tuesday, Sept. 7, after a four-day weekend. Two archaeologists Philip Hanes and Cindy Arrington of Sacramento testified that they were requested by the San Luis Obispo County Sheriff ’s Office to search Ruben’s Arroyo Grande home on Mar. 15 and 16 of this year. They used ground-penetrating radar (GPR) on 11 different spots on the property, looking for human remains, and say they identified four anomalies of interest where the soil showed a disturbance beneath the surface. A GPR detects disturbances in the soil, such as a hole that was dug and then filled. One site, in particular, was of significance—a 4 by 6-foot spot underneath the back deck. Hanes went on to say that the
anomaly under the back deck was the most promising due to it being approximately the size of a burial. He said there was significant soil disturbance from the top of the surface to approximately four feet deep. Deputy District Attorney Chris Peuvrelle displayed a “time slice” graphic model of the Hanes’ radar search data on the strip under the deck that showed heavy shades of orange and some yellow in one spot at the end of the graph. However, most of the graph’s color was blue. Arrington, who is a registered professional archeologist, said grids 1 and 3 were the only grid searches that showed a “clear subsurface disturbance.” Grid 3, which contained a 4-feet by the 5-feet and 3-foot-deep anomaly and was located under the deck in a spot facing the southeast, did not show any signs of human decomposition, according to Arrington. Arrington testified that Grid 1 lacked the layered characteristics of soil that had been undisturbed and had dark stains showing “something was there,” which had leaked fluid and was later removed. She added no bones, hair, or other human body parts were located at the site. After Sheriff ’s officials alerted Arrington to the soil stains approximately one-and-a-half feet to two feet down, Arrington said she sampled the darkest stain on the downward portion of the sloped area, where she believed the liquid pooled. Soil samples taken from the site indicated human blood, although DNA could not be extracted, according to court documents filed by Peuvrelle. But Arrington said the stains could also indicate decomposition fluid. She testified that although she is not an expert in human decomposition, she learned from past work with a scientist at the Forensic Anthropology Center in Tennessee, also called “the body farm,” that the skeletalization process could take up to decades depending on soil conditions. Arrington testified that a smaller spot under the deck also showed clear subsurface disturbance, but the larger anomaly was big enough
to fit human remains. She said they spent a good deal of time chasing staining in that large anomaly. She testified that it looked like a human decomposition stain or a cadaver-soaked stain, adding that when a body decomposes, there will be a ring around it because the body liquefies. She believes that’s what happened here.

On the morning of Wednesday, Sept. 8, Judge van Rooyen ruled that ‘Your Own Backyard’ podcaster Chris Lambert will not testify in the Flores hearing. Earlier in the hearing, Lambert was subpoenaed by the defense to testify and provide documents related to Kristin’s case. Lambert then filed an objection to the subpoena. The judge granted a motion to quash a subpoena that would have required Lambert to provide documents related to Kristin Smart’s case. On Wednesday, the hearing continued with San Luis Obispo County Sheriff ’s Detective Clint Cole took the stand once again, telling the court that he transported some evidence from the March search at Ruben’s home to a lab. A forensic serologist who works at that lab in Richmond and tests human blood and DNA then took the stand. The father and son are charged in connection with the 1996 disappearance and murder of 19-yearold Cal Poly student Kristin Smart. Paul has been charged with her murder, and Ruben is being charged with accessory after the fact. Both men were arrested in April. Ruben is out on bail, but Paul remains in the San Luis Obispo County jail with no bail. Kristin’s remains have never been found, but she was declared legally dead in 2002. The preliminary hearing, which began in San Luis Obispo County Superior Court on Aug. 2, is expected to last through at least this week. This is an ongoing story that will be updated as new information becomes available.

Chase Bank Robbery Suspect Arrested Suspect identified as Andrew Gilbertson of Paso Robles STAFF REPORT
PASO ROBLES — On Sept. 1, at approximately 4:50 p.m., an employee of Chase Bank, located on Niblick Rd. in Paso Robles, called 911 to report a robbery had just occurred. The employee told Dispatch the suspect handed her a note demanding money and brandished what looked like a handgun. The suspect then fled the bank but did not get any money from the bank employees. Officers immediately arrived in the area and started a search for the suspect, while other Paso Robles officers ensured the employees were safe and uninjured. The California Highway Patrol helicopter assisted in the search. A short time later, citizens in the area reported seeing a subject matching the description of the bank robber
near Albertson’s on Niblick Rd. Officers arrived and located the subject, and with the assistance of a police K9, the subject was taken into custody without incident. The bank employee was able to identify the subject as the person who had robbed the bank. There was no monetary loss, and no one was injured during this incident. The suspect was identified as Andrew Gilbertson (46) of Paso Robles. He was charged with one count of felony robbery and transported to the San Luis Obispo County Jail. Head-On Collision Leads to Assault with a Deadly Weapon Investigation Witnesses reported the driver of a Subaru had intentionally driven head-on into their lane STAFF REPORT
ATASCADERO — On Sept. 5, at approximately 10:18 a.m., the Atascadero Police Department and Atascadero Fire and Emergency Services were dispatched to a reported injury vehicle traffic collision in the 13500 block of Highway 41. Multiple callers indicated a vehicle had caused a head-on collision, and there were numerous injured parties. The Atascadero dispatch center was notified that the California Highway Patrol had received a number of calls reporting the driver of a silver
Subaru had been driving recklessly and into opposing traffic in what appeared to be an attempt to cause head-on collisions just prior to this incident. Upon arrival, officers and emergency personnel located three vehicles involved in a head-on collision. The Silver Subaru appeared to cause the collision. Multiple patients were treated and transported by several ambulances. The suspect driver was also transported to a local hospital with major injuries. The Atascadero dispatch center received calls from a number of witnesses reporting the driver of the Subaru had intentionally driven head-on into their lane of travel in an attempt to cause a head-on collision. Based on the circumstances surrounding this intentional act, the incident is being investigated as an Assault

Four dogs were inside the residence at the time of the fire, with one saved
Initial reports indicated that the structure was fully engulfed, and all occupants were able to exit the structure. Upon arrival, crews found a single-story, single-family home with heavy smoke and fire showing from the southeast corner of the STAFF REPORT residence. There were ten occupants that were able to exit the structure ATASCADERO — Around with one family member who cut 9:25 a.m. on Sunday, Sept. 5, a their arm and another that initially residential house fire broke out in thought was a missing person. It was Atascadero at 8660 Portola Road. later determined that the missing
person was not inside the home, and all were accounted for. Four dogs were also inside the residence at the time of the fire, with one saved. Full extinguishment of the fire took approximately 90 minutes from the time of the alarm, with no injuries to firefighters. The emergency resources used for the incident included seven fire engines, one command vehicle, two ambulances, and three police officers. Automatic Aid was received from
Atascadero State Hospital, Templeton Fire & Emergency Services, Cal Fire, and Paso Robles Department of Emergency Services. EMS crews administered medical treatment to one of the residents for smoke inhalation and another for lacerations to his arms. Fire crews remained on the scene for salvage operations and investigation for approximately 2.5 hours. The cause of the fire remains under investigation.

They will receive an invitation to attend the Colony Days Reception presented by Quota on Sunday, Sept. 26, at 2 p.m., at Atascadero Bible Church Fellowship Hall, 6225 Atascadero Avenue. The 43rd Annual Reception will kick off a week of festivities celebrating Atascadero’s historic Colony Days. The 2021 theme for the parade and celebration in the Sunken Gardens on Saturday, Oct. 2, is “Celebrating Community.” The parade will begin at 10 a.m. and moves along El Camino Real. The afternoon reception will begin with the crowning of the King and Queen of Colony Days and the introduction of the Grand Marshal for the parade, followed with special entertainment and an opportunity for “old-timers” to tell their stories of growing up

Ingredients: • 3 lbs peeled, cored & cubed apples • 1½ cups apple cider • ½ cup honey • 1 tablespoon lemon juice • 1 teaspoon cinnamon • ½ teaspoon vanilla extract • ¼ teaspoon ground allspice Directions: Place all ingredients in a large saucepan. Bring to a boil, then reduce heat and simmer, covered, for 20 minutes or until apples are tender. Let cool slightly, then puree in a blender or
food processor until very smooth. Transfer back to the saucepan and cook over medium heat for 40 minutes more or until mixture is very thick, stirring frequently. Stir almost constantly during the last 5 minutes of cooking to avoid burning. Fill small, clean jelly jars and cover with secure lids. Let cool and refrigerate. Serve as you would jams and jellies. Here’s a tasty Sangria to serve your guests this fall. Honey Apple Sangria
Pour 1 (750-ml) bottle white wine into a large pitcher. Whisk in ¼ cup honey. Stir in 1 cup apple cider or sparkling cider and 1/3 cup brandy. Add 1 small thinly sliced apple, 1 thinly sliced lemon, and 1 thinly
sliced lime to pitcher. Chill for 1 hour or until very cold. Serve over ice. Remember to check your closets for coats, jackets, sweaters, and sweatshirts you are not wearing anymore. Relief Funds evenly between residents, the Newsom administration allocated twice as much money per person in the Bay Area and Los Angeles County than in San Luis Obispo County and other counties with populations of less than 500,000. Although they’re a lesser safety threat to developed metropolitan areas, wildfires are a worsening and looming danger to rural counties encompassed by woodlands and forests. Despite offering lip service, Governor Newsom’s actions reveal his lack of sincere effort in preventing wildfires. For example, while Newsom claimed his administration cleared fire hazards from over 90,000 acres, an analysis by CapRadio of the state’s own data revealed Newsom’s alleged achievement was a gross falsehood— only a small fraction of that number (11,399 acres) had been cleared. It’s also worth noting that in 2020, Newsom cut $150 million of wildfire prevention funding from Cal Fire, and as a result, the agency’s suppression output was cut in half. As Governor Newsom’s inaction exacerbates drought-induced wildfires, his water policy also quite literally hangs small communities out to dry in the face of drought. While Newsom and his cohort of Bay Area politicians continue to benefit from a relatively stable supply of water from the Hetch Hetchy reservoir that resulted from damning a major valley in Yosemite National Park, they refuse to allow central California communities to pump water from the Sacramento Delta. While even his predecessor Governor Jerry Brown supported a proposal to build tunnels in the Delta to allow for more environmentally-friendly pump-
ing, Newsom has refused to approve the project—or really any major water storage infrastructure in the state. Although once confined to poorly managed urban cities, crime has spilled over into our small communities, and rates have increased across the state. Local police departments’ hands are tied tighter and tighter by state laws that prevent them from keeping criminals off the street, even as more criminals are released from prisons. For example, the California Judicial Council (almost solely comprised of judges appointed by the governor) eliminated cash bail in the name of battling COVID but ended up worsening the epidemic of crime in the streets. Since last year, Newsom has released thousands of criminals from the state’s penitentiaries. Furthermore, in April, he announced an early release program that will shorten the sentences of 76,000 inmates (including repeat offenders and violent felons) by one-third – ignoring the pleas of local district attorneys and police departments. I don’t know who I will vote for to replace Governor Newsom, but I am confident that any of the frontrunners would be an improvement—the bar has not been set high. What I know for certain is I will be voting “Yes” on the first question. I implore the rest of San Luis Obispo County and the residents of the other unheard and forgotten counties of the state to vote “yes” with me. Say “yes” to taking back local control of our streets, businesses, healthcare, safety, and lives. s the busyness and excitement of summer comes to an end and the pages of the calendar turn to fall, we often find comfort in the daily routines and things that are familiar to us. School within the Atascadero Unified School District (AUSD) has been in session for about one month, and the halls are filled with the excitement of seeing old friends, meeting new friends, and getting to know the expectations and routines of new teachers and the next grade level. The teachers and administrators have worked tirelessly to prepare for the students to arrive in their classrooms and on the campuses. The Board at the Atascadero Greyhound Foundation (AGF) and the members of the LIGHTHOUSE Committee have also been preparing for the new school year to bring the support of our community to our youth and make this a successful year. For our Board, fall means a big focus on the Annual Wayne Cooper Memorial Golf Tournament. The proceeds of this tournament are allocated to support the needs of the LIGHTHOUSE Atascadero Mentor Program (LAMP) being implemented at the Atascadero Middle School (AMS); as well as our financial commitment to the counselor that is designated on the Prevention and Early Intervention (PEI) Team serving our middle school students at the AMS and the Fine Arts Academy. In addition to AMS, funds from the tournament support the Wellness Center Counselor at Paloma Creek High School and ACE Academy and the studentrun LIGHTHOUSE Coffee Company. The mission of the AGF is to bring awareness, prevention, intervention, and education of drug use to the youth in our community. Recent data released by the staff at San Luis Obispo County Behavioral Health shows that our county has seen a 64 percent increase in opioid overdose deaths since 2016. The presence of the deadly fentanyl drug is on the rise. In 2016 fentanyl was present in 18 percent of all opioid overdose deaths. In 2020 that number increased to 62 percent. As we know, prevention is a hard thing to measure. However, one indicator that our message is reaching our youth is the California Healthy Kids Survey data (2017-18 and 2019-20), where 100 percent of our secondary students within AUSD self-reported never using heroin, which is not the case countywide. We provide and support programs that help prevent as many youths as possible from becoming involved with drugs and other substance use by providing healthy choices for leisure time and counseling for those who are affected by circumstances that bring stress to their life. We also provide support and intervention for those youth who find themselves struggling with drug use. The more youth we have in our community that are not involved with drug use, the more youth we have in our community who are healthy and thriving, learning to become the healthy adults of tomorrow. Remembering September 11, T
wenty years ago, many of us started the day like all others, coffee, shower, with the morning news playing in the background. For me, I was getting ready for work at my house on Scott Street in Paso Robles. I was 22 years old and, before this day, had no real idea of what war or a terrorist act was other than it did not happen on our American soil. September 11, 2001, changed all that, and it is just as important today as it was then for all of us to remember and never forget. That fateful morning as we watched the terror and horror of the aftermath of the first plane crashing into the North Tower of the World Trade Center and trying to make sense of it all, a second plane appeared and turned sharply into the South Tower. I remember watching the news reporter’s face trying to get a sense of what was happening, and I could tell she was just as fearful and confused as I was. At that moment, it felt like the world stopped. Twenty years ago, we did not have social media or cell phones that shared videos or even took quality photos. We relied solely on news sources to tell us what was happening. Reports came in that a third plane hit the Pentagon just outside Washington, D.C. The news station switched between news anchors trying to explain what we were watching and experiencing. I remember hearing the fear in their voice, not knowing what to say. No more than 22 minutes later, the South Tower collapsed, 56 minutes after the impact of Flight 175. A fourth plane was then reported to have crashed in a field in Shanksville, Pennsylvania. At this point, I remember hearing the words, “we are under attack; this was no accident; we are under a terrorist attack.” We all watched in horror as people trapped in the North Tower began to jump from the iconic towers that we visited, took photos of, and shaped how we pictured the skyline of New York City. As a nation, we all held our breath and watched, frozen, helpless with tears running down our faces. The frantic news coverage continued, people running for safety through the streets, not knowing what they were running from, while police, firefighters, and first responders continued to run toward the site and instructing people to get as far away as possible. Twenty-nine minutes later, the North Tower of the World Trade Center fell, 1 hour and 42 minutes after the initial impact of Flight 11. The Marriott Hotel at the base of the towers was also destroyed. Cries, screams, and an unforgettable sadness filled the air and our hearts as we continued to watch in disbelief of what we just saw. The reporter, now covered in soot, was crying as people ran by her. I have a vivid memory of her face that is branded into my memories, and thinking how brave she was for still being there to tell their stories, feel the impact firsthand, and share it with us. She was our eyes and ears; she and her camera operator helped keep us all connected. I remember her asking people as they ran by if

they were okay. I remember people running together, sobbing, consoling one another. Twenty-two minutes later, five Pentagon stories fell due to fire that broke out after Flight 77 crashed into it 1 hour and 13 minutes prior. At that point, all you could see on the television was lingering grayish soot that covered everyone and papers flying everywhere. Most of us stayed glued to the screens, trying to get ahold of loved ones that were either on flights or lived in the area to see if they were okay. Phone lines were busy, and you could not get through. I remember being on the phone with my mom and then my dad, who were both in Arizona at the time, trying to make sense of what we had all just seen over the last few hours that felt like an eternity. Our family finally got ahold of my sisters, who lived back east, later that day. September 11 ended with the 7 World Trade Center building adjacent to the towers collapsing as a result of the aftermath of the towers falling. Almost 3,000 people died that day; our family, friends, colleagues, and our everyday heroes were among them. A few years later, in 2003, I visited Ground Zero. Entering lower Manhattan, you could feel the loss lingering in the City. The chain-linked fence surrounding the area was filled with photos, letters, American flags, flowers, and clothing. Missing posters of loved ones remained, and it felt as if we were walking through a graveyard. I remember how eerily quiet it was for New York City and seeing a woman kneeling and crying while others stood around telling stories of their loved ones they had lost on that tragic day. I could feel the deep gratitude I had for my younger brother, who became a U.S. Marine following the events of that day. As I closed my eyes, I could remember listening to the news as our troops invaded Iraq earlier that year in March. My brother’s battalion was one of the first in; we went weeks on end without hearing from him; that felt like an eternity until finally, he was able to call and let us know he was okay. As I continued to walk around the gated area, I placed my hand on the fence. I took a moment to remember the loss of life right where I was standing and all of the families, residents of New York, and our Nation. I thought of our loved ones who joined the military to fight for our freedom, and I thought of our first responders who continued to show up even after they lost members of their crew. But I also remembered the news correspondent that covered the events of that day. I am grateful to the woman who inspired me throughout her coverage and showed me real journalism. She told the people’s story as they lived it without any attempt to interpret it in any way. She was vulnerable and honest. She showed care and concern for others, all while being terrified herself. Twenty years later, most of us still remember it as it was yesterday, and with the turmoil throughout the Nation today, I have hope that we can come together once again. May we remember all the lives we lost that day and all who were lost fighting for our freedoms in the events that followed. May we never forget.
It’s an extraordinary tale…of resilience, of survival, of courage, of love. For me, this is the legacy of 9/11. Gédéon Naudet

Thomas got into Knight’s car, and the two left for SLO, and that was the last time Bill ever saw his son alive. According to Bill, what happened after is pieced together from police reports, phone records, and coroner reports. That weekend happened to be “WOW” week at Cal Poly, and rather than fight the crowd, the two went to Montana de Oro for lunch and then proceeded to downtown SLO. Around 7 p.m., Thomas sent a text message to his friend saying, “I will be home soon, and we are finally going to look at art.” His friend’s response told Thomas he would be out of town camping with his girlfriend for a few days. According to employees, Thomas and Knight arrived at the bar called Frog and Peach at approximately 8 p.m. Phone records show that at 8:05 p.m., Knight sent Thomas a text message reading, “fuck you.” It is reported that Knight said Thomas did not acknowledge the message. While at the bar, Knight opened a tab. Within one hour, Thomas had multiple drinks, including Knight’s. As seen in a security video, the two sat at the bar. Knight is seen to be switching his drink with Thomas’s—never to consume his own drink. Two men are seen sitting on one side of Thomas and Knight, and another man is sitting on the other side—a few seats separating them. Also seen in the video is Knight trying to pull Thomas’s head down to his crotch by the bill of his hat. A still photo from the video shows the moment right after. The two men sitting next to Thomas are looking over at him, appearing to have heard something. It appears Thomas then looks at the two men saying something. Knight closed their tab, paying with his credit card, at around 8:55 p.m. Their bill was reportedly over $100. Thomas was then seen tripping and faceplanting on the sidewalk just outside the bar. It is then reported that Thomas struggled to walk roughly a block eastbound along Higuera to the pedestrian walkway between the former Gap store and Downtown Centre Cinemas. Thomas then fell again and dropped his phone, which Knight recovered. According to Knight’s statement to the police, he did not see Thomas after this. Several witnesses recall seeing Thomas running from Knight, asking for help and saying someone is after him. Around 9:15 p.m., a bystander called 911 to say someone had fallen, and an ambulance was sent to the scene. Police officer body camera footage shows a man—later identified as Knight—approaching the offi-
cer attending to Thomas. Knight asked the officer what happened, and after the officer asked him to stop, Knight said, “I know him, that is Tommy, but I don’t want to be on record that I know him.” Knight informed the officer of Thomas’s name and where he lived but would not identify himself or provide further information. Moments later, Knight walked away and sent a text message to Thomas saying, “Where are you.” Shortly after, Thomas was transported by ambulance to Sierra Vista Hospital where he was pronounced dead at 9:49 p.m. His blood-alcohol level was reported to be approximately 0.38 at the time. During this time, Bill and his wife arrived home from a Concert in the Park around 10 p.m. They became worried that Thomas was not home yet and tried to contact his phone but received no answer. Then at 10:20 p.m., the Jodry’s heard a knock at the door—it was Knight. Bill asked Knight where Tommy was and said, “I’ve been trying to call him.” Knight said, “I have his cell phone,” and handed it to Bill. “I found it on the ground. He must have dropped it,” Knight told Bill, and Bill let him in the house. Knight proceeded to tell the Jodry’s what happened that evening and said he lost Thomas somewhere downtown and then heard police sirens. According to Bill, Knight told them he went to the scene near the parking garage and saw someone on the ground that looked like Thomas, but police refused to give him information. Knight then advised the Jodry’s to call the hospital. Bill, who works at the Sierra Vista Regional Medical Center as a registered nurse, ended up calling the nursing supervisor’s personal number looking for answers. Meanwhile, Mar y Jane attempted to ask Knight questions in the living room. Knight then interrupted Mary Jane, telling her that he was trying to listen to Bill’s conversation in the next room. The nursing super visor informed Bill that their son Tommy had died and the police were at the hospital. After receiving the news, Bill and Mary Jane began to cry. Then they saw Knight rocking back and forth on the couch, saying, “How could Thomas do this to me?” Bill suggested that Knight leave and come back the next day to explain what happened—Knight never returned or called. Mary Jane’s brother, who lives within minutes of their home, came to take them to the hospital. When he arrived, Knight was still in the Jodry’s living room. Bill’s brother-in-law asked Knight what was going on. Knight replied, “He’s dead.” When the brother asked Knight to repeat the question, Knight responded again in a harsher tone, “He’s dead!”

Knight then reportedly ran to his car. After identifying their son’s body, the Jodry’s met with police at the hospital. Police asked the Jodry’s how they knew to come to the hospital, and they explained Knight coming to their home. Officers then told the Jodry’s that Knight identified Jodry as Thomas and then “ran off.”

Thomas Robert Jodry was born on Dec. 31, 1997. He loved his Woody doll, going to school, playing sports and the guitar, and being a Cub Scout. Most of all, Tommy loved creating art and growing his cactus business. Tommy’s stencil art can now be found on display at Bloke Outfitters on Entrada Avenue in Atascadero. Some of his stencil art has been printed on shirts and embroidered on a hat with an A-Town logo he created. Both are sold at Bloke, and ten percent of proceeds from the Justice for Thomas collection go towards costs to duplicate Tommy’s artwork so his passion can be shared with the world. Additionally, Bloke owner Farron Walker has dedicated a cactus garden to Tommy’s memory that is directly in front of the store’s window. Thomas’s parents say, “He [Thomas] was a wonderful young man. He was a deep thinker and very intelligent. Everyone who knew him remembers him this way. He always had time to listen to people, and people have often commented on his kindness.” Tommy left behind family, friends, an extensive stencil art collection, his cactus garden, and so much more. His parents said Tommy was looking toward a bright future.

Thomas’s story and memory will be shared at the vigil on Saturday, Sept. 11, from noon to 6 p.m. The Jodry’s goal is also to raise awareness for more security cameras and guards in the parking structures. Bill and Mary Jane have filed a wrongful death suit against Knight. They are accusing Knight of plying their son with alcohol at a bar in downtown San Luis Obispo before his tragic death. The Jodry’s know more witnesses from that night have yet to be identified or come forward. They ask anyone with any information to please get in touch with them. Thomas’s parents have a reward of $10,000 for anyone with information that would solve the question of what happened in the parking structure in 2019. I think all Americans, regardless of their political party or how they feel about the conflicts the men and women of our military are sent to fight in, owe these heroes a debt of gratitude. presented the Superintendent’s Report and spoke in regards to the letter. “We do have a nice inventory currently of that surgical type of mask,” Butler explained. “We did have students who needed quite a few per day, and so we wanted to try to strike a balance for our students; if they were able to be responsible...if they had a personal mask, they could bring it back and forth from school and care for it… but we didn’t want to go into using thousands of masks per day if we could avoid it by just asking the students to participate with us in being responsible to the greatest degree possible… we didn’t mean to be disrespectful in any way, and we are fully in support of providing masks when needed.” Butler then went on to express his gratitude to the students and for their hard work academically and working on developing citizenship. He also thanked the staff for having “stepped up significantly.” Butler also shared that he attended Atascadero High School’s first home football game. “That was a joy,” Butler said, presumably smiling

Trustee Corrine Kuhnle asked Superintendent Butler how things are going with the outdoor schooling situation, and Butler responded by saying that it is going well. He also shared that they are looking at larger, more permanent shade structures which would be good idea anytime, not just during a COVID situation. He mentioned that other fun ideas are being explored such as having students bring beach towels in order to have class while sitting out on the lawn. The next item on the agenda was the call by Trustee Gunther to nominate Dr. Bettye Lusk as Director-at-Large, African American at California School Boards Association. The nomination was approved unanimously. Assistant Superintendent Jackie Martin then presented a number of business service matters. The first of which was a resolution establishing the 2020-21 Gann Appropriations Limit Recalculation and 2021-22 Estimated Gann Appropriations Limit Calculation which was approved unanimously. The next item was the 2020-21 Unaudited Actuals and the 2021-22 Revised Budget, which was approved unanimously. Martin highlighted the state-wide issue of losing funding due to so many families leaving California that she says will have no immediate effect but will begin to impact the budget in 2022. Martin stated that California had lost 160,000 kids when their families moved out of our state. The next item was a proposed increase to the day rate for Licensed
Vocational Nurses in order to bring it to the average rate in an attempt to fill numerous vacancies, and it was approved unanimously. This was followed by a proposed day rate increase for substitute teachers to $200/day, which was approved unanimously. F inal l y, Mar tin presented the Annual and Five Year Developer Fee Report for the Fiscal Year 2020-21, which was also approved unanimously. Assistant Superintendent E.J. Rossi then presented a four-year plan to incorporate an “Ethnic Studies” course into the curriculum by the 202425 school year. Detailed in Rossi’s presentation were plans to create a committee which will evaluate current options to bring back to the Board for review. The final item, presented by Assistant Superintendent Curt Eichperger, was a resolution to update the education codes in order to allow teachers to teach a subject outside of their specialty, which was approved unanimously. Detailed report to follow. The meeting was adjourned at approximately 8:07 p.m., and the next meeting is scheduled for Sept. 21 at 7 p.m.
